Impasse arises over the multi-million kwacha shopping mall in Monze District

An impasse has arisen over plans by the Monze District Council plans to construct a multi-million kwacha shopping mall at the Harry Mwaanga Nkumbula Stadium and District Agriculture Show grounds.

While the Local authority have maintained that it will go ahead with its plans to construct the shopping mall at the said site, some Monze residents have rejected the deal.

However, Southern Province Permanent Secretary Sibanze Simuchoba says government welcomes any progressive developmental idea meant to improve the lives of the people.

During a stakeholder consultative meeting held at the Council Chamber yesterday, some concerned residents argued that plans by the council were ill conceived and not in the best interests of the local community.

The local Authority mooted plans to relocate the stadium named after the former freedom fighter Harry Mwaanga Nkumbula which is sitting on a 2.3 hectares of land and Monze show grounds sitting on 11.9 hectares so that the land could be allocated for the developmental purposes including construction of shopping facilities.

Mr. Kelvin Cornhill argued that the stadium was built to honour the former freedom fighter adding that it was used by youths as the only sports recreational facility in the area saying demolishing the facility to pave way for a shopping malls was unfortunate.

” Harry Mwanga Nkumbula Stadium was built as a memorial site for the gallant freedom fighter and is also the only recreational facility for youths in Monze, therefore relocating it to another site will is an ill-conceived idea that is bad for remembrance of freedom fighters,” said Mr. Cornhill.

He advised that instead of relocating the show ground the council should instead develop the place with modern infrastructure so that future agriculture shows it attracts more agriculture exhibitors outside Monze District.

And United Party for National Development (UPND) Monze Central Member of parliament Jack Mwiimbu said the council made a mistake not to consult the residents before coming up with such plans.

Mr. Mwiimbu has advised the council to apologize to the Monze community for ‘seemingly’ imposing projects on them without consulting them.

He noted that people in Monze are willing to welcome any developmental projects that would better their lives but that the council lost it by failing to first making exhaustive consultations on such monumental projects.

” I feel that the council owe the people of Monze an apology for not consulting them at the time it (council) came up with the idea. Now if people reject the projects it is not that they do not want that particular project it is because you have not done any meaningful consultations right at the birth of the idea,” said Mr. Mwiimbu.

He called for the formation of a special committee to look into the matter.

Another resident Biggie Chiya said the council should find alternative site for the proposed projects of shopping facility and leave the show ground and stadium as the two pieces of land were already in use.

His colleague , Mr. Micheal Mundale a renowned local businessman in the area, also said the local authority can still allocate a piece of land for prospective investor within Monze without relocating the two facilities far from town centre.

And Bweengwa UPND member of parliament Mr. Michelo Kasauta said the Harry Mwanga Nkumbula Stadium should not be relocated but that any investor willing to come and put up a shopping facility in the District should partner with agriculture show grounds management to ensure a win-win situation.

Former Namwala District Commissioner Mr. Givas Syazha said the local authority should explain how the proposed plans to have shopping facilities would benefit people in Monze District.

But Monze District Council Chairperson Mr. Bisha Munsaka when contacted said the local authority was merely implementing the proposed plans made in 2013 to relocate the stadium and show grounds to pave way for construction of ultra- modern shopping facilities.

Mr. Munsaka explained that motivations behind the plans was due to a number of factors including the rapidly growing population in Monze with currently projected at 217,971, that the District was easily accessible, growing agriculture sector, strategic objectives of the council to transform District Council into a municipality within three year among other factors.

The council Chairman revealed that a 16.23 hectares of alternative land has already been secured south east of District for relocation of the stadium and the show grounds.

He supported the plans to relocate the stadium and the show grounds to allocate investors to build modern shopping malls saying the facilities would provide innumerable benefits to the local people including employment creation , and provide locals with ready market for their agriculture produce among other benefits.

And Southern Province Permanent Secretary Mr. Simuchoba noted that Monze District despite being along the line of rail lack modern shopping facilities.

He has urged the community to fully support noble plans by the council to better the lives of people by wooing investors to create jobs opportunities, decent accommodation, better services among others.

The PS also advised people in Monze to be rational as they make written or oral submissions on their views concerning the council plans to relocate the two facilities which are in the heart of town adding that it was government policy to consult people on what development they want without it imposing it on them.

