MMD resolves not to hold convention, Mumba to hold discussion with Lungu on alliance

The Movement for Multiparty Democracy (MMD) National Executive Committee has resolved not to hold a convention this year and has mandated their President Nevers Mumba to hold further discussion with Republican President Edgar Lungu on modalities of the proposed alliance.

This is contained in a communique released to the media this afternoon.

COMMUNIQUÉ ON MMD NEC MEETING ON 30TH JANUARY 2016

The Movement for Multiparty Democracy (MMD) National Executive Committee (NEC) on the 30th of January 2016 met at Mika Convention Center in Meanwood Area of Lusaka and resolved the following:

1. CONVENTION

The meeting resolved by unanimous vote of 7 out of 10 provinces and 33 out that 42 NEC members that there shall be no MMD convention in 2016 to elect any office bearers because the term of office of the president is five years from 25th May 2012 to 2017. The meeting noted that the NEC has powers to set the date of the convention as it sees fit as per MMD Constitution in Article 19(f), (g) and (h).

There were legal opinions presented in the meeting from two State Counsels and a Constitutional lawyer. Upon their recommendations, the meeting resolved that the next MMD convention to elect both the President and the NEC members shall be held in 2017 at a date to be decided and announced by the NEC.

2. ALLIANCES

The MMD president briefed the meeting concerning the proposed alliance with the ruling Patriotic Front (PF) as per announcement by the Republican President Edgar Chagwa Lungu that he has been in touch with Dr Nevers Sekwila Mumba.

The meeting resolved to mandate the MMD president to have discussions with the Republican president on the modalities of the proposed alliance and report back to the NEC for continued negotiations.

3. NEW NEC MEMBERS

The meeting also elected 8 new NEC members as follows:

1. Hon. Allan Mbewe as Chairman Elections
2. Mr Stephen C Mukuka as Chairman Mining and Mineral Resources
3. Mrs Rosemary Lupando Mwape as Trustee
4. Mrs Maggie Mulela as Chairperson Tourism
5. Ms Mary Chileshe as Chairperson Local Government and Housing
6. Mrs Lizzy Kapito as Chairperson Labour and Social Services
7. Mr Malama Sokoni as NEC Member
8. Mr Greenford Kalinda as NEC Member

President Lungu says UN Council reforms a must

President Edgar Lungu has charged that the reform of the United Nations (UN) Security Council has now become more than ever, a must, an obligation and a duty.

Speaking in Addis Ababa, Ethiopia today, during a closed-door meeting the C-10 Summit of the 26th Ordinary Session of the Assembly of the African Union (AU), President Lungu said if Africa has to ensure achievement of its core mandate, which among others, includes achieving peace and security on the African Continent, the reform of the UN Security Council is a must.

President Lungu reiterated that the African continent continues to be denied membership to the most important body of the global body despite continued unwavering and resolute participation in world affairs.

“I would like at this juncture, to draw a very important point that was yesterday so eloquently made and spoken with full authority by our beloved President, Robert Mugabe, a true Pan-Africanist, one of our revered statesmen, with the African cause at heart who emphasized the need for reforms at the UN,” said President Lungu.

President Lungu lamented that the UN Security Council remains non representative of the global community, and yet addresses matters that are pertinent, in this instance, to Africa and Africa’s challenges.

He said that Africa remains better placed to offer viable and workable solutions to African problems that are presented before the UN Security Council, as it is the Africans themselves that best understands the dynamics of the challenges of the continent.

“Africa knows what Africa needs and what Africa wants, so it is imperative that Africa is afforded an equal opportunity to make the decisions taken in the quest to achieve peace and security to allow for sustainable development,” said the Head of State.

He added that growing global concerns such as climate change, terrorism and the global economic situation, invariably affect continents like Africa the most, because of the region’s challenges in responding effectively to these issues.

President Lungu said these concerns, therefore, will only be adequately addressed once Africa takes up two seats on the UN Security Council, seats that he said will represent one committed voice and send a single message representing the 54 African countries.

He called on African leaders not to relent but soldier on with the common cause, saying Africa needs to be united and resolute in its quest to fight for mother Africa.

President Lungu has since left for Zambia.

