NAPSA Suspends five directors over Baobab land

The National Pension Scheme Authority has suspended five of its Directors for attempting to purchase parts of the ‘Baobab’ land along Kafue road.

In a statement,NAPSA Director General Yollard Kachinda says the authority has asked the five Directors to step aside in the interim to allow for investigations to ascertain if the Authority’s code of ethics were not breached.

Mr. Kachinda says the authority received a proposal to purchase Baobab land from a registered owner but in 2018 the Board of Directors declined to proceed with the transaction citing a pending court action.

Recently, five NAPSA directors were offered to buy pieces of the stated land, but the matter ended up with the police who are investigating the transaction as a private matter involving the directors in their individual capacities.

Mr.Kachinda explained that the five directors have been asked to step down in the spirit of transparency and accountability.

Chipolopolo date AFCON champions Algeria in opening Group H qualifier

4

Chipolopolo will kick off its 2021 AFCON Group H qualifier with an away date against defending champions Algeria.

Zambia will visit Algeria on November 11 in their first meeting since their 2018 FIFA World Cup qualifiers that saw Chipolopolo beat Les Fennecs 3-1 at home in Lusaka on September 2, 2017 and 1-0 away in Constantine on September 9, 2017.

Seven days later, Zambia will wrap-up their Group H scheduled for 2019 with the big trans-Zambezi derby against Zimbabwe on November 19 in Lusaka.

The qualifiers will resume in August, 2020 with a doubleheader against Botswana at home on August 31 and away in Gaborone on September 8.

The long gap between the group matches is to pave way for match-day one and two of the 2022 FIFA World Cup league stage qualifying games in March and June 2020.

Algeria will then visit Zambia in their penultimate group game on October 5 before Zambia make the short trip to Harare for their Group H final leg derby against Zimbabwe on November.

Banned Siwale insists he will run in 2020 FAZ elections

2

Chingola based administrator and business executive Blackwell Siwale insists he will run for next year’s FAZ elections as a presidential candidate despite being banned from football by the association.

Siwale, who was expelled from the FAZ Executive as committee member in March 2017, suffered a double tragedy in 2018 when the local soccer mother body handed him an indefinite ban from all football related activities.

The former FAZ executive committee member and Nchanga Rangers president has since challenged the ban in court.

“I am eligible to contest unless to those who think I am such a great enemy they may think I am not eligible,” Siwale said.

“The issue of the ban is in court and I am so confident that I am actually standing as a candidate,” he said.

According to FAZ, the Ethics Committee found Siwale guilty of obtaining and circulating illegally obtained FAZ documents.

“I have not committed any crime that can stop me from standing,” he declared.

Siwale said he is seeking to revive Zambian football when elected as FAZ boss.

“Football has gone down to an extent that people don’t care anymore whether Zambia is playing or not. Very few people knew that Zambia was playing against Botswana on Friday. We want to develop football from the grassroots,” he said.

“The failure to qualify to the Africa Cup twice goes back to the issue of poor leadership at FAZ. Despite our failure to go the AFCON we still don’t have a national team coach. To develop a team that can bring glory to Zambia we need a team that can be together for at least three years and a coach,” Siwale charged.

He also supported the proposed football indaba to tackle issues affecting Zambian football.

“I would agree that there are camps in Zambian football. FAZ should call for an indaba as there so much acrimony in FAZ. We are also urging our Minister of Sports Emmanuel Mulenga to call for an indaba.”

Received, thank you.Well received, thanks. Thanks, received.

Patriotic Front Secretary General Davies Mwila has welcomed former United Party for National Development (UPND) South African chapter Chairperson Bizwell Mutale.

Welcoming Mr Mutale to PF, Hon. Davies Mwila said the PF does not segregate and that he will be treated like any other member of the party.

“You are not a new member, you are a member of the party. Membership in the PF is equal and all those who are coming will be treated equally there is no new or old member”.

The PF Secretary General said President Lungu has directed him to welcome all the people joining the ruling party including those that had left for various reasons.

