Vice President Inonge Wina says the Sichuan Province twinning programme is the best route to accelerate Zambia’s industrialization agenda.

Mrs Wina says the overwhelming going by responses from Chinese investors in China’s Sichuan Province the programme will spur the establishment of industries in Lusaka and the country as a whole according to the economic potentials of the respective regions.

She added that the twinning of Lusaka and Sichuan provinces as well as Chongwe and Mianyang City will cement the already existing good bilateral relations between China and Zambia.

ZANIS Staffer Chimangeni Banda reports that Mrs. Wina was speaking at Chengdu International Airport before departure for Zambia today after a week-long official visit.

“My expectations have been more than met. This is the most successful trip we have taken and we have established ourselves in Sichuan to cement the good relations we have to develop our country and improve people’s lives , ” she said.

The Vice President described the Sichuan cooperative agreement as best development cooperation deal Zambia has signed with China in recent times.

Mrs Wina said Zambia’s socio-economic landscape can only change positively by taking advantage of people to people relations and contacts in order to translate the development framework into reality.

She said the twinning programme will also help Zambia learnt best practices in implementing the decentralization programme which has been well executed in China.

The Vice President praised the private sector in largest Asian nation for participating fully in the most successful development cooperation mission to date.

“We can do much better as a united force as Zambians working together addressing a common cause”, she said.

Mrs Wina thanked President Xi Jinping’s administration and the people of China for continuing to be Zambia ‘s strategic development partner.

The Vice President commended Zambia’s Ambassador to China Winnie Chibesakunda and her staff for the initiative that has established a Zambian presence in Sichuan province to exploit trade, economic and cultural ties.

Mrs Wina directed that the Zambia Week should be a continued programme of marketing Zambia’s investment potential, tourism and cultural exchanges.

She said government will give Ambassador Chibesakunda all the necessary support to ensure that the twinning programme succeeds and is rolled out to the Zambia’s other nine provinces.

She also paid glowing tribute to the Zambian cultural dance troupe and artists for exceptionally demonstrating the best of Zambia during the Chengdu International Youth Music festival that was held from July 27 to 30 this year.

She appealed to young Zambians to believe in themselves and use their talents to contribute significantly to the development of the country.

The Vice President was seen off by Lusaka province minister Japhen Mwakalombe, Zambia’s Ambassador to China Winnie ChibesaKunda, Vice Secretary General of Sichuan Province People’s Government Zhao Weiping , Zambian government officials and other Chinese officials.

Mumamba Numba’s side beat hosts Mauritius 3-0 on Sunday in Port Louis to collect their debut COSAFA U17 Cup crown.

Captain Prince Mumba put Zambia ahead in the 72nd minute with a long range shot before striker Christopher Phiri added the second in the 79th minute.

Phiri chipped the ball over Mauritius goalkeeper Jean Michel and two minutes later, defender Kingsley Hawiya fired in another long range shot to put the result beyond doubt.

Zambia joined 2017 winners Namibia and Malawi on one COSAFA Under-17 titles each.

Namibia didn’t defend their crown that they won last year in Mauritius due to logistical reasons.

South Africa are the record winners with two Under-17 titles.

PF Responds to Julius Malema for calling President Lungu a coward

The the ruling Patriotic Front media team has described South Africa’s opposition leader Julius Malema as an imperialist’s rabid lap dog running errands for his master. In a statement made available to the media today and signed by PF’s Media Director Sunday Chanda, the ruling party said that Malema is running around because his paymasters told him so, including falsities by UPND National Chairperson Mrs Mutale Nalumango and Douglas Siyakalima during their visit to him earlier this month.

AN IMPERIALIST’S RABID LAP DOG RUNNING ERRANDS FOR HIS MASTERS

Lusaka, Zambia, 30th July 2017 – We have noted the irritating and insulting remarks against His Excellency President Edgar Chagwa Lungu who is also Leader of the Patriotic Front by the ‘shrunken’ Economic Freedom Fighters (EFF) leader Julius Malema who attempts to project himself as the Spokesperson of the Opposition in the Region.

For the record, President Lungu sought recourse to the Preservation of Public Security Act, Cap 112 of the Laws of Zambia under Article 31 of the Constitution of Zambia to address instances of fires caused by arson, and to prevent further cases of economic sabotage, which threaten public security and people’s safety. Malema should be schooled that the Preservation of Public Security Act leaves the Constitution intact. All measured actions being taken continue to be subject to the Constitutional principles and strict judicial oversight.

