Tembo shook at the net in the 8th and 30th minutes before defender Mwelwa Sakala scored Power’s other goal on 35 minutes in this Week 15 match played at Arthur Davies Stadium.

City’s Benjamin Mukandauko had earlier in the 16th minute levelled for the visitors before Power restored the lead.

The win pushes Power to 24 points, two behind leaders Lusaka Dynamos whose game against Zanaco was pushed to Thursday.

At Levy Mwanawasa Stadium, Nkana edged Forest Rangers 1-0 away in Ndola as coach Beston Chambeshi picked up his second straight win since returning to the club three weeks ago.

Labour and Social Security Minister Joyce Simukoko
Government says negotiations for the 2017 improved salaries and conditions of service have not been closed.

Minister of Labour and Social Security Joyce Simukoko says the negotiations are on-going and that all government unions which are part to the bargaining unit are aware of the dates when sittings shall resume.

Mrs. Simukoko says she has been informed by the government negotiating team that the sittings were adjourned because of seeking accurate information on the economic performance of the country which is important in the negotiations.

She has told ZNBC News in a statement today that parties to the negotiations even applied for extensions of their current collective agreements and the ministry of labour approved the requests.

Mrs. Simukoko has urged union mother bodies such as the Zambia Congress of Trade Unions to give the bargaining team space to conclude negotiations amicably.

The Minister says the unions should follow the agreed process if any disagreement arises from the bargaining process.

Mrs. Simukoko further says her ministry looks forward to an amicable conclusion of the negotiations which are set for the first week of July 2017.

Al Ahly put pressure on Zanaco

3

Zanaco on Saturday sweated to earn a home draw against Al Ahly of Egypt to see their 2017 CAF Champions League quarterfinals qualification delayed to their last Group D match next weekend.

Al Ahly battled but found a second best Zanaco resilient and finished 0-0 away at National Heroes Stadium in Lusaka.

The spotlight in the match was on Zanaco goalkeeper Toaster Nsabata who denied .Abdalla Bekhit ,Ahmed Monem and Walid Ebeid sure chances before Oluwafemi Ajayi saw his 76th minute shot come off the post.

The result sees Zanaco needing an away draw at Wydad Casablanca this coming weekend in Morocco to secure their quarterfinal place.

Victory on Saturday would have seen Zanaco through to the last 8 with a match spare.

Zanaco have 11 points, Al Ahly have 8 and are 3rd after Wydad beat Cotonsport 2-0 away in Cameroon to rise to 9 points.

Cotonsport have zero points after five games played and travel to Egypt for their final game against Al Ahly.

Zambia end Cosafa Cup semifinal agony

9

Zambia qualified to the Cosafa Cup semifinals for the first time since 2013 after beating Botswana in the quarterfinals on Saturday at the ongoing tournament in South Africa.

The four-time champions beat Botswana 2-1 in Rustenburg to end an agonising run of two successive quarterfinal exits since lifting the title in 2013 as hosts.

Striker’s Brian Mwila of Green Buffaloes and Nkwazi’s Justin Shonga were both on target in the 10th and 70th minutes respectively.

Two minutes after Shonga’s goal, Zambia goalkeeper Allan Chibwe denied Botswana from the spot when he saved Thabang Sesinyi’s penalty kick.

But Kabelo Seakanyeng snatched Botswana’s consolation in the 79th minute to see The Zebras drop to the Plate Category of the tournament.

Zambia now await South Africa or Tanzania in the semifinals on July 5 at Moruleng Stadium.

Bafana and the Taifa Stars meet on Sunday in Rustenburg to decided who plays Zambia.

The Young African Leaders Intiative YALI says in the spirit of reconciliation incarcerated UPND leader Hakainde Hichilema should be put under house arrest.

Speaking when he featured on Radio Christian Voice on Friday, YALI President Andrew Ntwewe said Hakainde Hichilema was not an ordinary citizen but a leader of the biggest opposition party in the country hence the need to be put under house arrest.

He said political bickering has put the country on stand still and that the President should consider asking the courts to put HH under house arrest as a gesture that he was willing to reconcile the nation.

Mr Ntwewe said President Lungu was the most powerful individual in the country and that he must use the power wisely.

He further Mr Ntwewe explained that what his organisation was calling for was for the opposition leader to go through the due process of the law but that we as a country should also be cognizant of the fact that Mr Hichilema was a leader with followers.

He said the opposition have an agenda to ensure that he fails in most areas of governance so that they can use his failures as a campaign tool in 2021 but it was up to him to ensure that he moves away from politicking to delivering on the promises he made during the campaign.

