Reclaim your role as the moral campus of Zambia, HH tells the Church

16

President Hakainde Hichilema has called on the Church to reclaim its role as the moral campus of the country in the social and economic development dissension.

President Hichilema explained that government remains resolute in working with the church in fighting challenges in society such as injustice and poverty.

President Hichilema made the remarks through Minister of Defence, Ambrose Lufuma during the official launch of the first-ever Christians United For National Economic Transformation Summit in Lusaka.

The Head of State emphasized that with the 10,000 churches the country has, economic transformation is attainable if all embraced farming and entrepreneurship.

President Hichilema has since directed his Ministers and other government institutions to put in place measures that will make it easy for the church to acquire land for development purposes.

“According to Matthew 25 vs 34-36 we are all encouraged to embrace the kind of faith that is practical. We have about 4000 churches in Zambia that are Catholic and imagine if all had to have a farm, we could have more than enough food for export and consumption,” the President stressed.

President Hichilema recollected that October 18 was not declared as Day of National Player, Fasting and Reconciliation by accident by his Predecessor Edgar Lungu but was done according to the will of God which should translate into practical faith that changes people’s livelihoods.

President Hichilema placed emphasis that there should be no Christians for Hichilema but for Jesus Christ alone as God deserves honor and glory.

And Christians Business Community (CBC) Chairperson who are the organisers of the Summit, Raphael Lubanga explained that 95% of Zambians are Christians which makes it realistic to transform the economy.

Pastor Lubanga said his organisation is working with traditional leaders as they are custodians of land and the people.

He pointed out that the 26 chiefs who were in attendance represented the commitment of all the 10 provinces to develop the country expeditiously.

The CBC Chairperson said Christianity does not mean poverty and church elders should encourage the worshipers to be hard working so that they change the economic fortunes of their families.

“We want to chuck out the spirit of the devil from development and fellow pastors do not mistake Christianity for poverty. Christianity does not mean poverty and church elders should refrain from depending on brown envelopes but depend on hard work,” he said.

He further called on both believers and non-believers to desist from tribal remarks because the common enemy is poverty.

Government determined to eliminate Malaria

0

The government says it is determined to continue with the fight to eliminate malaria in the country.

Mongu Acting District Commissioner (DC), Ernest Mwanang’ombe says the aspiration by government calls for continued momentum by all to the approach over eliminating the disease with greater intensity, unity and seriousness in the country.

The Acting District Commissioner said this at Mandanga Market in Mongu during the Mongu District Indoor Residual Spraying (IRS) launch under the theme ‘Enhanced Supervision for Quality of IRS Performance and Impact’.

Mr Mwanang’ombe stated that the commitment in the fight to eliminate malaria was broad, emerging from national leaders and partners to community leaders as well as families and at individual level.

Mr Mwanang’ombe said that malaria was still the number one cause of illness in all ages and among the diseases that cause deaths in communities.

He said Mongu District has progressed to a stage of managing malaria cases at community level under the malaria eliminating strategy where if a family member is diagnosed and found with the disease, trained malaria community agents screen all family members and treat those found with Malaria.

The Acting DC said that this was going to be a major milestone in the elimination of malaria within the shortest period of time as it brings services to the families as close as possible, adding that the initiative should be embraced by all.

Mr Mwanang’ombe urged IRS supervisors and spray operators to ensure that the program produces the results it deserves through cooperation with members of the community.

Nsabata Joins Chipolopolo Camp

1

Chipolopolo Zambia entered day-two of training camp in Lusaka on Tuesday with some foreign-based players joining their local compatriots for the first time during afternoon training.

Zambia entered camp on Monday in Lusaka ahead of Saturday’s Qatar 2022 FIFA World Cup penultimate Group B qualifier home date against Mauritania.

Striker Evans Kangwa of Russian club Arsenal Tula is the first European-based call-up to join camp.

But his brother Kings Kangwa who received a late call-up has yet to arrive.

Kings is a late replacement for midfielder Edward Chilufya of Djurgardens in Sweden who has withdrawn from the game due to a leg injury he sustained in league action on Saturday.

