State enters nolle prosequi again on Nevers Mumba’s case of unlawful assembly.

A Kitwe magistrate’s Court has discharged the case in which MMD president Nevers Mumba and seven others were charged with unlawful assembly.

Principal Resident Magistrate Penjani Lamba discharged Mumba and seven others following instructions from the Director of Public Prosecutions (DPP) to enter a nolle prosequi in the matter.

This is in a case in which Mumba was jointly charged with four Members of Parliament (Mp) namely Howard Kunda for Muchinga, Anne Chungu for Lufwanyama, Michael Katambo for Masaiti and James Kashiba for Kafulafula.

Others were MMD deputy national secretary Chembe Nyangu, Copperbelt provincial chairperson Edith Mataka and Greenford Kalinda of Lusaka.

They were accused of unlawful assembly after they allegedly took part in an unlawful assembly on December 10 last year contrary to section 75 of the Penal Code.

When the matter came up for mention today, the State informed the court that they were in receipt of instructions from the DPP to enter a nolle prosequi in the matter.

In discharging the accused persons, Ms Lamba said she had noted the instructions from the DPP and that the matter has been withdrawn from prosecution and the accused persons were free.

After discharging the accused person, the defence applied that transport and legal fees incurred by the accused persons should be covered by the State.

The defence team said section 88A of the Criminal Prosecution Code (CPC) authorises the DPP to cover costs to a person subjected to persecution

They contended that the application was in order and that the accused persons be awarded the costs.

But Provincial Prosecutions Officer (PPO) Anderson Simbuliani said the application was misplaced and should be dismissed because instructions from the DPP were not debatable.

In her ruling, Ms Lamba said she had taken into account the section that the defence team had used and appreciated the efforts made to recover the costs.

She, however, observed that the case had not gone as far as prosecution.

Outside court, Dr Mumba said the State was right to have released them because the case was not supposed to be in court.

Last week, Mumba was discharged in another case in which he was accused of conduct likely to cause breach of peace.

Mazabuka Central UPND member of parliament Garry Nkombo and seven others who were facing a murder charge have walked to freedom after the Director of Public Prosecutions Mutembo Nchito discontinued the case against them.

The eight appeared in the magistrates courts in Livingstone this morning and were informed that the DPP had written to discontinue the case against them and were there by set free.

The murder charge arose from the death of PF cadre Harrison Chanda who was allegedly hacked by suspected UPND carders about two weeks ago.

Meanwhile, a PF cadre Henry Harry Lungu 26, unemployed of B2 30 Libuyu compound in Livingstone has been formerly charged with the murder of Harrison Chanda.

When asked if he understood the charge by Magistrate Chola Musonda Lungu affirmed and he will appear in the magistrate court for mention on March 25, 2013.

A case of murder in the Zambian statutes is a non- bail able offence and carries a death penalty when found guilty.

It is alleged that on February 25, 2015 in Livingstone of Southern Province in the republic of Zambia, Lungu did murder one Harrison Chanda contrary to section 200 of the Penal Code chapter 87 of the laws of Zambia.

The matter would come up on March 25 this year for a mention while awaiting instructions from the DPP.

And Mr Lungu asked the court to facilitate his CD4 count check at the Hospital as police had allegedly denied him access to his medical check-up.

He also said there was need for the police to bring his medicine from his home because he was unwell.

Earlier when he arrived at the court, Mr Lungu resisted going into court cells and police officers had a tough time taking him into the cells.

The court premises were surrounded by several police officers.

Earlier after their release from court, the eight UPND members took to the streets of Livingstone with their supporters in celebration over the discontinuation of the case and walk to freedom.

The celebration caused congestion on the road and many people stopped doing their usual business to catch a glimpse of the released UPND members while others ran alongside the moving vehicles to show their support while waving the UPND party symbol.

And United Party for National Development (UPND) President Hakinde Hichilema has advised the police to make proper investigations before accusing and arresting people of serious offences like murder.

