State House has noted considerable progress in controlling armyworms in districts that have been invaded but has expressed disappointment at the absence of most Members of Parliament in the operation.

Special Assistant to the President for Press and Public Relations Amos Chanda says President Lungu is deeply concerned with the absence of some MPs in the operation to control armyworms and in the distribution of inputs and seeds in their constituencies.

ZANIS reports that Mr. Chanda said the Head of State wants all MPs to emulate the Vice President, Copperbelt MPs, the Acting Minister of Agriculture and District Commissioners who have taken a lead in controlling armyworms in all the affected areas.

He said President Lungu expects all MPs to return to their respective constituencies to take a lead in combating the worms that have destroyed crops by helping farmers to spray pesticides that are being distributed by government.

Mr. Chanda said considerable progress in combating armyworms has been recorded following the distribution of pesticide in affected areas but noted that there is need for about 9,600 litres of pesticide to be sent to areas that have been badly hit by armyworms.

The President has since incorporated the Zambia National Service (ZNS) into the join team to ensure that armyworms are quickly exterminated.

President Lungu has also directed the Ministry of Agriculture to give a comprehensive statement in the next one week on the operation to control armyworms.

State house has also announced that procurement of early maturing seed will be completed today and distributing will start to ensure that places that report crop failure could be given for replanting.

About 90,000 hectres of farmland has been affected by armyworms in Lusaka, Central, Copperbelt and Luapula provinces.

Fuel reduction too little to have impact on the economy-FDD

The opposition FDD has described the 8% and 5% fuel reduction by the Energy Regulation Board as pure window dressing which will not have any significant impact on the country’s economy.

Commenting on the announcement by ERB that it has reduce fuel by K1.20 Petrol and K0.68 Diesel FDD Spokesperson Antonio Mwanza explained that the reduction was too little to have any impact on the cost of goods and services.

He said government should instead have restored the pump prices to the original prices which was there before they increase by 30%.

“The reduction in pump price of fuel by ERB won’t have any positive impact on the economy because it is very insignificant. The prices of fuel were recently increased by over 30% hence the 8% and 5% reductions respectively are too insignificant to cause any real positive impact on the economy.

“The reduction is too minuscule to cause a reduction in the cost of production; the cost of essential goods and services, the cost of doing business and indeed the cost of living. Prices of essential goods and services and the cost of doing business will continue to rise.

“If Government was serious in reducing fuel prices they should have restored the prices to the initial amounts that were there before the increments. That would have had a real positive impact on the economy. Otherwise, this is purely window dressing and it won’t help matters,” he said.

The country’s Energy Regulatory Board to announced that prices for fuel have been reduced effective midnight.

The new pump prices are Petrol which was at K13.70 will now be sold at 12.50 after seeing a reduction of K1.20, Diesel will be at K10.72 from the previous K11.40 after a reduction of K0.68 while Kerosine will be at K6.81 from K8.03, Low sulphur diesel will be at K13.01 from 13.69.

The Energy Regulation Board (ERB) has reduced the pump price of all petroleum products effective Tuesday midnight tonight.

ERB Board Chairman Francis Yamba has announced that the price of petrol has been reduced by K1.20 and will now be selling at K12.50  from the K13.70

Professor Yamba further announced that diesel has seen a reduction  and will be selling at K10.70 from K 11. 40.

He said the price of Kerosene has been reduced by K1.22 and will be selling at K6.81 from K8.03.

Low Sulphur Diesel has also seen a reduction of 68 ngwee and will be selling at 13.01 from 13 .69.

Professor Yamba attributed the price reduction of the petroleum products to fundamentals such as the exchange rate

He added that ERB will continue to monitor and review the pump prices according to the minimised consumer shocks.

Professor Yamba was speaking at a media briefing in Lusaka.

The  Civil Society for Poverty Reduction (CSPR) is shocked with the
rampant corruption and theft in the Country.

CSPR Advocacy and Communication Programme Coordinator Maxson Nkhoma
said at a media briefing in Chipata that the revelations about the maize cash
gate scandal made by the Malawian Parliamentary Committees on Agriculture Irrigation and Water Development Committee as well as the Public Accounts Committee of the Malawian National Assembly  is unfortunate.

