2

The Zambia Electricity Supply Company (ZESCO) says power supply will be restored in Solwezi district and other parts of North Western Province that have been affected by power cut within 48 hours.

ZESCO Public Relations Manager, Henry Kapata told Zambia News and Information Service (ZANIS) in Solwezi today in a telephone interview that yesterday around 17: 00 hours, ZESCO experienced a shock at Solwezi main substation on the 11KV panel board thereby causing power cut to Solwezi, Kasempa and Lowana.

Mr. Kapata however said ZESCO has mobilized a mobile Substation from Lusaka which is on its way to Solwezi to help restore power to the rest of the areas that are still affected.

He said alternatives have been provided to the hospital and several other critical institutions.

Mr. Kapata said critical institutions like the hospital are supposed to alternatives such as generators to use when hydro power is withdrawn.

“Yesterday we experienced a shock at our Solwezi Main substation on the 11KV panel board…and so we have since been able to restored supply to Kasempa, Lowano…Solwezi-Chingola Road customers are back on course as a result of the alternatives that have been put in place”

“We have also mobilized a mobile substation from Lusaka to feed the rest of the places that were affected,” he said.

Mr. Kapata said power will be restored in the affected areas within 48 hours.

2

President Hichilema noted that 100 years of service to the community is not a mean achievement hence the need to celebrate.

He commended the Salvation Army church for being dedicated to God’s work.

PF Central Committee Resolutions as they Adopt Lusambo and Malanji for By-Elections

23

By Hon Given Lubinda Acting President PF
LUSAKA, 20th August, 2022 ——— The Central Committee of the Patriotic Front met today to discuss several pertinent Party and national issues. The Central Committee made several resolutions which include but not limited to the following:

1. ADOPTIONS

Following the nullifications of the Kwacha and Kabushi constituency seats and the Lungwa District Council seat, the Central has officially adopted Hon Bowman LUSAMBO, Hon Joseph MALANJI and Mr Lawrence SHAWA as Patriotic Front candidates for Kabushi, Kwacha and Lungwa, respectively. The Central Committee wishes to put it on record that Hon LUSAMBO and Hon MALANJI are duly ELIGIBLE and no amount of political machinations from any quarter to try to disqualify them shall be entertained.

Further, Hon Micheal Katambo has been appointed as Campaign Manager for Kabushi. He will be deputised by Hon Dr. Frank Ng’ambi and Hon. Emmanuel Mulenga.
Meanwhile, Hon. Kampamba Mulenga has been appointed as Campaign Manager for Kwacha Constituency. She will be deputised by Hon Alexander Chiteme and Hon Kalobo Pavyuma.

For the Luangwa District Council election, Hon Christopher Shakafuswa has been appointed as Campaign Manger. He will be deputised by Hon Emmanuel Tembo and Hon Japhen Mwakalombe.

2. MEETING BY PRESIDENT HICHILEMA WITH DISTRICT AND LOCAL GOVERNMENT OFFICIALS

On 16th August, 2022, President Hakainde Hichilema held a meeting with district and local authorities officials. Those in attendance included Principal Officers (116), Directors of Finance(116), Director of Engineering and Works(116), Mayors/Council Chairperson (116), Provincial Local Government Officers (10), Provincial Planners(10), Povincial (10) and Local Government Association of Zambia (4) It has emerged that this meeting was solely to discuss the implementation of Constituency Development Fund(CDF).

The Constituency Development Fund is established by Act No.11 of 2018. The CDF Act provides for the management, disbursement, utilisation and accountability of the Constituency Development Fund. The Act further establish Constituency Development Fund Committees in constituencies and provide for their composition and functions; and provide for matters connected with, or incidental to CDF. The attempt by President Hakainde Hichilema to circumvent the law and propose to make disbursement and composition of CDF outside the Act is GROSS VIOLATION of the law and raises serious concerns with regards the President’s appetite for doing things outside the law. The directive by the President to have District Commissioners (DCs) sit on CDF Committees is ILLEGAL; it is not supported by any law and it shall NOT be condoned.

