Chipata Cop charged for murdering Golfer

The incident in which police in Chipata shot dead a Mbala based golf player after suspecting him of being a criminal has taken a new turn.

This is after a postmortem which was conducted from Chipata Central Hospital yesterday revealed conflicting statements from Zambia Police Service.

According to a postmortem, James Bwalya Chishimba had two bullet wounds on two different parts of his body, with one hitting him in his back, which came out through the stomach and the other on his right thigh.

The postmortem also showed that Mr Chishimba’s 6th and 7th Ribs were fractured.

Meanwhile, the Coroner’s Authority of burial signed by Magistrate Moses Mkumba Phiri stated that Mr Chishimba died from extensive liver and right injury with Hemothorax and injury to the popliteal artery.

This is however contrary to what Eastern Province Deputy Police Commissioner Geoffrey Kunda told Journalists on Tuesday that Mr. Chishimba was accidentally hit once by a stray bullet after the police officer who was guarding Zambia Revenue Authority offices fired warning shots after suspecting the deceased of wanting to open the ZRA cash gate.

And Chipata Golf Club Captain Edward Phiri has expressed concern over the manner in which police have handled the matter.

Mr Phiri noted with sadness that the Zambia Police Service who are supposed to protect the public were trying to conceal the truth behind the shooting incident.

He noted that it is unfortunate that the Police who are supposed to protect members of the public are trying to protect a criminal.

Mr Phiri added that it was shocking that after the postmortem resists were released, they realized that their colleague had two wounds and a fractured leg, a thing he says the police tried to conceal.

Meanwhile, when contacted for a comment, Eastern Province Deputy Police Commissioner Geoffrey Kunda stated that the police officer involved in the shooting incident has been arrested.

Mr Kunda who could not disclose the details of the police officer, noted that the officer has been arrested and charged with murder.

And when asked for comment on the findings of the postmortem Mr. Kunda declined to comment on the matter.

A new market for fresh fruits and vegetables is earmarked to be opened in Lusaka in 2020

The Zambia Fresh Lusaka Market is planned on the principles of South African agent-based markets and will sit on a 10 hectare peice of land southeast of Lusaka.

The Market will be developed by Savenda Global Capital Partners.

Sean Moolenschot of Savenda Global Capital Partners announced at last week’s PMA Fresh Connections conference that the construction of the market is planned to start soon and will be completed next year.

The market will consist of a 6,500m trading facility (whose floor space could be more than tripled) with cold rooms and ripening facilities, and complemented by a food hub precinct in order to add further revenue lines from fresh, frozen and dried product.

Highly variable quality, inconsistent supply, little waste removal and absolutely no traceability are the issues that Savenda Global Capital Partners want to address in the new Market.

“The horticultural sector in Zambia is thriving,” Sean told delegates, “Approximately one million tonnes of produce is traded every year, of which a third is consumed in the general area around Lusaka. We want to bring the possibility of real price discovery to small-scale Zambian farmers.”

He continues: “Savenda Global Capital Partners has a specific bias towards businesses that support the bottom pyramid sectors in Africa.”

Zambia’s cholera outbreak of almost two years ago has been the impetus behind the development of the country’s first agent commission-based fresh produce market, specifically aimed at taking the produce of small-scale farmers.

Fresh produce sold at informal markets was implicated in the outbreak which killed 114.

Chipolopolo Under-23 coach Beston Chambeshi is delighted with the form his foreign-based players are exhibiting so far in the early part of their respective league seasons.

Chambeshi added that he was also following the progress of midfielders Lameck Banda and Kings Kangwa’s since the duo joined Russian club Arsenal Tula over a month ago.

“And also on the boys who left last month, Lameck and Kings, we have received a good report on them who are also playing at a high level. I hope and trust they continue performing so that we come up with a good team,” Chambeshi said.

Zambia Under-23 team has over six European-based players who include midfielder and Patson’s club mate at RB Salzburg Enock Mwepu.

Chipolopolo will host Congo-Brazzaville in Lusaka on September 5 in their final round, first leg match and the last leg will be away on September 9.

The newly commissioned Primary School and health post have been constructed with support from MGC power Corporation from the United States of America, through the Esther Lungu Foundation.

Mrs Lungu said the coming of the health post is expected to assist in reducing maternal mortality and morbidity rates and also reduce the long distance of over 7 kilometers that people in the area used to cover to acess health services at Kalindawalo healt

And Mrs Lungu said the commissioned school at Ndewe will provide access to quality education closer to the people in the areas, especially the girls who are most deprived of their right to education due to long distances to schools,which makes them get maried at a tender age.