The Presidential jet carrying President Lungu left Bole Addis Ababa International Airport at about 14:30 hours Zambian time.

President Edgar Lungu says the decision by the African Union to accept Zambia’s offer to host the Economic and Social Council (ECOSOCC) secretariat in Lusaka, Zambia, is an extremely positive turning point in the unfolding tapestry of Africa’s rich and positive history.

Speaking in Addis Ababa today during a closed door meeting during the 26th Ordinary Session of the Assembly of the AU on Zambia’s bid to host the ECOSOCC secretariat of the AU in Lusaka, Zambia, President Lungu said on behalf of the government and the people of the Republic of Zambia, he acknowledges the commendable efforts of the AU Commission Chairperson, Nkosazana Dlamini Zuma and her team, including the office of the Secretary General, the Office of the Legal Counsel and the Citizens and Diaspora Organisations Directorate ( CIDO), for the pivotal role they played throughout the consultative stages leading to the decision.

President Lungu said the positive response from the AU membership is a clear manifestation of the trust and confidence the excellences have in the people of Zambia, saying the move simply confirms the Pan-African spirit that unites Africa into a One Africa.

He assured the AU Chairperson that his government will continue to work closely with the AU Commission to conclude the mandatory processes necessary to ensure an efficient and smooth transfer of the ECOSOCC Secretariat to Lusaka.

“Members will be pleased to note, Mr Chairperson, that appropriate accommodation, albeit transitory, has already been secured near the Central Business District (CBD) of the capital, Lusaka,” said President Lungu.

President Lungu further disclosed that a ten-acre plot near the upcoming and modern suburb area adjacent to the Kenneth Kaunda International Airport has been provided.

He said the government projects that in the not-so-distant future, plans for the construction works for the secretariat’s permanent state-of -the art complex will have been concluded.

The President said he has the title deed for the Secretariat of the ECOSOCC, which he said is a gift from the people of Zambia, adding that the title deed will be presented accordingly, through the normal diplomatic channel.

The Ordinary Session of the Executive Council of the AU this week granted Zambia a bid to host ECOSOCC in Lusaka, Zambia.

The hosting of the ECOSOCC will have greater benefits for the country, especially in the areas of tourism.

The move will also create more jobs for Zambians as many Non-Governmental Organisations will begin to set up offices in Lusaka for easy communication and collaboration with ECOSOCC.

RAINBOW Party leader Wynter Kabimba has confessed that he was a bad leader when he was Minister of Justice and secretary general of the Patriotic Front (PF) but has since repented because he now wants to be a good leader and citizen.

Mr Kabimba admitted that he made mistakes while serving as Justice Minister and secretary general of the PF but that did not mean that he could not have an opportunity to repent and become a good leader.

Answering questions from journalists after reading a communiqué by the opposition political parties at Courtyard Hotel yesterday, Mr Kabimba regretted having been faulty during his reign as Justice Minister and secretary general of the PF.

“I made mistakes when I was in the PF Government but that does not mean that I cannot have the opportunity to repent and become a good leader. I have repented. I could have been a bad leader when I was in Government. I am not perfect and I am faulty like any other human being,” Mr Kabimba said.

And Mr Kabimba has charged that the amended Constitution was not a legal document but a political one meant to prevent the opposition political parties from forming government.

Mr Kabimba said the amended Constitution would be trashed once another political party formed government because according to him, the Constitution did not reflect the desires and views of the people.

And Mr Kabimba has claimed that the current political atmosphere was not in favour of the PF and President Edgar Lungu and that the ruling party was not going to last beyond the 11th August general elections.

He said President Lungu and the PF would not be able to remain in Government after the August general elections and vowed that he was going to give away all his money to Zambians if they were going to retain the Head of State in State House.

Mr Kabimba said he had participated in many elections and had learnt to read the political landscape in the country and that according to him, President Lungu was not going to win the general election this year.

He said the Rainbow Party and other opposition political parties were going across the country to mobilise and ensure that the PF was voted out of Government.

“For those who believe PF and President Lungu are going beyond 11th August, let them come and I will give them my last dollar.

