Why Zambezi, why?

I have just seen a video of houses being engulfed in the infernal in Zambezi as a woman in the background cries, agonizingly, following the tribal clashes between the Lundas and Luvales that flared up earlier in the week.

For the record, I must make it clear I am a member of the Royal family of the Lunda speaking people. As the respected scholar, Prof. Kazhila Chinsembu, of the University of Namibia put it in his message to former Zambezi West Member of Parliament, Charles Kakoma, which of course he was kind enough to share with me and I quote, “I would like to be a good role model that champions the peaceful co-existence of both the Lunda and Luvale peoples in our district. This is important to me personally because despite being Lunda, my wife is Luvale/ Kaonde and corollary my children are Lunda, Luvale and Kaonde,” I will not labour to interrogate who is right or wrong of the two tribes, but rather cry for that family that has lost property……the woman who has lost a husband……that child who has just been orphaned……someone who has had their eyes gorged-out or indeed the person who has to live with life-long scars after sustaining serious injuries. My own sister who is a teacher had her house which is situated within town badly damaged and now has to start rebuilding at such a great cost.

Without any doubt, Zambezi district is one of the least developed places in our nation. While our roads remain quite pathetic and impassable, there’s no economic activity to write home about. The hard wood timber business which at least injected some cash into the local economy for a short while is slowly diminishing, thanks to the depleting timber. Much appreciation and accolades for Senior Chief Ishindi for not giving a blank cheque to individuals and businesses interested in the logging business.

Look at the the Zambezi District Hospital which we inherited from our colonial masters……it’s an eyesore; a total embarrassment! The paint on the walls is peeling off, ceiling boards are curving in while the surroundings are quite unkempt. Do they even have running water? Why is it taking long to demolish it? Go to the government buildings……are we not ashamed that we are still operating from those dilapidated colonial era facilities?

Instead of going after each other’s throats; why can’t we put our hands together and fight for meaningful development to come to our area? For instance, our chiefs can simply impose a ban on timber leaving the district and insist on value addition – we can set up factories to fashion out doors, furniture and display cabinets from our timber! And since our district is endowed with a number of rivers and natural dams, it’s obviously suitable for fish farming. We can equally make use of our vast swamps to produce rice to feed the entire nation and utilise the roling plains for cattle ranching.

Why do we always have to expend our energies on fights, year in and out? Why Zambezi, why?

Human Rights Commission Calls for Extensive Awareness on Children’s Code Act of 2022

The Human Rights Commission (HRC) has issued a call for extensive sensitization efforts regarding the Children’s Code Act of 2022. HRC Commissioner Fr. Emmanuel Chikoya emphasized the importance of collective action among stakeholders to educate the public about the contents of the act.

Fr. Chikoya highlighted the crucial role that various entities, including the media, church, civil society, and the government, must play in the effective implementation of the Children’s Code. He made these remarks while speaking to journalists during a public hearing conducted by the HRC in Masaiti District.

“It is a challenge for the Human Rights Commission and all other stakeholders. The media is particularly critical in this regard. One approach is to publish articles explaining the matter. Let’s unpack what this law means. Otherwise, we may have excellent laws that gather dust because people are unaware of their rights,” Fr. Chikoya stated.

He stressed the necessity of raising awareness and engaging all stakeholders in this effort, emphasizing that both the Church and the media, in addition to human rights organizations and the government, need to step up their efforts. Fr. Chikoya acknowledged that insufficient progress had been made thus far.

Meanwhile, Charles Mwambo, a child rights activist based in Ndola, has called for increased logistical support to facilitate the enforcement of the new Children’s Code Act of 2022. Pastor Mwambo, a member of the Ndola Child Protection Committee, noted that the Police and the Social Welfare department currently lack the full capacity to enforce the Children’s Code Act.

He commended the government for enacting the Children’s Code Act, describing it as a progressive law that has the potential to enhance child protection.

Defends Preliminary Findings Amid Controversy

The Chairperson of the Southern African Development Community (SADC) observer mission, Dr. Nevers Mumba, has reiterated his support for the preliminary report on Zimbabwe’s recently concluded national elections. These elections saw incumbent President Emmerson Mnangagwa secure his position as the nation’s leader.

