President Hichilema Announces Credit Window to Boost Agriculture

7

President Hakainde Hichilema has unveiled a significant initiative aimed at bolstering food security and reducing mealie meal prices in Zambia. In his address during the official opening of the third session of the 13th National Assembly in Lusaka, President Hichilema announced that the government would establish a credit window for the public sector to enhance the production of maize and other crops.

This credit window will offer public sector participants access to funding at concessional rates, facilitating their engagement in agriculture and contributing to the nation’s agricultural output. President Hichilema emphasized the government’s commitment to promoting the planting of crops twice a year, a move intended to increase crop yields and drive down the price of essential food items.

In his address, President Hichilema also touched upon another pressing national issue—the ownership and future plans for Mopani Copper Mines. He assured the nation that talks regarding the mining company’s fate have advanced significantly and that an announcement is imminent. The President underscored his administration’s determination to revitalize the mining sector, a key contributor to the national treasury.

Furthermore, President Hichilema revealed plans to conduct a national geological mapping exercise to assess Zambia’s mineral resources comprehensively and devise strategies for their sustainable exploitation.

In the realm of governance and decentralization, the President provided an update on the devolution of power from the Central Government. He stated that 34,000 civil servants have been attached to local authorities, facilitating the transfer of responsibilities to local levels of government. Local authorities have already begun executing some of the functions delegated by the Central Government, marking a significant step towards the effective implementation of the decentralization policy.

Shadrick Kasanda denied bail

10

Shadrick Kasanda, one of the key suspects involved in the airport gold scam, has been denied bail in another case where he faces charges related to the disposal of property believed to be proceeds of a crime. The decision to deny bail was handed down by the Lusaka High Court on the grounds that his release from detention could potentially prejudice the ongoing case.

In addition to the denial of bail based on the risk of prejudicing the case, the court also cited Mr. Kasanda’s involvement in an espionage case where the Director of Public Prosecution (DPP) issued a Certificate of Denial of Bail.

The verdict to deny bail was delivered by a panel of three High Court Judges: Pixxie Yangailo, Ian Mabbolobbolo, and Vincent Siloka.

Mr. Kasanda had sought bail through his legal representatives, arguing that he was entitled to it because the charges against him in the proceeds of crime case were bailable. However, the state countered this argument by asserting that his bail application for the proceeds of crime matter was invalidated by the Certificate of Denial of Bail issued in connection with his espionage case.

This development adds to the legal complications surrounding Mr. Kasanda, who has been embroiled in high-profile cases related to alleged criminal activities, including the notorious airport gold scam. The denial of bail underscores the seriousness of the charges he faces and the concerns of the judiciary regarding the potential impact of his release on the ongoing legal proceedings.

Justice Minister Addresses Compensation for UPND Members Arrested in 2017

39

Justice Minister Mulambo Haimbe has dismissed any insinuations of impropriety concerning the compensation awarded to five members of the United Party for National Development (UPND) who were arrested and prosecuted on charges of treason in 2017.

Minister Haimbe asserted that there is nothing sinister about the compensation provided to the individuals in question, emphasizing that their case was unique and warranted special consideration due to the gravity of the charges and the unusual circumstances surrounding it.

Speaking during a press briefing held in Livingstone, Minister Haimbe addressed concerns raised in the media regarding the compensation. He emphasized that the government’s actions are entirely consistent with the legal provisions of the country.

“The compensation of individuals who have been wrongfully detained and unlawfully prosecuted, even when it may appear to be substantial, is a necessary measure to discourage similar miscarriages of justice in the future,” stated Minister Haimbe.

The Justice Minister’s remarks come amid public discussions and media coverage of the compensation awarded to the five UPND members. The case had drawn attention due to the seriousness of the charges against them and the subsequent legal processes.

Compensating individuals who have been falsely imprisoned and subjected to unjust prosecution is a means of rectifying past injustices and upholding the principles of justice and fairness within the legal system.

CDF is transforming the country – Nkombo

10

The Minister of Local Government and Rural Development, Garry Nkombo, has emphasized the positive impact of the Constituency Development Fund (CDF) on communities across the country. Minister Nkombo made these remarks during a visit to Chilanga District, where he presided over the handover of eight community projects and disbursed CDF loans and grants for 2022 and 2023.

The handover ceremony took place at Tubalange Mini-Hospital in Kasupe ward and witnessed the transfer of key community projects aimed at enhancing the living standards of local residents.

Mr.Nkombo highlighted the significance of these developments, stating that they align with the government’s commitment to improving access to essential services such as healthcare, education, water, and sanitation.