Article 31 invoked by President Lungu and ratified by Parliament did not create a State of Emergency but deals with a Threat to Public Security or Threatened Emergency. There is no State of Emergency in Zambia. Article 31 was invoked long after Hakainde Hichilema’s incarceration. Hichilema was not arrested after the invocation of Article 31. He is a criminal suspect appearing before a competent Court of jurisdiction.

Malema is such a hypocrite who seeks to vilify Hendrick Verwoerd, the architect of apartheid but still go to bed with beneficiaries of Verwoerd’s apartheid, the Democratic Alliance. There is no doubt that Malema’s EFF and Mmusi Maimane have one paymaster and the two are nothing but puppets of those who seek to control Zambia’s mineral rights through their stooges.

Malema is a coward otherwise he could have jumped on the first plane, fly into Zambia and utter those remarks on the Zambian soil and later observe reactions from Zambians immediately thereafter. Today, Malema cannot travel to a number of countries in the Region, including Botswana because he is a political sell-out who has no right to poke his nose into Zambia’s business!

Malema is running around because his paymasters told him so, including falsities by UPND National Chairperson Mrs Mutale Nalumango and Douglas Siyakalima during their visit to him earlier this month. Malema and his EFF must be told that UPND leader Hakainde Hichilema was not arrested by President Edgar Lungu. Hichilema is a criminal suspect appearing before Zambia’s competent Courts of jurisdiction which Malema and his minority party must respect. It’s a miscalculation by Malema and his EFF to politicise a criminal matter. Zambians are not docile and certainly they do not need Malema’s flip flopping.

Lastly, in understanding Malema, we draw reference to the description of Malema by Zimbabwe’s information minister, Chris Mushohwe who described the EFF leader as

a “puny,” a “Gucci revolutionary…a shrunken, talkative joke, a charlatan who fancies himself big and cute enough to pass comment and judgment on developments elsewhere on the continent. What an embarrassment… We pity and dismiss him as an ignorant youth…”.

We say Cde Mushohwe was correct in his analysis of Malema!

While we understand that Malema has sold out to forces of capital and paraded himself as an imperialist’s rabid lap dog busy running errands for his masters, he has no business to delela Zambia by meddling in issues he’s ignorant about. Let him keep his delela in South Africa.

President Edgar Lungu has implored traditional leaders in the country to work and support government in delivering the much needed national development. President Lungu bemoaned that some unnamed traditional leaders don’t want to work with government in uplifting the plight of the people.

The Head of State said the position of Presidency is sovereign hence his appeal to traditional leaders to work government for the betterment of the ordinary Zambians. President Lungu urged traditional leaders who do want to work with government to rethink there stance.

He wondered how development can be accelerated when chiefs in strong holds of opposition parties are shunning to work with the government. President Lungu said this today in Mwansabombwe district when he paid a courtesy call on Mwata Kazembe the 19th of the Lunda people at his royal palace.

The President thanked the traditional leader for inviting him to grace this year’s annual Umutomboko traditional ceremony of the Lunda people. President Lungu noted that some chiefs don’t want to him to attend their respective traditional ceremonies because of political inclination.

The President pledged his continued commitment and support in working with the Mwata Kazembe royal establishment. He stated that Chiefs are an important integral in the governance system.

President Lungu praised the establishment for organizing a colour traditional ceremony.

Meanwhile President Lungu has directed the Minister of Finance to solicit for funds to tire the road leading from the Palace to the main arena.

And Mwata Kazembe has thanked President Lungu for accepting to grace this year’s ceremony. He assured President Lungu of his support in moving the country on the economic path of prosperity.

The Mwata Kazembe also cautioned people peddling lairs to stop as he is a strong PF supporter. Mwata Kazembe explained that he is among the founders of the ruling Party.

Vice President Inonge Wina has asked China to help to mitigate the Zambia’s energy deficiency.

Mrs. Wina says this is because Zambia to develop her nuclear energy potential to speed up development.

She says there is need for the nation to explore nuclear energy as an alternative energy source in order to meet the rising demand for power in areas such as mining, manufacturing, commerce, agriculture and domestic use, among others.

