In a message of spiritual reflection, President Hichilema invoked a traditional blessing, “Leza utwelekela mazuba katwembela lyonse tonse,” translating to “God be with us as we mourn together.” The President affectionately bid farewell, saying, “Awe mudala Lubinga oone mulumuno mudala,” recognizing the enduring impact of Uncle Lubinga.

The funeral ceremony, marked by both sorrow and celebration of a life well-lived, underscores the importance of family, shared values, and the collective strength found in unity. Sierra Leone President Declares Control After Barracks Attack; Arrests Made

President Julius Maada Bio of Sierra Leone declared that most of the leaders behind the attack on a military barracks in Freetown had been apprehended, emphasizing that security operations and investigations were ongoing. The incident occurred earlier on Sunday when “renegade soldiers” attempted to break into a military armoury, prompting a nationwide curfew and gunfire across the city.

President Bio assured the nation of accountability for those responsible, stating, “We will ensure that those responsible are held accountable.” He addressed the nation on television, declaring that the challenge had been overcome, and calm had been restored.

The assailants targeted a military barracks, prison, and a police station during the early hours of Sunday, leading to a nationwide curfew. While the government reported that security forces repelled the attack, details on casualties were not immediately clear. Former President Ernest Bai Koroma condemned the barracks attack and revealed that a military guard at his residence was shot point blank.

President Bio, re-elected in June amid contested results, called for unity among political, traditional leaders, and civil society to preserve peace. The West African country has experienced tension since the election, with international partners questioning the electoral process.

Information Minister Chernor Bah stated that security forces were progressing in apprehending the attackers, and a video on social media purportedly showed three detained individuals in military custody. Major detention centers, including Pademba Road prisons, were attacked, leading to the release of inmates.

The situation prompted the Economic Community of West African States to condemn the attempt to disturb constitutional order in Sierra Leone. The U.S. embassy in Freetown emphasized that such actions were not justified.

The unrest in Sierra Leone echoes events in August 2022 when anti-government protests resulted in fatalities. President Bio attributed the protests to an attempt to overthrow the government. The recent incident raises concerns about stability in a country still recovering from a civil war that occurred from 1991 to 2002.

The government’s response includes heightened security measures, a nationwide curfew, and efforts to restore order in the wake of the barracks attack and subsequent unrest.

North-West University: Poverty thrives where corruption is high

“When good governance is sacrificed on the altar of corruption, service delivery falters. Where corruption thrives, as we have seen in many of our municipalities, an increase in poverty becomes inevitable.”

This is according to Prof Kedibone Phago, Director of the North-West University (NWU) School for Government Studies, who explains that corruption is killing the country’s future.

Recent figures suggest that more than 18,2 million South Africans live in extreme poverty in 2023, an increase from the previous year. Projections show that this number will only increase, and corruption is at the heart of this dilemma.

“The essence of corruption is that it diverts resources from their intended use and instead resources are used to serve nefarious agendas. Resources are deliberately exploited to benefit certain individuals or groups rather than the intended beneficiaries. Often, the powerful are involved because it is easier to sweep such corrupt actions under the carpet. We have seen from many reports of the Auditor General and even during the Judicial Commission of Inquiry into Allegations of State Capture, also known as the Zondo Commission, that many of the people who enable corruption are in powerful positions, highly educated and sophisticated. This makes it even more difficult from a law enforcement perspective to prosecute. This is especially the case where our law enforcement agencies are deliberately weakened to ensure that their investigative capacity is crippled,” explains Prof Phago.

He goes on to say that: “The effects of corruption are usually devastating, especially to the integrity of governance processes and to the citizens who need public services to lead their lives with dignity. The examples are all around us where there is an annual budget allocation and the government makes a commitment to parliament about spending plans and priorities, without any meaningful implementation of those plans. Even in cases where the Medium-Term Budget Policy Statements are made, they remain a talk show and have no material benefit for citizens. The reality is that citizens in developing countries such as ours need quality services such as education, health, water and sanitation, an effective police force, roads and infrastructure and mobile connectivity, among others. When these basic services are not provided, the dignity of the people is directly affected, which can lead to populist politics.”

