Revised Intellectual Property will ensure better Implementation of IP-related activities

Minister of Commerce Trade and Industry Hon Christopher Yaluma says the Revised National Intellectual Property (IP) policy will ensure that all IP-related activities of government agencies, research institutions, higher learning institutions, and the private sector are implemented for a better Zambia.

Officiating at the commemoration of the World Intellectual Property Day and the Launch of the National Intellectual Property Policy, Hon Yaluma said the aim of the government in developing the policy is to ensure that it operates as a principal guide in enacting laws and regulations for Intellectual property.

Mr. Yaluma noted that the policy does not only intend to promote innovation and creativity, but also to educate and enable the business community and the general public to understand, manage and protect their intellectual property rights.

“The Revised National IP policy is guided and motivated by the vision 2030, which is our National long term planning instrument that reflects the collective understanding, aspirations, and determination of the Zambian people to be a prosperous middle-income country by 2030,” he said.

Hon Yaluma added that the policy has been formulated to facilitate the creation of an environment that stimulates and fosters the generation, protection enforcement management, and exploitation of IP in all sectors in Zambia.

“This document we are launching today is intended to support efforts by the government towards achieving the objectives of the country’s vision 2030, the Seventh National Development Plan(7NDP) as well as the United Nations Sustainable Development Goals (SDGs).

Auditor General Warns People Mismanaging public funds

Auditor General Dick Sichembe says his office, working with other law enforcement agencies, will ensure that people mismanaging public resources are brought to book.

Addressing Heads of Department in Chinsali District today, Dr. Sichembe advised the officers to manage public resources with transparency, openness and humility.

He said his office is mandated to provide Zambians with assurances that public resources are being utilised efficiently and in a transparent manner.

Dr. Sichembe also noted that effective use of public resources is key to national development and benefits citizens through construction of better schools, hospitals and roads among others.

The Auditor-General revealed that his office has since embarked on a nationwide stakeholder engagement of public officers aimed at enhancing transparency and accountability in the use of public resources.

And Muchinga Province Deputy Permanent Secretary Jonathan Ng’onga said the performance audit has already started and there is need to spread resources across all the five pillars.

Mr. Ng’onga said the province has been working hard to observe prudent utilization of public resources as evident with the construction of structures such as the new Civic centre.

Dr. Sichembe is on a tour of Muchinga and Northern Provinces inspecting public projects and meeting heads of departments and provincial audit staff.

Emmanuel Mwamba Reports Sishuwa Sishuwa to the Police for writing and publishing seditious material

Zambia’s Ambassador to Ethiopia and Permanent Representative to the African Union, Emmanuel Mwamba has reported the University of Zambia Lecturer, Dr. Sishuwa Sishuwa to the Police for writing and publishing seditious material.

In his letter dated 26th April 2021 written to the Inspector General of Police, Mr. Mwamba contended that the article written by Dr. Sishuwa Sishuwa and published by the Mail & Guardian of South Africa was seditious as it portrayed Zambia as a country on the verge of civil war and widespread political unrest.

He said Sishuwa’s article also painted a picture that all State and Democratic institutions in Zambia had collapsed or were about to.

Mr. Mwamba said the newspaper enjoys wide coverage across Africa and the assertions by Sishuwa in the article were meant to scandalize the country and its leadership.

Mr. Mwamba also stated that Dr. Sishuwa’s assertions that institutions such as the Judiciary and the Electoral Commission had lost public faith were dangerous and had the capacity to instigate a public uprising.

Mr. Mwamba said Dr. Sishuwa’s assertions that the international community had conspired with the Zambian Government to remain silence on the alleged extensive human rights abuses and what he termed as murderous attacks against democratic institutions, portrayed a country suffering a collapse of democracy.

Mr. Mwamba said, Dr. Sishuwa as a political analyst and academic acted with treachery against his country when he published assertions he knew were false.

Mr. Mwamba said Sishuwa peddled the dangerous lies to scandalize the government of President Edgar Lungu internationally and to harm the good and democratic standing that Zambia has enjoyed for over 56 years in Africa and the rest of the world.

