Rainbow Party Leader Wynter Kabimba has astonishingly revealed that he differed with Veteran Journalist Fred M’membe and his then Second Deputy Secretary General Dr Cosmas Musumali because of gay rights.

Dr Musumali and Mr. M’membe were instrumental in the formation of the Rainbow Party but the duo has since gone ahead to announce the creation of a new political party called the Socialist Party of Zambia.

Mr. Kabimba revealed on Tuesday when he featured on a live radio programme on Millennium Radio that Mr. M’membe and Dr Musumali wanted to use the Rainbow Party to promote the rights of people of different sexual orientation.

He said some of the people who wanted to finance the activities of the Rainbow Party if it promoted the gay agenda are the same ones who are promoting the Socialist Party.

“They were there during the launch of the Socialist Party, I saw them and I am happy to tell the Zambian people that the Rainbow Party will not receive funding from individuals and groups that want to promote issues that are at variance with our Zambian and Christian values,” Mr. Kabimba said.

“I will not compromise the values of this nation because of political party funding. Issues of different sexual orientation are alien to the Zambian people and Zambians don’t want to change that on the altar of political expedience,” he said.

Mr. Kabimba however wished the Socialist Party well on the Zambian political scene.

“Why did we have differences with our colleagues, firstly we disagreed with the type of people they wanted to bring as financiers on their sexual orientation. We are not so desperate that we can get money from everybody, some of the characters they brought who even attended the launch on Saturday viz-a viz our moral standing as a political party in a Christian nation, we said no,” Mr. Kabimba revealed.

Mr. Kabimba said the second fundamental difference was on the party’s relationship with God.

He added, “We refused to accept the view that socialism means we can’t pray to God and that there is no God and that we can’t offer prayers when we have meetings. If you follow global affairs, you will remember that renowned Scientist Stephen Walking who died a few weeks ago made a very interesting remark, he said Science can’t prove that here is no God, that Science has not done any experiment to show that God does not no exist. Now you have some of our colleagues who thought they were more educated and more Socialist than us and that they should drive this agenda that God does not exist.”

He said, “These were fundamental areas of difference and therefore because they found that a big number of us could not subscribe to those views which we thought they were crazy, they couldn’t build the pressure within the party, they tried to rally people against me and buy people against me and they failed, the last straw that broke the camel back was the formation of the new party.”

The Barotse Royal Establishment (BRE) has disclosed that Paramount Chief Gawa Undi of the Chewa speaking people of Zambia, Malawi and Mozambique will be guest of honour at this year’s Kuomboka Traditional Ceremony.

BRE Ngambela Nyambe Mwenda disclosed this today when Western Province Minister Richard Kapita and his Permanent Secretary Sibanze Simuchoba paid a courtesy call at Saa Kuta in Limulunga Royal Village.

The Ngambela said BRE has decided to invite the traditional leader so as to move away from the trend of inviting politicians to grace the Kuomboka Ceremony as the ceremony brings people from all walks of lives together regardless of their political affiliation.

He added that the establishment is non-partisan hence it will not mix tradition with politics.

Meanwhile, the BRE has appealed to Government to address challenges that Western Province is facing such as lack of development, poor road infrastructure and lack of employment for the youths among others.

The Provincial Minister Richard Kapita has since upheld the BRE for coming up with a decision of inviting the Paramount Chief in order not to politicize the event.

Mr. Kapita said the Kuomboka Ceremony is one of the highly celebrated ceremonies hence it was good that the BRE has decided to do away with inviting politicians so that anyone who wishes to attend the ceremony can do so at their own accord.

The Provincial Minister also mentioned that Government is implementing a lot of programmes such as Women and Youth empowerment, some of which will help create employment for the youths in the province.

He also assured the BRE that government will work on the roads that need attention and will also ensure that the abundant resources that the province has are utilized so that the local people can benefit from them.

The Provincial Minister who is on his familiarization tour of Western Province, held a closed door meeting with the Litunga Lubosi Imwiko the second of the Lozi Speaking people before proceeding to pay a courtesy on Chieftainess Mbuyu Imwiko of Nalolo and Senanga Districts at her summer palace where he pledged government’s support to work with all traditional leaders in the country.