In the SADC report, Dr. Mumba’s team highlighted various concerns, including voting delays, the banning of opposition rallies, and biased state media coverage during the electoral process. However, this report drew criticism from both within and outside Zimbabwe.

Appearing on ZNBC’s Sunday Interview, Dr. Mumba remained resolute in his defense of the report, emphasizing that individuals are free to challenge it through legal means.

The former Republican Vice President of Zambia clarified that the report he presented on the Zimbabwe elections was not a personal account but rather a reflection of the findings of the SADC observer mission. He stressed that the SADC mission operates in accordance with established protocols and guidelines and does not take sides in electoral matters.

“When we go into a country, we do not observe elections as individuals but as representatives of SADC,” Dr. Mumba asserted. “The task of the SADC observer mission was to audit the election. I never sided with Chamisa,” he added, referring to the losing opposition presidential candidate, Nelson Chamisa.

Dr. Mumba concluded by affirming the integrity of the report, stating that it adhered to SADC’s guidelines and principles. He expressed his unwavering commitment to fairness and justice, highlighting the mission’s dedication to carrying out its role with integrity.

Tragic Road Accident Claims 32 Lives in Luano District

Central Province – A Scania Truck Accident Leaves Dozens Dead and Many Injured

A road traffic accident has claimed the lives of 32 individuals in the Mboroma Area of Luano District, located in Central Province. Additionally, 19 people sustained injuries in the accident and have been admitted to Mkushi District Hospital for medical care.

The tragedy unfolded when a Scania truck, operated by 32-year-old Emmanuel Chunga from Itala compound in Mkushi, lost control and overturned on the Masansa-Mboroma road in Luano District. Preliminary investigations indicate that excessive speeding was a contributing factor to the accident.

The ill-fated truck was carrying an undisclosed number of passengers, including business men and women who were en route to participate in what is locally known as the “umunanda” mobile market. Tragically, the accident resulted in numerous fatalities, with some individuals losing their lives at the scene, while others succumbed to their injuries during transportation to healthcare facilities.

Charity Munganga, Deputy Police Commissioner for Central Province, provided details of the incident. Due to the significant number of casualties, the bodies of the deceased were transported to various hospitals within the province, as the mortuary in Luano District has limited capacity.

The accident serves as a sobering reminder of the importance of road safety and adherence to speed limits to prevent such devastating incidents on Zambia’s roads.

Downside of Monthly Fuel Reviews

The monthly fuel price reviews may be fine in principle and academic theory, but they assume a rational response from all stakeholders. They assume that pump prices will be increased proportionally when supply prices are increased and vice versa.

The downside however, is that pump prices are proportionally increased when a supply hike happens but the reverse does not follow. When supply prices are reduced, most businesses retain the revised hiked pump prices when the increase occurred.

So the assumption of a rational response does not hold. At the end of the day the consumer is continuously bearing the brunt of continuous price hikes. It makes planning for businesses very cumbersome as they have to adjust prices every month.

Please abandon the monthly price reviews and revert to the old system. It’s too complex for a country like Zambia.

Prison Deny Green Buffaloes Number One Dream

Green Buffaloes missed a chance to join Nkwazi at the top of the FAZ Super Division table after losing to Prison Leopards on Sunday in Kabwe.

Prison beat Buffaloes 1-0 in this round three match thanks to Junior Zulu’s 15th minute goal at Godfrey “Ucar” Chitalu Stadium.

The win moves unbeaten Prison to joint second on five points from three matches.

Nkwazi are topping the table with a one point gap.

Buffaloes stay put on three points after posting a win and two defeats in the new campaign.

Meanwhile, Forest Rangers and Red Arrows on Sunday settled for a goalless in Ndola.

Forest would have supplanted Nkwazi from the top had they beaten Arrows at Levy Mwanawasa Stadium.

Youth Unemployment Ticking Time Bomb is Global, as China Joins the Band Wagon

Youth Unemployment is one of the top problems that the Zambian government faces, and is grappling to solve. The New Dawn administration should, however, be comforted by the fact that the phenomenon is global, and the World’s second largest economy has just joined the queue of countries with high Youth unemployment.

