President Hichilema’s request to Saudi Arabia to convert Zambia’s loan into a grant timely

The United Party for National Development (UPND) Youth Wing has described as timely President Hakainde Hichilema’s request that the Kingdom of Saudi Arabia considers converting Zambia’s loan facility into a grant as the country restructures its debt.

Speaking when he met special envoy of Crown Prince Mohammed Bin Salman of Saudi Arabia Ahmed Kattan, and Ambassador to Zambia, Osamah Krenshi at State House this week, President Hichilema has also stressed the need to relook at issues surrounding fuel and fertilizer deals between the two countries, so that Zambia can access the two commodities from Saudi Arabia in view of the ongoing political tension between Russia and Ukraine.

The Head of State said Zambia and Saudi Arabia enjoy warm relations and already cooperate in areas of health, disaster management, agriculture, fertiliser and energy.

UPND Deputy National Youth Information and Publicity Secretary David Chikwanda has described President Hichilema’s request that the Kingdom of Saudi Arabia considers converting Zambia’s loan facility into a grant as appropriate and wise.

Mr. Chikwanda said Zambia needs a proactive and pragmatic leadership like that of President Hichilema amid economic challenges that have negatively affected the entire global.

He said President Hichilema has proved that he has a vision and a heart for the people of Zambia by engaging Saudi Arabia in the quest to deal with the rising fuel prices.

Mr. Chikwanda said the conflict between Ukraine and Russia is likely to slow down the growth of most world economies and push prices of food up hence the need for countries like Zambia to be proactive.

“We applaud the president’s efforts in forging strategic ties with Saudi Arabia. The entire world is definitely feeling the impact of the conflict in Ukraine which is likely to slow down the growth of most world economies and push prices of food and commodities upwards. Developing countries like Zambia are likely to be affected the most. In times like these, any country needs a proactive and pragmatic leadership like President Hichilema has exhibited so far. The call by President Hichilema to the Kingdom of Saudi Arabia to convert Zambia’s loan facility into a grant is timely and we support the President. It will be extremely difficult for a developing country like Zambia to deal with a debt burden amidst the global challenges resulting from the war in Ukraine,” Mr. Chikwanda stated.

“President Hichilema has proved that he has a vision and a heart for the people by engaging Saudi Arabia in the quest to deal with the rising fuel prices. The world is going through a tough time and this too shall pass but we thank God for the mature, responsible and visionary leadership exhibited by President Hichilema,” he said.

Mr. Chikwanda said the New Dawn Government was on the right path to make Zambia more prosperous.

“With the planned recruitment of 11,200 Health workers, recruitment of 30,000 teachers and ongoing payments to retirees, we definitely expect our political opponents to frustrate this goodwill shown by the government through propaganda, deceit and lies. We appeal to the people of Zambia not to be deceived by jealous political opportunists. We have no doubt that the UPND-led Government will endeavor to fulfill every promise made to the Zambians even under difficult circumstances,” Mr. Chikwanda said.

Mr. Chikwanda further saluted President Hichilema for showing leadership by visiting the Ministry of Health and ensuring that the concerns of the public are addressed on the shortage of medical drugs.

“In conclusion, As UPND youth leadership we sincerely thank President Hichilema for showing leadership by visiting the Ministry of Health and ensuring that the concerns of the public are addressed. It is our prayer that it should not always take the president to resolve issues that can be sorted out by those charged with the authority to do so. Loyalty is very important and those who are not willing to work with the current government must be excused because we are desperate for positive changes in our country. God bless Zambia,” Mr. Chikwanda said.

South African Company shows interest to invest in N/W Province

Tysys Capital Group a South African company with a capital base of about 65 billion United State dollars has shown interest in investing in various projects in North-Western Province.

Speaking when they paid a courtesy call on Northwestern province Permanent Secretary, Grandson Katambi yesterday, Tysys founder and group Chief Executive Officer, Modise Motloba said their interest is in investing in housing units projects among other things.

Mr Motloba said working in partnership with his Zambian counterpart, they want to help with the feasibility studies and raise the funds for the projects.

“We believe in the projects and the housing sites that you have and other areas, we could assist from the concept around feasibility studies to basically preparing from our commercial case experience that we have and expertise to have been able to raise the money”, Mr Motloba said.

He said their other interest is to help Small and Medium Enterprises (SMEs) as they are critical in creating jobs, distributing wealth and also sustenance of the economy.