“Government’s policy and directive is to improve access by the people to basic services such as health, education, water and sanitation, and such a development is first of its kind in the country,” he explained.

The community projects handed over included a mothers’ shelter at Tubalange Mini-Hospital, two ablution blocks at Musamba Primary and Lusaka West Day Schools, a water scheme at Lusaka West Day School, a health post at Kacheta Primary School, two water boreholes in Namalombwe, a classroom block at ZNS Sopelo, and a staff house at Maano Primary School.

Additionally, Mr. Nkombo disbursed loans totaling over three million kwacha to 17 cooperatives, enterprises, and companies, along with grants amounting to K2.1 million to 55 women and youth clubs from the 2023 CDF.

Champion Tembo, Chairperson of Chilanga Town Council, underscored that the selection of these projects and the allocation of loans and grants were carried out based on the priorities identified by local communities.

“The New Dawn Government of President Hakainde Hichilema believes in local solutions, and the empowerment of loans and grants is a significant milestone in the government’s promise of offering financial support and empowering the grassroots to venture into small and medium enterprises,” Mr. Tembo affirmed.

Chilanga Member of Parliament, Sipho Hlazo, encouraged loan beneficiaries to work diligently to repay the funds, enabling more individuals to benefit from the program. He also urged youths, women, and men to form groups, register companies, and cooperatives to maximize the potential of CDF loans.

Joy Lubinda, representing other beneficiaries, expressed their commitment to utilizing the funds for their intended purposes and contributing to the progress and development of their communities.

High number of school dropouts worrying in Luangwa

1

Luangwa District Commissioner, Luke Chikani says government is concerned with the high number of girls that have dropped out of school due to various reasons.

Mr. Chikani said it is in this vein that the government, through the Keeping Girls in School (KGS) project, has come up with the case management system.

He explained that the case management system which is under the KGS bursary initiative is a collaborative disciplined and standardized system that will help bring back girls to school.

The District Commissioner said this when he handed over 17 bicycles to 17 schools implementing the Keeping Girls in School project in the district.

Mr. Chikani said the system is designed to detect, prevent and deter factors that have the potential to derail girls’ progression in school.

“This approach provides holistic services to girls identified to be in need,” he said.

The district commissioner further said the case management system under the Keeping Girls in School also strengthens the capacity of school guidance and counselling teachers on how to identify and respond to the needs of girls on the project.

He added that the provision of bicycles as means of transport will help follow up drop out cases at all levels in schools in the district.

Meanwhile Luangwa District Education Board Secretary, Benjamin Chisulo, noted that a girl child is vulnerable where education is concerned.

Father Chisulo added that a girl child drops out of school due to various reasons such as early marriages, pregnancies and death and 43 girls dropped out of school in the district in the year 2022.

And Kapoche Secondary School Head Teacher, Mwangi Haninga thanked the government for the intervention on the girl child school dropouts.

Mr. Mwangi said the intervention by the government will create an impact of reality in the case management system.

The head teacher assured the government that the responsible school managers will ensure that they utilize the bicycles to reach out to the girls that had dropped out of school.

“With these bicycles we shall ensure that the girls that need intervention and support will be reached as well as possible efforts will be made to bring them back to school”.

Use condoms correctly, don’t use them to clean computers – Kabwe Council

8

Kabwe Municipal Council has called for sensitization on the correct use of condoms because people are reported to be using the rubbers intended for prevention of pregnancy and sexually transmitted infections, to clean computers and mobile phones.

Assistant Public Relations Officer, Nancy Chenga has charged that some people are in the habit of collecting condoms to clean their mobile phones, television sets, computers and other electronic devices.

Ms Chenga says the growing trend should stop immediately as it goes against the desires and aspirations of the National Aids Council, whose purpose for distribution of the condoms is prevention of HIV/AIDS, and other sexually transmitted diseases and unwanted pregnancies.

“It is unfair that people have taken to misusing the condoms instead of encouraging an AIDS free disease environment that corresponds with the country’s goal of eradicating HIV/AIDS by 2030,” she said.

Ms Chenga said the local authority, through its District AIDS Task Force (DATF) is doing its level best in ensuring that the condoms are distributed to the people, but that it is disappointing to note that they are being misused.

“As Kabwe Municipal Council, we are saddened to hear that the condoms which we are distributing to hotels, lodges, schools, government institutions and other public places are being used for unintended purposes, despite the frantic efforts we are making in safeguarding the good health of the people,” she stated.

Ms Chenga disclosed that the local authority distributes over a thousand condoms.

She announced that the council will intensify sensitizations to ensure that the condoms do not go to waste.