Further, the failure by Hichilema and his Government to disburse CDF, eight months down the line is a result of his incompetence and failure to provide leadership. It was hypocritical and a sheer waste of public resources for Hichilema to call for a meeting with our local authorities to discuss the CDF Guidelines when his own Party and Government recently shot down a motion in Parliament to review and revise the said guidelines. The country lost over Two million Kwacha in allowances and other logistics from that one meeting, money which could have been used in providing urgent needs such as the provision of medicines in our clinics and hospitals which is actually a national emergency.

The challenge is that Mr Hichilema has very little knowledge and understanding of governance; the man thinks CDF and the Decentralisation Policy are synonymous! CDF is not decentralisation policy; it is simply an activity under decentralisation. The sooner Mr Hichilema takes time to acquaint himself with how government and statesmanship works the better for himself and all of us as Zambians.

3. AFRICOM

I wish to inform the general public that owing to the gravity and nature of the decision by the UPND Government to host AFRICOM on our soil, I on behalf of the Patriotic Front wrote to President Hakainde Hichilema and his Government to make public, the contents of the Memorandum of Understanding between our Government and the US Government with regards to AFRICOM.

Owing to Government’s failure to make the contents of the MoU public, the Central Committee has resolved to embark on peaceful public protests against the establishment of AFRICOM on Zambian soil and pursued Government to publish the contents of the MoU.

4. HICHILEMA’S PRONOUNCEMENTS ON THE PF AND ITS LEGACY

President Hakainde Hichilema has made scandalising of the Patriotic Front as his number one priority. His obsession with the desire to destroy the Patriotic Front has made the man to blame and accuse PF for all his lies and failed promises. While meeting district and local government authorities, Mr Hichilema made wild allegations against President Edgar Lungu and the Patriotic Front. The man claimed that he refused to append his signature to purchase presidential motor vehicles worth $1.3 million dollars which he alleges was approved by his predecessor, Edgar Lungu.

The aim of Mr Hichilema’s unfounded claims is to make right thinking Zambians believe that he is a prudent manager of national resources and make President Lungu appear as a reckless and extravagant man who was squandering public resources self aggrandisement. The Central Committee has resolved to expose Mr Hichilema for his wild claims and make it clear to the public that the man lied when he claimed that he refused to append his signature to purchase new presidential motor vehicles. Here are the fact;

  1. the approval and purchase of motor vehicles is purely a preserve of the Special Division and the Zambia Police. The President has nothing to do with the purchase of presidential vehicles.
  2. The President is NOT a procurement officer; there is NOWHERE were the President’s signature is required in the purchase of presidential or government vehicles. To claim otherwise is a pure lie.
  3. Zambians must be made aware that contrary to his posturing as a prudent manager of our resources, President Hakainde was bought a new fleet of presidential vehicles which he is using. He is not using the old vehicles that President Edgar Lungu was using as he has been trying to make our people believe.

In fact, all senior Government officials including Ministers and State House officials have bought brand new vehicles that they are using. Further the recently approved Supplementary Budget included purchase of brand new luxury vehicles for several government officials. On rehabilitation of State House, again costs incurred arises from his own preferential decisions as Nkwazi was recently rehabilitated by the previous occupants.

On the international front, the Central Committee has welcomed the election of President William Samoe Ruto of Kenya. The Central Committee recognises Mr Ruto as a panAfricanist who is committed and loyal to the interests of Africa and not the imperialist forces and their allies. The party has resolved to strengthen our working relationships and deepen our bilateral engagements with Mr Ruto and his governing coalition.

5. APPOINTMENTS

The Central Committee has approved the appointments of the following individuals as the Party’s provincial leaders in Southern Province;

Private mining investors should accord government dignitaries the respect that they deserve

11

Central Province Minister, Credo Nanjuwa is saddened by the behaviour of directors of some mining companies in Mkushi District who run away from government officials that visit their firms.

