The Southern Africa Centre for Constructive Resolution of Disputes (SACCORD) is expectant that President Edgar Lungu will emphasize on the importance of the dialogue amongst political stakeholders as he addresses the nation on national values and principles in parliament today.

SACCORD Executive Director Boniface Cheembe says his organisation expects the president to emphasize on the importance of the national dialogue, adding that there is need for the Head of State to commit himself and his government to the national political dialogue as he addresses the nation.

Speaking on a live breakfast show on Hot FM radio today, Mr Cheembe said SACCORD believes that dialogue is very important in bringing about unity in the country.

Mr Cheembe said SACCORD also expects the Head of State to address the constitutional reforms and the application of the Public Order Act which was also being reformed.

He added that his organisation and the country will be interested to know which institutions will spearhead the implementation of national values and principles, so that they are held accountable.

Parliament yesterday suspended part of its standing orders to omit the Vice-President’s question time and allow for President Edgar Lungu’s address set for today.

President Lungu will address Parliament on the application of national values and principles which is in line with the Constitutional provisions that the Head of State should address Parliament at least twice a year.

PF candidate failed to file nomination because he was involved in a road accident

Patriotic Front candidate for Mfinshe Ward By-election in Malole Constituency, Mungwi District of Northern Province was unable to file in his nomination papers yesterday for the April 11th 2019 parliamentary by election as he was involved in an accident.

Joseph Mulenga had left behind some of the documents required by Electoral Commission of Zambia and was forced to return to the Boma Offices to collect the remaining documents.

PF Media Director Sunday Chanda said unfortunately, Mr. Mulenga got involved in a road traffic accident on his way back resulting in him missing the deadline.

Mr. Chanda said due to this unforeseen situation, he was unable to beat the ECZ’s stipulated deadline for filling in.

Meanwhile, two candidates successfully filed in nominations for the Mfinshe ward by -election in Mungwi district of Northern Province.

Returning officer, Gaston Phiri declared the duo as Bruno Mubanga of the United party for National Development and Ignatius Mutale from the Forum for Democracy and Development.

Speaking in separate interviews, both candidates promised to deliver the much-needed development to the people of Mfinshe ward.

The Electoral Commission of Zambia has set April 11th 2019, as the date for the local government by elections.

The Mfinshe by-election was necessitated following the resignation of Independent councilor, Anthony Mubanga.

President Edgar Lungu is determined to ending the scourge of Early and Forced Child Marriage in Africa and will continue to engage with other African leaders at the highest level to rid the Continent of the vice that has been endemic for many years, the United Nations has been informed.

Zambia’s Minister of Gender Elizabeth Phiri told the United Nations that President Lungu has continued to campaign against Early and Forced Child Marriage in Africa because he is a firm advocate of the protection of rights of the girl child.

Mrs. Phiri said President Lungu in his capacity as the Champion on Ending Early Child Marriage in Africa and working with the African Union has continued to guide the campaign against Early and Forced Child Marriage on the Continent.

Delivering her key note address at the 63rd United Nations Commission on the Status of Women side event dubbed; “Accelerating the elimination of harmful practices to reap the demographic dividend in Africa,” Mrs. Phiri said the campaign against Early Child Marriage in Africa has resulted into the formulation of legislation and national plans aimed at eradicating the vice in Africa.

The side event was hosted by Zambia, Burkina Faso, Canada and Italy in partnership with UNICEF, UN Women, UNFPA and the African Union.

She stated that it is the responsibility of African governments to continue to challenge all forms of discriminatory laws and negative social norms under which the scourge of Early Child Marriage has continued to be perpetrated.

Mrs. Phiri said there is need for Governments in Africa to change the negative and social norms which have been perpetuating the harmful practices and that the change would only be come if governments continued to work with traditional leaders who are the custodian of cultures.

“President Lungu in his capacity as the Champion on Early Child Marriage in Africa, together with the African Union, continues to guide the campaign against the vice. It is our responsibility to challenge the discriminatory laws and negative social norms under which the vice of Early Child Marriage is being practiced,” Mrs. Phiri said.

She explained that educating the girl child remains the key component to ending child marriage because an enlightened and educated girl would acquire the abilities to stand against any form of social injustices as well as fight for her rights.

The Minister stated that Zambia and Canada together with a core group from of countries from all regions has tabled a resolution on Ending Child, Early and Forced Marriage in the General Assembly which has since been adopted by consensus by Member States.

She said Zambia is gratified that the 2018 resolution has among other things called on Member States and the International Community to pay special attention to the needs of girls and women.