Mr Motloba said they want to provide access to finance as well as access to markets for SMEs.

“And out of that we hope that we will have an ecosystem where there will be a thriving SME environment, there will be a thriving job creation environment and there will be a thriving income generating environment”, he said.

North-Western Province Permanent Secretary, Grandson Katambi commended North-Western Chamber of Commerce for attracting investors from outside Zambia to assist the nation in reconstructing the economy of Zambia.

“It’s a known issue that we are trying to reconstruct our economy in Zambia which was not doing very well and we can only do that if we tap into other adventures that will promote or help us bring together our economy which is now in shambles”, Col. Katambi said.

Col. Katambi added that the province has almost everything that is perennial in nature that the investor would like to invest in.

He urged the investors to take some time and move around and see if there are other areas they will have interest in.

Meanwhile, North-Western Chamber of Commerce and Industry Vice president, Amos Kapi said the investment for Tysys Capital Group is the result of the investment expo that the province held in 2019.

Mr Kapi said Tysys is interested in investing in a modern bus station and housing projects in the province.

“They have come in to the province to provide and appreciate some of the designated projects and investment sites”, he said.

Mr Kapi has since called on the Provincial Administration to help the investors in every possible way to ensure that the investments are actualised.

Increased levels of vandalism worry ZESCO

The national power utility ZESCO has bemoaned the increasing levels of vandalism to its infrastructure on the Copperbelt.

ZESCO Head of Security, Hamulundu Kapika has revealed that the power utility company lost over K 9 million last year alone through vandalism of its various infrastructure on the Copperbelt.

Speaking in Kitwe yesterday during the Kitwe District Public Sensitization meeting, Mr. Kapika said the increased vandalism of the company’s infrastructure is affecting the effective provision of power to its customers in the province.

He said the vandalism of power cables does not only affect the company but the customers also both the residential and industrial customers.

He said the company has since embarked on a sensitization programme against vandalism on the Copperbelt in order to change the trend.

“The levels of vandalism has increased on the Copperbelt, a situation that has forced us to embark on a community sensitization program which has so far been conducted in Mufulira, Chingola and Kitwe, last year alone, the company lost K9 million due to vandalism which affected the operations of the power utility company,” Mr. Kapika said.

And ZESCO Copperbelt Senior Regional Director, Tom Daka said the power utility company is concerned with the continued vandalism of its cables by members of the community in all parts of the province which is affecting power supply.

Mr. Daka said vandalism has proved to be a huge challenge because members of the community have continued the illicit activity despite numerous sensitization efforts.

He said the utility company has since resorted to intensifying sensitization programs in collaboration with the Zambia police.

He was optimist that the scourge will be addressed if perpetrators are brought to book.

If only you can name all the lies, human rights abuses, and the unfolding scandals of this New Dark Regime one by one, it will surely surprise you why respectable persons remained mute on HH’s immoral actions. And if those who died before August 12 came back from the dead, they would still be shouting “Lungu must go!” And who wouldn’t?

The State House is empty. Bally sleeps in self-imposed exile in New Kasama. For how can he sleep in Plot One amidst the ghosts of those who have died due to his lies across the nation? Today he camps at the Ministry of Health, tomorrow he will be at the Ministry of Finance, then at the Ministry of Mines, and the Ministry of Home Affairs and the Ministry of Agriculture until he gets back to New Kasama! Such actions prove only one thing, desperation for the bleeding Presidency.

HH is projecting his own failure on his Ministers as opposed to owning them. The problem is that he has not governed at all, but spent most of his time on the plane and meeting with Bazungus. To him taking pictures with Bazungus is governance; good for a colonized mind like his. Flying in search of Bazungus for photos for his tweets, though shameful, feeds his childish ego.

HH has to fix his own mess, but his worshipers will still shout, “Bally will fix it”; fixing the very mess he created. Black Mountain is in chaos; the economy is in chaos; hospitals are in chaos; drugs are an endangered species, fertilizer delivered in March; and prices are going up. A smart businessman has only proved one thing, he doesn’t know how to fix things. The only thing he knows is creating chaos! Even things that he has total control over, he has no plan. He promised to employ teachers; Chimbwi has no plan. He called on doctors and Nurses to start preparing their CVs and go back to work after August 12, 2021. Now do it Mr. Smart. The Ministry of Health is in chaos. In a Trump-like manner, he decreed mining at Black Mountain; it is in chaos. He shouts Anti-Corruption, but arrests and prosecutions are nothing but chaotic. Talk about so called respect human rights, torture, no cadres, and unfolding scandals associated with his cronies, the man is highly gifted with confusion; whatever he touches dies. Like his cadres, however, he sleeps in self-deception. The good news is, he can make his own rules and get away with it. After all, Bally will fix it until 2026! Fixing what? Kaya!