” I would just urge people of Monze to take these proposals by the council seriously and make positive comments on these plans because the desire for government is to see meaningful and progressive development taking root in all towns so that we can create job.

“We people in Monze should know is that all towns at some time undergo re-planning and redevelopment and therefore they should not think Monze is the only District which is being redeveloped.

“The council should continue o receive the comments but when we find that the comments or views are not in perspective of the plans the obviously we shall ignore them and use the best practices to develop the town,” he said.

Mr. Simuchoba further observed that Monze District was very dirty due to unregulated street vending and added that it was the duty of the local authority to remove the street vendors and ensure sanity and a sustained spirit of cleanliness was strictly adhered to as people conduct their businesses.

Zambia’s economy continues powering forward as it records first trade surplus in 2 years

ZAMBIA recorded a trade surplus valued at K410.6 million in July after about two years of being in deficits as the inflation rate dropped further to 6.3 percent.

The trade surplus entails that the country exported more than it imported in July.

Central Statistical Office (CSO) attributes the increase to the improved copper price on the London Metal Exchange (LME) trading at US$6,808.50 a tonne and increased production by the mines.

CSO director of census and statistics John Kalumbi said Zambia’s copper exports significantly increased from 81,489 tonnes in June to 94,851tonnes in July.

Speaking at a CSO monthly briefing, Mr Kalumbi said the positive trend has also been boosted by copper prices, which went up from US$5,699 per tonnes in June to US$5,978 in July, representing a 4.9 percent rise.

“Since copper accounts for the largest weight/proportion of traditional exports, any change in the volume and price has a direct bearing on the performance of traditional exports.

“In July 2017, Zambia recorded a trade surplus valued at K410.6 million from a trade deficit of K335.7 million recorded in June 2917. This represents a 222.3 percent increase in the trade balance,” he said.

Mr Kalumbi said there was an increase in the total value of metal exports from about K4.4 billion in June to over K5.3 billion in July, translating into a 21.2 percent rise while total exports earnings were up by 76.8 percent to K6.69 billion.

Annual inflation, the rate has declined from 6.6 percent to 6.3 percent due to a reduction in the price of various food and non-food items.

Of the 6.3 percent, food and non-alcoholic beverages accounted for 2.7 percent while non-food items accounted for 3.6 percent.

“Year-on-year inflation rate as measured by the consumer price index for August reduced to 6.3 percent compared to 6.6 percent recorded in July,” Mr Kalumbi said.

He attributed the annual food inflation rate decrease from 5.3 percent to 5.1 percent to price changes for bread, cereals, meat, table salt and mushrooms.

Similarly, non-food items inflation dropped by 0.4 percentage point to 7.7 percent due to a reduction in the price of diesel and petrol as well as car battery and motor cars.

PATRIOTIC Front (PF) secretary-general Davies Mwila says all those working in President Lungu’s government are expected to be loyal failure to which they should leave.

Mr Mwila says PF is a party on its own and it shall remain as such with Mr Lungu as its presidential candidate in the 2021 elections.

“President Lungu and PF have no time to waste on politicking. We are eager to deliver development and so we want loyalty, harmony and unity in our ranks,” he said.

Mr Mwila was speaking yesterday when he received a petition from Eastern Province PF members who demanded the resignation of Minister of Finance Felix Mutati for allegedly destabilising the party in the province.

Mr Mwila promised to deliver the petition to President Lungu immediately and later present it to the central committee for consideration.

“We will soon visit Eastern Province to check what is going on there. Eastern Province is our stronghold, so we will not allow anyone to destabilise our party,” he said.

And presenting the petition, provincial PF vice-chairperson Godwin Phiri said it has come to the attention of the party in the region that some people in MMD are allegedly working against President Lungu.

Mr Phiri accused MMD vice-president Mtolo Phiri of secretly telling members to destabilise PF in the province.

“MMD vice-president Mtolo Phiri is secretly instructing MMD members to undermine and destabilise PF with the view of propping Mr Felix Mutati to take over in 2021,” he said.
When contacted for a comment, Mr (Mtolo) Phiri said he could not immediately give his side of the story because he needed to consult and get an official position.
Mr Mutati’s mobile phone went unanswered.

