President Michael Sata petitioned to intervene in the plan to move Zambia Railways HQ to Lusaka

THE Kabwe Chamber of Commerce and Industries (KCCI) and residents have petitioned President Michael Sata to intervene in the matter in which Zambia Railways Limited (ZRL) management wants to relocate its Head Office to Lusaka.

The petitioners said local people were dependant on the firm for their livelihood.

KCCI and the residents, who yesterday matched to the Provincial Administration offices where they presented the petition, also expressed disappointment over the deplorable state of the roads despite a contractor being on site.

KCCI vice president Andrew Sinyangwe who presented the petition to Central Province Minister Philip Kosamu said the planned move to relocate the ZRL headquarters was disturbing and urged Mr Sata to intervene on behalf of the people of Kabwe.

Mr Sinyangwe said the move was disturbing following the recent suspension of chief executive officer Clive Chirwa who attempted to go in the same direction but was ordered to move the head office back to Kabwe and was also forced to stay in a company house.

He said when the now defunct Railways Systems of Zambia decided to shift its operational head office to Lusaka, the government at the time and stakeholders resisted the move on grounds that it was retrogressive.

“Having said this it is baffling for the above reasons that a parastatal company can take such unpopular decision and attempt to discredit the people and the government’s aspirations to develop the rail transport sector and the town,“ he said.

He said among other consequences include the loss of local supply contracts which would be administered from Lusaka and therefore awarded to Lusaka suppliers.

He said the sourcing of 750 million euro bond destined for ZRL would be lost and asked President Sata to halt the uncalled for measure that would ‘kill’ the town.

Over the poor state of the roads, Mr Sinyangwe said the chamber and the entire business community was concerned at the slow pace of the road works which had left the town dusty and was worried about the quality of roads to be delivered.

“Why is Kabwe always given the crumbs to eat out of the national cake even simple things like roads we are left behind yet we see other towns looking presentable,“ he said.

And receiving the petition Mr Kosamu who was accompanied by provincial Permanent Secretary Anne Sinyangwe, paid tribute to KCCI for the mature manner in which it presented its grievances and pledged to deliver the petition to the Head of State.

And Kabwe Central Member of Parliament (MP) James Kapyanga paid tribute to the organisers of the peaceful march and demanded that Kabwe was interested only in quality road works and not shoddy works.

Earlier scores of residents marched in the city centre carrying placards which denounced poor road works and the move by ZRL to relocate to Lusaka.

Some UNZA students enraged by PF government’s decision to remove maize and fuel subsidies protested at ZNBC Wednesday mid-morning.

The students were however met by police officers in full riot gear deployed to ZNBC along Alick Nkhata road to maintain public peace.

The students carried placards denouncing the PF government and urging President Michael Sata to listen to the cries of the poor.

There placards also read that “PF is Bufi,” in reference to hit antigovernment song Bufi by Petersen and Pilato.

The students vowed to continue protesting until government rescinds its decision to remove the subsidies.

There is now a heavy presence of riot police on Great East road in Lusaka in anticipation of further student riots.

And Students at the Copperbelt University (CBU) in Kitwe have expressed displeasure with Government over its move to remove subside on both fuel and maize because this would ultimately have adverse effect on the value of meal allowance they are getting.

Copperbelt University Students Union (COBUSU) president Oscar Mbewe who also expressed his fellow students’ dissatisfaction with the proposed 26 per cent tariff increase said the increase in the price of fuel and electricity would definitely push upward the overall cost of production in the country.

Mr Mbewe said in Kitwe today the students were concerned that this would render the amount of money they were getting for meal allowance insignificant, as it would be of little value.

He said out of this realization, the students had embarked on an exercise of collecting signatures with the view to petitioning Government over the scrapped subside on fuel and maize.

“I have so far received petition from over 300 students who have appended the signatures and the idea is to hold a peaceful demonstration against the scrapped subsides on fuel and maize,” he said.

Mr Mbewe said current students’ meal allowances were already not sufficient given the ever increasing costs of essential products such as mealie meal.

