Mining houses challenged to promote safety at work places

The Workers Compensation Fund Control Board has challenged mining houses in the country to join the Vision Zero global campaign to eliminate occupational accidents and diseases in work places.

Board spokesperson Maybin Nkholomba said in a statement to ZANIS that the campaign provides resources and tools necessary for the promotion of health and safety at work place.

Mr. Nkholomba said the campaign has a specific segment on mining activities which the mine houses can benefit from in light of reports that have attributed the accidents recorded to non-compliance to safety standards.

He stressed that the recent incidences in which four miners have died should ignite positive response from the mining firms to join the campaign.

Mr. Nkholomba said the board has since scheduled a sectoral launch of Vision Zero for mining houses to enable them appreciate the philosophy of the campaign.

He has urged the mining houses to report accidents to the board in line with the Workers Compensation Act to enable the institution compensate families of the workers.

He emphasized that government specifically established the board to compensate grieving families after loss of their loved ones in occupational accidents.

Measles outbreak kills 43 children

Forty-three children have died from suspected measles in Chief Chiundaponde’s area in Kanchibiya constituency of Lavushimanda district in Muchinga Province.

Both Muchinga Province Health Director Nero Chilembo and Kanchibiya Member of Parliament, Martin Malama have confirmed the development in separate interviews with the Zambia News and Information Services (ZANIS) in Lavushimanda today.

Dr. Chilembo however revealed that from the 43 deaths recorded in Chiundaponde, two fatalities were recorded at the health facility while the remaining 41 were recorded in the communities.

And Dr. Chilembo said other fatalities were confirmed through the physical counting of graves in the community.

The Provincial Health Director said his team has already started conducting research, and has embarked on a massive immunisation campaign with financial assistance from the World Health Organization (WHO) and the Ministry of Health.

He however added that the disease outbreak has been contained with no new cases having been reported in the last 3 days.

Dr Chilembo said a total of 5,426 children aged below the age of 15 have since been immunised so far, adding that health education and identification of new cases in the affected communities has also been stepped up.

Meanwhile Dr. Chilembo has appealed to the affected communities to quickly seek medical attention whenever they suspect any health problem.

And according to the Area Member of Parliament Martin Malama, the measles epidemic broke out a month ago in Kapilya area in Chiundaponde and so far 43 lives have been lost

Dr. Malama said the measles outbreak is due to lack quick medical response from health facilities, adding that the area has one health post, located 60 kilometres away from the named villages, making it difficult for people to walk to and from, to have their children immunised.

He further noted that at the moment the roads are impassable due to heavy rains and the area can only be accessed by use of canoes and small boats.

Dr. Malama also advised that there was need for members of the community to receive timely education and sensitization on the importance of immunisation against measles.

He also said more health posts need to be constructed in the area, in order to avoid the long distances covered by people, in accessing medical services.

Dr. Malama has since thanked the Ministry of Health for enhancing measures to control the disease outbreak.

UPND and PF Resolve to End Violence

The Electoral Commission of Zambia has conferred with the United Party for National Development, the Patriotic Front and the Zambia Police in regards to the violent, unbecoming and unacceptable behaviour exhibited during by-elections. The Commission has further expressed concern over the fatigue that the Zambian people are experiencing as a result of acts of perpetuated violence; and in turn, call for lasting actions.

It is in this vein that the Commission has convened a meeting to openly discuss with the Secretary Generals, Chairpersons’ Elections, Chairpersons’ Youth and Chairpersons’ Women from the Patriotic Front (PF) and the United Party for National Development (UPND) in terms of conduct of political parties during upcoming by-elections.

The political parties present have unanimously resolved as follows:

  1. That we the PF and UPND have resolved to uphold violent-free elections;
  2. That it will be an offence to be found with any offensive weapons in an election area;
  3. That the two political parties have agreed to provide a conducive environment for the Police to work professionally;
  4. That we the parties agree not to ferry youths from outside of an area where by-elections are being held;
  5. That we the UPND and PF agree that the youth during campaigns should be demilitarised and should not be dressed in military (combat) attire, masks, etc;
  6. That campaign schedules should be strictly adhered to and any changes should be mutually agreed upon with the exemption of the Republican President of the Government of Zambia;
  7. That no hate speech, tribal remarks or distribution of money will be accepted going forward;
  8. That we the PF and UPND will feature on joint media programmes to denounce violence and propagate violence-free elections.