He said the scenario have not only exposed corruption and theft in the maize deal
but has also made it known that the Government to  Government maize
deal was a big lie and born out of malice and with intent to defraud
the Zambian Government of the taxes generated from the
sale and export of over 100,000 metric tonnes of maize from Zambia to
Malawi.

“CSPR has in the past few weeks been following the Parliamentary
debates in Malawi’s National Assembly where revelations that a Zambian
private company named Kaloswe Commuter and Carrier Services was
engaged as a middleman to facilitate the maize deal between ADMARC of
Malawi and the Zambia Cooperative Federation(ZCF) involving
K26.Billion which amount was paid up front to ZCF with a reported over
payment of K 9.5 billion which has angered several stakeholders in
Malawi including civil society groups,” he said.

Mr Nkhoma noted that the revealations have casued   the Head of State
to appoint an independent commission of enquiry to
investigate the purchase of maize from Zambia to Malawi.

He said  CSPR was happy that Malawian  President Peter Mutharika whose
efforts in the fight against corruption could be seen by setting up an
independent commission of enquiry to investigate the maize Cash Gate
scandal between the Zambian and Malawian government.
Mr Nkhoma noted that the Civil Society movement in Eastern province was
ready to work with the civil society groups in Malawi over the matter if they
would need any help over the said maize deal.

He said the revelations made in the Malawian Parliament were shocking
s because Zambians were told that the maize deal was a government- Government
deal.

He said the revelations further exposes the ZCF over its delays to pay
farmers from whom the 100,000 tonnes of maize on claims that they have
not yet been paid by the Malawian Government when in fact not.

“CSPR questions the extent of involvement of the state in the Maize
deal and calls on the minister of Agriculture to give the official
position on this matter without further delays. This maize deal has
caused non repairable damage to the image of international community
on our country’s weak governance structures and confirms the existence
of rampant corruption in the Country,”he said.

Mr Nkhoma called on the Government to give an update on the missing
relief food maize in Eastern province meant for the people of Malambo
constituency which was allegedly sold to Malawi at the expense of the
poor and suffering people of Malambo Constituency.

He said it was  regrettable  that while President Edgar Lungu  has been preaching
against corruption his government officials were on top of the heal
singing praises of how good corruption has made them rich over night.

MMD calls for demolishing of alleged cartels in civil service

The Movement for Multipary Democracy (MMD) says there is need to demolish cartels that have been formed within the Civil service so as to enhance service delivery to the people.

Speaking when he featured on Pan African Radio, MMD National Secretary Raphael Nakacinda alleged the country’s Civil service is riddled with cartels formed within it for the purpose of enriching themselves.

Mr Nakacinda said government workers have developed systems which they are using to enrich themselves when their job as civil servants should be to better the lives of the Zambians.

“Along the way people have even devised a system through which they use their positions in government which they use to enrich themselves. We need to demolish cartels that have been created with the civil service,” he said.

He explained that those who are in the civil service to enrich themselves should live their government jobs and start businesses.

“Each one of us has a choice either to go and do business in the private  sector, if you desire to get rich and wealthy you go to the private sector, we have liberalised the economy, of course this one of the hall marks of the MMD government therefore anybody can start a business but if you chose to to join the Civil service in principal you have committed yourself to service  the public because it is not by force.

“These days simple things like procurement for example, why is it that when it comes to procuring goods for government there are always three to four times higher than the market price? The inflating of prices is because there has been developed within the system,” he said.

He further suggested that government considers a shakeup at departmental level so as to make individuals more productive.

“Maybe we need to transfer certain individuals, maybe they have over stayed in one office so they are doing the same things over and over, maybe you take them somewhere else so that they shakeup and become more productive.”

Recently the FDD said government should get rid of non productive Civil servants as they a were drain to government resources.

Higher Education Minister Professor Nkandu Luo has announced that government is in the process of grading all universities operating in the country.

Prof Luo said government is developing systems that will ensure that both public and private universities are ranked according to excellence.