He described the treatment received by the seven members of UPND in jail as inhuman.

Mr Hichilema claimed that the ruling PF party was just trying to tarnish the image of the UPND to the public.

Mr. Hichilema further claimed that the police knew who the alleged killers of Chanda were but tried to frame the UPND for a crime they did not commit.

“Under PF you are guilty before you are tired. This is the brutality we talk about concerning the rule of the PF “, he said.

He said the party will consult their lawyers on the way forward now that the case has been discontinued.

He said the people of Livingstone now know UPND is not a violent party and the people of Zambia know that UPND is a victim of a state sponsored scheme by the ruling party to frame it for crimes they have not committed.

He said there is no comfort for the people involved; state needs to explain why the arrested innocent people and some people need to be brought to book like western province minister Obvious Mwaliteta whom he accused of assaulting Mazabuka Member of Parliament Garry Nkombo at the police station which left him with a fractured arm.

The defense team made it known to the court that the medical report of the victim has gone missing and has made a request to the court to help provide them with a medical report signed by a certified medical doctor.

The magistrate granted the request which he asked the Public Prosecutor to avail it to him.

President Michael Sata has said some opposition political party leaders that are criticising his decision to appoint opposition Members of Parliament (MPs) to serve as deputy ministers lack understanding of what government was all about.

And President Sata has dismissed allegations that the Patriotic Front (PF) government was obliterating opposition political parties in the country.

He said those criticising the appointment of opposition Members of Parliament lack the understanding of what government was and the concept of inclusivity in the governance of the country.

“They must know that government is the instrument by which people cooperate together in order to achieve the common good. And an authority is needed to guide the energies of all towards the common good,” President Sata said.

Mr. Sata further explained that his administration will endeavour to have a government where all patriotic Zambians can participate in the governance and development of the country regardless of their political and other affiliation.

The President wondered why some opposition political party leaders were against his appointment of opposition Members of Parliament (MPs) to serve in the Patriotic Front (PF) government even when these parliamentarians were Zambians.

This is contained in a press statement released to the Zambia News and Information Services (ZANIS) in Lusaka today by Special Assistant to the President for Press and Public Relations, George Chellah.

“Why shouldn’t we appoint them to government positions when this government is also theirs? It is a government of all Zambians,” he said.

President Sata explained that the Patriotic Front was not an ordinary political party hence it was called a “Front” and not a party.

“And the rationale was that we wanted to create a front in which all Zambian patriots can participate in the governance and development of their country,” he said.

He added that, “for us, it doesn’t matter where one comes from, which organisation he belongs to, which political party he is registered with; as long as he is a patriot and wants to come to the front and serve the country and the people, they are welcome. We have many people in government who were politically not with us but are patriots and have joined to serve their country and their people”.

“So why should we prevent these MPs from coming to serve their country and their people? If these MPs are patriots who want to serve their country by joining government, why should somebody have a problem with that? If you are not a patriot, then you won’t understand what they are doing and you’ll have a problem with it,” he said.

He said people must know that government is an instrument by which people cooperate together in order to achieve the common good.

“Those holding their members captive by stopping them from serving their country are failures at leadership and do not have the interest of Zambians at heart,” he said.

And President Sata dismissed allegations that the PF government was obliterating the opposition political parties in the country.

“As government, we find such claims to be misplaced and deceitful. For example, when MMD decided to join forces with more than 15 ‘rebel’ PF Members of Parliament, did the opposition in Zambia die? The opposition in general and PF in particular never died on account of the MMD’s decision to collaborate with a large number of our MPs,” President Sata said.

He explained that it was in fact from that state of affairs that the PF emerged to form government in 2011.

“Let our colleagues in opposition pick a leaf from our vast political experience and become conscious to the reality that it is their responsibility to put their house in order and not the government’s,” he said.

President Sata has since thanked all political stakeholders who have chosen the interests of the Zambian people ahead of meaningless partisanship.