Mr. Nanjuwa says government dignitaries should be accorded the respect that they deserve by investors especially that they are there to serve the interest of the people.

Speaking when he met directors of some mining firms from Mkushi at his office in Kabwe, Mr. Nanjuwa explained that government dignitaries that visit the mining firms do so on behalf of the president who wants to know the welfare of the people in various areas.

He said the licenses that the mining firms acquire have conditions on them and that it is the duty of government officials to see to it that the guidelines are being adhered to.

And True stone Mineral Processing Limited Director, Mathews Sikanyika has commended government for its efforts in trying to dialogue and find solutions to the challenges that mining firms are going through.

Mr. Sikanyika said the major challenge that mining firms in Mkushi are facing is the delay by Zambia Environmental Management Agency (ZEMA) in approving permits for companies.

Mr. Sikanyika said the delay by ZEMA to approve permits creates anxiety and room for people to start operating illegally.

He appealed to government to quickly intervene by cutting the bureaucracy that is at ZEMA so that work is expedited.

Meanwhile, Director of Datong Industry, Alex Lee appealed to government through ZEMA to standardize the design of wash plants in the mining firms.

Mr. Lee complained that when one applies for construction of the wash plant, ZEMA would approve it, then after the projects advance and sometime when it is near completion ZEMA would come for inspections and direct that the construction should be erased because it is wrong.

He said the work attitude at ZEMA should be revised so that it benefits both the government and the investors.

Disaster Management Unit aid 1 200 Kapalala marketeers aided

3

The Disaster Management and Mitigation Unit (DMMU) has come to the aid of the 1, 200 Main Masala Kapalala market fire victims by providing them with a 25kg bag of Mealie meal, 5kg Rice, 5 kg Beans and K1, 000 each.

ZANIS Ndola reports that DMMU Director of Operations Mr Paul Lupunga who delivered the relief items at the district administration said the Vice President Mrs Mutale Nalumango had fulfilled the promise that she made when she visited the victims at Kapalala market of sending them relief.

Mr Lupunga emphasised that the items were not compensation but rather relief to help lessen the burden that has befallen them as they are going through the trying moment.

And Ndola District Commissioner Joseph Phiri said the district was elated to receive the relief that the Vice President had promised.

Mr Phiri said the fire that burnt the market had not only affected Kabushi residents but rather the entire district because the market in question houses marketeers from all over the district.

“It’s not only Kabushi residents that have been affected, that market houses people from Chipulukusu, Chifubu, Kawama and many other areas, so that fire has affected the entire district,” he said.

Ndola Mayor Jones Kalyati thanked the Vice President through the DMMU for quickly responding to the victims and further encouraged the victims to be positive and refrain from negative confessions.

The Mayor has further warned those that want to take advantage of the situation that had befallen their friends, by pretending to be victims as well to stop the pretence and let the rightful victims benefit from the relief.

In her vote of thanks one of the victims, whose merchandise was burnt in the inferno, Esther Ngoma thanked the Vice President for honouring her promise in the shortest possible time.

Ms Ngoma said the relief food will help the affected families a lot as they had nowhere to turn to. She added that the K1, 000. cash would help her order some tomatoes to start with, so that she can revamp her business.

Ndola’s Main Masala Kapalala market was on Tuesday night burnt leaving about 1, 200 marketeers’ affected.

Meanwhile, all marketeers who lost their merchandise in the fire that recently swept through Riverside market and those whose restaurants were burnt at Kapiri-Mposhi Bus Stop in April this year have received relief emergency grants from the Disaster Management and Mitigation Unit (DMMU) under the Vice President’s Office.

This is in fulfilment of Republican Vice President Mutale Nalumango’s pronouncement yesterday, when she toured the gutted market, that government through DMMU will provide each affected marketeer monetary relief of K 1000, a 25 KG bag of mealie meal and 10 kg bags of rice and beans respectively.

