Magistrate sets March 3 as judgment day for case involving UPND MP Romeo Kangombe

Chinsali Senior Resident Magistrate Julius Malata has set March 3, 2021 as judgment day for a case in which United Party for National Development (UPND ) Sesheke Member of Parliament (MP) Romeo Kang’ombe is charged with four counts of abduction and assault of two police officers contrary to the laws of Zambia.

It is alleged that the accused person whilst acting with others unknown in Lavushimanda district of Muchinga province did abduct and assault two police officers who were assigned to facilitate the smooth passage of the United Party for National Development President

Hakainde Hichilema and his entourage.

Mr Kang’ombe in the first charge faces two counts of abducting Sergeant Innocent Mwale and Constable Chinyama Chipango of Mununga police post on October 14, 2020 contrary to section 256 of the penal code Cap 87 of the laws of Zambia.

The lawmaker is in the second charge faced with two counts of assault of the two police officers contrary to section 250(b) of the penal code.

Magistrate Malata set the judgment day today scheduled for March 3, 2021 following the close of the case after Mr. Kangombe gave a sworn statement in his defense in which he called no witness.

Mr. Kangombe is on a K200, thousand bail in his own recognizance with two sureties who are residents of Chinsali district in the like sum.

Mr Kang’ombe is being represented by two lawyers Mulambo Haimbe and Kamuwanga Phiri of Malambo and Company of Lusaka.

Men’s network urges males to get circumcised

The Zambia National Men’s Network (ZNMN) for Gender Based Violence has called on the menfolk in the country to go for circumcision in order to prevent new infections of HIV/AIDS.

ZNMN National Coordinator Nelson Banda said the number of new HIV infections recorded in the last 13 years could have been lower if most men were circumcised.

Mr. Banda said three million men, who were circumcised in the last 13 years, is negligible hence called on the men to voluntarily go for circumcision between now and 2025.

“We would like to encourage the government through the Ministry of Health to cooperate with the Zambia National Men’s Network so that we can sensitise more men on the benefits of circumcision vis-a-vie HIV infections,” he said.

He noted that the low turnout of men who went for circumcision during the last exercise could have been as a result of lack of enough centres where the service is offered especially in rural areas.

“Male circumcision is voluntary and there are few men who would walk long distances just to go for circumcision,” he said.

Mr. Banda has since appealed to cooperating partners such as the church to ensure men are sensitised on circumcision as one way of reducing the rate of new HIV infections.

Meanwhile, Young Women Christian Association (YWCA) Copperbelt Region Coordinator Sharon Chisenga said there is need to circulate information on preventive measures of new HIV infections.

Ms. Chisenga said the three million men that were captured in the last circumcision exercise was fair adding that the most effective way of preventing the spread of HIV is to observe moral uprightness and sticking to one sexual partner.

According to information emanating from the last circumcision exercise, about 26,000 new HIV infections were prevented through the Voluntary Medical Male Circumcision (VMMC) which started in 2007.

A Bar that has been turned into school in Mufulira’s Kankoyo township needs partitioning

A community school in Kankoyo township in Mufulira has appealed to well-wishers to help its 300 children learning from a former tavern by partitioning the building into classrooms.

Nsunikoni community school Director, Paul Chipunka said the school, which runs from grade one to five in Chibusa ward, requires an improved learning environment.

Mr. Chipunka explained that some parents have opted to take their children to the community school hence the need to improve the building.

He said the building, which was used as a bar, was given to him by the Mufulira council and he turned it into a community school.

He said the current state of the building is not conducive for learners.

Mr. Chipunka stated that the school was previously housed at Chibusa building in Kankoyo township but was forced to move because the area was in the midst of bars, which affected learners.

“That is when I started sourcing for a place where I could relocate the learners and that is how I found the Mwayi Mwena bar abandoned,” he said.

He stated that once partitioned, the learning environment for the 300 pupils will be improved.

“I appeal to well-wishers to help the school improve the learning environment. Council has given land where to build the school but we do not have the money,” Mr. Chipunka lamented.

Ministry of Health didn’t misappropriate K6.39 Billion Covid-19 funds-Chanda

Minister of Health Jonas Chanda has dispelled allegations that his ministry misappropriated over K6.3 billion Covid-19 funds which was pledged by cooperating partners.