And Ntwewe says the President is living under the shadow of his late predecessor hence failing to admit the challenges he inherited.

He said President Lungu found a crippled economy destroyed under the leadership of PF founding father Michael Sata but that he has failed to tell the nation the main challenges he found because he doesn’t want to upset the PF support base.

Meanwhile Mr Ntwewe has called for the axing of minister incharge of youths and sports for what he termed “the mediocre way he is running the ministry.”

He said Moses Mawere was inept and that he has massively underperformed in a ministry that should look after over 52% of the country’s population.

He said the ministry Mr Mawere is presiding over was a serious ministry which needs someone who understands the challenges youths are facing and is able to offer practical solutions.

And Mr Ntwewe has called for inclusiveness from those in power in the the governance of the country saying President Lungu should take a leaf from late third republican President Levy Mwanawasa who won by 29% but managed to unity the country during his first term.

He said though President Lungu won by more than 50% he should realise that over 45 percent did not vote for him hence should strive to include them in the developmental agenda of the nation.

Kalaba holds talks with Moroccan counterpart

Foreign Affairs Minister Harry Kalaba speaking in Morroccoo

Minister of Foreign Affairs Harry Kalaba says government is keen to actualize the Memorandum of Understanding (MOU) signed between Zambia and the Kingdom of Morocco early this year.

Mr. Kalaba said this today when he met his Moroccan counterpart, Nasser Bourita, on the sidelines of the ongoing executive council meetings of the African Union (AU) in Addis Ababa, Ethiopia.

ZANIS reports that the minister told the delegation from Rabat that Zambia is ready to scale up its relations with Morocco and explore areas of mutual Corporation between the two Countries.

Mr Kalaba said there is need for government officials from both sides to move with speed in actualizing the mutual desire to strengthen ties between Lusaka and Rabat.

“As for us we are ready, we have been ready from the time we signed the Memorandum of understanding. We need to ensure that the instructions given to us by our two leaders are given due importance so that we can actualize the dreams of our leaders,” He said.

And Mr. Kalaba expressed happiness with Morocco’s readmission to the AU after 33 years of absence from the continental bloc.

“Your Excellency even as you have come back to the union, Morocco brings in a lot of expertise and we will be counting on you at both bilateral and multilateral levels to see how we can cement relations,” He said.

Mr Kalaba further told the delegation from Rabat that Zambia will continue to advocate for peace and tranquility in Africa because development can only be realized in an environment free of conflicts.

“It is the desire of President Edgar Lungu, to see to it that peace is not only talked about but that peace is realized not only in our region but across the continent,” Said Mr. Kalaba.

Meanwhile Morocco’s Minister of Foreign Affairs and International Corporation, Nasser Bourita, said Morocco views Zambia as an important player in the socio-economic affairs of the continent.

Mr Bourita said this is why His Majesty, King Mohammed the sixth, has already extended an invitation to President Edgar Lungu to visit Rabat this year.
He said Morocco is eager to share its expertise in Agriculture, housing and other economic ventures from which Zambia can benefit.

“We are expecting a mission from Lusaka to Rabat to come and look at various projects in which we can work together,” said Mr. Bourita.

Mr. Bourita also praised Zambia’s diplomatic efforts aimed at strengthen peace and unity in the 55 member state Union.

Morocco withdrew from the continental Union in 1984 to protest against the admission of disputed Western Sahara territories.

Rabat was readmitted to the continental bloc in January this year during the 28th ordinary summit of the AU assembly of heads of state and government.

The Lwiindi Gonde Traditional Ceremony of the Tonga speaking people of Southern Province has been postponed
to a later date due to unknown reasons.

According to a letter made available to ZANIS today, the ceremony’s Organising Committee’s Secretary Dawn Hatwiko. says that the Traditional Ceremony has been postponed to a later date due to circumstances beyond the control of the committee.

“This serves to inform you that this year’s Lwiindi Gonde Traditional Ceremony of the Tonga people of Monze District has been postponed to a later date.

“ This is due to circumstances beyond our control. You will be informed of the new dates in due course,” stated the letter signed by Mr. Hatwiko.

And his chairperson Patrick Sikawala confirmed the postponement and said the ceremony that it would be held at a convenient time any time this year.

Mr. Sikawala said the committee was instructed by the traditional leaders in the province to postpone the ceremony to an ‘appropriate time’ without giving proper reasons.