And Chieftainess Mbuyu Imwiko commended government for recording success with the Keep Girls in School project spearheaded by the Ministries of Gender, General Education and Community Development and Social Services.

UPND’s Latest State Capture Tactics: Drag Vice President Mrs Inonge Wina’s Name Into Their Impeachment Expedition.

United Party for National Development (UPND) must not underrate the ability of the Zambian people to see through their political machinations in their pursuit to attain state power through the back door by pushing a notorious regional agenda. The plot seeks to malign Her Honour the Vice President Mrs Inonge Mutukwa Wina by making her their unlikely ally in the proposed impeachment motion targeted at His Excellency President Edgar Chagwa Lungu.

The happenings of the last few months point to a clear agenda by UPND to attain “State Capture” by making the Country ungovernable and highly polarised. This is further confirmed by an own admission by UPND Spokesperson Charles Kakoma who, a fortnight ago, vowed that his Party would not give the PF rest until their demands were met by the PF.

Under its latest State Capture tactic, UPND is preying on the fact that since Mrs Wina hails from Western Province where the Opposition Party has political foothold, a successful impeachment process would make Her Honour the Vice President a “President” of their choice. This imaginary and unholy alliance based purely on tribal grounds is yet another confirmation on how low the UPND is prepared to stoop to attain power. It is on record that UPND leader Hichilema has viewed Her Honour the Vice President with disdain, but would allow such a process for as long as Edgar Lungu is removed from power and a “perceived tribal cousin” furthers his agenda to state power.

Patriotic Front wishes to denounce such regionally-influenced plans by stating that Her Honour the Vice President Mrs Wina is a devout member of the ruling Party and a staunch loyalist to President Lungu.

There is no doubt that UPND has been offering Independent and ruling Party MPs sums of money to support the proposed impeachment motion. We challenge Mr. Hichilema to disclose contents of a meeting at his residence and attended by Livingstone Member of Parliament Hon Matthews Jere and a named Independent Member of Parliament from Eastern Province. We want to put it to the public that the said meeting discussed “buying off” of independent Parliamentarians and some in the ruling Party in order to their futile impeachment motion was discussed at length. We challenge Mr. Hichilema to deny that no such meeting was held at his residence.

UPND’s desperation saw them engaging Cambridge Analytica, a company allegedly involved in stealing personal data and using acquired information for “psychographic profiling” to manipulate voters with fake news and targeted social media advertising. We challenge UPND leader Hakainde Hichilema who is personally mentioned in the correspondence to deny he had any agreement with Cambridge Analytica at a rate of $150,000 per month. Under this agreement, it is said that Cambridge Analytica promised Mr. Hichilema that they would deploy certain third-party persuation techniques which they had employed in past campaigns in Nigeria. These allegations are too serious and Mr. Hichilema cannot afford to remain mute.

Lastly, we call on Zambians to demand answers from Mr. Hichilema regarding Saturnia Regna, Cambridge Analytica, among others, and the motive behind their botched impeachment motion. We further call on the Zambian people to condemn UPND’s desperation being advanced by their foreign funders who seek to resuscitate a political life of someone who have repeatedly lost to a democratic process five (5) times in a roll – 2006, 2008, 2011, 2015 and 2016.

Just a word to a desperate political leader, you underrated the Zambian people five times as history has shown us. You continue to do so at an alarming rate. Zambians are watching you.

Southern Province Minister Edify Hamukale has directed councils in the province to work with the Zambia Police Service to effectively enforce the public health Act.

The minister is saddened that despite the massive clean-up exercise conducted recently, some residents in the area have resumed littering and disposing of waste in unauthorized places..

“I want the local authorities and the police to mount patrols in all public places and residential areas from the 9th to 13th of April 2018 to ensure compliance,” he said.

ZANIS reports that Mr. Hamukale was speaking during a press briefing held in his office in Choma today.

He has further given local authorities a two days ultimatum in which to urgently hold epidemic preparedness meetings to formulate an enforcement plan without fail.

Dr Hamukale said he is aware of the logistical challenges faced by some councils and has since advised them to partner with the private sector in garbage collection.

He also called on residents in the to have a sense of ownership and fully participate in the implementation of the’ Keep Southern Province Clean Campaign’ initiative as it is beneficial to all.