KCM gets a New CEO

Konkola Copper Mines Plc (KCM) announces that Vedanta Resources Limited, has appointed Christopher Sheppard as the new KCM Chief Executive Officer (CEO) effective 18th March 2019 and is based at KCM Head Office in Chingola.

Mr. Sheppard will drive all of KCM’s strategic business priorities across safety, environment, community, sustainability, people practices, ethics, governance, innovation, costs, capital expenditure, growth, EBITDA and free cash flow. Mr. Venkatesan Giridhar, who had been acting KCM CEO will continue in his role as Chief Financial Officer assisting Mr. Sheppard and the entire leadership team.

“Chris will provide leadership in delivering KCM’s vision of over 50 years of sustainable mining and operations in Zambia,” Vedanta Group CEO Srinivasan Venkatakrishnan commented on the new appointment.

Mr. Sheppard holds a Bachelors’ Degree in Mining, which he obtained from the University of the Witwatersrand in South Africa and has attended, among others an Advanced Management programme at Harvard School of Business. He brings with him 35 years of contracting and mining experience. He has held leadership roles with Anglo American, Anglo Platinum, Lonmin Platinum, and Murray and Roberts Cementation. Prior to joining Vedanta he was the Chief Operating Officer at AngloGold Ashanti Limited in South Africa.

Christopher is married to Beverley, who will shortly be joining him permanently in Chingola, and they have been blessed with three married children, Samantha, Clive and Matthew, as well as three grandchildren. He is a fitness enthusiast and enjoys sports.

Ministry of Tourism and Arts Permanent Secretary Howard Sikwela has refuted reports that two statutory bodies of his Ministry are not up to date with salaries.

Speaking at his office this morning, Reverend Sikwela said the National Heritage Conservation Commission has had their salaries paid and are up to date as opposed to the impression created by unions and published in some sections of the media.

Reverend Sikwela said the only individual institution that is behind in terms of salaries is the National Museums Board.

He said statutory bodies under his Ministry that want to depend entirely on Government funding to pay workers’ wages should pull up their socks before he is left with no choice but to recommend that they are converted into departments.

Mr. Sikwela said the controlling officer also called on media houses to verify all information with relevant line Ministries and other relevant authorities for accuracy of stories before they publish them.

Arise ZNBC Arise, Reclaim Your Integrity!

The News Diggers of 11th March 2019 carried a story in which the Permanent Secretary in the Ministry Information and Broadcasting Services (MIBS) roundly condemned our national broadcaster, the Zambia National Broadcasting Corporation (ZNBC), for biased coverage.

The story was titled, “Kasolo Tells off US Embassy: Talk to Trump about media freedom”. He was reported to have been made the comments during the “Let The People Talk’ programme on Radio Phoenix. After reading through, I felt the article could have as well been titled, “Kasolo Tells off ZNBC: Go Back to Your Basics”. This is the most scathing attack of ZNBC by a serving government official, more so the ‘Chief Executive Officer’ (CEO) of MIBS. What more does ZNBC need to hear in order to arise and indeed go back to the basics of professionalism. Let’s pose for a second and analyse Mr. Kasolo comments in detail and put them into the context of the ethos of a Public Service Broadcasting (PSB), which ZNBC has been sloganeering to be, every news time.

First, Mr. Kasolo says, “I was there two days ago. I was speaking to the Director of Programmes and also my good friend who runs the Sunday Interview Mr. Zulu (Grevazio) and I said to them, it’s about time we started improving our outlook and image of ZNBC. We must allow the opposition to come on certain programmes and also out their views. We must allow debate between opposition and ruling party MPs and Ministers. And I know that my honourable Minister (Dora) Siliya is very keen that we do that. We discussed at length.”