“The amount of meal allowances we are getting is already meaningless looking at the prices of commodities, for example mealie meal we used to get it at K45, 000 and now it has gone up to over K60, 000,” Mr Mbewe said.

FODEP condems Kabimba’s donation to a church in Luangwa

The Foundation for Democratic Process (FODEP) has charged that it is morally wrong for Patriotic Front (PF) Secretary General Wynter Kabimba to donate money to a church in Luangwa when the area is expected to have a by-election June this year.

FODEP Executive Director, MacDonald Chipenzi said even though Mr. Kabimba did not violate any electoral code of conduct by donating the money to a named church in Luangwa, such a donation may to some extent entice people in the area to vote for the PF in the June 20th Feira polls.

Mr. Chipenzi noted that Mr. Kabimba, who is also Justice Minister, should have waited until the polls had taken place in the area before making the donation.

Mr. Chipenzi has also blamed the church for not questioning the PF Secretary General’s donation as to why he decided to donate at a period when the people of the area are preparing to take part in a by election.

Catholic priest Politician Frank Bwalya says he would not arrest those practicing homosexuality if he is elected Zambian republican President.

Fr Bwalya said he would respect homosexuals saying this was in line with the Catholic Church which prescribed respect for every individual.

The clergyman-cum politician said this when he addressed journalists in Johannesburg, South Africa at the invitation of Open Society Initiative of South Africa (OSISA) yesterday.

“I will not arrest homosexuals but respect them if I was given an opportunity to run the country,” he said.

The former Zesco Board chairperson admitted that he had no idea on how to run a country and would rely on advisors if he was allowed to govern as President of Zambia in 2016.

Fr Bwalya also said he accepted to serve as chairman of Zesco Board because he wanted to have access to President Michael Sata but was left disappointed after failing to achieve his objective.

The 44-year-old said the current political leadership in Zambia had failed to identify appropriate people and experts who would be able to advise the President.

Fr Bwalya recently resigned and announced he was forming his own political party – Alliance for Better Zambia – after getting frustrated with the alleged failure by Mr Sata’s government to honour the campaign promises.

He has been on rampage discrediting the PF government in the recent past although he has been accused of overrating himself in some quarters while the PF labeled him “a frustrated man after feeling under-rewarded by the PF.”

He confirmed yesterday that he had asked for an education scholarship from Mr Sata in November last year but was not given and he had not seen the President since then although the impression in Zambia was that he dined with him on a weekly basis.

He said Mr Sata had turned against his own promise before the 2011 elections on many issues including the fight against corruption and time had come for Zambians to be liberated by the new generation of politicians.

He justified his decision to join politics from the civil society saying politicians had always ignored any amount of pressure from Non-Government Organisations and time had come for him to join the platform.

He accused the Head of State of deliberately causing parliamentary by-elections by coercing the opposition Members of Parliament to join the ruling party a situation which resulted into unprecedented number of by-elections.

Fr Bwalya claimed the PF was currently afraid of everything and had now resorted to use the police and other State institutions to intimidate the perceived enemies.

He said while he was not against old people in Cabinet, he had been angered by the fact that President Sata had started employing people who were accused of corruption in the MMD administration.

Bus fares go up by KR 30 in Eastern Province

Bus operators in Eastern province have increased fares by K30 on the Lusaka route following the removal of subsidies on fuel by government.

A check by ZANIS at Kapata bus station found that bus operators were charging KR 150 instead of the KR120 fare from Chipata to Lusaka.
Buses such as Johabi, Kapekele, Zambia Malawi and Juldan had already displayed the new bus fares.The increment of bus fares caught most villages unaware leaving some stranded.

And a small scale farmer in Mgubudu area expressed concern over the removal of fuel subsidies which he claimed would impact negatively on farmers as they ferry their produce to markets.

Elias Chirwa noted that the increase on transport would strain farmer’s financial strength adding that farmers would continue to be vulnerable because the cost of transportation would be high.

Former Economics Association of Zambia President Noel Nkhoma says he has no intentions of contesting the Chipata Central parliamentary bye election.

Reports have emerged that Mr. Nkhoma, an experienced banker has been approached by the UPND to contest the Chipata Central seat.