“The cleaning of surroundings is not something we are doing for government or anyone in authority but we are doing this for the welfare of society.” The Minister emphasised.

The minister has since warned that anyone found littering will be fined.

Zambia lifts ban on imports of ready to eat meats from SA

Health Minister Dr Chitalu Chilufya has announced the lifting of the ban on the importation of ready to eat foods from South Africa following the outbreak of listeriosis in that country.

Dr Chilufya stated that following the outbreak of listeriosis in South Africa, Government came up with several interventions and guided by the Food and Drugs Act and the Public Health, imposed a ban on the importation of risky goods from South Africa.

He stated that investigations have revealed no presence of listeria Monocytogenes in the sampled foods and hence the decision by government to lift the ban.

“We therefore have decided to lift the ban on the importation of foods from South Africa with the exception of the risky foods from Enterprise Food Ltd and Rainbow Enterprises Company.”

Dr Chilufya however said that in the meantime, disease surveillance would be escalated to ensure that good safety was guaranteed for Zambians.

PF asks Concourt to allow Ministers not to pay back the money

Ruling PF Secretary General Davies Mwila has made an application to the Constitutional Court to have it set aside or reverse its ruling that Ministers who over stayed in office after Parliament was dissolved in 2016 should pay back the money.

On 8th August, 2016 the Constitutional Court declared that the Ministers had occupied their positions illegally after Parliament was dissolved and ordered them to pay back the money and vacate their positions immediately.

The Patriotic Front’s application follows a judgment by the Constitutional Court on 17th November, 2017 that 64 ministers who stayed on in office after the dissolution of Parliament in 2016 must pay back the money they received during the period they illegally occupied their positions.

But Mr. Mwila in his application contended that the decision by the court was improper, oppressive, unjust and contradicts the national values of human dignity and equality.

He said Mr. Bonaventure Mutale who is representing the respondents has advised him that being the court of first and final instance, it is incumbent upon the judges of the court to reverse the injustice.

The PF Secretary General argued that the state benefited from the services that the respondents had rendered when they remained in office after the dissolution of Parliament.

This is contained in a Notice of motion to set aside or reverse parts of the Judgment of 8th of August 2016 that has been filed in the Constitutional Court.

In this matter, the Law Association of Zambia (LAZ) and the opposition UPND had sued then Justice Minister Ngosa Simbyakula and 63 others for illegally staying in the government after Parliament was dissolved.

The ruling delivered by Constitutional Court Judge Margaret Munalula representing the 5 Judges had dismissed Attorney General Likando Kalaluka’s application in which he had wanted the court to revisit it’s ruling that the former Ministers must pay back the money they obtained during the time they were found to have occupied their offices illegally, saying it was against the public interest that he was seeking to represent the Ministers.

Kaindu: Power were tactically superior than Nkana

Power Dynamos coach Kelvin Kaindu says his side was tactically superior over Nkana when they triumphed 2-1 in Easter Monday’s Kitwe local derby played at Nkana Stadium in Wusakile.

Kaindu applied a frustrating game plan of negative football disrupting Nkana’s flow throughout the opening 45 minutes.

“It was more of a tactical victory. If you saw when we were leading Nkana made double substitutions and brought two strong guys (Walter Bwalya and Festus Mbewe) and they started playing long balls,” he said.

“We had to sacrifice by dropping one striker and play with an extra defender just to stop Nkana from playing that long ball which they have mastered very well. I watched them play that long ball in the last CAF Confederation Cup match here at home,” Kaindu observed.

This was Kaindu’s debut Kitwe derby against Nkana as Power coach.

“I want to thank the almighty God for the victory. I think it is never easy in the derbies between Nkana and Power Dynamos but in the first season as Power Dynamos coach we managed to get a victory. It was a difficulty game, a balanced game,” he said.

Nkana coach Beston Chambeshi has tipped his team to bounce back from the derby loss to Power.

“I have strong players who can come out of the loss and look forward to another game. We have to talk to the players I know a local derby loss may put the morale of players down,” Chambeshi said.

Defending U20 AFCON champions Zambia are closer to knowing their second round opponents in the Niger 2019 U20 AFCON qualifiers.

Kenya and Rwanda are Zambia’s prospective suitors and they clashed on Sunday in Machakos.