“In nearly every country in the world, youth unemployment is much higher than general unemployment”, Wrote Pallavio Rao in Visual Capitalist, an on line Publication, citing data from Organisation for Economic Cooperation and Development (OECD).

It should be noted that the problem of Youth unemployment has become so widely spread that even G7 countries like Spain and Italy, are facing high Youth unemployment rates. Spain and Italy have 28.9% and 22.3% Youth unemployment rates respectively. In order to demonstrate how widespread the Youth unemployment problem is around the World, it may be useful to highlight a few countries’ Youth unemployment rates. Costa Rica (27.8%), Sweden 24.9%, Chile (19.6%), South Africa (51.5%), Botswana (38.8%), Namibia (39.78%), Greece (23.6%). But the country of particular interest, and which is rather surprising to experience high youth unemployment, is China.

China’s latest Youth unemployment rate which was announced in June, 2023, was 21.3%. This was a shocking figure, such that it compelled National Bureau of Statistics (NBS) to stop publishing Youth unemployment figures.

“Starting from this August, the release of urban unemployment rates for youth and other age groups across the country will be suspended,” NBS spokesperson Fu Linghui said at a press conference.

It is important to put the Chinese youth unemployment problem in context. In March, 2023, the Chinese government invited applicants to sit for the Civil service examinations, a pre-requisite to getting a job in the competitive Chinese Civil Service. There were 7.7 million applicants for 200,000 openings.

There are number of factors that have contributed to the high Youth unemployment in China. The number one factor is the Chinese government’s imposition of “Zero Covid” measures. This is what started the disruption. In addition, the clamp down on internet giant like TenCents Holdings and Alibaba, the escalation unfriendly business regulations has forced some foreign investors to flee or reconsider their investment decisions in China. The tariffs imposed by the former US President Donald Trump, which have been continued by the Biden administration as well as the generally toxic relationship between the two countries have all contributed to increased unemployment. In recent times, China has experienced a reduction both in exports and imports. And in general, Chinese consumer confidence has collapsed resulting in reduction in spending.

In our case in Zambia, we are aware of the high Youth unemployment, although we do not have readily available data to fully appreciate the magnitude of the problem, the way we do with inflation, interest rates, exchange rate and economic growth. The last Annual Labour Survey Report was in 2021. There are currently no 2023 Quarterly Labour Survey reports available on the Ministry of Labour and Social Services website. The reasonable guess is that Zambia’s Youth unemployment could be in millions, if the estimated number of youths leaving our education institutions and entering the Labour market every year of between 300,000 to 350,000 is accurate.

One of Zambia’s most respected independent Professional Body – The Zambia Institute of Chartered Accountant (ZICA), is concerned with the country’s high level of unemployment. ZICA President Cecilia Zimba, expressed her concern about the high level of unemployment in Zambia. And she rightly described it as a ‘Time Bomb”, if no practical policy actions are taken.

“Zambia needs to put in place measures to capture employment data on a timely basis and report periodically in the same manner inflation and policy rates are reported. Employment should be regarded as a key economic variable with a measurable target like GDP, inflation and exchange rate among others,” She said in an interview with Zambia Business Times.

It is vitally important that government ensures that timely collection and publication of Labour statistics is done, if it is to solve the unemployment problem. In the absence of data on labour, how can they craft an effective job creation strategy? It is like shooting in the dark, as the management guru Peter Drucker famously said, “If you can’t measure it, you can’t manage it.”  

As the situation stands, we really do not have credible formal empirical evidence about the number of unemployed Youth. We can only infer from the government recruitment exercises in the last twelve months or so. The recruitment of teachers attracted 100,877 for 30,496 positions; medical personnel attracted 137,139 for 11,276 vacancies; Zambia defence forces attracted 236,000 for 5,000 positions; Zambia Revenue Authority received 53,345 for 115 vacancies and Ministry of finance received 128 042 applications for the 46,800 temporary census jobs in 2022 Census.