The relief package is meant to cushion the impact of the loss of their businesses.

And speaking when he witnessed the payment of the traders at his office yesterday Kapiri-Mposhi District Commissioner, Francis Hasalama stated that government released K 80,000 to pay all the affected marketeers.

Mr Hasalama says further assistance inform of reconstruction of market stands will be provided to affected marketeers.

” These marketeers have come to get what the Vice President assured them of yesterday regarding their merchandise lost in fires recently at Riverside Market and earlier in April at Kapiri-Mposhi Bus Stop,” Mr Hasalama said.

And DMMU Central Province regional Coordinator, Mwansa Subulwa says the affected marketeers will also soon receive food relief packs.

Beneficiary marketeers have commended government through the DMMU for swiftly coming to their aid.

Getrude Mutambo who lost over K 17,500 worth of merchandise in form of bags of dry Kapenta says even if the money she has received is not as much as she lost in the inferno, it will give her something to restart her Business.

Ms Mutambo says she will use the money as start up capital for her business at the trading site.

” I order a bag of Kapenta at K 3000. So, I will just look for a top-up to order a bag and I will get by slowly,” Ms. Mutambo said.

Over K 615,000 worth of merchandise were destroyed Monday this week after fire swept through a storage house and about 27 shops at Riverside Market in Kapiri-Mposhi district.

World Bank funded project to boost Liuwa tourism

0

Minister of Tourism and Arts, Rodney Sikumba says government is implementing a World Bank funded project aimed at boosting tourism in Liuwa Plain National Park of Kalabo district.

Mr Sikumba says the project includes among others the refurbishment of Kalabo airstrip, construction of a bridge across Luanginga River at Kalabo harbour and improving accommodation in order to attract and service the tourist clientele who visit the park.

The Minister said this recently when a multisectoral and cross-functional team of ministers paid a courtesy call on Kalabo District Commissioner Musangu Njamba.

“Our mission is coming to see the plans we’re about to embark on based on government assurances that we made in the 2022 national budget. This particular project is three-fold and answering to the challenges being faced in Kalabo regarding access into Liuwa (Plain) National Park,” he said.

Mr Sikumba expressed optimism that the infrastructure project was being coordinated by the Ministry of Finance and National Development and that it would play a crucial step in continuing to grow the economy and specifically the tourism industry, bring greater investment, and create jobs in and around Liuwa, Kalabo district and Zambia at large.

“Finance and National Planning minister, honourable Situmbeko Musokotwane, did mention in the 2022 national budget that government would take minimal infrastructure development to such places like Kalabo airstrip,” he said.

Mr Sikumba stated that the project is part of government’s vision to develop the Western Tourism Circuit through infrastructure development.

The Minister noted that the park is an emerging tourism hotspot because the expanse of grassy plain of Liuwa annually hosts one of nature’s greatest spectacles and Africa’s second largest migration of Wildebeest hence the need to vigorously market the landscape.

“Liuwa Liuwa (Plain) National Park is endowed with a lot of wildlife species. But the park has not been marketed to its fullest. Thanks to African Parks who have partnered with government and the Barotse Royal Establishment to see how they can rejuvenate the park,” he said.

Mr Sikumba noted that once the western circuit is fully promoted and utilized, the length of stay by tourists would increase from the current four to seven days and stimulate socio-economic development.

“In all these projects we’re doing, we want the local community to buy in so that once the numbers of tourists grow and revenue starts to grow, the people of Liuwa and Kalabo in general benefit and put food on tier tables,” he said.

The Minister however bemoaned that there was urgent need to replace the existing manual driven pontoon at Kalabo harbour with a bridge in order to improve road network and tourists’ access into the park.

Mr Sikumba has further bemoaned poor infrastructure in Liuwa Plain National Park which he said has resulted in limited accommodation for tourists.

