RB asked to advise Kenyan political leaders not to issue inflamatory statements

The Kenyan election authorities have requested Zambia’s fourth President Rupiah Banda to reach out to Kenyan political leaders and advise them against issuing any statements that might plunge the East African country into chaos after Monday’s general elections.

Independent Electoral and Boundaries Commission (IEBC) Ahmed Isaack Hassan made the request when President Banda, who is leader of the Carter Centre international election observer mission at the Kenyan elections, paid a courtesy call on the elections chief.

Mr Hassan said his commission had done all that it could to ensure the holding of free and fair elections and hoped that all political players would play their part in ensuring that peace is maintained both before and after the elections.

“We like to ask you, as former head of state, to appeal to the presidential candidates to avoid wild allegations of rigging. This could spark the problems we experienced after the 2007 elections. But so far, there’s no motivation for violence,” Mr Hassan said.

This is contained in a statement to ZANIS , today , signed by the Fourth President ‘s Deputy Administrative Assistant Kennedy Limwanya.

Dr John Stremlau the delegation co-leader and Carter Centre vice-president for peace programmes, Dr David Pottie, who is associate director of the Carter Centre’s democracy programme, and field office director Stephane Mondon, accompanied President Banda to the IEBC offices.

The former Zambian President later held a meeting with the leaders of the election observer missions from the Commonwealth, European Union (EU), African Union (AU), the East African Community and the Great Lakes region.

The meeting, which was chaired by AU Commission chairperson Nkosazana Dlamini-Zuma, included leader of the Commonwealth observer team and former Botswana President Festus Mogae, former Mozambiquan President and leader of the AU team Joaquim Chissano, and EU team leader Alojz Peterle.

President Banda concluded his day’s programme with a meeting with Chief Justice of the Supreme Court Willy Mutunga who assured the Carter centre delegation that the Kenyan Judiciary had no option but to deliver efficiently in order to restore the confidence that was eroded in the 2007 elections.

Kenyans go to the polls on 4 March in the first general election since the disputed contest of December 2007 unexpectedly exploded into violence.

During the elections Kenyans will choose a president, members of parliament and senators, county governors and members of the newly formed county assembly.

According to the BBC reports, Kenyan President Mwai Kibaki will not be seeking re-election.

Prime Minister Raila Odinga, his partner in the uneasy coalition, is a front-runner in the presidential race. The post of prime minister – created in a peace agreement negotiated by UN Secretary-General Kofi Annan – will cease to exist.

Patriotic Front Kabwata Member of Parliament Given Lubinda has been suspended from his party for six Months.

This is a unanimous resolution of the PF Central Committee that convened at State House this morning to determine Mr. Lubinda fate.

The suspension has however been back dated to 10th December, 2012, meaning that Mr. Lubinda will serve his suspension for three Months.

During the period of suspension, the Kabwata Member of Parliament will not be allowed to attend any party activities.

He was facing charges of treachery and disloyalty to the party.

Recently, Mr. Lubinda was demoted as Foreign Affairs Minister thereby relegated to the backbench in Parliament.

Permanent Secretary for Parliamentary Business Simon Miti says he is shocked to learn that Kazungula District in Southern Province has no health post despite its 14 years existence as a District.

Dr Miti said it was unacceptable for Kazungula to have no health facilities despite records showing budget allocations for infrastructure development.

He described the structure currently serving as a clinic, as dilapidated and sub-standard.

The Permanent Secretary said this when Deputy Secretary to the Cabinet Ambassador Peter Kasanda and his counterpart for Policy Analysis and Coordination Division Bernard Kamphasa toured the area, yesterday.

This was on a fact find mission to assess the extent to which civil servants had implemented government policies as directed by President Michael Sata.

Dr Miti , who once served as Ministry of Health Permanent Secretary in the previous MMD government , was disheartened to see the under five clinic being conducted under a tree.