Confirming ZNBC’s loss of one key media principle – credibility – Mr. Kasolo further said, “We need to bring back ZNBC to where it was a trusted source. At the moment everyone is suspicious of them. They are looking at them and saying, ‘no they are biased’.” To lose trust, as the Mr Kasolo implies, also means losing believability; it means people don’t believe what ZNBC reports on. Hence, what a waste of ZNBC’s resources (time, financial, materials etc) and of those of the audiences, the poor Zambians who are made to pay TV levies, if its content (News and otherwise) can’t even be believed? Any medium which loses believability and overall credibility is as good as not being there.

Referring to the infamous malady called ‘hierarchical news order’, which we have been subjected to for years, Mr. Kasolo added, “His Excellency the President, has stated himself and he is on record that why should it be Edgar, Edgar, Edgar? Why can’t they bring other people on, including the opposition.”

What more instructions do our colleagues at ZNBC want? What excuse will they give henceforth for unbalanced, unfair, selective (and you name it) coverage? Let’s take Mr. Kasolo for his word. Let’s give him the benefit of doubt; that he means what he says. Actually, if ZNBC thought they were doing anyone a favour, they have got what the English call a ‘Kick in the teeth’. Bakusambilani. You are on your own, disowned and exposed. You are now taking all the heat and from now on the Zambian people will heap all the blame on you if you fail to do the right thing – to be ALWAYS professional and ethical. Mr Kasolo’s rebuke should be construed as an indictment on the professional integrity of the entire rank and file of ZNBC. It is actually shameful and unbefitting of our national broadcaster to be educated on what they should know best. Should there be any doubts about where ZNBC goes from now and the things they need to do and/or avoid, here are a few tips:

Professional Ethics: Back to basics! Stick to professional ethics, which are taught to anyone entering the journalism profession. These are enshrined in Codes of Ethics of self-regulatory bodies (Media Councils) or Press Ombudsmen, wherever they exist world-wide. For a refresher, the key principles are: fairness, objectivity, accuracy, balance, truthfulness, impartiality and factual. Merely sticking to these would save ZNBC the humiliation it has just experienced. It is these values that tough-tested journalism professionals swear to protect and defend, even when so-doing means going to jail or losing a job for.

Lessons abound how the British Broadcasting Corporation (BBC), the famed model of PSB globally, fought to protect these values through strikes, petitions, court actions, boycotts, etc when the British Government tried to gag them over coverage of the Irish Republican Army, in particular Bobby Sands’ hunger strike in 1981 and the IRA leader Gerry Adams on a number of occasions.

On the flip side, it is these values that see those who stick by them stand the ‘test of time’. In the case of ZNBC and other public media, the ‘test of time’ would be to survive ‘regime change’. We crave a time when the heads of public media would serve different governments. We want to experience it in our life time.

Adherence to PSB principles. To be respected as a national broadcaster is not by self-acclamation. It is EARNED by adhering to the PSB principles (all ZNBC staff are expected to know them). Two of the eight PSB principles, firmly based on classic Reithian model, are: providing “space for free expression and open debate” and providing “objective and impartial information and news.”

Principle 4, ‘editorial Independence’, demands that the broadcaster should be recognised as autonomous in the eyes of ALL stakeholders. It must practice editorial independence “in order to protect and enhance free expression and the journalistic and creative functions” and must insulate itself against external pressures (political, financial, commercial, etc) and internal pressures (self-censorship, managements control, etc).

The African Broadcasting Charter seeks, among other issues, the transformation of all state controlled broadcasters into public service broadcasters who should serve the public interest and be accountable to all sections of society through balanced and inclusive reporting.