Kenyan MP with baby ordered to leave parliament

Kenyan MP Peter Kaluma has criticised the behaviour of his colleagues after a female legislator was kicked out of parliament for taking her five-month-old baby into the debating chamber.

Zulekha Hassan said she had “had an emergency” and as the parliament had no nursery she was left with no choice.

The speaker said the presence of the baby broke parliamentary rules that do not allow a “stranger” in the chamber.

Some of her male colleagues described her actions as shameful.

Speaker Christopher Omulele ordered Ms Hassan out of the chamber and said that she could return without the baby.

Some MPs shouted and others started shoving each other.

A video shared on Twitter shows male MPs shouting at Ms Hassan as she held her baby. Female MPs left the chamber in solidarity with the MP after she was ejected.

Mr Kaluma said that his colleagues had embarrassed parliament by shouting “shame” at the child, who might one day grow up to be president.

Ms Hassan called on parliament to create a more “family-friendly atmosphere” if it wanted more women to become MPs.

“I have tried really hard not to come with the baby, but today I had an emergency; what was I supposed to do? If parliament had a nursery or a creche, I would be able to put my baby there,” she said.

Deputy speaker Moses Cheboi said in a statement that there is a facility in parliament for mothers to nurse their babies.

However mothers have to “bring along their nannies to watch over the babies at the facility while they undertake their official duties”.

In 2017, Kenyan lawmakers passed a bill compelling employers to construct special rooms where mothers could breastfeed and change their babies.

Ms Hassan’s supporters have condemned her treatment which comes during World Breastfeeding week.

Several female politicians around the world been pictured taking their babies to work.

In 2018 New Zealand Prime Minister Jacinda Arden was the first female world leader to take her baby, three-month-old Neve Te Aroha, to the United Nations General Assembly in New York.

Case on 48 houses is closed – ACC

The Anti Corruption Commission has maintained that the case of the 48 Houses is closed.

ACC Chairperson Judge Anderson Zikonda however said the criminal investigations are active and still ongoing.Judge Zikonda stated that the Commission is happy to collaborate with other investigative wings in the matter.

Further to the media reports and concerns raised by the members of the general public,the Commission wishes to state that the 48 flats were forfeited to the State after due process of the law pursuant to Statutory Instrument No. 58 of 2004.In as far as the forfeiture process is concerned,the matter is closed. The criminal investigations however, are active and still on- going and that the Commission is happy to collaborate with other investigative wings in this matter.

Striker Patson Daka and midfielder Enock Mwepu both saw action for RB Salzburg in Wednesday night’s friendly date at home against Real Madrid.

The Austrian champions lost the friendly match 1-0 in Salzburg in the Spanish giants penultimate pre-season friendly match before they kick-off their campaign on August 17.

Patson and Mwepu both came on at the start of the second half of the home loss.

Dundumwezi Line Project Engineer Fired

The Rural Electrification Authority, (REA) has fired the project engineer who was in charge of Dundumwezi power line on allegations of contradicting the Presidential statement on the location of the electric pole that was cut down in Hamonde Village in Choma’s Macha area.

Sources close to the development have told Byta FM News exclusively that the Engineer was summoned to Lusaka a day after he clarified to Byta that the pole was cut down in Choma district and not Kalomo.

This was after residents of Kalomo’s Dundumwezi, through their Member of Parliament Edgar Sing’ombe expressed displeasure after President Edgar Lungu stated that the pole was cut down in their area.

Mr. Sing’ombe expressed dismay that President Lungu threatened to withdraw support from Southern Province on account of an act he termed as “economic sabotage”.

The Engineer, who asked for his name to be withheld, also confirmed to Byta FM News he has since been fired because his statement contradicted President Lungu’s statement.

He adds that all he wants is his money from the past three years that he has worked with the authority.

Police in Kitwe have arrested five people in connection with the theft of cement belonging to Dangote Cement in Ndola which was transit to a client in Chambishi.

The suspected criminals diverted the Dangote bulk cement truck and started packing it in Dangote Cement labelled bags from a house in Kawama Township where they were arrested from.

Copperbelt Police Commissioner Charity Katanga confirmed the development to ZANIS in an interview today.

Mrs Katanga named the suspects as Japhet Kaira 30 of Garneton, Hask Chikonde of Wusakile , Albert Ngulube 19 of KCC Kawama in Kitwe who were found decanting 132 bulk cement of Dangote bulk cement from a Sino truck registration number BCB 5319 and bulk trailer Registration number BCB 5320 at house number N1/359 new Kawama compound in Kitwe.

