Napsa Stars Move To Heroes Stadium

Napsa Stars have moved house across Lusaka to National Heroes Stadium for the 2022/2023 season.

The promoted Lusaka club has traditionally play its home games at the iconic Woodlands Stadium since 2012.

Napsa will get a feel of their new home as early as this Saturday when they host Nkwazi there in a Lusaka derby.

“We had a chat with the team and everyone is excited about this development. Now we just call on our current and potential supporters to rally behind us even at this new home stadium,” Napsa Stars CEO Ponga Liwewe said in a statement.

“We want to wean ourselves off the mother company and generate our own revenue.

“But we are also looking at the huge population in that sector and we know a lot of people in that area need a team like NAPSA Stars to keep them entertained.”

Napsa fill the void at Heroes left by demoted Lusaka Dynamos who occasionally played their home matches there.

Green Buffaloes left Heroes next door neighbours Independence Stadium a couple years ago and now play their home games at a more central location in the Capital at Edwin Emboela Stadium.

Chulu Excited After Nkana Debut

Nkana defender Amon Chulu has expressed his joy after making his Kalampa debut this week.

Chulu joined Nkana from Lusaka Youth Academy this month.

The young left back was voted man of the match in his maiden game for Nkana as they drew goalless with Kabwe Warriors on Wusakile last Sunday.

Chulu described his debut at Nkana Stadium as interesting and tough.

“It was quiet interesting and a bit tough but it is good for me I jumped in very first and related to what was going on very first,” Chulu said.

He said coach Beston Chambeshi prepared him well for the debut

“Coach Chambeshi did well to get me ready for the first game of the season,” Chulu said.

PF rubbishes ECZ statement hinting at blocking their candidates to re-contest seats

The Patriotic Front(PF) has reacted to the Electoral Commission of Zambia (ECZ)’s hint to block Hon Joseph Malanji and Hon Bowman Lusambo to contest the respective Kwacha and Kabushi Constituencies.

Speaking when he addressed the media yesterday, PF Chairperson for Information and Publicity Raphael Nakacinda said the statement from ECZ is highly embarrassing.

Mr Nakacinda said the statement was clearly an inside job by the UPND in their continued attempt to block the duo from contesting.

“From the onset, the removal of Nshindano, the motive behind is now being revealed. It is manifested clearly before our eyes,” he said.

“The UPND are attempting to totally compromise the institution charged with the responsibility of presiding over elections. The statement from ECZ, first of all, it is bad at law… the ECZ is not the court. It has no mandate or indeed authority to interpret the law and even come up with the position.”

Hon Nakacinda argued that the role of the ECZ is to scrutinise the documents prescribed in the Constitution required for someone to be eligible to contest at nomination.

He said if anybody has an issue in relation to the law or otherwise, they go to the court to petition that particular nomination.

“Unfortunately, the ECZ has petitioned themselves, come up with the ruling against candidates who have not even filed the nomination,” he said.

“It is a laughable statement. But beyond that, the UPND through the ECZ in that statement, they are treading on dangerous grounds.”

The PF MCC warned that if the ECZ insists on such manoeuvres, they are attempting to put the country on fire.
He said this is because they can’t play with the emotions of people as charged as it is in both Kabushi and Kwacha.
Hon Nakacinda however warned President Hakainde Hichilema that the politics he is undertaking are only leading to the destruction of the country’s peace.

“I want to charge whoever is behind this statement at ECZ, stop this nonsense. You will not be there to heal the wounds that you want to open up in this country,” he said.

“You issue such a reckless statement after demolishing houses in Chingola. We want to appeal to the UPND, let’s all contribute and work together to make sure that these democratic processes of elections don’t lead us into chaos.”

The Electoral Commission of Zambia (ECZ) issued a statement that it will not accept nomination from any candidates who’s elections were nullified by the Constitutional court thereby causing vacancies in the National Assembly.