“Ending Child Marriage and Female Genital Mutilation (FGM) requires multi-stakeholder efforts from governments, cooperating partners, cultural and religious institutions and the media to take action towards the elimination of the harmful practices,” She added.

This is according to a statement issued to the media by First Secretary for Press at Zambia’s Permanent Mission to the United Nations Wallen Simwaka.

A woman of Kabwe in Central Province has delivered a set of conjoined twins who are sharing a heart and liver.

The twins born on Wednesday afternoon at the University Teaching Hospitals-Women and New Born Hospital were a referral case from the Kabwe General Hospital.

Minister of Health Dr. Chitalu Chilufya disclosed the development to Journalists in Mansa yesterday.

The Minister has described the condition of the twins as critical but stable.

Dr. Chilufya says a team of Doctors has continued to monitor the condition of babies.

This is according to a statement issued to the media by Ministry of Health Head Media Relations Stanslous Ngosa.

President Edgar Lungu to address the Nation on National Values and Principles.

President Edgar Lungu is this morning expected in Parliament to address the House and the nation at large on national values and principles.

This is in line with Article 9 (2) of the Constitution of Zambia.

Various stakeholders will be expecting the President to emphasize the strengthening of the country’s values and morals for the country to continue upholding morals which are based on biblical principles.

The Zambia National Women’s Lobby says it expects the President to comment on the continued revelations of misappropriation of public funds by senior government officials.

Organisation Executive Director Juliet Chibuta said this is important because corruption breeds inefficiency and distorts decision-making connected with public investment processes, thereby undermining development outcomes.

She said her Organisation anticipates that the President will provide guidance on how the increasing poverty levels triggered by the high cost of living can be mediated because High poverty levels are a concern for all because it affects women the most.

Mrs. Chibuta said the Zambia National Womens Lobby also expect that the President will address the challenge of violence during elections which appears to have taken root as evidenced by the just ended by-election in Sesheke District, where many people were injured.

She said Violence discourages women from taking part in electoral processes both as candidates and voters.

And, Ms. Chibuta says as the House prepares to commence the process of amending the Constitution, Zambia National Womens Lobby expects the President to provide guidance on this important process.

“Of prominence to us is Article 60 (1 b and c) which provides for political parties to conduct primary elections for the selection of candidates for election or nomination to state office. Zambia National Womens Lobby has observed that most women candidates who go through primary elections get dropped by higher organs of the political parties”, she observed.

She said Article 60 (1 b and c) be amended to obligate political parties to adhere to the outcome of the primary elections. We further recommend the inclusion of principles of gender equality.

Mrs. Chibuta said additionally, Article 253 (1) (a) on equitable access to land and associated resources should be amended to enhance equity in land allocation.

She observed that in its current state, this law favours citizens with finances who are mostly men.

Mrs. Chibuta said her Organisation also looks forward to hearing the President’s position on how the principle of equality is being addressed, through the implementation of the Gender Equity and Equality Act.

She said there is need to set up the Gender Equity and Equality Commission for the Act to be operationalized adding that they await to hear from the Head of State on these and other matters of national importance.

Delivery of fabricated bridges to be done soon-RDA

The Road Development Agency (RDA) says the delivery of pre-fabricated bridge components that were procured at the cost of US$ 73.7 million are expected to be completed by this month end.

RDA Communications and Corporate Affairs Director Masuzyo Ndhlovu told the media in an interview that the agency expect the last consignments of the components of the bridges will arrive in March Monthend.

Mr Ndhlovu said consignments of the pre-fabricated bridge components have been arriving in the country awaiting the time for installation once training for technical officers have been done.

He said the agency will conduct training for its technical officers and stakeholders who include officers from the Zambian National Service and Zambia Army to prepare them for installation of the bridges in designated places.

Government procured pre-fabricated bridge components to be installed on crossing points that have been washed away by heavy rains in some parts of the country.

The first consignment of the bridge components of the 131 prefabricated modular steel panel bridges that have been procured started arriving in the country in February.

Ministry of Infrastructure Development and Housing Permanent Secretary Engineer Charles Mushota and Road Development Agency officials received the first 8 containers carrying the components of the bridges in Lusaka West.

The project to install bridges has been planned to be implemented in seven provinces namely Northern, Muchinga, Lusaka, North Western, Luapula, Eastern and Central.

The RDA is in the process of engaging a contractor for the construction and installation of ten bridges in Eastern Province whose works will commence in the second quarter of 2019 which will be followed by the roll out of the installation to the other province.