“We intend to re-strategize and go flat out in creating awareness and changing the mindsets so that we earn the support of the intended audiences in our condom distribution exercise,” she said.

UPND wins Dundumwezi’s Katanda ward by election unopposed

4

The United Party for National Development (UPND) candidate, Nkuyanda Malawo has gone unopposed in the Katanda ward local government nominations of Dundumwezi constituency in Kalomo.

The nominations held at Bongo primary school yesterday also had the Patriot Front (PF) and Leadership movement fielding their candidates but did not meet the required nine members to support their candidature which resulted in the UPND emerging victorious after going un-opposed.

“I, Nelson  Sichali being the returning officer for Katanda ward have received only a one valid enlisted nomination paper for being a member of the Kalomo council, I therefore, declare that Nkuyanda Malawo under his full names is returned as a member of the Kalomo town council,” returning officer Sichali declared yesterday late afternoon.

However, the PF had a lengthy debate with the Electoral commission staff over their supporters’ alleged intimidation by the UPND while the Leadership movement also claimed that they had the required numbers of supporters but were whisked away by some unknown people so that they did not meet the required number to file in their candidate.

The two opposition parties have vowed to lodge in a petition against the un-opposed declaration of the UPND candidate claiming that they had the required numbers of nine supporters each for their respective candidates but claim that their supporters were intimidated and hijacked in the filing process.

The Electoral Commission of Zambia (ECZ) delegation at the nomination centre led by commissioner, Ndiyoyi Mutiti however said the two aggrieved parties are at liberty to lodge in their petition within Seven days.

The Patriotic Front was fielding Rodwell Manyando Sikasenke while the Leadership movement had Paul Buumba against the UPNDs’ Nkunyanda Malawo.

And Mr. Malawo said he would concentrate on working hard to improve the road network in the area and look into the education sector and the inadequate water situation in Katanda ward.

UPND spokesperson, Cornelius Mweetwa who is also Southern province minister was among the top party officials who witnessed the nominations and congratulated Mr. Malawo for his victory.

Others present were Kalomo town council chairperson, Coy Makaya, UPND chairperson, Mweemba Mwavwa and Dundumwezi parliamentarian, Edgar Sing’ombe.

The Katanda ward by-elections which were scheduled to take place on October 12, came after the resignation of its then UPND councilor, Maxley Kasusuli on July 18, 2023 who cited reasons beyond his control to continue as a civic leader for the area.

Govt. to address high mealie meal prices

13

President Hakainde Hichilema has assured the nation that government is putting in place measures to address the high prices of mealie meal in the country.

Speaking when he delivered a speech, at the official opening of the third session of the 13th National Assembly in Lusaka, President Hichilema expressed concern over the high price of mealie meal.

The Head of State informed the nation that government has prioritised the transformation of the agriculture sector, in an effort to make the country’s staple food affordable to citizens.

The Head of State disclosed that government has established a financing window that will allow small, medium and large scale farmers to access financing at concessional rates.

He also cited the increase of the maize flow price from K180 to K280 kwacha as a deliberate measure to stimulate maize production.

And President Hichilema has encouraged the use of irrigation practices so that farmers do not only rely on rain-fed farming.

He was optimistic that the interventions will start bearing fruit soon.

“Agriculture remains the bedrock of our economic transformation and jobs creation agenda, we are making steady progress to transform the sector by ensuring efficiency and productivity for the benefit of our people” President Hichilema stated.

The Head of State explained that the country’s maize supply is under pressure due to regional and global supply deficits arising from factors such as climate change and instability in some parts of the world.

He said that Zambia’s food security has been negatively impacted by prices of mealie meal, hence measures are aimed at cushioning the plights of citizens.

President Hichilema called on citizens to unite and build upon individual and collective achievements, forging a more productive and unified nation.

Meanwhile Chief Chisunka of Luapula Province expressed confidence in the measures being implemented by the government.

Chief Chisunka disclosed that traditional rulers are also playing a role in ensuring their subjects who are vulnerable but viable farmers are not left out on the Farmer Input Support Programme (FISP).

President Hichilema expected in China

19

President Hakainde Hichilema is scheduled to undertake a state visit to China from September10 to 16, 2023.

Minister of Foreign Affairs and International Cooperation Stanley Kakubo says the President’s visit to China, at the invitation of the President Xi Jinping, is aimed at reinforcing the long standing bilateral relations and cooperation between Zambia and China.

Mr. Kakubo says the visit will build on the previously held key discussions between the two leaders and the recent engagement having occurred during the China-Africa Roundtable on the margins of the BRICS Summit in South Africa.