And Kazungula District Medical Officer Francis Hadunka says his staff were serving the community in the area under challenging circumstances.

Dr Hadunka said health personnel operated in a sub-standard structure and were living in uncompleted houses.

He further said lack of accommodation had resulted in him residing in Livingstone and commutes to work using an ambulance for work in Kazungula.

Dr Hadunka however, said about KR300, 000 was needed to complete three houses for nursing staff.

He appealed to government to quickly avail funds for construction of a district hospital and completion of staff houses.

And Dr Hadunka revealed that an NGO called Shomeka in collaboration with the community, had put up infrastructure for a clinic.

He urged government to step in and complete the structure as major
works had already been done.

Namugala alleges that Nevers Mumba is asking MMD MPs to fund his flamboyant lifestyle

Expelled Mafinga MMD MP Catherine Namugala has revealed that Dr. Nevers Mumba has allegedly started asking MMD MP’s to increase their monthly contributions to the party in order to support his flamboyant lifestyle.

Mrs. Namugala told a media briefing in Lusaka yesterday that the move was selfish especially that most MP’s have to finance their constituency programmes using personal funds and are also fighting expensive election petitions.

“This man’s lifestyle is very expensive and he is now asking MP’s to start contributing K3.5 million to the party so that he can continue living flamboyantly.”

Mrs Namugala also called on party members to demand for a fresh convention before the former ruling party goes into extinction.

She said that the dismal performance of the MMD in the just ended Mpongwe bye election is confirmation that the party is doomed under the leadership of Dr. Nevers Mumba.

“This is hard for us MMD members to accept that our party which has just been out of power for a year and half can come out number three in the Mpongwe, a seat it won by a landslide in the general election,” she said.

She said in Luswishi ward election in Mpongwe, the MMD polled a pathetic six votes only three votes better than UNIP which received three votes.

“How can the mighty MMD even fail to field candidates in eleven ward bye elections?”
Mrs. Namugala said the Mpongwe results should serve as a wake up for MMD members to realize that their party is dying.

“Our party is dying and Mpongwe is a wakeup call,” she said.

When contacted to comment MMD president Dr. Nevers Mumba maintained that views expressed by expelled Mafinga MMD Member of Parliament Catherine Namugala’s splinter group does not represent the views of the party.

Reacting to scathing attacks from Ms. Namugala after suffering another humiliation electoral defeat in the Mpongwe parliamentary and other Local Government by elections, Dr. Mumba who was reluctant to respond to the attacks said it was wrong for journalists call the group a faction because they are not part of the MMD.

Dr. Mumba told ZANIS in an interview last evening that Ms. Namugala’s group was expelled from the party hence its views does not represent that of the party before referring the reporter to get a comment from newly appointed Communications Director in the Office of the party president, Muhabi Lungu.

And when contacted for a comment, MMD Communications Director in the Office of the party president and National Executive Committee (NEC) member, Muhabi Lungu said the party is focused on reorganizing its self.

He challenged Mrs. Namugala to officially join the ruling Patriotic Front (PF) instead of sowing seeds of discords within the party.

Mr. Lungu who is also immediate losing aspiring MMD Lusaka Central parliamentary candidate, dismissed assertions that the former ruling party was heading for political oblivion under Dr. Mumba’s leadership.

He justified the defections of some MMD parliamentarians and other members to the ruling PF saying it was difficult to gain back public confidence premised on the electoral pledges that the PF made to the voters.

Mr. Lungu explained that it was normal for a defeated ruling party to lose members to the PF following the ruling party’s vigorous campaign against the party prior to the elections.

He however pointed out that Dr. Mumba’s faction is working tirelessly in order to restore public confidence so that it can challenge the ruling party in future elections.

And on calls from the splinter group to hold a national convention, Mr. Lungu said the party has hold two national conventions within three years that ushered in the Rupiah Banda and later Dr. Mumba in office.

He added that the party would not succumb to the group’s demand and accused Ms. Namugala’s group of fighting Dr. Mumba and the MMD on behalf of the ruling PF party.