Mr. Mutale has hailed the reception accorded to him by the PF Secretary General and pledged to work with the party structures.

“I will enbrace President Edgar Lungu’s policies and work with the structures of the party, I will work to the best of my ability and knowledge, I will not hesitate to share my contribution”

“We have got only one government and there is no parallel government in Zambia. PF is the government that is running the country and I have come to contribute to the development of our country,” said Mr Mutale.

Mr Mutale said this when he paid a courtesy call on the PF Secretary General at the party’s Secretariat in Lusaka this morning.

Low turnout recorded in Lubwa

3

A low voter turnout has characterised the Lubwa ward by election, where voting is underway in Kitwe District on the Copperbelt Province.

Polling stations opened at exactly 06:00 hours, but all the stations have so far recorded a low turnout except for Mwaiseni polling station in Zambia Compound where the turn was overwhelming by 11:00 hours.

A check by ZANIS at all the 5 polling stations in Nkana East, found few people queuing up to vote while at Mwaiseni polling station, the number of people waiting to vote was quite overwhelming.

The atmosphere however, in all the polling stations is calm and peaceful as the police are keeping vigil of the situation.

Lubwa ward has six polling stations, with a total number of 7,490 registered voters.

Three political parties are contesting the Lubwa seat in the ongoing by-election that is the Patriotic Front (PF), United Party for National Development (UPND) and the National Democratic Congress (NDC).

Julius Kaunda is contesting on the PF ticket, UPND has Brian Mwewa while the one contesting on the NDC ticket is Jonathan Banda.

The Lubwa ward seat fell vacant following the demise of Area Councillor Godfridah Chulu in May this year.

In the Lwingishi Ward by election in Mansa Central Constituency, in Luapula Province, Mansa District Electoral Officer Sombo Kaela has revealed that all the seven polling stations in the ward opened at exactly 06:00 hours, following the successful deployment of poll staff yesterday.

Mrs Kaela says the voter turnout is good and pointed out Mufuma and Chisongo polling stations where long queues when seen at the time of opening.

The District Electoral Officer says so far all is going on well and that more people are still trekking to the polling stations to cast their votes.

Lwingishi ward has a total of 4481 voters and seven polling stations.

The Lwingishi ward by-election comes following the death of Patriotic Front Lwingishi Ward Councillor Davies Mwenda two months ago.

And in the Mayembe ward by-election in Shiwangandu District started on a low note this morning.

Kapisha polling station Presiding Officer Peter Musonda officially announced the start of voting at exactly 06:00 hours, with the first vote cast at 06:10 hours.

At Lukaka polling station 10 had cast their votes by 09:00 hours, while at Chilombo polling station, 32 had cast their votes by 09:25 hours.

A check again at Kapisha five hours later, revealed that the number of people coming to cast their votes improved with 150 having already cast their votes, with 22 others still waiting in line.

At Lukalashi polling station, 50 people had cast their votes by 10:40 hours.

District Electoral Officer Mary Sinkala told the Zambia News and Information Services (ZANIS) in an interview that more people are expected to cast their votes this morning.

The cold weather and farming activities have been blamed for the low voter turnout experienced in the early hours of the morning.

Mayembe ward has a total of 1609 registered voters.

The Mayembe seat is being contested by the Patriotic Front (PF) with candidate Joseph Nsofwa while United Party for National Development (UPND) has Cynthia Mwamba contesting on their seat.

The Mayembe seat fell vacant following the death of the incumbent
Refresh Mukupa on May 10, 2019, who died in a road traffic accident.

Both participating political parties have described the polls as peaceful.

Letter To Levy Mwanawasa

33

29 Jul 2017
Dear Levy,

I am writing you from the future, we have not met.

The year is 2017, and I sit at my window – on the second of a building two floors high, overlooking a road and some flora. It is a beautiful view.

To my right is a book – The Long Sunset. You may be very familiar with its author – Vernon. Not only is the sun setting right now, the 9 years you have been gone feel like a long sunset too – part nostalgia; a dollop of melancholy too. But I’m getting ahead of myself.