But MMD national secretary Raphael Nakacinda told Zambia National Broadcasting Corporation (ZNBC) that the party will not interfere in the internal affairs of the PF.

Mr Nakacinda said the MMD will not react to the calls against Mr Mutati but that the party leader was chosen on merit by President Lungu because the head of State has confidence in him.

And some PF members in North-Western Province have also called for the resignation of Mr Mutati from the MMD or relinquish his cabinet position, reports BUTTYSON KANDIMBA.
The members made the demand yesterday when they presented a petition to North-Western Province Minister Richard Kapita.

PF provincial chairlady Violet Kayumba also accused Mr Mutati of destabilising the party in the region.

She said, during the Likumbi Lya Mize traditional ceremony recently, hundreds of MMD members allegedly openly declared their support for Mr Mutati for 2021 and endorsed his candidature.

“We all know that we only have one President, who is His Excellency Edgar Chagwa Lungu as endorsed by the central committee recently,” Ms Kayumba said.

And Mr Kapita thanked the members for showing love for the party which they do not want to see die in the province and promised to deliver the petition to President Lungu.
Mr Kapita urged the members to remain peaceful as the head of State examines the petition from the province.

In Northern Province, some PF supporters marched in support of the petition to have Mr Mutati resign.

VISA, a global payments technology company, is in discussions with Government to promote the digitisation of payment and a cashless economy.

Company general manager for southern Africa Jabu Basopo said currently, Zambia is struggling with huge cash in circulation because people prefer to move with money than use cards for their transactions.

In an interview recently, Mr Basopo said if the country digitalises payments, it will result in more money in the banking system to enable financial institutions to lend.

“We are in the process of discussions with Government through the accountant General’s office, because it is in charge of terms of digitising payments for the entire departments within Government.

“At micro level, there are also several benefits, because if the banking system has money it will help small and medium enterprises borrow to inject into their business and to enable them to create jobs as well as contribute to the growth of the economy,” he said.

Mr Basopo also said the company has conducted a study, which reveals that any growth in the electronic payments collates to increase in growth in gross domestic product.

He said the company is working with various banks in terms of promoting digital payments through the use of the card.

Mr Basopo said Zambia has made strides in developing digital financial services, but that there is still some work needed to be done to fully implement digital payments.

In a separate interview, Visa country manager Salome Makau said there are some remote areas in Zambia without banks forcing workers to take a two-day journey to collect salaries.

“If money was sent to them electronically it will lessen their burden,” Ms Makau said.

THE board of the Zambia Information and Communications Technology Authority (ZICTA) has appointed Patrick Mutimushi as the organisation’s new director general.

Mr Mutimushi, who is a telecommunications and electronics engineer, takes over from Margaret Mudenda, whose contract ended in June this year.

In a statement yesterday, ZICTA board chairperson Emmanuel Musonda hoped that Mr Mutimushi’s appointment, coupled with his vast experience in the ICT sector, will take the authority to greater heights.

“We have no doubt that his exceptional regulatory expertise, proficiently built over the years through practice and learning, developing unique regulatory skill sets of international standard, will be a critical ingredient in the ICT regulatory agency,’’ he said.

Mr Mutimushi has served ZICTA for over 16 years of which 10 years have been at senior management level in charge of technology and engineering.

Zambia Centre for Interparty Dialogue executive director Monica Kanjimana said it is disappointing and saddening that United Party for National Development leader Hakainde Hichilema can denounce the Judiciary.

“It’s very sad that Mr Hichilema decided to go abroad to denounce the Judiciary instead of airing his grievances through established channels in Zambia.

“We are very disappointed that the opposition leader, who was barely three days ago at church promising to dialogue and promote reconciliation, decided to go to another country to say the opposite.

“We are strongly opposed to his behaviour of disparaging state institutions, especially using international media platforms.

“Our leaders should learn to use home-grown solutions for their problems. Mr Hichilema should have quietly confided in various stakeholders here in Zambia before going abroad. He must have confidence in our state institutions,” Ms Kanjimana said.