ZANIS reports that the Vice President said this after touring Dongfang Electric Corporation (DEC) in Chengdu, China on her continued week long official working visit.

Dongfang Electric which was established in 1958, is China’s and one of the world’s leading power generation equipment manufacturing company with markets across the globe.

The multibillion dollar firm that specializes in hydro, thermal, nuclear power projects among others, also supplied the two 150 megawatts power generation equipment at the coal powered thermal plant in Maamba.

Zambia has huge deposits of Uranium which should be used to address the energy deficiency in the country, she said.

She added that Zambia is exploring alternative energy sources and nuclear power can be ideal for generation and supply to the mining sector that is undertaking expansion activities.

” For a long time Zambia has depended on hydro power generation. We have reached point where we have to diversify energy generation to other sources. We want to go into nuclear energy, ” she said.

The Vice President says there will be need to sensitize Zambians that nuclear energy is safe and would not be used for creation of bombs as other people would think.

And President of Dongfang Electric Corporation Zou Lie says his company will consider Zambia’s request for assistance to develop nuclear power.

Mr. Lei says his firm is keen to assist Zambia develop her energy sector by improving her power generation through efficient power projects.

He said the use of technology is the ideal way of ensuring that Zambia and Africa benefit to bring development to their people.

Vice President Inonge Wina has urged young people to use their musical talents to harness peace in the world.

Mrs Wina says music is a global language with immense influence that should be used positively by youths to create peace in the world.

ZANIS reports that the Vice President said this when she officially opened the 2017 Chengdu International Sister Cities Youth Musical Festival in Chengdu, China, yesterday.

Mrs Wina has challenged the youths to use the festival to promote global cultural cooperation and integration.

She said youths should strive to better understand each other’s culture in order to break barriers and bring communities closer .

Mrs Wina said today’s society has become interdependent hence the need for increased people to people interactions.

She commended the organizers for staging the event staying that such cultural events are cardinal for maintaining global peace and development .

The Vice President urged the young artists and musicians to consider participating in the Livingstone International Music and Arts festival to be held later in the year.

The International youth cultural festival draws participation of youths from all the five continents of the world.

Mozambique, Nigeria and Zambia represented Africa at the festival.

Zambia’s cultural dance troupe mesmerized the Chinese lead audience with their feet stomping, flawless entertaining traditional dances.

The aura prompted the audience to use their mobile devices to capture the entertaining Zambian dancers.

The cultural dances was followed by a fashion show by Fay designs showcasing designs from Zambia.

Zambia writers and film makers urged to lead in marketing Zambia to the outside world.

Acting Director for the Department of Arts and Culture in Ministry of Tourism and Arts, Thomas Mubita has advised writers and film makers to take a lead role in marketing Zambia to the outside world.

Mr. Mubita says it is important to market the country about its beauty and cultural heritage saying this can only be done by writers and Film makers’ total participation and activities.

He said the best books that can ever be written about Zambia are those written by local people who he feels can write knowledgeably about the country’s beauty, unity and its cultural heritage.

He said this in a speech read for him by Senior Cultural Affairs Officer Silvia Mwando during the launch of two books by two Zambian writers entitled “The Wind and the Windmill and Tell It Like It Is”.

Mr. Mubita has also urged writers to work with the Ministry and other cooperating partners and produce works that will go a long way both locally and internationally.

He said his Ministry is always striving to find ways of supporting writers and other artists who are interested in promoting Zambia and sharing information with the future generations.

The books are authored by Marita Banda and Sydney Muponda , who all based in Lusaka.

And Speaking at the same event, National Arts Council(NAC) Assistant Director Performing and Literacy arts, Mwiche Chikungu said it is important that Zambia as a country produces its own books.

Ms Chikungu said the industry has also great potential to create jobs for the local people through utilizing their talents.

President Edgar Lungu has said that Zambia will not realise her potential if citizens put their self-interest first other than national interest.

President Lungu said that national development takes place only when citizens align their behaviour and practices in the best interest of the nation.

Mr Lungu noted that communities cannot prosper if businesses pursue profit over principle, pollute the natural environment or squeeze out vulnerable suppliers.

Communities are disadvantaged if their Members of Parliaments abstain from their parliamentary duties or their chiefs do not serve them well, said Mr Lungu.