You see Levy, I write a fair amount. Politics for the most part, a bit of social commentary, and a whole lot other gibberish in between. I just don’t write letters like this very often. Which is why this feels special and strange at the same time.

I realize you are reading this from 2008. The economy is doing relatively well, you are optimistic about the future. You have done a bit of belt-tightening over the last 7 and half years, and now the ship appears to be stabilizing. Ng’andu is at Finance, the two of you have established a fairly good working relationship. But then you take ill, and stop reading this.

2017. You are gone – as is your fiercest critic – Michael Sata. His Patriotic Front finally swept to power. Your Vice President at the time, Rupiah Banda, took brief control after your demise. 3 years later, he was ousted. In a way, this was inevitable. You may or may not remember the name, but a certain Edgar Lungu is President now. Hakainde Hichilema, about whom you held a certain view, is now the country’s preeminent opposition voice. His UPND is the country’s largest opposition party with 59 members of parliament. He is also incarcerated as I write this – but we will get back to this later.

Your party – the Movement for Multiparty Democracy, is now defunct; at least for all intents and purposes. Its ouster in 2011 precipitated a mass exodus. Many of those you wined and dined with found their way to the PF, including, oddly, your son Patrick. Nevers Mumba, the man you appointed Vice President and later fired, was elected MMD President after Rupiah Banda. If he tried to keep the party together, his efforts were not apparent. For every public show of solidarity within the party, there was a court battle or the other among its senior members. Levy, I hate to have to break this to you, but the MMD eventually split – with 2 Presidents. Felix Mutati, with whom you may remember working too, heads the one faction, while Nevers heads the other. The courts seem disinterested in the entire issue altogether now. Geoffrey Bwalya Mwamba is Vice-President of the UPND now. He was also Hakainde’s running mate – which brings me to the next point.

The constitution was amended. We now have running mates, as opposed to Presidents appointing Vice-Presidents on election. Running mates may not be fired by the President now. Also, we no longer require a simple electoral majority to win the Presidency. Had you run for President now, you would be required to poll at least 50% of the vote, plus 1.

I told you about Hakainde earlier. I also mentioned he is incarcerated. He has been, 3 months going on 4 now. This may catch you by surprise, as it would anyone in 2008. You see Levy, Zambia has changed a whole lot since you have been gone. Most of it not good. If I told you why that is, you would probably start kicking. I might write you another letter soon; maybe I go into the circumstances leading to his incarceration then. I will tell you, however, that efforts are being made at having him released.

You may remember braving accusations of tribalism and nepotism in your cabinet appointments. I was too young to understand the merits, if any, to said allegations at the time. I hate to be the bearer of bad news here again, but tribal strife has grown tenfold the last near decade. I could state a few things about why this is, but I cannot tell you with a straight eye, Levy, that I do not have a sense of trepidation about where this may lead us.

You left reserves in our coffers, didn’t you? Aye, you did. Well, we are back in debt now, Levy. It keeps mounting. The efforts you made at freeing us from colossal debt obligations have all been undone. As I pen this, we are negotiating with the IMF for a bailout. Your guess as to what this will mean for us will no doubt be more informed than mine. You have seen this before.

Your significant other seems to have re-invented herself. She has since carved out a political career of her own. You may be surprised at her choice of vehicle, however – the UPND. The more things change, the more they stay the same. Yes? She’s an advocate too, if I should be completely honest. Human and civil rights. She may also be seen championing women’s rights and advancement.

Levy, this could go on ad infinitum. Allow me one more detail, however. Your sternest critic after Michael, Fred M’membe, has seen a few dark days of his own. His Post Newspapers were forcibly shut down and liquidated. The reason advanced was tax arrears. Oddly, numerous other competing publications operate still – some with 10 times as much owed to the taxman. My guess, again, as good as yours. A certain name may make your consideration here too; Edgar Lungu. A new publication has taken its place however. It is called The Mast. If intimidation of its its predecessor’s critically venomous editorial policy was intended, its pages now reveal no success. It is irreverent, partial and unrelenting as ever.