If you dwell on them long enough, they’ll take root and become a reality.

In life, there will always be people telling you what cannot be done, speaking negative things. Too often we latch on to those negative words and develop what the scripture calls a “stronghold.” That’s a wrong thought or action that keeps us from God’s best. The way you break those negative strongholds is by rejecting the lie, forgiving the person, and embracing the truth of God’s Word. In other words, you have to choose to delete that negative file in your mind.

Today, why don’t you take inventory of your thought life? Ask yourself, “Where did these thoughts come from? Do they line up with what God says about me?” Break the negative strongholds and embrace God’s truth so you can be all that God has called you to be!

UPND MP released due to insufficient evidence linking him to the the murder

United Party for National Development (UPND) Member of Parliament for Kalomo and Director of strategy and mobilisation Request Muntanga had been released from custody due to insufficient evidence linking him to the the murder of Patriotic Front (PF) cadre Harrison Chanda.

Southern Province Commissioner of Police Charity Katanga confirmed to the media in Livingstone today. Mrs Katanga also said that over 10 other UPND members that were arrested and screened to help the police with investigations in connection with various offences linked to the murder were released.

She said that among those that had been released were UPND Livingstone district spokesperson Neto Halwabala and party chairperson for elections Ackson Sejani.

Mrs Katanga also said that, despite being re-arrested on Friday, William Banda has been released on police bond and is awaiting court appearance soon.

She said that Mr Banda had other offences in Lusaka which are being investigated.

Mrs Katanga said that 13 people had been released after being screened by the police.

She said that one person that was not a member of the UPND had been arrested for conduct likely to cause breach of peace.

Mrs Katanga also announced that nine people had been charge for obstructing a police officer from carrying his duty and were on bail.

And yesterday, Magistrate Chola Musonda ordered the prosecution handling Mazabuka Member of Parliament Gary Nkombo’s murder charge to obtain necessary instructions from the Director of Public Prosecutions (DPP) within 14 days from yesterday so that the matter can be promptly tried in the High Court.

Magistrate Musonda said in default of his order, a preliminary inquiry shall be held by the Livingstone Magistrate Court in accordance with provisions of section 223 of the criminal procedure.

He made the order yesterday when Nkombo, 48, of 39B Mulungushi Road in Mazabuka, appeared for mention on a murder charge contrary to the Laws of Zambia.

It is alleged that Nkombo on February 26, 2013 at Livingstone in Livingstone district of Southern province in the Republic of Zambia jointly and while acting together with others unknown, did murder Harrison Chanda.

Magistrate Musonda said the offence which the accused has been charged with is not bailable and it is of paramount importance that he is tried expeditiously in the High Court.

He said his experience had shown that suspects faced with the same charge of murder, had ended up languishing in remand prisons without being committed to the High Court for trial.

“This case will be for the High Court to determine in an event that the case is presented before the said court for trial.

It is my view that all players in our justice system must be vigilant to ensure speedy trial of non-bailable offences,” Mr Musonda said.

Earlier, Mr Mwiimbu complained that Western Province Minister Obvious Mwaliteta brutally assaulted Nkombo on February 25, 2013 between 22.00 hours to midnight in full view of the police and no medical help was rendered by the police while no arrests had been made.

Mr Mwiimbu also displayed in court the Wednesday (February 27, 2013) edition of the Times of Zambia newspaper under a headline ‘PF cadre killed’ and read the part which read that Mr Mwaliteta physically confronted Nkombo in full view of the police.

The defence also asked why Mr Mwaliteta as well as Tourism and Arts Minister Sylvia Masebo should not be cited for contempt of court because the two made contemptuous statements on television on February 28, 2013 regarding the matter which was before court.

In response, Magistrate Musonda directed the legal team for Nkombo to draw up a formal charge or charges against the suspect or suspects in respect of the complaint.

