UPND says HH has been denied access a private Radio station

77

FILE: UPND president Hakainde Hichilema
UPND Media has said that their leader Hakainde Hichilema has again been denied access to deliberate on important national issues through one of the private media house.

Mr Hichilema was scheduled to feature on a privately owned Sun fm radio situated in Ndola through remote broadcast this morning around 09:00hrs. Despite airtime being booked and all arrangements made, the radio station proprietor just cancelled the program citing what he termed as “security concerns.”

Sun fm journalist who was scheduled to interview the UPND President Mr Kausa Mbasela, expressed disappointment with the abrupt decision to postpone the interview which was suppose to be done through remote broadcast as it could not pose any security fears.

This is clear that someone from the government high rank may have issued instructions to the radio station proprietor to cancel or postpone this important interview. Politicians and government leaders must know that leadership and positions have an expiry date and whatever goes round comes around.

The cancellation of the program has not only injured the UPND but also the majority of the Zambian citizens who have been denied access to important liberation information.

The ministry of information and broadcasting working together with MISA Zambia chapter must hold every media house accountable if they fail to offer free and balanced coverage to all Zambian citizens and political players.

In 2014 Mr Hichilema had to escape through roof of the same radio station after cadres from the PF led by the then provincial Chairperson Study Mwale armed with guns and machetes stormed the radio station.

Mr Mwale was again at the centre of the attention when his cadres armed with a truck load of stones and machetes stormed Moba Hotel where the opposition leader was scheduled to have a press briefing before embarking on party mobilization programs.

The PF in the province further in 2016, blocked Miles Sampa from disembarking from a proflight plane at Simon Mwansa Kapwepwe when he tried to launch the now defunct United Democratic Front. Mr Sampa later snicked into the province and launched his party in the middle of the night.

Mr Mwale who was awarded for his actions with a job as Lusaka Province Permernent Secretary later declared the Copperbelt Province as a no go province for the UPND.

Mr Hichilema has also been escorted from the province by State Police on several occasions whenever he went to appear in court in Lunshanya.

Is Zambia short of water for power generation? What can be done about it?

26

A few days ago a short article was published by the Lusakatimes. The level of interest has encouraged me to expand on my thoughts on this issue. Loadshedding has become normal in Zambia for some years now. Zambians have become used to it, and anyway, what can the average person do about it? The answer here is to apply some thought! SERIOUS THOUGHT. Aside from the frivolous suggestions that have been proposed such as filling the lake up with buckets or urinating in it to raise the level!

To be relevant, a basic understanding of how the current system operates is important, and once that has been achieved solutions start seeming to be obvious.
Several people commented on the idea of my last article, and in response to those comments I would like to clarify that the diversion I suggested should not be full time. As there is no large scale storage capacity beyond the point of abstraction on the Kafue river, and Kariba has massive, presently unused, storage capacity, it can profitably be used to increase overall water storage when there are exceptionally large floods! The 70% mentioned by Kasolo Lubembas comment will still be maintained by the power generation at the Kafue Gorge.

The new project at Kafue Gorge Lower will not place any extra demands on the flow of the river at that point as it is what is known as a run-of-the- river facility. The same idea as Batoka Gorge project now under consideration. These systems just use an additional drop of exactly the same water! This suggestion is not to divert the main flow, but only to use the storage capacity of Lake Kariba to capture excessive flows such as when there is flooding in very wet years.
As a fish farmer, water management and an understanding of environmental flows and the effects of diversions on aquatic life are subjects I am familiar with. The simple fact is that the days of natural flows are long gone, on both the Middle Zambezi and the Kafue rivers, as their flows are already now manipulated for power production.

Interestingly, most people seem to think a canal would have to be constructed ALL THE WAY to Kariba. This is not so. A very short one, just from the Kafue river to an area lower than the river is all that is required. After that the water will make its own way into the lake. This would probably be only 15 Km or so, but I leave that to the engineers to determine precisely.

How much would it cost?