The statement from ECZ has been received with mixed reactions with most stakeholders ruling the electoral commission offside on the matter.

Meanwhile, The Law Association of Zambia (LAZ) said that both Bowman Lusambo and Joseph Malanji are eligible to re-contest the Kabushi and Kwacha Parliamentary by elections following the nullification of their seats.

According to the statement issued by LAZ, Hon Malanji’s eligibility to re-contest is dependent on whether he will produce evidence that he has a Grade 12 certificate at the time of filing in nominations while Hon Bowman Lusambo is eligible to recontest the Kabushi seat because the court merely nullified the seats and did not disqualify the him.

HH calls for support of all sports disciplines

President Hakainde Hichilema has pledged his administration’s support to all sports disciplines in the country.

And President Hichilema says all sports disciplines should be treated the same, adding that there is no minor and major sports hence should be given equal support.

The Head of State said when he hosted a luncheon for the just-ended commonwealth games medalists and the National women’s football team.

He explained that government will ensure that it invests more resources in sports activities just like in other sectors such as health and education.

” There is no minor sports, let’s remove this notion, all sports disciplines are important, this is why government will support all the sports activities, we should invest more money in sports just like in education and health,” he said.

Hichilema further called on concerted efforts from all stakeholders in nurturing the various potential that has been exhibited in different sports disciplines in the country.

He also praised the three medalists and the copper queens for putting up a spirited fight at the just ended commonwealth games and the Africa women’s cup respectively.

He explained that the performance is an indication of the player’s commitment to saving the country diligently hence their commitment should be appreciated.

” We are proud of you, your achievement in all the sports disciplines is an achievement of the country, it’s collective achievement and team work which is very important to us and we grateful as a country, “he noted.

Minister of Youth, Sports and Arts Elvis Nkandu thanked President Hichilema for his continued support towards sports development in the country.

Nkandu explained that in the last one year, the country has performed well in different sports competition that it has participated in.

The minister cited the minting of gold at the just ended commonwealth games, as an achievement that was last attained over 20 years ago.

“20 years since Zambia own a gold medal at the commonwealth games, the senior men’s team also own 2022 COSAFA cup and the qualifying of the Chase federation to the world cup next year all these achievements have been recorded just in one year,” he explained.

All the achievements were made possible through the additional budgetary support that government provided to over 15 sports disciplines that had engagements in the recent past.

During the same function various corporate companies made donations to the three medalists comprising a two bedroomed house for 400 meters gold medalist Muzala Samukonga, over K310,000 cash.

Silver boxer medalist Steven Zimba got K81,000 while boxer Patrick Chiyemba who got a bronze medal has walked away with over K67,000 and other gifts.

While the Copper queens have been given a 16 seater mini bus donates by kinglong company and cash prizes.

HH praises Rotary Club international

President Hakainde Hichilema has praised the Rotary club international for its continued support towards uplifting the living standards of vulnerable communities in the country.

President Hichilema says the club has been instrumental in helping address challenges, especially in the health sector through its maternal and other health-related Programmes.

He stated that health is a universal human right, adding that this is why his government has placed high premium in improving the provision of health care services in all parts of the country.

Mr. Hichilema said this in Lusaka yesterday when a delegation of rotary club international led by their president Jennifer Jones paid a courtesy call on him at state house.

He further requested the Rotary club to consider including cholera as one of the it’s focus areas, adding that as a global cholera champion he has observed the need for advocating for improved hygiene to avoid disease such as cholera.

He also advised cooperating partners to also make recommendations and submissions for the 2023 national budget, so that the budgetary process is consultative so that resources are correctly allocated.

And rotary club international president Jennifer Jones called for strengthened partnership between Zambia and the Rotary club especially in the areas of elimination of malaria, maternal and child health and sanitation and hygiene.

Ms.Jones said the club is currently working on raising awareness on the polio immunisation in order to completely eradicate the disease that has hit Malawi and Mozambique.