She said the move is part of measures aimed at improving the quality of education being offered in higher learning institutions in Zambia.

Prof Luo said government is concerned that some of the universities operating in the country are offering substandard services.

The Higher Education Minister was speaking this morning when she featured on the Lusaka Star radio programme on UNZA Radio.

“It is very worrying that in some of these universities mushrooming in the country, you will find a person with a first degree teaching someone in a Master’s Class. That is unacceptable anywhere in the world. We have to put a stop to this,” Prof Luo said.

She added, “The grading system will soon be introduced and right now we are working on systems. We need to do the rankings and publish these based on set criteria, we need to know the best university in the country and the worst.”

Prof Luo said university rankings is a common feature of higher education in most developed countries.

“When you are in England for example, they will tell you how Oxford is ranked, how the Cambridge is ranked or even the ranking for University of London. This is what we want to introduce in our country,” she said.

Prof Luo further said, “Most of us believe that the University of Zambia is the best in the country, maybe that is not true anymore.  It could be a false assumption. So we need to put UNZA to a test and the results will reveal the facts and these tests will be done on all the universities we have.”

She said the rankings will also help prospective students pick the right universities for their studies.

And Prof Luo has dispelled reports that a good number of first year students awarded bursaries to study at UNZA and CBU for the 2017 academic year are children of Ministers serving in the PF government.

Prof. Luo said she is not aware of any recipient who is a child of a Minister and urged Zambians not to demonise Ministers and their children.

Jericho Shinde cautions Zambia Under-20

Ex-Nkana and Zambia midfielder Jericho Shinde has cautioned hosts Zambia Under-20 against complacency ahead of next month’s Africa Under-20 Cup of Nations on home soil.

Shinde said the Junior Chipolopolo should forget their recent triumph at the COSAFA Cup and shift attention to the Africa Cup.

Coach Beston Chambeshi’s boys last month won the COSAFA Cup with a perfect record which saw them beat hosts South Africa 2-1 in the final.

“COSAFA and Africa Cup are two different platforms so we should not be carried away. Playing against teams like South Africa and the rest in this region is a piece of cake for Zambia,” Shinde said.

“We will be tested when will host the Africa Cup. Getting the cup calls for hard work from all stakeholders,” the former Kalulushi Modern Stars coach said.

Shinde said as hosts Zambia must aim to excel at the championship.

“As hosts we must ensure that we win the cup. If we can’t win why even host the tournament in the first place We have home advantage as hosts. We know the territory and everything,” Shinde said.

Zambia are in Group A with Egypt, Guinea and Mali while Group B has Senegal, South Africa and Sudan.

Post trucks impounded in South Africa

A team of Zambian and South African police officers has impounded some courier trucks in South Africa, which reportedly belong to the Post Newspaper in Liquidation.

The trucks allegedly concealed are parked at South African Freight Forwarding Limited premises in Germstone area.The trucks were discovered after the Zambian and South African crack squad carried out an operation.

Post Newspaper in Liquidation Manager Robert Chawinga who accompanied the crack squad said the Liquidators are determined to recover all the assets.Mr Chawinga said the assets will be sold to offset the debt owed to creditors.

And South Africa’s Freight Forwarding Company Chief Executive Officer Robby Forbes said the trucks have been parked since July last year.Last year, a dozen Post Courier trucks were impounded in Shimabala area where they were reportedly concealed.

The Post Newspaper Ltd was placed under receivership and the process of placing the newspaper under compulsory liquidation was started last November.

The newspaper was shut down last year by the Zambia Revenue Authority for failing to pay millions of US dollars in back taxes.

The Post Newspapers is owing over K 187 million to creditors.According to a creditors list released by Post Newspapers Provisional Liquidator Lewis Mosho of Lewis Mosho and associates, the newspaper company owes among other entities Investrust Bank Plc, NAPSA, Development Bank of Zambia and the Zambia Revenue Authority.

Minister of Defence Davies Chama says Zambia is hopeful that peace will prevail in the neighbouring Democratic Republic of Congo -DRC- following a deferred election.