The NWU is committed to helping achieve the United Nations’ Sustainable Development Goals (SDGs), which entail the eradication of poverty, the promotion of well-being, access to clean water and sanitation, economic growth and the reduction of inequalities. Therefore, it is imperative to focus on the impact of corruption on communities and to identify ways to curb corruption. The establishment of the National Anti-Corruption Advisory Council (NACAC) is a positive development for the country, which needs to be supported. This body was established on the recommendation of the Zondo Commission.

“Citizens have several options if they want to play a role in stopping corruption. For me, there are two main considerations. The first is the role of parliament in holding the executive authority to account, which remains an important avenue. Citizens need to use their relationship with public representatives in parliament to get involved in such matters. Second, citizens need to be organised, particularly through civil society and non-governmental organisations. When citizens are divided along ethnic, racial, class, language and other lines, they often become susceptible to populist politics. In fact, it is usually populist politicians who exploit these elements to maintain their relevance instead of genuinely exposing corruption and advocating for investment-friendly policies that could help develop the country,” says Prof Phago.

Corruption must be put to the sword if the country is to realise its potential, and it is through engaged, active citizenship that it can be dealt a fatal blow.

It’s nothing compared to what I’m about to do when I bring you out of captivity.” This brand-new thing was going to be far greater than anything they’d seen in the past.

We all can look back and see when God parted Red Seas for us. He’s opened doors that shouldn’t have opened, had us in the right place at the right time to meet someone special, turned our health around. We’re grateful. We know it was the hand of God. But God is saying, “You haven’t seen anything yet. Forget about all that and get ready for something awesome, something that you haven’t seen, something that propels you to a new level.” When you see this new thing, you’re going to stand in amazement and say, “Wow, look what the Lord has done!”

President Hichilema Breaks Ground for Chiefs’ Palaces, Affirms Commitment to Traditional Leaders

President Hakainde Hichilema led the groundbreaking ceremony for the construction of Chiefs’ palaces in Luapula province. The first of these palaces will be erected for His Royal Highness Chief Chimese of Bahati, Mansa, highlighting the government’s commitment to working closely with traditional leaders to enhance their living and working environments.

President Hichilema, speaking at the launch event held at Chief Chimese’s palace, expressed determination to construct palaces across the country without segregation, emphasizing the unity of Zambia as one nation and one people. The President reiterated the crucial role played by traditional leaders in uplifting the lives of all Zambians and stressed the need for their living conditions to align with their significant roles in society.

“As the UPND government, we remain determined and focused on uplifting the lives of all Zambians wherever they are. The traditional leaders play a key role in doing so. As such, their living and working environment must support this role,” President Hichilema affirmed.

Luapula province is set to benefit from 14 palaces out of the 110 planned for construction in the first phase. President Hichilema’s vision encompasses not only the physical structures but also the empowerment and support of traditional leaders in their vital roles.

Acknowledging the natural wonders and resources present in Luapula, including water bodies and pastures, President Hichilema expressed optimism about Zambia’s transformative potential. He called on all citizens to actively participate in the nation’s development, emphasizing that challenges are faced and victories achieved together as one united people.

In addressing the gathering, the President also conveyed the government’s commitment to improving feeder roads, empowering local authorities with increased Constituency Development Fund (CDF). This move aims to decentralize responsibility and enhance local development initiatives.

Local Government Minister Garry Nkombo assured that the government would complete the construction of other chiefs’ palaces that had stalled since 2014. He echoed the President’s call for collaboration between the government and traditional leadership for the benefit of the nation.

Nyimba District Hospital Recieves New Standby Power Generator Under CDF

Nyimba District Hospital, a level one facility, has received a significant upgrade with the installation of a standby power supply generator. This procurement, funded under the Constituency Development Fund (CDF), aims to address lighting challenges, particularly during power outages that are common during the rainy season.

Dr. Martin Mbewe, the Health Director for Nyimba District, expressed his delight upon receiving the power generator, thanking the government for the initiative. The hospital, operational since its inception in 2017, has faced challenges during power outages over the past six years. Dr. Mbewe highlighted that the timing of the power generator acquisition is particularly crucial, given the frequent power disruptions experienced during the rainy season.

“The addition of this power generator is a significant improvement for our hospital, ensuring uninterrupted power supply during critical times,” stated Dr. Mbewe.

Council Chairperson Gadson Tembo emphasized the importance of using the power generator for its intended purpose. He urged health staff to ensure quality service provision to patients, removing any excuse related to lighting challenges.