She also further commended President Hichilema on the stance that he has taken of ensuring high levels of transparency and accountability in his governance system.

Mwaliteta calls for peaceful campaigns in Luangwa

The ruling UPND has pledged to carryout peaceful campaigns ahead of the Luangwa council chairperson by-election scheduled for September 15, 2022.

UPND Lusaka Province chairperson Obvious Mwaliteta says the ruling party is committed to upholding peace and will show the people of Luangwa that elections can be held in a peaceful environment.

Mr. Mwaliteta said in an interview in Luangwa that the ruling party members are hereby advised to be peaceful in their campaigns warning that anyone found wanting will face the wrath of the Law.

The UPND has already proven to the people of Luangwa that it is development oriented through the various developmental programs ,Mr. Mwaliteta said, citing the increased Constitution Development Fund as one of the major developments in the UPND administration.

Mr. Mwaliteta has also called on the youth in the province to take advantage of the constituency development Fund and contribute to the development of the district.

“The fund is helping many women and youth to engage in lucrative activities, our youths have been sponsored in both secondary and tertiary education and we will see schools and health facilities being upgraded among others,” he said.

The Electoral Commission of Zambia ( ECZ ) set Thursday, September 15, 2022, as the date on which to hold the Luangwa Council Chairperson by-election in Lusaka Province.

ECZ Corporate Affairs Manager Patricia Luhanga said the vacancy in Luangwa District was due to the dismissal of the appeal by the Constitutional Court, following the nullification of the seat by the Local Government Tribunal.

ECZ’s and LAZ’s Positions on Kabushi and Kwacha: The Law, the Politics and The Emotions

1. Today, the 25th of August 2022 is the date for filing in of nominations for the Kabushi and Kwacha parliamentary by-elections. These by-elections were brought about by the decision of the High Court to nullify the election of Hon. Lusambo and Hon. Malanji as Members of Parliament respectively. These two decisions of the High Court were subsequently upheld by the Constitutional Court upon appeal.

2. Late this afternoon, the Electoral Commission of Zambia (ECZ) released a bombshell. They announced that both Hon. Lusambo and Hon. Malanji will not be allowed to file in their nominations tomorrow. According to ECZ, their position is informed by article 72(4) of the Republican Constitution. About an hour after the ECZ had published their letter on their Facebook page, the Law Association of Zambia (LAZ) President issued a statement to the effect that both Hon. Lusambo and Hon. Malanji are eligible to file in their nominations tomorrow because the Constitutional Court did not disqualify them, but merely nullified their election as MPs for Kabushi and Kwacha respectively. The question is; which is which? Is ECZ right or is LAZ right?

3. In coming up with their position on this matter, ECZ quoted article 72(4) of the Constitution. So perhaps it would be a good idea to check what this article provides. Article 72(4) states: a person who causes a vacancy in the National Assembly due to reasons specified under clause 72(2)(a), (b), (c), (d), (g) and (h) shall not, during the term of that Parliament;

(a) be eligible to contest an election; or
(b) hold public office.

However, in order to give meaning to article 72 (4) of the Constitution, it is necessary to understand what article 72 (2) provides since it is refered to above. In this regard, article 72 (2) states; the office of Member of Parliament becomes vacant if the Member;

(a) resigns by notice in writing to the Speaker;
(b) becomes disqualified for election in accordance with article 70;
(c) acts contrary to a prescribed code of conduct;
(d) resigns from the political party which sponsored the member to the National Assembly;
(e) is expelled from the political party which sponsored him to the National Assembly;
(f) ceases to be a citizen;
(g) having been elected to the National Assembly as an independent candidate, joins a political party;
(h) is disqualified as a result of a decision of the Constitutional Court; or
(i) dies.