Adherence to ZNBC Act: Even with the Amendments of 2010, the principle of inclusivity which was enshrined in the ZNBC Act of 2002 is still there in black and white. Section 7 of the Act spells out the functions of ZNBC. The relevant sub-sections read, 7. (1) (a) provide varied and balanced programming for all sections of the populations; (b) serve the public interest; (e) contribute to the development of free and informed opinions and as such, constitute an important element of the democratic process; (f) reflect, as comprehensively as possible, the range of opinions and political, philosophical, religious, scientific, and artistic trends. These are self-explanatory, so I leave it there in the interest of space.

Finally, Mr Kasolo says even the President is not happy to be No. 1 news item all the time. Again, this is something ZNBC should know best. It is all about basic definition of news, which should guide news rooms, editors’ diaries, etc. What he was referring to here is the abominable practice called ‘hierarchical news order’. It means placing news and so-called news stories hierarchically according to the political hierarchy of those in government. The Late Prof Kasoma wrote and taught extensively on the menace during the UNIP (totalitarian) days. How can this continue in a democracy?

When all is said and done, there is no going back for ZNBC. The narrative, logic and mood are all clear. If they are not, print copies of the speech and paste in newsrooms, situation rooms, boardrooms, etc. If there will be any other counter-instructions from anyone else – given the limited ‘shelf life’ of politicians and their appointees, refer to this particular instruction. If need be, learn from the BBC or from how you have handled labour-related matters all along.

Roberto wins HiPipo Music Award

Afro Pop and R n’ B singing sensation Roberto, won his third international award at the 8th HiPipo Music Awards in Uganda, says he could not have done it without the help of his fans.
It is the second HiPipo award Roberto is collecting after winning the Best Song – Southern Africa for his hit song Into You at the same event last year.
Roberto told the Weekend Mail that the award shows how appreciated Zambian music is outside its borders.
He says his ultimate aim is to go on and win awards beyond the African continent.
“I couldn’t have done without my fans. I posted on Facebook and in many WhatsApp groups asking for them to vote and they responded. So, this award is not just for me alone, but for Zambia and all my fans,” he said.

Roberto won the Best RnB Maestro (Africa) category beating the likes of Ammara Brown, Jah Prayzah, Runtown, Simi, Meddy and Shekhinah.

PF wants Garry Nkombo prosecuted for forgery over ZESCO letter

The ruling Patriotic Front (PF) wants United Party for National Development (UPND) Mazabuka Member of Parliament Honourable Garry Nkombo criminally prosecution for forgery after Mr Nkombo produced before the floor of Parliament, an alleged forged letter confirming a payment of K3 million in favour of Patriotic Front Secretary General Hon Davies Mwila, which was purported to have been written by ZESCO.

Office of the Patriotic Front Chief Whip had written to ZESCO seeking confirmation on the authenticity of the letter which the Mazabuka legislator had laid on the floor. ZESCO in their response established that the said letter was forged, deceitful and malicious.

This prompted Patriotic Front Deputy Chief Whip and Kabwe Central MP Hon Tutwa Ngulube to rise on a serious point of order. He asked the Speaker if Hon Nkombo was in order to lay on the floor of the house a bogus and malicious letter. The Deputy Chief Whip further requested the Speaker to refer the matter to the Director of Public Prosecution (DPP) in accordance with Standing order no. 53 and Section 18, 21 and 27 of the National Assembly Powers and Privileges Act.

My personal reflection on President Lungu’s call to support youth entrepreneurs

For the past few days I have been restricting myself from commenting on the matter concerning the Presidents call to relevant institutions created to promote youth entrepreneurship to show cause or risk being reshuffled or fired.

Speaking in Kabwe during the Central Province Patriotic Front Conference, President Lungu cautioned against the laissez-faire attitude most institutions mandated to help and support youth entrepreneurs show. The President called for immediate action failure to which he was going to reshuffle or fire some of them.