He furthered ordered the police officer in charge at Livingstone Central Police Station to issue Nkombo with a medical report within 24 hours from the time of the order yesterday afternoon.

“In Zambia we are all bound to appear before the courts of law regardless of status or class. There is no one above the law, be it members of legislature, judiciary, executive or members of the public.

“We are all subject to the same law we have given ourselves. The ironic rule that all are equal but some are more equal than others in not tenable in Zambia,” he said.

As regards to statements made in the media, Magistrate Musonda said he would render a ruling in that respect on March 4, 2013.

Sunderland Interest in Sunzu Wanes

Stopilla Sunzu’s £4million price tag has reportedly forced Sunderland to withdraw any interest in the Zambia defender.

Sunderland coach Martin O’Neill told the Sunderland Echo that they interest in him was purely that he was a free agent.

“What has happened there is that he had gone to Reading believing he was a free agent,” O”Neill said.

“Reading were interested in him and dealt with it properly and they decided to pull out of any move until they felt things were successfully resolved.

“In the meantime, he was still in the country and was looking at places to go and we were a possibility because we could be construed as short of defensive cover despite bringing Kader Mangane in.

“But it looks clear now that the situation has been resolved and he is. in fact. under contract and would command a transfer fee.

The opposition United Party for National Development (UPND) has said that threats of deregistration by Home Affairs Minister Edgar Lungu will be an exercise in futility.

Home Affairs Minister Edgar Lungu has indicated that he has the power to deregister associations whose members engage themselves in violent activities.

UPND Spokesperson Charles Kakoma said that the threats by Mr. Lungu are a clear manifestation of the PF government’s scheme to ban political parties in the country and introduce a one party state.

Speaking to QFM, Mr. Kakoma stated that threat by government also added to the dossier on the complaints to the Commonwealth on the breakdown of the rule of law in the country.

He added that if there is a party to be deregistered, it is the Patriotic Front itself because other political parties are only acting in self defence.

Mr. Kakoma stated that if indeed there are individuals in the UPND that are suspected to be committing offences, the law should deal with them and not generalize it to the party.

The UPND Spokesperson further stated that if government makes any move to deregister the party, it will also use the law to defend itself.

And MMD president Nevers Mumba has said that the existing bitterness between the ruling Patriotic Front and the opposition in the country must come to an end.

Dr. Mumba said that political stakeholders must coexist for the common good of the country.

He however stated that the opposition will not allow the PF to rule the country with an iron fist but that their rule should conform to the tenets of democracy.

The MMD leader adds that as long as the opposition is concerned, Zambia must be governed on democratic principles.

Dr. Mumba has further advised the President Michael Sata to allow security wings operate professionally and independently.

He said that the PF must realize that they will not remain in power forever because Zambians who gave them the mandate will revoke it in 2016.

There is no wage freeze imposed by Government- Teachers Union

The Secondary School Teachers Union of Zambia(SESTUZ) has dispelled assertions that government has imposed a wage freeze on civil servants.

SESTUZ General Secretary Wamuyuwa Sitibekiso says contrary to the assertions, SESTUZ and other Unions are currently engaged in serious negotiations with government over revision of working conditions for civil servants.

Mr. Sitibekiso said the negotiations are going smoothly adding that no deadlock has been reached.

He said it was untrue that government was going to put up a wage freeze, as being rumoured by sections of society.

He urged the SESTUZ members to remain calm and ignore the wage freeze rumour being spread by social media.

According to a named On-line news paper, President Michael Sata and his PF government has imposed a wage freeze for all civil servants and government related institutions from this year till further notice.

Sources close to the on-going negotiations taking place in Siavonga for increased salaries and conditions of service for civil servants said the cabinet office team that is representing Mr. Sata said they are not going to move until they get fresh instructions to adjust salaries this year.

Sources said the national wage bill has just become to huge to sustain under the PF government that has an unprecedented large cabinet and deputy ministers in many ministries.

