EU EOM Zambia short-term observers attend their training in Lusaka

The EU Election Observation Mission reinforced its team with 56 of short-term observers ahead of election day. The short-term observers arrived on Friday to begin their training in Lusaka before being deployed all over Zambia. The Mission has been in Zambia since 29 June to observe all phases of the electoral process, and now has more than 120 observers in the country.

The 56 short-term observers (STOs) of the European Union Election Observation Mission arrived in Zambia on Friday, 5 August. They join the Mission’s 24 long-term EU observers (LTOs) and its Core Team that has been in the country since 29 June, to reinforce the Mission for election day observation activities.

The short-term observers arrived from all 28 EU member states plus Norway. They will participate in a two day training at the EU EOM headquarters in Lusaka before being deployed to their areas of responsibility on Monday, 8 August. With their arrival, the EU EOM reaches full strength with over 120 observers in Zambia.

On election day, EU observers will follow the voting, counting and tabulation at various polling stations across the country. They will report their observations to the Core Team of the Mission in Lusaka, where the data coming from every corner of Zambia forms part of a comprehensive analysis.

The initial findings of the Mission will be presented to the Zambian people and all electoral stakeholders in a preliminary statement at a press conference two days after elections day. A comprehensive final report, including recommendations for future elections, will be published approximately two months after the end of the electoral process.

On Monday morning, 56 Short-Term Observers (STOs) of the European Union Election Observation Mission (EU EOM) will be deployed to their areas of responsibility to begin preparations for their observation activities ahead of and on Election Day. The STOs will work in teams of two, and will join the EU Election Observation Mission’s Long-Term Observer teams (LTOs) who have already been in the 10 provinces of Zambia since mid-July.

Following an invitation from the Government of Zambia, the European Union has established a Mission to observe the Presidential, Parliamentary and Local Council Elections, as well as the referendum on the Bill of Rights, due on 11 August. The EU EOM serves as a neutral and impartial team of experts and observers. It was invited to Zambia in support of the democratic process by making an independent, comprehensive analysis of all aspects of the elections. At full strength, the mission will comprise more than one hundred international observers.

HH & GBM are Threatening My Life-Bowman Lusambo

As the nation heads to Thursday’s general elections, I would like to draw attention to the numerous threats on my life by UPND leader Hakainde Hichilema and his running mate Geoffrey Bwalya Mwamba.

As a people’s representative, I have attempted to dismiss such threats as part of our fledgling democracy especially during this time of heated politics but I have now come to a conclusion that the two mean every word and they are bent on harming my life.

The events of the last few weeks coupled with credible intelligence reports gathered by our team in Ndola have confirmed that plans to eliminate my life have reached an advanced stage hence our decision to alert the police and nation today.

At a recent public rally in Chifubu, Mr Hichilema publicly told the people that the UPND are aware of all my movements, the vehicle I am using and where I am staying and that they will deal with me before voting day.

The same threats on me were repeated by Mr Mwamba when he recently toured Ndola but he extended the threats to my colleagues standing on the PF ticket Emmanuel Mulenga and Frank Ngambi in Ndola Central and Chifubu constituencies respectively.
We have now resolved to report the two UPND officials to the police for threatening murder and it is my hope that the police will cage these two before Thursday.

In a democratic state like ours, we cannot have two senior opposition leaders going about issuing murder threats on opponents openly. As a law abiding citizen, I have a duty to ensure that our politics are free off such characters.

I am however not surprised that Mr Hichilema and Mr Mwamba have now resorted to threatening murder against me as we head towards Thursday. The two have now established that their struggle to penetrate the Copperbelt generally and Ndola in particular is in part due to the massive resistance that our people have put up because we have mounted a proper campaign that has focused on development.

Together with my colleagues standing on the PF in Ndola, we have punched big holes in the UPND’s campaign messages and the people are now able to see through all the lies and deceit that come with the UPND.

In contrast, the people of Ndola and particularly Kabushi constituency have rallied around our message of continued hope and accelerated development through young and vibrant leadership.

In frustration, the two UPND officials have now elected to eliminate my life as a way of furthering their chances in Ndola in Thursday’s election.

This again confirms the levels of desperation that the two have to take over government. They will stop at nothing even if it means spattering blood to win this election and Zambians should be very careful with such leaders.