“The infrastructure within the national park is very minimal. If we’re going to have a lot of people coming into Liuwa, they will not be able to find accommodation,” he said.

Mr Sikumba was accompanied by Finance and National Planning minister Situmbeko Musokotwane, Lands and Natural Resources Minister, Elijah Muchima as well as Water Development Minister, Mike Mposha.

Others were Western Province Minister Kapelwa Mbangweta and Northern Province Minister Leonard Mbao.

Meanwhile, Kalabo district commissioner Musangu Njamba expressed optimism that the ministers were determined to address the lack of transport, infrastructure and accommodation which continue to hinder growth of the booming tourism sector in the area.

Mr Njamba further noted that government must be commended for the positive highlights to develop transport and road infrastructure in Kalabo district, Western Province and Zambia as a whole without leaving anyone behind.

Chingola Mayor Johnson Kangombe has been implicated in the illegal allocation of plots

19

Chingola Mayor Johnson Kangombe has been implicated in the illegal allocation of plots on Kasompe Airstrip land where his council has demolished houses.

Chingola Municipal Council on Saturday morning demolished over 300 structures illegally built on the Kasompe Airstrip, a land on title and belonging to Zambia Civil Aviation Authority.

Chingola Council say it didn’t allocate the land and that structures were erected without planning permission from the Local Authority hence prompting the demolition.

Victims of the demotion have protested by burning Mr. Kangombe’s house and lodge in Chingola saying he allocated the land on Kasompe Airstrip.

Copperbelt Police Commanding Officer Sharon Zulu has confirmed in a statement that Mr. Kangombe has been mentioned by victims of the housing demotion in Kasompe.

“The operation started around 02.00am and went on well though the affected families complained about the Chingola Mayor whom they accused of being the one who sold them the demolished plots,” Ms. Zulu said.

“Following the planned demolishing at Kasompe Air Strip reported to Council sometime in November 2021 by Civil Aviation.A decision through Council Resolutions meetings were made to demolish the encroached structures in the perimeters of the Air Strip .Hence on 19/08/22 a meeting of Stakeholders was held at Council Chambers to plan ahead of the demolishing. It is from these meetings that on 20/08/22 around 02.00am Council officials and State Police stated the long pending demolishing excise which eventually led to the Arson at the Chingola Mayor’s two properties,” she said.

Earlier on Saturday, Chingola Council Assistant Public Relations Manager Evelyn Mulenga had confirmed the demolition in Kasompe.

“The Municipality, through the department of Development Planning issued enforcement notices on 15th February, 2022 for the developers to suspend all works and demolish the structures within a period of 28 days as they were being done without planning permission required under the provisions of section, 49(1) and (2) of the Urban and Regional Planning Act No.3 of 2015 of the laws of Zambia.Despite issuance of the notices and engagement with the developers to stop illegal construction, the developers continued to erect illegal structures,” Ms. Mulenga said.

“Members of the public are hereby warned to consult the local authority and acquire building permission before building structures as the Municipality is mandated by law to administer land on behalf of the Government.Council further reminds that the move to demolish illegal structures is not meant to injure the illegal developers but deter people from constructing structures without council’s approval.Council will therefore not be to blame for demolition if developers do not heed to the local authority’s advice,” she said.

President Hichilema asks chiefs to take keen interest in use of CDF

0

President Hakainde Hichilema has asked traditional leaders to take keen interest in the utilisation of Constituency Development Funds across the country.

The President has said close collaboration between government and traditional leaders is key if the utilisation of CDF is to be successful.

The President says it is the desire of Government that people in the rural areas receive quality services like the people in urban areas, but noted that this can only be achieved through the prudent use of public funds like CDF.

The President said this yesterday in a speech read on his behalf by Minister of Water Development and Sanitation Mike Mposha This was during the celebration of the Kunda-Malaila traditional ceremony of the Kunda people in Mambwe district of the Eastern province.