Mr Hichilema, in the company of South Africa’s Democratic Alliance leader Mmusi Maimane, alleged that the Judiciary was controlled by the Executive and also made reference to some of his party members who were acquitted by the courts of law.

UPND vice-president Geoffrey Mwamba, party members Sylvia Masebo and Obvious Mwaliteta and others have recently been acquitted by the courts of law but Mr Hichilema sees no independence in the Judiciary.

And several commentators took excerption to remarks made by the UPND leader while in South Africa.

Zambia’s High Commissioner to South Africa Emmanuel Mwamba advised Mr Hichilema to be patriotic and stop tarnishing Zambia’s image abroad. Mr Mwamba said on Thursday when he featured on South Africa’s eNCA television station that the Zambian mission will not sit idly by and watch Mr Hichilema discredit Zambia.

University of Zambia lecturer, researcher and political analyst Alex Ng’oma said Mr Hichilema has “shot himself in the foot” by denouncing the Judiciary. “Mr Hichilema’s behaviour risks jeopardising the peace and dialogue gains we have achieved so far. The international community will laugh at us because of his unpatriotic utterances. He leaves us wondering whether he is really committed to promoting dialogue or not,” he said.

Southern African Centre for the Constructive Resolution of Disputes executive director Boniface Chembe said there is need for the Commonwealth and Government to expedite the dialogue between Mr Hichilema and President Lungu. “All Zambians are expected to be patriotic and the awaited dialogue must be convened to prevent these issues,” Mr Chembe said.

Foundation for Democratic Process executive director Chimfwembe Mwenge said Mr Hichilema has a mandate to uphold patriotism and it was wrong for him to demean State institutions.

Patriotic Front media director Sunday Chanda said it is sad that Mr Hichilema chose to go to a foreign country to speak ill of Zambia, which he claims to love. Mr Chanda said in a statement that UPND members should be wary of Mr Hichilema’s “self-serving” leadership style.

PF member Edwin Lifwekelo said it is hypocritical and unfair for Mr Hichilema to accuse President Lungu of being a dictator.

Former UPND vice-president Canisius Banda said it is unfortunate that Mr Hichilema chose to discredit the country he aspires to lead. Dr Banda said politicians and all Zambians must be goodwill ambassadors and market the country instead of speaking ill of it.

New Congress Party president Peter Chanda said Mr Hichilema’s behaviour is a clear indication that cannot be entrusted with the Presidency.

MMD spokesperson Raphael Nakacinda said Mr Hichilema has exhibited high levels of political immaturity by disparaging State institutions in foreign land.

ZAMBIA’S school curriculum has been ranked third in Africa attracting St. Jeff College Primary School of South Africa to sign a memorandum of understanding (MoU) with the Examinations Council of Zambia (ECZ) to offer it examinations.

Minister of General Education Dennis Wanchinga is confident St. Jeff College Primary School will not be disappointed with the quality of service and assessments its learners will receive from ECZ.

Dr Wanchinga said this in a speech read for him by Ministry of General Education acting permanent secretary Lewis Mwape during the signing ceremony.

“The ECZ certificates, which will be offered to the successful candidates, have strong currency or value as it has been demonstrated by our people who have excelled wherever they have gone to study abroad. This is a good reflection of the standard of education which has been provided in this country,” he said.

Dr Wanchinga said ECZ is also in communication with private colleges of education in Botswana who also would like to sit for the ECZ teacher education examinations.

St. Jeff College Primary School chief proprietor Jeffrey Chikandi said the school has a capacity of 1,500 learners.

“After revision of the curriculum, Zambia is one of the best in terms of offering high standards of education even in the world,” he said.

Mr Chikandi said the Zambian curriculum does not only give a child academic credentials but also moulds their character.

“Since the introduction of the Zambian curriculum at the school, parents are very happy and some have already enrolled their children for grade one for the 2019 academic year.

“I can assure you that a child who is in Grade Six under the Zambian curriculum is able to challenge a Grade 12 pupil using the South African curriculum,” he said.

And ECZ director Michael Chilala said preliminary results under the new curriculum have shown reasonable improvement in terms of the performance of learners.

THE Lusaka City Council (LCC) has embarked on an ambitious rebranding exercise to motivate employees and enhance service delivery as part of its strategic plan and fulfilment of its mandate by 2021.