The hosts Kenya took the lead in the 7th minute through Richard Odada.

But Rwanda ensured that the tie will be decided in Kigali on April 21 after they snatched a stoppage time equaliser through Rague Byikingiro.

Zambia will visit the winner in the first leg during the weekend of May 11 and the final legs will be played during the weekend on May 18.

Winner from that phase will advance to the final qualifying round in July to play Sudan, Burundi or Ethiopia.

Burundi are looking favourites to face Sudan in the second round after the former beat Ethiopia 2-0 away over the weekend.

Sudan, like Zambia, enjoys a first round bye.

FAZ Statement on Allegations of Financial Irregularities

I wish to advise that following the illegal circulation of financial documents relating to the Football Association of Zambia (FAZ) activities, it has become necessary to clarify some of the assertions circulating prominently on social media platforms.
The documents that have been circulated make up part of the audited accounts that were approved by the FAZ Council in the meeting of 31 March, 2018.

Constitutional Authority
Article 35(a) gives the Executive Committee power to pass all decisions that do not come under the sphere of responsibility of the council or are not reserved for other bodies by the law or under these statutes.
Article 35 (d) may decide to set up ad-hoc committees if necessary at any time. Article 35(e) shall compile the regulations for the organization of standing committees and ad-hoc committees.
Article 35(m) may delegate tasks arising out of its area of authority to other bodies of FAZ or third parties.
These clauses allow the Executive committee to make decisions as stated in Article 36(a) that elaborates on decision making powers of the executive committee
36(1) The Executive committee shall not engage in valid deliberations unless a majority (more than 50%) of its members are present.

EXCO Allowances
The FAZ Executive Committee members and staff members were part of the U20 Local Organising Committee. The LOC included officials from various government ministries. for the U20 Africa cup hosted by Zambia between 26 February and 12th March 2017. The allowances relating to the U20 Africa Cup of Nations under FAZ and the Local Organizing Committee cover a period of 5-months. During this period the FAZ Executive Committee members were actively involved in running the eleven committees that were set up for the purpose of managing the event. Their involvement was on a day-to-day basis and required full-time commitment to the preparation for the tournament.

The current FAZ structure remunerates committee members sitting allowances for meetings as follows:
Sitting/Daily Allowances- Exco Members K1,000 (K1500 Veep), K2,000 (President)
Lunch allowance K300/day for all members
Fuel refund from K600 to K1200
Accommodation outside Lusaka K2,000 per day and vice versa for those travelling to Lusaka
This structure has been adopted strictly for this 5-month period as the method of payment for work done during this period. Had the traditional method of payment been followed during the same period, the amount would have been K2.56 million compared to K805,000 which was paid for only 30 days as opposed to 150 days. This reduced the payment due to each committee member as per circulated figures now in the public domain.

Despite the committee members working tirelessly between November 2016 and March 2017, no payment was made until funds were available in November 2017. The amounts paid were standard daily allowances except they were paid in one lump sum six months after the end of the tournament.

An amount equivalent to one-months pay was earmarked for Secretariat staff for their contribution to the LOC for the success of the U20 Africa cup of nations hosting as opposed to payment of their entitlement of servicing and other allowances.
U20 Players allowances

The allowances for the U20 national team were paid after the team won the Africa Cup of Nations and prior to the team’s departure for the World Cup in Korea. Each player received the sum of $3,300 for winning Africa Cup after considerations by the Executive Committee and despite payments to the teams strictly forbidden by CAF and FIFA statutes as these tournaments are deemed development.

This was viewed as an exception especially that CAF offered a prize money of US$250,000 for winning the cup. No bonus was paid for the U20 FIFA World Cup as there was no prize money in the competition.
FIFA paid each player the sum of $100 each for the duration of the tournament. The FAZ President, in his individual capacity, also paid each player and the technical team $100 as gratification for their performance in the tournament.
KoPa Replicas and Kit

A sum of $80,000 was paid to the KoPa Kit manufacturer and to date $50,000 amount of replicas and $30,000 worth of playing kit has been received. This kit was used by the senior national team during the recently played CHAN tournament in Morocco.
Refunds to ENFIN SOLUTIONS Limited

The Football Association of Zambia (FAZ) wishes to advise that during the course of its operations the association has turned to the FAZ President Mr. Andrew Kamanga for short-term financial assistance during emergencies. Suffice to mention that this support has been rendered at no extra cost to the association especially that the financial position of the association was too weak to even support normal overdraft from our banking partners.