“As a committee we have been told to postpone this event by the Chiefs in the province until we organize ourselves properly to host the event later this year,” said Mr. Sikawala.

“And please let it be known that the Ceremony this year has not been completely cancelled but it is just pushed to a later date,” he added.

He, however said the committee would continue to solicit for donations adding that about K100,000 was need for the event to be successful and appealed to well-wishers to help the committee raise the required money.

But Monze District Commissioner Mr. Cyprian Hamanyanga said it was sad that the Traditional Ceremony has been postponed without proper reasons.

Mr. Hamanyanga said it would be very unfortunate if at all the traditional Ceremony which attracts a lot of people in the country and even outside the country is cancelled this year.

The District Commissioner observed that the event was cardinal in the promotion of rich Tonga cultural Heritage and in the promotion of tourism in the District.

“It is sad that the event has been postponed without valid reasons and I hope it has not been cancelled completely because if it is cancelled…….Am afraid it will be a huge draw back in terms of promoting our culture heritage as well as the promotion of tourism because this Ceremony is the biggest Tonga traditional Ceremony which attracts not only Tonga speaking people but other tribes (people) across and outside the country,” said Mr. Hamanyanga.

The Lwiindi Gonde Traditional Ceremony is an annual event aimed at giving thanks to harvest and to pray for rains and has been celebrated
by the Tonga speaking people of Southern Province since time immemorial.

Last week another Traditional Ceremony of Chieftainess Choongo called Isamu Lya Moomba was postponed to a later date for no apparent reason.

Zambia ‘s Economy grew by 3% in the first quarter of 2017

16

ZAMBIA recorded an economic growth of three percent in the first quarter of 2017 with the agriculture, forestry and fishing sectors contributing the highest percentage of 1.7.
The manufacturing and energy sectors were second with each contributing 0.3 percent to the country’s economic growth.

This is according to the monthly bulletin released by the Central Statistical Office (CSO) at the on-going 53rd Zambia International Trade Fair (ZITF) here.

And speaking during a media briefing yesterday, CSO director of census and statistics John Kalumbi said the energy sector recorded the highest growth rate at 25.6 percent followed by the agriculture, forestry and fishing industry sectors at 17.5 percent while the human health and social work was at 11 percent.

Mr Kalumbi said the mining sector recorded a decline in the growth rate at -5.2 percent with a -0.6 percent contribution to the overall three percent national economic growth recorded in the first quarter of this year.

“As we can see from the statistics that we have, the energy sector in the first quarter of 2017 had a percentage growth rate of 25.5 percent but in terms of its contribution to the economic growth, it’s less than what the agriculture, forestry and fishing industry contributed,” he said.

Mr Kalumbi also said the country recorded an increase in the inflation rate in the month of June at 6.8 percent compared to 6.5 percent recorded in May this year.
He attributed the increase in the annual inflation rate to the upward adjustment of electricity tariffs.

Mr Kalumbi said the hike in electricity tariffs resulted in the increase in the inflation rate of non-food items such as housing and water.

It’s worrying that we are building expensive roads and they are breaking apart-Mutati

Some of the damaged sections of the roads in Matero during the rainy season
MINISTER of Finance Felix Mutati has cautioned contractors against betraying Government with poor road works. Mr Mutati says it is saddening that some of the roads are breaking apart barely three years after construction.

He said Government is not getting a return of out of its massive investments into some of the road projects because of the poor workmanship.

He urged both local and foreign contractors to adhere to contractual specifications and ensure they value the confidence Government places in them when given contracts by delivering quality products.

“The quality of roads is a major concern. Some of the roads that are under three or four years are breaking apart. It is actually worrying that we are building expensive roads and they are breaking apart,” Mr Mutati said.

He said Government is working out measures aimed at inserting a minimum guarantee clause in the contract so that the money could be returned until the expiry of the period.

“We are certainly, through the Minister of Housing and Infrastructure [Ronald Chitotela], going to institute the minimum guarantee clause, so that we return the money until that minimum guarantee period has expired as one of the immediate measure we can do in the road sector.

“It is worrying that we are building the roads and they are breaking apart. We will not allow this to continue,” Mr Mutati said.

He said contractors undertaking various projects have an obligation to deliver quality projects to be guaranteed of securing more projects from Government.

Mr Mutati said Government is spending a lot of money on infrastructure development and will not allow contractors to betray its trust through shoddy works.

He also called for close supervision of all projects by people entrusted with the responsibility of ensuring contractors adhere to their contractual obligations.