The Head of State told the traditional rulers and hundreds of people attending the ceremony that the reason resources were being taken close to the people was to allow the general citizenry determine their own development direction hence the need for all stakeholders, including traditional leadership to work together and realise the much-needed development.

“I also want to remind you of governments commitment to transform the lives of the people, by giving preference to a wide range of issues ranging from economic to health, evidenced by the mass recruitment of health and education personnel,” he said.

President Hichilema also assured the Government’s commitment to continue supporting traditional ceremonies.

“Traditional ceremonies are important as they form part of our identity, and constantly remind us to always respect for mankind. They remain an integral part of our cultural heritage and this is why the Government has continued supporting these ceremonies,” he said.

And the President has congratulated Chief Malama of the Kunda people in Mambwe District for clocking 50 years on the throne.

“I want to congratulate his royal highness, Chief Malama for the golden jubilee on the throne. I wish you a successful leadership,” he said.

Meanwhile, Senior Chief Nsefu commended the Government for taking a progressive stance on development.

The Senior Chief said the Government has shown its commitment to ensure vulnerable groups are empowered with means to add value to their lives, citing initiatives like free education and entrepreneurship empowerment programmes as examples.

The traditional leader said this in a speech read on his behalf by Millan Njobvu, a trustee of the Malambo Culture Association.

He also appealed to the citizens to take advantage of the enabling environment to improve their livelihoods.

“The stance by the Government to empower people has Ignited the entrepreneurship skills of citizens, a situation that will improve the livelihood of many,” he said.

He further counselled political leaders to always listen to the concerns of the general citizenry in order to better serve the masses.

He said, as traditional leaders, they will always be available to offer guidance and work on non-political party lines for the benefit of the nation.

And the Senior Chief called on the Government to regulate the way hunting licenses are issued so that local people are able to benefit from the natural resources in the area.

“The issuance of hunting licenses does not favour the locals, and this needs to change. Locals need to be treated better, unlike being subjected to the same conditions as outsiders,” the Senior Chief said.

Responding to this concern, Eastern Province Minister Peter Phiri assured the traditional leader that his concern will be forwarded to the President.

Power Dynamos, Zanaco Win, Lumwana Take Overnight Lead

0

Power Dynamos and Zanaco, who underperformed last season, made bright starts to the 2022/2023 FAZ Super League campaign with key Week 1 away victories.

Power and Zanaco finished 5th and 6th respectively last season.

In the lunchtime kickoff at Nkoloma Stadium in Lusaka, Power overcame a stubborn Nkwazi who were inspired by their goalkeeper Aggrey Nyambe to win 1-0.

Nyambe’s 48th minute parry of an unstoppable Luka Chamanga volley and Kennedy Musonda’s 73rd minute rocketing free-kick left Power resigned to leaving Lusaka with the prospect of a point.

But the deadlock was broken in stoppage time by new signing from Chambishi Jacob Kaunda who whipped a fine drive from a Brian Mwila assist.

Chambishi will be ruing Kaunda’s departure who was their top scorer on 5 goals last season after they lost at home by the same margin to Zanaco.

Abraham Siankombo scored Zanaco’s winner in the 62nd minute to see the seven-time champions put behind winless pre-season behind them with a very positive competitive start.

However, the early lead on Saturday is the honour of promoted Lumwana Radiants who rallied from one-down at halftime to stun perennial top four campaigners Green Eagles 3-1 at home in Lumwana.

Eagles took a 37th minute lead through Hosea Silwimba before a dramatic six-minute blitz from Lumwana heading into the last 20 minutes of the second half.

But Benjamin Mukanda sparked Lumwana’s comeback in the 69th minute and two minutes later Abraham Kanyanga scored the second goal.

Kapambwe Musonda sealed Lumwana’s stunning home victory in the 74th minute.

Meanwhile, defending FAZ Super League champions Red Arrows started their title defence with a 0-0 home draw against Napsa Stars in the second game at Nkoloma.