The President through his company, made it possible for the U17 national team to meet its obligations at the COSAFA tournament in Mauritius by assisting with the purchase of air tickets valued at $11,000. This amount was later refunded when funds became available at no additional cost to FAZ.

The Company also assisted with the purchase of playing kits for division two and three clubs at the end of March 2017 and was only refunded in May 2017, two months later with no interest charged. This is the basis of the $38,000 refund approved in one of the leaked documents.

This was also the case in January 2018 when the team was due to travel to Morocco for the CHAN 2018 tournament when delays in procurement for tickets by the sponsor almost derailed the team’s travel plans. The President’s company rescued the situation. A total sum of $25,000 was paid towards the travel costs, and the same was refunded at the end of January 2018.
National team Ghana costs

There is also a payment of K30,000 to the FAZ General Secretary, Mr Pasipononga Liwewe, for Ghana hotel costs during the team’s stopover on the way to Nigeria for a World Cup qualifying match. This was necessitated again by the delay in funding by the sponsor. The General Secretary availed his debit card to the team manager at the airport when the funds did not materialize, and a deposit was made into the account which the team manager used to make hotel payments in Accra. All payments are backed by documentation.

Leaks of documentation

We note with concern involvement of expelled members of the Executive Committee in the distribution of these documents. Mr Kazala is still due to appear before the FAZ Council to respond on charges levelled against him relating to abuse of office and misuse of funds amounting to K150,000. It is clear that these machinations are an attempt to divert attention from his pending matter.

The Football Association of Zambia (FAZ) remains available to clear the air over these and other matters and will fully cooperate with any organ of the law if required to provide further clarity.

FAZ will be taking remedial action at the secretariat to prevent any further such breaches of confidentiality that the staff is bound by. Those found to have participated in such breach will face the full course of the law and internal disciplinary action will also be taken. FAZ clearly understands the difference between whistleblowing and attempts to destabilize the smooth running of the organization.

further we wish to advise that we have briefed the ministry of Youth, Sport and Child Development and have since rendered a detailed report. we will in due course also inform CAF and FIFA accordingly.

National Democratic Congress (NDC) Consultant Chishimba Kambwili says his recent personal humiliation and persecution has cemented his resolve to boldly demobilize what he has termed as the monster he helped create after the death of President Michael Sata.

In a statement made available to Q-News, Mr Kambwili says he’s resolved now than ever before to see to it that state power and its accompanying responsibilities is democratically taken away from the hands of what he has referred to as desperate,thieving,heartless and sadistic people.

He says Zambia deserves better and that what the country has today is not even an inch closer to what can be termed as sensible and credible leadership.

Mr Kambwili says his humiliation and persecution,together with that of other progressive political leaders and cadres across the country serves as a reminder to all, that Zambians are living under a fightened,evil and despotic regime, which is determined to paint decent and innocent citizens as criminals.

He says there is no doubt in his mind that tough times lie ahead, but that he believes in the common resolve to overcome sooner rather than later.

Mr Kambwili says the PF government is panicking because they have realized that while their time is up, their alleged crimes of yesterday, today and tomorrow pose a greatest threat to their alleged looting of the state treasury, livelihoods and comfort beyond their tenure of office.

He states that it is very clear that President Lungu has become increasingly paranoid and desperate.

He says his heavy-handed crackdowns on political opponents and a failure to offer voters anything positive only causes his opponents to multiply.

Mr Kambwili has cited the government’s reaction to the launch of the Socialist Party and the subsequent expulsion of the Cuban Ambassador to Zambia as indication of their fear of the coming of Fred M’membe and other critical voices onto the political scene.

The Roan Member of Parliament says during his humiliation and persecution in the past days, he has gone through a period of intense reflection and soul searching and that what comes out prominently is the fact that he needs to make it right once more with people he might have injured in the course of his political activities in the recent past.

He says nothing surpasses the pain and regret of realizing that President Edgar Lungu’s alleged mediocrity is what he defended and risked his life for in the last two Presidential elections.