Lusaka mayor Wilson Kalumba said the rebranding of the local authority will include face-lifting of the civic centre and branding of its utility motor vehicles, among others.

Mr Kalumba said the rebranding process is necessary for the city council to earn trust and credibility from clients and residents in the capital city.

This came to light yesterday during the official opening of a four day strategic meeting, which has attracted councillors from various wards in Lusaka.

Mr Kalumba said the exercise is one of the steps LCC is undertaking to effectively address the challenges it is facing.

“We need a new strategy and it requires change, we need a new identity and change of the Civic Centre by face-lifting it. The people we are serving are exposed to the outside world and expect proper service. We are dealing with very enlightened residents,” he said.

Mr Kalumba said the LCC strategic plan which will be formulated during the meeting, will also aim at devising effective means of resource mobilisation, addressing the challenges of rural-urban migration, and limited infrastructure.

He said the local authority further intends to streamline its operations in tune with the Smart Zambia campaign which aims at improving performance and accountability of public office holders.

Mr Kalumba said some LCC workers are not honest as they pursue personal interests, and that the trend should be addressed urgently.

“We should also do away with manual procedures and introduce information technology. This will also address the challenge of a bloated workforce, and improve our resource base,” he said.

He said the local authority further needs to work towards effectively addressing road traffic congestion, illegal bars, and noise from the drinking spots, and help resolve crime.

And Lusaka town clerk Alex Mwansa said the meeting will set direction for the city to meet the desires and expectations of residents.

“We are faced with challenges of underdevelopment and poverty in Lusaka, let us all highlight issues affecting the wards, we do not want development without a well formulated strategic plan. Let us therefore speak candidly and rationally about the challenges facing our wards,” Mr Mwansa said.

GOVERNMENT has warned of stern action against some agricultural officers at Chirundu and Nakonde borders who are illegally issuing import permits on finished oil products despite the ban.

And Government says there is need to curb the importation of crude oil in smaller quantities for purposes of proper monitoring of illegally-imported oil products.

Speaking when she met Edible Oil Association of Zambia officials at her office yesterday, Minister of Agriculture Dora Siliya said Government is committed to protecting the local oil market from unscrupulous dealers.

“In the last three months, we have not issued any import permits on finished oil products. The position of the ministry is that we are not allowing finished oil products in the country,” she said.

She said Government will only issue import permits to the right people for purposes of meeting the local demand.

Ms Siliya said the ministry will engage the Ministry of Finance to table the issue of the 16 percent value added tax (VAT) on oil products.

Earlier, Edible Oil Association of Zambia representative Dharmesh Patel said the local oil market is still facing challenges despite the increase in the processing capacity of soya beans.

He said over the last five years, the production of soya beans has grown from 70,000 to 300,000 tonnes.

“The imported oil products that have flooded our local market are greatly affecting the pricing of locally produced oil despite the positive growth we have continued to record over the years. Imported oil products are putting a strain on our market,” Mr Patel said.

He urged Government to remove VAT on oil to promote competitiveness in the southern region.

Zambia battle Algeria, as Nigeria dismantle Cameroon

Wedson Nyirenda has declared Zambia ready for battle on Saturday against Algeria in the two sides 2018 FIFA World Cup Group B qualifier at National Heroes Stadium in Lusaka.

Zambia head into the match in search of their first Group B victory in which they lie 3rd on 1 point,tied with visiting Algeria who are bottom of the log.

“Very much confident. We have done all that needs to be done. We have the best blend of the team and we are very much ready,” Nyirenda said.

Nyirenda is spoilt for choice upfront with four prolific strikers to pick from.

Justin Shonga of Nkwazi and South African-based Brian Mwila of Platinum Stars who are Zambia’s top scorers in 2017 on 6 and 5 goals respectively, face some competition.

Zambia Under-20 call-ups Patson Daka Austrian club RB Salzburg and Fashion Sakala of Russian club Spartak Moscow II, who inspired the 2017 U20 AFCON champions to the quarterfinals of the 2017 FIFA U20 World Cup, are also staking a claim for a place in the starting XI.

But Zambia will also be hoping to break a long standing jinx against Algeria who have beaten Chipolopolo in all four World Cup qualifier meetings.