But in an interview in Lusaka, Mr. Nkhoma said there is no truth is such reports.

He said he had no intentions of joining politics.

“I just heard of those reports the other day but the truth is that I have not even considered running myself, I have a busy firm I run nowadays called Betternow Finance Company (BFC) which keeps me busy to even consider joining politics,” Mr. Nkhoma said.

He however revealed that some senior opposition figures he declined to mention had approached him offering him a ticket on their parties.

The Chipata Central parliamentary bye election will be held soon to fill the vacant created after the Supreme Court upheld a High Court’s decision to nullify the election of Reuben Mtolo Phiri of the MMD on grounds that the election was marred with irregularity.

Government says it will not be derailed in resolving wrangles among chiefs.

Chiefs and Traditional Affairs minister Professor Nkandu Luo says that no matter how much people may belittle her, she will not be distracted in her resolve to ensure that peace prevails among traditional leaders.

She said her office will go ahead and resolve the wrangles in order for the government to realize it dream of developing rural parts of the country.

“ I have a thick skin and no matter how much people will belittle me , I will not be derailed to put things right among warring chiefs for the sake of peace and development in the country,” said Professor Luo.

The Minister was in the Tourist capital to tour of various projects been implemented under her ministry in readiness for the forthcoming United Nations World Tourism General Assembly (UNWTO) in August this year.

ZANIS reports that the Chiefs and Traditional Affairs minister said this during a press briefing in Livingstone , today.

Professor Luo said chief wrangles will always there in the country for a long time as they have been existence from time immemorial adding that government will not be derailed in solving them.

The minister however said she was available to traditional leaders that value her advice, and expertise to ensure that development spearheaded in their chiefdoms.

“You must be aware that wrangles among traditional rulers have been in the country even during the colonial time and of course these emanate from difference in opinions on various issues but the most important thing is to manage them and I am managing them,” said
Professor Luo.

“And I can also say this that I am available to all the chiefs that value my advice and expertise to ensure that development take shape in their chiefdoms”.

She also said government recognizes the importance of traditional leaders in fostering developmental projects in their areas such as roads, schools among other and will not allow rifts among chiefs to disrupt such developments.

Agriculture and Livestock Minister Bob Sichinga has announced that cabinet has approved the removal of Maize subsidies

The move means that the price of Mealie meal, the country’s staple food will go up.

Mr. Bob Sichinga announced in Lusaka that cabinet had no choice but to do away with the maize subsidies.

“It was a very difficult decision to take, unpleasant as it, it is inevitable but I know something has to give,” Mr. Sichinga said.

“Therefore following intense and very passionate deliberations by cabinet, cabinet very reluctantly has authorized the removal of the miller/consumer subsidy,” he said.

“The implication of this removal is that the price of our staple food commodity, Mealie meal will have to rise, unfortunately for me I have the unenviable as well as unpleasant duty of been the bearer of this very difficult but in my opinion unavoidable task of announcing on behalf of government that with effect from the forthcoming marketing season, the very costly subsidy on Mealie meal will be removed.”

Mr. Sichinga explained that Government has been spending huge sums of money to support subsidies at the Food Reserve Agency.

He added, “A multi-sectoral and multi-disciplinary team comprising all stakeholders is been constituted to work out the pricing modalities and that a new pricing structure will be announced in due course.”

He tabulated how much the FRA original budget had been exceeded by extremely high percentages from 2009 to 2012 rising as high as 2,632 percent.

In 2009 the FRA budget exceeded by 21.6 percent, in 2010, it was 2,632 percent, in 2011 2,114 percent and in 2012 it was 732.7 percent.

He said if the current subsidy was to be maintained, it would mean FRA would continue to be in a loss making position and for it to survive it had to stop depending on Government to support such subsidies.

Mr Sichinga said currently the FRA had been buying maize at KR65 and selling it to millers at KR60, with a resultant loss of KR5 for every 50 kg bag sold or KR100 per tonne.

He said a multi-sectoral and multi-disciplinary team comprising all stakeholders was being constituted to work out the detailed modalities and the pricing structure mealie meal.