As a youth entrepreneur, when I listened to the President’s speech, I was filled with joy to the extent that I even shed a tear. For a number of times, I have bemoaned our lack of drive as a country to support local entrepreneurship. Most of the time, we have heard government officials boasting about inviting foreigners to come and invest in Zambia. This has always made me wonder whether Zambians are incapable of being investors in their own country. Most policies have been crafted and designed to attract foreign investors with tax holidays that go for many years, yet, local investors no matter the size of their investment do not enjoy similar incentives. Local investors are made to start paying taxes right from their first day of operations. Similarly, due to this discrimination in policy development that somehow favour foreign investors, even financial institutions in the country tend to be more supportive to foreign investors than to the local ones. I have seen some foreigners come with nothing, pick up a business idea locally, go to financial institutions and get funded, yet many locals have brilliant ideas which are never operationalized and end up going to the grave with the owners. It is just appalling.

Coming back to the Presidents call for support to youth entrepreneurs, I was reluctant to comment on this matter due to my own personal experiences as a local entrepreneur. In 2017, I had the worst experience of my life as a local businessman. To date, I am still shocked and traumatized at what I went through. To make matters worse, its now almost two years since that fateful day when our hope and investment got shattered by our fellow Zambians, but still to date no progress has been made for us to recover anything and probably allow us to invest in any of our many ideas that we have.

Prior to 2017, I had managed to build a very thriving business founding and managing three companies. One was involved in construction and real estate development, the other was involved in import and wholesaling of foreign products, and the last one was formed as a diversification into timber processing and export. The diversification into timber processing and export is what brought all the misery in my business life. Some of you may still remember the lamentations and pleas I made to see to it that at least, those of us who had invested genuinely and were operating within the law were given a fair treatment and if anything supported to build our businesses according to what the government wanted at the time. To cut the long story short, my company Green Lake Zambia Limited applied and was given a concession licence to harvest and process timber in Isoka. This was after meeting all the requirements that also included an Environmental Project Brief and consent from both the Chief and the local council. When the Minister addressed us and told us that no timber was going to leave Zambia unless it was at least processed into four corners, my company obliged and went further to acquire equipment to process the timber. However, after harvesting and processing the timber and just before getting an export permit for our first consignment, government banned the harvest and trade in Mukula and all export of timber unless in finished product form. This all happened when we had already made a huge investment in millions of Kwacha that left our bank account dry. The decision to ban harvesting and trade in Mukula could perhaps be justified given the rampant illegal dealings at the time. However, special consideration should have been put in place to secure investments for legal and genuine licence holding companies. This was never done and companies like ours suffered major losses and continue to suffer to date.

When the ban was effected, there was no prior communication to the concession licence holders as required by law. To our surprise we just saw security wings coming to our processing site and saying there was a ban on harvesting and processing of timber. They even arrested four of my innocent workers despite showing them that we were not operating illegally.

At the time all this was happening, I was abroad on a business trip which I had to abort and flew to Isoka via Mbeya in Tanzania. After four days in cells and after being denied bond, we finally managed to secure bail from the court for our four workers. Thanks to the three brave Isoka residents who came to our help despite being threatened by some local officials there. The case went on for 17 months, but the people who arrested my workers failed to prosecute the case until the magistrate decided to discontinue it. During this whole time, my workers were driving from Lusaka to Isoka every month spending thousands of Kwacha to go and appear in court just for a mention. I tried everything I could to seek answers and help from all the officials I knew. However, nobody seemed to have any answers or means to help.

What makes me cry to date is that, despite eventually understanding that we were victims of circumstances, nobody seemed bothered about our predicament. Worse still, nobody seemed bothered that a fellow Zambian had lost a huge investment that could be used to invest in other areas and create employment for the many unemployed Zambians especially the youths.

During the time when all this was happening, we were treated like common criminals. The security wings refused to look at our documentation and took our timber and dumped it at the DCs office together with timber from illegal operators. Surprisingly, it was not long before ZAFFICO came with Chinese buyers to load some of the timber that was dumped at the DCs office. Very shocking indeed. The remaining timber still rots at the DCs office having gone through many seasons of rains and hot weather eventually losing all the market value and can only be good for firewood at the moment.