Mr Kambwili has since apologised to all those he injured whether knowingly or unknowingly.

He has thanked those who stood with him in the opposition,civil society, the church and other stakeholders during his recent predicament.

The Football Association of Zambia (FAZ) has clarified a number of issues concerning recent in-house leakage of financial documents in the aftermath of the 2018 Annual General Meeting (AGM).

FAZ has been on the receiving end of a barrage of attacks based on the documents forcing the association to set the record straight.

MEDIA BRIEFING ON FAZ DOCUMENTS CIRCULATING ON SOCIAL MEDIA

I wish to advise that following the illegal circulation of financial documents relating to the Football Association of Zambia (FAZ) activities, it has become necessary to clarify some of the assertions circulating prominently on social media platforms.

The documents that have been circulated make up part of the audited accounts that were approved by the FAZ Council in the meeting of 31 March, 2018.
Constitutional Authority

Article 35(a) gives the Executive Committee power to pass all decisions that do not come under the sphere of responsibility of the council or are not reserved for other bodies by the law or under these statutes.

Article 35 (d) may decide to set up ad-hoc committees if necessary at any time. Article 35(e) shall compile the regulations for the organization of standing committees and ad-hoc committees.

Article 35(m) may delegate tasks arising out of its area of authority to other bodies of FAZ or third parties.
These clauses allow the Executive committee to make decisions as stated in Article 36(a) that elaborates on decision making powers of the executive committee

36(1) The Executive committee shall not engage in valid deliberations unless a majority (more than 50%) of its members are present.

1. EXCO Allowances

The FAZ Executive Committee members and staff members were part of the U20 Local Organising Committee. The LOC included officials from various government ministries. for the U20 Africa cup hosted by Zambia between 26 February and 12th March 2017. The allowances relating to the U20 Africa Cup of Nations under FAZ and the Local Organizing Committee cover a period of 5-months. During this period the FAZ Executive Committee members were actively involved in running the eleven committees that were set up for the purpose of managing the event. Their involvement was on a day-to-day basis and required full-time commitment to the preparation for the tournament.

The current FAZ structure remunerates committee members sitting allowances for meetings as follows:
• Sitting/Daily Allowances- Exco Members K1,000 (K1500 Veep), K2,000 (President)
• Lunch allowance K300/day for all members
• Fuel refund from K600 to K1200
• Accommodation outside Lusaka K2,000 per day and vice versa for those travelling to Lusaka

This structure has been adopted strictly for this 5-month period as the method of payment for work done during this period. Had the traditional method of payment been followed during the same period, the amount would have been K2.56 million compared to K805,000 which was paid for only 30 days as opposed to 150 days. This reduced the payment due to each committee member as per circulated figures now in the public domain.

Despite the committee members working tirelessly between November 2016 and March 2017, no payment was made until funds were available in November 2017. The amounts paid were standard daily allowances except they were paid in one lump sum six months after the end of the tournament.

An amount equivalent to one-months pay was earmarked for Secretariat staff for their contribution to the LOC for the success of the U20 Africa cup of nations hosting as opposed to payment of their entitlement of servicing and other allowances.

2. U20 Players allowances

The allowances for the U20 national team were paid after the team won the Africa Cup of Nations and prior to the team’s departure for the World Cup in Korea.

Each player received the sum of $3,300 for winning Africa Cup after considerations by the Executive Committee and despite payments to the teams strictly forbidden by CAF and FIFA statutes as these tournaments are deemed development. This was viewed as an exception especially that CAF offered a prize money of US$250,000 for winning the cup. No bonus was paid for the U20 FIFA World Cup as there was no prize money in the competition.

FIFA paid each player the sum of $100 each for the duration of the tournament. The FAZ President, in his individual capacity, also paid each player and the technical team $100 as gratification for their performance in the tournament.

3. KoPa Replicas and Kit

A sum of $80,000 was paid to the KoPa Kit manufacturer and to date $50,000 amount of replicas and $30,000 worth of playing kit has been received. This kit was used by the senior national team during the recently played CHAN tournament in Morocco.