I have talked a lot I think, perhaps it is time I gave it a rest. I do hope you rest satisfied in the knowledge that your efforts at serving your country – though not always well-informed and executed, have been brought into sharper relief, at least in my eyes, by the passing of time. You may have made many errors, didn’t have the best of tempers, and could be rash in your choice of words sometimes, but I would like to think you made honest mistakes. Those I can forgive.

I sit at my window still. The sun long set now. I’m not sure you are able to see any rays over there; and that should help you understand my expectations going forward. We are admonished not to despair, to stay focused in our darkest days and see the light, but sometimes it gets weary, dear Levy. It is getting weary for me.

Yours was a life well lived.

Rest in power.

Regards,

UNZA Don develops innovation that converts waste tyres and plastic into petroleum

42

University of Zambia School of Engineering, Lecturer and Researcher, Dr. Sam Sichilalu, has developed an innovation designed to generate fuel from polymer waste such as discarded tyres, plastic, and rubber.

The innovation that is called “polyfuel prototype” converts waste tyres, plastic materials into high grade polyfuel (industrial fuel) which is a hydrocarbon mixture of petrol, diesel and kerosene with methane vapor.

The innovation is aimed at contributing to improved sanitation, cheaper energy, reduction on deforestation, improved income for vulnerable women waste material collectors and a climate change mitigation on all non-biodegradable products.

Dr. Sichilalu says that the polyfuel innovation will not only provide a cheap source of energy, but will also solve the problem of disposal of waste tires/plastic thereby contribute to the control of environmental pollution and will reduce dependence on fossil fuels or petroleum.

He said that the polyfuel produced is safe to be used as industrial fuel in electric generators, boilers, diesel pumps, furnaces, and in cars.

Dr. Sichilalu will be exhibiting his innovation at the 93rd Agriculture and Commercial Show in Lusaka. Please visit the University of Zambia stand for this and more innovations that UNZA will be showcasing from 31st July 2019 to 5th August 2019.

This is according to a statement issued by UNZA Spokesperson Brenda Bukowa.

And Higher Education Minister Brian Mushimba has described the innovation as incredible.

“I have been alerted that UNZA and one of its researcher Dr Sichilalu have developed a prototype that converts waste tyres/plastics into biofuels. Incredible feat that must be celebrated,” Dr Mushimba wrote on Twitter.

Dr Mushimba said industry and research institutions such as UNZA must constantly collaborate and find solutions.

“We would like to congratulate the University of Zambia management, particularly the School of Engineering, Lecturer and Researcher, Dr. Sam Sichilalu, for developing an innovation designed to generate fuel from polymer waste such as discarded tyres, plastic, and rubber,” he said.

Meanwhile, opposition leader Hakainde Hichilema has congratulated Dr. Sichilalu on his innovation.

“We have been informed that the innovation called “polyfuel prototype” converts waste tyres/plastic materials into high grade polyfuel (industrial fuel) which is a hydrocarbon mixture of petrol, diesel and kerosene with methane vapor,” he stated.

“We understand the innovation is aimed at contributing to improved sanitation, cheaper energy, reduction on deforestation, improved income for vulnerable women waste material collectors and a climate change mitigation on all non-biodegradable products.”

Mr Hichilema added, “We are so excited because such innovation, research and development falls in what we believe can be done in an efficiently funded education system.”

“We have always said Zambia is not short brains and manpower, but it’s short of leadership to inspire and support such innovations for the betterment of our citizens.”

He said if well supported and implemented at large scale, such innovations can immensely contribute in addressing the current high cost of fuel in the country and generate employment opportunities for the people, especially youth and women.

“Congratulations once more to the entire team and please let’s hear more of such positive news from our country.”

Theory popularised by the West that China is laying a debt trap for Zambia lack substance-Kikwete

Jakaya Kikwete, the former President of Tanzania
Jakaya Kikwete, the former President of Tanzania

Former President of Tanzania Jakaya Kikwete has said that the theory popularised by the western media regarding China allegedly laying a debt trap for African countries such as Zambia may lack substance.