Dr. Chanda said it was not correct to allege that the Ministry of Health misappropriated the funds which both multilateral and bilateral cooperating partners pledged for support to complement government’s response efforts in fighting the Covid-19 pandemic.

He was responding to a question raised by Kalabo central Member of Parliament, Chinga Miyutu who wanted to know whether the alleged misappropriation of over K6.3 billion Covid-19 funds will not impede the fight against the pandemic.

Dr. Chanda said in response to the fight against the Covid-19 pandemic, government engaged a number of cooperating partners who pledged support but not in form of direct financial backing.

The money which cooperating partners had pledged to provide was to be utilized by respective implementing units and was earmarked to be channeled through institutions such as the World Health Organization (WHO), United Nations International Children’s Emergency Fund (UNICEF) and Non- governmental organizations (NGOs).

He explained that the cooperating partners did not envisage to disburse the said support through the Ministry of Health but to undertake consultations with government on materials that were required to be purchased and supplied to government.

“The cooperating partners indicated that their support was not going to be provided as direct finances to government but as in-kind in form of support materials. For instance, the Federal Republic of Germany pledged to disburse its support through WHO and UNICEF,” he clarified.

Dr. Chanda explained that through these agencies, Germany purchased and supplied personal protective equipment (PPEs), testing kits, water chemical materials and other forms of supplies that are being used in the fight against the pandemic.

He told the parliament today that the interim report on the audits of the Auditor General on the utilization of Covid-19 resources was before the committee and the established parliamentary practice and procedure.

He pointed out that the details of the observations and recommendations of the committee will be known after the report has been tabled and adopted by the house.

The Minister of Health added that the Auditor General has been requested by the Public Accounts Committee (PAC) to also undertake a forensic audit on the utilization of the Covid-19 funds.

“I want to assure this house and through this house to inform the nation that President Edgar Lungu has demanded for total transparency and accountability in this forensic audit and the report will be availed and tabled in parliament and to the public,” he said.

He added that, “on the material dates of the report of 31 July, 2020, the stated amounts remained as pledges as no amounts or finances or materials have been disbursed to government by any of the cooperating partners”.

He further informed the house that as of 30th December 2020, out of the nearly K6.4 billion which was pledged, cooperating partners had informed the Ministry of Finance that K1.9 billion worth of materials had been disbursed.

Dr. Chanda stated that the disbursed materials were in form of machinery, equipment, water treatment chemicals and other forms of materials that are being disbursed mainly through UNICEF, WHO and NGOs.

Zambia in 58m Euro EU support towards the fight against the Covid-19 pandemic

The European Union (EU) has mobilized 58 million Euros additional support to Zambia towards the fight against the Covid-19 pandemic.

In 2020, the EU had secured 2.7 million Euros, for the procurement of essential medicines and lifesaving commodities towards the fight against Covid-19.

This came to light when Minister of Health, Jonas Chanda, held a virtual meeting with European Union Charge’d Affairs, Bruno Hausens, who was representing the EU Ambassador to Zambia, Jacek Jankowski.

Dr. Chanda received the financial support and thanked the European Union for the continued support in several areas especially in the health sector.

He has since assured the citizens that the financial support given to Zambia by the EU will be used transparently in order for it to benefit the majority Zambians.

And speaking earlier, European Union Charge’d Affairs, Bruno Hausens said the EU has extended its support to ensure that Zambia remains sustainable in the midst of the pandemic which has destabilized the global socio – economic status.

Mr. Hausens said the EU stands ready to support the Zambian government and has since assured Zambia that his organization will remain a constant and reliable partner during the Covid-19 period.

Meanwhile, 4 churches closed for non-adherence to COVID-19 rules

Kapiri Mposhi, February 17, 2021, ZANIS —Kapiri Mposhi Town Council has revoked gathering permits for four churches for abrogating COVID-19 health guidelines.

And Kapiri Mposhi has recorded 447 cumulative positive Coronavirus cases with nine deaths since the outbreak of the viral disease.

The churches had their permits revoked for failure by congregants to wear face masks, absence of hand washing facilities at church premises and lack of physical distancing among congregants.

During an Ad-hoc Epidemic Preparedness Committee meeting, Council Health Inspector, Rabby Mwansa said the four churches were among 31 inspected for observance of COVID-19 health measures recently.

