Minister of Green Economy and Environment Collins Nzovu warns companies disregarding ZEMA

4

Minister of Green Economy and Environment Collins Nzovu has warned that companies disregarding the Zambia Environmental Management Agency (ZEMA) Act risk being closed.

On his familiarisation visit of the Copperbelt, Mr. Nzovu said people’s lives that are negatively affected by effects of pollution are more important than industries.

Mr. Nzovu said the newly created Ministry of Green Economy and Environment is concerned with the continued pollution of water bodies by mines and other industries on the Copperbelt.

He warned of stern action against mining firms polluting rivers and streams if they do not stop in the next two months.

Mr. Nzovu said ZEMA is now independent and will be empowered more to ensure that it enforces regulation on environmental management

He announced that the Government plans to strengthen Zambia Environmental Management Agency (ZEMA) Act to curb pollution.

“As you may be aware that ZEMA obviously is empowered to monitor mining activities but we are going to empower ZEMA more with human resources, with budget support as well as equipment to ensure that our environment is no longer polluted. So through you sir (Copperbelt Permanent Secretary) I would advise the various entities, the mining entities and other industries to start cleaning up because we are coming with a robust plan to inspect and to metout the necessary fines, necessary penalties. I am also glad to inform you that we will be strengthening the ZEMA act very soon because we have realised that mines and other industries are polluting the atmosphere, the environment, the rivers, everything very very carelessly,” Mr. Nzovu said.

Mr. Nzovu paid a courtesy call on Copperbelt Permanent Secretary Augustine Kasongo at his office in Ndola before beginning the tour of the province.

Mr. Nzovu toured Zambia Meteorological Department facilities at the new Simon Mwansa Kapwepwe International Airport before proceeding to Limestone Resources and Changeuo Mine.

“We have to strongly inform you that the developmental agenda we are pursuing as a new Government is one where environmental sustainability will be a key component. Issues of pollution MD are issues which we will follow strictly. We have come here to talk to you, we know your challenges but more so we are aware of the levels of emissions here because just coming here on this road to the plant dust emissions are unacceptable,” he said at Limestone Resources.

“Just from the site if we measure dust emissions I am sure you will not be in compliance. We do not believe that even dust suppression cannot be done 90 to 100 % and this is within you and it’s a measure we would like you to enforce as quickly as you can because violation of this requirement, I am sure you know the consequences. More so that we have so many diseases, heart disease, chest diseases and to operate like this with such high emissions of dust simply will not be acceptable,” Nzovu said.

The Minister further spoke against deforestation saying it is negatively contributing to climate change.

Mr. Kasongo told the Minister of Green Economy and Environment to help resolve issues surrounding land allocation in forest reserves on the Copperbelt.

“You are assured of our total support from the province but I just want to maybe make a request to you. You can help us resolve the issue to do with people who are misplaced following the opening up of our new international airport (Simon Mwansa Kapwepwe). We had people who were paid some money and promised land where they would be allocated. I think we have had a challenge where to find this land but I was informed that there are 800 hectares under forestry that land meant to be given to our people so that they can be settled. Letters have been written by people complaining that they have not been given land but the only land that is available is the 800 hectares of land under forestry,” Mr. Kasongo said.

KBN Petty Chanda Exposes the President’s Corruption: In Cowardice HH Plays a Bully

25

By Kapya Kaoma

The Zambia Police arrest of KBN’s Journalist Petty Chanda for “destroying evidence”–the source of the leaked audio between State House Aide Levy Ngoma and Home Affairs Permanent Secretary Joseph Akafumba–is a major act of cowardice from the New Dark Regime. Aside from being implicated in this corrupt conspiracy, President HH is spending sleepless nights wondering what other information she may have. Who is the mole? With the entire house on fire, and pants down, intimidation is the machiavellian key to ensuring political control even when one is dead afraid. Yet Ms. Chanda exposed a crime, which in a noble nation should have earned her respect. But not in Ballycountry where the President claims to be democratic, but then leads an onslaught of vicious campaigns against freedom of expression. Ms. Chanda is arrested to bully her into silence, and to send a message to other journalists–don’t expose President HH’s corruption and expect to walk free. Yet in democratic nations, shouts for HH’s resignation will be heard across all political spectrums.