According to a statement released to the media by Kellys Kaunda, the First Secretary for Press and Public Relations at the Zambian Embassy in Berlin, Germany, President Kikwete said the stark economic reality based on verifiable studies shows that the West benefits more from China than the entire African continent when it comes to Foreign Direct Investment or FDI.

“Studies show that more billions in terms of investment from China have currently gone to Europe than to Africa,” said former President Kikwete when he spoke at widely followed EAZ summit at the Avani Hotels Resort in Livingstone during a panel discussion.

President Kikwete gave a ball park figure of 30 billion pounds which he said has been invested in UK alone in recent years by China compared to only 60 billion pounds for the entire African continent of 54 countries over the same period.

This confirms the concerns of many pundits that feel China’s relationship with Africa regarding debt or investment are often mischaracterised or skewed in western media.

President Kikwete amidst nods of agreement at the EAZ conference could not be drawn into rebuking China’s relationship with Africa.

Last year, President Edgar Lungu cautioned against ‘malicious media reports’ aimed at creating a rift between China and Zambia over debt or FDI.

President Lungu said, “Zambia will choose its friends on its own terms” not based on foreign media theories of ‘debt traps and dishonesty.’

Zambia like Tanzania has enjoyed a 55-year undisrupted relationship with China from building the TAZARA in the 1960s to currently completing the ultra-modern Kenneth Kaunda International airport plus thousands of kilometres of roads in Zambia today.

Criticism abound from the Western media regarding the China Zambia relationship but President Lungu has remains unequivocal Zambia’s international relations.

What the studies show on FDI in Africa and West

While the hype is that Africa was getting huge amounts of development money from China, studies show the exact opposite is the reality with the West actually getting a lion share of China money.

The “Big Three” EU countries, and not Africa, got most of Chinese money in 2018 alone: United Kingdom bagged 4.2 billion euros, Germany 2.1 billion euros and France 1.6 billion euros.

That’s a far cry for projects such as Zambia’s KKIA or indeed the road works according to studies.

In fact the same study from Rhodium Group and Mercator Institute of China studies or MERICS says the two ‘new top recipients’ of huge Chinese money now are still not Africa or from Africa, they are: Sweden and Luxembourg.

A Forbes study shows that contrary to popular belief, China money is not even as far out spread in Africa as is in the west, with for instance Chinese investment in Africa being lower on average than in other regions away from Africa.

Forbes study says Chinese investment in Africa averages 1.78 people for every $1million compared to 2.24 people for every $1 million in regions other than Africa.

The business forum dubbed National Economic Summit at Avani on the banks of the Zambezi River and Victoria Falls under the auspices of the Economic Association of Zambia was graced by President Edgar Lungu, Kenya’s President Uhuru Kenyatta and President Kikwete.

Zambia’s Ambassador to Germany H.E Anthony Mukwita who followed the discussion closely as a participant described the summit as a start to greater practical economic solutions.

Zambia’s Finance Minister Dr Bwalya Ngandu said if more action and less talking occurs after the event, Zambia could be on the right and positive economic path.

Others that attended the event from Zambia’s diplomatic corps are Zambia’s Ambassador to Ethiopia H.E Emmanuel Mwamba and Ambassador to Israel H.E Martin Mwanambale.

Dr Lubinda Habazoka, the EAZ boss says the next business event will be held in Livingstone next April after describing the first event as a success.

Albeit China was not the elephant in the room, it sure provided the discussion line for the event once the topic was raised to President Kikwete by veteran broadcaster and former diplomat Frank Mutubila.

President Lungu’s remarks on HH becoming president are condescending, tribal and divisive

70
UPND President Hakainde Hichilema
UPND President Hakainde Hichilema

By Richard Waga

President Edgar Lungu’s sentiment that one day a Tonga will be president but not UPND President Hakainde Hichilema are condescending, tribal and divisive. He is telling Zambians that tribe is a factor when choosing leaders. He is telling Zambians the electoral system is not open enough for anyone to aspire for office. He is confirming the tribal narrative we hear among some PF flunkies who hate the idea of a Tonga president. He, like other PF ministers are dead scared of an HH administration which most thieves in government feel they will not have any kind of leverage or connections with.