4. On the other hand, LAZ arrived at its position that Hon. Lusambo and Hon. Malanji are eligible to contest the by-election on the basis that the Constitutional Court only nullified the elections in question but did not disqualify the two MPs from re-contesting their seats. LAZ further argued that in cases where the Constitutional Court only nullifies an election but does not disqualify the incumbent from re-contesting, then the incumbent is free to re-contest. So which is which here?

5. In order to arrive at the correct legal position regarding the matter at hand, it is necessary to go back to article 72(2). Here, let us start by outlining the points which are not in contention. It is common cause that both the Kabushi and Kwacha seats have become vacant, not so? I mean, if the two seats had not become vacant, then we wouldn’t be talking about by-elections, would we? So l guess we are agreeable that the two seats are vacant. Since the two seats are vacant, the next natural but important question is how did they become vacant? The same article 72 (2) is instructive on how a parliamentary seat could become vacant. As a matter of fact, article 72(2) only provides nine ways in which a parliamentary seat can become vacant. These are listed from articles 72(2)(a) to article 72(2)(i).

6. From here, we can go through each of the possible nine ways in which a parliamentary seat can become vacant, and ask ourselves if indeed that is how the Kabushi and Kwacha seats became vacant? Let us start with 72(2)(a), did Malanji or Lusambo resign by notice in writing to the Speaker? The answer is NO. Let us go to article 72(2)(b), did Malanji or Lusambo become disqualified by reason of article 70? The answer is NO. Let us go to article 72 (2)(c), did Malanji or Lusambo act contrary to the prescribed code of conduct? The answer is NO.

7. In fact, let us not waste time going through each of the nine ways in which a parliamentary seat can become vacant. Let us just go straight to the three provisions which are excluded by article 72 (4) as a basis for preventing a person from standing for election. For ease of reference, let us paraphrase article 72 (4) here. Article 72(4) states: a person who causes a vacancy in the National Assembly due to reasons specified under clause 72(2)(a), (b), (c), (d), (g) and (h) shall not, during the term of that Parliament;

(a) be eligible to contest an election; or
(b) hold public office.

We can see from the above that only 72(2)(a), (b), (c), (d), (g) and (h) are listed as the basis for barring someone from re-contesting their seats. On the other hand, (e), (f) and (I) are not included. In other words, if the vacancy was caused by 72(2)(e) i.e. if Malanji or Lusambo lost their seats due to being expelled from the PF, then they would be eligible to re-contest. Similarly, if Malanji or Lusambo lost their seats because they ceased to be citizens of Zambia, then they would be eligible to re-contest, except of course they would not meat the requirements of article

70, which requires one to be a Zambian citizen in order to contest as a parliamentary candidate. Similarly if Malanji and Lusambo had lost their seats by operation of article 72 (2)(i) i.e. if they had died, then according to the law, they would be eligible to re-contest their seats. Except of course they would not be available.

8. The bottom line here is that both Malanji and Lusambo do not fall within the three exceptions that are provided by article 72(4) in which a person who caused a parliamentary vacancy can re-contest their seat. Having established that fact, anything else does not matter. Meaning that the argument by LAZ that neither Malanji nor Lusambo were specifically disqualified by the Court, does not carry water. It simply does not matter. What matters is that neither Malanji nor Lusambo falls under the three exceptions provided by article 72(4). However, in their statement, LAZ was right on one issue; that the Constitutional Court had created a lacuna by failing to use the exact wording of article 72 (2) in issuing it’s judgement. Instead of saying that the Kabushi and Kwacha seats had been nullified, the Court should have said Lusambo and Malanji had been disqualified. The word “nullification” is not in the Constitution as far as parliamentary seats are concerned. Only the word “disqualification” is present. In this particular case however, it is evident that the two words are being used synonymously. Therefore, in this instance, ECZ is on firm ground and LAZ is misdirected.