As with cadres, wako ni wako appointments, politically motivated arrests and prosecutions, the administration says one thing, and does the other. It is a waste of time to pay attention to what it says in public–one is better served to watch its actions to understand its deadly dark agenda. It is this truth that that audio revealed–the grand agenda of the global-trotting “democracy and human rights upholding” singing President, whose own home agenda is to corrupt the courts, the Police, and all branches of government, and ultimately to kill democracy!

Freedom of expression and of the Press are the pillars of democracy. A democratic nation ought to protect journalists as opposed to hunting them down. Autocratic governments only expect journalists to support it, and lock up those who oppose it. We are not far from it. Ms. Chanda’s leaked audio does not break any law aside from exposing the President’s true colors–he is corrupt! Hence I find the arrest uncalled for, and the violation of human rights. Ms. Chanda has a moral duty to protect her sources–thus expecting her to give the police this information is abusing her rights and professional ethics. But it is also a crime. The source could easily sue KBN if the agreement was that the name would not be revealed.

The police want to hide behind the Cyber Law–but unjust laws are immoral to be obeyed. Again, didn’t HH himself denounce that Bill? So why knowingly enforce something you know to be unjust? As for privacy, these persons are public officials discussing an issue of public interest–thus the privacy concern does not apply. Besides, if you have information about someone trying to kill me, would you keep it to yourself or would you inform me and relevant authorities? Assuming authorities are compromised, would you provide that evidence to them or post it on social media so as to make it harder for authorities to ignore? Moreover, the media industry is always in competition. Scoops or breaking stories first is an important credibility element in journalism–hence once the story is confirmed as credible, the Network is quick to break it first! These are some of the ethical judgements KBN had to make–they chose to provide the evidence to the public since the information was abuse of power, a conspiracy to undermine democracy and of public interest. So the issue of how the journalist got the audio is immaterial!

Importantly, President HH, and not the journalist, should be on trial! Levy indicated that he had discussed the issue with HH and Nalumango. To ask for Levy and Akafumba’s heads is unfair. Rather we need answers to the issues raised in the audio. When did Levy meet with the President and the Vice President? When did he meet with the Registrar of Societies and others? How about Mr. Nshindano? What does he know? How about the letter? Did the President abuse his power? We need answers to these questions–they are central to democracy. Unfortunately, we don’t expect HH to investigate himself. Neither the Registrar, nor other individuals involved in this scandal–they owe their lives to President HH. Firing them won’t give us the truth, but knowing what transpired will. This is the only way to stop the New Dark Regime from corrupting public offices while claiming to fight corruption!

I am afraid that President HH’s nepotism and cronyism is exploding. People with integrity are demeaned as “infected,” among them is a Mr. Nshindano, who without this audio would have lost his job for upholding our laws. Such individuals are losing their jobs, and replaced with criminals affiliated with the New Dark cartel. The cleansing of the Civil Service which has happened under the New Dark Regime is now explained–it is getting rid of the “infected”–the negative term that demands further investigation by itself. It is immoral to entertain the thought that some of our own citizens could be termed “infected.” Thanks be to God–the secret is finally out!

It is on all of us to hold President HH to account for his role in this scandal. We shouldn’t be fooled into viewing him as incorruptible–thanks to the courageous Journalist, we now have it before us. The President directed someone to knowingly commit a crime to enhance his political power. It is a clear violation of the law. The police shouldn’t be investigating the poor journalist or KBN–it is not a crime to expose the corruption of the President. We cannot investigate Levy and Akafumba, without accessing cellphones and computer communication of all accomplices identified in this scandal. Sadly, Ballypolice, Ballyacc, and Ballycourts only exist to torture heroes like Ms. Chanda, while criminals fly around the globe to take pictures with white people as with gods!

The good news is, we have one sound case for future prosecutions once HH leaves Power!

We will not allow our cadres to become new thugs on the citizens-Nalumango

Vice-President Mutale Nalumango has cautioned UPND cadres against causing political violence, saying she will not allow them to become new thugs on the citizens.

Mrs Nalumango, in reaction to the assault on Kasama District Administrative Officer, which was captured on video, said under her watch, no woman will again be intimidated, humiliated and assaulted by cadres.