He said the FRA would this farming season purchase 500, 000 tonnes of maize and any maize that would be left after the private sector buys the maize from the farmers.

He said the floor price for maize would, however, be maintained at KR65.

He said the restriction in the purchase of maize was meant to buy enough to cater for the strategic reserve space that FRA had.

He said the move would also encourage the private sector to buy and for millers not to rely on the maize released by the FRA but buy enough to stock for themselves.

He said under the re-aligned FISP programme the price for a bag of fertiliser had been adjusted from KR50 to KR100 and that Government would give the seed pack under the programme for free.

Government has also introduced a barter system under the programme where 659, 000 out of the 900, 000 farmers would be allowed to barter for fertiliser.

“This would work as follows, two 50 Kg bags of grade A maize grain in exchange for one bag of fertiliser both basal and top dressing. Government will offer to subsidise 100 percent the 10 Kg seed pack. In other words seed would be provided for free,” Mr Sichinga said.

He said the remaining 241, 000 farmers under the FISP programme would be incorporated in the implementation of the E-Voucher system, a subsidy management system aimed at responding to the weaknesses identified in the programme.

He said the E-Voucher system would allow for the private sector participation in the input marketing system and enable gradual withdrawal by Government from the physical supply of inputs.

And Mr Sichinga announced that the official crop production for the 2012/12013 farming season had declined by 11 percent and stood at 2,532,800 tonnes which was marginally lower than the estimated national annual maize requirement of 2,534,000.

He, however, noted that though the maize production did not perform well in some areas other crops like Soya beans, sunflower and mixed beans performed well.

He encouraged farmers to diversify to other cash crops besides maize and consider engaging in conservation farming for a long lasting solution and in line with the continued weather pattern changes.

Government has directed unionized workers at Zambia Revenue Authority (ZRA) regional office in Kitwe to return to work with immediate effect. The unionized workers had been on a go slow demanding not less than sixteen percent salary increment contrary to the twelve percent increment that ZRA management had offered them.

Speaking at press briefing Labor and Social Security Minister Fackson Shamenda has charged the go slow by the ZRA unionized workers in Kitwe was illegal and that the Patriotic Front government will not tolerate such illegal strikes in the country.

Mr Shamenda said Government would not tolerate industrial unrest at the institution charged with the responsibility to collect revenue for the country.

“ZRA is not an ordinary institution. Without collection of revenue,there is no government to talk about,” he said.

Mr. Shamenda noted that strikes at important institutions such as the ZRA have the potential to bring government machinery to a stand still.

He warned ZRA workers not to ever attempt to go on strike. “In future they should not even think about going on strike or go-slow because they are a very sensitive institution.

Without Government revenue it means we can’t provide medicines in the hospitals and the civil service can grind to a halt and so this irresponsible approach to industrial relations cannot be entertained,” he said.

Army worms feast on Levy Stadium pitch

Levy Mwanawasa Stadium in Ndola has become the latest victim of the nationwide army worm invasion.

The worms were first sighted on the Levy Stadium pitch over the weekend.

Ministry of agriculture officers on Monday moved into Levy Stadium to swiftly deal with the bugs that have been a national menace since late 2012.

Government officials led by Copperbelt permanent secretary Stanford Mschili also visited Levy Stadium to inspect the spraying.

Levy Stadium will host Zambia’s 2014 World Cup Group D matches against Lesotho and Sudan on June 8 and 15 respectively.

Mutapa for Power Dynamos?

FAZ Super Division side Power Dynamos are said to be courting ex-Nkwazi coach Oswald Mutapa Jr as the future of Beston Chambeshi at Arthur Davies remains uncertain.

Sources close to the development say Power have begun talking to Mutapa who is a police officer.
Mutapa was fired by Nkwazi late last month.

“Power have been talking to Mutapa and we may see him taking charge of the team as early as this Saturday when Power face Forest Rangers,” the source said.

Power is the second club Mutapa has been linked with over the last two weeks since his Nkwazi dismissal.

Konkola Mine Police were last week reportedly chasing the ex-Zambia Under-20.