Mr. Mwamba gave an example of thriving state and democratic institutions by citing the Electoral Commission of Zambia which recently conducted a voter registration where over seven million Zambians turned up to register as voters.
He said the act to maliciously attack and scandalize democratic and state institutions by Sishuwa was an act of sedition

Zambia has made tremendous gains towards eliminating malaria-Dr Chanda

Health Minister Dr. Jonas Chanda has underscored the need for improved interventions in the fight against malaria in Zambia.

Speaking when he officiated during the virtual commemoration of World Malaria day today, Dr. Chanda said Zambia had made tremendous gains towards eliminating malaria with figures reducing between 2017 and 2019 from 309 cases to 274 per 1000 population and deaths reducing from 8.5 in 2017 to 7 per 1000 population in 2019.

He however said that the region last year recorded an increase in Malaria cases and Zambia was not an exception recording an increase of 29.5 percent from 5.3 million in 2019 to 7.6 million cases in 2020.

He said this increase cannot be allowed to continue in Zambia as the country works towards the elimination of Malaria.
“And I read somewhere that in Africa, Malaria alone killed four times more people than the Coronavirus disease.” Dr. Chanda said.

He said the Ministry of Health, therefore, conducted a mass distribution of 7 Million long-lasting Insecticide-treated mosquito nets to ensure that families are protected.

“With this intervention, more than 14 million people have been protected, additionally a total of 3.4 million eligible structures during 2020’s indoor residue spraying campaign season were sprayed.” He said.

Also speaking during the commemoration, the World Health Organisation Country representative Dr. Nathan Bakyaita said Malaria is responsible for an average annual reduction of 1 percent of Africa’s economic growth.

In remarks made on his behalf Dr. Bakyaita said this is through occurrences such as malaria-related absenteeism and productivity losses which cost among other African countries, Nigeria 1.1 Billion US Dollars every year and in 2003 an estimated loss of about 11 Million US Dollars in Uganda.

And USAID Mission Director, Sheryl Stumbras Reaffirmed the cooperating partner’s commitment to continue partnering with Zambia to ensure that all families are safe from the life-threatening disease.

“Despite significant malaria investments, implementation and additional resources are needed to ensure the most vulnerable to malaria have access to the cure they need and deserve.” She said.

Zambia yesterday joined the world in observing world Malaria day which falls on April 25 annually but was commemorated today at Zambia’s Ministry of Health under the localized theme: “Draw the line, for a Malaria free Zambia” and “Malaria ends with me, Malaria ends with you, together we can end Malaria.” As the accompanying theme.

Champions Red Arrows have thrashed Powerhouse Lusaka 48-12 in the capital city derby played in the Showgrounds to remain one point away from the top of the National Rugby League table.

Arrows scored tries through Alex Mwewa, Israel Kalumba, Mwakanja Taoma, David Chimbukulu and Gift Kabungo.

Terry Kaushiku scored two penalties with Mwewa, Terry Kaushiku and Brian Mbalwa making two conversations each as Arrows went on to earn a bonus point for scoring more than four tries.

Govt. officers urged to monitor empowerment programmes, report impact

Minister of Gender Elizabeth Phiri has urged district administrations to diligently monitor empowerment and developmental projects that government is implementing in their areas.

Mrs. Phiri said government depends on the feedback from people on the ground to notice the impact of empowerment projects.

She said there is need for the district administrations to regularly provide reports to her ministry on their findings regarding empowerment programmes.

“Today we are empowering the women of Mpulungu district. However, we want you the government officers to monitor and see to it that the equipment is being used effectively,” she said.

The minister said this when she paid a courtesy call on the district administration in Mpulungu district.

And Mpulungu District Administrative Officer Monday Chapewa thanked the minister for her commitment to empowering women of Mpulungu.

Mr. Chapewa pledged that government officers in the district will take up the challenge of monitoring projects and ensure that various empowerment initiatives are put to good use.

Mrs. Phiri was in Mpulungu on a women empowerment programme where she handed over a number of equipment to women led cooperatives.

