Government Secures K500 Million Civil Servants Debt swap

Government has secured 500 Million Kwacha to help clear outstanding debts for civil servants through swapping of what government owes workers such as leave benefits and settling allowances among others, Public Service Management Division,(PSMD) Permanent Secretary, Boniface Chimbwali has announced.

And Mr Chimbwali says a lot of considerations were put in place during the negotiations between the government and public service unions to reaching to the eight percent salary increment across the board.

Mr Chimbwali was speaking yesterday, when he addressed civil servants for Lukulu and Mitete districts in western province at Lukulu council chambers on matters to do with PSMD activities.

Mr Chimbwali said economic changes, COVID-19 effects among others were put into considerations and has since called on officers to embrace the increment.

“In fact it will be paramount that civil servants undergo financial literacy skills in future to avoid officers having lot of debts which cannot to be met on their payslips,” he stated.

At the same meeting, Teaching Services Commission Chairperson, Stanley Muhango directed that all those who have been on acting positions in the teaching service for more than six months be confirmed immediately.

The duo are in western province to monitor the ongoing staff head count exercise as well as meet civil servants in central work places and get their challenges as well as successes.

Does socialism encourage laziness?

Hello Comrade, when you have a chance, kindly reflect on the common assumption that socialism encourages laziness.

Great thanks Comrade and here is my brief reflection on the assumption:

The laziness trope is often used as a way to kind of discredit socialism overall. However, there’s some truth to this. In the experience in the Soviet Union and Cuba and Eastern Europe, there was a point in the development of socialism where workers were less motivated than certainly everyone that imagined what socialism would be thought would happen.

Now, before getting into that, let’s look at, first of all, the increase in productivity and the growth of the economy, industrialisation in the Soviet Union during the 1920s on was astounding. The fact that this semi-feudal country industrialised so quickly that it actually could fend off this highly developed industrial power of Nazi Germany, and eventually win that war, the extent to how hard people worked and how much they sacrificed to be into that position, you can’t call that laziness. Let’s not forget the Soviet Union got to space before the United States. In a very short amount of time after World War II, the Soviet Union built a nuclear weapon to counteract the nuclear threat of the United States, and the extent to which it was an offensive threat to the United States and that the Soviet Union was in a defensive position.

When people have a guaranteed job and you can never get fired, when people have a guaranteed standard of living, they have healthcare, they have schooling, there’s no fear of poverty, which is more or less what there was in the Soviet Union, people get lazy. And if there’s no competition, like if everyone gets paid the same no matter how hard you work, then why work hard?

The Soviet Union was incredibly innovative. Some of the most amazing inventions came out of the Soviet Union, including, if you go back to the beginning, the Soviet Union gives birth to modern filmmaking and so on, and all kinds of developments in the sciences.
So if you look at the stages of the Soviet Union, for a long time, it was very productive, as you see, what I said about taking on Germany and getting to space and so on. And then also, in certain sectors of the economy, it remained very productive, especially the sciences. The Soviet Union was able to compete with the United States in the development of technology.

But on this one specific thing – and it’s a complicated subject, we can’t get into it all now – but there was something that developed in the Soviet Union, and it happened in Cuba, and to some extent in Eastern Europe. When you got to the level of the factory floor and much of the working class, kind of everyone got paid the same. And it kind of didn’t matter if you worked hard or didn’t work hard, and there was a lot of resentment. Workers that did work hard, were motivated, were definitely pissed that this person over there was having a cigarette half the day and nothing happens. And then it was difficult to fire somebody and even discipline them, because ideologically, this was supposed to be a worker’s state and all the rest. And one of the reasons that is because the bureaucrats, especially, to maintain their own positions of power, didn’t want to piss off sections of the working class. And a lot of them believed in this theory too, that you pay everyone the same because that’s the socialist ideal. Except it’s not.

There’s absolutely no reason under socialism why everyone should get paid the same. And in fact, they didn’t. In the Soviet Union, the artists got paid more, filmmakers got paid more, the party leaderships got paid more. It’s not like everyone got paid the same, it was mostly in the working class you didn’t have hardly any variance. But there’s no reason why that needs to be.

If we go back to what Karl Marx said, socialism is not the same – and there’s so much misconception of what communism is because of the Cold War and all the rest. But if you take what Marx and Engels thought communism was, communism is when the state withers away and isn’t there anymore because there’s no classes anymore, because the whole point of the state is to be coercive.