Evans Kangwa was one of only two foreign-based call-ups to train with the 15 home-based players who kicked off camp on Monday afternoon.

Goalkeeper Toaster Nsabata of Sekhukhune United in South Africa was also part of Tuesday afternoon training at National Heroes Stadium in his first return to the fold since 2019.

Kangwa and Nsabata are part of the twelve foreign-based call-ups expected for the home date against Mauritania and away match against Tunisia on November 16.

Kitwe street vendors say they are unaware of safe trading spaces being offered by the City Council

5

Association of Vendors and Marketeers (AVEMA) president Abel Chikwa has expressed concern that the relocation of vendors from the streets in Kitwe might cause confrontations because the council has not adequately sensitized the vendors on the available trading stands in the Chisokone market.

Speaking in an interview, Mr. Chikwa said the vendors are not aware of the stands being offered by the council because the Local authority has not carried out adequate sensitization on the available trading stands.

He observed that the council is using social media to publicize available trading stands to the vendors, a channel he described is not accessible to everyone.

“The calls by the council to vendors to apply for trading stands at Chisokone market is likely to fail or bring confrontations because the message is not reaching most of the vendors because the council is using social media, you do not communicate such information on social media, they should also engage the market association leaders,” Mr. Chikwa suggested.

He also urged the vendors to apply for the trading stands to avoid being inconvenienced when the council starts removing them from the streets.

However, Kitwe City Council Public Relations Manager Chola Mwamba said the council has issued several press releases calling on vendors to apply for trading stands.

Ms. Mwamba refuted assertions by the market association leader that the vendors may not be aware of the messages.

“The vendors are aware of the availability of the trading stands on offer but they may say they are not aware as an excuse because they just want to remain on the streets,” Ms. Mwamba said.

She urged the vendors to leave the streets as trading on the street was a public health risk especially with the eminency of the rain season.

She said the council will continue prosecuting members of the public that buy from the street vendors because they are the ones that encourage the trend.

ZANIS reports that Kitwe City council is offering trading stands in Chisokone market for vendors to apply in an effort to bring to an end to street vending.

The Local authority has further stated that once the period given for vendors to apply and acquire the trading stands on offer elapse, the council will not allow any vendors on the street.

Government praised for remitting the money which was deducted from civil servants as part of the debt swap recovery

4

Civil Servant and Allied Workers Union of Zambia (CSAWUZ) in Northern Province has hailed government for remitting the money which was deducted from civil servants as part of the debt swap recovery.

CSAWUZ Northern Province Secretary, Wallace Kasao said the move taken by government is commendable. Mr Kasao said the union had advocated that government pays back the money that was deducted from the civil servants, saying it is gratifying that it has heard their cries.

He stated that this is an indication that government cares for its workers.

And National Union for Public and Private Educators in Zambia (NUPPEZ) Northern Province Chairperson, Frazer Sinyangwe said the action by government to refund the money is encouraging to workers.

Mr Sinyangwe said most of the workers’ budgets were seriously inconvenienced when their monies were deducted.

He said the Union appreciates the move taken by government as this also gives them confidence that the new dawn government listens to the voices of its workers.

Mr Sinyangwe further encouraged government to continue giving a listening ear to issues affecting the workers.

Strongly advocate for an ICT policy in education, computer Studies Teachers Association of Zambia told

0

The National Action for Quality Education in Zambia (NAQEZ) has urged the newly formed computer Studies Teachers Association of Zambia (COSTAZ) to strongly advocate for an ICT policy in education.

And Executive Director Aaron Chansa has expressed excitement with the birth of the Association in Zambia.

Mr Chansa told ZANIS that the birth of COSTAZ has come at the right time when the country is advancing to become a knowledge-based society.

He said the association is critical to the improvement of ICTS in Zambia which he said many countries are using as a tool for education and expansion of national economies.

“Apart from providing a special platform for up-skilling teachers of Computer Science in schools, colleges and universities, the new association should strongly advocate for an ICT policy in education,” he said.