President’s statement that “he is ready for violence” has been misinterpreted-Wina

resident Lungu Chats with Vice President Inonge Wina at KK international airport 5
Vice- President Inonge Wina has explained that President Lungu’s recent statement that “he is ready for violence” has been misinterpreted by some sections of society.

Mrs Wina told Parliament that the President used the term in a very different context while addressing Patriotic Front members in Ndola.

She was responding to a question by Kabompo member of Parliament (MP) Ambrose Lufuma (UPND) during the Vice-President’s question time.

Mr Lufuma asked the Vice- President to explain the intimation of President Lungu’s statement.

The UPND legislator, who has been attending sittings of the House since some of his fellow members were suspended by the Speaker, alleged in his question that Government is intolerant to divergent political views.

But Mrs Wina wondered why Mr Lufuma has not uttered a word in Parliament over the last three weeks, an indication that probably his question was a message from the suspended MPs.

“Mr Speaker, the allegations by the UPND member are baseless and not factual. They do not reflect the state of affairs in Zambia. President Lungu was meeting party officials in Ndola when he made that statement and the word violence was used in a very different context,” she said.

And President Lungu did not refuse to meet church leaders who may have sought audience with him because State House is open to all.

Mrs Wina explained during the Vice-President’s question time that the head of State was merely busy with other scheduled programmes.

She was responding to a question by Chipili member of Parliament Jewis Chabi (Independent) who wanted to know if it was true that some church leaders have been denied access to State House to meet President Lungu to discuss national issues.

“In the past one year, President Lungu has met several church leaders and as you may know, the President has been extremely busy with other visitors,” Mrs Wina said.
She said church leaders can also use other line ministries to get to the President.

Meanwhile, Mrs Wina said it was prudent for Government to remove the 10 percent levy on maize exports because the country now has enough stocks of the commodity and the region also has a bumper harvest of maize.

She was answering a question by Nakonde MP Yuzikanji Siwanzi (PF), who wanted to know why Government has scrapped the levy.

Mrs Wina said the removal of the levy will enable farmers and grain traders to become competitive on the international market.

“We had a record output of maize during the last season, surpassing our consumption needs and the region, too, has maize, so it was a prudent move by Government to remove the 10 percent levy,” she said.

Mrs Wina also said Secretary to Cabinet Roland Msiska will accelerate the process of rolling out performance contracts to all civil servants.

The Vice-President was answering a question by Lunte MP Mutotwe Kafwaya (PF), who wanted to know when performance contracts would be rolled out in the civil service as directed by the President.

THE National Pensions Scheme Authority (NAPSA) has signed an agreement with the National Road Fund Agency (NRFA) to finance the ongoing road works on the Ndola-Solwezi road to a tune of K2.1 million.

NAPSA director of projects Phillip Muyumbana said in an interview at the on-going Zambia International Trade Fair (ZITF) in Ndola that the pension authority will finance the works on the Ndola-Kitwe dual carriage way, Kitwe-Chingola dual carriage way and the Chingola-Solwezi road.

“The National Road Fund Agency had approached us for possible financing of the road works on the Ndola-Solwezi road. We have signed the agreement and we shall finance this road project,” Mr Muyumbana said.

He said NAPSA will finance all the road works including the mounting of toll gates on the respective roads.

Mr Muyumbana said NRFA will repay the K2.1 million through the resources that will be collected from toll fees on the respective roads.

He said NAPSA’s decision to finance the road projects demonstrates the importance it attaches to issues of economic development.

Mr Muyumbana said its decision to finance the road project is another way of broadening its source of contributions as people that will be working on the road projects and in the toll gates will be contributing to the pension scheme.

And Mr Muyumbana said the works on the Edgar Chagwa Lungu Mall in Kitwe are progressing well and have reached an advanced stage.

He said the works are at 25 percent and that the project has contributed greatly to employment creation.

Mr Muyumbana said NAPSA also has plans to build a multi-purpose shopping mall in Petauke in Eastern Province that will help to boost economic activities in the town.

“We are not focusing only on the big towns but also on the small ones when it comes to the construction of shopping malls,” he said.

Bishop Chomba warns older men against dancing with young girls

Bishop Dr Edward Chomba Permanent Secretary Water Development Ministry of Energy and Water Development
MINISTRY of Water Development, Sanitation and Environmental Protection permanent secretary Edward Chomba has advised parents in Kalumbila District against allowing young girls to get involved in cultural dances with elderly men during public functions.