Government to increase the number Social Cash Transfer beneficiaries

The United Party for National Development (UPND) Alliance government says it has increased the number of Social Cash transfer beneficiaries in Ndola District from 12, 567 to 15, 188 in the one year that it has been in office.

Ndola District Commissioner Joseph Phiri explains that the UPND Alliance government has scored various successes in almost all the Ministries in the country.

Apart from increasing the number of beneficiaries on the social cash transfer programme, government has further increased the transfer value from K300 to K400 for the vulnerable able bodied and K600 to K800 for the vulnerable disabled households.

Speaking during the commemoration of the first anniversary of the UPND Alliance government in power at the Civic Centre this afternoon, Mr Phiri further revealed that government will soon be registering more potential beneficiaries for enrolment of Social Cash transfer programme.

The recruiting of 30, 000 teachers in the Ministry of Education, and over 11,000 health workers is unprecedented and shows how the government cares for the welfare of its people.

“When the UNPD promised that they will employ 30,000 teachers some sectors thought it was not true but what we have witnessed in the education and health sectors is unprecedented, this is a clear indication of how much the UPND government cares for its people,” he said.

Ndola District this afternoon joined the rest of the country in commemorating the first anniversary of the UPND Alliance government in office.

LAZ calls for urgent constitutional reforms

The Law Association of Zambia LAZ says there is need for urgent constitutional reforms to address the various lacunae in the Country’s current legislation.

Law Association of Zambia President Lungisani Zulu says his Association has been compelled to provide clarity and guidance following the observed

]public discourse concerning the eligibility of former Kabushi and Kwacha Members of Parliament Bowman Lusambo and Joseph Malanji to re-contest their seats nullified by the constitutional court last month.

Mr. Zulu in a statement this evening said eligibility to stand as a Member of Parliament is provided for under the constitution of Zambia and that adherence to the provisions of the constitution affects the rule of law, which is why the association has decided to offer its understanding of the law.

“The Law Association of Zambia LAZ has followed the public discourse surrounding the eligibility of Mr. Bowman Lusambo and Mr. Joseph Malanji to

re-contest as candidates for Members of Parliament following the decisions of the Constitutional Court to nullify their seats.

“Eligibility to stand as a Member of Parliament is provided for under the Constitution of Zambia and adherence to the provisions of the

Constitution affects the rule of law and it is for this reason and in light of the extended public interest that LAZ has felt statutorily bound to offer its understanding of the law” he said

Mr. Zulu has guided that in the case of Joseph Malanji whose election was nullified for not possessing a grade 12 certificate, the question of whether he can recontest his seat depends on whether or not he was in possession of a Grade 12 certificate at the time of nominations and whether he will be able to provide evidence of the same.

In the case of Bowman Lusambo, the law provides that eligibility after nullification is dependent on whether the court not only nullifies the seat but also disqualifies the candidate in the petition.

According to the Constitution Court decision over Mr. Lusambo’s petition, the court merely nullified his election but did not disqualify him as a candidate, stating that nullification of an election is not the same as disqualification of a candidate.

“According to the Constitutional Court decision in The Law Association of Zambia v The Attorney General 2021/CCZ/0051, where this issue was addressed, the Court stated that a nullification of a seat by the court is distinct and not the same thing as disqualification of a person. Our perusal of the decision in the Lusambo v Kanengo case reveals that the court merely nullified the seat without disqualifying Mr. Lusambo in the election petition” he added.

UPND re-adopts the losing candidates for the upcoming By Elections

The ruling United Party for National Development (UPND) have announced the re-adoption of Bernard Kanengo as the party’s candidate in next month’s Kabushi Parliamentary by-election.

UPND Chairperson for Election Garry Nkombo has further announced that UPND has re-adopted Charles Mulenga for the Kwacha Constituency Parliamentary by Elections.

Mr. Nkombo has told a media briefing in Ndola that UPND is expecting free and fair elections in Kabushi and Kwacha.

He urged the party in Kwacha and Kabushi to campaign vigorously.