Since coming to power, President Sata has appointed a number of MMD and UPND Members of Parliament to serve in his administration as deputy minister in an effort to promote inclusiveness in the running of the country.

Opposition parties vow to ignore youth day

Three opposition political parties in the eastern province have vowed not to participate in this year’s youth day celebrations scheduled for tomorrow.

Opposition Movement for Multi party Democracy (MMD), United Party for National Development (UPND) and the National Restoration Party (NAREP) in the province say they will not participate in this year’s youth day celebrations due to the unfavorable political environment prevailing in the country.

Eastern province MMD youth Chairman Chembe Daka said his members will not participate as one way of showing displeasure against the manner in which their party president Dr Nevers Mumba is being treated.

He said it will be unreasonable for the MMD youths to be celebrating when Dr Mumba is going through so many problems.

Mr Daka said that the party will not risk taking their youths for the celebrations to be attacked.

And UPND national youth Chairperson Michael Chuzu said his party will not participate in the celebrations alleging that PF cadres are violent and don’t have respect for the opposition political parties and may attack them at the occasion.

And National Restoration Party-NAREP youths in eastern province have joined the opposition MMD and UPND not to participate in the youth day celebrations which fall tomorrow.

NAREP provincial youth chairman Clement Mbewe said his members will not participate in the celebrations saying it is pointless for youths in the country to celebrate this day as they are allegedly starving due to lack of employment.

Mr Mbewe has further said the opposition political parties in the country are not recognized in most national events such as traditional ceremonies and other events.

And reacting to MMD provincial chairperson Chembe Daka, the Patriotic Front in eastern province has refuted claims by Mr Daka that the party plans to attack opposition parties taking part in national events.

Patriotic Front provincial vice chairperson Attan Mwamba has asked the opposition MMD to give proper reasons as to why they have decided not to take part in the youth day celebrations, because PF is a peaceful party and has no plans of attacking anyone.

Mr Mwamba said MMD should just accept that it has lost direction.

Republican President Michael Sata has directed Director of Public Prosecution (DPP) Mutembo Nchito to establish whether UPND president Hakainde Hichilema can be prosecuted over his wealth.

President Sata says it is well known that Mr Hichilema allegedly stole all his wealth.

Mr. Sata has accused Mr. Hichilema of diverting resources from the privatization of companies to his personal accounts.

Speaking when he swore-in re-elected Mpongwe Member of Parliament Gabriel Namulambe as Foreign Affairs deputy Minister at State house this morning, President Sata says he sympathizes with Mr. Hichilema because he has never worked hard for anything that he has.

President Sata also swore in Sinjembela UPND Member of Parliament Poniso Njeulu and his Kalabo Central counterpart Chinga Miyutu as deputy ministers in the ministries of information and broadcasting services and youth and sport respectively.

He says it is very unfortunate that the UPND is no longer the same party it used to be under its founder leader late Anderson Mazoka.

And President Sata says it is funny how MMD president Nevers Mumba is claiming to be taking care of the party when he cannot take care of his hair.

he wondered how Dr Mumba can take of the people of Zambia when he can not take care of his own hair.

He has also accused Dr Mumba of duping his church of resources.

Meanwhile, President Michael Sata says youths in the opposition UNPD and MMD are at liberty to shun the youth day celebrations the same way the women in the two opposition political parties shunned the Women’s day celebrations on Friday.

The head of State however stated that government will not be blamed if the youths do not take advantage of the day to make known to government the challenges that they face.

Government is targeting the creation of 300,000 jobs in the tourism sector this year alone. Tourism and Arts minister Silvia Masebo said that the Patriotic Front (PF) government wants tourism to be used as a vehicle for job creation in the country.

Ms Masebo said that Government will provide an enabling environment in which more jobs will be created. She was speaking in Berlin, Germany, last night during a dinner hosted in her honour by Zambia’s ambassador to Germany Bwalya Chiti.