Mr Chansa said the country needs an ICT policy to sit as a guide for computer studies in schools and further advised government to craft the policy as quickly as possible.

He has since pledged to render for support by partnering with COSTAZ to advance for a one computer, one child policy in Zambia.

Mr Chansa described as sad the current situation where the average computer and pupil ratio is at one against 200 pupils.

He has since appealed for more computers to be sent to schools in rural areas so as to change the computer narrative from mysterious to practical.

“Very few learners in rural Zambia have touched a computer before. How will this country realize the 2030 vision when some children are clearly being left behind,” he added.

Meanwhile Mr Chansa further appealed to the Ministry of Education to prioritize computer studies by making it a standalone department in schools.

He said the subject is too important to sit under the Mathematics department.

Mr Chansa said he is optimistic that once school systems begin to embrace computer studies at early grades, Zambia will become a centre of innovations.

He has since encouraged computer studies teachers in Zambia to unite around COSTAZ and make sure that they collectively help to improve the poor situation of computer studies in the country.

Zambia Evacuates 31 of its nationals out of Ethiopia as rebel conflict heightens

20

The Zambian government has become the first on the continent to evacuate its nationals out of Ethiopia over security concerns in that country.

The United Nations has warned that there is a risk that the conflict in Ethiopia might descend into a full-blown civil war.

Earlier today, the Zambian government chartered an Ethiopian airlines commercial aircraft in order to evacuate 31 of its citizens living in the capital, Addis Ababa.

The evacuation comes as Ethiopia teeters on the edge of outright civil war over the worsening conflict in the Tigray region.

President Hakainde Hichilema confirmed that he ordered the evacuation.

“Fellow Zambians, on my orders, we have today safely evacuated our fellow citizens from Ethiopia. We thank the Ethiopian authorities for their cooperation and everyone involved in this operation. We pray that the conflict in Ethiopia is resolved as soon as possible,” President Hichilema said.

He has since called on the African Union and the United Nations to work with the Ethiopian Authorities to quickly address the situation.

“We will remain fully engaged on the matter as a conflict free Africa is good for everyone. For us, the life of our Zambian citizens matter wherever they are, we will do everything to get them home safely when faced with insecurity.”

President Hichilema’s move has pleased the affected Zambians who were staying in that country.

One such citizen, Brenda Chikwe Helen Mofya, shared her joy over the airlift on social media, praising President Hakainde Hichilema for his decisive action.

“Bally is the one,” she wrote. “He won’t charter plane for his presidential trips but charters one to rescue citizens in Ethiopia. Leadership!

Her comments refer to President Hichilema’s recent trips to New York and Glasgow, for which he booked seats on a commercial flight rather than using the presidential jet.

According to the UN’s head of political and peace-building affairs, Rosemary DiCarlo, no aid trucks have reached Tigray’s capital Mekelle since October, despite seven million people being in urgent need of food aid. 400,000 of these people are already living under famine-like conditions.

The UN’s Security Council has called for troops and militias to withdraw from the area to enable access to much needed food and medicine.

Speaking to the council yesterday, the African Union’s envoy to the Horn of Africa, Olusegun Obasanjo, said he had met with Ethiopian Prime Minister Abiy Ahmed and the leader of the Tigray region Debretsion Gebremichael.

He said both sides had agreed the conflict was political but there had been no mention of direct talks.

Sports Minister Nkandu Challenge’s Minor Sports Associations

1

Minister of Sports Elvis Nkandu says the Government is determined to support all sports disciplines in the nation.

There have been concerns that the Ministry of Sports is biased toward football.

Nkandu said the Ministry of Sports wants to uplift all sports activities.

He has advised sports associations to make timely requests for support from his ministry.

“I want to also urge these sports federations that sometimes you may blame the ministry and yet it is the federations that are not doing us a favour,” Nkandu said.

“You can’t just wake up today and tell the Ministry that we are participating in an event. They need to give us time so that we prepare ourselves,” said the Kaputa Member of Parliament.

