Luanshya Municipal Council is to adopt success models of economic development from big African cities as a form of addressing the growing unemployment, inequality and poverty levels among residents.

Luanshya Mayor Nathan Chanda said the success models practiced in cities like Kigali and Addis-Ababa involved the building of local economies through massive resident and business community synergies.

He indicated that the municipality has embarked on the consistent use of robust and inclusive approach to local economic development to address these problems.

He said this in a speech read for him by Luanshya Deputy Mayor Golden Mulenga during the commemoration of the African Day of Decentralization and Local Development, marking the end of activities of the local government week.

He has called for concerted efforts from all stakeholders in supporting the distribution and broad economic participation through economic empowerment programs, education and skills training among others.

Mr Chanda said the council will continue to create an enabling environment for economic expansion through the expansion of local markets, cost sharing and reduction of its services.

And speaking at the same event, Luanshya Municipal Council Town Clerk Timothy Mambalakata said the day marked an important milestone towards the effective recognition of local government as important stakeholders in development of the African continent.

Mr Mambalakata observed that the African Decentralization Day which was preceded by local government week posed an opportunity for the local authority to popularize Decentralization and educate the public on various devolved governance programs.

Various government departments including the ministry of agriculture, education, clinics and the councils exhibited their services to the community throughout the local government week by taking their services to the communities.

Meanwhile, Luanshya District Commissioner Patrick Maipambe castigated the Council for the poor organization of the event which he said if handled properly would spur economic development through public awareness of government services.

Mr Maipambe observed that the commemoration was poorly planned and not granted the attention and importance it deserved, which resulted in key stakeholders including the private sector not attending the event.

He has since urged the council to ensure that national events where carefully considered and planned as government was losing revenue through facilitation of such programs that needed to yield results.

The DC was speaking shortly before he toured stands exhibiting various services offered by devolved ministries in the local government Decentralization program which included Agriculture, fisheries, education and clinics among other council departments.

The African Day of Decentralization was commemorated under the theme “Promotion and Effective Implementation of Economic Development for Sustainable Solutions for Regional and Local Communities and Forced Migrants in Africa”.

Mr Devineni said this over the weekend when he called on Zambia’s High Commissioner to India Judith Kapijimpanga at the Zambian Chancery in New Delhi.

He said the coal fired electricity from Maamba Collieries will make a significant difference by providing base load power on a sustainable basis in the wake of challenges by hydroelectricity resulting from poor rainfall.

In response, Zambia’s High Commissioner to India Judith Kapijimpanga said the Zambian Mission in India will give full support to the Zambian company as it is making a huge difference in the country.

Mrs Kapijimpanga stated that the Group could create in excess of 500 jobs at its Kawambwa Sugar Plantation in Kawambwa District, Luapula Province once government meets the basic infrastructure development for the project.

She emphasized that the Mission is happy with the projected investment at the Luena Farm Block.

This is contained in a statement availed to ZANIS in Lusaka today by First Secretary for Press and Tourism at the Zambian Mission in India Bangwe Naviley.

Lands Minister Jean Kapata must be investigated for allocating herself land in Forest Reserve

GEARS Initiative Zambia has demanded that Chief Justice Irene Mambilima must appoint a tribunal to investigate whether or not Lands Minister Jean Kapata has breached the law by allocating herself a plot in the controversial Lusaka East Local Forest Reserve number 27.

GEARS Initiative Executive Director McDonald Chipenzi said the Parliamentary and Ministerial Code of Conduct Act of the Laws of Zambia provides that any citizen can apply to the Chief Justice to appoint a tribunal to investigate if a Minister or Member of Parliament has used his or her position to gain pecuniary advantage in such matters as land allocation.

Mr. Chipenzi has also challenged Former Tourism Minister William Harrington to consider applying to the Chief Justice to appoint a tribunal since he has been on this matter and has relevant experience in land issues.

He said Mr. Harrington should take up the challenge in the public and national interest to seriously request the Chief Justice to immediately appoint a tribunal to investigate the matter of Forest Reserve Number 27 as he has vast experience in tribunals in particular the Dora Siliya and Sylvia Masebo tribunals.

Mr. Chipenzi said if indeed Mr Harrington has any evidence on this matter which he has consistently questioned that Jean Kapata and other senior government officials did allocate themselves agricultural and other plots in the forest reserve, then he has prima facia evidence to warrant appointment of a tribunal to investigate the Minister of Lands.”

He said the issue is of interest to GEARS Initiative as it borders on good governance, transparency and accountability in the management of public affairs by those entrusted to do so.

Mr. Chipenzi is hopeful that the Chief Justice will be magnanimous enough to receive, if Mr Harrington agrees to petition her, to set up the tribunal so that the truth is known to all Zambians on how Minister Jean Kapata allocated herself land in the controversial Forest Reserve as sitting minister of lands.

Ms. Kopakopa wants damages for tortious liability arising from consumption of hungarian sausage allegedly produced by Legana Meat Products.