Zesco United, who are last season’s runners-up and the team Arrows visit on Wednesday, drew 1-1 away to Prison Leopards at Presidents Stadium in Kabwe.

Prison denied Zesco the 3 points after Damiano Kola equalized on the hour-mark to cancel new boy Alfred Leku’s debut goal for the visitors in the 16th minute.

Government is determined to reform justice system – President Hichilema

3

President Hakainde Hichilema says the government is determined to reform the justice system in the country. President Hichilema says it is unacceptable in the manner court cases are being delayed to be heard by judges.

The President said this during a live radio programme on Hot FM aired from State House yesterday.

President Hichilema explained that no one should be arrested before an investigation is done by the law enforcement wings and allowed to be in jail when they are not supposed to be there.

President Hichilema said the due process of the law should be followed before arresting any person.

Mr Hichilema indicated that his administration will endeavor to treat every person fairly in accordance with the law.

The Head of State said people who come in conflict with the law should be treated the same and fairly.

Meanwhile President Hichilema has since called for decentralization in the manner the judiciary operates.

He said this will help in delivering court justice speedily for persons waiting to be tried by the courts of law.

President Hichilema pointed out that the idea of judges visiting places to preside over cases has contributed to delays in hearing of court cases.

The President suggested that judges should be permanently stationed so that they quickly attend to cases as opposed to visiting places.

And in the same radio programme, President Hichilema promised to pay farmers on time who have supplied the FRA during the 2020/2021 farming season.

He said the government is committed to ensuring that the farmers are paid on time so that they can grow enough for consumption and export.

President Hichilema said after assuming office he found farmers being owed by the government adding that the government quickly solicited for funds to pay the farmers.

Kapiri Mposhi marketeers receive DMMU relief

4

Government through the Disaster Management and Mitigation Unit (DMMU) under the Vice President’s Office has come to the aid of 69 marketeers who lost their merchandise in an inferno which recently swept through Riverside Market in Kapiri Mposhi district.

And a further seven traders who lost their goods in a fire that gutted their restaurants and shops at Kapiri Mposhi Bus Stop in April this year have also been provided with relief.

Vice President, Mutale Nalumango disclosed the development in Kapiri Mposhi yesterday when she addressed the affected traders after touring part of the burnt down Riverside Market.

Mrs Nalumango stressed that President Hakainde Hichilema and his government do not take lightly any stumbling block to efforts being made by any Zambian to better their livelihoods.

” Government was deeply saddened about the fire incident and has provided this little support to commiserate with you. Receive this little support as you find ground to get back your livelihoods after the tragedy that struck you,” Mrs Nalumango said.

Meanwhile, Mrs Nalumango has described as evil if the burning down of the market was intentional as a lot of families subsist from the trading site.

The Vice President urged marketeers to be cautious and not to leave fire in their stands to prevent similar calamities in future.

” This is not good… it is evil if this is a form of sabotage by some individual of which we are not saying it is because it could also be accidental. But marketeers should ensure they protect the markets and they don’t leave fire in their shops to prevent similar accidents,” Ms Nalumango said.

Ms Nalumango explained that each affected marketeer will be provided with monetary relief of K 1000, a 25 KG bag of mealie meal and 10 kg bags of rice and beans respectively.

K 615,000 worth of merchandise were destroyed Monday this week after fire swept through a storage house and about 27 shops at Riverside Market in Kapiri Mposhi district.

The merchandise includes bales of second-hand clothes, grains, groceries and farm produce belonging to marketeers at the trading site which has been burnt to ashes.

The infernal whose cause has not been established yet is believed to have started around 03:00 hours.

Meanwhile, Minister of Local Government and Rural Development, Garry Nkombo says there is need for Riverside Market to be relocated to a safer location away from the railway line to avert impending accidents involving trains and traders.

Mr Nkombo observes that the market is too near to the Zambia Railways line potentially exposing traders to accidents.