Ms Masebo has urged Zambians living in the diaspora to consider investing in the tourism sector back home.

She told Zambians living in Germany that the PF government is reviewing policies and legislation in the tourism sector so as to create a favourable climate for investment.

“For now Zambia is the best destination because of the natural tourism attractions in has,” she said.

Ms Masebo said Zambians living in the diaspora would do well to invest in the tourism sector back home because the industry is presently dominated by foreigner.

She urged Zambians living in Germany to become good ambassadors of Zambia in marketing tourism abroad.

“You are the best ambassadors who can help the country attract tourists especially that Germany is a big tourist market that Zambia is targeting,” she said.

Meanwhile, Ms Masebo has described her visit to Germany as successfully.

Speaking to Zambian journalists at Tegel airport in Berlin, shortly before departure for Zambia via London, Ms Masebo said her visit scored a number of successes.

She said while in Germany she was able to resolve some outstanding issues with the UNWTO Secretary General Taleb Rifai on the upcoming UPNWTO general assembly in Livingstone.

Ms Masebo was accompanied to japan by the ministry permanent secretary Charity Mwansa as well as director of transfrontier conservation areas, professor Andrew Nambota.

Meanwhile, Ms Masebo has urged Namibia to consider establishing a direct connection flight from Windhoek to Livingstone to help boost Germany tourist inflows into Zambia.

Ms Masebo said Air Namibia should consider establishing the flight so that Zambia could tap into the Germany tourism market which that country was presently enjoying.

She said Zambia needed to also benefit from the high number of Germany tourists visiting Namibia.

The minister says Zambia needs more airlines to fly into Livingstone in view of the forthcoming United Nations World Tourism Organisation general Assembly.

She was speaking in Berlin, German yesterday when she called on Namibian Minister of Environment and Tourism, Uahehua Heruga, at the ongoing World Travel Trade show.

In response, Mr Heruga assured Ms Masebo that his country enjoyed a good share of Germany tourist visitations, would consider Zambia’s request.

Kalomo contractor’s poor work annoys Government

Government has expressed disappointment with Kalomo contractors over shoddy work done on rehabilitation of Konkola dam in Mazabuka district where KR1,400,000 spent.

Mines Energy and Water Development Permanent Secretary George Zulu said in an interview with ZANIS after touring the project yesterday that the KR 1400,000 spent on rehabilitating the dam had gone to waste as the work was poorly done.

Mr Zulu said he was very disappointed that such colossal amounts of money were going to waste by awarding contracts to contractors who could not do a good job but ended up displaying shoddy works.

He said that it was disappointing that the contractor was paid the whole amount of money for the project before he could finish the work without any certificate of completion issued.

The Permanent Secretary also bemoaned authorities that were charged with the responsibility of awarding the contract for not scrutinizing Kalomo contractors profile properly to determine whether the company was able to successfully carry out the project.

Mr Zulu said that authorities responsible for awarding contracts must ensure that companies awarded government contracts are strictly scrutinized by considering experience, capacity to do the project and qualifications as they look at their profile.

He further attributed shoddy works by the contractor on the dam to extreme negligence on the part of the supervisors in the department of Water affairs.

Mr Zulu said that such officers were retarding development which government was trying to take to the people in rural areas.

He warned that as controlling officer he will not hesitate to act in order to instil discipline in the officers once they are noticed to be frustrating government efforts.

Mr Zulu said that government must not be blamed for engaging Chinese contractors in carrying out certain projects because efforts to empower local Zambians with contracts of this nature were not working out properly.

He said that the shoddy work displayed by Kalomo contractors was tantamount to stealing people’s money and law must take its course.

Mr Zulu said that Konkola dam was among the projects reported in the Auditor General’s report not to have been completed within the contract time frame of 12 weeks since the year 2011 when it was awarded to Kalomo contractors.

He explained that it had taken the contractor three years who later on wrote to indicate that he was unable to continue with the project after being paid in full and the work done was very poor.