She said the two tenants of the house where the cement was being packed from have also been arrested to help with investigations

Mrs Katanga explained that the incident happened last night between 01:00 and 03:00hours.

The truck has since been impounded at Mindolo police station and the bags of cement are also held at Kawama police post.

Rwandan President Paul Kagame has commended Zambia for strides made in adhering to the Sustainable Development Goals (SDGs) resolutions.

President Kagame states that the speed at which Zambia is following the agenda is gratifying.

Speaking during the launch of the Sustainable Development Goals cantre for Southern Africa in Lusaka yesterday, Mr. Kagame who is also Chair of the SDGCA Board explains that among the roles of the centre is to support government endeavors by providing technical advice on upgrading the capacity of realising the targets of the SDGs.

He expressed appreciation to the outstanding facilities provided at the centre as it comprises of all the facilities needed to achieve its mission.

President Kagame notes that full attainment of the SDGS requires policy making and reliable data systems to track progress.

He said analysis should be tailored to the circumstance of each country.

“It’s up to government, the civil society and the private sector to make the most of this resource”, he added.

President Kagame further stressed on the importance of the country moving with speed in attaining the SDGs.

“Time is of the essence. 2030 is only a decade away and the continent is not on track”, he said.

He said the continent will next month participate at the UN General assembly an opportunity to assess progress and goals on achieving the SDGs.

President Kagame noted that the centre is timely and hopes other regions will follow soon.

Speaking at the same event, Namibian Vice President Nangolo Mbumba appealed to all Southern African countries to support the Centre for home grown solutions and use it for its intended purpose.

Dr Mbumba said the launch constitutes for Africans an important milestone as the continent works in marking a clear and precise path in achieving the SDGs.

He encouraged Africans to remain committed and dedicated by using all resources to achieve the SDGs stipulated.

“As Africans we are delighted in the consensus on global and adoption of 17 goals adopted by UN member countries.

As signatories have a moral obligation to deliver on all SDGs”, he said.

He further stated that in order for the country to enjoy peace and prosperity there is need for collaboration among all stakeholders

The Namibian Vice President added that the SDGS are aimed at enhancing the African Union 2063 agenda.

He said the launch will go a long way in operationalising and monitoring efforts in achieving the goals.

Dr Mbumba commended African leaders in supporting the initiative and committing to change.

High Court throws out Vedanta’s application to refer KCM case to arbitration in South Africa

Lusaka High Court Judge Anessie Banda-Bobo has dismissed Vedanta Resources Holdings Limited’s application to stay the winding-up proceedings against Konkola Copper Mines (KCM) and refer parties to arbitration.

Justice Banda-Bobo has ruled that the matter is not a proper case to refer the parties to arbitration.

Vedanta said it is reviewing the ruling and will then make a decision on its next steps.

Justice Banda-Bobo has since given the 27th of August as the hearing date for the winding-up petition brought by ZCCM-IH – preliminary arguments will be heard on the 13th of August.

NGOCC calls for immediate action to end the escalating cases of Gender Based Violence

The Non-governmental Gender Organisations’ Coordinating Council has called for immediate action to end the escalating cases of Gender Based Violence.

The call follows the 6,139 cases reported in the second quarter an increase of 9% or 555 cases compared to 5,584 cases reported in the first quarter of 2019 by the Zambia Police Victim Support Unit.

According to the Zambia Police Victim Support Unit 2019 Second Quarter GBV Statistics Report, there were 6, 139 GBV cases reported countrywide.

Child defilement had 583 reported cases in comparison with 734 cases during the same period in 2018 which marks a decrease of 26%.

While a minimal decrease was reported on child defilement cases, NGOCC Executive Director Engwase Mwale has called for action by all stakeholders to curb Sexual Gender Based Violence in all its forms.

Mrs. Mwale has called for a coordinated multi sectoral approach to curb SGBV, which will include all stakeholders among them the private sector, the church and civil society.

“During the second quarter of 2018; 6, 074 cases were recorded countrywide against 6, 139 cases recorded in 2019 showing an increase of 65 cases which translates to 1.1 per cent increase. In comparison terms, the just released statistics show a marginal increase in the overall cases recorded by 65 cases (about 1.1%)”, she said.

Mrs. Mwale said NGOCC is disheartened and remains deeply concerned at the rise in the number of GBV reported cases which are even resulting in deaths.