And if you don’t have distinctions in classes, you don’t need cops, you don’t need armies. So communism is this ideal kind of utopia. Who knows if human society ever gets there, but that’s the theory. It got all demonized because they called the Soviet Union communism because the Soviet Union sometimes called themselves that, but it wasn’t.
So under communism, the tagline is, “From each according to their ability, to each according to their need.” Because this ideal state, where there’s no classes, everyone is highly motivated, but not everyone is equal in ability. Some people run fast, some people run slow, some people are smarter, some people can do this and that. So everyone gives what they have to give, but everyone gets what they need. That’s this utopian state of communism, and that was the ideal. But socialism, the slogan was, the tagline from Marx was,

“From each according to their ability, to each according to their work.” You don’t work, you don’t get. So that was not what was followed. This idea of having the same wage did demotivate people.

In Cuba people became so educated, they didn’t want to do agricultural work. They didn’t want to go work in the fields because people were learning sciences and medicine. And in those areas, Cuba excelled. They have a pharmaceutical industry in Cuba that competes at a world level. Though when it came to when you have such an educated population, a lot of people didn’t want to do that kind of work.

But it also was the same thing, with everyone kind of getting paid the same, and they were resentful about that. People said, ‘Well, why should I work hard when they don’t?’ But there’s no reason for that. This isn’t something inherent in socialism. You can have competition between workers, you can pay people more for more productivity. This is not a state where you get what you need, it’s an economy where you get how you work.

Moreover, even capitalist countries somehow faced some similar challenges when it came to social security. There are some people who were satisfied just sitting at home drinking, producing children and collecting social security for each child and didn’t want to work. It seems, regardless of the social and economic system, this is the side effect of providing social security beyond a certain optimal level.

Socialism is not promoting laziness, it does not say that you can live off other people’s work while sitting at home collecting welfare. You will not get paid if you do not work. People will say that socialism is just giving someone money that they didn’t earn. This is wrong, you still have to work.
So it’s a complicated, long story. Well, comrades, for now we’re going to have to leave it here.

Zambia Direct Democracy Movement to Work with UPND to support HH for 2021 Elections

Zambia Direct Democracy Movement (ZDDM) has pledged to support and work with the United Party for National Development (UPND) ahead of the 2021 general elections in order to reclaim Zambia’s lost identity.

And United Party for National Development (UPND) National Trustee, William Banda has welcomed the decision by ZDDM, saying Mr. Kakumbo was an experienced veteran and freedom fighter who understands Zambia’s economic, political, social and cultural problems well.

“I know Mr Kafumbo. He is a freedom fight who can’t be bought. He understands what is happening in this country right now. He wants to see something being done. He wants to see something improving physically and not just mere pronouncements and enticement,” said Banda.

And making the announcement in Lusaka yesterday morning, ZDDM vice president, Charles Kafumbo stated that the only way to take Zambia out of her current economic squabbles was to work with a credible team led by President Hichilema as the country heads towards the 2021 elections.

“Zambians need healing; need hope and need comfort and rediscovery. As we move towards 2021, we need to rediscover ourselves. The continued political violence, economic meltdown and other vices has given Zambians hopelessness. We need to work for ourselves. We need to control our resources. We have gold in my village in Mwinilunga, but look how we are plundering it. We need to take charge of the affairs of our country,” he said.

Mr Kafumbo also visited senior citizen and renowned political activist, Dante Saunders.

Nurse who refused to attend to a Woman in Labour just outside the Clinic Fired

The government has dismissed with immediate effect from the civil service a nurse at Kawaya health post in Lukulu district, the Western province for gross negligence.

Public Service Management Division (PSMD) Permanent Secretary, Boniface Chimbwali, has confirmed the development to Zambia News and Information Services (ZANIS).

Mr Chimbwali explained that Chiimalizeni Tembo, a registered nurse at the center, refused to go and attend to a pregnant woman who ended up delivering by the roadside while the clinic was a few metres away.

“The incident occurred last night when I was on my way to Lukulu district with my entourage on official duties when we found relatives helping a woman to deliver,” Mr Chimbwali explained.

