Zambia’s forced deportation of Tendai Biti is a serious violation of international refugee law-UNHCR

The UN Refugee Agency (UNHCR) says it is gravely concerned about reports of the forced return of Zimbabwean opposition politician and asylum-seeker Tendai Biti.

Mr Biti expressed the intention to seek asylum in Zambia at the border yesterday.

The UNHCR says the Zambian government handed over Mr Biti to his country of origin today despite a court order to the contrary.

“Refoulement or forcibly returning refugees and asylum-seekers to their country of origin is a serious violation of international refugee law,” a statement from the UNHCR said.

The UNHCR has since called on Zambia to investigate the incident urgently.

However, earlier today, Chief Government Spokesperson Dora Siliya said that Government had not abrogated the asylum laws by handing back Zimbabwe’s Movement Democratic Change Alliance (MDC), opposition co-leader Tendai Biti.

Ms. Siliya said that the action was within the law because Mr. Biti did not qualify for the asylum conditions.

Ms. Siliya, who is also Information and Broadcasting Minister, added that a person can only seek asylum if the country of origin is under massive violence and total breakdown of law and order, which was not in the case with Mr. Biti.

Ms. Siliya noted that the lives of citizens in Zimbabwe were not threatened and government concluded that it also applied to Mr. Biti, hence he did not qualify to be granted asylum in Zambia.

“The Zimbabwean MDC leader presented himself to the Zambian Authorities at Chirundu boarder post seeking asylum and was held at the boarder following consultations with government after the conclusions of the consultations particularly with Ministry of Home affairs it was deduced that he did not qualify for asylum” she said.

Ms. Siliya added that Mr. Biti has been handed back to the Zimbabwean authorities and NOT deported because he was NOT in Zambia illegally but he had been denied entry into the country and was being held at the boarder pending consultations.

“On the matter that he managed to get a court order against his handing back, he has been handed back to the Zimbabwean authorities I want to confirm that consultations in the office of Attorney General show that he had already been handed back to his Zimbabwean authorities when his court order was apparently granted “, she said.

Ms. Siliya was reacting to various stakeholders who have condemned the Zambian government for denying Mr. Biti asylum.

This was after the MDC co-leader was in the country to seek asylum after the Zimbabwean authorities were pursuing Mr. Biti on allegations of inciting violent protests in Harare during the just ended elections.

Chief Government Spokesperson Dora Siliya says Zambia denied MDC official Tendai Biti asylum because there is no breakdown of law and order in Zimbabwe.

Ms. Siliya said that Mr. Biti’s request did not meet conditions for asylum as there was no breakdown of law and order in Zimbabwe in the aftermath of elections that saw the ZANU-PF’s Emerson Mnangagwa declared winner.

“Mr Tendai Biti presented himself to the Zambian authorities at the border in Chirundu and unlike any other Zimbabwean entering Zambia, he presented himself seeking asylum. He was held at the border following consultations with government and after the conclusion of consultations particularly with the Ministry of Home Affairs it was deduced that he did not qualify for asylum,” Siliya said.

“One can only seek asylum if their country of origin is under massive violence and there is total breakdown of law and order and indeed the lives of citizens there are threatened. In this case, it was concluded that did not apply to Mr Tendai Biti and has been handed back to the Zimbabwean authorities and not deported because he was not in Zambia illegally, he had been denied entry into Zambia. He was being held at the border pending consultations.”

Ms. Siliya says the court order restraining Zambian authorities handing over Mr. Biti to the Zimbabwean authorities was served after he had already been surrendered.

Mr. Biti had been detained at the Chirundu Border Post after attempting to seek asylum in Zambia following an arrest warrant issued by the Zimbabwean authorities.

Ms. Siliya’s assertions that there is no breakdown of the law flies straight in the face of the US government which has stated through its Assistant Secretary for U.S. Department of State’s Bureau of African Affairs that “We are deeply troubled by credible reports that opposition supporters are being targeted by members of the Zimbabwean security forces.”