Mr. Chama said Zambia stands ready to receive asylum seekers and refugees who might run away from Congo D.R. due to anxieties resulting from the deferred election.He said it is normal for some citizens to run away from their country because they are scared of the election mood.

Mr. Chama said the mood in Zambia during the 2016 General election was a case in point as tension was high adding that it is gratifying that the country still emerged as a beacon of democracy.

The Defence Minister says President Edgar Lungu has sent a high powered delegation which he is leading to check on the plight of local citizens, refugees and asylum seekers along the border lines of Luapula and Northern Provinces.

The Minister was speaking in Nchelenge District, Luapula Province, when he visited Kirwa Island.

Minister of Home Affairs Steven Kampyongo, Luapula Province Minister Nixon Chilangwa, Luapula Province Permanent Secretary Buleti Nsemukila, Home Affairs Deputy Permanent Secretary Willies Manjimela, Defence and security dignitaries among others are in the entourage.

And Mr. Chama said the 48 Marine Commando Unit launched by President Lungu last year is meant to help in the fish ban control contrary to assertions that they are meant to harass the people of Nchelenge.

Speaking at Chipungu Border Post in Chiengi District, the Defence Minister said Government is happy with the vigilant defence and security wings who are maintaining law and order as well as the territorial integrity of the country.

And Mr. Kampyongo said the people of Kirwa Island in Nchelenge should remain alert at all times.Mr. Kampyongo has further called on security wings in Chiengi District to be more alert as the District recorded 18 refugees from Congo D.R. a month ago.Luapula Province Minister Nixon Chilangwa said the Provincial administration will work with stakeholders to ensure comfort for Refugees and asylum seekers.

Vice President Inonge Wina has described the destruction of maize fields by army worms as a national crisis requiring concerted efforts of all stakeholders.

The Vice President says efforts should be intensified in eradicating the Army Worms that are a big threat to the country’s food security and likely to cause a mass destruction if not contained.Mrs Wina has since called for a strong alliance among various government units to help contain the invasion of army worms ravaging maize fields in various parts of the country.

She says the current situation needs involvement of all stakeholders such as the traditional leaders, civic leaders and Members of Parliament.The Vice President was speaking when she visited the Disaster Management and Mitigation Unit -DMMU- offices in Lusaka.Mrs WINA has commended the strides being made by the Ministry of Agriculture and the DMMU to contain the Army Worms.

And during the briefing, DMMU National Coordinator Patrick Kangwa disclosed that so far over 15 thousand litres of Pesticides have been dispatched to all provinces in the country.Mr. Kangwa however, said there are about 28 thousand Litres of pesticides procured and will be dispatched.

He noted that 63 thousand 975 farmers in the country have been affected by the destructive worms.Mr. Kangwa also disclosed that over 89 thousand hectares of maize fields have been affected with Central province being the most hit by the crisis followed by Copperbelt and Lusaka Provinces.

He also revealed that reports reaching his office indicate that some officers are not active in the operation to eradicate army worms.

And agriculture Permanent Secretary Julius Shawa said all protective wear and equipment that are supposed to be used have been distributed.Mr. Shawa said experts will study the Army Worms and give feedback so that there is a review of the operation.Meanwhile, Acting Secretary to the Treasury Pamela Kabamba said K10.5 million has been released to contain the invasion of army worms.

Mrs. Kabamba said the treasury has disbursed K7 million to the Ministry of Agriculture and K3.5 million to the DMMU.

The National Road Fund Agency (NRFA) has disclosed that it raised over K450 million from toll fees in the previous year 2016.

And the agency has targeted to raise over K2.1 billion from toll fees this year, 2017 from the Tolling Programme Phase II.

Briefing journalists today during a media Breakfast Meeting in Lusaka, NRFA Acting Chief Executive Officer Engineer Wallace Mumba says the agency has grown having started with a humble budget of K849 million in 2006 to K6.6 billion in 2016 giving a total budgetary allocation of K33.5 billion by end of 2016.

Engineer Mumba says the period from 2011 to date has been iconic for the road sector having seen an upswing in the overall road infrastructure investment with over K24 billion out of the K33.5 billion allocated to the sector representing 72% of the total investment during the last 10 years.