Only pastor Nevers Mumba believes kaponya politics of HH are good for Zambia. Why not? The man practices vulture politics; he always goes for dead bodies. As to Seer 1, this Man of God to Baal now kneels, seeking a job; for principles he lacks; hyenas and vultures have no shame. So he is now busy supporting kaponya politics from his new god; it paid off when he worshiped Mwanawasa, and of course, Banda. He can lecture us about hypocrisy when we know how hypocritical his entire political career has been. He inherited the MMD, but like the Christain Party he founded, it never won a single seat but died under his watch. And now he hopes it will pay off if only this Seer 1 created demigod can take note of his naked sacrifice; pandering naked to Baal.The man whose name was once linked to corruption as Zambian Ambassador to Canada and Cuba, today courageously cheers as Baal selectively persecute his political opponents. When will Mumba tell his new god that living in New Kasama while kids die from lack of drugs is immoral? Is it not hypocrisy to ignore the truth that maintaining two Presidential residences is akin to corruption? If Mumba is able to challenge Lungu, he must challenge his true god Baal. But since he is an opportunist, his belly belongs to HH!

When will the opposition boycott parliamentary activities until HH moves into the State House? If he doesn’t, then let him fund his own security from his pocket. This is a fair demand. He can’t continue to demand transparency and accountability while he continues to steal millions of dollars through back door dealings at his house. He is not above the law. He may be a god to Nevers Mumba and other Kaponyas, but not under the Constitution.

The youth of Zambia may shout, “Bally will pay,” but Zambia pays the cost. Since taking power, I have repeatedly said that the creation of the demigod as opposed to a democratic president in HH made him a monster. How many so-called “academics, lawyers and human rights activists” are guilty of creating the devil called Bally? “Give him time” doesn’t work; in democratic governance the clock begins ticking the moment one assumes office. HH never, never, never, ever, ever, and ever embraced democracy in his 15+ years in opposition. So what fooled people into thinking that a despot in opposition can graduate into a democratic president in power? Does it mean the once prophets of Baal who are now speaking up against this false and heartless god have finally seen the light or they are simply too ashamed to swallow the shame of failed promises? It’s not that easy.

The current situation is due to the hatred of Lungu and the PF that influenced how many analysts viewed national issues. The love of the nation was secondary. This is critical in understanding why many persons failed to call out HH’s lack of consultations, dictatorial tendencies, endless trips, failure to declare his business partners, transparency in contracting debts, torture, and countless lies among many shameful things that have characterized the New Dark administration. One wonders whether they are under the spell of Seer 1 for HH has no moral standing–everyone knows–HH is nothing but a liar. His administration is dirty, but we are forced to believe he is Mr. Clean by THE LIAR IN CHIEF!

Government committed to creating conditions to spur digital revolution

The government says it is working hard to create conditions that will spur a digital revolution in the country and transform the economy into a cashless one.

Minister of Science and Technology, Felix Mutati said that the new dawn administration is devising ways of creating a conducive and enabling environment that will support and enhance the growth of digital and financial inclusion.

“We as government are working very hard in partnership with the private sector and other players, particularly the financial and banking sector to ensure that this ultimate goal is actually delivered…”said Mr Mutati.

Mr Mutati pointed out that there are tremendous benefits that can accrue from having digital and financial inclusion in the country.

The minister stressed that digital and financial inclusion is cardinal for rebooting the economy and creating desired jobs in the country.

Mr Mutati said this during the graduation of 247 students from the Zambia Institute of Banking and Financial Services in Lusaka under the theme “financial education in a digital economy”.

The minister however regretted that there is no adequate digital infrastructure available to support the development and progression of digital and financial inclusion in the country.

Mr Mutati noted that financial inclusion in Zambia is below 70 percent, which is much lower than the global rate.

He acknowledged that available digital skills are not adequate to aid the growth of digital and financial inclusion.

The minister said financial education is a key driver for digital and financial inclusion which must be promoted if the country is to benefit from a digital economy.

Mr Mutati praised the institute for deploying technology as a mechanism to deliver undisrupted provision of education to Zambians.