There should be no dispute about the fact that high Youth unemployment in Zambia, has been with us for a long time. And therefore, it should not be blamed on the current administration alone. During the PF administration, the former Labour Minister, Fackson Shamenda admitted of its existence and expressed his concern, when addressing an International Labour organisation (ILO) conference.

“I am always reminded of the Arab Spring when I address the issue of youth unemployment. We all know what happened to our friends in North Africa, where disgruntled unemployed youths can help to bring down Governments. This is why we must, as a continent, seriously address the challenge of youth unemployment,” Mr Shamenda said.

The Youth unemployment problem is complex and multi-dimensional, and requires thinkers to solve it. As a person who has spent a couple of years thinking and analysing the Youth unemployment problem, with a view of coming up with possible solutions, I believe that there are several pre-requisites that the authorities should follow in order to solve the youth unemployment problem.

The first pre-requisite is that there is a need for government to measure the size of the problem through a statistical survey. The Authorities need to realize that in order to solve a problem, the size of the solution has to fit the size of the problem. Secondly, there should be a detailed diagnosis of the different causes of Youth unemployment in order to fully understand the problem so as to come up with possible solutions. It is common sense that there is no doctor who can cure a disease without diagnosis. Thirdly, there is a need to recognize and understand that the Youth demographic is heterogeneous, and these demographics have to be identified. The different demographics require different solutions. The design of the one size fits all solutions as has been the case in the past should be avoided as they have failed. And finally, a comprehensive road map that captures the above variables should be drawn up. The roadmap document should be the basis of designing the different short term, medium term and long term solutions, for the different Youth demographics. Innovative solutions are required, and not the failed initiatives of the past.

Nkana’s Losing Start to the Season Continues, Zesco Tumble

Nkana on Saturday started life minus legendary coach Beston Chambeshi with a 1-0 loss to Green Eagles away in Choma in their third match of the 2023/24 FAZ Super Division season.

Nkana last Tuesday sent Chambeshi on forced leave after posting two straight losses in the new season.

Sunday’s 1-0 loss to promoted Mutondo Stars in the Kitwe derby compelled Kalampa to replace Chambeshi with his deputy George Chilufya in an interim capacity.

Chilufya watched from the dugout as Kalampa lost their third consecutive defeat.

Freddy Michael scored a 75th goal at Independence Stadium to hand Eagles their first win of the season after two draws.

Nkana’s search for a goal and points continues this term.

Meanwhile, Zesco United’s unbeaten run in the season is over after succumbing to a 1-0 loss at Nkwazi in Lusaka.

Brian Masanyinga scored two minutes away from full time at Edwin Imboela Stadium.

Chipolopolo striker Patson Daka is staying at English championship side Leicester City after his proposed move on transfer deadline day failed.

Daka was linked with a move to Italian giants AC Milan and Premier League side Bournemouth but both transfers fell through late on the final day of the window.

The English media say Daka was keen to move back into the Premier League.

Leicester could not let Daka leave after they failed to find his replacement on the final day of the transfer window.

But, it is believed that the deal fell through after the Foxes were unable to bring in a replacement.

Bournemouth were confident of completing the deal for Patson Daka on deadline day, but the move broke down in the final hours of the transfer window.

The Zambia international was keen to move back into the Premier League, but the deal broke down in the final hour of the transfer window, according to the Daily Mail.

Daka has been at the King Power Stadium since 2021 after completing a big-money move from RB Salzburg.

The 24-year-old has scored 15 goals across 74 matches for the Foxes, but he is yet to make an appearance in the Championship this term.

Edward Chilufya Goes Back To Sweden

Chipolopolo midfielder Edward Chilufya has joined Swedish champions BK Häcken on a one-year loan deal from Danish side FC Midtjylland.

Chilufya completed his move to BK Häcken on Friday.

He joined Midtjylland in January, 2022.

“I’m happy to announce that I’m taking on a new challenge back in Sweden with league defending champions BK Häcken,” Chilufya reacted after the switch.

“Looking forward to getting down to work and delivering results on the pitch. Sweden, the Tiger is back. See you soon,” he stated.

Chilufya played in Sweden for Djurgårdens for over four years prior to his departure for Midtjylland.