The PF has re-adopted Bowman Lusambo for the Kabushi by Election and Joseph Malanji for the Kwacha by Election.

“Allow to firstly, profusely thank all the candidates that applied to run on our UPND ticket. In Kwacha there were seven and we have gone through the filtration process. I want to publicly thank them (aspirants) for walking with us up to this point of the selection of the successful candidate and the party owes you. For Kwacha Constituency the UPND has settled for Mr. Charles Able Mulenga. The UPND has settled for Mr. Charles Able Mulenga. Mr. Mulenga,” Mr. Nkombo said.

Mr. Nkombo also thanked people who applied to contest the two by election on the UPND ticket.

Mr. Kanengo declared that the people of Kabushi have an opportunity to elect a Member of Parliament in a free and fair manner.

“First and foremost I want to thank the party from grassroots level up to the National Management Committee for the support they have rendered to me from the time of elections in 2021 up to now. I also want to appreciate my fellow aspiring candidates we fought together with in Kabushi Constituency to bring justice to the people of Kabushi. Lastly, I must thank the people of Kabushi and congratulate them that they have another opportunity to elect a member of parliament of their choice without violence, without malpractices that happened previously in 2021,” Mr. Kanengo said.

The Kabushi and Kwacha Seats fell vacant after the High Court nullified the election of Mr. Lusambo and Mr. Malanji in the 2021 General Elections.

Hospital to start using the Colposcopy machine to collect evidence on sexual assault cases

Mazabuka General Hospital is set to start using the Colonoscopy machine to enhance the evidence on sexual assault cases in the courts of law.

Zambia Centre for Communication Programmes (ZCCP– Kwatu) has trained 25 healthcare service providers on how to use the machine and compile reports which survivors of Gender Based Violence (GBV) need, as part of the forensic evidence needed in court.

ZCCP–Kwatu Technical Advisor-Clinical, Agness Mwanza, said the machine is an advanced piece of equipment which requires technical training, for healthcare providers as it helps GBV survivors access justice.

Ms Mwanza said with the use of the machine, health personnel would now be able to view injuries and lacerations they could not see with their naked eyes.

She said this in Mazabuka during the training of nurses, doctors, clinical officers and psychosocial counsellors on GBV identification, first line support and examination of survivors with the use of the Colposcopy machine.

The training was conducted by ZCCP–Kwatu with support from the USAID ‘Stop GBV Project’.

And Victoria Mubita, a Nurse at the Mazabuka General Hospital, One Stop Centre said the centre has had the Colposcopy machine for a while, but staff had no capacity to use it until after undergoing the training.

Mrs. Mubita further said the centre was faced with challenges such as lack of manpower as it had no social worker and no victim support unit (VSU) officers.

She said this resulted in GBV survivors being sent to various departments to acquire services which they were supposed to get from the centre.

Mrs. Mubita added that GBV cases have kept increasing as many people come to report, unlike in the way it was in the past.

Meanwhile, Mazabuka General Hospital Senior, Resident Medical Officer, Yollande Nkulu said she has been equipped with the skills on how to collect vital information from GBV survivors after undergoing the training.

ZCCP–Kwatu is also scheduled to conduct similar trainings in Monze and Choma and a total of 60 healthcare providers have been identified for training in the two districts.

Zambia, Korea Partners to Improve Community Based Development

The Ministry of Community Development and Social Services in partnership with the Korean Government have conceptualized the Saemaul Undong (SMU) concept that seeks to enhance community development, in a bid to reduce poverty and change lives.

The Saemaul Undong (SMU) concept is a strategy that accelerates the development of communities especially in the rural areas of Southern Korea, which the Zambian Government seeks to replicate and localize the concept, in an effort to improve community development in the country.