Say whatever you want to say about HH, he is a man with a track record we all aspire to have or once aspire to have. Educated by the government, employed in private sector and self-established with own enterprises. Married with to one wife and well raised children. He represents a template every young person should emulate.

His critics have nothing of this man apart from concocted prejudices and things that they can’t prove. They call him stingy when they have never begged him. They call him arrogant when they have never talked to him. They call him selfish as if they have ever shared a table with him.

He is top of the agenda on the PF vuuvlzelas, whose strategy is to package him as a representative of western interests or tribal interest. Their recruitment of Antonio Mwanza proved this agenda when the flip-flopper’s first press conference was a chilling attack of HH which threatened him with more time at Mukobeko. Have you ever wondered why PF spokespersons have never been sober minded characters who can reason and not always talk at people? They prefer double-tongued twisted demon cronies like Sunday Chanda, Mumbi Phiri, Frank Bwalya, Dora Siliya and Antonio Mwanza. People whose conscience was so cheap to purchase given that it has forever costed them their own reputations in the eyes of the entire country. What will these character be without the threat of HH?

It is this PF obsession with HH that should make Zambians raise their eyebrows, and question where this political insecurity is coming from. How can a private citizen like them, a tax payer like them, a business man like some of them, cause so much head scratching in PF. HH’s only crime so far has been to aspire for President. Others aspire for president but they are not called power hungry. Others criticize PF but are not called bitter. Only the things that HH does are criminalized. History should remind us that whenever the establishment fights an individual, it is a sign that individual means well for the people and bad for the establishment.

How can the entire PF hierarchy and government machinery worry about a person who is neither a rebel or religious fundamentalist. If HH was bad for this country Zambians would have figure it out. The people working around the clock to block HH with lies, with police, with a doctored constitution and with a biased media are not doing it for Zambia. Think about that?

Lungu’s conduct towards HH has always been abusive, disrespectful and insecure. He probably knows what he did to be in that seat and every thought of HH haunts him. Lungu and his cronies need have the wisdom of realizing that their role is to make sure they leave behind a better country in case Zambia prefer a different administration in 2021. It is not Lungu’s role to make Zambians hate his rivals. His role is simply to sell his vision. Politicians need to start respecting the intelligence and judgement of Zambians, who are way past tribal politics, fwenku fwenku politics or mfwiti, mfwiti politics. Afterall a leader is what this country needs, not a president. Lungu has proven that motorcades, speeches, cutting ribbons and all the day to day roles expected of president mean nothing if the man can’t lead for shizzo my nizzos.

There is no need for stakeholders to frustrate efforts aimed at refining the country’s constitution-Ntewewe

YALI President Andrew Ntewewe
YALI President Andrew Ntewewe

Constitutional Reform and Education Coalition (CRECO) says there is no need for stakeholders to frustrate efforts aimed at refining the country’s constitution.

CRECO Spokesperson Andrew Ntewewe said that, at this point, it is clear that there is a named political party that is trying by all means to frustrate the constitutional amendment process.

Speaking when he featured on Pan African Radio’s The Peoples Debate Programme, Mr. Ntewewe, who is also Young Africa Leaders Initiative (YALI) President, said it is shocking that some political parties and CSOs that never attended the National Dialogue Forum (NDF) are the ones who are speaking the loudest.

“You see, after the new constitution became law, we heard from some political parties, including the UPND and other CSOs, that the supreme law of the land had lacunas that needed refinement,” he said.

Mr. Ntewewe wondered why the people against the NDF are behaving in the manner they are doing when President Lungu listened to their concerns of refining the constitution.

He said this is the more reason why people are aware that such politicians do not mean well for this country.

He also observed the need to deal with vices such as fake news, propaganda, tribalism, violence and hate speech among others.