Start campaigning, adopted PF candidates told

Western province Patriotic Front (PF) acting chairperson, Glenn Kalimbwe has implored all candidates adopted for positions of Member of Parliament and council chairpersonship to start campaigning extensively for the ruling party.

Mr. Kalimbwe said all the candidates should work as a team in their various constituencies adding that ‘sleep time is over’ as the battle field is now open.

He said this during the consultative meeting between all the adopted candidates in the 19 constituencies and the party officials at the provincial level in the region yesterday.

Mr. Kalimbwe, who is also party mobilization coordinator for PF, said the provincial officials will not start congratulating the adopted candidates until such a time when the party has scooped all seats in the province.

And adopted candidates for the positions of members of parliament for Nkeyema and Liuwa constituencies, Fridah Luhila and Mwangala Mwenda expressed gratitude that the highest organ of the party has confidence in them.

The duo said they were ready to start the campaigns and will endeavour to explain what the newly launched PF manifesto means in improving the living standards of the people in their constituencies.

They expressed optimism that they will scoop their seats in the August 12, 2021 general elections.

The purpose of the consultative meeting was to have a roadmap on how the ruling party will conduct its campaigns in Western province.

Netherlands Development Organization scales up nutrition in Lunte

The Netherlands Development Organization (SNV) has called for concerted effort in fighting the high stunting levels among children in Lunte district.

SNV Programme Manager for Scaling Up Sustainable Nutrition for All Project, Tendai Gunda, said her organisation wants to ensure that people, especially women and children, have access to a variety of food stuffs in order to improve their nutrition status.

Ms. Gunda noted that a number of women and children in the country lack irons, proteins and vitamin A, adding that there is need to grow crops that are rich in these nutrients so that people can have access to them.

“Many women and girls are lacking iron. That is why SNV came (to Lunte) and introduced Mbereshi breams which is rich in iron and zinc. The other nutrients which is of public health concern is the vitamin A, the one you see in bright green and coloured vegetables that is why carrot becomes important,” she said.

She explained that all households should therefore be encouraged to have a garden where they can have access to these important nutrients that will make children grow healthy.

Ms. Gunda added that SNV is however happy that people have started implementating the idea of coming up with backyard gardens and growing diversified foods.

“We are happy to say that we have begun to see some action taking place even at household level. Some mothers have started establishing some gardens that are diversified and this is good because at the end of the day, what is diversified in the garden will translate into a diversified food on the table and which will translate into a healthy child,” She said.

She has since pledged that SNV will continue working with the government in order to help reduce stunting by improving dietary diversity for the people in the area.

Ms. Gunda said this when she led SNV Country Director and members of the Lunte District Nutrition Coordinating Committee (DNCC) to some projects check on the impact of the programme.

And Lunte DNCC chairperson, Vincent Phiri has expressed happiness that the levels of stunting, which stand at 42 percent in Lunte, will greatly reduce in the district due to the various interventions that have been put in place.

Mr. Phiri, who is also Lunte District Administrative Officer, said working with SNV, his committee has since distributed chickens and other agricultural items to various communities to enable the people start accessing diversified foods.

“So far we have distributed more than 1,000 improved breed of chickens and we have also distributed different varieties of vegetable seeds, maize and fertilizers to targeted groups of expectant mothers and those with children below the age of two years,” he said.

He has meanwhile encouraged the community to continue giving their children a balanced diet.

He explained that the type of food a child is given has a great influence on their performance at school.

Earlier, both Lunte District Commissioner Ronald Mulenga and chief Shibwalya Kapila appealed to SNV to consider extending the project, which is coming to an end in September this year.

SNV is currently implementing the Scaling Up Sustainable Nutrition for All Project, which is supported by the UK-AID.

Let no one disturb Zambia’s peace-President Lungu

President Edgar Lungu has reiterated that no one should be allowed to disturb the peace and tranquility which Zambia has enjoyed since time immemorial.

President Lungu said Zambia is bigger than any individual as such hence no one must disrupt the peaceful environment in the country.