I however wish to sternly warm Mr Hichilema and Mr Bwalya that attempts to kill me or derail the last few days of the campaigns shall not succeed. Our conviction to deliver development to the people of Kabushi has been ordained by the Almighty God and it is He who has led our campaigns from the first day.

My entry into Parliament and President Edgar Chagwa Lungu’s re-election is guaranteed because God who knows my coming in and going out has already proclaimed so.

I wish to reiterate that we are fully aware of their evils plans and that our intelligence team is far more advanced and always 10,000 steps ahead of them.

To the people of Zambia in general and the people of Kabushi in particular, i urge you to remain peaceful as we go towards Thursday. Let us conclude our campaigns in a peaceful manner and go and vote for President Lungu and Bowman Lusambo respectively for a better Zambia and a better Kabushi.

God bless.

UPND cadres continue impounding ECZ trucks on suspicion of carrying Pre-Marked ballot papers

105

United Party For National Development (UPND) cadres in Central province yesterday blocked the great north road to intercept three Electoral Commission of Zambia-ECZ-trucks on suspicion that they were carrying pre-marked ballot papers.

The three containerized trucks registration numbers ABF 2766, GRZ 100BM and ABF 3144 carrying election materials were destined for Muchinga and Luapula provinces.

The carders led by Kabwe provincial chairperson, Milner Mwanakampwe escorted the trucks from Kabwe business district to Mkushi district.

Last UPND cadres in Senanga impounded another Electoral Commission of Zambia (ECZ) truck ferrying election materials on suspicion that it was carrying pre-marked ballot papers.

The incident happened less than 24 hours after UPND cadres in Livingstone impounded and damaged new ECZ trucks on suspicion that they were laden with pre-marked ballot papers.

The incident happened when the ECZ truck, which was carrying election materials to Sioma and Shangombo, broke down in Senanga

And UPND has justified the impounding of an Electoral Commission of Zambia (ECZ) truck ferrying election materials by its cadres in Senanga on Tuesday as praise-worthy alertness.

The Senanga incident happened less than 24 hours after UPND cadres in Livingstone impounded and damaged new ECZ trucks on suspicion that they were laden with pre-marked ballots

On Monday, UPND supporters in Livingstone impounded and searched eight new Electoral Commission of Zambia (ECZ) trucks which were accompanied by State Police on suspicion that the trucks were carrying materials for rigging elections.

The search, which was conducted by the Police and UPND cadres from morning up to around mid-day at the Zambia Revenue Authority (ZRA) Port Office, revealed that seven trucks were empty while one truck was carrying spares for the rest of the trucks.

At the end of the search, UPND resolved to send a team of officials to accompany the trucks alongside the Police to Lusaka to ensure that nothing was put in them along the way.

Today’s Message: Observe to Do

7

bibleToday’s Scripture

“Be strong and very courageous, that you may observe to do according to all the law which Moses My servant commanded you; do not turn from it to the right hand or to the left, that you may prosper wherever you go.”
(Joshua 1:7, NKJV)

Observe to Do

The Bible has a lot to say about prosperity. Prosperity simply means thriving, vibrant and alive. It’s a picture of vitality. When you are prosperous, you have more than enough to give to others. That means more peace, more grace, more hope, more love.

The key to receiving all these spiritual blessings is found in today’s verse. When we “observe to do” what God has commanded, we are setting ourselves up for success. We are engaging in His system of doing things; and when we do things God’s way, we get God’s results!

Today, “observe to do” what God has commanded. Invite Him to search your heart and mind and remove anything that is displeasing to Him. Put Him first because when you make Him your number one priority, you are setting yourself up to prosper wherever you go!

A Prayer for Today

“Father, thank You for Your Word which is a lamp to my feet and a light to my path. I choose to put You first place in every area of my life. I submit myself to Your Word that I may follow You and be blessed in everything I do in Jesus’ name. Amen.”

Power send Zanaco to second loss of the season, Nkana end Warriors home run

Power Dynamos did second placed Nkana a big favour on Saturday after beating Zanaco 2-1 to see The Bankers lead cut from eleven to eight points on the FAZ Super Division table.

The result at Arthur Davies Stadium in Kitwe also handed Zanaco its second league defeat of the season and ended their 8-game unbeaten run.

Power played about their best football this season in a match new coach Dan Kabwe demonstrated his tactical nous playing the tried and tested players who had stuttered early this season under the fired Tennant Chilumba.