Mr Mwansa disclosed that 21 out of 31 churches inspected were also cautioned for partially observing health measures.

He said the affected churches would only be allowed to congregate after meeting the prescribed health measures to prevent the spread of Coronavirus.

“To increase and strengthen compliance to COVID-19 preventive measures the council has heightened inspection of public places such as churches, markets, shops and schools and we will close any public place found not adhering to health measures,” Mr Mwansa said.

And Kapiri Mposhi District has recorded 447 cumulative positive Coronavirus virus cases and nine COVID-19 related deaths since the outbreak of the viral disease.

Acting District Health Director, Katherine Kalumba said the district had setup an isolation center at Kapiri Urban Clinic which currently had one COVID-19 patient.

Dr Kalumba said 30 health staff have been trained in COVID-19 surveillance and case management in the district.

“Since the outbreak we have collected a cumulative total of 5,655 samples out of which a total of 447 have come out positive with nine deaths so far,” Dr. Kalumba said.

She assured that there was adequate manpower and oxygen equipment at the isolation center to respond to the current statistics of COVID-19 being recorded in the district.

Meanwhile, Kapiri Mposhi District Commissioner, Smart Mwila has bemoaned the low compliance levels to COVID-19 health measures in the district.

Mr Mwila has since ordered the Council and line ministries to intensify enforcement of measures and sensitization on Coronavirus.

Mr Mwila said authorities should move in to enforce COVID-19 regulations at super spreader events such as funeral and church gatherings.

“We seem to have relaxed enforcement of measures and people are now not adhering to health measures … there are no washing facilities at shops anymore,” Mr Mwila said.

Zesco United Goalkeeper Jacob Banda Bows Out

Goalkeeper icon Jacob Banda has confirmed he is retiring from active football following the non renewal of his contract by Zesco United.

Zesco on Monday announced that Banda will leave the club when his contract expires on February 28.

Banda has been at Zesco for 15 years – winning eight Super Division titles and six Barclays Cup (now ABSA Cup) medals.

“I am not renewing my contract at Zesco. My journey at Zesco United has been fruitful. I have enjoyed staying at Zesco United,” Banda said.

“I am not regretting retiring now, I think it is the will of God and hopefully the direction God has given me is the right direction.”

Banda joined Zesco from Indeni in 2005.

“As I shift my work from football to do something else I am also happy. God knows that things are good where I am going. That is why he has given me this opportunity away from football to do other things,” he said.

Banda said he is yet to know the specific field in which Zesco Limited will redeploy him.

Bank of Zambia increases Monetary policy rate to curb run away inflation

The Bank of Zambia (BOZ) has increased the monetary policy rate from 8 percent to 8.5 percent in order to strike a balance between economic growth and rising inflation.

BOZ Governor Christopher Mvunga said the rise in the policy rate by 50 basis points has been necessitated by the rising inflationary pressures.

Mr Mvunga explained that the rise in the monetary policy rate from 8 percent to 8.5 percent means that the cost of borrowing from lending institutions will gradually go up.

He made the remarks today during the monetary policy committee announcement and press briefing, held at the BOZ Headquarters in Lusaka.

“The Monetary Policy Committee took into account rising Inflationary pressures, with inflation projected to deviate further away from the target over the next eight quarters. This decision was taken while being mindful of the weak economic environment and fragilities in the financial sector,” he stressed.

The Bank of Zambia Governor was however, quick to say that the Central Bank has taken numerous steps to restore the macro-economic stability in the country.

He cited the maintaining of the policy rate at 8 percent last November, despite the imbalances in the economy as one of the approaches carried out.

Mr Mvunga underscored that the rising policy rate will not have any impact on already existing loans.

Meanwhile, the BOZ Governor pointed out that K4.1 billion has been disbursed to successful applicants from the K10 billion Stimulus package eye marked which was made available for disbursement to would be beneficiaries.

The main aim of the K10 billion stimulus package facility is to strengthen and enhance financial sector resilience, particularly in the wake of the outbreak of COVID-19 and its potentially devastating impact on the domestic economy

President Lungu to pledges pay for Chama Musonda’s cancer treatment

President Lungu was deeply moved by pictures on social media of a brave Kabwe-based young lady, Ms Chama Musonda, who is currently putting up a courageous fight against lung cancer with grit, grace and hope.