“We have to fight against fake news. If you remember one political party leader told the people of this Republic that ZESCO, ZNBC and ZAFICCO were sold to foreigners. But the question is, where these key institutions sold? The answer is no. So, this is the kind of things we should be fighting against,” he said.

“This is why over one thousand of our citizens turned up at Parliament Grounds on Friday, 26th July, 2019 to launch the “One Zambia, One Nation – The Zambia we love Campaign” that emphasises an evidenced-based fight against corruption and encourages Zambians to be patriotism and national unity in order to fight bitterness, hate speech, tribalism.”

He said the campaign is aimed at preaching peace, unity and safeguarding the values that the country was founded upon.

The CRECO Spokesperson also accused some of the Civil Society Organization in Zambia of receiving funding from the international donor community to championing homosexuality in Zambia hiding in the name of Yellow Card Campaign.

Mr. Ntewewe stated that he has evidence that some of these CSOs have been heavily funded to start championing for the introduction of homosexuality in Zambia saying Zambia is a Christian nation and such things cannot be tolerated.

Southern Province Tourism and Investment Expo to benefit the local communities

Monze District Administrative Officer Gorreti Bbalo
Monze District Administrative Officer Gorreti Bbalo

Monze District Administrative Officer Gorreti Bbalo says Southern Province Tourism and Investment Expo will benefit the local communities and has called on the traditional leadership in the district to release land for developmental projects when government makes requests, so as to ensure that the district is not left behind in development.

And a local business man Fancy Gondwe has asked the local community to support government initiatives aimed at empowering local communities as that is the only way they will benefit from the national cake.

Meanwhile Monze Town Council Public Relations Officer Kanchele Kanchele observed that the forthcoming Southern Province Tourism and Investment Expo will help expose the investment potential of the district to the outsiders both locally and internationally.

Speaking during an interactive Chikuni Community Radio program dubbed “Atubabushe” Bbalo who is the Chairperson for the District Expo Committee explained that development sits on land and that it is only by releasing land which is in traditional hands that development will trickle down to the local community.

She explained that in the wake of the forthcoming Southern Province Tourism and Investment Expo, Government is looking for land in the district for investment purposes and that most of the land in the district was in traditional hands.

She further clarified that the district administration has engaged the different traditional leaders in the district to release some land and that the engagements have been fruitful.

“We need to benefit as Monze District from this Expo that is coming in our province. We should not be left behind in development because we will only have ourselves to blame if the Expo comes and no investors come here.

“We have so much potential as a district for investors to tap into that’s why we are asking for land from our traditional leaders for investment. We have the Lochinvar National park endowed with so much wild life including being the exclusive home to the Kafue Lechwe making our district a potential destination for tourists.

“We are also number one in terms of cattle population which we need to take advantage of and bring in investors who will start adding value to our cattle products thereby creating jobs for local people. We are talking about diversifying our economic activities so that we can withstand the effects of climate change. Those are just a few examples of what the district is endowed with,” she said.

And Gondwe said the Expo can be regarded as a way of sowing a seed of development in the district and that the district needs to be opened up to outsiders saying the Expo was the best forum that can sale the district to potential investors.

He said the district has untapped riches which needs to be exploited and the beneficiaries will be the local communities.

Meanwhile Kanchele observed that the Expo will attract not only leaders and decision makers from within the country but that international investors and entrepreneurs will also come to see what the province has to show case.

He explained that Expos have been used to find solutions to challenges affecting communities hence the need for the people of Monze to put their heads together and find the best way of attracting investment which would help alleviate poverty in the district.

He gave an example of Luapula Province where the first Expo was held saying “our friends are benefiting from hosting the first ever exposition as small scale cassava farmers are now supplying their produce to Zambia Breweries while Luapula Sugar which hit the market last month has created hundreds of jobs for local communities in the province.”

The trio who are Committee members for the District Expo were on radio to sensitize local communities in Monze about the forthcoming Southern Province Tourism and Investment Exposition which takes place in Livingstone from 14th to 21st September, 2019.

Vedanta application to stop liquidation of KCM heard in Lusaka

24

The Lusaka High Court this afternoon heard Vedanta’s application to stay the winding-up proceedings which ZCCM initiated against KCM last month.