The country has this year received torrential rains that have left some parts of the country being cut off from the rest of Zambia needing urgent response from the authority.

Over 10,000 Gender Based Violence cases withdrawn from various police stations

The Zambia Police Service has disclosed that out of the 22, 073 Gender Based Violence (GBV) cases reported in 2018, 10, 811 cases were withdrawn from various police stations, with an additional 201 cases withdrawn from the courts of law by GBV victims.

Zambia Police Spokesperson Esther Katongo told the media in an interview that from the 3,241 cases that were taken to court, 1,097 offenders were convicted, 79 cases were acquitted and over 1,000 were still pending in the courts of law.

And Women for Change Executive Director Lumba Siyanga says the organisation offers women entrepreneurship and business development training to victims, to help lessen their economic dependence on their abusers.

Ms Siyanga said the organisation has trained over 3, 000 women in entrepreneurial skills in the last five years, with startup businesses.

And Ms Siyanga added that the organisation is currently running a project where women are being encouraged to participate in decision making and leadership.

She has since urged GBV victims to be part of support groups where they can offer each other economic and social support.

Meanwhile, the Young Women’s Christian Association (YWCA) has appealed to government to actualize the Economic Empowerment Fund for survivors of gender based violence.

YWCA Programmes Manager Mirriam Mwiinga says the Economic Empowerment Fund will help reduce the number of women withdrawing cases where the abusers are their husbands, as they will be able to support themselves in instances where the perpetrators are jailed.

The main excuse being given for the cowardice of Zambian professionals in Government is that if they speak out they risk retirement in national interest! So what. From University in the UK I joined Government in 1994 as an Economist Ministry of Commerce, Trade and Industry. After two years I went into the private sector as an Assistant Consultant. My first major consulting assignment was with the World Bank which took me back into Government but with better remuneration. Since then I have advised Governments in over 25 countries across the world mainly in Africa including the UK and USA Government on issues related to trade and investment. I can state very strongly I have never seen the level of mediocrity and fear in the public service as I have seen with the current crop of public servants in Zambia.

I have worked with Hon. Mutati when he was Minister of Trade, I worked with Hon. Magande when he was Finance Minister and many a time my view was different from theirs but never once did I think oh what if I lose my job? Under both the LPM and FTJ Governments we all worked as a team. Central Bank had brilliant minds Fundanga, Kalyalya, Mwenda and others, Ministry of Finance with likes of Musokotwane, Felix Nkulukusa, Emmanuel Ngulube, Stella Chibanda, late Mubanga. At State House you had proper Economic and Political Advisers focused on managing the Zambian economy.

Today everyone in key positions is just focused on their own survival and no one is telling the President the full story nor the truth. Many a time the late Mwanawasa would directly ask for technocrats to explain to him issues rather than hear it second hand from Ministers. He also hated bootlickers and felt insulted when you thought by saying nice things you would impress him.

I remember sometime in 2006 or 2007 when I was presenting the ‘Enterprise Show’ on ZNBC I released an exclusive exposé of a fuel deal that had led to a shortage of diesel in Zambia. The information I received implicated the PS Energy and I spoke directly into the camera as it was a live show and addressed the President saying “please take action Sir, I am tired of walking as there is no diesel for my car”. ZNBC after that incident stopped allowing live transmission of the programme and did not renew the contract at the end of the contracted period. I received threats from OP officers because of that saying how can I address the President on TV like that. But lo and behold President Mwanawasa reacted differently and sent his personal security to come and get the file of information I had and he immediately fired the PS Energy and cancelled the deal with a South African bank. A few days later I met then Vice President Kavindele at Pamodzi Hotel and he said to me ‘young man what trouble are you causing, we discussed you during Cabinet’!

So do not tell me oh no we cannot talk because we may lose our jobs or Government will harass us. No you are just simply a coward. If we were like you cowards FTJ would have managed to get his third term. In my more than 20 years of professional life I have faced serious threats not only against my job but against my life. But because I stand for the truth and for my country no harm has come to me. The late Sata once called me and said why don’t you support me and I said because I do not agree with your brand of politics or policies. But he said one thing I will always remember. He said, “the problem you have Simumba is that your generation is a very selfish generation of Zambians. I wanted to give you a job but ‘abanobe were the most against you’. This is the reality of Zambia today. We have a generation of back stabbing kleptocrats who at the snap of a finger will even betray the current President whom they shower with all sorts of praises and accolades but deep down in their hearts despise. We know them and come 2021 I and many progressive Zambians will ensure we get rid of them once and for all.