He states that during the visit, President Hichilema will hold bilateral talks with his Chinese counterpart, premised on areas of mutual interest at bilateral and multilateral levels, including Chinese investments in key sectors of the Zambian economy such as energy, infrastructure, mining and manufacturing, among others.

‘’As a key highlight of the visit, President Hichilema and President Xi Jinping will oversee the signing of Bilateral Agreements and Memoranda of Understanding in various areas including economic cooperation and investment, which will set the foundation for practical results,’’ said Mr. Kakubo.

He notes that through the President’s high level engagements, Zambia is expected to benefit from China’s experience in development and management of economic zones and the transformation of ordinary towns and villages into economically viable cities.

Mr. Kakubo has indicated that the President is expected to hold meetings with key policy makers including the Chinese Premier, Chairman of the Standing Committee of the National People’s Congress, and the respective Leaderships of Shenzhen City, Jiangxi Province and Fujian Province.

‘’The programme includes investment and tourism promotion fora in Jiangxi Province and Beijing where captains of industry from Zambia will be in attendance. In addition, President Hichilema will undertake a tour of a poverty reduction village which showcases China’s success in transforming villages into towns and cities with access to all the necessary amenities.

President Hichilema’s visit to the People’s Republic of China will enhance the all-weather friendship between the two countries, as well as yield tangible results for improved livelihoods for the Zambian people,’’ he said.

Opposition Leader Howard Kunda Questions Government’s Decision to Return KCM to Vedanta

25

Opposition Zambia Wake-Up Party (ZAWAPA) leader, Howard Kunda, has expressed his concerns regarding the Zambian Government’s decision to return Konkola Copper Mines (KCM) to Indian investor Vedanta.

During a media briefing held in Ndola, Mr. Kunda raised questions about Vedanta’s past management of KCM, citing neglect of miners, contractors, and suppliers. He argued that the Government should not have handed KCM back to Vedanta when Zambia has the capability to run its mines.

Mr. Kunda referenced the public demand, particularly from the people of Chingola and Zambia as a whole, to remove Vedanta from KCM due to alleged non-payment to suppliers and what was perceived as the company’s exploitation of the mine’s resources.

Vedanta has pledged to inject $1 billion into KCM over the next five years as part of its commitment to revitalizing the operations.

Mr. Kunda further questioned why Vedanta was allowed to retake control of KCM when, according to him, the company had previously failed to manage the mine and fulfill its promises to the Zambian people.

He emphasized President Hakainde Hichilema’s previous stance on Vedanta and foreign investors, in which he expressed mistrust in Vedanta’s ability to honor its obligations. Mr. Kunda called for clarity on why the government’s position had seemingly shifted since President Hichilema assumed office.

Additionally, Mr. Kunda urged the government to focus on enhancing food security in Zambia, as access to food has become a significant challenge for many citizens, exacerbated by high prices of mealie meal, fuel, and electricity.

Is Zambia the Next Big Frontier in Israel-Africa Relations?

17

Could Zambia be the next frontier for Americans, Israelis, and Africans to explore innovations in financial technology?

Last month, during an official State Dinner hosted by Israeli President Isaac Herzog, Zambian President H.E. Hakainde Hichilema and his senior advisor Chipo Mwanawasa suggested to Herzog that their southern African country host Israel, the U.S. and African nations for a fintech summit in 2024.

At the dinner, which took place during an AJC Project Interchange delegation of African business leaders, Mwanawasa told Herzog how important American Jewish Committee (AJC) is, and why the agency is a key connector for Israel, Zambia, and the U.S.

“It is clear that ties will continue to deepen between the two countries,” said AJC Africa Institute Director Wayne Sussman, who also met with Hichilema during the trip. “Sectors such as agritech, fintech, and independent power generation are some of the areas where you will see enhanced cooperation in the next 24 months. President Hichilema is a results-oriented leader. He sees tremendous potential in this mutually beneficial relationship.”

The deepening relationship with Zambia comes amid significant growth in ties with African nations. Last week, Sierra Leone announced that it would open an embassy in Jerusalem, making the West African nation the sixth country to place its top diplomatic post in the Israeli capital.

Here’s what you need to know about Israel’s history with Zambia and other African nations.

How is Israel improving relations with Zambia?

In addition to dining with Herzog, Hichilema met with Israel’s Prime Minister Benjamin Netanyahu in Jerusalem. Plus, a high-level Zambian delegation held an extended meeting with senior members from the Israeli government.