Meanwhile, Proprietor of Legana Meat Products Edith Nawakwi says she will sue the people spreading falsehoods on social media that Legana sausages contain human flesh.

Ms. Nawakwi said she has since reported Erick Ng’andu and Luyando Kopakopa to the police for spreading falsehoods that Legana sausages contains human flesh.

She lamented that the past 48 hours have been the most agonising in her life after a video went viral that Legana sausages contains human flesh.

And Ms. Nawakwi said her business is still afloat despite the negative publicity and has thanked her customers for remaining loyal.

She has since challenged Erick Ng’andu and Luyando Kopakopa to report to the police.

And the Lusaka City Council through the Department of Public Health has revealed that Legana Hungarian Sausage does not contain any foreign particles.

On 7th August, 2019, the Department of Public Health received a complaint from Erick Ng’andu that he found a “condom” like foreign matter in the alleged Legana sausage.

Movie Review – Fast & Furious Presents: Hobbs & Shaw

Ever since hulking lawman Hobbs (Johnson), a loyal agent of America’s Diplomatic Security Service, and lawless outcast Shaw (Statham), a former British military elite operative, first faced off in 2015’s Furious 7, the duo have swapped smack talk and body blows as they’ve tried to take each other down. But when cyber-genetically enhanced anarchist Brixton (Idris Elba) gains control of an insidious bio-threat that could alter humanity forever these two sworn enemies will have to partner up to bring down the only guy who might be badder than themselves.

PROS

  • Great chemistry between Dwayne Johnson and Jason Statham.
  • Gripping story line with intense action scenes.

CONS

  • The villain could have had more depth, the character felt generic. Idris Elba is capable of much more , he was underutilized.

FAVORITE QUOTE

Brixton: “Look at me. I’m Black Superman!”

Luke Hobbs:I’m trying to save the world, which, for the record, will be my fourth time. ‘Cause I’m really good at it.”

CONCLUSION

Dwayne Johnsons (Hobbs) star power was evident in the previous Fast & Furious movies, so him having his own spin off was inevitable. Dwayne “The Rock” Johnson effortlessly carried the whole movie, that is not to say Idris Elba (Brixton) and Jason Statham (Shaw) didn’t do do a great job as they too carried their own weight in this summer blockbuster.

The best thing about the movie is the awesome banter between Hobbs and Shaw. Their witty jabs at each other gave a great buddy comedy feel.

The films attention is mostly on the lead actors but Idris Elba (Brixton) still manages to steal the show with most of his screen time , bringing entertaining swagger to an otherwise one dimensional character.

The movie has some really intense action and fight scenes including expertly pulled off, creative car chases (it is Fast & Furious after all). All that is balanced out with some emotional moments stressing the importance of family , keeping with the Fast & Furious tradition.

The movie mixes in a good amount of comedy and hilarious cameos that do not distract from the main story line.

I am sure this is not the last we are seeing of Hobbs and Shaw ,as this Fast & Furious spin off has the potential to be its own franchise.

Chief Kabamba praises WWF, pledges to offer more land for conservation efforts

0

His Royal Highness Chief Kabamba of Central Province has hailed the World Wild Fund for Nature (WWF)-Zambia and its cooperating partners for improving the lives of young farmers in Serenje, Chitambo and Mkushi Districts through capacity building in conservation agriculture and sustainable income generation.

The traditional leader observed that through the Zambian Youth for Conservation, Agriculture and Livelihood Action (ZYCALA), a project which is funded by the Scottish Government and implemented by WWF-Zambia; Young Emerging Farmers’ Initiative (YEFI); and Gaia Education, young people in his chiefdom are striving towards wealth creation through sustainable economic activities such as bee-keeping and poultry farming.

“Your contribution to the betterment of the lives of young people in my chiefdom and beyond are massive. Ever since the ZYCALA project started, I have seen a huge number of both boys and girls getting involved in agriculture and income generating activities, which are enabling them to support their families. In so doing, I have seen cases of underage drinking and other social vices reducing drastically. And for this reason, I am very thankful to you and ready to continue supporting WWF’s efforts aimed at empowering young farmers and their families,” noted His Royal Highness.

Chief Kabamba pledged to release additional farmland to the project so that the beneficiary youth could have more land for their conservation faming activities. Director of Public Prosecutions Lillian Siyunji

Director of Public Prosecutions Lillian Siyunyi has called for improved law enforcement, customs control and judicial systems to save wildlife in Africa.

Mrs. Siyunyi says poachers and wildlife traffickers are often linked to international criminal networks that take advantage of weak laws, porous borders and corrupt officials to perpetuate illegal trade.

She was speaking in Livingstone today at the Attorney General Alliance and African Alliance Partnerships anti-wildlife trafficking training workshop for prosecutors and investigators.

Mrs. Siyunyi said prosecutors and investigators should have enhanced skills in intelligence gathering, evidence collection and prosecution to have successful wildlife trafficking prosecutions.

And Attorney General Alliance and African Alliance Partnerships, Zambia Country Advisor, Marise Haefner said wildlife trafficking is globally estimated to generate more than ten-billion dollars annually.