“I believe all these federations have their calendars so it is important that they share with us. We need to know the dates they will be participating in events,” Nkandu added.

The Ugly T Word: Is Tribal Vote a Key to President Hichilema and UPND 2026 Victory?

44

By Moses Simaamba

The recent threats to arrest Chishimba Kambwili for hate speech during the elections forced me to question whether we Zambians are blind to the truth — numbers don’t lie! Democracy speaks with ballots. I don’t support Kambwili, and I think he belongs to a mental hospital. But what do we make of the facts on the ECZ website?

Voting Pattern: The voting pattern of Southern Province is summarized by the “DUNDUMWEZI” moniker–but it applies to the whole Province. Since 2005, Southern Province has voted almost 100% UPND. This tradition goes back to 2001– but the HH era gave it a new life. In 2016, HH got 30,810 while Lungu got 252 in Dudumwenzi. In Gwembe HH got 20, 861, while Lungu got 549. In Mbabala, HH got 27, 356, while Lungu got 392. 2015 was not that different. In Dudumwenzi HH got 14,181, while Lungu got 83. In Gwembe, HH got 10, 960 while Lungu got 249. In Mbabala HH got 13, 629, while Lungu got 126. In 2008 HH won Southern province by a big margin over Mwanawasa.

This voting pattern is HH’s anchor and the cornerstone for the UPND dominance in Zambia’s electoral politics beyond the HH presidency. We are afraid to mention this fact, and the UPND wants us not to point it out. But numbers are numbers–Southern Province has been voting the same way since 2005! HH knows the truth–numbers don’t lie. So the UPND strategy is to attack anyone who points out this fact–since it benefits its hold on power. It is the strategy the powerful have used to maintain power throughout the centuries–always protect your privileges by accusing the disadvantaged of doing exactly what you are–in this case tribalists.

What is Tribalism? : Can President HH or the UPND define tribalism? If all white people only voted for one white candidate in 5 past elections, would that qualify as racist? I have respect for people honest enough to say I vote on tribal lines–it is their democratic right to do so. It is on politicians to find ways of bringing such voters out of their tribal or ethnic orbit into their camp.

President HH won the election because of changes in non-Tonga voters. In all fairness, nothing changed in Southern Province–the Province remained locked in the tribal bar as it has done since 2001. Eastern, Northern, Luapula and other Provinces, however, lifted the tribal bar, thereby giving HH the victory. Does this imply President HH killed the T word in Zambian politics? On the surface, yes. In reality, no.

Would the post-President Hichilema UPND be led by a non-Tonga? Would it still receive support from Southern Province as it has done since its founding under two Tonga Presidents? Would it divide into factions? These questions speak to some of the vulnerabilities of tribal support on the future of the UPND in the country. So while it may work for HH, it may also work against the interests of the Party when it comes to 2031 as non-Tongas seek to contest for the top position. Would Tongas accept them?

I don’t want to negate the fact that the UPND is likely to become the dominant party in Zambia due to its TRIBAL base. This ugly T word should send heatwaves to the opposition and every Zambian interested in democratic politics. But it should also serve as a reminder that ethnic identification is alive. President Hichilema’s Cabinet has been cited as non-tribal–which is nonsense. The fact that we have few women in his Cabinet does not mean that gender is not an issue in the HH administration. The administration is sexist to the core! The same with the T-word. We cannot erase the numbers.

Lungu’s failure to attract the Southern vote could be dismissed as lack of political strategy or the characterization of Tongas as tribalists by the PF. But such an argument ignores that the pattern goes back to 2001– does it mean that Mwanawasa, Banda, and Lungu in both 2015 and 2016 were denied votes on the same premise?

The only logical explanation for this pattern is that in Southern voters, non-southerners can’t represent Southern interests. Come 2026, HH will be the only representative on the ballot in Southern Province. This does not mean other names won’t be on the ballot; they will. Nonetheless the only name they will be looking for is HH. Whoever intends to run in 2026 should find a strategy of winning an election without Southern Province and its cousin, Western Province. HH has 100% of the votes in Southern Province even before a single ballot is cast!