Meanwhile, SESTUZ has commended government on its plan to recruit retired teachers to cushion the current shortage of teachers being experienced countrywide.

He described the move as progressive, saying teachers have for a long time now been overloaded, in some instances with one teacher having up to 38 periods in one week.

Mr. Sitibekiso however urged government to improve working conditions for teachers in rural areas to avoid rural- urban migration of teachers which has caused a serious shortage of teachers in rural schools.

Yesterday’s local media reports say that government will recruit retired teachers to cushion the shortage of staff in the country.

ZCTU blasts HH for saying President Sata has no brains

THE Zambia Congress of Trade unions (ZCTU) has said it is immoral for UPND leader Hakainde Hichilema to utter disparaging remarks against President Michael Sata because this amounts to insulting Zambians who voted for Mr Sata.

ZCTU Secretary-General Roy Mwaba said opposition leaders should accept that Mr Sata was the republican President and that he deserved respect from all Zambians including opposition leaders.

Mr Mwaba said the union would continue condemning such behavior among opposition leaders as it was detrimental to the growth of democracy in Zambia.

He said the office of President should be respected regardless of who occupied it adding that Mr Hichilema should tone down in the language used in addressing political problems.

“What are the outsiders going to think of us when they hear such things? I know we are going to be called names for making such a stance but we will be consistent on this one and we don’t mind because this is something we believe to be true. I wonder why people are so silent and haven’t come out strongly to condemn HH on his recent outbursts against Mr Sata,” Mr Mwaba said.

He said the President was public property and not just for the Patriotic Front and therefore should be treated as such.

He said the opposition should take responsibility and behave like they were aspiring to form government.

The congress was also disappointed by the level of political violence that had taken root in the country and called for dialogue between the Government and opposition to ensure disputes were resolved.

He said the Government must institute measures that would bring the trend to a complete stop and urged all well meaning Zambians to take a stand against political violence as the vice was eating away the political fibre and discouraging people from participating in politics.

“It is a pity that our country has reached a level where political cadres in our key political parties have come to believe that they can only triumph through violence,” Mr Mwaba said.

Mr Mwaba said political parties must inculcate a sense of responsibility and tolerance among their cadres so that they were made to understand that the effectiveness of a political party was not seen through how violent they were.

Murdered PF Cadre Harrison Chanda buried

Hundreds of Monze residents, yesterday, braved the scorching sun to witness the burial of a Patriotic Front(PF) official at Monze cemetery in Southern Province Harrison Chanda who was brutally hacked by suspected United Party for National Development (UPND) cadres in Livingstone on Monday.

And speaking at the burial ceremony, PF Secretary Deputy General Bridget Atanga said the party has lost a great man who he said will be difficult to replace.The late Chanda, 55, was yesterday interred at Monze Cemetery and witnessed by both PF and Monze residents.And speaking during the burial of Mr. Chanda, Defence Minister Geoffrey Mwamba assured Zambians that Government will ensure that the suspects connected to the death are brought to book irrespective of the political inclination.Mr. Mwamba said the investigative wings of Government will leave no stone unturned in bringing culprits to book to deter those who would be the second offenders in such barbaric acts.He stated that it is sad and painful to see some UPND cadres slaughter human beings in such a manner within a short period of time due to political hooliganism of their unresponsible cadres.

The Defence Minister said the PF do not want to take revenge over the death of their cadres but that the party will continue restraining their cadres from involving themselves in political violence in order to maintain peace in the nation.

And Mr. Mwamba has appealed to the people of Southern Province and Zambians at large to desist from political violence and condemn these barbaric acts being perpetuated by some suspected opposition UPND cadres in the nation.Mr. Mwamba expressed that he sympathises with the people of Southern province who have decided to remain in opposition when the rest of the provinces have accepted to work with the government of the day in a bid to develop the nation.