The Head of State said this yesterday in Mwansabombwe district during the 2017 Umutomboko Traditional Ceremony of the Lunda speaking people of Luapula province.

President Lungu said the Umutomboko Traditional Ceremony is not only a source of great pride for the Lunda culture but a wonderful celebration for all Zambians.

Mr Lungu has since commended the Provincial Administration in Luapula for their vision to use the region’s cultural assets to promote investment in the province.

And Mr Lungu therefore called on traditional rulers, politicians, industrialists and all citizens of Zambia to put aside partisan differences aside for the interest of the country. The President has meanwhile urged traditional leaders to work together to find a lasting solution to the challenge of succession.

President Edgar Lungu also appealed to Zambians to rally behind the implementation of the Seventh National Development Plan (SNDP ). President Lungu says the job of developing the country should not be left to government alone but required concerted efforts of all citizens. Mr. Lungu said that without the participation of the citizenry it would be difficult to realise the plans contained in the SNDP, adding that Zambia’s potential will not be fully realized unless everyone contributes in the development process.

Partisan politics should be set aside as they have the potential to derail national development, the Head of State said. Instead, President Lungu called for hard work and collective input in implementing the Seventh National Development Plain.

Meanwhile President Lungu says traditional ceremonies play an important role of bring people together of different cultures and customs.

The Republican President says the Umutomboko traditional ceremony of the Lunda speaking people in Mwansabombwe District is one such traditional ceremony that units people of different tribes.

President Lungu called for the preserving of culture as it the surest way of passing it to the next generation.

And speaking earlier at the same ceremony, a representative of Mwata Kazembe, Misheck Kaoma thanked government for rendering support towards the hosting of this year’s event.

And President Edgar Lungu has since returned to Lusaka from Luapula Province where he went to grace the first ever Luapula Investment Expo and the 2017 Umutomboko traditional ceremony of the Lunda speaking people.

The President arrived at City Airport this evening aboard a Zambian Airforce plane.

Home Affairs Minister Steven Kampyongo and other senior Government officials were on hand to receive the Republican president,

Defence and Security Chiefs, Members of the Patriotic Front (PF) were also at hand to welcome the Head of State.

And speaking to Journalists, Special Assistant for Press and Public Relations, Amos Chanda said President Lungu is happy with the phenomenon success of the Luapula Investment Expo.

Mr Chanda said the success of the Expo clearly shows the confidence investors have in the country.

He disclosed that the event also provided an interaction among Chiefs from other province on the importance of chiefdoms’ national development effort and in building the country’s harmony and stability.

Mr Chanda said the efforts of the Luapula Province Administration’s to attract Investment has encouraged other provinces to do the same with Northern Province likely to be the next.

36 Zambian students stranded in India

At least thirty six Zambian students are stranded in various parts of India for various reasons.

Zambia’s High Commissioner to India Judith Kapijimpanga says most students are stranded because of their parents failure to sustain payment of school fees, while some have committed offences such as drug abuse and a number have failed examinations but are scared of informing their parents.

Mrs. Kapijimpanga says the students cannot leave the airports because it a requirement in India that their schools issue them with No Objection Travel Certificates which indicate that they complied with Indian laws forcing many to start engaging in negative vices for them to survive.

The High Commissioner says she is confident that a solution would be found as Higher Education Minister Professor Nkandu Luo has promised to work with the Ministry of Foreign Affairs to facilitate the removal of all stranded students.

She says it is saddening that most parents simply send their children for studies in India without informing the mission but only get to know when students have been arrested or have failed to pay school fees.

Mrs. Kapijimpanga says at least three hundred (300) Zambian students are documented to be in India studying in various institutions of higher learning.

She has urged Zambian parents to consult the Zambian mission in New Delhi on education services in India before sending their children.

Living in victory means that sometimes you have to develop new habits. If you’ve been negative for a long time, you’ve got to retrain your thinking from “I can’t” to “I can;” from “It won’t happen” to “It will happen;” from “I’ll never get well” to “God is restoring health unto me;” from “I never get any good breaks” to “God’s favor surrounds me like a shield;” from “I’ve made too many mistakes. I’m all washed up” to “I’m redeemed and forgiven. My best days are still out in front of me.” It’s like reprogramming a computer. Sometimes you have to wipe off the old, outdated, dysfunctional software and load in something new.