As with racists and men, when President HH preaches unity, he means inviting other tribes to accept the UPND and HH, while ignoring the tribal privileges from his own ethic group to which he is the SOLE BENEFICIARY. The fact that no other politician has benefitted from the Southern Province vote but HH should not be dismissed as tribalistic–it is an unearned privilege that HH receives by virtue of being Tonga. It must be probed and dismantled like racism, xenophobia and sexism. How we do it depends on how we are willing to engage in this hard subject–running away from it will simply extend this ugly word.

Like sexism, tribalism is real and we must dismantle it. The President knows it and he benefits from it and so do so many politicians. Tribalism gives them power, so we shouldn’t expect them to dismantle it. We the people should drive the agenda. Emotions maybe high, but in the end, we will become a stronger and better united Zambia.

Chishimba Kambwili says he is confident of becoming PF President

PATRIOTIC Front (PF) Senior official Chishimba Kambwili is confident of becoming its President.

Mr. Kambwili, who is former National Democratic Congress (NDC) president said this time around he will be the one to lead the party until the 2026 general elections.

Mr. Kambwili said he is aware of the central committee sitting this week and it will come up with the date for the general conference and once held, he will carry the day.

In an interview, he said he was receiving overwhelming support across the country to take over the party presidency.

The former Roan Constituency lawmaker said many PF members have a strong belief that he will make the party stronger and compete favourably in the August 2026 general elections.

“This time around I will be the party president. I will ensure that things are put in order for us to take over in 2026.
Members of the PF central committee will be having a meeting next week (this week) and I am informed they will announce the date for the general conference,” Mr Kambwili said.

Mr. Kambwili said he will embrace all officials so that the party remains relevant at all levels.

Mr. Kambwili said party members will be expected to ensure that the grassroots remain intact and re-recruit more members.

Nkana File Complaint Over Unruly Green Buffaloes Fans

4

Nkana have officially complained to the Football Association of Zambia (FAZ) over the alleged violent conduct of Green Buffaloes fans during Sunday’s Super Division match at Nkana Stadium.

Two of the Nkana fans needed medical treatment at Kitwe Teaching Hospital after they were allegedly assaulted during clashes with Buffaloes fans.

The exciting match ended 2-2 as league leaders Buffaloes maintained their unbeaten run in the season.

“We request the leadership at GBFC to come out and condemn the barbaric behaviour of their fans, who left two of our supporters for dead, and were later on hospitalised,” said Nkana Chief Executive Officer Kelvin in a statement.

“As a result of our fans being peaceful despite the intimidation from a group of GBFC fans clad in military uniforms and carrying guns, these same GBFC fans resorted to beating innocent Nkana fans,” Mutafu said.

“We have equally logged a complaint with the Football Association of Zambia (FAZ) over the behaviour of GBFC fans. Football is a uniting sport; at no time should we allow a clique of individuals to turn our stadiums into battlefields. The gun culture, which was also witnessed aimed at intimidating fans, should not be allowed in our stadiums.”

Gun carrying soldiers were seen patrolling stands at Nkana Stadium during the match.

UNZA students protesting over the go-slow by Lecturers

9

Hundreds of University of Zambia (UNZA) students are protesting over the go-slow by lecturers who are demanding paying of arrears and gratuities.

The students that had started matching from UNZA to State House were later sent back on Addis Ababa road by Police officers.

Yesterday, Management of the University of Zambia (UNZA) says demands by the three Unions that top management including Vice-Chancellor Prof. Luke Mumba vacate offices at the whim of certain individuals or groupings is a recipe for anarchy and a flagrant breach of the law.

UNZA Management says the law is quite lucid on how a Vice-Chancellor or indeed any member of top management can vacate their offices.

The Three unions resolved and demanded the removal of top management led by Professor Luke Mumba following a general members’ meeting held at the University of Zambia’s Great East Road campus on November 5.