They were the same people who destroyed RB and today they have gathered around the PF. They will also destroy the PF but we will not allow them destroy Zambia. Enough is enough its time to rise and shine, our appointed time has come for the Lord to hear our cry.

Natsave and Mastercard sign strategic agreement to drive digital transformation and financial inclusion in Zambia

The National Savings Bank and Mastercard have signed a strategic partnership agreement, which will see the bank rollout Mastercard Chip and PIN prepaid and debit cards to provide its customers with a safer and more convenient alternative to transacting with cash.

This is in line with the government’s goal of creating an inclusive and modernized digital payments ecosystem in Zambia.

NatSave customers, who are currently limited to using their proprietary cards for withdrawing cash, will be switched to Mastercard’s prepaid and debit cards later this year.

The new cards will feature the latest EMV Chip and PIN payment technology, providing customers with a convenient, globally accepted payment solution with the highest security protection.

The partnership supports Zambia’s National Financial Inclusion Strategy 2017 to 2022, which aims to increase financial inclusion from 59 percent to 80 percent.

“We are pleased to embark on a significant new strategic partnership and joint investment programme with Mastercard in our quest to make banking and payments more efficient, secure and convenient for our customers, while reducing their exposure to the safety risks and high transactional costs of handling cash,” says Mukwandi Chibesakunda, CEO of Natsave.

RTSA about to increase motor vehicles fees, calls for consultation

The Road, Transport and Safety Agency (RTSA) is in the process of implementing new fees on re-registration of motor vehicles.

To this effect, RTSA has called for consultative meetings with stakeholders and members of the general public to be held at the Government Complex in Lusaka and Civic Center in Kitwe and Livingstone.

This according to a notice issued by Chief Executive Officer Zindaba Soko dated March 2019.

RTSA intends to adjust rates related to road user fees, testing of motor vehicles for roadworthiness which will now be mechanised; and re-registration fees for all motor vehicles and trailers.

He said the meetings were being held in accordance with the Business Regulatory Act. No. 3 of 2014.

He said the Agency is required to recommend the user fees to the Ministry of Transport &Communications for approval before implementation.

RTSA is a statutory body established under the Road Traffic Act No. 11 of 2002 and mandated among other things, to implement Government policy on road transport, traffic management and road safety.

Candidates successfully file nominations for upcoming by elections

Four candidates have successfully filed in their nominations for the Roan Parliamentary by-election in Luanshya which is slated for April 11, 2019.

Candidates from the ruling Patriotic Front, the opposition NDC, UPPZ and PAC filed in their nominations at Roan Antelope Secondary School in Luanshya today.

The first to file was 39-year-old Joseph Chishala from the opposition National Democratic Congress who arrived at the nominations centre at 10:03 hours.

Mr Chishala, a former trade unionist, was escorted to Roan Antelope Secondary School by NDC consultant Chishimba Kambwili and UPND deputy secretary general Patrick Mucheleka.

After Mr Chishala filed, Mr Kambwili said UPND and NDC have decided to support one candidate each in the Roan and Bahati parliamentary by-elections.

He said in Roan, the UPND is supporting the NDC candidate while the NDC will support the UPND candidate in Bahati Constituency.

Another candidate who filed in is Mwansa Chama from the People’s Alliance for Change -PAC.

Mr Chama initially came with his supporters to file in at 11:00 hours but he was turned away by police officers as the NDC candidate was still filling in his papers.

He came back 30 minutes later escorted by PAC Secretary General Herald Mulawu and was allowed to enter the nomination centre.

According to the schedule issued by the Electoral Commission of Zambia, UPPZ, UPND and PF will also file in for the Roan seat.

But UPND deputy Secretary General Patrick Mucheleka has told journalists that his party will not have a candidate in Roan Constituency as it is supporting the NDC.


Meanwhile, ECZ officials and heavily armed Police officers have barred journalists from ZNBC, Diamond TV, Radio Phoenix, The Mast and Times of Zambia from covering the filing of nominations in Roan.

The ECZ officials have given instructions to Police officers to lock the gate and only allow reporters from Radio Icengelo, Zambia Daily Mail and ZANIS who were accredited yesterday.

When reached for a comment, ECZ public relations manager Margaret Chimanse said journalists who have not been accredited should not enter the nomination centre. She said notice for accreditation was given.

Meanwhile, Five Political parties have successfully filed in their nominations for the Bahati Parliamentary by-election.