The President has since appealed to the church not to relent in praying for the country’s peace during and after the August 2021 general elections.

ZANIS reports that President Lungu was speaking during a thanks giving service for the silver jubilee of the establishment of the Bishop Jhone Osmers house, built by the Chipata Anglican church in Chipata yesterday.

President Lungu also commissioned the house which has been named after the first Bishop of eastern Zambia.

President Lungu also praised the Anglican Church for the work it has continued to carry out to uplift people’s lives.

“The Anglican church has been actively working with the government in the provision of quality and health nation through the establishment of several health centres and schools,” president Lungu stated.

He stressed that the church has not only grown in the number of years it has been in existence, but in good deeds as well as.

The President said the church has is involved in providing timely counsel to the government on various issues affecting the country.

“I also wish to commend you for the silent diplomacy approach you have adopted in engaging the government,” he stated.

He has since encouraged the church to continue with good works for sustained national peace and unity.

And during his homily, Archbishop of the Anglican Church for Eastern Zambia, William Muchombo, praised government for implementing national health guidelines that have ensured that the Covid-19 is not exacerbated in the country.

“We thank you Mr. President for handling the pandemic very well, though we have lost some of our beloved ones,” the Bishop said.

Earlier, National Guidance and Religious Affairs Minister, Godfridah Sumaili thanked President Lungu for providing an empowerment scheme to the churches which she said will result in sustainable programmes to the churches.

Eastern Province Minister Makebi Zulu also extolled government for several developmental programmes in the region.

“Your Excellency, what you have done in the province is visible for everyone to see, we have 30, 000 beneficiaries on social cash transfer, we have clinics, schools roads among others,” he said.

Party Adoptions: Of Adoptions, Bribery and Corruption Allegations!

Yona Musukwa, who prides himself as a political and social activist, has presented two perfect scenarios regarding the on-going party adoptions. well……… the flurry of allegations bordering on bribery and corruption notwithstanding.

He writes that in the first scenario, you will find that candidate A is very popular and wins the ward primaries, but tumbles in the constituency or provincial primaries. On the other hand, candidate B performs miserably in ward primaries, but goes on to scoop constituency or provincial primaries.

“Now, who is really popular between the two candidates or can be considered as the choice of the grassroots?” he asks.

He further goes on to elucidate the second scenario: Candidate A, who happens to be a ward party official, wins ward primaries, but fails constituency or provincial primaries while candidate B, who happens to be a provincial party official, fails ward primaries, but wins constituency or provincial primaries.

“Who can be said to be popular with the grassroots between the two candidates?” he wonders.

This seems to be the ghost that is haunting our two major political parties – ruling Patriotic Front (PF) and main opposition United Party for National Development (UPND), hence their apparent dragging of feet to unveil names of their preferred candidates to attempt a run to Manda hill or indeed various council chambers dotted around the country. This……ladies and gentlemen, constitutes the thrust of this write up.

As one prominent politician, whom by the way we’ve trouble figuring-out what he stands for, asserted recently; make no mistake, this years’ elections is a two-horse race between PF and UPND. We won’t therefore waste time discussing some of these ‘brief case’ political parties whose leaders are merely individuals pregnant with oversized egos……..and probably intoxicated with being referred to as bwana President!

Wait a minute…….didn’t late President Frederick Chiluba once lampoon them as presidents with a small ‘P’?

Anyway…….as stated earlier on, we’d rather focus on the two elephants in the room, for good effect of course!

Readers will recall that once the floodgates of adoptions were finally unlocked, we witnessed an avalanche of characters of different hues and shades go on rampage jostling to be torch bearers for their respective political parties as MPs, Mayors/Chairpersons and/or councilors.

Whereas some incumbents seemed less interested to pass on the button, these new entrants were determined to elbow and push them aside. Why? They are eager to break the sealing and have a feel of the corridors of power……..most likely motivated by the good life these individuals we tend to refer to as ‘honourables’ seem to enjoy – who doesn’t fancy driving around an expensive SUV or drawing a good salary or enormous allowances, thanks to ever generous tax payers!