Friend, God says that if you trust and hope in Him, you are blessed no matter what your circumstances are. You’re like a tree that is not affected by a drought. You keep on producing even in famine, you outlast the opposition, and you accomplish dreams bigger than you imagined. He has provided you with everything you need to succeed. The bad breaks, the people who walked away, and the unhealthy environment you may have been raised in cannot hold you back because your faith roots go deep. The illness, the child who is struggling, or the business that has slowed is not going to stop you. God is going to take what was meant for your harm and turn it to your advantage. It was meant to stop you, but if you keep believing, keep thanking God, and keep doing the right thing, you’re going to come out with luscious fruit—stronger, healthier, better than you were before. All the forces of darkness cannot keep the greatness and the purpose God put in you from flourishing in amazing ways.

ActionAid Zambia appeals to President Hichilema to address climate change

ActionAid Zambia in North-Western Province has urged President Hakainde Hichilema to address issues surrounding climate change as he opens the third session of the thirteenth National Assembly on Friday, September 8, 2023.

Organization Hub Coordinator Exilda Chisongo has told the Zambia News and Information Services in Solwezi District that the issue of climate change is something that needs serious attention by all stakeholders and ensure that leaders are committed to promoting climate justice.

Ms Chisongo said her organization is concerned that North-Western Province has not been spared from the negative effects of climate change.

“As the President opens the third session of the thirteenth National Assembly, we would like to hear him talk about the climate change agenda because our country is affected, so we would like him to encourage stakeholders to commit themselves towards promotion of climate justice and see to it that we re-commit ourselves to issues of climate change as a nation,” she said.

She added that trees have continued to be cut recklessly and wondered how committed the leaders are to mitigating the negative effects of climate change.

“Right now, we are struggling with issues to do with climate change, yet we have allowed citizens to continue cutting trees and the use of plastic bags that are below 30 microns in thickness in our communities,” she said.

Meanwhile, Ms Chisongo said government should expedite the process of opening the Kasenseli Gold Mine for increased revenue collection to grow the economy.

She said the organization believes that once the Mine is open it will create jobs for many Zambians to improve their livelihood and reduce poverty.

Minister Advocates for Investment in Arts Development to Boost Employment and Prosperity

Minister of Youth, Sport and Arts – Elvis Nkandu is seeking investment in arts development to create more jobs and wealth for the country.

Mr. Nkandu said there is a need to inspire investment in not just the upcoming National Arts Festival but also Arts Development in general.

In the company of Minister of Information and Media Chushi Kasanda, Mr. Nkandu officiated at the 2023 National Arts Festival Gala Dinner held at the Radisson Blue Hotel in Lusaka.

The National Arts Festival which will be held from the 22nd to the 30th of September 2023 is a national celebration of Zambia’s rich artistic talent and aims to showcase the best of Zambian arts as expressed and experienced locally.

“The Festival embraces the Zambian longstanding belief in the unity of purpose, unity as a nation and unity in diversity. The National Arts Festival is staged on the principles of national identity, creativity, patriotism and excellence,” Mr. Nkandu remarked.

“The 2023 National Arts Festival will be held under the theme “Accelerating Economic Development through Investment in the Creative Sector” The theme was inspired by the Republican President of Zambia Mr. Hakainde Hichilema who is also our Country’s Chief Marketing Officer.”

Mr. Nkandu concluded:”Rethinking the rules of engagement in a changing artistic landscape, the Gala Dinner was meant to inspire investment in not just the National Arts Festival but also Arts Development in general to create jobs and wealth.”

HH is a politician par excellence!

Love him or loathe him, Hakainde Hichilema is a politician par excellence! At a time when the price of our staple food, mealie meal, has hit the glass ceiling and rocketing through the skies; many politicians would rather elect to remain holed up in the sanctuary of State House in order to shield themselves from criticism as opposed to subjecting themselves to scrutiny.

Now…….here’s a leader who has taken a risk and stepped out of his comfort zone and grabbed the bull by its horns and faced his people. Launching 10 days of activism to commemorate 2 years of the UPND in power, President Hichilema made a foray into Mandevu to spearhead community service – something which isn’t new to him, anyway!