4. Refunds to ENFIN SOLUTIONS Limited

The Football Association of Zambia (FAZ) wishes to advise that during the course of its operations the association has turned to the FAZ President Mr. Andrew Kamanga for short-term financial assistance during emergencies. Suffice to mention that this support has been rendered at no extra cost to the association especially that the financial position of the association was too weak to even support normal overdraft from our banking partners.

The President through his company, made it possible for the U17 national team to meet its obligations at the COSAFA tournament in Mauritius by assisting with the purchase of air tickets valued at $11,000. This amount was later refunded when funds became available at no additional cost to FAZ.

The Company also assisted with the purchase of playing kits for division two and three clubs at the end of March 2017 and was only refunded in May 2017, two months later with no interest charged. This is the basis of the $38,000 refund approved in one of the leaked documents.

This was also the case in January 2018 when the team was due to travel to Morocco for the CHAN 2018 tournament when delays in procurement for tickets by the sponsor almost derailed the team’s travel plans. The President’s company rescued the situation. A total sum of $25,000 was paid towards the travel costs, and the same was refunded at the end of January 2018.

5. National team Ghana costs

There is also a payment of K30,000 to the FAZ General Secretary, Mr Pasipononga Liwewe, for Ghana hotel costs during the team’s stopover on the way to Nigeria for a World Cup qualifying match. This was necessitated again by the delay in funding by the sponsor. The General Secretary availed his debit card to the team manager at the airport when the funds did not materialize, and a deposit was made into the account which the team manager used to make hotel payments in Accra. All payments are backed by documentation.

6. Leaks of documentation

We note with concern involvement of expelled members of the Executive Committee in the distribution of these documents. Mr Kazala is still due to appear before the FAZ Council to respond on charges levelled against him relating to abuse of office and misuse of funds amounting to K150,000. It is clear that these machinations are an attempt to divert attention from his pending matter.

The Football Association of Zambia (FAZ) remains available to clear the air over these and other matters and will fully cooperate with any organ of the law if required to provide further clarity.

FAZ will be taking remedial action at the secretariat to prevent any further such breaches of confidentiality that the staff is bound by. Those found to have participated in such breach will face the full course of the law and internal disciplinary action will also be taken. FAZ clearly understands the difference between whistleblowing and attempts to destabilize the smooth running of the organization.

Further we wish to advise that we have briefed the ministry of Youth, Sport and Child Development and have since rendered a detailed report. we will in due course also inform CAF and FIFA accordingly.

Green Party President accuse Nkandu Luo of running CBU like a “Katemba”

Green Party President Peter Sinkamba has charged that the Copperbelt University (CBU) and other public universities are in current dire straits because Higher Education Minister Professor Nkandu Luo is running public universities like “utuntemba”.

Mr. Sinkamba wondered why Professor Luo has been running CBU without a substantive university council for many years. He says running a university without a substantive council is like running a “kantemba”.

“Per Section 25 of the Higher Education Act of 2013, a university council is responsible for the governance, control and administration of a higher education institution. The core mandate of a university council is to act in the best interest of the higher education institution at all times. The council is mandated to provide for the welfare of the staff and students. It is also mandated to initiate the removal from office of the Vice Chancellor and the Deputy on grounds of misconduct or inability to perform their functions of the offices. These functions are key to smooth running of a university. So, where a university council is non-existent, a university is literary dysfunctional, and subsequently the best interest of a higher education institution greatly suffers,” Mr. Sinkamba said.

“Take for instance the case of the Copperbelt University. It has not had any substantive university council since 2015. The university has been running on a care-taker committee since then. It has been on dire straits for three years in a row, with closures one after another. The university opened last week after almost four months of premature closure. As at this morning, no classes are running. Lecturers are on go-slow and planning to go on a legal strike any day this week or so. Government sponsored students have not yet been paid their bursaries. I understand that they are unlikely to get paid anytime soon. I understand that government is expecting the students to use the bursary payouts of four months ago, or so. Are you sure that students have kept the bursaries after being thrown out in the night from the university? Put simply, Prof Nkandu Luo is running CBU like a ‘kantemba’. I foresee another closure. It is looming. It is really so disgusting that the university is consistently running on dire straits for three years?” he said.

Mr. Sinkamba reiterated his earlier call for President Edgar Lungu and intervene per provided under the Constitution since his Minister has failed to provide leadership in the running of the institution.