Mr Zulu said that his office will study the contract in details to determine an appropriate action that should be taken against the contractor.

He further instructed that retention funds under this project be with held by not paying the contractor so that it may be used by Water affairs department to work on the dam and ensure that it is completed as soon as possible for the benefit of the local people in the area.

And Kalomo contractors Director Oliver Milimo admitted in an interview with ZANIS yesterday that his company could not complete the project within 12 weeks due to certain challenges experienced such as washing away of the spill way and sipping down of water.

Mr Milimo said that although work was not completed, 90 percent was done and only 10 percent was remaining to be done.

He said that the local community had already started utilizing the dam and appealed to government to consider giving his company more time to ensure that the project is completed instead of concluding that work done was not good.

Mr Milimo said that he appreciated government efforts to advise that the dam needed to be redesigned and good work must be done.

He agreed to have the retention part of the funds that were supposed to be paid to his company to be used in ensuring that the dam is worked on to expected standards by the department of water affairs.

The contractor indicated that he was not able to indicate whether work done on the dam was not good because he relied on his engineers who were well qualified to do so.

He added that it was unfortunate that the project was among those reported in the Auditors General’s report but his company was well known for doing good work on projects and completing them successfully.

ACC involvement in tender evaluation wont guarantee curbing of corruption

Transparency International Zambia (TIZ) has said the involvement of Anti Corruption Commission (ACC) officers is not a guarantee that corruption will be curbed in road tender processes.

TIZ director Goodwell Lungu said the involvement of ACC in the evaluation of tenders at Road Development Agency (RDA) was welcome but a lot still needed to be done to counter abuses and corruption in the road sector.

Mr Lungu said in response to a press query that it was difficult to ascertain that the involvement of the ACC or TIZ in monitoring the tender processes would reduce corruption.

“As far as TIZ is concerned there is no assurance that corruption will be abated in the tender processing by simply monitoring the tender evaluation system. There is need for strict monitoring and commitment to integrity pacts,” he said.

Mr Lungu said there could only be an assurance with the implementation of multiple strategies that also included monitoring the entire process and availing full information to the public especially on the implementation phase.

“We have seen reports suggesting wrong doing in this sector that includes Auditor General’s reports and no action taken and that just breeds more impunity for wrong doing in this sector. The tender process needs to be made more transparent and open much more to the public,” he said.

TIZ has in the past years continued to be observers on the tender processes that had proved complex.

He said it was not enough to merely take part or observe the tender process evaluation without following up on the implementation side.

“The implementation part is much more cardinal and also requires the availability of information to citizens with regards to issues on how much the government releases, the quality of roads being made, the expected duration of the project and all the technical data. It is public knowledge that huge sums of public funds have been lost in this sector and very limited punitive measures have been employed,” he said.

Citizens Forum programmes manager Chitalu Ng’andu said the involvement of the ACC in the RDA awarding of tenders to road contractors was welcome but appealed to the Commission to investigate the previous contracts.

Parliament last month heard that Government had engaged officers from the Anti-Corruption Commission (ACC) to oversee tender evaluations of road construction contracts.

Transport, Works, Supply and Communication Deputy Minister Mwimba Malama said ACC officers were involved in the evaluation and processing of tenders aimed at ensuring transparency in the processing of road contracts.

The United Party for National Development (UPND) has aid that it will “sort out” its two Members of Parliament (MPs) from western province who have accepted to serve in Government as deputy ministers after the Livingstone by-elections.

President Michael Sata has appointed Sinjembela’s Poniso Njeulu and Kalabo Central’s Chinga Miyutu as deputy ministers in the ministry of Information and Broadcasting Services, and Sports respectively.

This brings the number of United Party for National Development (UPND) MPs serving in government to four.

UPND secretary general Winstone Chibwe said in an interview yesterday that Mr Njeulu and Mr Miyutu should for now enjoy whatever was in offer for them but they would be sorted out after the Livingstone by-election set for Thursday this week.