The unions are the University of Zambia Lecturers and Researchers’ Union (UNZALARU), University of Zambia Professional Staff Union (UNZAPRU) and the University of Zambia Allied Workers’ Union (UNZAAWU) and are demanding that Prof Mumba and his team be dismissed for allegedly mismanaging the institution the last five Years.

According to a statement signed by the three union representatives Dr Kelvin Mambwe, Nalucha Mayamba and Mupuna Moonga, the top UNZA management has never worked in the interest of the workers.

“Professor Mumba’s leadership style is inimical to progress and industrial harmony in the University. We, the three (3) Trade Unions at the University of Zambia (University of Zambia Lecturers and Researchers’ Union, University of Zambia Professional Staff Union; University of Zambia Allied Workers’ Union), would like to inform the general public of the current unpleasant state of affairs at the University of Zambia,” the statement read in part.

“This state has arisen out of mismanagement of the University by those appointed to superintend on the affairs of the University. At the general members’ meeting held at the University of Zambia Great East Road campus on Friday, 5th November 2021 at which the status of various challenges being faced by the institution were debated, the three Unions resolved and demand as follows…”

Further, the unions are demanding immediate payment, without illegal conditions, of all gratuities and pension owed to serving staff whose backlog stand at 10 years.

The unions have also recommended immediate conclusion of the 2021 collective bargaining, improvement of conditions of service and withdrawal of the court case against UNZAPROSU, which is about the 2021 negotiations for improved conditions of service.

“It should be noted that we the trade unions at the University of Zambia have for the past years desisted to engage ourselves in activities which could have resulted in serious industrial unrest but with the issues highlighted above we are now unable to guarantee any industrial harmony at this institution,’’ they said further.”

“Despite giving chance to dialogue and the due process of engagement and conflict management, nothing meaningful has been achieved.”

The three leaders maintained that the unions would continue to protest until their demands were met.

But in a statement issued today, UNZA Acting Head of Communication and Marketing Damaseke Chibale says Management at UNZA has learnt of the demands by the three Unions namely, UNZALARU, UNZAPROSU and UNZAAWU with a sense of surprise.

Mr. Chibale says Management has always engaged in social dialogue with all the Unions to resolve any grievances that they may have from time to time.

He said this dialogue also includes Collective Bargaining which has been going on since early this year.

Mr. Chibale said Management finds the allegations that it does not dialogue with the Unions to be unfortunate and untruthful.

And Mr. Chibale says the matter regarding the payment of terminal benefits for serving members of staff has been taken to court.

He has clarified that the total debt that the university owes in respect of gratuities and pension benefits stands around K700 million.

First Deputy Speaker of the National Assembly tells school managers Comprehend various laws against GBV

3

Government has urged school managers and parents to understand the many pieces of legislation that the National Assembly has enacted to ensure education standards especially for girls are improved.

First Deputy Speaker of the National Assembly Malungo Chisangano says there is a need to support the cause of having girls to return and in role in school as it has a far reaching positive impact on girls, families and society at large.

Ms Chisangano was speaking when she officiated at the third annual retreat on keeping girls in school (KGS) held at Luuumbo Secondary school in Gwembe district of Southern Province.

She stated that International evidence indicates that keeping girls in school has positive effects on their trajectory and benefits the wellbeing of the next generation.

“When girls are exposed to quality education, they build numeracy, literacy, cognitive and skills, making them better prepared to participate in the labour market and gain an income,” Ms Chisangano stated.

Ms Chisangano added that girls’ attendance in school during adolescence is correlated with delayed sexual initiation and subsequently marriage and childbearing.

Therefore, increasing enrolment and improving school performance, by keeping girls in school, has many positive impacts on the well-being of not only this generation, but the many generations to come.

“This is the reason the great importance that has been attached to girls education in Zambia, in this regard, some of the laws enacted to protect girls include, the Education act of 2011, which provides for GBV protection of employees, teachers, and learners at educational institutions, as well as establishing mechanisms for dealing with GBV” she stated.