He said the institute’s efforts of continued provision of quality training demonstrates its immense contribution to the development of the financial sector and support towards the national agenda of financial education.

The minister challenged the graduates to be innovative and apply their skills to enhance the digital and financial sector and provide solutions to challenges government is facing in the sector.

Speaking at the same function, President of the Zambia Institute of Banking and Financial Services, Moses Shuko said the institute will continue to work with government in the development of quality human resource for the banking and financial sector.

He said the institute will continue to enhance provision of digital education and will soon establish a secure e-learning platform to facilitate online examinations.

Mr Shuko said the banking and financial sector in the country is in need of qualified personnel to push and sustain the country’s economic development through the growth of the digital and financial sector.

He said there is need for the private sector and government to embrace digital innovations and applications in service delivery as opposed to use and reliance on traditional banking.

And giving a vote of thanks, Michel George said there is need for continued acquisition of knowledge in the banking and financial sector if society is to benefit from continuous digital and technological advancements.

Government assures Social Cash Transfer beneficiaries of continued support

Zambezi District Commissioner, Simeon Machayi has assured Social Cash Transfer beneficiaries in the district continued government support.

Speaking during the launch of 2022 Social Cash Transfer using Zambia integrated social protection information system (ZISPIS) today, Mr Machayi said government has continued to prioritise the welfare of vulnerable people hence the continued implementation of social cash transfer in all 116 districts in the country.

He explained that the objective of the program is to reduce extreme poverty and to prevent the integration and transfer of poverty.

Mr Machayi said government will continue using this program as one of the social protection interventions among others, for poor and vulnerable households.

“In the bid to reduce vulnerability and expand protections for the most marginalized Zambians, we as government will continue to provide a solid foundation and additional support to children and adolescents,” he said.

Mr Machayi also explained the changes that have taken place since 2014 to 2022 including the introduction of ZISPIS will ensure effectiveness and efficiency.

Mr Machayi said the system will ease the work and challenges of pay point managers who are involved in disbursement of funds,

He said the new model of payment system also help to keep a tight check on beneficiaries who register twice saying that the system automatically rejects such beneficiaries

“The government resolved to pay funds using a new model called Zambia Integrated Social Protection Information System in order to ensure that there is accountability and efficiency in implementing the programme,” Mr. Machayi stated.

Meanwhile, giving a vote of thanks, Memory Kayivwa applauded the government for the continued support, saying that Social Cash Transfer has helped them a lot in reducing poverty.

“We are surviving because of Social Cash Transfers. Though others see it as little, for us it is an investment which in the long run has helped in reducing poverty at many household levels,” Ms Kayivwa said.

Pray for Ukraine and Russia-Veep

Vice President, Mutale Nalumango has called on Zambians, in their personal capacities, to sincerely pray for Ukraine and Russia.

Ms Nalumango said the church has a role to play to bring people together but Christianity rests where people pray individually.

The Vice President said this in Lusaka yesterday after she attended a Consecration Mass for Russia and Ukraine to the immaculate heart of Mary.

She noted that prayer is not political, adding that the church only plays a role by providing leadership to bring people and politicians together to pray.

“In our personal capacities, we should be praying sincerely for Ukraine and even for Russia because we do not know what is really pushing the hearts of people. It all starts with us, love and how connected we are” she said.

During the Mass, Archbishop for Lusaka, Alick Banda said Pope Francis has appealed to the entire church and for people of good will to join him in prayer for peace in the world, in Russia and Ukraine.

Bishop Banda said the lack of peace in the society and world at large is a sign of the disintegration of unity between God and humankind.

The Archbishop said it is, therefore, important to first and foremost, seek God and acknowledge his primacy to everyone.

He added that the peace that come from God always begins in the heart, adding that the lack of peace in the society is not only as a result of economic and political issues but also a result of social, cultural and personal issues such as selfishness, envy and hatred.

“The consequences of war are bitterness, hatred and enmity,” he added.

The mass was attended by the Vice President, Vatican Ambassador to Zambia, members of the Diplomatic Corp, Minister of Community Development and Social Services, Doreen Mwamba and political party leaders and members.

Witnesses testify in the UPND Provincial Coordinator for Luapula George Nsonga defilement case

The mother to the 13 year old girl who was allegedly defiled by her uncle, George Nsonga, has told the Mansa Magistrate Court that she failed to talk to her daughter when she met her after receiving information that she had been defiled as she was too emotional.