“It is not going to be an easy game Algeria is a very tough team, they have mature players, they have been at number one in Africa for some time but all-in-all we have prepared very well,” Nyirenda said.

Meanwhile, Algeria head into the match without striker Riyad Mahrez who is stuck in England after a reportedly botched transfer deadline bid to join Chelsea from Leicester City.

Meanwhile,both sides head into the match needing only a win this weekend and in the final leg on September 5 in Constantine to keep alive any chance of challenging runaway Group B leaders Nigeria.

Nigeria put themselves within touching distance of the finish line with three games left for them to play when they obliterated Cameroon 4-0 on Friday night at home in Uyo.

Injuries rock Nkana

Injuries have rocked Nkana ahead of Sunday’s crucial home Super Division match against champions Zanaco with striker Ronald Kampamba being among four casualties.

Sate Sate Kampamba, winger Simon Bwalya, full back Aaron Katebe and defender Given Sinyangwe are all out of the Zanaco encounter with assorted injuries.

“Sate Sate has an hamstring injury on the right leg and I think this will take approximately 10 days to heal,” Nkana team physician Dr Gibson Mambwe revealed.

Kampamba missed last Sunday’s 1-0 win at City of Lusaka in the capital city due to the same injury.

“Given has back pain. He strained his back in training recently. He also needs about 10 days,” Dr Mambwe said.

“Simon has an injury on the right ankle. This may take five to six days,” he said.

Bwalya has missed Nkana’s last two matches.

“Aaron has an injury on the left leg.This may take eight days. So all these guys are out of the next game,” Dr Mambwe added.

Nkana have just welcomed forward Freddy Tshimenga and midfielder Danny Silavwe from injuries.

The two were part of the Nkana team that conquered City of Lusaka.

Nakacinda urges MMD members to remain calm after PF petitioned against Felix Mutati

MMD National Secretary Raphael Nakacinda has advised members across the country to remain calm and disciplined in view of what transpired on Friday when the PF petitioned their Secretary General against Finance Minister Felix Mutati.

Mr Nakacinda said those who have sponsored the group from Eastern Province who petitioned Davies Mwila to force Mr Mutati to resign were oblivious to the current political dynamics in the country.

“I want to assure the members across the country in view of the propaganda and some petty politics today they need not panic. Let them remain calm. What ever issues have been raised as MMD we are a disciplined party and we believe in resolving issues using superior logic. We will not engage in the internal politics of the PF and whatever may have motivated them to behave the way they have behaved today.”

He called on members of his party to lead by example by ignoring what happened and demonstrate that they are a mature and disciplined party and show the nation that as a party they are more concerned with the development of the country as opposed to fighting one another.

“MMD is a disciplined party and let discipline rein and let’s show maturity and wisdom in dealing with the situation that has been raised.

“Your President Hon Felix Mutati was chosen on merit to be minister of finance and it was understood that he was President of a political party and it was appreciated that as MMD we in good faith supported the candidature of Edgar Lungu and moving forward ours is to continue working towards reorganizing the ourselves so that even when it comes to our value in this relationship it is enhanced.

“I think we will not be drawn or distracted by any attempt by people who seem not to appreciate the dynamics of the country political scenario in this country in view of the amended constitution,” he said.

Hakainde Hichilema is Not True To Him, Not True To UPND Members, He Lives a Lie

UPND leader Hakainde Hichilema is a deception to himself and exists in a cocoon of deception. He is not true to the UPND membership. Indeed, if the levels of deception from his South African press briefing is what the Thanksgiving Prayers have produced in the man, then its high time his High Priests thought of going beyond laying on of hands to include baptism by fire – they have a mountain to climb!

It is no wonder to this date, there still exists grey areas surrounding is entry onto the political stage; grey areas around his faith; grey areas around his role in Zambia’s infamous privatization of among other things, mines; grey areas around his style of leadership within UPND; and grey areas around what he really stands for.

Speaking before white capital in South Africa, Hichilema proved right what many Zambians had always suspected – he’s a political project and a puppet of capitalists who has chosen to align himself with beneficiaries of South Africa’s apartheid regime. Hichilema has gone to bed with Democratic Alliance (DA), a Party Nelson Mandela described as follows: “You must not be misled by a Party that only cares for blacks on the eve of the elections…No matter how they cover up by getting a few black stooges, they (the whites) remain the bosses.”