Bishop Chomba says the tendency of involving young girls in cultural performances at public functions should be discouraged because the time they spend on doing rehearsals for such activities could be used on productive things like studying.

“While dancing and celebrating is good or may be good, let the old men be dancing with old women. Older men should not be dancing with school-going girls,” he said.

Bishop Chomba’s counsel came in the wake of a performance by Ibaloli Cultural Group of Senior Chief Mukumbi’s area where an elderly man danced with a young girl during the ground-breaking ceremony for the construction of Kimilombe community dam in Lumwana East area in Kalumbila district on Thursday.

Kafue PF refutes MAST story about President Lungu failing the youths

4

THE Patriotic Front (PF) in Kafue in Lusaka Province has distanced itself from yesterday’s Mast Newspaper article titled ‘You have failed the PF’ purporting the youths in the district have told President Lungu.

In the article in question, Doreen Mumba claimed the ruling party is dying because of President Lungu’s poor leadership.

PF Kafue district chairman Kelvin Simukanzye told journalists in Kafue yesterday that the people who issued the statement are not members of the ruling party.

“They do not exist in all our party structures starting from the sections, branches, wards, constituency up to the district. And the named youth, Doreen Mumba, we don’t even know her as the name does not appear in our register,” he said.

Mr Simukanzye said the party leadership in Kafue has a procedure of issuing statements in accordance with the PF constitution.

“I wish to make the position of the party clear in Kafue, we are more united than ever before and we are disturbed with such statement which does not have the blessing of the party leadership,” he said.

Mr Simukanzye said the PF in Kafue is in full support of President Lungu and is also behind party secretary general Davies Mwila.

He said Kafue has received a fair share of development such as Kafue District Hospital which will soon be declared a general hospital, opening of Chikupi Secondary School and declaration of Kafue as a steel industrial hub.

Mr Simukanye warned of stern disciplinary action against any party official in the district who will be found guilty of insulting President Lungu.

“We will identify those who are masquerading as party members and issuing contradicting statements, because we know that some people have been paid to issue false statements so as to cause confusion in the party,” he said.

President Lungu should heed the Ghanaian President Addo’s counsel on justice-Mulongoti

Mike Mulongoti addressing the media at the conference
Mike Mulongoti addressing the media at the conference

People’s Party (PP) President has urged President Edgar Lungu to heed to the Ghanaian President Akufo Addo’s counsel on justice for all in a Democratic Nation.

Mulongoti alleged that President Akufo Addo was very frank, truthful and forthright in counseling the head of state on the need for justice and fair play.

Mulongoti noted that since pre and post-colonial times, Ghana has been a shining example of what democracy and conflict resolution is and insisted that President Lungu should emulate the Ghanaian leadership style.

The People’s Party President said although Ghana Might have had their own turbulent periods, but their challenges have always offered the West African Nation new opportunities for a new chapter of a free, democratic and prosperous Nation.

Those who have been educated by Ghanaian scholars here in Zambia will attest to the fact that our brothers have no room for political patronage and empty sloganeering that is prevalent south of the equator.

“Being politically correct is not in the nature of Ghanaian leaders from the great Nkwame Nkrumah right through Gerry Rawlings and President Addo”

“Some of us who have had the opportunity to serve the Zambians in Government, know that once a visiting Head of State can openly say what President Addo said at a State Banquet, then we have a damn good idea what was said behind closed doors”

“Mr Addo advised Mr Lungu to respect those that didn’t vote for him. “The political tension that characterized the last election, where the margin of victory for the winner was some 100,000 votes, have left many worried because Zambia is one of Democracy’s success stories””

“It doesn’t take an Elbert Einstein to realize that Mr Addo is giving Lungu veiled advice that respect tolerance and fair play must be given to those that do not agree with him because he clearly didn’t win a landslide vote”

“The Ghanaian President puts it clear that at this hour our continent has no room for dictators and abusers of human rights.”Africa is breeding a new generation of leaders who are committed to governing their peoples according to the rule of law, respect for individual liberties and the principles of democratic accountability” This without any shadow of doubt is a far cry for Zambia at the behest of Edgar Chagwa Lungu, the new dictator on the African political landscape”

“If Mr Lungu was looking for ‘wamuyayaya’ praises of fellow dictators Museveni, Mugabe and Kagame, then he had it coming from President Addo. We salute out Ghanaian elder brother for standing in Defence of Democracy and human rights at a time when the entire SADC neighbourhood has chosen to take part in the conspiracy of silence, as Zambia sinks into the abyss of dictatorship” Mulongoti said.