Even as some residents of Mandevu took to the streets to register their displeasure by waving pockets of pamela (miniature packs of mealie meal) as his motorcade wound its way to Chipala Level 1 Hospital where he was scheduled for some assignments; the president and his entourage never took offence.

Recounting this encounter later on his Facebook page, the president had this to write, “This open and peaceful environment as a result of the restoration of the rule of law, allows for such apprehensions to be voiced freely and we appreciated that.”

Hichilema went on to assure the nation that such concerns have been taken into consideration; while his administration remains committed to resolving the issue of mealie meal by “ensuring farmers are incentivised to grow more maize.”

Of course, the rest of the programme went on as planned. The president put on his work clothes and proceeded to help clean around the premises in order to, “demonstrate the importance of a clean and hygienic environment in a health facility.” There after, the president officiated at the drilling of boreholes in Mpulungu and Kabanana wards; areas which have lacked water for a long time.

The president could not hesitate, but confess that he was delighted to learn from the medical staff about how the constituency development fund (CDF) has enhanced the hospital’s operations by providing equipment and improving infrastructure.

Not to be deterred by the cantankerous conduct of the rented mob in Mandevu, the president continued with his exploits in other parts of Lusaka. Next day, he stormed Lusaka Central! He graced an interactive forum with NIPA and Evelyn Hone College students at NIPA after which he committed to sink boreholes at the two institutions in order to ease the water blues. He further donated a bus to NIPA and K100, 000 to Evelyn Hone from his own savings!

In Munali constituency, he continued with his his mission of helping improve water supply within the city by drilling yet another borehole. While in Mtendere, he learnt about complaints regarding the poor state of the road network which he had experienced for himself and agreed with the urgent need to work on the same.

In the mean time, the president continues his tour of the remaining constituencies in the nation’s capital. What do we make of this?

It’s sad that as the president continues to reach out to the people, endeavouring to explain the policies of his party and undertake community work; some of his ministers and senior party officials continue to be hypnotized in deep slumber! Where’s the Information Minister to explain or defend government policies? What is the Agriculture Minister doing to assuage the concerns of the people regarding the astronomical price of mealie meal? Are the provincial ministers doing enough to go out there and keep our people in the loop regarding what government is doing to ameliorate the plight of our people? We can’t even say much about the UPND party secretariat as it is completely dislocated from the rank and file of the party.

Several student union bodies in Zambia have come together to call for the long-awaited Tobacco Bill to be enacted into law. The proposed legislation aims to manage and regulate the production, use, and sale of tobacco products in the country, with the primary goal of safeguarding public health.

Speaking on behalf of these student unions, Chandra Choongo, President of the University of Zambia Students Union (UNZASU), emphasized the importance of enacting the Tobacco Bill as a means of protecting individuals from the harmful effects of tobacco smoke. Exposure to tobacco smoke is widely recognized as a significant health hazard.

Mr. Choongo expressed concerns regarding the lengthy period the draft Bill has been under consideration, which spans approximately 15 years, without significant progress toward becoming law. This delay in enactment has spurred the student unions to take collective action and advocate for the Bill’s passage.

The student union bodies voiced their concerns during a press briefing held at the Center for Trade Policy and Development (CTPD). They called on Members of Parliament to prioritize the Tobacco Bill, recognizing its significance for public health and well-being.

Additionally, Mercy Mecha, President of Chreso University Student Union, urged MPs to take a keen interest in the matter, emphasizing the need to address the regulatory gaps associated with tobacco use and sales effectively.

Sylvester Katantoka, Director of the Mental Health Users Network, underscored the potential of comprehensive tobacco legislation to combat tobacco-related diseases. Such a law, he noted, would be a significant step forward in safeguarding the health of Zambian citizens.

The collaborative efforts of these student union bodies and advocacy groups demonstrate the growing consensus on the importance of the Tobacco Bill and its potential to mitigate the health risks associated with tobacco use, production, and sale in Zambia. Their call for action seeks to promote the well-being of the country’s citizens and reduce the burden of tobacco-related diseases.