Mr Chimbwali further said that the officer had no excuse not to follow the woman after her husband rushed to the clinic to call on him, adding that the baby has since died 30 minutes after arriving at the district hospital due to asphyxiation.

“To me what Mr Tembo did was gross misconduct which is a dismissible offense, though he has all the rights to defend himself so that the right procedure is followed,” Mr Chimbwali said.

He has since warned civil servants to take their jobs very seriously when rendering services to the people at all times especially when lives are endangered.

And Western Province Permanent Secretary Daniel Bukali has described the incidence as unfortunate considering that the affected family were meters away from the health facility.

“To me, that officer must leave the civil service and I will not allow negligence from workers under my watch, ” Mr Bukali warned.

Allow all pupils to write exams-DEBS warn school authorities

School Head Teachers have been warned against chasing pupils with school fees balances from exam rooms.

Ndola District Education Board Secretary (DEBS), Chrispin Chilufya says there is a need for teachers to allow pupils to write exams with or without balances to avoid inconveniences.

Mr Chilufya told ZANIS in a telephone interview in Ndola yesterday, that any teacher who will chase a pupil for failure of paying school fees should be reported for discipline.

Mr Chilufya has since called on all pupils in examination classes to pay attention to the guidelines that will be read to them in preparation for the exams on Monday.

“Reading of exam guidelines is part of the exams as it highlights the dis-advantages of examination malpractice,” Mr Chilufya said.

The Ndola DEBS has also extended a warning to teachers and parents not to support pupils who intend to involve themselves in examination malpractice.

“I want to warn all the teachers, the pupils and the members of the public who tend to be involved in examination malpractices, that we have taken a multi sectoral approach where we have involved other stakeholders like the office of the special division together with the police to help us deal with the perpetrators,” Mr.Chilufya stressed.

He has since called on the pupils to resist the temptation of involving themselves in exam malpractices as teachers have done their part in teaching them even in the crucial times of the COVID19 pandemic.

Zambia committed to continental trade integration-President Lungu

President Edgar Lungu has called for the acceleration of the development of modern border infrastructure and port facilities to support the continent’s transition to a Free Trade Area from January 1, 2021.

The Head of State said expediting the implementation of the continental infrastructure programme is necessary for the successful implementation of the Africa Continental Free Trade Area. (ACFTA).

“As we proceed with opening of our borders, let us be mindful of the need to ensure that necessary accompanying facilities and procedures are in place to facilitate smooth trade amongst member states,” said President Lungu

President Lungu said this during the 13th Session of the African Union Extra Ordinary Virtual Summit on the operationalization of the ACFTA.

In a speech read on his behalf by Minister of Commerce, Trade and Industry, Christopher Yaluma, President Lungu said Zambia has already shown commitment to continental trade and integration agenda by giving cabinet approval for ratification of the CFTA agreement and was now awaiting parliamentary ratification.

President Lungu said while the continent starts trading as a free trade area on January 1, 2021, there is need to ensure that the Free Trade Area does not disadvantage any country.

“Zambia will support all efforts aimed at ensuring that the Africa Continental Free Trade Area benefits all participating African Union Member States and that no single country is disadvantaged as a result of implementing the trade liberalization reforms,” said President Lungu.

He said Zambia is open for business and investment and is hopeful that she will receive favourable tariff offers from other countries to her tariff offer of 90 % non-sensitive list of products.

He urged African countries to ensure that strategies are put in place that will increase the value of intra-Africa trade and accelerate national economic development and transformation.

President Lungu stressed that Africa needs to identify value chains that can effectively develop within the continent and spur economic growth at all levels.

He paid tribute to African leaders, government officials from all the 55 AU member countries and other stakeholders for the tireless efforts that have seen the realization of the Continental Free Trade Area.

President Lungu acknowledged that Africa has been hard hit by the Covid pandemic that has severely affected intra Africa Trade due to massive lockdowns.

He regretted that the region experienced a slump as resources meant for investments have been diverted towards supporting the fight against the coronavirus pandemic with reduced incomes due to declined demand for some products.

And speaking earlier ,during the official opening of the 13th Extra Ordinary Session, AU Chairperson President Cyril Ramaphosa urged the AfCFTA to support and advance the empowerment of African women in improving access to women in trading in the new free trade order that the continent has adopted.

President Ramaphosa said there is a need to facilitate greater trade for women and remove trade tariffs and other barriers.

