UPND Government will not be vindictive-HH

United Party for National Development(UPND) President Hakainde Hichilema has assured Zambians that his government will not be vindictive, instead, but will take care of everyone.

Speaking after being declared the winner by the retaining officer, Judith Mulenga to offer his thanks to various stakeholders who took part in the assembly, Mr Hichilema said that his party will take care of everyone that are scared at what the party has achieved.

Mr Hichilema thanked the independent Commission for doing its best to ensure that the convention was a success herein Lusaka and those in provinces and also thanked his party for enduring the tough time to conduct the elective assembly. This shows that UPND is capable of doing complicated things.

The convention has further proved that UPND is not a regional party but a national one given the NMC representation.

Commenting on the remarks from the Chairperson, president Hakainde said the constitution for the UPND provides for the correction of the anomalies and inadequacies. He further promised to bring more women and youths in the NMC who will be on equal footing with the elected.

In a message directed at the winners, he urged them to show leadership by reaching out to those that did not make it and endeavor to unite in the party, because only when the UPND family is united, can they serve and unite Zambia. Everyone has a role to play in delivering a better Zambia for all.

President Hakainde further highlighted that no one, should go to bed on an empty stomach in a rich country like Zambia and that his government will prioritize translating wealth in the hands of a few into drugs in hospitals and service delivery to the people.

Yesterday, UPND has elected what it calls an all inclusive National Management Committee during the party’s just ended General Assembly.

Former National Chairperson Mutale Nalumango got 2051 making her the candidate with the highest number of votes with Patrick Mucheleka polling 2020 to get second position.

Contrary to assertions that UPND is a regional party, the outcome of the general assembly that saw Northwestern, Eastern, Muchinga, Northern and Luapula province having the largest representation in the NMC rendered this notion irrelevant.

Southern Province only has six members in the NMC along with Lusaka, Copperbelt and Western Provinces while Luapula, Muchinga, Eastern and Western are represented by 8 members.

Of the 70 NMC members that were elected, 50 are men while 20 are women.

UPND held a peaceful and democratic convention revealing the traits of good governance that the party has always preached about.

The general assembly was incident free and all elected members have been accepted by party members across the country.

The party leadership used the constitution to manage the whole process starting from the nomination of the candidates to the totalling and later announcement of the results.

The general assembly was held under the theme ” Reuniting and Rebuilding Zambia.”

THE election was conducted by an independent body comprising chairperson of the elections committee and returning officer Judith Mulenga with her Vice Chairpersons Pamela Chisanga and Macdonald Chipenzi respectively.

UPND now belongs to all Zambians and is now fully representative

For many years scornful people have been all out calling or labeling the UPND as a tribal entity. This was because the Party was led by a Tonga from inception.

I recall that years in history, Nalumino Mundia had formed a political party against the Kaunda led UNIP. That party, UP, was labeled tribal just because Mundia was Lozi. The ULP of Sakwiba Sikota was never considered tribal because it was an annex of the PF and was without teeth to bite.

There are several Bemba led parties in this country than any other ethnically led parties but these are never classified as tribal.

Agreed the UPND has had no General Elective Assembly since 2006 when HH was elected as its second President replacing the late Anderson Mazoka.

This prolonged delay in holding an Assembly was not healthy for the party in its administration and organization.

Many leaders in the National Management Committee were nominees or appointees of the President. These did not enjoy the support of the members of the Party and therefore not accountable to them.

This 2021 General Elective Assembly has remedied the yawning gaps in the establishment of the Party. The party now belongs to all Zambians across the country and therefore fully representative.

Left alone the four day assembly throughout the country was extremely peaceful and orderly. This shows the maturity and discipline of the party members and therefore need to be congratulated for this.

Seventy members have been elected and thirty more are to be nominated by the President to bring the total number to 100.

It’s hoped that the President will again keep his promise to balance the Management by filling in the obvious deficiencies, through more female representation, persons of mixed race, if any or the minorities or persons from special sectors ( like the physically challenged, defense and security, religious, trade unions, civil society organizations, just to mention a few).

This done, we wait to see where tribalism label will come from. We know that tribalism doesn’t mean more Tongas in the NMC but just because the man at the hem of the Party is Tonga.

Going round the breadth and width of Zambia you will find that there’s no tribalism because the various tribes coexist in their villages, compounds, towns and cities without any tribal conflict.

It’s the top management of one Party sowing seeds of discord through allegations of tribalism which doesn’t exist.
We hope that the new management team will start working right away. There is need however to look for those who might be compromised from the word go.