The five candidates are from the Patriotic Front -PF-, United Party for National Development-UPND- and Forum for Democracy and Development-FDD-.

Others are United Prosperous and Peaceful Zambia-UPPZ- and People’s Alliance for Change-PAC-.

And all the candidates have expressed optimism that they will scoop the April 11, by-election.

The PF’s candidate is Charles Chalwe, while PAC has Isaac Lukwesa with the UPND fielding Justine Bwalya.

The UPPZ has fielded Clement Mwila while the FDD candidate is Emmanuel Chanshi.

Education Minister hints at shortening exams period to deal with leakages

General Education Minister David Mabumba says his ministry is in talks with the Examinations Council of Zambia ECZ to revise the exam timetable for grades 7, 9 and 12.

Mr. Mabumba says the long periods that are spent writing exams may also be a reason for circulation of leakages among pupils.

He adds that the curriculum also needs to be revised because certain subjects that pupils are learning are being taught at wrong grades.

The minister also says teacher management will also be reviewed and the challenges that they face will be addressed.

Mr. Mabumba has also urged teachers to start authoring text books for pupils because they understand what pupils need due to the day to day interactions with them.

He says it is better for a local teacher to author a text book in vernacular rather than import such from abroad.

Mr. Mabumba was speaking when he toured some schools in Kafue District and had an interactive meeting with teachers from various schools within the district.

Katanga Province Governor in the Democratic Republic of Congo – DRC- Celestine Pande Kapopo has appealed to President EDGAR LUNGU to allow for a coordinated and consistent export of mealie-meal to his country.

Mr. Kapopo says Katanga and other adjacent provinces like Kolwezi have a huge challenge in feeding their citizens because many of them have abandoned agriculture to concentrate on mining.

Speaking when Lusaka Province Minister Bowman Lusambo paid a courtesy call in Lubumbashi, Mr. Kapopo said Zambia remains a key partner in trade of mealie-meal with the DRC.

He said his country has a huge market which Zambia should take advantage of to earn more foreign exchange and increase the volume of trade between the two countries.

And Lusaka Province Minister Bowman Lusambo promised to convey the request to President Lungu.

He said Zambia has many colleges of agriculture which can offer technical expertise and training to the people of Katanga as they embark on agriculture transformation.

Bible Gospel Church in Africa BIGOCA overseer Peter Ndhlovu has urged President Edgar Lungu to emphasise the strengthening of the country’s values and morals as he addresses parliament tomorrow.

Bishop Ndhlovu says it is important for the country to continue upholding morals which are based on biblical principles.

He said this will reaffirm the country’s stance as a Christian nation.

Bishop Ndhlovu said this in an interview with ZNBC News in Lusaka.

And political scientist Alex Ngoma says he is hopeful that President Lungu will give guidance on how best the country can achieve peace and stability.

Dr. Ngoma said president Lungu should also highlight peace, unity and stability as he addresses parliament and the nation.

He noted it is disappointing that the recent by-elections have seen people using violence which is unnecessary.

And another political scientist Chris Zimba said he is hopeful that the President will articulate to what extent government is applying national values, democratic governance and Political tolerance.

And Foundation for Democratic Process -FODEP- President Mumbuna Mwenda has called on the President to emphasize on the need for Zambians to respect each other regardless of their tribe, colour or religion.

Chief Chikanta urges Church to put their house in order

Chief Chikanta of the Tonga speaking people in Kalomo District has urged the leadership of the three Church mother bodies to put their house in order if they are to effectively spearhead any dialogue process.

Speaking at his palace in Kalomo, the traditional leader said the resignation of the United Church of Zambia Synod Bishop Reverend Bishop Sydney Sichilima as President of the Council of Churches of Zambia is an indication that there is something seriously amiss that need to be rectified among the leadership of the three Church mother bodies.

Chief Chikanta noted with concern that the three church mother bodies seem to be compromised.

He further advised the three Church mother bodies not to advance any other agendas inimical to the interests of the nation other than dialogue itself.

Bishop Sichilima resigned as President of the Council of Churches in Zambia last week and withdrew his participation in the three Church mother bodies.

In a letter addressed to the Three Church Mother Bodies and CCZ General Secretary, Bishop Sichilima said the move is meant to preserve the integrity of the United Church of Zambia.

Bishop Sichilima said he has also withdrawn his participation from the grouping.

He said as UCZ leader, there are certain biblical ethics that he cannot compromise in executing his pastoral duties hence his withdrawal from the church mother bodies and resignation from CCZ.