Ministry Of Community Development and Social Services Permanent Secretary, Angela Kawandami who is representing Zambia in Korea at the Saemaul Undong invitational training, highlighted that apart from reducing poverty, the Saemaul Undong concept is envisioned in such a way that, once fully actualised the concept will further increase incomes among community members.

Ms Kawandami noted that the Ministry is working with the Government of Korea in localising and preparation for the implementation of the Saemaul Undong Concept which will be called Community Led Transformation Project in Zambia in selected pilot villages such as the Kafue District of Lusaka Province, Chibombo District of Central Province, Mazabuka and Chikankata Districts of Southern Province respectively.

Ms Kawandami added that during the training an agreement was reached to use the concept in Chikankata, Mazabuka, Kafue and Chibombo Districts, in order to see how much progress can be recorded.

“It is worth noting that as the concept is being adopted and enshrined in our National Development Plan and National Social Protection Policy, the concept will contribute remarkably in transforming the country through improved living standards of the people in rural areas,” she said.

Ms Kawandami who is accompanied by Director for Community Development, Patricia Muyamwa, expressed gratitude for the concept will enhance protection of the environment, improve rural infrastructure development such as roads, bridges and housing and equally improve other areas such as water and electricity supply, installation of communication and creation of communal facilities which will continue improving the lives of the people in communities.

Ms Kawandami has since acknowledged and thanked the Korean Government for working diligently and in close collaboration with the Zambian Embassy in Korea in putting together the life changing programme.

The establishment of the Saemaul Undong concept in Zambia backs to 28th October, 2019 when the Zambian Government through the Ministry of Community Development and Social Services and the Korean Government signed a Memorandum of Understanding (MoU) on the Saemaul Undong Concept which signified the beginning of partnership between the two countries.

The main objective of the MoU was to disseminate Saemaul Undong in order to facilitate rural development and poverty eradication in the two countries especially Zambia, and to promote active participation and mutual cooperation between the two sides for the successful implementation of the Saemaul Undong.

The Saemaul Undong is an integrated development approach that was used by South Korea to modernise its rural communities and develop the country, the ideology focuses on improving people’s living standards through mind-set transformation, agriculture, infrastructure development among others in rural communities.

Saemaul Undong is Korea’s rural development movement initiated by President Park Chung-hee in the 1970s, Saemaul Undong refers to any community development movement which builds a community or village to improve villagers’ quality of life based on the spirits of diligence, self help and cooperation, and approaches by the villages, of the villagers, and for the villagers.

Furthermore, Saemaul Undong is also based on self-reliant decision-making through the process of planning, implementation, evaluation and feedback to the next level, as it is a nation-wide campaign that has contributed to Korea’s development which inspired the Korean people to cultivate a self-relying, can-do spirit and served as the driving engine of Korea’s economic development.

Parties React to Launch of New Political Party by KBF

Opposition Political Party stakeholders have expressed divergent views when congratulating a renowned lawyer Kelvin Bwalya Fube popularly known as KBF for launching the Zambia Must Prosper Political Party.

The Socialist Party President Fred M’membe sent a congratulatory message to Mr Fube on behalf of the leadership and membership of his Party, stating that the country needs more voices, representation and political parties.

“What our country needs is more unity in diversity and patriotism and I wish Mr Fube all the best,” Mr M’membe stated

And Patriots for Economic Progress (PEP) President Sean Tembo stated that one strange thing that came out of Mr Fube’s Political Launch yesterday is that, he declared to fix President Hakainde Hichilema in whatever way he wishes, despite Zambia being a Democratic Republic, there is no sane person who can form a political party to fix a person unlike Problems Zambians are facing.

Mr Tembo mentioned that to start with, why would someone form a Political Party to fix an individual and the questions Mr Fube should answer are that, why fixing President Hichilema instead of coming up with a Plan for a country.

He added that according to Mr Fube, he wants to fix President Hichilema for issues such as increasing the Constituency Development Funds (CDF), employing 11,400 plus health workers, employing 30,490 teachers, and introducing freedom of movement and association.