She said not even UPND cadres should expect sympathy from her if they find themselves in conflict with the law of the land.

“Not even my own Children from the UPND should expect my sympathy if they find themselves in direct confrontation with the rule of law. These are things we campaigned against which put smiles of hope on the faces of many women across the country, we fought running battles with thugs until they surrendered but we shouldn’t be the new thugs on the Zambian Citizens,” Mrs Nalumango said.

“We haven’t forgotten the Kasama case as a serious crime. Not under my watch as Vice President will women again be intimidated, humiliated and assaulted by suspected cadres as was the case in Kasama last week. Zambians have gone through a lot and now is the time to stop all kinds of thuggery crimes. Both President Hakainde Hichilema and I have committed ourselves fully to ensuring this goal is achieved without fail.”

She said the case of the Kasama assault must be handled very professionally.

“I don’t expect anyone to sympathize with those suspected criminals who went on to attack a District Administrative Officer right in her office. Like the President said, Police do not need to wait for an instruction from anyone but they must always act swiftly to protect all citizens, regardless of their social groupings and political affiliations,” Mrs Nalumango said.

UNZA Professional Staff Union demands Government settles their gratuities to avoid industrial unrest

9

The University of Zambia Professional Staff Union (UNZAPROSU) has demanded that government settles gratuities for its members before the commencement of the 2022 academic year to avoid industrial unrest.

UNZAPROSU president Michael Kaluba has bemoaned the delay by the new dawn government to release the K50 million towards the payment of gratuities owed to workers at the university.

Speaking at a media briefing, Mr. Kaluba said that despite the government, through the ministry of education, assuring the union that the money will be released following the protest staged by workers on 5th November 2022.

He has noted with dismay that the country is developing and embracing the culture of exploiting workers with no remorse forgetting that the same workers are the core to the attainment of development.

Mr. Kaluba has observed that the merging of the ministries of general education and higher education has overshadowed the higher education sector.

Mr. Kaluba said that primary and secondary schools are receiving more attention from the ministry of education at the expense of Universities.

Zambia’s success will be Africa’s success

10

By H.E Hakainde Hichilema

The year 2021 has been a landmark year for Zambia. Two important events occurred. The passing of the first president of independent Zambia, Dr. Kenneth Kaunda, was mourned in June. Then, in the election in August 2021, the people of Zambia voted decisively for change.

I mention the passing of Dr. Kaunda because Zambia has strong roots. He was a person who sought to serve ordinary Zambians and, even if some of the policy decisions his party made did not have optimal outcomes, his intention was to place ordinary Zambians at the center of the country’s development.

Sadly, Zambia has not lived up to its promise. Over the last decade, we have witnessed the erosion of our economy and the corruption of our politics. As a consequence, our debt has risen to unsustainable levels, reducing the country’s capacity to invest in productive areas of our economy and its ability to address the gaps in health care, education, and other social services.

Our national budget has been overwhelmed by debt servicing, emoluments, and consumption, when there should have been greater room for investment and growth.

The scourge of corruption has eroded our much-needed resources including the debt itself, robbing us further of the opportunity for growth.

This slide towards debt, disaster, and dependency set our country on a bleak course.

Fortunately, the people of Zambia that decided to change direction and the election—notably under difficult COVID-19 conditions—saw a change of government and the opportunity for a new beginning.

It was our third peaceful, democratic transfer of leadership since the advent of multi-party democracy three decades ago. It was an African success.

Notably, Zambia’s transition is an example of Africa’s success in addressing its own challenges: The African Union played an instrumental role in ensuring our smooth transfer of power.

This transition also sends a clear message that Africa embraces the right to democratic choice. It comes after the historic stand taken by the courts in our neighbor, Malawi, where a rigged election outcome was rejected, and new elections were successfully held in 2019.

In both these cases, it was Africans who held the election, contested it, and adjudicated on its fairness. We can say with pride that Africans own democracy on the continent.

The road ahead will not be without challenges but, with a clear vision and plan, and with relentless determination, we will deliver on the aspirations of our people.

My administration’s focus over the next five years will be on restoring macroeconomic stability and promoting the growth of the economy.