He says within 2016, the agency commissioned three toll stations using a simple booth and boom technology and brought in new stream of revenue particularly for sustainable road maintenance.

He adds that the three inland toll stations of Manyumbi, Kafulafuta and Kafue are contributing around 10 percent of the overall annual toll revenue from ports of entry and weighbridges.

Meanwhile, the NRFA Acting Chief Executive Officer has also disclosed that there are toll sites that will be introduced this year which include Levy Mwanawasa between Ndola and Kitwe, Garnerton between Kitwe and Chingola, Kapiri to Mkushi along Great North Road, Kasama – Mbala, Choma, Solwezi – Mutanda junction, Nyimba – Petauke, Katete – Chipata.

No one at FAZ has told Wedson Nyirenda he may just have a full plate before Zambia’s next 2018 World Cup qualifying date against date Algeria in August after he demanded for friendlies to prepare for that match.

It looks like Wedson has been made to believe that Zambia will be quite inactive for the next seven months before hosting Algeria on August 28 on match day three of the 2018 qualifiers.

“We need to play at least three friendlies before playing the FIFA World Cup qualifiers,” Wedson said on ZNBC Sunday Interview.

Wedson has potentially three tournament qualifiers before August that could give his preparations for Algeria a massive lift.

Firstly, March will kickoff with the Cameroon 2019 Africa Cup qualifiers during the FIFA match weekend of March 20-28 when the lower ranked sides begin their knockout campaigns although a friendly date for Chipolopolo is expected to be sourced for that period.

But Zambia may enter the fray in the second stage during the June 3-13 FIFA weekend.

And barring a bye, Zambia also faces the prospect of six four match weekends for the Kenya 2018 CAF African Nations Championship (CHAN) qualifiers, CAF ‘s second tier Africa Cup for domestic-based players.

CHAN will especially give Wedson the best possible test for his home-based drafts he is eyeing to include for the Algeria date.

The first two CHAN home and away dates will come in the last two weekends of April.

The CHAN second round qualifiers will be played in mid-July and the last phase will be played two weeks before Zambia host Algeria in August.

Leave us out of your failures in agriculture , Chief Mukunu tells PF

The Patriotic Front (PF) is full of cowards and should not drag Southern Province traditional leaders into its agricultural failures, says chief Mukuni.

Chief Mukuni said it was sad that PF could drag traditional leaders into its inefficiencies.

On Tuesday, PF deputy spokesperson Frank Bwalya accused traditional leaders in Southern Province of tampering with food security.

He alleged that some chiefs, headmen and women in the province were telling peasant farmers not to collect farming inputs, which the government was distributing, because they were late.

“We believe that food security is national security because hunger is a receipt for instability. Hungry people can pose a danger on society. Therefore, we strongly believe that traditional leaders who are discouraging peasant farmers in Southern Province from planting on grounds that it is late are not only compromising food security but also endangering national security as well,” said Bwalya.

“We are investigating the real motive by traditional leaders who are clearly trying to create a crisis regarding food security.”

But chief Mukuni said traditional leaders took care of thousands of lives and would not want to see anyone suffer.

“Frank Bwalya is a coward. If there is any group of people that has a large number of cowards, it is the PF. Why did he not mention the chiefs or headmen and women by name instead of just leaving the country to speculate? If I have a problem with President Edgar Lungu or any political leader, I should say so by mentioning names. We are and will always encourage our subjects to aim at returning this province back to its lost glory of being the nation’s food basket, so how can we stop them from collecting farming inputs? Let him concentrate on the PF and leave us out of the PF’s agricultural failures,” chief Mukuni said.

He said he was shocked that a group of farmers was made to spend nights outside the old district commissioner’s office in Livingstone near Anglican Church from Tuesday to Thursday just to try and collect farming inputs.

“These farmers were supposed to be in their fields and yet they are made to spend nights in the cold just trying to get inputs. Can Bwalya say he will refund them for any costs they have incurred? Let him shut up if he has nothing to say,” said chief Mukuni.