Salome Kasongo, 37, of Matanda village said this in responses to a question by Senior Public Prosecutor, Susan Chilumba on what she did when she met her daughter at her auntie’s place in Mansa.

This was during the continued trial in which George Nsonga, UPND Provincial Coordinator for Luapula, is facing one count of defilement.

Ms. Kasongo told Magistrate Moses Mulenga that she was at her home in Matanda when she got the news about her child having been defiled.

“Bashi Beja came to my house on March 11, 2022 at around 16:00 hours on a motorcycle to inform me and my husband that my child had been defiled in Mansa. My husband was not home so we followed him to where he was at Kapemba village in Chief Matanda’s Chiefdom,” she said.

Ms. Kasongo said she found her husband crying by the roadside and when she inquired as to why he was crying he said his child had been defiled by his in-law George Nsonga.

“The following day we started off very early and arrived at my sister in-laws place -Mable Tende- at around 04:00 hours where she briefed us on what had allegedly transpired,” she said

And Grace Mwale, 45, a teacher at Chile Community School in Mansa District narrated before the court that she received a report through the Headmistress, Susan Lumbeta about the defilement of her pupil on March 14, 2022.

Ms. Mwale told the court that she gave the police the class register which they wanted as proof that the victim was at the same school in grade three.

The sixth witness Susan Kaunda, 19, of Kalikeka Village told the court that on March 10, 2022 in the morning as she was cleaning the house, the victim came to tell her and showed her how swollen she was on her private part.

In her evidence-in-chief in which she was led by Public Prosecutor, Jane Mkandawire, Ms. Kaunda who is in the keeping of Mable Tende said when she asked the victim why she was swollen, she only told her that she just woke up like that.

“She went to school around 09:00 hours and when she came back around 12:00 hours, she started cleaning dishes but could not finish as she sat down and started crying,” she said.

Ms. Kaunda told the court that she then approached her guardian, Mable Tende who is the aunty to the victim to find out whether she had seen how swollen the girl was.

Ms. Kaunda said that the following day in the morning she saw her guardian Mable Tende, taking the victim to the neighbour’s house.

And a step son to the accused told the court that his dad told him that his mother had taken her cousin who is the victim in this case after he had inquired on the whereabouts of her upon his return from school.

“I asked him why they had gone to the hospital and he said he did not know what some boys had done to the victim,” he said.

In his evidence-in-chief in which he was led by Senior Public Prosecutor Susan Chilumba, the boy said he then left home to go and see his friends and when he returned home in the afternoon, he found one of his young brothers crying.

“When I asked why he was crying, he said he was crying for dad who had been arrested by the police. I asked him further what dad had done to which he responded that dad had slept with the victim. That is how I got devastated and stayed home,” he narrated.

When asked by the State if one would say he was the actual perpetrator trying to implicate the father, he responded that he cannot sleep with the victim because she is his sister.

And when he was cross-examined by defense lawyer, Edward Banda, the witness was asked whether it was his thirteen year old sibling who told him that his father defiled the victim, he responded in the affirmative.

The matter has since been adjourned for continued trial on Wednesday, March 30, 2022.

Particulars of the offense are that on March 9, 2022 in Mansa District, George Nsonga willfully and unlawfully had carnal knowledge of a minor below the age of 16 contrary to Section 138 clause 1 of the Penal Code, Chapter 87 of the Laws of Zambia, as amended by Act No. 15 of 2005 and Act No. 2 of 2011.

Nkana consolidated fourth place on the FAZ Super League table following a 1-0 home win over Konkola Blades on Saturday.

Diamond Chikwekwe scored the games’ only goal in the 38th minute with a close-range finish from a Patrick Gondwe assist.

Nkana move to 44 points, four points more than fifth placed Green Buffaloes with six games left to play.

Chipepo Has Faith Power Dynamos Can Secure CAF Qualification

Power Dynamos coach Mwenya Chipepo is not under pressure to qualify his side for CAF club competitions.

With six matches officially remaining before the close of the FAZ Super Division season, Chipepo’s Power are placed sixth on the table with 39 points.

Power are just two points away from the top four.

In an interview, Chipepo said finishing in the top four would be a bonus for Power.

“We are not into hunting for the top four. Remember when we came here we were told to make sure that we survive relegation,” Chipepo told reporters at Arthur Davies Stadium.

Power were in the bottom four when Chipepo was hired to lead the team last October.

“Now we have survived relegation, we have given hope to people that we can play continental football.”