Zambia police has warned the public to desist from carrying out financial transactions over social media or internet without proper consultation.

Zambia police public relations officer Esther Katongo said that there is an increase in fraudsters purporting to be who they are not on social media.

ZICTA has been identifying fake Facebook accounts alleging to be of various Very Important Persons (VIP)s including Republican President Edgar Lungu.

The alleged fake accounts have on numerous occasions requested for monetary favors from unsuspecting internet subscribers.

Speaking to ZANIS in a phone interview Mrs. Katongo said that the police with various stake holders were on the ground pursuing those defrauding people of their money.

“Some people are pretending to be employers and asking people for money and various favors in return for jobs” she said.

Mrs. Katongo urged the public to be alert and to report any suspicious behavior to the police.

She said the police force was working to identify these people and that some cases were currently in court.

“We are on top of things and we are partnering with ZICTA and other stake holders to fish out these people” Mrs. Katongo said.

She mentioned that ZICTA recently identified numerous fake Facebook accounts purporting to be of the republican president which have since been removed.

We are working with people from Facebook the company and this will help corner would be offenders” Mrs. Katongo said.

She further advised people to desist from defrauding people through scams on the internet as the law would soon catch up with them

Proposed Refinancing Strategy of US $750 Million Eurobond Might Lead Zambia into a Sovereign Debt Crisis-JCTR

The planned engagement of a private company to pay off Zambia’s US$ 750 million Eurobond is a disaster in-waiting. JCTR is apprehensive with regard to use of a private equity to refinance the country’s Eurobond as the cost of the external debt might become too exorbitant to bear in the medium to long-term. To this end, this might further exacerbate the country’s foreign debt which currently stands at a staggering US$9.3 billion.

Recently, the Ministry of Finance, in the 2018 First Quarter Economic Performance Report, announced that, “management of the country’s debt has been prioritized. Regulatory and administrative measures to slow down the growth of the debt stock have been put in place in accordance with the medium-term debt strategy.” Certainly, the proposed refinancing strategy of the country’s Eurobond negates this same principle as it will have the medium to long-term resultant effect of pushing back Zambia into being a highly indebted country.

As JCTR, we acknowledge that there is an urgent need to restructure Zambia’s external debt to thwart a possible default. A default on external debt contracted through the international issuance of the country’s bonds might attract vulture investors and hence lead to a turbulent and devastating financial crisis. However, with the knowledge of hindsight and having been involved in the country’s debt cancellation campaign under the Jubilee Zambia Debt Campaign, we strongly object to the proposed strategy to refinance Zambia’s Eurobond due in 2022 by way of private equity especially that the terms and conditions of this proposed transaction are not publicly known.

We contend that ignoring the country’s current indebtedness while simultaneously contracting external debts from hedge funds under the guise of refinancing the Eurobond is a recipe to disaster. The JCTR is therefore appealing to government to undertake a prudent and comprehensive risk assessment of the proposed and impending public debt refinancing option and ensure that the country’s sovereign assets are securely covered from being sequestered by vulture funds.

As the Green Party, we demand immediate release of detained Zimbabwean opposition MDC Alliance leader Tendai Biti. We believe the arrest and detention are totally unwarranted.

We also demand that Government grants him political asylum because circumstances surrounding his persecution in Zimbabwe are discriminatory and mere witch-hunt.

Additionally, we believe that such action by Government is an embarrassment in the eyes of the international community and only goes to prove incoherence of the Zambian Government on foreign policy. We are aware that Government has in the past protected and even granted asylum to aliens suspected to have committed serious crimes in Uganda, Rwanda, Burundi, South Africa, Zimbabwe, and elsewhere in the world.

To start with, Government has not categorically stated whether the MDC Alliance leader Tendai Biti entered Zambia legally or illegally. To us, this is a very serious omission because Government has no right to arrest and detain people arbitrarily, whether such people aliens or not.