When It became very clear to me that there was no one who was going to help me, I started panicking and ended up writing an open letter to President Edgar Chagwa Lungu that appeared as a feature story in the Daily Nation of the 4th of October, 2017 and was widely circulated among many online news platforms. I received calls from both Zambians and foreigners from all over the world. Many Zambians in the diaspora were very concerned about how I was treated, many feared that the same thing would happen to them if they decided to bring their hard-earned money to invest in the county. The truth is that, I came back to Zambia as an investor only that I was not a foreigner as Zambia is my own country.

I called for the Presidents help because I had tried to seek answers and solutions from the government officers, Directors, Permanent Secretaries, Ministers, etc., but none seemed to have any. To me it was clear that only the President being the most powerful man in the country would help me. Unfortunately, maybe due to his busy schedule, the President may not have seen my open letter to him as I never got any feedback from him or those around him. Maybe the people who were supposed to show him the open letter never bothered because it was a Zambian investor crying for help and not a foreigner. For all I know, President Lungu is a very caring leader who would have called me or instructed those mandated to deal with such issues to quickly find a solution for us. He just recently called a young artist who had made a portrait of him and offered to buy her paintings, which clearly shows that he very much cares about the talent and plight of the youths and I can never claim to be an exception. Sadly, to date our issue has remained unresolved and nothing from our investment has been recovered.

Now that the President has spoken and warned those that are not helping youth entrepreneurs like myself, my hope has been ignited that perhaps our issue will now be looked at with the seriousness it deserves.

Many of you may be wondering why we have not gone to court as a company. Firstly, when this thing happened, we had invested all our money in the business and remained with nothing to pay any lawyer. Secondly, four of our workers were still appearing in court. We wanted the case to be resolved first before we could think of anything else. Thirdly, I have so much trust and hope in our President as a father of the nation. I was so sure that after writing that open letter to him, once he got wind of it, a solution was going to be found. This is the more reason I am writing this article with confidence that at least now that he has made a stance, perhaps he will get to read this and help us find a solution. To be honest, we have brilliant ideas that we would like to implement and employee many more Zambians than the over a hundred our company has now.

My principle is that, instead of just being critical of government to provide all of us with employment, I decided to be creative and innovative enough to create employment for myself and other youths to supplement government effort.

Finally, I am still pleading with President Lungu to consider meeting some of us from the youths who have made a choice to venture into entrepreneurship. Your Excellency, any help you will render to the youths now will stand out as your legacy when you finally decide to retire one day.

Fashion Sakala happy with Zambia U23 away win

Zambia under-23 striker Fashion Sakala says they are delighted to have accomplished their first leg of their mission in Malawi following Wednesday’s away victory over their hosts in a 2019 U23 AFCON second round first leg qualifier.

Zambia kicked off their 2019 U23 AFCON qualifying race with a 1-0 away win over Malawi in Blantyre.

Sakala scored the game’s lone goal in the 78th minute to hand Zambia the advantage heading into the last leg on March 24 in Lusaka.

“It is a very important goal and I am proud of the team. We really worked hard, we fought hard, it was a very tough game in Malawi but we did what we had planned and it was successful for us,” Sakala said.

Zambia, who entered the competition this month after enjoying a first round bye, need a draw this Sunday at National Heroes Stadium in Lusaka to advance tothe final qualifying round in June.

Winner over both legs will play Burundi or Congo-Brazzaville in June for a spot at this November’s finals in Egypt.

Burundi and Congo drew 0-0 in their first leg match in Bujumbura on Wednesday.

The top three finishers in Egypt will represent Africa at the 2020 Tokyo Olympics.

Some opposition political parties and an NGO have charged that it was mediocrity of the highest order and a show of irresponsibility for Former Lusaka Archbishop Telesphore Mpundu to incite people to rise against each other in 2021.

Commenting on Bishop Mpundu’s statement that the PF had legalised theft and that the 2021 general elections will be bloody if the breakdown in law and order continued, ZRP leader Wright Musoma, NCP president Peter Chanda, and Zambian DNA spokesperson Spuki Mulemwa said Bishop Mpundu had gone berserk.