Lusaka decongestion project elates PS

Lusaka Province Permanent Secretary Elias Kamanga is impressed with the US$ 289 million road expansion works intended to decongest traffic in the capital city.

Mr. Kamanga said the over 120 kilometres road project will reduce traffic congestion in Lusaka city and boost economic development.

He said the decongestion project is expected to be completed in June 2021 adding that most of the works have been done already.

“The remaining works are the flyover bridge at Long acres and the other one between Cairo and Independence Avenue, ultimately we expect this project to be done by the end of June,” Mr. Kamanga explained.

He noted that the 120.7 kilometres capital project is aimed at addressing the challenges of congestion and enhancing the economic development of the province.

Mr. Kamanga said he was satisfied with the quality and progress of works which will also add beauty to the city while allowing the free flow of traffic.

Meanwhile, motorists in Lusaka have commended government for coming up with such projects which will reduce traffic jam in the city.

Kennedy Michelo, a motorist, said he is able to drive freely because there is not much congestion due to the current good state of the roads.

“We used to take longer hours on the road because of traffic and potholes but now we are driving freely, the roads are excellent,” he said.

Another road user, Aggrison Shikamuni, said he had a feel of the newly rehabilitated roads and expressed happiness with the development.

“I have driven through the Great East road and so far so good, everything is okay,” he noted.

The Lusaka decongestion project was started in 2018 and is due for completion this year.

The project is behind schedule due to the spread of coronavirus which was reported in the country early 2020.

National Pensioners Association Question Government on being Excluded from Pay Rise for Civil Servants

The Zambia National Pensioners Association (ZANAPA) is disappointed that its members were left out of the recent pay rise of eight percent awarded to civil servants.

ZANAPA Executive Secretary for Livingstone and Kazungula districts, Patrick Namakando wondered whether the omission was an oversight or due to a policy change by government.

Speaking in an interview with ZANIS in Livingstone, Mr. Namakando said previous salary increments awarded to civil servants under the Patriotic Front government usually included pensioners.

He said he was surprised that ZANAPA members were not included in the last pay rise.

He explained that the increment due to pensioners was facilitated by the Ministry of Finance.

“As pensioners, we would like to find out from the Ministry of Finance, why we have been left out, and when we will receive an increment in our monthly pay,” he said.

Mr. Namakando further said omitting pensioners in the latest pay rise made them feel unappreciated and neglected, despite them offering valuable services to the country in their prime.

He has since appealed to government to empower pensioners and retirees in the same manner other groups such as artists were being empowered to mitigate the impact of the Covid-19 pandemic.

“Other groups are being empowered while, we are left out and as a result, we have pensioners and retirees dying of depression. Government should also empower us since we are not spared from the effects of the pandemic,” Mr. Namakando said.

Mr. Namakando stressed that empowerment of retirees and pensioners was an investment for the country and as such, needed to be treated as a priority.

Ministry of Finance Spokesperson Chileshe Kandeta acknowledged receiving a press query over the pensioners’ complaints but did not respond by press time.

Local contractors urged to improve quality of work

Northern Province Minister Chungu Bwalya has implored local contractors in the province to exhibit quality workmanship if they are to remain relevant in the construction industry.

Mr Bwalya said the local contractors need to prove that they are capable of delivering quality works if they are to have an impact in the sector.

He added that this will also help them progress and become lead contractors.

The Provincial Minister said this during a meeting with contractors where he also introduced them to newly appointed Northern Province Permanent Secretary Royd Chakaba.

Mr Bwalya expressed confidence that local contractors have the ability to deliver according to expectation, saying, government is also happy with the performance of some local contractors.

”The people of Northern Province want quality works from you and the development can help bring liquidity and drive the economy,” he said.

Mr Bwalya indicated that some local contractors have gained confidence through demonstrations of quality works and timely delivery of projects.

“Government is confident that Zambians have the skills needed to respond to the country’s infrastructure projects. You need to convince the government that you have the muscle to deliver quality works and complete projects on time,” he added.

He observed that if local contractors continue to deliver quality works, more projects will be awarded to them.

Minister Raphael Nakacinda dissolves Western Water Board Company due to irregularities

Water Development, Sanitation and Environmental Protection Minister Raphael Nakacinda has dissolved the Western Water and Sanitation Company Board.

The dissolution of the Board is with immediate effect following a number of irregularities noted by the regulator National Water Supply and Sanitation Council (NWASCO).