Kabwe is now unbeaten in five games in charge with one draw and four straight league wins.

Fwayo Tembo put Power 1-0 into the break in the 12th minute and turned provider in the 59th minute for Patson Daka’s second goal.

Zanaco scored the equalizer in-between through Fashion Sakala after he raced past Govender Simwala and Billy Mutale in the 47th minute before beating his former club-mate Allan Chibwe.

But Power also had defender Francis Kasinde to thank after he cleared his ex-Arthur Davies team mate Isaac Chansa’s header off the line in the 15th minute and Sakala’s attempt in the 32nd minute.

Meanwhile in Kabwe, Nkana ended Kabwe Warriors unbeaten home run this season thanks to a 1-0 away win at Godfrey ‘Ucar’ Chitalu Stadium.

Just like in the first leg at Nkana Stadium in April, midfielder Jacob Ngulube returned to punish Warriors with a 22nd minute winner.

LUSAKA Province Police Commissioner Nelson Phiri says the command has put various measures in place to ensure a safer, peaceful and secure electoral environment for all citizens in the capital ahead of next Thursday’s general elections.

And Mr Phiri said in order to ensure security at all polling stations, police have deployed officers in all seven zones of Lusaka, catering for all seven constituencies in the province.

He said each zone has been allocated with a substantial number of officers stationed there and will be supervised by senior officers who can easily be contacted in case of an emergency.

Speaking during an electoral stakeholders meeting with political parties , civil society (CSO) and faith-based organizations in Lusaka yesterday, Mr Phiri said over 30 cases of electoral violence have been recorded such as destruction of campaign materials , shooting incidents , malicious damage to both private and public property and physical attacks on innocent citizens and the police.

Mr Phiri said some of the measures the police have put in place ahead of the elections include increased police presence in communities, public awareness campaigns against electoral violence and enhanced collaboration with electoral stakeholders.

Mr Phiri said during the 2011 general elections, the police recorded incidents such as burning of motor vehicles in Kanyama constituency, riotous behaviour in Lilanda compound, harassment of electoral officers and political violence and clashing between political parties.

The commissioner said it was the prime focus of Zambia Police to promote the rule of law, respect for human rights, safeguard lives and property during the electoral process and ensure that sponsors and perpetrators of violence were arrested and face the law.

And civil society organization representative (CSO) Judy Mulenga has commended the police for the preparations and measures that it had put in place ahead of the elections.

Ms Mulenga said the issue of elections was a fundamental civil and political human right.

She said it was important that human rights were promoted to benefit human beings.

Meanwhile, faith-based organizations representative, Council of Churches in Zambia (CCZ) chairperson Rev Michael Ngondwe, said peace was cardinal to every developing nation.

And Mr Phiri presented footballs to political parties as a way to symbolize peace for them to play ‘‘peaceful football’’.

1000 youths, including graduates, scramble for 20 cleaning vacancies

26

MORE than 1,000 Zambian and Zimbabwean youths from Siavonga and Kariba town, among them university graduates, yesterday thronged the Zambezi River Authority (ZRA) offices in Zimbabwe to seek employment as cleaners at the multinational regulatory company.

The Kariba border post, which is usually empty due to low traffic between Zambia and Zimbabwe, was by as early as 06 hours jammed with job seekers from Siavonga and surrounding areas who were found processing border passes to cross into Zimbabwe for interviews as office orderlies.

The job interviews, which were originally slated for Monday, were moved to Thursday after ZRA officers failed to control the multitude of people who had camped outside their premises to submit their job application letters.

Job seekers, who lined up the entire Mahombekombe road in Kariba town where the ZRA mechanical workshop and offices are located in Zimbabwe, were answering to an advertisement by the river authority that intended to recruit 20 sweepers and cleaners.

The financial and economic meltdown in Zimbabwe coupled with the depletion of fish in Lake Kariba has left many people, especially youths, jobless in Kariba Town in Zimbabwe while lack of industries in the resort town of Siavonga has rendered many youths destitute.

The high unemployment levels has also forced many youths especially girls in the two communities to venture into prostitution and other dangerous vices that puts them at high risk of contracting HIV/AIDS.

The Zambezi River Authority, which is co-owned by Zambia and Zimbabwe, is said to other goodconditions of work and pays its low ranking employees such as office orderlies and sweepers better than what an average Government school teacher or nurse gets in the two neighboring countries.