Judge Banda-Bobo has since reserved judgement.

In a statement, Vedanta said it is unable to comment on the process currently underway in the Lusaka a High Court.

It said this is in compliance with the guidance provided by Justice Banda-Bobo on 4 July 2019, after concerns were raised about the parties making public comments about ongoing court proceedings.

Last Week, the High Court in Johannesburg granted Vedanta Resources an urgent interim order blocking ZCCM from liquidating Konkola Copper Mines (KCM).

The Indian-owned mining company is fighting the Zambian government’s decision, through ZCCM-IH to appoint provisional liquidator Milingo Lungu to wind up KCM operations after government accused Vedanta of breaching the terms of its mining licence.

The interim interdict was granted after two days of argument in court last week, where Vedanta contended that ZCCM-IH had breached and continued to breach the KCM shareholders’ agreement by instituting the proceedings against KCM.

It argued that ZCCM-IH had pushed ahead with the provisional liquidator instead of reverting to the agreed-upon dispute resolution mechanism for shareholder disputes.

South African High Court Judge Leicester Adams said in a ruling seen as a big win for Vedanta that wind-up proceedings must be immediately withdrawn until a final decision is made following arbitration.

“Pending the final determination of the arbitration, the first respondent is interdicted and restrained from taking any further steps in the furtherance and prosecution of the winding up proceedings,” he said.

The granting of the interim interdict means that, pending the final outcome of an arbitration process, ZCCM-IH should immediately withdraw its winding-up proceedings.

It also means that provisional liquidator Milingo Lungu is discharged from office and leave KCM premises.

ZCCM-IH was also ordered to pay Vedanta’s legal costs for three Lawyers who applied for the interdict.

In a statement, Vedanta said it welcomed the ruling by Judge Adams and reiterated its commitment to resolving the dispute with ZCCM-IH via arbitration.

Vedanta had been locked in a dispute with the Zambian government since May when it appointed a liquidator to run KCM, which is 20% owned by ZCCM-IH and the rest by Vedanta.

However, the Zambian Government responded by saying that the ruling by the South African High Court on Konkola Copper Mines will have no effect on the liquidation processes which is going on in Zambia.

In an urgent high level Press Conference organised in reaction to the South Gauteng High Court ruling against ZCCM-IH and KCM Liquidator Milingo Lungu held at State House addressed by Attorney General Likando Kalaluka, Mines Minister Richard Musukwa and Justice Minister Given Lubinda on July 23, Government said the foreign judgments are not enforceable in Zambia until a rigorous process of registration is undertaken.

Speaking on behalf of Government, Mr. Kalaluka said the judgment was not to be circulated in Zambia as it was not only contemptuous but undermine of Zambia’s viable, working and functioning judicial system.

Mr. Kalaluka also announced that he would take the process of appealing the South African Judgement.

And Mr. Musukwa said South Africans Courts have no jurisdictions over the issues on the Zambian soil. He said the foreign judgement can only be undertaken if it’s admitted in the Zambian Courts.

Vedanta had sought the urgent order in South Africa to prevent KCM from being wound up, arguing that the dispute should be subject to arbitration, which cannot happen if the Zambian government is pursuing a new investor.

Mines Minister Richard Musukwa is on record to have said that said that it expects bids for the KCM business to be submitted within weeks by nine companies from Russia, Turkey, Australia, Canada and China.

Chipolopolo to wait further for 2022 WC group stage fate

Chipolopolo will have to wait a little longer to know their 2022 World Cup qualifier group stage opponents after the draws were made in Cairo on July 29.

CAF on Monday conducted only draws for the preliminary round involving the 28 second ranked African sides on the July FIFA charts who will meet in home and away knockout qualifying fixtures this September for a place in next March group stage.

Zambia, who enjoyed a preliminary round bye, will know their fate when CAF makes the group stage draws at a date to be advised.

Chipolopolo are one of the top 26 sides from Africa on the July FIFA ranking exempt from the preliminary round.