Obviously cutting a canal (or a tunnel) through rock is an expensive business. But as a country with vast mining experience, we have the technology and the human resources readily available to complete this task. And many of those miners on the Copperbelt are currently out of work. Can we not use their skills here? Additionally, a canal like this could also be used for other purposes. This could offset much of the cost of construction and make it a very profitable investment. Water could be used for irrigation in one of the driest areas in Zambia, guaranteeing successful crops (two crops a year!). Possible irrigation areas are shown below, and it would work on gravity flow, saving Zesco power that is in such short supply, and saving costs charges for pumping water as well!

Another comment by Spaka like lilo mentioned Kariba may not be able to cope with the extra water.
But currently nearly US$ 300 million is being spent on refurbishing Kariba! Nevertheless, let us look at this problem. For those that are aware of the history of Kariba, you will know that when Kariba was designed it was planned with FOUR spill gates. Two more were added as an afterthought, due to exceptional river flows. Opening them ALL AT ONCE is the reason the erosion of the plunge pool has happened. Kariba was not designed for this.
In any case, there is a SERIOUS fundamental flaw in the design of the dam. That flaw is that the overflow control system and the dam wall are combined into one and the same structure!

Any sensible engineer would have separated these functions such as in the Unites States on the Hoover Dam, shown below, and most other dams in the world. On these, the spillway is completely divorced from the dam itself. Having a dam that eats away at its own foundations is really not a very good idea!

A separate spillway has numerous advantages, as the recent crises on the Oroville dam have demonstrated very visibly. If that dam had a spillway on the actual dam wall, a catastrophe would have been inevitable.

So is there an intelligent alternative for Kariba?

A simple glance at the map shows that there is indeed a viable alternative. An alternate spillway that can be used in an emergency is easily possible at very little cost. The terrain is highly suited to its construction.

Safety

With the spillway function completely removed from dam wall area, there will be no more erosion of the dam wall foundations – ever. The current repairs are only a temporary fix, as they will again be subjected to erosion, and that will necessitate repairs costing us millions again at some time in the future. This will be a PERMANENT SOLUTION.

Another problem with the Kariba dam wall that is not that widely known is that the wall has actually moved since it was built! This is due to a geological formation in the foundation rocks on the south side of the dam that contains mica. This acts as a lubricant and facilitates the slipping of the rock strata, hence the wall movement. The engineers are aware of this problem, and many millions have been spent trying to stop it. Tunnels and drainage shafts have been bored in the rock, and the top of the south bank has been covered with concrete so prevent water seeping into the rock.

Water is the problem. When it is dry, there is no movement. But when it gets wet, the slippage commences again. Of course it is not possible to stop rainfall, but most of the water causing the problem is not rainfall. It is the spray that is caused by spilling water from the gates!!!! And the profiling of the plunge pool will do nothing to stop that!

Solutions

So what will an alternate spillway look like and what will it cost? Water Engineers are very familiar with these. They are known as passive systems that let the water overflow automatically when the dam reaches a preset level. One of the main reasons we have load shedding today is because, to operate Kariba safely, the amount of incoming water must be assessed and water spilled out to make space for more. In 2011, a whole years supply of water was intentionally let out of the dam! That was a mistake and the loadshedding we have had since can be directly blamed on this. So an alternate spillway will solve this problem too, and make sure Lake Kariba is always as full of water as it can possibly be.

Dangote ends Nigeria’s Cement importation, exports almost half a million metric tons cement to neighboring countries

28

In its 2016 full year audited results presented on the floor of the Nigerian Stock Exchange (NSE) in Lagos yesterday, Dangote Cement sold 8.6 million metric tons of cement outside Nigeria, which is 54 per cent more than what was sold in 2015

LAGOS, Nigeria, February 28, 2017/ — Following continuous increase in its production capacity, foremost cement manufacturer, Dangote Cement Plc (www.Dangote.com) has finally ended the era of Nigeria’s dependence on importation as the company exported 0.4 million tons of the product to other countries in 2016.

In its 2016 full year audited results presented on the floor of the Nigerian Stock Exchange (NSE) in Lagos yesterday, Dangote Cement sold 8.6 million metric tons of cement outside Nigeria, which is 54 per cent more than what was sold in 2015.