Mr Chibwe, who on behalf of UPND had based the expulsion of two other MPS Itezhi tezhi’s Greyford Monde and Sinazongwe’s Ritchwell Siamunene on disciplinary charges, suggested the Western province MPs would also follow suit.

When asked whether the two would not be banned despite accepting ministerial positions since they were not facing disciplinary charges, said it was up to the UPND management to tell whether the two were facing disciplinary charges or not.

“Who told you that the two are not facing disciplinary charges? You are not aware because you are not part of UPND management. Let us finish the Livingstone by-election then the party will move in,” Mr Chibwe said.
Mr Sata has already appointed Mr Monde as deputy Agriculture minister while his counterpart, Mr Siamunene was appointed as Commerce deputy minister.

But UPND has since expelled them claiming the two were ejected out of the party because they were already facing disciplinary charges and not because they accepted ministerial positions.

Mr Njeulu and Miyutu are expected to be sworn-in at State House today.

Nkana opened their refurbished home in grand style with a 4-0 win over Kabwe Warriors on Sunday at Nkana Stadium in Kitwe.

Warriors it seems were clearly fatigued after playing a grueling three successive games since Thursday heading into Sundays final game against Nkana.

Reynold Kampamba put Nkana ahead in the 22nd minute with a close-range shot from a Chakwa Lungu assist.

Lungu added a brace in the 44th and 47th minutes before Festus Mbewe made wrapped up Nkana’s first game back home in a year from six-yards out.

Nkana now get ready for their opening league game on Saturday when they host Roan United at the same venue.

Warriors on the other hand head home to plan for their big opener when they welcome Zesco United at “Ucar” Stadium.

Kaande urged Kabimba to visit Itezhi tezhi, tame PF cadres

Veteran politician and Former Ambassador to Japan Jeff Kaande has appealed to Patriotic Front Secretary General Wynter Kabimba to tame the PF cadres in Itezhi tezhi district before they completely disorganise the party.

Mr Kaande who is also former MMD Deputy National Secretary has also advised the PF cadres in Itezhi tezhi against using protests to address party issues because this reflects badly on the party which he said was just establishing authority in a UPND dominated territory.

Reacting to the incidence on Wednesday where PF cadres matched and held an angry protest rally at the District Commissioner’s office to demand his removal for allegedly harassing civil servants and PF cadres in the district, Mr Kaande said ‘small time’ politicians are trying to destabilise the usually cool Itezhi tezhi district.

“I’m appealing to PF Secretary General Wynter Kabimba to come to Itezhi tezhi and wield his weep on unruly PF cadres in order to tame them before they completely destroy the inroads the party has made in the district,” Mr Kaande said.

Mr Kaande observed that the behaviour of the PF cadres is inimical to the PF party‘s desire to make more inroads in Itezhi tezhi and a quick action from the Secretary General is needed before the party is weakened by deeper disputes.

Mr Kaande who is the proprietor of the Lake Side Lodge in Itezhi tezhi district said this is the first time Itezhi tezhi district was having a working District Commissioner (DC) since its creation.

“He is working across the board and he is one person who is executing his civil service functions without partisan interest. Some of us would not have been welcomed by some District Commissioners but the current man is an absolute good,” Mr Kaande said.

‘We have seen a great improvement in government transport management in the district, you can hardly see a GRZ vehicles moving after working hours and weekends because of his implementation of government policy on government transport,” added Mr Kaande.

Mr Kaande observed that the District Commissioner, Roy Nang’alelwa as head of government in the district has every right to implement government decisions and that is exactly what he has done.

Mr Kaande said that Mr Nang’alelwa needs support and not protests such as the one witnessed on Wednesday.

“PF party won a seat in Local government elections in Basanga on 28th February because of the good rapport Itezhi tezhi DC has with Chief Musungwa and headmen in that chiefdom and yet those people protesting were just loitering at the Boma during campaigns,” Mr Kaande said.