Mr Nakacinda said inspections of Western Water and Sanitation Company have revealed a collapse in the governance systems and poor performance by management, resulting in deterioration in service delivery.

He explained that among the findings of the inspections were non-adherence to procurement and stores procedures, weak financial controls and compromised internal audit function among others.

“Among the findings of the inspections were non-adherence to procurement and stores procedures, weak financial controls and compromised Internal audit function among others, high Board expenses mainly attributed to travel, Board Interference in management operations and poor adherence to company systems and procedures,” he charged.

Mr Nakacinda has since directed the shareholders to hold an Annual General Meeting to nominate new members to sit on the Board.

And the Minister directed NWASCO to expedite their intervention in order to prevent any further deterioration in the performance of the utility.

Mr Nakacinda further pointed out that the stories circulating on social media implicating the Board Chairperson and his Vice of being corrupt are false and unsubstantiated according to the investigations.

Northwestern Province Minister happy with service delivery

Northwestern Province Minister Nathaniel Mubukwanu says there is a need to increase the capacity of civil servants to efficiently and effectively deliver services.

Mr. Mubukwanu says the civil service is the engine of any service delivery in the country hence the human resource functions delegated to the provincial committee have greatly helped to address the challenges such as staff confirmations and transfers.

“We are happy to say from the time the committee was formed, so far 215 cases of confirmations have been dealt with and this is a positive result for us as a province and we are proud of it,” he said.

Mr. Mubukwanu has since appealed to the Civil Service Commission to consider devolving additional functions saying the provincial committee is capable of handling any case as can be seen from the timely response in handling people’s concerns.

“I think the more responsibilities we are given, the more answerable we are going to be to the needs of the people we are mandated to save,” he said.

Mr. Mubukwanu said this in Solwezi today when Civil Service Commission vice chairperson, Hillary Chipango, who is leading a delegation of commissioners to monitor and evaluate progress on the delegated human resources management functions, called on him.

And Mr. Chipango said the delegation of functions resonates very well with public service values and principles that require the commission to provide prompt and efficient responses to people’s needs.

“In the last quarter of 2020, the commission was in Northwestern province to establish the human resources management committee and delegate some of the functions and promised that time and again we will be coming through to monitor how far they have gone with these functions,” he said.

He has commended the good works the team is doing in handling human resource cases since the committee was established.

He expressed hope that the delegation of these functions has led to timely decision making as well as promptly and effectively handle cases of confirmation and transfers.

“Currently we have a very positive feedback that quite a huge number of cases such as confirmations have been worked on in the province and this in itself comes from a long circle of processing these cases from districts, province and public service management division.

UPND Unveils the Newly Elected Management Committee with William Banda Raking Highly in the Party

The opposition United Party for National Development (UPND) has finally unveiled its newly elected National Management Committee (NMC) members.

According to the UPND media team, this follows a rigorous elections results verification process that saw 209 participants battle it out for the available 70 slots from the available 157, 924 votes.

The elections have seen 20 women and 50 men elected to the highest decision-making organ of the party.

The UPND becomes the first political party to successfully conduct intra-party elections as a requirement by Article 60 of the Republican Constitution that provides for all political parties in the country to hold regular internal elections.

Chairperson of the Electoral Commission, Judith Mulenga of CiSCA, one of the civil society organizations conducting elections on behalf of the party announced the results at the UPND secretariat in Lusaka this afternoon.

Zesco United Eye Number One On Wednesday

Zesco United eye the number one spot on the FAZ Super Division table this Wednesday when they host Power Dynamos in a rescheduled Week 14 fixture at Levy Mwanawasa Stadium in Ndola.

This match was rescheduled from Christmas to this week after Power had over five players away on Chipolopolo duty preparing for the 2021CHAN that ended in Cameroon on February 7 and where Zambia made a quarterfinal exit.

Zesco are currently third and a victory against Power will see them take a two-point lead at the summit of the log.

Zanaco lead the table on 29 points, two more than second placed Forest Rangers and Zesco while Lusaka Dynamos are fourth on 27 points.

“I think if we can beat Power Dynamos it will even motivate us to challenge for the title,” Zesco coach Mumamba Numba said.

“We expect a very tough game against Power but we just have to continue talking to our players so that as we play them, we account for ourselves well so that at the end of it all, we collect the 3 points that we need.”

Zesco head into the match following a convincing come-from-behind 3-1 home win over Buildcon in their Ndola derby on February 13.

That game came in the wake of a 1-0 away defeat at second from bottom Young Green Eagles.