The export is significant given that the nation used to be a net importer of cement. As at 2011, Nigeria was one of the world’s largest importers of cement, buying 5.1 million metric tons of foreign cement at huge expense to the country’s balance of payments.

The company’s Pan-African cement plants continued to perform well, contributing significantly to its turnover and profitability.

While presenting the results, the company’s Chief Executive Officer, Onne van der Weijde, assured the investors of better returns on their investment in the Dangote Cement.

According to him: “The new year has started well and we expect much higher profitability in Nigeria in 2017, even though we may not see the volume growth we achieved in 2016. I am confident that we will deliver an even stronger performance in 2017 as we increase market share and extend our reach across Africa.”

The economic challenges notwithstanding, Onne revealed that Dangote Cement achieved sales and revenue growth of 25 per cent and consolidated its position as Africa’s leading producer of cement.

While sales from Nigerian operations increased by 13.8 per cent to nearly 15.1 million metric tons at a growth rate far higher than the country’s GDP, which fell in 2016, its total revenue leaped by 25.1 per cent to ?615.1 billion

To the delight of the investors, Dangote Cement earnings per share increased by 4.5 per cent to ?11.34 and the dividend payout to the shareholders also increased significantly by 6.3 per cent to N8.5 kobo per share.

It would be recalled that Dangote Cement is Africa’s leading cement producer with nearly 46 million metric tons’ capacity across Africa. It is a fully integrated quarry-to-customer producer with production capacity of 29.25Mta in Nigeria; Obajana plant in Kogi is the largest in Africa with 13.25Mta of capacity across four lines; Ibese plant in Ogun State has four cement lines with a combined installed capacity of 12Mta and Gboko plant in Benue state has 4Mta.

The company has also concluded arrangements to build new factories in Ogun State (3-6Mta) and Edo State (6.0Mta). Through its recent investments, Dangote Cement has eliminated Nigeria’s dependence on imported cement and has transformed the nation into a net exporter of cement serving neighbouring countries.

In addition, the company has invested several billion dollars to build manufacturing plants and import/grinding terminals across Africa. Its operations are in Cameroon (1.5Mta clinker grinding), Congo (1.5Mta), Ghana (1.0Mta import), Ethiopia (2.5Mta), Senegal (1.5Mta), Sierra Leone (0.7Mta import), South Africa (3.3Mta), Tanzania (3.0Mta), Zambia (1.5Mta).

The structure of education curricula is not employment creation friendly – Simukoko

Labour and Social Security Minister, Mrs. Joyce Nonde-Simukoko at the Jobs for Youths in Africa (JFYA) regional ministerial conference in Pretoria on 27th February, 2017

Government says the structure of education curricula is not employment creation friendly in most Southern African countries.

Labour and Social Security Minister Joyce Nonde – Simukoko says this is because education systems in most countries in the region were designed to equip learners with skills to enable them get employed but neglected the inherent skills or talents that could sustain anyone.

She said although most countries were emphasizing on education, they overlooked the need to emphasize on the type of education that was relevant to help increase employment opportunities.

The minister said most countries including Zambia lacked vocational training institutions which were key to skills development.
“In life, it is all about the skills that we offer.

“ We all have talents which should be harnessed for us to succeed in life and it has shown talent-oriented jobs are usually successful,’ Mrs. Simukoko said.

She bemoaned the demise of vocational training institutions in Zambia and the privatization of state owned enterprises saying these were some of the other major contributors to the high unemployment levels the country was grappling with.

Zambia consequently found herself with a huge population of its citizens in the informal sector who lacked well-nurtured skills or talents to effectively engage in their trade, Mrs. Simukoko said.

The minister was speaking yesterday during a panel discussion at the Jobs for Youths in Africa (JFYA) regional ministerial conference organized by the African Development Bank Group held at Sheraton Hotel in Pretoria, South Africa.

She was speaking on the topic entitled: ‘What skills do we need for the Southern African labour market.’

Mrs. Simukoko said the Zambian government was now working to reorganize the informal sector so as to enhance its role on the economic development scene.