If Biti entered Zambia illegally, then that is one thing. Government security agencies have a duty to arrest, detain and deport illegal immigrants as no alien has a right to enter the country unless such a person does so under special circumstances as outlined in various international laws to which Zambia is a signatory.

But if Biti entered Zambia legally, then that is another ball game altogether. The Zambian Government is bound to respect international law.

As the Green Party, we have followed closely events in Zimbabwe before, during and after the election held last week.

We are aware that President-Elect Emerson Mnangagwa, MDC Alliance Presidential Candidate Nelson Chamisa and Tendai Biti made public statements last week during the counting and verification process of ballots, which statements were reported in various media outlets. We followed closely commentaries on the statements, which we have kept for record, and we are convinced beyond reasoble doubt that the three statements bordered on breach of the electoral laws of Zimbabwe.

We are also aware that up to date, neither Mnangagwa nor Chamisa are being pursued by Government security agencies for the said public statements. Under the circumstances, it is our considered view that pursuing Biti leaving Mnangagwa and Chamisa is application of double standards. In our view, this is not only a witch-hunt but also biased application of law.

In this regard, it is our considered view as the Green Party that the Zambian Government should not be part and parcel of such witch-hunt and biased application of law.

We think that Biti has a meritorious case to run away from Zimbabwe as he is being pursued in a discriminatory and unfair manner.

We think that the Zambian Government is under international law to protect him and grant him political asylum.

And finally, we think that he is not a danger to the Zambian society. We think that by any standard, Biti is far much better as asylum seeker than some of the criminals that Government of the Republic of Zambia has protected under the auspices of international law.

The opposition UPND has adopted Dr. Faustin Banda as its candidate in the forthcoming Kasenengwa Parliamentary election slated for September 6th,2018.

Announcing Dr Banda’s candidature,UPND Deputy Secretary-General for politics Patrick Mucheleka says the candidate was adopted after a vigorous process at all levels of the party and was confident of the choice.

Mr.Mucheleka said the party was confident of performing well in the election as it has adopted a viable candidate who is not only a native of Kasenengwa but understands the challenges the people were faced with.

He further appealed for a violent free election to allow for a huge voter turnout unlike the trend in the past elections characterised by apathy.

And Dr Banda prayed for a violence free election as the people of Kasenengwa were naturally peaceful people.

Dr Banda, an Engineer by profession is currently the Acting Head of the Department of Geomatic Engineering at the University of Zambia.

The Kasenengwa seat fell vacant following the death of Victoria Kalima.

Dr Banda contested the same seat in the 2016 poll and amassed 1,371 votes losing to eventual winner Ms. Kalima of the PF who had 12,494 votes.

Meanwhile, Only two political parties have so far expressed interest to contest in the Shikombwe Ward by-election in Mangango constituency in Kaoma district, Western Province.

The two political parties are the Patriotic Front (PF) and United Party for National Development (UPND).

And the District Electoral Officer Namukolo Kalufwanya who is also Kaoma Town Council Secretary has confirmed having received notification from the two political parties.

Mrs Kalufwanya disclosed to ZANIS in an interview that the two candidates will file in their nominations tomorrow, Thursday August 9, 2018.

She explained that her office does not expect any political party to conduct any campaigns until the candidates have successfully filled in their nominations, after 15:00 hours tomorrow.

Meanwhile Acting PF District Chairman Kelvin Kalimbwe confirmed his party’s participation in the by-election but could not disclose the name of the candidate.

And UPND District Chairman Andrew Kakumbi also confirmed his party’s participation in the by-election but also withheld the name of the candidate.

The UPND candidate is expected to file in his nomination between 10:00 and 11:00 hours, while his PF counterpart will file his nomination between 14:00 and 15:00 hours.

The two political parties have since pledged to conduct their campaigns in a peaceful manner.

The Shikombwe Ward by-election fell vacant following the resignation of UPND Councilor Kalenga’s Kalenga, who joined the PF.