This year’s elections have already proven to be the costliest in the history of this nation! Candidates, whether contemplating defending their seats or aspiring have gone to town outspending each other! If they’re not availing a fleet of vehicles for the use of their constituents, they’re showering party officials with expensive gifts, making massive donations at funerals and in churches, dishing out food and buying our youth copious amounts of alcohol. One of them even had the gale to gift a priest a Mercedes Benz S class! Sometimes you’d even wonder whether the Anti-Corruption Commission has any teeth at all.

Now……why should our country allow individuals ‘force’ their way into leadership positions using underhand methods? Do these individuals mean well for the nation? Are you sure they are desperate to acquire these offices so as to serve?

No need to pretend, both PF and UPND are having sleepless nights finalizing their adoption lists because they’re sitting on a mountain of names of restless individuals eager to have a go at the loot! This is mainly happening in their strongholds where these individuals are alive to the reality that being endowed with an adoption is as good as one step across the finish line!

Moving forward, we’d like to appeal to parliament to enact laws to enable electorates vote for political parties of their choice as opposed to individuals. Once a political party has won a particular constituency for instance, they’d deploy a cadre with the necessary acumen and credentials to represent that particular region. This way, we’d see individuals cease regarding constituencies as their fiefdoms as the situation is at the moment. Most importantly, it would be easier for any given political party to recall a non-performing member.

If we aren’t mistaken, this is working perfectly well in South Africa. Let’s discuss folks………

Forest Rangers Jump To Second as Top 4 League Races Hots Up

Forest Rangers on Sunday moved one place up to second position on the FAZ Super League table following a 1-0 home over seventh placed Kabwe Warriors in a Week 26 match played at Levy Mwanawasa Stadium in Ndola .

Midfielder Shadreck Malambo scored the games lone goal in the 47th minute to see Forest exchange places with Zanaco.

Forest have 41 points ,Zanaco are on 39 points but took the weekend off because opponents Napsa Stars are away in Algeria on a CAF Confederation Cup group stage assignment.

The Ndola side is now five points behind leaders Zesco United who have played 23 games and were on ABSA Cup duty 24 hours earlier when they lost 3-1 on post -match penalties to Lusaka Dynamos following a 0-0 fulltime result in the final on Lusaka.

Zesco could extend that gap on Wednesday when they return to league action at Levy against visitors Red Arrows.

Meanwhile, the top four race on Sunday got tighter for the teams chasing third and fourth places that guarantee CAF Confederation Cup qualification.

Power Dynamos are fourth but squandered a one lead to finish 1-1 at struggling Lumwana Radiants.

Davey Daka have Power a 1-0 halftime lead when he found the target in the 5th minute.

But Patient Ikamba denied them the three points with a 55th minute equaliser.

Power have 37 points from 26 games while Lumwana are one place above the bottom four relegation zone at number 14 on 28 points, tied with Young Green Eagles who are 15th.
Meanwhile, Green Buffaloes made great inroads in their relegation battle following a 2-0 away win over fifth placed Buildcon in Ndola on Sunday.

Second half goals by Friday Samu and George Ngoma in the 62nd and 86th minutes respectively lifted Buffaloes two spots up to 13th on 29 points with 25 games played.

Buildcon are tied on 37 points with Power in a seemingly tight race for those CAF Confederation Cup slots.

Sundays results in the bottom half also put into context ailing league champions Nkana prospects from their remaining twelve games.

Second from bottom Nkana have 21points and have collected just on point from their last eight league matches and the closest team above them is continental envoys Napsa who have 27 points.

PF will only adopt grassroots favourites-Mwila

Secretary General of the Patriotic Front ( PF), Davies Mwila says the party will adopt candidates that have been chosen by the people at the grassroots to contest the August 12, general elections in all parts of the country.

And the United Church of Zambia (UCZ) in Luanshya has supported the candidature of President Edgar Lungu as the presidential candidate in the August 12, general elections.

Mr. Mwila said the party was carefully still considering the applications and will announce the adopted candidates at all levels on May 12th 2021.