She said 80 percent of the working population in Zambia was in the informal sector which meant that the group was not captured in the tax net.

“Only 20 per cent of Zambia’s working population pays tax. This is what is contributing to the running of the economy. If we had all those in the informal sector paying tax, we could have had enough resources to even put up facilities such as vocational colleges to train them.”

“It will be easier for government of even financial institutions such as banks to find and work with them on projects once they are properly organized,” she said.

The minister cited the taxi and bus transportation business and small scale farmers as some of the informal sector areas where reorganization had already started.

She said her ministry, the ministry of Commerce, Trade and Industry, the ministry of Youth Sport and Child Development were involved in the exercise.

And COMESA Secretary General Sindiso Ngwenya said it would be a form of smart partnership for governments to consider whether they should tax private organisations that had developed and implemented programmes that helped with employment creation.

Mr. Ngwenya said AfDB realized that youth unemployment and under employment were fundamental challenges around the globe, and that 70 per cent of Africans were under 30 years hence 50 per cent of the World’s youth will be African in the next three decades.

He said in response to this crisis, AfDB has adopted a JFYA Strategy for the period of 2016-2025 during which plans would be implemented.

Mr. Ngwenya stated that similar regional ministerial conferences have been held in north, west, east and central Africa.

This is according to a press statement issued to ZANIS by Zambian High Commission in South Africa Press Secretary, Nicky Shabolyo.

Soccer fans Boycott group B AFCON under-20 matches at Levy Mwanawasa Stadium

Soccer fans in Ndola have charged that they will continue to boycott group B AFCON under-20 matches being played at the Levy Mwanawasa Stadium because the Football Association of Zambia (FAZ) has decided that the Zambian team should play all its three group matches in Lusaka.

ZANIS sports reports from Ndola today that following yesterday’s poor turnout at Levy Mwanawasa Stadium, the fans charged that unless FAZ changes its strategy and gives the Copperbelt based fans one Zambian game at the Levy Mwanawasa stadium, the stadium will not be filled to Capacity during this Total AFCON Under-20 tournament.

“What we are saying is that give us one game involving Zambia or else the terraces will keep being empty. There is no way all the three group stage games involving Zambia should be played in Lusaka, even Ndola is Zambia, we are also hosting the AFCON Under-20 ” said Moses Kambole.

Another irate fan from Chifubu Township, Arnold Mwila explained that the empty terraces in yesterday’s group B opening matches are a sign of boycott by the soccer loving fans on the Copperbelt Province to the Andrew Kamanga led FAZ executive for allegedly not being fair.

“If it was Kalusha Bwalya, he could have given Copperbelt to host one match involving Zambia, but this Kamanga is not considerate. Copperbelt is the power house of football.

“ We shall also show him that we are not happy, the stadium will always be empty. It’s not about the charges, infact K10. 00 is too cheap. It’s a boycott. We will be watching ( games ) from bars,” he said.

The fans have further charged that should Zambia go through to the finals which will be held at Heroes stadium in Lusaka, they will travel in numbers and FAZ should workout modalities of how they will get into the stadium.

Crispin Mwala of Main Masala Township explained that FAZ should spare some space for Copperbelt fans in Heroes stadium so that they also cheer their team.

“We know that Zambia will go through to the finals, so we shall all travel to Lusaka to watch the finals, because we are all Zambians and the final is set for Lusaka so Kamanga must make way for us to enter the stadium, even if it means we shall stand all throughout the game, otherwise we are going,” Mwala emphasized.

Yesterday only a handful of supporters were present at Levy Mwanawasa to witness the opening match of group B.

Group B, comprising Cameroon, Senegal, South Africa and Sudan games are being played in Ndola while group A which has hosts Zambia, Egypt, Mali and Guinea are based in Lusaka.

A cyclist passing through uncollected garbage at UB Market in Mansa Town.

Government says it will soon introduce the media awareness campaign programme in order to sensitize and educate the Zambian people on the importance of garbage disposal.

Local government minister Vincent Mwale says garbage still remains a thorny issue to most councils in the country hence, engaging people in communities through the awareness programme on how to dispose garbage in Zambia.