Victory will also be an insurance for Zesco who will not be in action this Saturday because Week 18 guests Napsa Stars have a CAF Confederation Cup engagement this Sunday at home in Lusaka against Gor Mahia of Kenya.

Meanwhile, Power limp into their mid-week day on the back of a four-match winless run in which they had collected three draws.

Tenth placed Power on 21 points, trace their last league win to December 27 when they defeated Zanaco 2-1 in Kitwe.

Power know they must leave Ndola with nor less than a draw with a date against Zesco’s bogey team Young Green Eagles away in Kafue awaiting them this Saturday.
  

Man defiles girl, 6, infects her with STI

The Chipata Magistrate Court has heard how a 47-years-old man allegedly defiled a minor and infected her with syphilis.

And the accused, Auxensio Tembo, who is currently on police bond, pleaded not guilty to the charge of defilement.

Facts given by the victim’s mother residing in Referendum compound in Chipata, are that on January 23rd 2021, her daughter aged six years, left home at an unknown time to go and play at her grandmother’s place in the same compound but in Chisitu area.

She told Resident Magistrate Destiny Kalusopa that she became worried when she noticed that it was late and her daughter had not arrived home.

“I followed my daughter to her grandmother’s place when it was 19:00 hours because she had not yet arrived home. At her grandmother’s house, I was told that she had left at 17:00 hours and that they had escorted her up to the road side and helped her to cross the road,” she said.

The mother to the victim further told the court that she went back to her place and waited only to see her daughter arriving home after 21:00 hours.

“Your honour, when my daughter arrived home, she was complaining about a painful sore in the leg. I didn’t think it was very serious and told her that I will look at it the next day. The next day, she still complained and when I looked at her she was failing to walk properly,” she said.

She told the court that she informed her neighbour about the girl’s condition and after inspecting the young girl, she said the girl had been sexually abused.

“My neighbour immediately advised me to take her to the hospital and at Chipata Central Hospital I was advised to first get a police report. When I got the police report a medical examination was conducted on her and it was discovered that she had been defiled and infected with a sexually transmitted infection (STI),” she said.

The state in this case is being represented by Public Prosecutor (PP) Ireen Mayenda while the accused is being represented by John Phiri of JMP and Associates.

And during cross examination conducted by Mr. Phiri, the victim’s mother informed the court that she asked her daughter who had done that to her and she said Tembo had defiled her.

“My daughter said Tembo had abducted her when she was going home and had carnal knowledge of her in an unfinished shop not far from their house,” she said.

The case has been adjourned to February 18, 2021 and February 25, 2021 for continued trial.

Nakonde in for bumper harvest

Nakonde District in Muchinga Province is expected to have a bumper harvest this year following a good rainfall pattern and reduction in cases of army worms.

District Agriculture Coordinator (DACO) Mathews Mulengo said the district has been receiving adequate rainfall and has also recorded a reduction in cases of army worms, compared to last year.

Mr.Mulengo added that the district has also received chemicals to combat any spread of army worms adding that farmers should report any cases of army worms to his office or rush to the nearest Agriculture camp office to collect the chemical used to combat the worm.

“My office has received about 130 litres of the chemical used to get rid of armyworms and farmers can access it through any agriculture camp office near them,” he said.

Mr.Mulengo also said his office acted promptly to help farmers who had earlier reported attacks on their fields and that so far his office has not received any reports from the farmers.

He added that the district is expected to harvest over 45,000 metric tonnes of maize, as well as a good harvest from the rice farmers.

Mob attacks, kills 82 year old lady on suspicion of being a witch

An 82-year-old woman of Mupitashi area in Chingola, has been murdered on suspicion of being a witch. Copperbelt Province Police Commissioner Elias Chushi confirmed the incident, which occurred around 02:00hours yesterday.

Mr Chushi explained that the police department received a report from Simon Musonda 66, of house number 34 Ngebe road Soweto compound in Chingola, who reported the death of his mother Salome Bwalya.

It is reported that the deceased was allegedly beaten to death by Mary Mwali 52, on suspicion that she was a witch.

The Copperbelt Province Police Commissioner revealed that the son to the deceased woman further explained that on the material date around 02:00 hours, the old lady’s house was invaded by red ants.

“She woke up and in a panic-stricken situation, she rushed outside and whilst stark naked, she went to her neighbour, Mary Mwali, to seek refuge before she was attacked on suspicion of practicing witchcraft.

“Eventually, her neighbour who allegedly was joined by others, attacked the old lady, on suspicion that she was a witch,” he said.