The company, which oversees and regulates usage of water in the Zambezi River, will employ over 500 people from both Zambia and Zimbabwe when it launches its US$294 million Kariba Dam wall rehabilitation project which will be undertaken over 10 years.

Kalaba dismisses HH’s letter to the UN over President Lungu’s alleged threats

146
Foreign Affairs Minister Harry Kalaba
Foreign Affairs Minister Harry Kalaba

Foreign Affairs Minister Harry Kalaba has dismissed the letter and contents written by UPND President Hakainde Hichilema as an act of serious desperation and hopelessness.

Mr Hichilema has written to United Nations Secretary General Ban Ki-moon seeking intervention over President Edgar Lungu’s threats on democracy and the breakdown of law and order in the country.

Mr Hichilema’s letter was copied to South African President Jacob Zuma, SADC Chairman Ian Khama, COMESA secretary general Sindiso Ngwenya, Chairperson of the African Union commission Dr Nkosazana Dlamini Zuma, Dean of the African diplomatic corps David Banda and International Conference on the Great Lakes Region (ICGLR) Executive Secretary Muburi Muita.

Mr Hichilema also wrote to American Ambassador Eric Schultz, Commonwealth Secretary General Patricia Scotland, chairman of the African Union Idris Derby, New Chairman of the African Union Paul Kagame, Ambassador of the Commission of the European Union to Zambia Alessandro Mariani and SADC executive secretary Dr Stergomena Lewis-Tax.

“Recent events in our country give rise to serious concerns on our part, which require the attention, intervention and urgent engagement of your organisations. We are immensely proud of our country’s previous peaceful elections and we would not like this record to be tarnished.

Recent acts of State and political party violence have put our country in a state of uncertainty and the potential for breakdown of law and order which could quite easily degenerate into a civil war, which must be avoided at all costs,” Mr Hichilema stated.

“I attach to this letter a catalogue of print and video images of some of the ugly incidences which have given rise to our concerns and grave anxieties. It is for these reasons that we urge you to help bring about calm, by bringing the participating politics parties together to sign a peace accord which would hold up to the 11th August, so that the lives of our citizens are not endangered.”

He observed that all previous peace agreements between political parties had failed.
“The leaders of the three church mother bodies brought all the major political parties together on 29th April, 2016 where they made a commitment to campaign peacefully during these elections and to reject violence. These commitments have sadly broken down and are not being honoured.

Recently, the Electoral Commission of Zambia (ECZ) suspended election campaigns for 10 days in Lusaka and Namwala districts on account of reported violence, but it has become a notorious fact that branded motor vehicles of the ruling Patriotic Front (PF) which were prohibited by ECZ continued to campaign especially in the capital Lusaka, without being stopped by either the police or ECZ, causing anger and frustration on our part and others taking part in these elections,” Mr. Hichilema stated.

He stated that if the situation remained unchecked, it would produce serious consequences for the country.

“This state of affairs is menacingly leading to a breakdown of law and order in our country and concerns to this effect have also been voiced in equal measure by the Human Rights Commission of Zambia, the Law Association of Zambia, the Non-Governmental Organisation Co-ordinating Council and the Southern African Centre for Constructive Resolution of Disputes (SACCORD), who have accused ECZ and the Zambia police of being biased against opposition parties,” Mr. Hichilema stated.

“We fear that if this situation remains unchecked, it could produce serious consequences for our country and its people, hence this urgent request for Your Excellences’ engagement and intervention. I am confident that you will give this matter the urgency and seriousness it deserves.”

But Mr. Kalaba stated that Hichilema was fearful of an impending fifth straight loss and was now making desperately wild claims to attract international attention to himself.

He said that Zambia is a democratic state that runs free, credible and fair elections and Mr Hichilema was afraid of the impending rejection from Zambians that he would face next week.
He said the act by Mr Hichilema was desperate and highly unpatriotic and was surprised that any Zambian could write such a letter against his own country.

Below is the full statement by Mr. Kalaba

HICHILEMA’S DESPERATION IS ALARMING

We have learnt with sadness that United Party for National Development (UPND) leader has written an unpatriotic letter to the United Nations and copied it to the African Union, International Conference on the Great Lakes (ICGLR) and other bodies.

The gist of this letter is the preposterous claim that Democracy and Freedoms have been eroded in Zambia by the government of President Edgar Lungu.