Instead of thanking the people of Zambia for his release, he chose to go to a foreign country to speak ill of a country he claims to love. His motive is greed and self-serving. “The Patriotic Front is not allergic to prayer. Those with the gift of knowledge in the UPND must get worried with their leader’s style of leadership. Hichilema does not care about his “voters”, all he wants is self-anointing. He is even going to go to great lengths to associate with the likes of expelled PF Member Chishimba Kambwili, (another political desperado who confuses Hichilema for the Micheal Sata legacy) thinking that will get him into State House.

With yesterday’s hallucinations from South Africa, even the little “public sympathy” he might have gained fizzled out. Right thinking Zambians can now see that he is a “political fluke” ready to tell lies about his own Country and cannot therefore be taken seriously. Zambians cannot trust his word.

Enforcement of Already Existing Laws Will Stop Mopani Impunity-Sinkamba

President Edgar Lungu revealed in Mufulira yesterday morning that his Government plans to set up a special committee to reform the mining sector. The President says the committee will recommend what must happen if an investor does not make a profit within three years??whether Government should allow the mining company to continue with operations or not. He says the Committee will also examine how much is extracted from the ore that is exported to ensure a win-win situation.

As the Green Party, we do not think that appointment of another special committee to review the mining sector is really necessary anymore. Last year on the 27th of January, 2016, President Lungu received a report of findings from the Mining Technical Audit Committee at State House. Up to now, the findings of the Technical Committee have not been made public. Therefore, it is imprudent to appoint another committee when there is unfinished business from previous committee.

As the Green Party, what we think is required to be done to end the Mopani impunity is enforcement of existing laws and recourse mechanisms. The biggest problem with Mopani is lack of transparency. This issue has always been identified as the core problem by various successive committees appointed to review the mining sector. It is for this reason that Sections 108, 109 and 110 of the Mines and Mineral Development Act of 2015 introduced stringent measures in the mining sector on record keeping and record supply to relevant Government officials.

If any mining operation fails to keep any plan, report, return, notice, record, register or other document required by or under the Act or supplies a false or misleading record, report, plan or information required for purposes of the Act commits a offence attracting serious punitive measures including imprisonment of directors and staff. The offence can also lead to revocation of the licence. If these provisions of the mining law were enforced, the impunity of Mopani on transfer pricing, VAT refunds, dividend declaration, and other outstanding pertinent issues would have been long gone.

We believe there is nothing new that the proposed special committee will recommend which is better than recommendations of prior committees, which recommendations have already been prescribed as policy and law, including the Mines and Minerals Development Act of 2015.

ERB irked by illegal fuel prices in Mwinilunga and Mufumbwe Districts in Northwestern province

The Energy Regulation Board (ERB) says it is concerned reports of increased illegal fuel vending activities in Mufumbwe and Mwinilunga districts respectively , Western province.

Acting Director for Consumer and Public Affairs Fred Hang’andu says reports reaching the Board are that illegal fuel vendors are taking advantage of desperate motorists in Mufumbwe and Mwinilunga by selling the commodity at excessive prices.

Mr. Hang’andu has noted that the only licensed facility in Mwinilunga and surrounding areas is operated by Petrolink Limited which currently has no fuel.

He said despite the scarcity of fuel stocks at its filling station, Petrolink management has assured motorists in the area that all efforts are being made to deliver fuel as soon as possible.

“We wish to caution motorists against buying from illegal vendors as the product quality cannot be guaranteed because illegal vendors are not amendable to stringent product quality requirements applicable to licensed filling stations,” he added.

Mr. Hang’andu has however warned illegal fuel vendors of risking to be arrested as operating an energy enterprise without a duly issued license is an offence punishable by law.

He also stressed that storing fuel at facilities and homes that do not offer sufficient protection to human life poses a risk to families and communities in the event of a fire.

He further called upon investors to take advantage of the ready market for fuel by setting up service stations in areas like Mufumbwe which currently has no filling station.

He has however, mentioned that a number of initiatives have been put in place to enable the set-up of filling stations in deficit areas.