He added that after police received the report, they rushed to the same area and found Ms Bwalya laying in a pool of blood and gasping for breath.

He added that Bwalya sustained a deep cut on the left side of the head.

She was later rushed to Nchanga North General Hospital where she was pronounced dead.

Mr Chushi said Ms Mwali has been apprehended and detained to assist police with investigations.

Minister hopeful battle against Covid-19 will be won

The Ministry of Health has reiterated that health teams at different points of entry have put in place measures that will help avoid the importation of different strains of the coronavirus (Covid-19) and other infectious disease.

Minister of Health Jonas Chanda has also explained that surveillance and case management teams have remained committed to halting the community transmission of the coronavirus, adding that all cases receive the appropriate care and management.

Dr. Chanda expressed hope that the fight against Covid-19 will be won.

He noted that reduced numbers of Covid-19 cases being recorded in admission centres countrywide was an indication that the country will overcome the pandemic.

He has since stressed the need for people not to relent but continue adhering to the public health guidelines.

“We continue to conduct onsite mentorship and trainings for our frontline staff in order to strengthen case management and ensure standardized quality of care countrywide,” he noted.

Dr. Chanda has meanwhile commended religious leaders for the continued role they are playing in encouraging behavioural change among congregants attending church services.

He has further praised the tradition leaders in their chiefdoms for the support in ensuring that there is adherence to public guidance.

Meanwhile, in the last 24 hours, the country has recorded 811 new cases of Covid-19 across bringing the cumulative number of confirmed cases to 70,248.

Dr. Chanda explained that the 811 cases are out of the 4,581 tests conducted, representing an 18 percent positivity.

During the same period, the country recorded eight new deaths from two provinces.

Lusaka province recorded five deaths while Copperbelt had three, bringing the cumulative number of Covid-19 related deaths to 959 and classified as 501 Covid-19 deaths and 458 Covid-19 associated deaths.

He said 392 patients were discharged after recovering from both home management and Covid-19 isolation facilities bringing the total number of recoveries to 63,262 with 6,027 active cases.

Dr. Chanda explained that of the active cases, 318 are admitted to Covid-19 isolation facilities with 221 on oxygen therapy and 29 in a critical condition while 5,709 cases are under community management.

UPND Convention results expected to be announced today after delays caused by verification process

The opposition United Party for National Development (UPND) is today expected to announce the final results for its extraordinary general conference.

According to the UPND media team, So far, results from 7 provinces which include Muchinga, Northern, Western, North-western, Southern, Eastern and Luapula have had the election results verified.

“The results for the remaining provinces: Lusaka, Central, and Copperbelt are still being verified and tallied so as to ensure credibility and fairness,” says Commissioner MacDonald Chipenzi of Gears.

The election, which was held on 14th February, will see 70 successful candidates ushered to the vacant National Management Committee (NMC) of the UPND, the party’s highest decision-making organ of the party.

A total of 204, 050 votes were cast by the 2, 915 delegates across the country’s ten provinces.

Voters included 7 constituencies, 10 districts, and 34 provincial committee members from the 10 provinces of Zambia.

The voting pattern has been structured this so as to ensure entrenched democracy and regional and tribal balancing, according to the party’s former Elections Committee Chairperson, Garry Nkombo.

The historic election also sees UPND become the first political party to successfully conduct intraparty elections as required by Article 60 of the Zambian Constitution as well as Article 51 and 60 of the party’s Constitution.

Prior to the commencement of the vote, proposed Amendments were made to the old Constitution by the outgoing NMC members, who were dissolved per the requirement of the UPND supreme law.

Ndola Mayor Amon Chisenge has warned that people who illegally patch potholes on roads and are in the habit of collecting money from motorists will be arrested.

Mr. Chisenga told ZANIS that, “the practice which started on township roads in Northrise has now spread to other townships like Mushili and on the high ways”.

He said the main motive of these people patching roads is to collect money from motorists not to repair the roads.

He said the same people did not even have the technical knowledge noting that the patching of roads require skilled labour after engineers have assessed the damage and determined the materials that can be used.

Mr. Chisenga added that people that offer themselves to do such works are actually damaging the roads more because they are incompetent to carry out such jobs.

He has further said collecting money from motorists after illegally patching roads is stealing from people.

“I am going to send out council police to arrest anyone one found involved in this trend because they are just stealing from the people,” he said.

He added that motorists should also play a part by not giving out money to such people in order to help stop the practice from growing.