We suspect that Mr. Hichilema is smelling a clear electoral defeat, a straight 5th personal loss for him that he can’t appear to stomach.

We are shocked that any citizen of this peaceful and democratic country could write such a demeaning and unpatriotic letter against the spirit of his own country. It is imperative to state that the basis and foundation of his letter holds no truth and is an attempt to merely scandalise the credible electoral process.

President Edgar Lungu has been at the forefront of ensuring that Law and Order is preserved and the inter party violence incidences were curbed. On the other hand, Mr. Hichilema has promoted activities that violate peace, law and order by defying the law and public order act.

He is on record as the only political leader who refused to be part of the peace efforts initiated by the ECZ Zambia remains a peaceful country and will hold credible, transparent and democratic elections.

Mr. Hichilema has been able to hold public rallies and meetings without hindrance or stoppages. Government has invited local and international observers to witness this process.

We therefore call upon Zambians and the recipients of this desperate letter to dismiss its contents and regard it as only worth for its nuisance value.

We also urge Mr. Hichilema to recognise that his acts of unpatriotism against his country is so regrettable that it amounts to sabotage and beneath the call of a man aspiring for the highest office in the land.

Mr. Hichilema is expected to express sincere gratitude and patriotism to Zambia and its people for all the country has given him.

His hypocrisy and desperation speaks volumes about why Zambians have rejected him for four times in the past and are most likely going to reject him for the 5th time.

God bless Zambia.
Hon. Harry Kalaba Minister of Foreign Affairs

A BRITISH national, Chaz Powell, has partnered with a Livingstone based retired medical doctor,Teddy Mulenga, to walk from the source of Zambezi River in Western Province of Zambia and pass through Angola up to Mozambique.

The journey, which is aimed at raising money for wildlife conservation and anti poaching activities, is expected to start next week on August 10 up to January next year.

If this mission will be succesful, the two will be the first people in history to walk along the entire Zambezi River for a journey of about 2, 500 kilometres.

Speaking in an interview in Livingstone yesterday, Mr Powell said he decided to partner with a medical doctor who would carry a medical kit in case the two fell ill along the way.

Mr Mowell hopes that the duo would be in Livingstone by end of September 2016 or Ocyober this year where a photographer and other national from United Kingdom were expected to join in walking to Mozambique.

Powell has since described the planned expedition along Zambezi River as the biggest adventure to occur in his life.

“I am an expedition leader already in Zambia and Botswana. I am attempting to walk from the source of Zambezi River in Zambia’s North Western Province and finish at the beach of Indian Ocean in Mozambique.

“I am raising money for David Shepheard Wildlife Foundation which is also doing conservation and anti-poaching activities in Kafue National Park,” he said.

Powell says the other reason he would be walking on the Zambezi was that his son was a Zambian and lives in Livingstone.

And Dr Mulenga, who is an obstetrician, said he was excited to be part of the British national to walk along Zambezi River.

“I will be carrying a full medical kit and I will be attending to health challenges that may arise along the way such as malaria, injuries, snake or crocodile or lion bites and skin diseases among others.

“We will also be carrying equipment and a satellite phone to update the whole world on our movements,” Dr Mulenga said.

He also hopes to vote for the Referendum in some villages in North Western Province because he wanted the expanded Bill of Rights to go through.

The two are expected to interact with local people along the way and engage them on wildlife conservation issues.

Mopani has halted copper production across all of its operations in Zambia following the death of four miners in separate accidents.

Three workers were electrocuted its Mufulira underground mine, the official, who declined to be named, told Reuters.

A further accident took place last week at a Mopani shaft in Kitwe where the mine employs around 14,000 people.

“The latest position is that we have suspended all production related operations across all Mopani facilities to facilitate investigations into the severe mines accidents that we have experienced in the recent past,” the official said.

Apart from the Mufulira underground shaft in Mufulira, Mopani also owns the Nkana underground shaft, South Ore Body shaft and the Mindola shaft in Kitwe.

The mining giant is currently working on sinking three new shafts, investing US$1.1 billion to incorporate technology expected to extend mine life by 25 years.

Zambia’s copper exports account for around 70% of Africa’s total copper production and 60% of its exports.

Glencore is investing more than $1.1 billion in Zambia to sink three shafts at MCM with new technology that will extend mine life by over 25 years.