Mr Kaande who has highly acclaimed Mr Nang’alelwa said the DC is appointed by the President and if cadres Protest against him, then they are protesting against the appointing authority which is the Presidency.

“Instead of organising the party so that it gains more inroads in this district which was dominated by opposition UPND, disgruntled ‘small time’ politicians are busy disorganising the party. It is not ordinary people protesting but a small clique of party members,” he said.

Mr Kaande said that indigenous people of Itezhi tezhi district are happy with the current DC and they would want him stay longer to accomplish various development projects he is implementing in the district.

On Wednesday scores of PF cadres matched from Masemu to Kataba area and held an angry protest rally at Itezhi tezhi District Commissioner’s office demanding for his immediate removal for allegedly harassing civil servants and party cadres in Itezhi tezhi.

The cadres allegedly accused the DC of using terror on civil servants and party cadres he has differences with by initiating transfers and further accused him of inviting Drug Enforcement Commission( DEC) and Anti-Corruption Commission(ACC ) to arrest those he perceived to have stolen Food Reserve Agency (FRA) maize and other government property.

On road infrastructure, Mr Kaande has also appealed to government to expedite the planned construction of the D769 road.

“The road is in bad shape, even before they reconstruct it under the Link Zambia 8000, we need government to grade it to easy transportation. At the movement just one way to Mongu road junction makes you lose all your shocks making it extremely expensive to maintain a vehicle,” Mr Kaande said.

Government has raised funds for the construction of a dual carriage-way between Solwezi and Chingola to minimise congestion as a result of increasing traffic and reduce accidents.

According to Minister of Transport, Works, Supply and Communications, Christopher Yaluma, the road will come complete with toll gates as a way of raising funds for continuous rehabilitation.

He said during a luncheon also attended by North Western Province minister Nathaniel Mubukwanu and provincial permanent Secretary Augustine Seyuba at Royal Kansanshi Hotel in Solwezi on Friday that the state of the 180 kilometres road stretch had become a source of sustained debate even in parliament.

Yaluma said following President Michael Sata’s desire through the Link Zambia 8000 Project to have major roads linked by tarmac, government will soon initiate feasibility studies on the stretch and by the end of the year, a contractor will be on site to commence works.

He said government had identified thirty-seven roads across the country, averaging three per province, which were key to the economic development of the country for full-scale tarring.

Yaluma was responding to a concern raised by Royal Kansanshi Hotel director Victoria Ryder who said the road had gone into considerable disrepair and was a danger to motorists and affected the rate of delivery of services thus slowing down growth of the economy.

And Mubukwanu said he was aware of the deterioration of township roads within Solwezi and had since met officials from the Rural Roads Unit, Zambia National Service and Road Development Agency to map a rehabilitation plan of nearly forty kilometres of road stretch.

Meanwhile, Yaluma said the general public was right to question the development agenda of the government and push for its implementation.

He said no government deserved to be rewarded any further mandate if it failed to deliver on its promises but reiterated that the ruling PF will stand ready to face the electorate in 2016.

Government terminates Hospital contract awarded to a local firm and gives it to a Chinese firm

Government has terminated a contract awarded to Mwasika contractors of Lusaka to construct Mwense district hospital.

The construction of Mwense district hospital which started in 2010 has been delayed and running behind completion time.

Education Deputy Minister David Mabumba said the contract has since been given to Hua Jiag a Chinese construction company.

Mr Mabumba who is also Mwense Central area Member Parliament said this in Mwense yesterday when he addressed scores of Mwense residents during the international women’s day.

The Minister said government was in a hurry to deliver development to the people therefore could not afford seeing projects which are supposed to benefit the people lug behind.

Mr Mabumba said he is sure that Hua Jiag will work according to the expectation of government and complete the project on time.

Mwasika contractors were award two contracts by the previous government to construct Milenge and Mwense district hospitals but have failed to deliver.