She said it is sad that more women and girls are the worst affected by the vice and it is clear that SGBV is fast becoming a national crisis that is not only causing death but also negatively affecting the productivity of the country.

Mrs. Mwale said NGOCC is also sad to note that out of the reported GBV cases countrywide, only 604 cases representing 9.8% were taken to court resulting in 83 convictions, 48 were withdrawn at court representing 8% with 3,104 cases withdrawn at Police Stations.

She said this is a worrying picture and more needs to be done to ensure that an efficient and speedy justice system is in place to address the needs of survivors, especially women and girls.

Mrs. Mwale said the NGOCC is however happy to note that more people are reporting cases of GBV.

All Peoples Congress Leader Nason Msoni says President Edgar Lungu’s directive to Mines Minister Richard Musukwa to withdraw mining licenses for dormant mines is misdirected, misconceived and aimed at grabbing mines from Zambians and giving them to foreigners.

Mr. Msoni said the actions of the PF Government are shocking and tailored to disadvantage the locals.

He said it is common sense that mining is an intensive capital investment venture requiring partners and strategic business alliances that usually take time to build adding that Mining requires technical support and many other specialised operations.

Mr. Msoni said the role of any sensible government should be to support the growth of local entrepreneurs in mining by encouraging more citizens to participate in the sector.

He said his party expects the minister of mines to advise the President to refrain from making knee-jerk decisions and directives that have the effect of undermining investment in mining.

Mr. Msoni reminded the PF Government that the KCM saga has had a terrible bashing on the country’s mining investment opportunities internationally and President Lungu’s directive gives criminals an opportunity to take advantage and deprive Zambians mining licenses.

He has since urged the Minister of Mines not to get excited but exercise sobriety and level headedness in executing such misplaced calculated directive.

Mr. Msoni said Zambians deserve to own Mines and must be given the opportunity to source for funding.

Zambian Private Sector should take advantage of the 750 million US dollars financing facility offered by the African Development Bank to achieve stability, sustain their growth, and become competitive in the domestic and international market place, Finance Minister Bwalya Ng’andu has advised.

Zambia has a sustainable lending limit of 750 million US dollars at the African Development Bank for both sovereign and non-sovereign borrowers for 2019.

Dr. Ng’andu described the loan facility as a honeycomb of empowerment for Zambia’s small and medium scale enterprises after African Development Bank Country Manager Mary Monyau disclosed the facility during a consultative dialogue held at the Ministry of Finance Headquarters in Lusaka.

Ms. Monyau reaffirmed that a further 50 million US dollars lending facility is available through the Development Bank of Zambia.

She added that many international development financial institutions are keenly following the proceedings between the Bank and the Government because they consider the Development Bank of Zambia as a critical factor in demonstrating the effectiveness of development finance and boosting private sector growth and competitiveness.

Dr. Ng’andu assured the African Development Bank that the government would soon finalise its internal processes so that small and medium scale enterprises soon begin to get the money.

On regional integration, the African Development Bank Country Manager said a facility of 59 million US dollars is available for the re-development of Mpulungu Harbour, a Great Lakes Region Port in Zambia’s Northern Province.

Ms. Monyau also confirmed that a grant of 30 million US dollars from the Netherlands is also at arm’s length for the project to which news the Minister responded that government will do everything possible to ensure a quick start of re-development works at Mpulungu Harbour.

During a bilateral meeting with his Rwandese counterpart Dr. Uzziel Ndagijimana held in Lusaka, Dr. Ng’andu affirmed that through the participation of the private sector and the support of development partners, Zambia is keen to promote trade in the African Great Lakes Region by redeveloping Mpulungu Harbour and creating a fast route for bulk exports in produce such as cement, steel, sugar and other agriculture products.

Consistent with Zambia’s new dispensation of focusing more on policy implementation and achieving results, Dr. Ng’andu took the opportunity to urge the African Development Bank to continue their close collaboration with relevant public and private sector organisations in order to accelerate the performance the private sector as envisaged in the 2017-2021 country strategy paper.

“You need to help us to strengthen business acceleration capacity for small and medium enterprises so that our people in the private sector can access the USD 750 million sustainable lending facility,” said the Minister, adding that, “such an approach will have a great impact in augmenting the government’s efforts aimed at harnessing the entrepreneurial spirit among Zambians, including women and the youth.”

The Minister also took the opportunity to request the support of the African Development Bank and other development partners in assisting Zambia in returning to fiscal health and achieving sustained fiscal consolidation.