The 13th, AU Extra Ordinary Summit welcomed newly elected Presidents into the fold namely Lazarious Chakwera of Malawi, Burundi’s Evariste Ndayishimiye, Wavel Ramkalawan of Seychelles, and Bah Ndaw of Mali.

ACFTA Secretary General Wamkele Mene announced that 54 countries had signed the CFTA treaty and 34 had already deposited instruments of ratification and 41 countries had already submitted tariff offers.

Mr Mene said it is time Africa stopped depending on a colonial economic model and structured its own market that will address and meet the needs of the African continent.

He said the AfCFTA Secretariat will work towards finalizing the establishment of a US$1 billion trade financing facility for the continent’s small and medium traders that will be underwritten by African governments and other international cooperating partners.

Grabbing Voters’ Cards from Eligible Voters is Undemocratic and a Criminal , UPND tells off PF

UPND National Chairman, Mutale Nalumango says the tendency by known PF elements of grabbing voters’ cards from eligible voters in the 2021 elections is undemocratic and a criminal act.

Speaking on ABN Today Bemba programme yesterday, Ms Nalumango said the trend was unacceptable and called on the police and ECZ to take action.

“Don’t allow anyone to get your voters card. It is criminal and sinful for the PF to be grabbing voters’ cards from registered voters. If you allow them to do that, they are stealing your democratic right to vote,” she said.

Ms Nalumango further added that the staging of the registration process during the rainy farming season had disadvantaged many rural citizens most of whom were farmers and depend on farming for their livelihood.

“We have made a mistake by putting the exercise during the farming period and most farmers are finding it hard to queue for days to acquire voters’ cards when they have to go out and prepare their maize fields. And what has made this situation worse is a situation where PF cadres are grabbing voters’ cards from them as well as chasing them from markets if they don’t have a voters’ card. The best thing that we were supposed to have done in order to protect our people from being inconvenienced is making the process quick,” she said.

The UPND leader said the allocated number of days for the on-going voter registration exercise scheduled to end on 12th December were not enough to capture the targeted 9 million voters as she questioned the closure of most NRC centres in the country which in the process desfranchises would be voters.

She has since appealed to the elections body to increase the number of days for voter registration.

Religious Minister condemns the habit of posting semi nude photos on social media by Zambians

The Government has condemned the immoral habit by some people of posting nude photos on various social media platforms.

Minister of National Guidance and Religious Affairs, Godfridah Sumaili has further observed the growing trend of using semi-nude women in advertising products and services, saying it is degrading the country’s values and principles.

Reverend Sumaili says she has been receiving several complaints from members of the public who have appealed to her office to curtail the wicked habit.

She has indicated that the government expects all citizens to conduct themselves and their businesses in line with its national values and principles, which put a premium on morality and ethics, human dignity as well as patriotism.

“Zambia has set for herself through the constitution national values and principles to guide people in the manner they should conduct themselves, whether in private or business setups and Zambia being a Christian nation, has Christian values to be respected,” she charged.

The Minister has noted that influence in society should be about positively imparting the public and not violating people’s rights all in the name of advertising and enjoying one’s rights.

She has since counseled product promoters, social media influencers and sponsors of products and services, among other groups to be mindful of the cultures they operate in.

Rev. Sumaili has urged every Zambian to adhere to the set national values and principles as they conduct their businesses and personal life especially on social media platforms or the law will be applied on them.

“I therefore wish to guide the nation to respect our national, Christian and cultural values and principles on which we anchor our identity and existence. Women and men who are in the habit of indecently exposing themselves to stop or face the wrath of the law,” the Minister warned.

Zambia Win COSAFA U20 Opener

Zambia opened the 2020 COSAFA Under-20 Cup with a 1-0 victory over Namibia on Friday at Wolfson Stadium in Port Elizabeth, South Africa.

Golden Mashata scored as Zambia edged the Young Brave Warriors in their opening Group B match.

The Junior Chipolopolo are joint top of Group B with Malawi on three points each.

Malawi collected their three points following a 1-0 win over Comoros Islands in the other Group B match played on Friday.

Meanwhile, the COSAFA Cup is being used as qualifiers for the 2021 Mauritania Under-20 Africa Cup.