“Others are the anti-Gender-based violence act of 2011, which provides among others, for the protection of GBV survivors, the establishment of Anti- GBV committee and the Anti GBV Fund,” she stressed.

Ms Chisangano also cited the penal code amendment act number 5 of 2005, which introduced the offence of sexual harassment and made indecent assault a felony.

She further quoted the Gender Equity and Equality act number 22 of 2015 with some objectives such as to promote gender equity and equality as a cross-cutting issue in all spheres of life and stimulate productive resources and development opportunities for both sexes among others.

At the same event, Assistant KGS Coordinator, Obbie Musaka, speaking on behalf of KGS coordinator, Willie Kaputo said the GEWEL project focuses on increasing access to livelihood support for extremely poor rural women and access to secondary education for disadvantaged adolescent girls in extremely poor households in selected districts.

Mr Musaka stated that to realise this goal the project has three components which is the Supporting Women’s Livelihoods initiative being implemented in MCDSS, while the second component is the Keeping Girls in School Initiative which is implemented in MOE and MCDSS.

He said the third component is the Institutional Strengthening and System Building (ISSB) anchored at Gender Division and MCDSS.

“ Specifically, the objective of KGS has been to provide bursaries to vulnerable secondary school going girls living in Social Cash Transfer households in selected districts and that Since project inception, the project has reached out to 31,762 girls,” Mr Musaka said.

Mr Musaka stressed that the KGS selection criteria are that a girl must have qualified for secondary school, and passed grade 7 or 9, or out of school with acceptance letter and able to return to school.

“Other requirements are that a girl must be living in a SCT household in the selected district and has been a member of that household for Six (6) months and must not be benefiting from another bursary or scholarship programme for their education,” Mr Musaka explained.

He clarified that KGS pays school fees, boarding fees for those in boarding schools, exam fees and that this year the Government, through the GEWEL Project, will begin paying education grants to SCT households with enrolled KGS beneficiaries to help the girls buy some school necessities.

Mr Musaka further said the education grant payments will be made in addition to the KGS bursary support to help cover expenses related to school such as uniform, shoes and supplies and that SCT households will receive K 252 annually for each girl enrolled in KGS.

“In order to mitigate the challenge of distance for girls to access education, the project also funds the improvement of school owned weekly boarding facilities for girls to make them safe, secure and conducive for girls to live in,” he added.

Mr Musaka said in the fourth quarter of 2021 the Ministry through KGS PIU will embark on the vigorous process of transferring girls to safe boarding facilities effective the first term of 2022 academic year.

He said Education authorities at provincial, district and school levels will be required to play a critical role in making sure that the exercise is conducted successfully.

“Further, against the backdrop that provision of school fees is not a panacea to retaining girls in school, the KGS component has witnessed the challenge of girls dropping out of school. For instance, in 2020 a total of 2,973 out of 13,514 girls supported dropped out representing 22%. Key reasons attributed to the dropping out included teen pregnancies, marriages and long distances to accessing schools,” he said.

“In order to address the dropping out challenge, KGS has developed a number of systems. Key among the systems developed are the Case Management System and the Grievance Redress Mechanism (GRM).The CMS is core to the KGS project objective of increasing access, participation, retention and progression of vulnerable adolescent girls in secondary education. The CMS interventions target three categories of girls, namely:

i) Girls at-risk of missing school days or dropping out;

ii) Girls who have dropped out of school already and

iii) The eligible but out of school girls who may require extra support to enroll.

Mr Musaka said as outlined in the three categories the system is both preventive and responsive as it seeks to detect, prevent and deter risks that KGS beneficiary girls may potentially face that are likely to hinder their access and progression in secondary education.

He said the system links the girls at-risk to appropriate support services and alternative forms of education to mitigate the identified risks.

“GRM is a system through which queries or clarifications about the project are responded to, problems that arise out of implementation are resolved, and grievances are addressed efficiently and effectively. The GRM will allow stakeholders to have a platform to air out grievances they might have towards the implementation of the project,” he stated.