Mr. Musoma said it was no longer a secret that Bishop Mpundu was a UPND cadre and that the violence he was proposing ahead of the 2021 elections was from the “UPND textbook” on how the party intended to tackle the polls. “Bishop Mpundu is just failing to tell people that his preferred man, Hakainde Hichilema and the UPND are headed for a defeat but have to incite people so that they can hide their shame in political violence when they lose.

“He is speaking like that because he has realised that there is no life in the UPND and his hopes of seeing Mr. Hichilema inaugurated as Republican President are dwindling. “Such kind of utterances amount to mediocrity, insincerity, and irresponsibility on the part of the man who should have been preaching peace and national building. That violence and chaos he is talking about only exists in his head but that is what happens when the clergy have been turned into cadres,” Mr. Musoma said.

And Mr. Chanda said the Pope had been vindicated for dropping Bishop Mpundu as he would have set the country on fire if he had continued on his position.

“It now makes a lot of sense why the Pope dropped this man because if he continued on his position, the UPND would not only have sponsored violence, but would have received backing propagated through church members by Bishop Mpundu. Bishop Mpundu is becoming a danger to this country and his dismissal was timely. “It is sad men of collar who should rise above partisan politics are meddling into cadereism. My appeal to the Bishop is that he must spend his retirement time at home quietly because if he puts himself on the wrong side of the law, he may end up spending the rest of his life in jail,” Mr. Chanda said.

Meanwhile, Mr. Mulemwa said there was no breakdown in the rule of law because if that was the case, some senior government officials who were in court facing various offences would not have been in that situation as the State would have protected them.

“As Zambia DNA, we wish to put it on record that there has never been a breakdown of law and order in this country. The government, which was democratically elected by the Zambians, has put the rule of law and justice for all, high on its agenda and so, Bishop Mpundu must stop inciting falsehood by agitating for violence,” Mr. Mulemwa said.

Lusaka Mayor Miles Sampa has been invited by World Bank to attend the 20th Annual World Bank Conference on Land and Poverty in Washington DC, United States of America.

The Land and Poverty Conference presents the latest research innovation in policies and good practices on land governance around the world.

The conference has become one of the largest international events on land governance, attracting over 1,500 participants from governments, academics, civil society and the private sector.

This year’s Conference will take place from 25th to 29 March under the theme is “Catalysing Innovation”.

Some of the topics to be discussed are Land policy and political economy, Land markets and structural transformation, Data integration and interoperabity for public service provision.

Others are Institutional innovation and private sector participation, News ways of land data capture and analysis and many more beneficial topics.

LCC City Council stands to benefit from the conference because the Council is currently pursuing land policies which include partnering with the Ministry of Lands to issue titles to land owners in Peri-Urban areas and new ways of data capturing.

Issuance of titles will improve security of tenure for residents and in the long run improve the revenue base for the Council.

The Mayor will be accompanied by two Councillors and Town Clerk.

Nkana toil for draw at MUZA

Nkana on Thursday rallied to collect a point away in Mazabuka at new boys FC MUZA.

The record 12-time champions finished 1-1 against the FAZ Super Division debutants at Nakambala Stadium in their delayed Week Five Pool B match.

Both goals came in the second half when Emmanuel Manda put MUZA ahead in the 48th minute to net his third of the season.

It took Nkana until the 82nd minute to earn their one point through a Fred Tshimenga equalizer who took his league tally to four goals in 2019.

But it was a big result for MUZA who are now unbeaten in their last two league games following a 1-0 away victory over Napsa Stars on March 16 in Lusaka.

That away result not only ended MUZA’s four-match losing run but handed them their debut league win.

Nkana remain third from bottom at number eight with 6 points from five games with three matches in hand.

MUZA also stay put in last place at number ten on 5 points but have now collected four points in two straight league games.

President Edgar Lungu has assured that the country has enough food to feed the entire population, as well as share with other countries that were recently affected by the Idai cyclone.

President Lungu explained that even if Zambia was not hit, the country is affected, because the cyclone occurred in region.