In addition, Zambia’s Foreign Minister Stanley Kakubo discussed with Israel’s Foreign Minister Eli Cohen cooperation in the fields of medicine, culture, communication, and agriculture. The two also addressed Israel’s position as an observer to the African Union, which has been up for debate after a diplomat was expelled from a meeting in February.

“We are discussing many ways in which we can further improve our relations for the benefit of our two peoples, and also for the benefit of Israel’s return to Africa,” Netanyahu said. “Israel is returning to Africa and Africa is returning to Israel and this will be good for everyone.”

What is the history of relations between Israel and Zambia?

At the time Israel declared independence in 1948, many African nations were also declaring independence from their colonial governments.

As Israel’s foreign minister in the 1950s, Golda Meir, who would later become prime minister, saw an opportunity to grow together in a post-colonial world and made relations with Africa a priority for the nascent Jewish state.

Though one of the world’s smallest Jewish communities (1,200 at its peak), Zambia’s Jewish community played an outsized role in the country’s development. Mainly descendants of immigrants from Eastern Europe in the late 19th century and later refugees who fled the Nazis, Jews in Zambia were active in copper mining and raising cattle. Later, they were politically active in helping Zambia gain independence from the United Kingdom.

Israel and Zambia established diplomatic relations shortly after Zambia declared independence in 1964.

Through the mid-1960s, thousands of Israeli experts in fields such as military, intelligence and security, regional planning, and agriculture visited African nations. Many African leaders and technocrats also visited Israel to see the country’s development efforts first-hand.

Why did Zambia break off relations with Israel?

Following the 1967 Six-Day War and later the 1973 Yom Kippur War, in which Egypt lost the Sinai Peninsula and the Gaza Strip, Jordan lost the West Bank and East Jerusalem, and Syria lost the strategic Golan Heights, Soviet-backed Arab states sought retribution.

Facing pressure to boycott the Jewish state, Zambia and nearly two dozen African nations severed ties with Israel.. Zambia and Israel re-established ties in 1991.

Today, Zambia maintains an embassy in Tel Aviv. Meanwhile, Israel’s Ambassador to Zambia, Ofra Farhi, serves as a roving ambassador to Zambia, Namibia, Botswana, and Zimbabwe.

Over the decades, while diplomatic relations between the two countries have been maintained, the extent of cooperation between them has varied. Different Zambian governments have placed varying levels of emphasis on their relationship with Israel.

One area of cooperation between the two countries has been in the field of agriculture. Israel, known for its expertise in arid and desert farming techniques, has collaborated with Zambia in agricultural projects aimed at improving food security and agricultural practices in the country.

Additionally, Israel has provided technical assistance to Zambia in various sectors, including water management, technology, and healthcare. This assistance aimed to share Israel’s expertise and technologies to address challenges faced by Zambia.

It wasn’t until the Oslo Accords of 1993 that Israel saw a renewal of ties with more African nations. But a real breakthrough occurred following the 2020 Abraham Accords, which saw Israel establish ties with Bahrain and the United Arab Emirates, then later a renewal in ties with Morocco and relations with Sudan.

How is Israel advancing relations with Africa today?

Israel’s efforts in Africa encompass a range of areas aimed at strengthening ties and promoting development. Diplomatically, Israel has re-established relations with nations like Chad and Sudan and is working to normalize ties with Niger, Mauritania, and Somalia.

The country shares its agricultural, technological, and medical expertise through initiatives such as the Israel-Africa Agricultural Innovation Center, fostering food security and healthcare improvements. In security and counterterrorism, Israel collaborates on intelligence-sharing and training to address security challenges. Humanitarian aid, disaster relief, economic partnerships, education programs, and cultural exchanges further demonstrate Israel’s commitment to supporting African nations in various aspects of growth and progress.

Successive Israeli governments have made relations with Africa a top priority. In recent years, Israel has been rapidly expanding its relations with Sub-Saharan Africa, including with major and emerging economies such as Rwanda, Nigeria, and Ethiopia.

In July 2016, Netanyahu became the first Israeli prime minister to visit Africa in decades when he visited Uganda, where his brother Yoni was killed during the infamous raid in Entebbe to rescue hostages from a hijacked airliner. After a stop in Uganda, he went to Kenya and held a summit with 10 African leaders, then visited Rwanda and Ethiopia.

Israel also obtained observer status in the Africa Union in 2021 after decades of diplomatic efforts – a position now in question after tensions within the international body flared earlier this year.

In recent months, Israel’s Foreign Minister Eli Cohen has met with officials from Ivory Coast, Ghana, and Kenya. With the Ivory Coast, Cohen inked a framework agreement in the fields of agriculture, water, and technology.