Meanwhile, Chambeshi’s life at Power has remained uncertain following his team’s unconvincing start to the 2013 season.

The Kitwe outfit are 11th in the Super Division with 10 points after eight matches.

A strong rumour surfaced on Monday suggesting that Chambeshi had been fired but both club chairman Owen Silavwe and the coach himself denied the rumour.

President Michael Sata has advised dethroned Senior Chief Mwamba Henry Sosala to act respectfully and desist from engaging in actions that are at variance with the law.

The Head of State has guided Mr. Sosala to seek sober forms of engagement with the government through the Ministry of Chiefs and Traditional Affairs if he is aggrieved.

President Sata says it is a monumentally unwise deed for Mr. Sosala to resort to desperate measures witnessed lately over a clear-cut issue.

Mr Sata says Mr Sosala’s low-priced maneuvers are an exercise in futility.

He says it is government’s incontestable responsibility to respect and uphold customs or traditions by ensuring that confusion does not take root in the management of chiefs and traditional affairs.

And President Sata warned that the government will not entertain persons threatening to harm Chiefs and Traditional Affairs minister Professor Nkandu Luo.

This is contained in a statement issued to media News by special assistant for press and public relations George Chellah.

Government has asked public transport operators to comply with the 16 per cent hike in bus fares effected for all local routes in provincial centres countrywide, due to the recent 21 per cent hike in the price of petroleum products.

Transport, Works, Supply and Communications Minister Christopher Yaluma said in an interview today that prior to authorising the 16 per cent fare hike, the Government, had conducted a thorough negotiations with other stakeholders in order to make an informed decision in the public’s interest.

“So many factors had to be considered before we could authorise operators to hike the fares and because Government has the duty to protect the interest of the public, we considered these factors, for instance, the wage bill and the plight of the unemployed,” he said.

Mr Yaluma said calls by transport operators to have the fares hiked in conformity with the KR 1.75 fuel price increase were misplaced and warned that law enforcers will not hesitate to reprimand all earring transporters.

In a separate interview, Commuters Rights Association of Zambia (CRAOZ) president Aaron Kamuti said commuters should report any public transport operators found charging passengers above the permissible bus fare.

“Commuters must ensure that they are availed the fare charts before making a payment so that operators who are fond of exploiting passengers are exposed and reported to the relevant authorities,” he said.

The 16 percent hike means bus fares for all local routes have been increased by KR 60.

THE Ministry of Health says there are enough stocks of Anti Retro Viral drugs (ARVs) to cater for all the health institutions in the Country.

Permanent Secretary in the Ministry of Health Peter Mwaba said sporadic shortages of the life saving drugs experienced in certain parts of the country have been caused by a routine exercise at Medical stores which necessitated the closure of the institution.

Dr Mwaba said in an interview yesterday that there was no cause for panic as there were sufficient stocks of the drugs in the country.

“There is no shortage of drugs if you want go there and check, no I don’t think it’s true unless something has happened just now,” Dr Mwaba said.

He said all Institutions were advised to take sufficient stocks of drugs before Medical stores closed adding that the only shortage which was experienced was that of Nivrapine Syrup for children which has since been restocked.

Dr Mwaba attributed the challenges being faced by people in accessing the drugs particularly in Western Province to geographical problems stating that some areas like Lukulu were flood prone making movement for people difficult.

Dr Mwaba also said some Institutions which were administering the ARVs but were not accredicated could be the ones facing such challenges adding that he had not personally received reports of an actual shortage of the drugs.

“There are also some institutions which were initially operating as NGOs but are now like clinics, such institutions are not accredited, perhaps they could be the ones having this drug shortage,” he said.

Jason Statham is a reliable action star ,but other than that ,the movie really doesn’t have much too it . The plot  is too thin and doesn’t really give a reason to what is happening . Jennifer Lopez was redundant  in this movie . She was basically there just for eye candy , as her character could easily be done away with and would have no effect the plot . To see her wasted here, forced to behave girlishly and neurotically and eventually become a hostage, is insulting because she is a talented actress . All-in-All it is an OK movie for a lazy afternoon.