“Obviously as coaches we are also looking forward to making sure that we finish in the top four. If we finish in the top four that will be a bonus,” Chipepo said.

Mortuary Research Data shows Zambia under reported COVID deaths

Around 90% of deceased people tested at University Teaching Hospital (UTH) Mortuary during coronavirus surges were positive for SARS-CoV-2 infection, suggesting flaws in the idea of an ‘African paradox’.

Almost one-third of more than 1,000 bodies taken to a mortuary in Lusaka in 2020 and 2021 tested positive for SARS-CoV-2, implying that many more people died of COVID-19 in Zambia’s capital than official numbers suggest.

Some scientists say that the findings further undermine the ‘African paradox’, a narrative that the pandemic was less severe in Africa than in other parts of the world.

This idea arose after health experts noticed that sub-Saharan nations were reporting lower case numbers and fewer COVID-19 deaths than might be expected.

But researchers say that the findings from Zambia could reflect a broader truth — that a deficit of testing and strained medical infrastructure have masked COVID-19’s true toll on the continent.

The findings have not yet been peer-reviewed.

Ignoring the true extent of COVID-19 in Lusaka and beyond “is so wrong. People were ill. They’ve had their families destroyed,” says co-author Christopher Gill, a global-health specialist at Boston University in Massachusetts.

One of his colleagues in Zambia died of COVID-19 while working on the project.

“It’s not hypothetical to me,” says Gill.

Missing COVID cases

When SARS-CoV-2 began spreading globally, many health researchers worried that the virus would devastate sub-Saharan Africa.

But the surprisingly low numbers of reported COVID-19 cases in the region led to the perception “that severe debilitation and deaths caused by COVID-19 were somehow less in Africa compared to other continents”, says Yakubu Lawal, an endocrinologist at the Federal Medical Centre Azare in Nigeria.

Lawal and other scientists speculated that the relative youth of Africa’s population might have helped to spare the continent, but also suspected that official numbers were under-reported.

The question was by how much.

Seeking answers, Gill and his colleagues in Zambia tested bodies in one of Lusaka’s largest morgues for SARS-CoV-2 over several months in 2020 and 2021.

Test positivity was 32% overall — and reached around 90% during the peak of the waves caused by the Beta and Delta variants.

Moreover, only 10% of the people whose bodies were found to contain the virus after death had tested positive while still alive.

Some had falsely tested negative, but most had never been tested at all.

Although Gill and his colleagues can’t confirm that all of these people died of COVID-19, the results still stand in sharp contrast to official numbers.

So far, there have been fewer than 4,000 confirmed COVID-19 deaths in Zambia, a country of around 19 million people.

Separate findings published on 10 March suggest that Zambia’s ‘excess’ deaths — those above what would usually be expected — from 1 January 2020 to the end of 2021 exceeded 80,0003.

The Lusaka numbers mesh with statistics from South Africa, where a 2021 study found that only 4–6% of SARS-CoV-2 infections in two communities were officially documented4.

Further study of the same communities showed that 62% of study participants had been infected at least once from July 2020 to August 20215.

Co-author Cheryl Cohen, an epidemiologist at the University of the Witwatersrand in Johannesburg, South Africa, says that many of these infections were asymptomatic, but that people with symptoms might also have gone undetected because of the cost and difficulty of getting tested.

Gill suspects that a major reason for the gap between his results and official counts is that most people in Zambia who die of COVID-19 do so outside medical care.

Four out of five people tested in the study were never admitted to a hospital; the majority of unreported infections were in people living in Lusaka’s lowest-income neighbourhoods.

“Nobody’s vaccinated. Nobody has masks. Nobody has access to the medical care they need,” says Gill.

“We’re in a population that is already stressed and unhealthy, and then — bam! In comes COVID.”

Vast variation

But not everyone is convinced that the Lusaka findings invalidate the idea of the African paradox.

In Ethiopia, for instance, “our experience is people get infected with the virus, are asymptomatic or have mild symptoms, and recover”, says Amare Abera Tareke, a physiologist at Wollo University in Dessie.

“While it is difficult to ignore the current finding, we have to take it cautiously.”

Gill worries that the idea that Africa was spared the worst of the pandemic might have led people to take unnecessary risks or contributed to “the lack of urgency” in supplying African nations with vaccines.

“I suppose this could be unique to Lusaka,” he says, “But boy, you’d really have to try hard to explain why.”