Giving an update in a ministerial statement issued in parliament today, Mr. Mwale disclosed that the programs would start running on ZNBC in the second quarter of 2017.

The program which is dubbed as : ” the state of keep Zambia clean” seeks to sensitize the public how to manage waste and holds them accountable in line with the Local Government Act number 100 of 2016.

Mr. Mwale said his ministry is working closely with the Lusaka City Council, Zambia Breweries and the Street Vendors Empowerment Foundation and has started yielding positive results on change of mind-set on garbage and participating in garbage programmes on some streets of Lusaka City.

On drainages, the Minister disclosed that the Chawama drainage has so far reached 66 percent of the project works while the Kamwala-Libala drainage stags at 40 percent.

The ministry would next week release K100 million Local Government Equalization Fund to be shared among all the 106 councils dotted across the country in an effort to address garbage and drainages that have become a norm in most communities.

The councils in the country are facing challenges to on inadequate waste management, equipment and infrastructure, lack of enforcement by law enforcement agencies, poor adherence by members of the public and lack of unwillingness by generators of waste to manage the waste they generate.

Other challenges are construction of illegal infrastructures on Central Business Districts (CBDs) , traditional practices, inadequate human financial capacity and budgetary constraints to achieve President Edgar Lungu’s vision of ridding garbage in the next five to 10 years as some of the major hindrances to ‘winning’ the garbage fight.

Mr. Mwale hinted that he would soon introduce the New Local Government Act in parliament that seeks to address garbage in a bottom-up approach.

The minister , who is also PF Chipangali law-maker, urged his fellow parliamentarians to pass on this message to their constituents and educate them on the importance of ridding off garbage in their localities.

Farmers ‘ grill ‘ the DACO over un activated E-Vouchers

5

Fourty Farmers under the Farmer In-Puts Support Programme {FISP} in Kapiri Mposhi district in Central province says they are disappointed that their Electronic Voucher Cards ( E-voucher System ) have not been activated to date.

The irate farmers who stormed the office of the District Agriculture Co-coordinator [DACO] in Kapiri Mposhi district today demanded answers on why the cards have not been activated by the two named banks in the area.

They lamented that as a result, they were unable to access the needed farming in-puts from the Agro-Dealers despite depositing funds in the [FISP] account with the named banks last December 2016.

Speaking on behalf of other farmers from two farming camps, Liaco Chisenga said that the farmers have been frequenting the banks with the view of finding out when their Electronic Cards would be activated to date.

‘’We have been going to the banks with our Vouchers on several occasion but only to be told that there are some errors with the cards, now our fields have been affected as we cannot access fertilizer from the Agro-dealers”, Mr. Chisenga said.

Mr. Chisenga , who is the Secretary of Chola Central Co-operatives from Lukanda B Block Camp, further disclosed that he was now scared for his life as the secretary, of the co-operative because some farmers were demanding to be refunded their money back as he was responsible of banking farmers’ money.

Among the farmer’s present were those from Lukanda B Block Camp and Ndeke Camp.

Effort to get a comment from the District Agriculture Coordinator, {DACO} proved futile by press time as he was reported to be out of station.

Council of Churches in Zambia breaths fire on fake Prophets and Pastors

18

The Council of Churches in Zambia (CCZ) has called on government to protect citizens from unscrupulous individuals masquerading as miracle performers .

The Church body says government through the ministry of Home Affairs should come up with statutes that enforce the regulation of churches in accordance with the society’s Act CAP 119.

CCZ General Secretary Rev Suzanne Matale said there is need for government to control churches operating in the country.

ZANIS reports that in an interview in Lusaka, today, the CCZ General Secretary lamented that many unsuspecting people are being abused by the masqueraders who are demanding huge amounts of money and sexual favours in exchange of miracles.

The CCZ is concerned and saddened by the increase in levels of desperation among Zambians seeking miracles performed by self-acclaimed prophets and pastors, she said.

She noted that the council is dismayed by the high cases of criminality being perpetuated by the clergy.