If you’ve spent your days focused on how things won’t work, it’s time to focus on how things will work out! It doesn’t matter how bad it looks, how many people have told you no, or how long it’s been that way, God has the final say. It’s not over till God says it’s over. Shake off the self-pity. Fwayo has the last say in Power Dynamos goodbye

Fwayo Tembo on Saturday returned to say his goodbye to Power Dynamos in fashion away at Arthur Davies Stadium Kitwe when he helped denied his ex-club the 3 points in a 1-1 draw with his new side Lusaka Dynamos.

Fwayo returned to face Power for the first time since his acrimonious departure on July 14 for Dynamos.

The ex-Power darling was hauled verbal abuse and booed every time he touched the ball after coming on for Conlyde Luchanga on the hour mark.

Power then took the lead in the 63rd minute when Benson Sakala head in Larry Bwalya free kick that rebounded off the beam.

That goal turned up the volume at Arthur Davies and the heat on Fwayo.

But Fwayo fought back to mute the backlash when his curling shot in the 84th minute that hit the post was finished off by Chris Mugalu to see the two sides share the spoils.

Power stay second on 33 points despite the draw and Dynamos are 4th on 31 points after recording their 3rd straight draw.

Nkana,however,were not that fortunate, they lost 1-0 away in Mazabuka at struggling Nakambala to hand the homeside its 4th league win of the season.

Roy Sakwanda scored the game’s only goal in the 63rd minute to dispatch Nkana to their 7th loss of the campaign.

Meanwhile, defending champions Zanaco stayed in 10th place with six games in hand on 27 pounds after a 0-0 away draw against Red Arrows at Nkoloma Stadium in Lusaka.

Two perish, 23 others survive in Chinsali road carnage

Two people of the same family have died on the spot while 23 others are nursing serious injuries at Chinsali general hospital after a truck they were travelling in hit into a Toyota corolla and over turned along Nambuluma road in Chinsali district of Muchinga province.

ZANIS reports that both Muchinga Police Commissioner Godwin Phiri and Permanent Secretary Bright Nundwe , who rushed to the accident scene , have confirmed the accident.

Mr. Phiri said the accident happened around 11 hours near ZANACO area when the driver of Fuso truck which had 23 people on board hit into a Toyota corolla which was coming from the opposite direction.

He said the two who were trapped in the truck died on the spot while two others are in a critical condition and 21others have sustained multiple injuries.

Mr. Phiri said the accident victims are aged between 18 to 30 and the truck belongs to Mr. Mukondo of Mundu area.

The Permanent Secretary on his part has expressed his sadness over the untimely death of the victims.

Mr. Nundwe, who described the accident as heart breaking and unfortunate, advised the traffic police in the district to intensify road patrols and ensure that only user friendly vehicles are used on the roads in the area.

And Medical Superidentant for Chinsali District General Hospital Dr. Willies Silwimba has confirmed receiving 23 accident victims between 11: 30 and 12 hours.

Dr Silwimba added that two dead bodies were also received at 13: 30 hours and have since been deposited at Chinsali District general hospital mortuary.

Meanwhile, one of the survivors attributed the accident to over speeding on the way to a unnamed farm to collect maize.

He said some concerned passengers where at times urging the driver , who died on the spot to slow down but the appeal fell on deaf ears.

Illegal emerald miner buried alive in Solwezi (updated)

A 46 year illegal miner of Solwezi District’s Ndumbwa area has died after the soil fell on him whilst illegally digging for emerald stones in an old pit approximately 12 meters deep.

ZANIS reports that Northwestern province Commissioner of Police Auxensio Daka confirmed today adding that the incident that happened on Thursday.

Mr. Daka has identified the deceased as Paul Mung’omba.

Mung’omba died from severe head injuries he sustained after soil from a pit wall of about 5 meters fell on him.

Mr. Daka says Police officers visited the old pit yesterday, found the body of the deceased miner already retrieved.

The body has since been buried and there is no foul play suspected.

Ms Chonya says her constituency is grateful for government to allocate the area with K700,000.00 of the CDF funds.

ZANIS reports that the area member of Parliament said this in a walk in interview in Kafue today.

The Law maker explains that the funds will be used to complete construction works such as boreholes and bridges in her constituency.