Lusaka Province Minister Hon Bowman Lusambo says he is very disappointed with the level of service delivery at the Road Transport and Safety Agency -RTSA- offices.

And Hon Lusambo says it is unfortunate that only one service counter is operating at the Lumumba RTSA offices to cater for hundreds of people requiring services such as renewal of motor vehicle licenses, registration of motor vehicles and renewal of driver licenses.

Meanwhile, the Lusaka province minister has commended the department of national registration for, “operating efficiently and attending to the public.”

Speaking yesterday when he undertook yet another impromptu visit to strategic public institutions in his quest to check on the quality of service delivery, Hon Lusambo who is also Kabushi member of parliament observed that the long queues at the RTSA offices do not offer confidence to Zambians and may be a breeding ground for corruption.

“In response to the calls from Zambians, I toured the Department of National Registration Office in Lusaka and RTSA Lumumba and Dedan Kimathi Offices.

“And contrary to some publicly held view, I found that the NRC office was infact operating efficiently and attending to the public. I was however disappointed with what I found at both RTSA offices I toured.

“The level of service delivery at RTSA offices leave much to be desired. The long queues do not offer confidence to our people and may be a breeding ground for corruption,” said Hon Lusambo.

He has called on the public to report any public institution or department that need improvement.

“Our people expect better service delivery and I will ensure that Lusaka Province sets an example on how public institutions should operate. If you are aware of any public institutions or departments that need to improve, do not hesitate to alert my office. Let us work together for a better Lusaka.”

President Edgar Lungu has prodded newly appointed Gender Minister Elizabeth Phiri to address early marriages.

Speaking when he swore in Mrs Phiri as new Gender Minister to replace late Victoria Kalima, President Lungu said the new Minister is expected to help government to seriously address the numerous gender issues affecting men and women, boys and girls.

President Lungu said some of the gender issues include early marriages and gender based violence among others.

“I wish to congratulate Hon. Elizabeth Phiri MP on her appointment as a Cabinet Minister responsible for gender. I recognise her significant contribution to our party the Patriotic Front and also our country,” President Lungu wrote.

He added, “Her passion to serve the Zambian people at any leadership level is what earned her a position in the party’s central committee.”

President Lungu stated that Mrs Phiri’s commitment to the party and welfare of the Zambian people earned her an appointment to the diplomatic service as Deputy High Commissioner of the Republic of Zambia to Tanzania.

Mrs Phiri who is also Kanyama Member of Parliament said time has come for the country and the World at large to recognise efforts being put in place to advance gender equality and the fight against all forms of discrimination of one gender.

The Minister has assured women in business of her commitment to expose them to local and international platforms so as to offer them opportunities to pursue the frontiers of acceptable global business standards.

She said the Ministry of Gender is perceived to favour women and girls as compared to men and boys and this has contributed to men feeling neglected in the operations of the Ministry.

Mrs Phiri said the Ministry will work towards advocating for gender mainstreaming in all the five pillars of the Seventh National Development Plan (SNDP) and provide guidelines to public and private sectors on how to mainstream gender in their operations.

She said the Ministry will engage men as champions of gender equality and provide an enabling environment for both men and women to participate in national development.

The Minister has also pledged to continue Fighting cultural beliefs which potray women to be a weaker sex than men and continue perpetuating gender inequality.

And at the same event, President Lungu conferred the status of State Counsel on former Law Association of Zambia President Stephen Lungu and Mrs Irene Mwezi Kunda, widow of late Vice President George Kunda.

And Mrs. Phiri has pledged to work towards strengthening gender equality in all spheres of society and ensure that no one is left behind in the development of the nation.

Zambian Government hands back Tendai Biti to Zimbabwe in disregard of court order

The Zambian Government has handed over opposition MDC senior official Tendai Biti to the Zimbabwean authority in total disregard of a High Court Order granted to Mr Biti last night.