The Council has since appealed to the general public to take heed from the biblical teaching by being weary of false prophets who masquerade as wolves in sheep skin.

Zambia Under-20 goalkeeper Mangani Banda says they are primed to deliver a win in Wednesday’s 2017 U20 AFCON penultimate Group A clash at National Heroes Stadium in Lusaka.

Zambia will face Mali in a match the tournament hosts need to win to reach the semifinals.

Beston Chambeshi’s team leads Group A on 3 points after beating Guinea 1-0 on February 26 at Heroes Stadium while Mali are joint second after drawing 0-0 with Egypt in the late kickoff on the same date.

“Mali is a good team and we all know that we are leading the group and we are looking forward to another win in tomorrow’s game,” Banda said.

Zambia have never beaten Mali in five encounters at under-20 level with two tournament defeats and a draw.

In the qualifiers, they have a draw and a defeat in the race to the 2013 Algeria tournament.

And Mali beat Zambia 1-0 at the 2015 tournament held in Senegal where Young Chipolopolo finished on zero points and bottom of Group B.

ZNBC unable to televise the AFCON under 20 tournament

22

ZNBC
The Zambia National Broadcasting Corporation-ZNBC- says it is unable to televise the AFCON under 20 tournament because the cooperation owes the Confederation of African Football- CAF- 11 point 5 million Kwacha.

ZNBC Cooperate Affairs Manager Masuzyo Ndhlovu says the National Broadcaster has not been granted broadcasting rights by CAF owing to the unsettled debt.

Ndhlovu has explained that ZNBC has no capacity to clear the outstanding debt in order to acquire the broadcasting rights any time soon.

He has appealed to viewers and listeners’ to follow the proceeding through Radio and television which will be provided through various sports programmes and News bulletins.

But the Football Association of Zambia -FAZ- has engaged CAF on the possibility of giving ZNBC the rights to broadcast the 2017 Under-20 AFCON games.

FAZ President, Andrew Kamanga has confirmed in an interview with ZNBC sports.

Kamanga says it is important that the national broadcaster is allowed to televise the on-going Under-20 tournament to allow as many Zambians as possible to watch the games.

He has observed that it is not good that the national broadcaster for the host country cannot be allowed to televise the games.

Information and Broadcasting Minister Kampamba Mulenga
Information and Broadcasting Minister Kampamba Mulenga
The Swedish Government has paid tribute to the Zambian Government for the efforts it is making to dialogue with the media for purposes of enhancing professionalism and freedom of the media in the country.

Swedish Ambassador to Zambia Henrik Cederin says the Swedish Government is happy to learn that Government will hold an indaba early April to chart the way forward regarding a number of issues affecting the media industry.

The Swedish envoy was speaking when he paid a courtesy call on the Minister of Information and Broadcasting Services and Chief Government Spokesperson Hon. Kampamba Mulenga in her office in Lusaka today.

Mr. Cederin observed that there were challenges in the role the media played before and during elections adding that the proposed indaba will help create a new standing between Government and the media.

“It is pleasing to note that Government will hold an indaba in the first week of April to exchange ideas on how the two parties can enhance professionalism and freedom of the media,” said Mr. Cederin.

The Ambassador urged the Zambian Government to consider enacting the Access to Information Bill as it will help the media to report factually.

Information and Broadcasting Services Minister and Chief Government Spokesperson Hon. Kampamba Mulenga said Government is committed to ensuring that the media in the country operate in a professional and free environment.

Ms. Mulenga said Government has invited the media to dialogue and exchange ideas on how the two parties can move forward.

The Minister further said that Government wants to partner with the media in its efforts to develop the country.

“The media through the dissemination of information plays a vital role in the development of the country. This why we have called the media to an indaba in the first week of April to exchange ideas on how we can move forward and develop our country,” said Hon. Mulenga.

Ms. Mulenga said Government under the leadership of His Excellency President Edgar Changwa Lungu is keen to sustain the warm relations which exist between Zambia and Sweden.

The Minister also said that Government is eager to deepen cooperation between the two countries in the Information and Broadcasting sector.