“This generator is a valuable asset to our healthcare facility, and we expect health personnel to utilize it efficiently to maintain the quality of service delivery,” stated Mr. Tembo.

The power generator, funded through the 2023 Constituency Development Fund, was procured at a cost of Five Hundred Forty-Eight Thousand One Hundred Eighty-Three Kwacha. Mr. Tembo also disclosed that road improvement works around the hospital have commenced to enhance the safety of road users, particularly ambulance services.

“We understand the importance of a well-maintained hospital road, especially for emergency services. The ongoing works are part of our commitment to guarantee the safety of all road users, including those relying on healthcare services,” Mr. Tembo explained.

He appealed to the public for patience as development efforts continue in various parts of the district. The new standby power generator represents a critical investment in Nyimba District Hospital, contributing to improved healthcare services and patient care.

Government and Unions Reach Agreement on Salary Increment for Civil Servants

In a collaborative effort between the government and Public Service Unions, a salary increment of K550 across the board for civil servants has been agreed upon, effective January 1, 2024. The decision comes after 10 days of negotiations involving representatives from 19 workers’ unions in Chilanga District.

A joint press statement released and signed by Margaret Miyoba, Permanent Secretary of the Public Service Management Division, and union representatives outlines the key terms of the agreement. In addition to the salary increment, the parties have decided to revise the rate of transport allowance from 15 percent to 20 percent of the monthly basic salary. The rate of meal allowance will also see an increase from One Hundred Kwacha to One Hundred and Thirty Kwacha. Importantly, other existing conditions of service for Public Service employees will remain unchanged.

The negotiation process has been marked by mutual cooperation, with both the government and unions committed to finding a balanced agreement. The parties have also expressed their commitment to continuing engagement to address any outstanding administrative matters related to conditions of service.

During a press briefing, Foster Matakala, President of the United Public and Allied Workers Union of Zambia, spoke on behalf of other unions, stating that the agreed-upon offer of K550 across the board is a fair compromise considering the economic challenges facing the country. Matakala emphasized that the unions recognize the current economic situation and are not demanding beyond the government’s affordability.

“We know the challenges that our country is going through, and we cannot demand beyond what the Government can afford,” said Mr. Matakala.

Inambao Sitwala, Deputy General Secretary for the United Health and Allied Workers Union of Zambia, echoed similar sentiments, noting that the K550 offer is acceptable, especially given the government’s plan to employ more public workers in the health and education sectors by January 1, 2024. The unions acknowledge that the increased workforce will contribute to a higher wage bill, and the agreed-upon terms reflect a practical and sustainable solution for the present economic conditions.

The salary increment, along with the adjustments in allowances, is anticipated to positively impact the welfare of civil servants while aligning with the government’s fiscal responsibilities.

Shepolopolo Zambia deputy coach Florence Mwila has declared the players ready to face Angola in the 2024 Women’s Africa Cup qualifier against Angola in Luanda on November 29.

Mwila said that all players are prepared for the away match.

20 players are in campa in the capital Lusaka.

“The team is faring well, it’s a full-house and the preparations are going well with a few days to go before the match and everyone is prepared, they look fit and okay,” Mwila told FAZ Media.

“The team is ready, everyone is putting in their best because they know what is at stake, if it were possible we would have picked everyone but we need to cut some numbers for the required list,” she said.

Lusaka businessman Michelo Chizombe has presented arguments before the Constitutional Court, alleging that the Electoral Commission of Zambia (ECZ) violated Article 52 of the Constitution by accepting former President Edgar Lungu’s nomination papers in the 2021 Presidential Election. Mr. Chizombe contends that Mr. Lungu was ineligible to contest the 2021 General Election.

Mr. Chizombe reiterated his stance during yesterday’s submissions, following the petition he filed in October. In his petition, he sought a declaration that former President Lungu was not eligible for a presidential bid in 2021 and should be disqualified from any future elections. Additionally, he sought a declaration that Mr. Lungu’s participation in the 2021 General Election was unconstitutional.

The basis of Mr. Chizombe’s argument lies in Article 106, Sub-Article 3 of the 2016 Amended Constitution, which, according to him, renders Mr. Lungu ineligible for contesting the 2016 General Election due to having been sworn in twice as the Republican President in 2015 and 2016. Mr. Chizombe also referenced the repealed Article 35 of the 1996 Amended Constitution, which, he argued, excluded individuals elected twice from contesting Presidential Elections.