” I’m a little bit concerned to see that this market is right near the railway line … I’m afraid a bigger accident can happen here. You are not safe and we need to find a better trading place,” Mr Nkombo said.

” I’m not saying we are chasing you from here but we need to sit down and talk to find a lasting solution,” He added.

And Kapiri Mposhi Constituency Member of Parliament, Stanley Kakubo has thanked both President Hakainde Hichilema and Vice President Mutale Nalumango for taking interest in the burning down of Riverside Market in his area which he said greatly disturbed lives of families of affected marketeers.

Mr Kakubo who is also Foreign Affairs and International Cooperation Minister, explained that the swift response to the tragic event is an indication of how government values it’s people in the district.

The Vice President was also accompanied to Kapiri Mposhi by Minister of Green Economy, Collins Nzobvu, Copperbelt Minister, Elisha Matambo and Central Province Minister Credo Nanjuwa.

And delivering a vote of thanks on behalf of the marketeers, Riverside Compound Chairperson, Musaka Chiboleka commended government for coming to the aid of the traders.

“Part of the things we have observed it that the infrastructure has lived its life as most of it is old making it difficult to provide the service and as government we trying to see on how we can improve it,” he said.

Mr. Kalusa also disclosed that he was also doing the monitoring on the usage of funds meant for water reticulation in the all the districts of the province.

“As you can see here the infrastructure here the pumps are over 30 years old, they have lost the efficiency and they are just gobbling a lot of money when it comes to consuming of Zesco power,” observed Mr. Kalusa.

He added that government has sourced some funds to reconstruct the Mumbwa Dam which was washed away in 2020 as it was the major water source for the people there.

The Lusaka City Council (LCC) working in close collaboration with the African Enterprise Southern African Region (AESAR) and Jesus Care Ministries (JCM) have launched the Serve the City Initiative.

Speaking when she graced the flag off of the ten (10) days clean up exercise called Serve the City Initiative, Lusaka Mayor Chilando Chitangala highlighted that the launch of the clean-up exercise is important as it is going to assist in sensitizing the public on cleanliness and discourage the behaviour of indiscriminate dumping of waste.

Ms Chilando stated that the Lusaka City Council is committed to ensuring that it maintains standards of cleanliness in the city and suburbs through such initiatives such as the one done by the African Enterprise Southern African Region and Jesus Care Ministries.

“The cleaning exercise will be coupled with preaching the gospel in accordance to their outreach program,” Ms Katayi noted

Government to setup ethanol plants in provincial centres

12

The Government will next year start constructing ethanol plants in provincial centres for blending fuel, as a measure to reduce the cost of petroleum in the country.

Minister of Energy Peter Kapala said this today in Kasenengwa District when he paid a courtesy call on Chief Saili and Senior Induna Kapichila ahead of commissioning the 7 million litre capacity Fuel Depot.

The Minister told the traditional rulers that the Ministry of Energy has plans to start producing cheaper blended fuel using ethanol.

Eng. Kapala stated that the blended fuel will use ethanol from cassava, although the wish was to use maize but that is not an option because it could threaten the national food security.

He said the blending of fuel is a strategy to reduce the fuel cost in the economy, which will reduce the cost of doing business and also facilitate the creation of more jobs for the youths.

Speaking earlier, Chief Saili, who represented Paramount Chief Mpezeni of the Ngoni people, said it is hoped that more capital projects will be established in the province to create jobs for young people.

The traditional ruler appealed to the Minister of Energy to ensure that the US$40 million depot that was being commissioned today will create jobs for local people and not those from outside.

The chief also thanked Government for establishing the fuel depots and hoped that the infrastructure which will act as a strategic fuel storage facility will lead to the reduction of fuel in the province.

The Minister of Energy, Peter Kapala, will later this afternoon commission the US$40 million Chipata fuel depot which is located in the Kasenengwa District.