We will pay special attention to lowering the fiscal deficit, reducing public debt, and restoring social and market confidence. We will also promote national unity and good governance by strictly adhering to the rule of the law and democratic accountability.

Our priority is a simple one: We must find a way to include the jobless youth in our economy. In order to do that, we need to build our economy by encouraging new investment and giving our young people the skills they need to participate fully in the economy.

Growing the economy requires agile thinking that uses all the levers at our disposal. We must urgently attend to restoring our mining sector to its rightful place as a leading global producer of copper by ensuring regulatory fairness and attending to obstacles that stand in the way of new investment. We must strive to increase the production of copper and other minerals so that Zambia can reclaim its place as one of Africa’s leading mining countries.

We need to make Zambia a preferred investment destination by cutting red tape and reducing policy uncertainty which cause investors to hesitate.

We must encourage the growth of new businesses. We need 1,000—perhaps even 10,000—entrepreneurs to bloom, igniting our small business sector as a key employer and source of innovation and growth.

To do this, we must make it easier for small businesses to gain access to capital. Government must understand the challenges that entrepreneurs and investors face, and do its part to welcome investment, growth, and innovation.

None of this will happen without clean and purposeful governance. The institutions mandated to investigate and prosecute will be given unfettered autonomy to act without fear or favor and without political bias. Malpractice and mismanagement must be rooted out.

From the election to economic recovery, Zambia’s success will, in this way, be Africa’s success.

Linda Kasonde’s Chapter One Foundation files complaint for lack of diversity in Public Offices in Zambia

16

Chapter One Foundation and the Young Women in Action have officially complained against the Zambian government to the African Commission on Human and People’s Rights over what it has termed as a lack of diversity in appointing people to public office.

Chapter One Foundation Executive Director Linda Kasonde says the move follows the Constitutional Court’s dismissal in August last year of a case in which the civil society organizations appealed against the lack of inclusivity in appointments of public office bearers.

On 18th August 2021, the constitutional court dismissed the petition by a majority judgment and found that the power of the president to appoint members of cabinet was discretionary.

Further, the court was of the view that the petitioners bore the burden of proving that it was practical to appoint an equal number of women and men, and an equitable number of youth and persons with disabilities and had failed to do so.

Addressing the media in Lusaka today, Ms. Kasonde says the situation regarding the lack of diversity in appointments to public office has 24 cabinet ministers, only 4 are women, none are youth, and none are persons with disabilities while only 1 woman is a provincial minister out of 10.

She says following the interpretation of the provisions of article 259 by the constitutional court, the current position of the law in zambia with regard to diversity in appointments to public office is in breach of Zambia’s treaty obligations under the African Charter on Human and People’s Rights and the Maputo Protocol which guarantee non-discrimination and the rights of all persons to participate freely in the governance of their country.

Ms. Kasonde is hopeful that the communication to the African Commission will clarify the standards of compliance required by a member state to the two treaties as regards diversity in representation in public office.

Efforts to get chief government Spokesperson Chushi Kasanda on this development proved futile by broadcast time as her phone went unanswered.

There is no law that compels political parties to reveal their source of funding-Nakacinda

THE Patriotic Front (PF) party has described the harassment and continued summoning of its senior party members by the investigative wings as a scheme by the UPND to try and cripple the PF.

PF Chairperson for Information and Publicity Hon Raphael Nakacinda has said the issue of wanting to investigate the source of funding for the PF by intimidating and wanting to harass the former Secretary-General is unfortunate and undemocratic.

MCC Nakacinda was speaking at Chelstone Police Station where Former PF Secretary General Hon Davies Mwila was summoned earlier today in connection to an investigation pertaining to some vehicles used during the campaigns.

He said this is because there is no law that compels political parties to reveal their source of funding or declare were they got their properties.

“To investigate all logistics including transport, by intimidating and wanting to harass our former Secretary-General is unfortunate. President Hakainde Hichilema please can you chill and possibly you can be able to act properly, adhering to the rule of law, “ he said.

Hon Nakacinda said the government’s intention of wanting to destabilize the opposition was exposed in audio alleged to be that of Presidential Political Advisor Levy Ngoma and Home Affairs Permanent Secretary Joseph Akafumba.