He further advised the people of Southern province to look for a credible leader of the type of late Underson Kambela Mazoka who will be able to embrace and unite Zambians regardless of their tribe and colour as opposed to those ruthless leaders promoting disunity in the nation.

He said President Michael Sata is a president for all Zambians as it can be seen by the recent appointment of two UPND Members of Parliament into the PF Government as deputy Ministers apart from Wilber Simusa and Obvious Mwaliteta who are not Bembas but their own sons.Meanwhile, Mr. Mwamba has disclosed that the PF administration has penetrated Southern Province as evidenced by the party’s scooping local Government by elections in Itezhi-Tezhi, Namwala and Siavonga in Southern province respectively.Mr. Mwamba said the PF is being accepted even in areas where it had no support such as in Mpongwe where it has won the Mpongwe Parliamentary by election held yesterday on the Copperbelt.He said the PF is also confident of scooping the fourth Livingstone Central by election without any difficulties because the people of Southern province have accepted to work with the Government of the day.

And United Church of Zambia Church Reverend Alias Sakala said the brutal murder of Mr Chanda should be condemned by all Christians and the rest of the people of this nation.Reverend Sinkala said it is not biblical to behave in the murder some cadres behaved in the manner they killed the later Mr. Chanda.
He said political parties should learn to exist and working together because Zambia is for all of us and not any other party whether the opposition or the ruling party.

Parliament heard yesterday that Malawian Judge Lovemore Chikopa who was invited by Government to chair a tribunal instituted by President Michael Sata to probe three judges is still in Zambia.

In 2012, President Sata appointed Judge Chikopa to chair a tribunal to probe three Judges namely Charles Kajimanga, Nigel Mutuna and Philip Musonda.

Vice President Guy Scott told the House that Judge Chikopa was in the country and that the tribunal to be chaired by the Malawian Judge is still on.

“Mr Speaker, Judge Chikopa is around and the tribunal is on,” he said. He was responding to MMD Vubwi Member of Parliament (MP) Eustarkio Kazonga who wanted to know the whereabouts of Judge Chikopa following his appointment to chair the tribunal.

President Sata on April 30 suspended Justices Musonda, Kajimanga and Mutuna and appointed a tribunal headed by Justice Chikopa of the Malawi High Court to investigate the alleged misbehavior of the three Judges.

But two of the judges, Mutuna and Kajimanga challenged Mr Sata’s decision in the Lusaka High Court where Judge Fulgeance Chisanga granted them an injunction to prevent the tribunal from sitting to hear their alleged impropriety pending the full determination of the matter by the High Court.

Attorney General Mumba Malila, however, appealed to the Supreme Court saying the State was not satisfied with the ruling of the High Court

Mealie meal shortage hits Eastern province

A critical shortage of mealie meal has hit most districts of Eastern Province.

Chipata, Petuake and Lundazi Districts, respectively are some of the districts that have been hit by the shortage of the commodity,

ZANIS reports that in the provincial capital of Chipata, the two main supermarkets of Shoprite and Spar have run out of the essential commodity.

However, in the second class area of the District only one named wholesaler had the commodity by 10:00 hours.

A number of traders and consumers were found struggled to procure the commodity from the truck even before it could be offloaded into the shop.

At Kharti Brothers , the commodity however ran out by 11: 00 hours as the commodity was bought by small retailers who later resold it at KR65 from the recommended KR53.

And when spoken to James Phiri who trades in the second class trading area said he decided to increase the price of mealie meal alleging that the supplier had increased the order price of the commodity.

“I had to increase because I need to make a profit from my business,” he said.

A few other traders at Kapata market who managed to procure the commodity from Khatri Brothers were also found selling mealie meal at KR65.

And a check in Petauke found that most of the shops did not have the commodity while the only shop that was selling mealie meal was selling a 25kilogram bag of breakfast meal at KR58.

People were queuing up at Petauke Fashions at the Central Business district.

Meanwhile in Lundazi only one shop, Nayonayo investment had the commodity selling at KR65.