Zambia creditors to meet soon to form debt committee

Zambia’s creditors are in the next few weeks expected to form a committee to examine the sustainability of the nation’s debt and determine the amount of relief they are willing to offer, Finance Minister Situmbeko Musokotwane said on Friday.

“We anticipate that the official creditor committee will be formed within the next few weeks, paving the way for the restructuring discussions,” Dr. Musokotwane said in parliament.

The discussions on Zambia’s debt, at 120% of GDP, are expected to culminate in creditors providing financial assurances to the International Monetary Fund (IMF) for the approval of a $1.4 billion extended credit facility, he said.

In 2020, Zambia became the first country to default in the pandemic era, buckling under a debt burden that rose to $31.74bn at the end of 2021, 17% higher than six months earlier.

Although the committee would comprise bilateral creditors, Dr. Musokotwane said commercial creditors would also be invited to provide relief to Zambia to ensure burden-sharing.

“Everything is going according to plan,” Dr. Musokotwane said, adding that the Debt Sustainability Analysis (DSA), which forms the basis of restructuring plans, had been completed.

Musokotwane told Reuters in February that he hoped the DSA would be finished by the end of the month and that Zambia would reach an understanding with creditors in March or April, which would then pave the way for a formal IMF agreement by May.

That timeline was deemed ambitious by analysts, given that the creditor committee had not yet been formed.

Dr. Musokotwane told parliament the government was aiming for an IMF deal “by the middle of this year”.

Declare the shortage of medical drugs in Zambia a health emergency, HH told

Opposition Economic Freedom Fighters (EFF) President Kasonde Mwenda has written to President Hakainde Hichilema advising him to declare the shortage of medical drugs in the country a health emergency.

Mr. Mwenda said declaring the shortage of medical drugs in the country a health emergency as contained in the emergency powers act chapter 108 of the laws of Zambia would enable quick procurement of medicines to save lives of citizens.

There is a short supply of medical drugs in health facilities throughout the country.

In a letter addressed to President Hichilema dated 24th March, 2022, Mr. Mwenda said many Zambians are losing lives across the country owing to the shortage of Medicines in health facilities.

Mr. Mwenda reminded President Hichilema that the Zambian Law has empowered him as Head of State to make emergency regulations whenever an emergency proclamation is in force as guided.

He also called for the removal of Sylvia Masebo as Minister of Health.
Mr. Mwenda said Ms. Masebo should be given another portfolio and a person well vested in the Public Health Administration should take over the Ministry of Health.

“Your Excellency President Hakainde Hichilema, we the Economic Freedom Fighters-EFF party advise that in the interest of many Zambian lives that are perishing across the country following shortage of Medicines in Public Hospitals (health facilities) across the country which we believe has been caused by procurement hurdles that your administration is facing; may you declare a HEALTH EMERGENCY through evocation of the Presidential Emergency Powers as contained in the Emergency Powers Act Chapter 108 of the Laws of Zambia so that your government can expressly and expeditiously procure medicines with legal immunity from the encumbrance and time delays of the procurement processes,” Mr. Mwenda wrote.

“Your Excellency Mr. President, the Zambian Law has empowered you as President to make emergency regulations whenever an emergency proclamation is in force as guided that:Sec(3) (1) Whenever an emergency proclamation is in force the President may, by statutory instrument, make such regulations as appear to him to be necessary or expedient for securing the public safety, the defense of the Republic, the maintenance of public order and the suppression of mutiny, rebellion and riot, and for maintaining supplies and services essential to the life of the community,” he stated.

“Authorise the acquisition on behalf of the Republic of any property other than land. We also advise that you reshuffle your Cabinet. In particular we appeal that the Minister of Health be given another portfolio and a person well vested in Public Health Administration takes over the Ministry of Health. Your expedient intervention to save lives is of essence. May God Bless Zambia,” Mr. Mwenda added.

But Minister of Health Sylvia Masebo recently said that the government has enough resources for procurement of drugs and equipment for health facilities as it was included in this year’s budget.

Ms. Masebo said that the only challenge the Ministry has been facing is a reorganization of systems to cut down the middlemen and lower the cost of equipment and drugs to a reasonable price.

“We want to ensure that Zambians participate in the business that deals with the health sector, that is why the instruction I am giving to my ministry is to ensure that 30 percent of all contracts in the ministry must be reserved for Zambians,” she said.

“The other 70 percent is where Zambians are free to participate with other people,” she added.

Ms. Masebo said persons with disabilities, women, and youths will be included in the 30 per cent that has been reserved for Zambians.