The Head of State noted that it is only human for the country to help mitigate the suffering of other countries who are affected by offering food relief.

Mr Lungu added that to this effect, there is need for those who have food in the country to guard it jealously so that it can help those in need.

The Head of State said this today upon arrival at Chipata City Airport, for his three day working visit to Eastern province.

President Lungu said the African region thrives on unity, hence the need to be there for each other.

And President Lungu has advised the Patriotic Front (PF) party members to remain united, co-exist and embrace new members.

Mr. Lungu explained that there is no need for the party to be divided by intra elections, adding that the party is bigger than any individual.

He stated that leaders in the party should learn and accommodate others with different views, formed on the principle of unity of purpose, democracy and good governance.

He further called on all members to work together and help in growing the party in country.

Earlier, Eastern Province Minister Makebi Zulu assured the Head of State that the province is food secure, due to the good rainfall pattern experienced during the 2018/2019 farming season.

President Lungu is in Eastern province for a three days working visit where he is expected to flag off the food relief distribution, commission the Sinda administration block, and commission the Edgar Chagwa Lungu Technical School in Petauke district.

The President is also expected to meet traditional leaders and PF party officials before returning to Lusaka on Saturday.

The President is accompanied by PF Secretary General Davis Mwila, Presidential Affairs Minister Freedom Sikazwe, his Press Aid Amos Chanda and other government and party officials.

Meanwhile, Paramount Chief Mpezeni of the Ngoni people of Eastern province has thanked government for the continued support rendered in various sectors of development in the province.

Chief Mpezeni has singled out the support government rendered towards the successful hosting of the 2019 Nc’wala traditional ceremony of the Ngoni speaking people and the visiting Ngoni prince from Zulu kingdom in South Africa Mongosuthu Buthelezi.

He said without government support, the Royal Establishment on would not have managed to host the visiting South African Prince and the ceremony.

The traditional leader was speaking in Chipata today at his Ependukeni palace when President Lungu paid a courtesy call on him.

Chief Mpezeni further thanked President Lungu for spearheading various developmental projects aimed at uplifting the living standards of people in his chiefdom.

And President Lungu has informed the traditional leader that he is in the province to check on on-going projects and flag off the relief food distribution.

He added that he is also in the province to see how the region is fairing following the cyclone Idai that hit some neighbouring countries.

He explained that despite receiving reports on the Farmer Input Support Programme (FISP), Food Reserve Agency (FRA) and rainfall pattern, it is important for him to visit areas in order to have first-hand information on what is on the ground.

He noted that it remains his desire to ensure that he availed correct information with regards to what is happening in the country, in order for informed decisions to be made.

The President will also hold a private meeting with Paramount Chief Gawa Undi of the Chewe people of Zambia, Malawi and Mozambique at his Nyaviombo palace in Chipata district.

PF MP suspended from Parliament without pay for 7 days for disrespecting First Deputy Speaker

Luapula province Minister Nickson Chilangwa has been suspended from the National Assembly for seven days without pay for disrespecting First Deputy Speaker of the National Assembly Catherine Namugala.

This was after the house unanimously resolved to have the Kawambwa Member of Parliament suspended effective 20th March,2019.

Mr Chilangwa disrespected the deputy Speaker by pointing a finger at her and retorting after being asked to leave the house.

Speaker of the national assembly Patrick Matibini in his ruling said he had decided to decline the recommendation of the parliamentary committee on privileges, absences and support services that Mr Chilangwa be formally warned.

Dr Matibini says the conduct of Mr Chilangwa of showing disrespect in speech and manner towards Ms Namugala is unbefitting of the conduct of a Minister and Member of Parliament.

He says Mr Chilangwa’s conduct ought to be above reproach.

The Speaker said he had decided to exercise lenience on Mr Chilangwa owing to his regret of his misconduct.

Mr Chilangwa who made to take the walk of shame out of the house will during his suspension not be allowed to enter the precincts of Parliament including Parliament motel and will not be entitled to a salary or allowances entitled to him as a Member of Parliament.