Meanwhile, PF member Hon. Mr. Chishimba Kambwili said the former ruling party is not against the Police investigating anybody but would appreciate it if things are done the correct way.

Mr Kambwili said it is surprising that the Police would want to investigate campaign vehicles. He said political parties both in opposition and ruling receive donations including vehicles from well-wishers.

Mr Kambwili wondered if the Police will investigate every well-wisher who may have also donated a Vehicle to the UPND.

“This that they have started going as far as asking for campaign vehicles will haunt them one day and will destroy democracy. People will be scared of giving the opposition help and then the country will be left with one party in government enjoying those gifts and it will destroy democracy. Please, let’s follow proper corruption, ngabakupela gift Motoka ati corruption aweh,” he said.

Former Mines Minister Hon Richard Musukwa, Hon Raphael Nakacinda, Hon. Mr. Chishimba Kambwili, Antonio Mourinho Mwanza, Alick Tembo, Brian Mununka, and Patrick Samwimbila were at the Police Station to offer solidarity to Hon Mwila.

“I have been summoned to appear before police at Force Headquarters tomorrow, Tuesday 25th January 2022 at 10hrs.

“I hear that it is because we did not get a “Police Permit” for the joint press briefing that we had this morning with various political parties at Southern Sun Hotel,” Mr Tembo said

Seven opposition political party leaders met at Southern Hotel in Lusaka to discuss various governance issues of concern under the new administration.

Among those in attendance include Patriots for Economic Progress’s Sean Tembo, Democratic Party’s Harry Kalaba, New Heritage party Chishala Kateka and People’s Alliance for Change leader, Andyford Banda.

Zambia expects full agreement with IMF on $1.4 billion support plan in mid-2022

5

Finance Minister Situmbeko Musokotwane says he expected the country to reach full agreement with the International Monetary Fund in the middle of this year, after reaching a staff-level agreement for a $1.4 billion support plan in December.

“We are well on the way of solving this issue of unsustainable debt. We expect full agreement with the IMF sometime in the middle of 2022,” Dr. Musokotwane said at a meeting with officials from the Bankers Association of Zambia.

The GRZ-Bankers Association of Zambia (BAZ) Consultative Meeting took place on Friday and Bankers have since been tasked to develop innovative products that will facilitate streamlined access to finance for Small and Medium Enterprises (SME’s) sustainability and growth, rural development and expansion, and innovation and skills development.

And the Consultative Meeting recognized that one of the challenges facing players in the economy is access to afforbale financial sector products.

The Consultative Meeting agreed that, going forward, a task team would be constituted among BAZ members to submit to the Government, product proposals aimed at helping to address the financial needs of SME’s, rural development, and innovation and skills development.

The Government team comprised Minister of Small and Medium Enterprises Elias Mubanga, Minister of Local Government and Rural Development Garry Nkombo, Felix Mutati, Minister of Technology and Science including Finance and National Planning Minister Dr. Situmbeko Musokotwane.

According to a statement, the Government delegation was elated with the active participation of BAZ members in the deliberations and commended them for the resolve to play an active and progressive part in the revival of robust economic growth.

The Government team also noted the need to improve result-oriented interaction between the banking sector and small and medium scale players in the economy.

Government Should give Millers Incentives to arrest the rising cost of Mealie Meal

10

The Zambia Consumer Association (ZACA) has called on the government to give incentives to millers in the country in order to cushion the current high cost of production which has led to the increase in the price of mealie meal.

ZACA Executive Secretary Juba Sakala has said that government should work on reducing import duty and come up with special tariffs on both electricity and water among others to help millers boost their businesses.

Mr. Sakala said that most millers are unable to borrow from banks due to high-interest rates, a situation which has made it difficult for them to get raw materials and has since called on the Ministry of Agriculture to call for a stakeholder meeting with millers and farmers to discuss the way forward.

Meanwhile, The Civil Society Scaling-Up Nutrition Alliance (CSO-SUN) has backed calls by stakeholders urging the government to temporarily stop the export of maize to neighboring countries.

CSO-SUN Country Director Mathews Mhuru said that the flash floods experienced in some parts of the country have adversely affected major maize producing districts across the country.