She also said that the government will this year embark on the construction of health facilities countrywide in order to enable patients to access health services close to them.

Ms. Masebo said the New Dawn government is committed to reducing both communicable and non-communicable diseases in the country.

Pamodzi Combined School pupils learning in tents

Pamodzi Combined School in Ndola’s Chifubu constituency is using a tent to conduct classes for learners due to limited infrastructure and resources.

Ndola District Education Officer (DEBS) Patrick Kaonga has confirmed the situation to a ZANIS crew that visited the school and found a class for Grade 10 pupils going on with their lessons in a tent within the school grounds.

Speaking in a phone interview, Mr. Kaonga said the initiative by the school management is a short term plan as the school responds to demand by the community to have their children enrolled following government’s pronouncement to offer free education.

Mr. Kaonga explained that the named school has been overwhelmed with enrollment, especially entry at Grade 10 after the Ministry of Education guided and gave a go-ahead for learners with combined certificates at Grade nine examinations to be admitted into school.

“It is a commendable initiative by the school management because no one has been sent away for lack of space.

“The school has inadequate infrastructure, but let me mention that there is an ongoing project of construction of a school and once the structure is completed, learners will shift into the new building,” he said.

With effect from January 10, 2022, the new administration introduced provision of free education from early childhood education to secondary school level with the Government paying tuition fees through a grant.

Zambia, European Union to host a business forum

Zambia is this May scheduled to host the first Zambia European (EU) Union business forum which will provide a platform for Zambia and EU Member states and the business communities to explore opportunities for investment and trade.

The forum slated for May 18 and 19, 2022 in Lusaka is also targeted at bringing together entrepreneurs, corporate institutions, financial institutions and innovators from both the EU and Zambia to discuss and explore other potential areas of investment with a focus on value addition.

Speaking during the launch of the forum in Lusaka yesterday, Minister of Commerce Trade and Industry (MCTI) Chipoka Mulenga said government is committed to create market-oriented economic policies that encourage sustainable economic growth through private sector development.

Mr. Mulenga explained that this is why government has put in place economic policies to guide decision making focused on foreign and domestic investments in the country as key drivers of continued development and diversification.

“The New dawn administration is strongly committed to market-oriented economic policies that encourage sustainable economic growth through private sector development, similarly, the national industry policy and trade policy which has successfully guided our economic policy decisions over the last years pays particular attention on foreign and domestics investments into Zambia key drivers of continued development and diversification, “he said.

He noted that the EU is a strategic investment and trade partner to Zambia and has significantly contributed to Zambia’s sustainable growth in all sectors, fostering reforms and facilitating investment opportunities with a focus on private sector investments.

He said this is why the launch signifies an important milestone in Zambia’s economic relations with the EU as the country has established and maintained good political and economic relations with the European Union.

Mr. Mulenga also added that the EU has made significant contributions to Zambia’s sustainable growth in all sectors of the economy.

He pointed out that the new administration has embarked on an ambitious economic and social transformation agenda aimed at turning around the economy within reasonable time with a focus on the 3Rs namely, Recover, Repair and Revive the economy.

In this regard, the Minister noted that government has recognised the need to intensify trade and investment promotion activities to attract investment across all sectors of the Zambian economy, such as Agriculture, Energy, Mining and Mineral beneficiation, and Green economy, Manufacturing, Tourism and Information Communication Technology.

Mr. Mulenga further added that Zambia has remained in a strong position to compete favourably despite the negative effects of Covid -19 on the global economy and investment.

“With the global economy grappling with the effects of the COVID-19 pandemic, competition for global investment has become more intense than ever. But we are convinced that Zambia is in a strong position to stay competitive and continue to attract high levels of foreign direct investment,” he added.

And EU Head of Delegation Jacek Jankowski has pledged continued support to Zambia in its quest to create private sector investment and business chances that foster economic development and create employment.

Mr. Jankowski also stressed the need to promote the development of sustainable products and services in the green economy.

He explained that it is for this reason that it is expected that Zambia and European business leaders will come together and explore new opportunities for their companies to flourish, grow and provide the possibility for companies from Zambia and EU to exhibit their products and services.

“Our common goal is to generate private sector investments and business opportunities that foster economic growth and create jobs. In particular, we wish to promote the development of sustainable products and services in the green economy,” he explained.

He added that Zambia as a land linked country of the heart of Africa, is famous for natural abundance opportunities in different sectors.