A social media post highlighting Ms Chama Musonda’s plight recently circulated on social media. Chama was in her last year in school when she got sick. She is currently in Kabwe Hospice Hospital. She needs K60, 000 for her medication but had only managed to raise K1005.

An appeal was made to well wishers to help in raising money to cover the cost of the medication.

In a facebook post, President Lungu said this was not a fight that we should leave Ms Musonda to fight by herself. He said in the spirit of who we are as a people of faith, and guided by ethos of Ubuntu, he was pledging that he would meet all the medical requirements to cater for Ms Chama Musonda’s treatment – as we all pray for God’s healing mercies.

President Lungu called on Zambians to join him and his family in saying a prayer for Ms Chama Musonda and others in similar situations.He thanked everyone who shared Ms Chama’s story for using Social media to highlight a noble cause.

Kashala Takes Aim At Kamanga’s Conspirators

FAZ General Secretary Adrian Kashala has alleged that a clique of people has ganged up to discredit the Andrew Kamanga led executive committee.

Kashala said a group of FAZ critics think it’s their preserve to run football affairs in Zambia.

“There is too much hatred all we know is that a section of people do not want to see others manage football. It is like some individuals want to think the Football House belongs to them. This is not a family entity or family tree. FAZ is an institution that can be managed by anyone from any part of Zambia,” Kashala has told Radio Icengelo Sports,” Kashala said.

He added: “We can’t be having a pocket of few individuals destabilizing the management of football all because they have vested interest. Kamanga sits at Football House because he was voted into office. We are here today as leaders and tomorrow we will not be here and others will can and sit in.”

Meanwhile, Kashala said FAZ won’t be forced to publish the letter from FIFA that has guided that the stalled elections resume.

The aggrieved part in the FAZ electoral system has challenged Football House to publish the letter from FIFA.

“We receive several letters from FIFA on a daily basis and we do not circulate such communications to the World. There is nothing we can hide, all letters from FIFA are addressed to the General Secretary and I need to protect my office. I can’t get any letter and share it to the world,” Kashala said.

The FAZ electoral process was suspended on March 12, 2020 following a court action by banned member Damiano Mutale.

Rhino sculpture at Longacres razed to pave way for road construction

Contractors working on the Longacres Fly Over Bridge have brought down a Rhino sculpture which was one of the most significant contemporary environmental art pieces Lusaka had.

Alexis Phiri of Kachere Arts Studio, the artist behind the Rhino sculpture said he is hurt and disappointed.

Now Mr Phiri has revealed that he is to go into a hunger strike starting on Thursday until the Rhino issue is resolved.

He is also appealing to Lusaka Mayor Miles Sampa for intervention and ensuring that the Rhino is restored to its original form and if need be, relocated to another site for it to continue sending its message.

He said the Rhino sends a message on the need to protect, preserve and appreciate the environment by not polluting it with plastic which is not biodegradable and also reminds the public of the need to protect wildlife.

Mr Phiri said the Rhino was adding beauty to the City of Lusaka.

And another artiste Boyd Chibale who visited the site where the Rhino was based said destroying the sculpture in that manner is the worst kind of irresponsibility, lack of respect for the arts, lack of appreciation of the symbolism in information dissemination.

Mr Chibale said the development also shows a lack appreciation of the need to protect and preserve wildlife and ultimately and show about regard and respect to those who appreciate art of this nature.

“Mr Miles Sampa should intervene. The Ministry of Tourism and Arts should come in so should The Ministry of Local Government and Housing, ZEMA, National Arts Council, artists and all citizens that appreciate nature and arts.”

MMD to have Convention on 20th March

The Opposition Movement for Multi-party Democracy (MMD) will have it’s long awaited Convention on the 20th of March 2021.

MMD National Secretary Hon. Elizabeth Chitika said that the Party will have it’s Convention on the 20th of March, 2020.

“Following the National Executive Committee (NEC) meeting held on the 12th of February and in pursuant of Article 57 (1) (a) of the MMD Constitution, I would like to inform the Nation that the MMD will hold it’s Convention on the 20th of March, 2021. As the Mother of Democracy, We have always held regular Conventions as it is enshrined in our party Constipation and is in line with Article 60 of the National Constitution that mandates Political Parties to have regular conventions”, Hon. Chitika said.