“ The rationale of the GRM is to ensure communities use the system, communities are sensitized on their rights to complain, staff understand what is going well or poorly with programme design and implementation, and ensure different Government programmes are addressed in a systematic manner,” he stated.

Mr Musaka stressed that the project will further empower learners who are victims or survivors of School Related Gender Based Violence and help them to become active participants in the transformation of their communities.

He also said Advocacy sessions championed by survivors or victims will have long term impact on learning environments and homes to be free from serial Violence or harassment and physical abuse.

“In line with the New Dawn Government’s development Agenda, KGS will continue to enroll additional girls on the project and is targeting to reach out to 43,520 girls in 2022. To this effect, the Ministry through the KGS PIU just conducted the Mop up exercise in all the 39 KGS districts to recruit eligible girls living in the recently enumerated Social Cash Transfer (SCT) households,” Mr Musaka said.

“All this is the demonstration of Governments’ commitment through the Ministry of Education to the attainment of the Sustainable Development Goal Number 4 of ensuring inclusive and equitable quality education and promoting long life learning opportunities for all.

The Keeping Girls in School (KGS) Initiative is a component under the Girls’ Education and Women’s Empowerment and Livelihood (GEWEL) Project and currently being implemented by the Government of Zambia with support from the World Bank. The Project which is being implemented in the two

Ministries of the Ministry of Community Development and Social Services (MCDSS) and Ministry of General Education (MOGE) are coordinated by the Gender Division – Cabinet Office.

Every year since 2019, Gwembe District holds the Annual retreat for the Keeping Girls in School beneficiaries. The retreats are aimed at raising awareness for the return and enrolment of all girls who have dropped out of school for various reasons.

Additionally, the event enables bringing all old and new KGS girls together so that they can share real life experiences and be encouraged that despite the hardships of life, they can go to school and create a better life for themselves and their families

Construction of Nakonde border facility set

2

Muchinga Province Permanent Secretary Davison Mulenga has disclosed that all is set for the expansion of the Zambia/Tanzania border in Nakonde to be transformed into a one-stop facility.

Capt. Mulenga said the border expansion project failed to commence in 2016 because a portion of land was occupied by settlers who were not compensated.

Capt. Mulenga was briefing Provincial Minister Henry Sikazwe, during a familiarization tour of Nakonde district.

Capt. Mulenga disclosed that K10.7 million was received through the provincial administration to compensate all remaining settlers.

He said the compensation will pave way for the commencement of the construction of the one-stop border facility.

“Sir your office received a total of K10.7 million to go towards compensation for the remaining settlers on the piece of land earmarked for the construction of a new border facility, “said Capt. Mulenga.

State House has said that government will not implement development programmes that compromise the environmental needs of future generations.

Presidential Spokesperson Anthony Bwalya said that was why the government was taking steps to protect the environment.

Mr. Bwalya said that various measures such as connecting more people to the National power grid will have to be taken to discourage them from using charcoal.

Mr Bwalya sa the use of other sources of energy will also be encouraged.

He says government is also discussing possibilities of coming up with a fund which will support innovators who are promoting the use of other forms of energy.

Mr. BWALYA says President HAKAINDE HICHILEMA has shown leadership and should be helped to protect the environment.

He said this during a special program on ZNBC TV1.

And Presidential Advisor on Covid-19 ROMA CHILENGI said it is sad that the country has not had a framework to support innovators.

Dr CHILENGI said innovators who are promoting the use of other sources of energy should be supported.

Meanwhile, Dr. CHILENGI said there is progress in the number of people who are getting the Covid 19 vaccines.

He said his office has been engaging stakeholders on how to increase the number of people getting vaccinated.

Dr. CHILENGI said discussions have been held with Speaker of the National Assembly to see how more people can be vaccinated in constituencies.

He said people should not wait for more citizens to start dying before they can take the vaccine.

And Mr. BWALYA said there will be no economic activities if the fourth wave hits the country.

He said people should protect the integrity of the budget by ensuring that the economy continues running by getting vaccinated.