Efforts to get a comment from Mwasika contractors of Lusaka proved futile by press time.

600 prisoners from Mukobeko Prison moved to Mwembeshi Maximum prison

The Zambia Prison Service has transferred 600 Prisoners from the famous Mukobeko Maximum Prison in Kabwe to the newly constructed Mwembeshi Maximum prison situated in Mumbwa district in Central province.

Permanent Secretary at the Ministry of Home Affairs Kaizer Zulu told Journalists at Mukobeko State Prison in Kabwe that Government is determined to improve the living standards of prisoners in the country.

The 600 Prisoners were transferred to Mwembeshi Maximum prison under heavy and tight security by the Zambia Police Service, Zambia Army, Zambia Air force and the Prison Service respectively.

Mr Zulu said the Patriotic Front administration wants to fulfil what it promised the Zambian people during their campaigns prior to 2011 general elections adding that improving the welfare of those incarcerated is one agenda of government.

He said those who have been taken to Mwembeshi Maximum prison are those prisoners who are serving jail sentences ranging from seven to nine years imprisonment.

And Mr Zulu has cautioned the private media in the country to with immediate effect stop misinforming Zambians by peddling lies against the Prison Service and the Zambia Police Service.

The Home Affairs Permanent Secretary said the Zambia Police and Prison Service are vital security wings of government which should be allowed to discharge their duties in a professional manner.

Mr Zulu said some media houses in the nation, especially those from the private media and some online publication have continued to misinform citizens who expect to be feed with the true information of what is obtaining on the ground.

He said government is determined to continue improving the well fare of prisoners not only at Mwembeshi Maximum prison but the rest of prisons in the country.

Mr Zulu lamented that Mukobeko State prisons which was built in 1978 no longer accommodate large number of inmates hence the reason by government to build more prisons which would accommodate required number of prisoners as opposed to the current status quo.

Zambia to waive out visa requirements for Germany nationals-Masebo

Zambia is seriously considering waiving visa requirement for Germany nationals entering the country in a bid to boost tourist arrivals.

And the Germany government has pledged increased technical and financial support towards the Kavango Zambezi Transfrontier Conservation Area (KAZA) in which Zambia will be a beneficiary.

Speaking during a live interview with Germany television, in Berlin yesterday, Tourism and Arts Minister Sylvia Masebo said government will soon make a pronouncement on the proposed change of visa restrictions on Germany tourists entering Zambia.

“In Zambia, we have a new government which is seriously reviewing legislation and regulations in the tourism sector and the visa regime is one of those that are being seriously addressed,” she said.

She said Zambia wants a situation in which Germany nationals will enter Zambia without any visa restrictions.

Ms Masebo said government is determined to diversify Zambia’s economy from being entirely dependent on copper and agriculture to tourism which she said has a massive potential for job creation.

“The PF government has put tourism as a priority that should create jobs and help government also generate revenue,” she said.

The Tourism and Arts Minister also announced that tourists moving between Zimbabwe and Zambia during the upcoming United Nations World Tourism Organisation general assembly will not be subject to visa restrictions.

“As co-hosts of the UN-WTO, Zambia and Zimbabwe have agreed that tourists moving between two countries will not be subject to visa restrictions,” she said.

And the Germany government has pledged increased technical support to the Kavango Zambezi Transfrontier Conservation Area (KAZA).

Speaking during the same live television interview, Germany State Secretary Hans-Jurgen BeerFeltz announced that his government will increase financial support considerably to KAZA to 50 million Euros.

“Turning visions into reality is what we do in our development cooperation work,” he said.

Mr BeerFelt said his government will support countries in the KAZA region to boost their tourism.

The KAZA area spans five Southern African countries of Zambia, Angola, Zimbabwe, Botswana and Namibia.

During the television interview, Mr BeerFelt also handed over 15.5 million Euros to KAZA for the countries tourism activities.