“If these among others are the reasons why Mr Bwalya wants to ‘fix’ the ‘Fixer’ then, he is in Politics for wrong reasons,” he said

Mr Tembo said that Zambians need a Political Party that will enhance the fundamental principles of the fresh air that has been given by President Hichilema.

He added that today, Political Parties are freely wearing their party regalia in public without being harassed, civil servants are commenting on political matters without being beaten by cadres, and Political Leaders are insulting the President without being arrested, so why must we go back? Mr Tembo asked

“How about coming up with a Political Party to further reduce the cost of living, employ more youths, give investor confidence and others,” he said

Mr Tembo cited that clearly, Mr Fube seems to be in politics for personal vendettas and frustrations.

Meanwhile, Patriotic Front (PF) Matero Member of Parliament Miles Sampa noted that the formation of a political party by Mr Fube is a noble political venture that he has embarked on and only him is the master of his destiny.

Mr Sampa said that stranger than fiction that Mr Fube’s political disposition has been with both the current President Hakainde Hichilema and the former President Edgar Lungu.

“The congratulatory message from his now arch rival President HH is indeed very magnanimous,” he said

He cited that there is no need for him to remind Mr Fube on how his political party was deregistered within a week of being launched in 2014 post Sata’s death and the PF Mulungushi convention.

“All I can say is congratulations to KBF for having successfully launched his party Zambia Must Prosper yesterday,” he cited

Mr Sampa highlighted that the intra and inter party democracy does not only have to flourish, but has to be seen to flourish, thus the voice of the majority ordinary masses must be allowed to prevail freely without undue interference, be it through abuse of the judiciary.

Kelvin Bwalya Fube who’s popularly known as KBF launched his projected Zambia Must Prosper (ZMP) political party yesterday at Mulungushi Kenneth Kaunda International Conference Centre.

Speaking during the launch of the political party, Mr Fube highlighted that he has plans of contesting in the 2026 General Elections as his newly launched party is no longer part of the United Party for National Development (UPND) Alliance.

He has criticized that the UPND Government has failed to make decisions aimed at reducing the high cost of living Zambians have been subjected to since assuming office.

Mr Fube has since urged Zambians to begin preparing for a leadership change that will enable them to jump out of poverty.

He said that Zambians should not be treated to rhetoric leadership with no clear-cut plan to create jobs for ordinary people.

Mr Fube, a former member of the Patriotic Front the former ruling party, was among other political parties who came on board to form the UPND Alliance and championed for regime change during the 2021 General Elections which saw the UPND emerge victorious, though he has been in the background until now when he has re-launched the Zambia Must Prosper Political Party.

Mr Fube has therefore called on Zambians especially the youths to stop relying on free things and accompany him in establishing the new Zambia with ideas that can change their livelihood and lifestyles for the better.

Lusaka Province in K4 Million boost for personal emoluments

Government has released Four Million Kwacha to the Lusaka province administration for personal related emoluments.

Provincial Permanent Secretary, Robert Kamalata says government also released more than Two million Kwacha earlier this year, and that the Four Million will further reduce the monies that government owes to the employees and retirees among the 34 departments under the provincial administration.

Mr Kalamata said a total of Eleven Million Kwacha is owed to employees and retirees in terms of settling-in allowances, loading and unloading, leave and travel benefits and long service bonuses among others.

He told ZANIS in an interview that Government has made progress in reducing the backlog which dates as far back as 2010.

Mr Kamalata said that a number of officers and retirees have been paid and that more will receive their monies with the release of the Four Million Kwacha.

.The Lusaka Province Permanent secretary also announced that the Provincial Health Office has received Two Million Kwacha for the personal related emoluments and that officers have already started receiving their dues.

He  noted that government has improved the disbursement of Recurrent Departmental Charges (RDCs) stating that the province has been receiving its monthly allocation consistently.