According to Mr Biti’s legal team, the Zambian immigration office handed the opposition leader at 06:00hrs this morning via Chirundu despite being served with a court order at 04:00 Hours today.

“Contrary to the law and a Court order. And even assuming it was a deportation, which it was not, the law is clear that a deportee can choose a country of his choice to which he can be deported but in this case he was denied that right”.

“The whole thing just smells of illegality and extra judicial behavior by Zambian authorities. It is also a breach of international law”, the legal team said.

Mr. Biti was accompanied across the border by a horde of heavily armed Zambian police officers and the legal team is currently making frantic efforts to establish his exact whereabouts.

Meanwhile,the legal team is expected to appear before Judge Pixie Yangailo in the wake of the latest developments.

Mr Biti was represented by Keith Mweemba, Gilbert Phiri and Mulambo Haimbe.

According to the court order, Mr. Biti was expected to appear for an ex-parte hearing before Judge Yangailo in a matter in which he is challenging the decision by the Government of the Republic of Zambia to deny him leave to apply for refugee status in Zambia.

According to the court documents signed by High Court Judge in Charge Gertrude Chawatama, Mr Biti was to appear in the company of his legal team comprising Keith Mweemba and Associates,Gilbert Phiri of PNP and Malambo and Associates this morning at 08:00hrs.

Mr Biti who was arrested and detained at Chirundu border post on insitigation of Zimbabwean intelligence operatives has challenged the decision to have him sent back to Harare to answer charges of inciting violence in the aftermath of that country’s General elections.

He has cited the Attorney General as the first respondent.

Foreign Affairs Minister Joe Malanji yesterday revealed that the Zambian government cannot confer asylum status on Mr Biti as his grounds were not meritorious hence will be sent back to Zimbabwe.

This in clear violation of the Zambian Refugee law as well as the 1951 convention on the rights of persons seeking refugee status.

Meanwhile, The US Government has strongly urged the Zambian government to allow Zimbabwean opposition leader Tendai Biti to remain in Zambia until his asylum request can be appropriately evaluated.

Assistant Secretary for US Department of State’s Bureau of African Affairs Tibor Nagy stated that Zambia should as an option to allow Mr Biti safe passage to another country, consistent with its international obligations.

Zambia’s Foreign Affairs Minister Joe Malanji yesterday confirmed that Zambia had turned down an asylum request from Mr Biti and was readying to hand him over to Zimbabwe authorities after he was detained at Chirundu boarder.

“I strongly urge Zambia to allow Mr. Biti to remain in Zambia until his asylum request can be appropriately evaluated, or to allow him safe passage to another country, consistent with its international obligations,” Mr Nagy.

Mr Nagy added, “We understand that Mr. Biti has legitimate concerns about his own safety and is currently in the custody of Zambian authorities.”

Mr Nagy said he has been in contact with the US Embassies in Harare and Lusaka and that the Department of State is deeply troubled by credible reports that opposition supporters are being targeted by members of the Zimbabwean security forces, which has led Mr. Biti to seek safe haven in Zambia

Meanwhile, U.S. Senator Chris Coons, a member of the Senate Foreign Relations Committee, says he is deeply concerned over reports of violent government-sponsored attacks in Zimbabwe since the elections on July 30.

“I am watching the situation in Zimbabwe very closely, and I am concerned about reports of arbitrary arrests, detentions, and government-sponsored violence. These tactics have no place in a democracy, and the government must ensure they stop immediately.”

“Any disagreements over last month’s election should be dealt with through fair and open investigations, hearings, and legal processes. I am particularly alarmed to hear that members of the MDC alliance have been detained by government-backed security forces.

Senator Coons said reports of the detention of Tendai Biti at the Zambian border are especially unnerving.

He charged that the U.S. Senate will hold the government of Zimbabwe responsible for ensuring Mr. Biti and other detainees are not harmed in any way.