Only the top team in each pool as well as best-placed runner-up advance to the semifinals, while the two finalists at this year’s competition will win a place at the 2021 Africa Under-20 Cup of Nations.

It’s in PF Government ‘s best interest to fully Fund Electoral Commission of Zambia

1. As Patriots for Economic Progress (PeP), we have noted with happiness the high appetite among Zambians to actively participate in the selection of national leaders next year, as evidenced by the continued long queues at voter registration centers. It has now become apparent that the Electoral Commission of Zambia (ECZ) is unlikely to register all Zambians that wish to register as voters, by the expiry of the voter registration period in 7 days time.

2. As Patriots for Economic Progress, we wish to call upon the Electoral Commission of Zambia to consider extending the voter registration period by an additional 30 days so as to afford every eligible citizen the opportunity to register as a voter. It must be noted that no Zambian deserves to be disenfranchised on account of administrative or legal encumbrances. Therefore, even if it means amending the Republican Constitution to adjourn the general elections by one month, it shall be done. There shall be no excuse for preventing eligible Zambian citizens who wish to register and vote from doing so.

3. As Patriots for Economic Progress, we wish to take this opportunity to appeal to fellow opposition leaders especially from the UPND and NDC who are in the habit of seeking to micro-manage ECZ to desist from doing so. Like any other institution, the Electoral Commission of Zambia must be given space and fresh air to operate. ECZ should not waste its time fending off insults and innuendo from unscrupulous political leaders whose sole objective is to create a false narrative to help explain their potential electoral loss next year. The duty of any political stakeholder with regard to the electoral process is to provide feedback and advice to the Commission in a sober and mature manner, and not to seek to discredit and belittle the Commission at every available opportunity.

4. As Patriots for Economic Progress, we wish to further advise the PF Government to ensure that ECZ is allocated its full budget to allow it to properly discharge its mandate with regard to the voter registration exercise. It is hypocritical for the PF and its Government to condemn ECZ for the slow voter registration process when they know that they have only released about 60 percent of the approved budgeted funds. ECZ is not in the magic business for it to be able to register voters without financial resources. It requires money to do its job.

Additionally, the PF should be informed that it is in their political interests that ECZ is fully funded and Zambians do not have to line up the whole night to get a voters card. That is because if the voter registration process is made difficult, as it has been so far, the only people who would be willing to spend the whole night on a queue to register as a voter are those who want to kick out the current Government and not those who want to keep it.

Those who want to keep the current Government would not have sufficient zeal to struggle with a cumbersome voter registration process.

Government to attach ZAF pilots and aircraft technicians to Zambia Airways once launched

The government will soon start attaching the Zambia Air force (ZAF) pilots and aircraft technicians to Zambia Airways once the national airline is launched in order to help the officers to enhance their skills.

Speaking during the commemoration parade to mark 10 000 accident-free flying hours from January to December 2020 in Lusaka Defense Minister Davies Chama said that this will be done through a program that ZAF has embarked on to empower its personnel.

The Minister said attaining the 10 000 accident-free flying hours is an indicator of increased operational efficiency and increased flight safety adherence by ZAF officers.

Mr. Chama has since assured ZAF and other defense wings of government support in ensuring that they have the necessary equipment to defend the country.

Speaking at the same event, ZAF commander Lieutenant General David Muma said the air force will continue to defend the country’s airspace against all domestic and foreign elements through various air operations.

“The increased flying effort is as a result of command’s objective to carry out the Air Force mandate in full; conduct of military operations, aid to civil authorities and training of aircrew, conveyance of WIPs/VIPs with particular emphasis on good management and best aviation safety practices,” Lt Gen David Muma said.

He said the 10, 000 accident-free flying hours milestone has only been achieved owing to the concerted effort made by both the aircrew, ground support crew, and all ZAF personnel in ensuring maximum aviation safety.

Meanwhile, ZAF chief operations Brigadier General Willam Lungu said the expansion and growth strategy for the air force has helped to achieve the 10 thousand accident-free flying hours.

Zambian Breweries calls for stakeholder engagement in addressing the shortage of alcohol

Zambian Breweries PLC has called for stakeholder engagement in addressing the shortage of alcohol in some parts of the country.

Zambian Breweries Country Director Jose Moran says the company has maintained the same production and the shortage is not as a result of less production.