Ms Chonya has since appealed to the government to consider releasing the remaining K700,000 in time for completion of other projects in her constituency.

Government refutes Kambwili’s allegation of misappropriation of $273 million for Digital Migration

Ministry of Information and Broadcasting Services has refuted allegation by former Information and Broadcasting Services Minister Hon. Chishimba Kambwili that loaned money meant for the Digital Migration process, to the tune of 273 million United States Dollars had been misappropriated.

In a statement released to the media and signed by Information and Broadcasting Services Minister Kampamba Mulenga, Government said that State House was not involved in the procurement process contrary to what she termed as lies being peddled by Hon. Kambwili.

STATEMENT BY HON. KAMPAMBA MULENGA, MP MINISTER OF INFORMATION AND BROADCASTING SERVICES AND CHIEF GOVERNMENT SPOKESPERSON ON ALLEGATIONS THAT US$273 MILLION MEANT FOR THE DIGITAL MIGRATION PROJECT HAS BEEN MISAPPROPRIATED

Government wishes to correct the impression created by former Information and Broadcasting Services Minister Hon. Chishimba Kambwili in some sections of the media that loan money meant for the Digital Migration process, to the tune of 273 million United States Dollars has been misappropriated.

The nation may wish to know that the digital migration project is being implemented under two separate contracts.

Phase one of the project was contracted at a sum of 9.554,124.49 United States Dollars. Phase entailed the erection of digital transmitters and other attendant digital transmission equipment along the line of rail from Senkobo near Livingstone to Chililabombwe. The nation may wish to know that this phase was successfully concluded in June 2015.

On the amount involved in phase one, Government has made only two payments. A down payment amounting to 955,412.45 United States dollars was paid in August, 2014 and a second payment amounting to 1.060,969.94 was made to the contractor StarTimes Software Technologies Company Limited of China, in March, 2016.

It is important to note that in spite of the successful completion of phase one two years ago, the contractor is still owed 7.549,096.65 United States Dollars.

The final operational certificate was rendered on 8th June, 2016 but still, no payment has been made due to the fiscal challenges facing the treasury.

THE US$273 MILLION

As the nation might be aware, the second contract of the digital migration project covers phases two and three respectively.

It should be clearly stated that the works under the two phases are comprehensive as the project encompasses the entire length and breadth of our country.

Under phase two, the civil works component of the contract will entail construction of six (6) Television studios at all provincial centres namely;

1. Kasama (Northern Province)
2. Chinsali (Muchinga Province)
3. Mongu (Western Province)
4. Kabwe (Central Province)
5. Mansa (Luapula Province) and
6. Chipata (Eastern Province)

Choma and Solwezi studios are being funded outside the US$273 million loan arrangement.

It is also worth noting that aside from transmission and other attendant equipment being installed at the six (6) provincial centers, there are also subsidiary transmission sites at 64 sites where small transmitters are also being erected to ensure total coverage of the entire country.

In areas where the topography cannot allow for digital terrestrial television transmission, these areas will be served by satellite.

For the record, it is important to state that the lender, EXIM Bank of China has NOT yet released a single cent of the US$ 273 million loan.

In fact, the Ministry of Finance is still handling issues to do with fulfillment of the conditions precedent to first disbursement.

It must be clear stated here, that, all the work that has been done thus far, has been financed from the contractor’s own resources.

It is, therefore, patently false for Hon. Kambwili to suggest that the loan monies have been misappropriated because the money in question has not been released.

I must also state that it is not only mischievous but grossly misleading for Hon. Kambwili who served as Minister of Information and Broadcasting Services and was privy to these facts to deliberately mislead the nation.

It is also worth stating that prior to the contraction of the loan, ALL tender procedures were followed. It is true that Startimes Software Technologies Limited was single sourced to undertake phases two and three and requisite approval was obtained from the Zambia Public Procurement Authourity (ZPPA).

As is procedure and a requirement in Government operations, as Minister, Hon. Kambwili was fully kept informed about the processes.

I need to make it very clear that State House was not involved in the procurement process contrary to lies being peddled by Hon. Kambwili.

Hon. Kambwili should confine himself to his cheap politicking instead of launching a misguided and irresponsible smear and slander campaign against his perceived political opponents to win public sympathy.
In any case, if there was anything wrong he saw in the digital migration project, did he have to wait to be fired to speak out?