“We as the central committee are not going to choose people because they want to contest the election but will only pick those candidates preferred by the people as the people are the ones that vote and should drive the choice that will be made by the party,” he explained.

He added that “It doesn’t mean that because you applied then you should be selected, many people have applied for various positions from member of parliament to mayors and councilors but the party will only pick one person preferred by the people to represent the party in the August 12, elections”.

He has meanwhile implored those that will not been adopted to remain loyal to the party saying they will be appointed to other responsibilities.

Mr. Mwila said the party members should remain united, loving and supportive to one another even after the adoptions.

He also appealed to the church to pray for politicians and party leaders as the nation heads towards the polls.

The PF secretary general said Zambia is larger than the politicians hence the need to pray for love and unity among political players.

He was speaking in Luanshya today when he attended a special fundraising church service of the United Church of Zambia Cathedral.

Mr. Mwila said government values the continued partnership that the church has shown in national development.

“The church plays an important role in issues if national development and the UCZ in particular has partnered with government in issues of health and education,” he said.

Mr. Mwila said government will always support initiatives that are in line with the party manifesto of fostering development in all parts of the country.

“I urge you to read Exodus 4:8, which symbolizes the importance of church and giving, and I therefore appeal to each person here to search their hearts and contribute towards the finishing of this this cathedral with a full heart,” he said.

And UCZ Presbyterian Bishop Chilufya Bowa said the church supports the candidature of President Edgar Lungu which was unanimously arrived at during the recently held PF national convention.

Bishop Bowa said his church always supports the government of the day hence it is indebted to government involvement and contribution towards the construction of the cathedral.

“We are always grateful to the republican President Edgar Lungu whom in 2016 contributed K250, 000 towards the construction of this church and will always support government activities in the district,” he said.

He said the cathedral was almost ready for commissioning but was only awaiting the installation of auditorium chairs and visual and audio implements which are all valued at K5 million.

He said the remaining parts were the reason why the church has held a fundraising service where it invited the PF secretary general and the local business community to help in raising funds to complete the works.

He said so far, the church has raised K733, 800 towards the K5 million needed to complete the project.

The service was also attended by Chifubu Member of Parliament Frank Ng’ambi, the PF provincial committee and party mayoral and MP candidates, Luanshya District Commissioner Patrick Maipambe, Luanshya mayor Nathan Chanda, who is also aspiring Roan constituency candidate, and his contender Joel Chibuye among other notable ruling party members and the Luanshya business community.

Politicians asked to denounce hate speech

The United Church of Zambia (UCZ) has called on political players to denounce politics of hate and violence ahead of the August 12, general elections.

UCZ Muchinga Presbytery Bishop Festus Chulu reminded political leaders that winning an election should not be a desperate task adding that leadership comes from God.

Bishop Chulu explained that people should not be using hate speech in their quest to get leadership positions.

He explained that leadership should be about selling practical ideas and programmes that can improve the lives and wellbeing of electorates.

The clergyman has further called on Christians to pray for both the church and political leaders.

He said both the clergy and politicians are all called to lead people despite using different platforms.

“Both the clergy and politicians are called to be leaders and servants of the people and we should always remember to pray for them,” he said.

Bishop Chulu said this at St. Paul’s congregation in Kasama during the induction service of Bishop Maybin Mulenga for his second term as Northern Presbytery Bishop.

Meanwhile, Kasama District Commissioner Kelly Kashiwa expressed happiness that the UCZ has continued to preach and promote peace and unity in the nation through its teachings.

Mr. Kashiwa said the church has a big responsibility to unite the people especially now that the country is going towards the polls.

“The church should be in the forefront and condemn all forms of political violence, hate speech and slander,” he said.

And Mr. Kashiwa explained that government is proud to work with the United Church in Zambia because of its positive contribution towards human development.

The District Commissioner noted that the church has played a critical role in the country’s political history adding that government cherishes this partnership.

Mr. Kashiwa used the opportunity to call on Zambians to promote love and unity at all times.