Hon. Chitika than said that the MMD Convention is based on Democracy unlike in other parties.

“This Convention will be the 7th and it will be the Mother of all Conventions in Zambia. In this Convention like always in the MMD is founded on true democracy and candidates will vary for actual positions and not vary to belong to the NEC like some named parties”, Hon. Chitika said.

Hon. Chitika than said that all the 68 National Executive Committee positions including that of the President will be up for grabs.

She than invited MMD members to submit the nominations.

“Lastly but not the least, I would like to call upon all MMD paid up members who are in good standing with the party to submit their nominations. The application fee for the President is K5,000, whilst for the two Vice Presidents is K2,500 and NEC members is K1,000. The nomination period will be from the 1st of March and will close at 17 hours on the 10th day of March”, Hon. Chitika said.

The MMD had some leadership wrangles in 2016 when a group of some members held an illegal Convention and created a faction leadership. This faction came to an end when the Courts ruled that they were illegal as that Convention was deemed null and void.

All eyes will be on the Mother of Democracy in Zambia to see if they will have a successful Convention.

CTPD saddened with rise in inflation

The Center for Trade Policy and Development (CTPD) has noted with concern the sustained rise in inflation rate over the recent past.

The Inflation rose from 12.5 percent in January 2020 to 21.5 percent in January this year, implying that the cost of presentative consumption bundle has almost doubled in just one year.

CTPD Researcher for Public Finance Wakumelo Mataa recalled in a statement released to ZANIS in Lusaka today that during its last sitting in November 2020, the Bank of Zambia Monetary Policy Committee (MPC) projected inflation to average at 16.7 percent in the fourth quarter of 2020.

“However, this is less than the actual inflation outcome for the fourth quarter which averaged 18.1 percent, partly reflecting the accommodative policy stance taken by the committee in the previous quarter on one hand, and the weakening of the Kwacha on the other,” he said.

Mr. Mataa noted that while growth concerns have outweighed inflation worries in recent MPC meetings, the current deliberations should be informed by the heightening effect of the continued rise in inflation on the cost of living and doing business in the economy.

“We remain cognizant of the more relaxed stance taken by the MPC over the recent past, as the policy rate was lowered by 350 basis points in 2020, with a view to stir economic activity and support businesses as they were recovering from the down side effects of the lockdown,” he said.

He observed that although the incidence rate of Covid-19 has spiked in the second wave, there has been a radical shift in the response strategy as businesses have found innovative ways of sustaining their operations amidst the pandemic as opposed to closing down.

Mr. Mataa noted that this, coupled with recent International Monetary Fund (IMF) global growth prospects for 2021, has potential to underpin the improvement in domestic economic activity, thereby allowing BoZ some space to focus more on price stability in the medium term.

Minister of Agriculture Hon. MICHAEL KATAMBO says government remains committed to regular dialogue with all agricultural stakeholders to ensure the growth of the agricultural industry.

Hon. Katambo says the Ministry of Agriculture will endeavour to ensure that all decisions affecting the agricultural industry are made in full consultation with stakeholders in order to reach consensus in a bid to grow the sector.

Speaking in Lusaka during Virtual Consultative Meeting with the Zambia National Farmers Union (ZNFU), Hon. Katambo said President EDGAR LUNGU has offered unwavering support to agriculture and expects a positive transformation of the sector.

He says the President further expects that the Ministry of Agriculture and stakeholders such as ZNFU implement practical measures that will bring positive change in the lives of small, medium and large-scale farmers in the country.

Hon. Katambo says the government’s strategic focus in 2021 is to implement policy and legislative measures targeted at stimulating the growth of various commodity industries.

Hon. Katambo has further encouraged the Farmers’ Union to continue informing the government on issues affecting the agricultural industry.

And ZNFU President Jervis Zimba says the union is optimistic that the country will have a good harvest this year following the crop that has generally performed well.

Mr Zimba says it is encouraging that most farmers across the country have also done very well in crop diversification.

He has applauded the government for taking deliberate steps to have regular dialogue meetings with stakeholders in finding the best way forward to grow the sector.