The Constitutional Court is tasked with considering the merits of Mr. Chizombe’s petition and determining whether the ECZ acted in breach of the constitution by accepting Mr. Lungu’s nomination papers in the 2021 election. “Our message to our UPND Northern Province party leadership this evening was clear. There is no President Hakainde Hichilema without UPND, and therefore, anyone given an opportunity to serve the public must always have this at the back of their mind,” President Hichilema stated.

Popular evangelist Bishop John General arrested for rape

Popular evangelist John Nundwe 51 commonly known as Bishop John General of Matero has been arrested and detained for allegedly raping a married woman in her matrimonial home.
This was after the 26 year old victim approached the man of God for prayers following her miscarriages.
The Bishop is alleged to have gone to the victim’s home to pray for her but instead ended up raping her.
According to police spokesperson Rae Hamoonga, the incident allegedly happened yesterday between 13:00 and 14:00 hours in Kahale area .
“Brief facts of the matter are that the woman has been having miscarriages every time she conceives. She then visited the same John General to pray for her and told her that the prayers are to be done at their home .
Yesterday at around 09:00 hours, the pastor called the complainant that he would be visiting them for the same prayers and at around 13:00 hours he arrived at their house together with another unknown man,” he said.
Mr Hamoonga said after reaching the victim’s home, Bishop John General allegedly told her that he wanted to check all the rooms as part of the prayers.
He said when the Bishop reached the bedroom, he allegedly forced himself on the woman and had sex with her as he threatened to shoot her if she refused.
“When all this was happening, the other man was waiting in the sitting room.At around 13:30 hours, the husband aged 33 came and found a man in the sitting room. He then greeted him and decided to proceed to the bedroom where he found the pastor naked having sex with his wife,” he said.
Mr Hamoonga said after finding the Bishop in the act, the victim’s husband went outside and locked the gate.
He said upon noticing the presence of the victim’s husband, Bishop John General allegedly ran outside naked and managed to jump the wall fence leaving all his clothes, a cell phone and a motor vehicle Chrysler Registration number BCD 372.
Mr Hamoonga said the other man also ran away.
He said a medical report form has since been issued to the victim while the suspect has been arrested.

The Fistula Foundation has officially handed over a state-of-the-art Fistula Ward with a 40-bed capacity to St. Francis Mission Hospital in Katete District. The newly constructed ward, valued at over K2 million, aims to provide dedicated space for treating a substantial number of fistula patients concurrently, ultimately contributing to the decongestion of the hospital.

The event, attended by Eastern Province Minister Peter Phiri, marked a significant step forward in addressing maternal and neonatal health concerns in the region. Minister Phiri emphasized that maternal and neonatal services remain a top priority for the government, expressing the administration’s commitment to eradicating obstetric fistula—a condition that adversely affects the fundamental human rights of women.

“The government is committed to achieving universal health coverage for sexual and reproductive health services. The government’s vision is to prevent fistula and institutionalize treatment at all provincial hospitals,” Minister Phiri stated.

Bwalya Chomba, the Fistula Foundation Zambia Programmes Director, affirmed her organization’s dedication to supplementing government efforts in providing high-quality repair services for fistula cases. Ms. Chomba highlighted the pervasive impact of fistula in many communities, expressing the organization’s commitment to supporting the treatment of affected women in the Eastern Province.

“In the world that we envision, women will be able to flourish in their communities instead of languishing in the shadows. Today, we celebrate the three-year partnership, during which we have supported the treatment of almost 350 women for a free life-transforming surgery coming from across the entire Eastern Province,” she declared.

William Mchombo, the Chairperson of the St. Francis Hospital Board, conveyed gratitude to the Fistula Foundation for its commitment to improving the well-being of women in the area. He also acknowledged the government’s ongoing support for church health institutions, emphasizing the positive impact of various health initiatives.

Chief Mbang’ombe of the Chewa people in Katete and Sinda Districts pledged to ensure that women suffering from fistula in the communities receive the necessary repair surgeries. Obstetric fistula, resulting from prolonged obstructed labor during childbirth, remains a significant health concern, and the new Fistula Ward at St. Francis Mission Hospital is poised to make a considerable impact in addressing this challenge in the Eastern Province.