Mr. Mhuru said that the situation may negatively affect crop yields from the current farming season, hence the need to conduct an early crop forecast survey for the 2021/2022 farming season to determine how farmers are performing so that it can decide on whether to continue exporting maize or not.

Mr. Mhuru said that if the current situation is not addressed the cost of living for ordinary citizens will soon increase to unacceptable levels and force millions of people to remain in abject poverty.

Vote for UPND Candidate to Guarantee Development, Jack Mwiimbu tells Kabwata residents

3

Minister of Home Affairs Jack Mwiimb has asked the people of Kamulanga to vote for Andrew Teyengwa so that CDF can be beneficial to everyone in Kabwata constituency because if they put any opposition member of parliament it will be very difficult for the Kabwata people to access this money as some candidates have no idea on the UPND development policy but Tayengwa has the know-how.

Speaking on a campaign trail in Kabwata, Mr. Mwiimbu reminded the people of Kabwata and Kamulanga ward in particular that the whole Constituency has UPND Councillors hence bringing an opposition member of Parliament would be denying them an opportunity to develop the Constituency.

Milupi calls for the review of Contracts awarded to Chinese Firm which abandoned works

7

Minister of Infrastructure Housing and Urban Development Charles Milupi has called for the review of the contracts awarded to China Geo-Engineering Corporation which has abandoned a number of projects in the country.
Mr. Milupi says Government wants to work with contractors that are ready to work and deliver work.

The minister, who checked on works along the Great North Road, is disappointed to learn that China Geo-Engineering Corporation had abandoned works even after being paid a larger amount of money than what is being owed.

Mr. Milupi said the contractor is only owed 3 million Kwacha and was paid 14 million Kwacha from the 17 million Kwacha for the maintenance works which include pothole patching and rehabilitation on some sections of the road.

He expressed concern with the state of the road as it has the potential to cause accidents.

Mr. Milupi said the Road Development Agency – RDA- must look into the contracts because China Geo-Engineering Corporation has other infrastructure projects they have abandoned across the country.

And RDA Board Chairperson Mulchand Kuntawala said he will meet China Geo-Engineering Corporation this week to review the contracts.
Meanwhile, RDA Muchinga Province Regional Manager Chabala Pandeki said the region has the capacity to patch the potholes on the stretch and carry out the maintenance works.

Heavy Police Presence Characterizes UPND Defection Meeting in Kalulushi

23

There was a heavy Police presence at a United Party for National Development meeting where UPND Copperbelt chairman Elisha Matambo received the defectors from the former ruling Patriotic Front(PF) in Kalulushi, which included former Kalulushi Mayor, Rashida Mulenga.

This followed threats from UPND youths who had warned that they will not allow Mr. Matambo to proceed with the meeting. The Youths had posted a video that had gone viral on social media showing suspected UPND members in Kalulushi district threatening to disrupt the said meeting.

Earlier, Police on the Copperbelt warned UPND youths against their intentions to disrupt a meeting in Kalulushi district, with Copperbelt police commissioner Tresphord Kasale saying the police is on the ground to ensure law and order and that whoever tries to cause confusion at any lawful gathering will be dealt with accordingly.

At the meeting Mr. Matambo defended his move to receive defectors saying that it is important to grow UPN on the Copperbelt and make it strong, adding that the people making noise about the meeting were not even in the structures of the party and the defection meeting was organized by the people in the structures of the party.

Mr. Matambo said that he was just invited to officiate at the meeting and added that he will not be scared and will continue to receive new members to make the UPND stronger.

Mr. Matambo said that he was receiving the defectors with the full party structures in the district and added that even the president was aware of what was happening in Kalulushi

Meanwhile, ministry of information and media spokesperson Thabo Kawana has charged that the days of cadres conducting themselves above the law are gone as the new dawn government has demonstrated the political will to curb the vice.

Reacting to a video circulating on social media of purported UPND cadres proposing violence in Kalulushi, Mr. Kawana said that it remains the government’s expectation that the police command in Kalulushi will move in and bring the culprits to book for threatening violence.

In a statement, Mr. Kawana said that previously, police failed to act on cadre violence and threatening violence because there was no political will but the current government has demonstrated political will to curb caderism at the highest level with the president being consistent with the call to end caderism in all forms and from all public places.