“I also call upon the Trump Administration, the U.S. State Department, the governments of Zimbabwe, Zambia and other regional actors to stand against politically motivated arrests and to support and promote the rule of law.”

The people of Zimbabwe have suffered through such tactics of repression and intimidation for decades. Last month’s election was supposed to offer them something different. It is not too late for the leaders of Zimbabwe to restore the sense of hope and fairness that its people deserve.”

The Lusaka Stock Exchange (LUSE) has welcomed President Edgar Lungu’s directive to have state owned parastatals listed on the Zambian market.

LUSE Head of Business Development Phil Daka said the Presidential pronouncement is welcome because it can easily be turned into a success.

Mr Daka told ZANIS in an interview today that listing of state owned companies will help raise funds for their operations both locally and internationally, and help yield their investment locally.

The LUSE Head of Business Development noted that some state owned parastatals are ready for listing on the capital market and that LUSE is working closely with the listed entities, in order for them to be educated on more profitable ways of raising capital.

Mr. Daka however revealed that LUSE has constituted a committee to clean up some of the state owned entities that are not performing well.

“The Committee constituted will look into insuring that we prepare these companies, to run them through the listing processes the benefits and obligations they need to meet when they sit on this market” Mr. Daka stated

“Ours is to help these companies recapitalize and raise capital through us” he said.

And Mr Daka said that the move is very important and significant in unlocking value and recapitalizing companies, adding that it will help relieve pressure on government in term of giving them operational capital.

ZESCO and ESCOM of Malawi have signed a five year agreement for 20 mva electricity power supply.

ZESCO Managing Director Victor Mundende signed the deal on behalf of the power utility company, while Alex Chiwaya who is the Chief Executive Officer for ESCOM signed on behalf of the of Malawian power supply company.

Speaking before the signing ceremony Minister of Energy Matthews Nkuwa said the signing of the power supply agreement is in line with the vision for Zambia to be the power hub of electricity trade within the region, by 2025.

Mr. Nkuwa said their vision is based on the fact that as a land linked country, Zambia is in a unique position to facilitate regional electricity trade.

He noted that the agreement is meant to interconnect the two power systems at transmission level, for the benefit of both countries.

Mr. Nkuwa added that the planned interconnections will enable increased trade of power resources between the two countries and the region.

And speaking earlier Malawian Minister of Natural Resources, Energy and Mining Aggrey Masi said this is a landmark achievement for the two countries.

Mr. Masi said it is good that the agreement has finally been signed, adding that it is the beginning of greater things to come.

The Malawian Minister said the cooperation between the two countries has grown over the years, and this is one of the fruits of this cooperation.

CSO’s petition Chief Justice Mambilima over Sunday Chanda’s attacks on Magistrate Zulu

The Action for Community Action and other CSOs have written to the Chief Justice Irene Mambilima over PF Media Director Sunday Chanda’s statement on the Judiciary and Magistrate Exnorbit Zulu.

The NGO’s feel Mr Chanda over stepped his limit when he issued a statement condemning Magistrate Zulu’s order that State House aide Silon Miti be arrested over his links to the Kapoko court case.

“We write to bring to your attention the captioned subject. Following the Supreme Court of Zambia’s recent citing of Chikondi Foundation President, Bishop John H Mambo, and Mr Gregory Chifire for contempt of court for commenting on a court judgment in the matter of Savenda Management Services Vs Stanbic Bank Limited, a matter that had been duly disposed of, we the undersigned civil society organisations and civic actors are of the view that a precedent has been set in which individuals who comment on matters that have been disposed of, or in court, will be cited for contempt of court,” read part of the letter.

“While we, as CSOs, have always been of the view that once a case is disposed of, it is no longer subjudice and therefore those who comment on it are not in contempt of court, we are convinced that the direction the highest court in the land has taken in the Savenda Management Services vs. Stanbic Bank Limited case must be seen to be applied fairly until clarity on what constitutes contempt of court is achieved,” they stated.