Mr. Moran was speaking when he met the Bars and Night Clubs Owners Association of Zambia Executive committee.

Meanwhile, Breweries Operations Director Franz Shepping said the company is targeting to increase production next year.

Mr. Shepping said Zambian Breweries will need the support of stakeholders to make this a reality.

And Bars and Night Clubs Owners Association of Zambia President Peter Mwale appealed to Zambian Breweries to engage distributors.

Minister of Works and Supply tells Civil servants told not depend on salaries

Mpika Central Member of Parliament Sylvia Chalikosa has urged Civil Servants to overcome the dependency on monthly salary and engage in income generating activities that will help improve their livelihoods.

Ms. Chalikosa who is also Minister of Works and Supply said this during a meeting with Heads of government departments held at the District Town Council Chamber yesterday.

The Minister said this in reaction to the announcement by the District Education Board Secretary ( DEBS) for Mpika that her district has received advance salary funds amounting to sixty Thousands (60 000) Kwacha for the teachers.

Ms.Chalikosa said that Civil Servants have a tendency of depending entirely on their monthly salaries to sort out financial issues.

“As much as Salary advances are very important in helping workers solve certain emergencies, it is vital for workers to be innovative and engage in some income generating activities,” said Ms. Chalikosa.

Speaking earlier at the same event Mpika DEBS Annie Bwalya said that her office will select deserving workers by next week to benefit from the K60, 000 funds.

“Salary advance will significantly help civil servants to reduce getting money from illegal money lenders who charge exorbitant interests on them,” said Ms. Bwalya

Ms. Bwalya has since thanked Government for the salary advance funds allocated to the district.

World Vision gives K3.6 m worth of infrastructure to Government

World Vision Zambia in Mbala district has handed over a maternity annex, 10 ablution blocks, 32 boreholes and 10 water mechanizations schemes to government in Kamuzwazi area which were done at a cost of K3.6 million.

And speaking at the handover of the facilities, Mbala District Commissioner Maybin Chibalange hailed World Vision for partnering government in making a difference in the lives of people in communities.

Mr. Chibalange said the handover of the maternity annex is a welcome development as it is in line with government’s vision of reducing maternal mortality.

“As government we believe that no woman should die while giving birth. And this starts with our women delivering from health facilities,” he said.

He has since encouraged women in the area to ensure that they deliver from the health facility and not at home.

And World Vision Zambia National Director John Hasse who was represented by World Vision Kasama Manager Charles Phiri has reiterated its commitment to partnering with government to improve the lives of people.

Mr. Hasse said his organization will ensure that children and communities have access to clean drinking water, proper hygiene and sanitation.

“As a partner of government, we will ensure that every child and their families have access to safe clean water, proper sanitation and hygiene at household level and institutions such as health centers and schools.” Mr. Hasse said.

Meanwhile, Mbala District of Health Director, Dr. Daniel Sinkala has commended World Vision for the gesture and for being instrumental in enhancing public health security.

Domestic tourism essential for the growth of the tourism economy-Chitotela

Government says domestic tourism is an essential contributor to the growth of the tourism economy in the country.

In a Speech read on his behalf by Zambia Tourism Agency ZTA Chief Executive Officer, Felix Chaila at the Try Zambia Lifestyle Travel Agency interactive cocktail in Lusaka, Tourism and Arts Minister Hon. Ronald Chitotela said local tourism provides a foundation for sustainable development, more especially in times of global uncertainties such as Covid 19.

Hon.Chitotela hailed Try Zambia Lifestyle Travel Agency for promoting local tourism by using camping services, overlander trucks making tourism services even more affordable to the locals.

“As Ministry of Tourism and Arts through the Zambia Tourism Agency, we shall endeavor to support you in our quest to promote domestic tourism. The Ministry is making every effort to support new entrants into the tourism sector by providing enabling environment for them to operate, ” Hon. Chitotela said.

“I would like to emphasize the commitment of the Government to ensure that tourism industry continues to thrive. Despite challenges that the sector has experienced, I am confident that the sector is slowly bouncing back,” he said.

And Try Zambia Lifestyle Travel Agency chief executive officer Nickson Chibawe said the ranking of Zambia as the fourth safest destination in the world is good for the promotion of tourism.

Mr.Chibawe hailed President Edgar Lungu and government for putting in measures to prevent the escalation of Covid 19.