“The statement we bring to your attention attacks the judgment delivered on the Henry Kapoko case by Magistrate Zulu and the Magistrate himself. In the interest of fair play, we the undersigned civil society organisations do therefore request your office to investigate this statement for possible contempt of court by Sunday C. Chanda, Media Director of the Patriotic Front.”

Meanwhile, the Zambia National Students Union (ZANASU), an umbrella body of all students union in Zambia, has expressed concern that the order by Choma-based magistrate, Exnorbit Zulu, to arrest of Dr. Simon Miti, is suggestive the court may have pronounced him guilty of corruption without having been heard.

ZANASU President, Misheck Kakonde, said the students’ umbrella body which subscribes to the legal principle that judicial officers “must not descend into the arena” by taking sides in matters of litigation or engage into the messier parts of the courtroom debate require support of the public in adjudication of cases of corruption but must do so with fairness to both the accusers and the accused.

“The High Court of Zambia, in the 1973 case of Moses Mwenya vs the People where a magistrate directed clerk of the court to investigate the matter and to report his findings back to the magistrate, guided that ‘it is of little consequence that the magistrate in actual fact conducted the trial fairly and justly so long as right-minded people thought or might have thought that the trial magistrate on account of what went wrong prior to the commencement of the proceedings would be partial in the matter,’ ” said Mr. Kakonde

He said the magistrate took upon himself the position of an accuser or alleger in a criminal matter by ordering of the arrest and trial of a state witness, which role is a preserve of the State through office of the Director of Public Prosecution (DPP).

“It is clear that Dr. Miti and any other person may not receive fair trial before the court when the court itself is one deciding who must be brought before it to answer criminal charges,” said Mr. Kakonde

The ZANASU Chief said the students’ body will continue to advocate for fair treatment of all persons and clear separation of powers among all arms of government.

“Those who are tasked to take persons before the court must be allowed to independently do their job and the courts that are tasked to dispense justice must be encouraged to dispense justice both for the accuser and the accused, without taking sides,” he said.

Solwezi police intensify patrols due to increased traffic accidents

The Police department in Solwezi district in North-western Province has intensified traffic patrols along the main road due to increased traffic accidents.

North-western Province Commissioner of Police, Hudson Namachila says his office has received reports that drivers are ignoring the road signage, resulting to an increase in road traffic accidents in the district.

Speaking in an interview with ZANIS yesterday, Mr. Namachila said with the two recent accidents that happened along Solwezi River Bridge, was due to poor visibility of the road signage by the motorists.

Mr. Namachila said drivers are not paying particular attention to road signs on the main road, thus the intensified patrols by his officers.

The Commissioner has since cautioned road users to follow traffic regulations, in order to avoid any loss of lives.

Mr Namachila added that the police service has also began conducting sensitization sessions for motorists, on the need to exercise patience on the road, because they are not the only road users.

He said cyclists and the pedestrians have not been left out in the sensitization outreach, adding that they equally have contributed to the traffic accidents.

Bad road network irks Mkushi residents

Residents of Mkushi have expressed concern with the poor road network in the district.

Speaking to ZANIS yesterday, Charles Chilufya a resident and a shop owner in Mkushi’s Itala township, charged that the construction of township roads has taken long and is now affecting business progress for most traders in the area.

He said the community was promised that the road works would be done in 2017, but was later postponed to 2018, with still no development eights months into the year.

“We have seen little or no progress from the contractors”, he said.

Mr. Chilufya added that the residents are now worried, adding that they do not know whether the roads will be done before the onsets of the rain.

He appealed to government to come to the aid of the residents by ensuring that the contractor works on the roads before more damage is done to the already dilapidated roads in the district.

And Mkushi District Council Chairperson, Evans Bwalya assured the residents that their concerns have been heard, adding that the problem will be tabled with the relevant authority.

Mr. Bwalya explained that he is in constant touch with the contractor and his office will ensure that the road project is completed on time.