I have participated in elections and I know how to read the political landscape. I do not know who Zambians will vote for but I know whom they will vote against. The PF has no skills to win an election and we shall mobilise Zambians against the PF,” Mr Kabimba said.

Zambia in CHAN quarterfinal D-Day

Zambia appears set for Sunday’s African Nations Championship (CHAN) quarter-final clash against Guinea set for Umuganda Stadium in Rubavu.

The game kicks off at 18h00.

Zambia held their pre-match training on Saturday afternoon in the presence of FAZ president Kalusha Bwalya and took time to practice penalties.

Members of the Zambian camp have been speaking ahead of the match against Guinea.

Coach George Lwandamina believes there should not be room for errors when Zambia and Guinea clash at Umuganda.

“The mood in camp is overwhelming. Players are focused and they know the importance of this game. It’s only one game for you to excel or go home,” Lwandamina said.

Captain Christopher Katongo said players are ready for the encounter.

“Players are looking forward to this challenge and the confidence is high as we have played three games without conceding goals,” Katongo said.

Experienced midfielder Isaac Chansa is predicting a tough match against Guinea who beat Nigeria 1-0 in their final group phase game.

“It is a very important match for us and we know it will be tough. Of course they beat Nigeria but we don’t have to fear them,” Chansa noted.

Keeper Jacob Banda who has kept a clean sheet so far at CHAN is upbeat about the looming match.

“For us to keep a clean sheet we have been working together.I think the game will be tough so we have to remain focused and be determined to win.”

Guinea beat Zambia 2-1 in the two teams first and last meeting which came at the 2006 Africa Cup of Nations.

SOME Movement for Multi-party Democracy (MMD) members of Parliament (MPs) who have supported President Lungu’s call for the former ruling party to form an alliance with the Patriotic Front (PF) ahead of the August 11 polls have demanded that the party should hold a national convention to elect new leaders.

The MPs said holding a general convention this year is the only surest way of making the MMD strong before it enters into an alliance with the ruling party.

The law-makers include Nalikwanda MP Geoffrey Lungwangwa, Chitambo MP Mwimba Malama, Kasenengwa MP Victoria Kalima and Sinda MP Levy Ngoma.

But Dr Mumba said it is only the preserve of the national executive committee to decide whether or not the party should hold a national convention.

Collins Mbesuma kept Mpumalanga Black Aces in the race for a 2017 CAF Champions League berth when he inspired the Nelspruit side to another key PSL win on Saturday.

Mbesuma scored the games lone goal in a 1-0 home win over 6th placed Chippa United at Mbombela Stadium.

The Zambia striker struck the target in the 47th minute in a match he played the opening 81 minutes.

Mbesuma takes his tally of the season to 11 goals, five more than Andrea Fileccia of Free State Stars.

PRESIDENT Lungu will undertake visits to Italy and France, where he will meet Pope Francis and French President Francois Hollande, respectively, Minister of Foreign Affairs Harry Kalaba has said.

Briefing journalists here, Mr Kalaba said the President will arrive in Italy on Thursday, February 4, and will meet Pope Francis the following day.

He said the President’s visit to Italy comes at the invitation of the Holy See’s Secretary for Relations with States, Archbishop Paul Richard Gallagher, who visited Zambia last year as an envoy of the Pope to celebrate 50 years of the establishment of diplomatic relations between Zambia and the Holy See.

Mr Kalaba said while in Italy, President Lungu will also meet director generals of the Food and Agriculture Organisation (FAO) and International Fund for Agricultural Development (IFAD).

He said the President will proceed to France on a State visit on February 6, and will meet with President Hollande on February 8. While there, he will attend a business forum and meet with selected high profile French businesspersons.

During the President’s visit, three agreements will be signed – one between Zambian National Broadcasting Corporation (ZNBC) and France24, the other between the University of Zambia School of Mines and the School of Mines of the University of Nantes, while the third will be a memorandum of understanding for co-operation between the Ministry of Finance and the France Development Agency.

President Lungu will be accompanied by Mr Kalaba, Minister of Commerce, Trade and Industry Margaret Mwanakatwe and Minister of Energy and Water Development Dora Siliya.

GOVERNMENT is determined to deliver the much-needed development to North-Western and Western provinces, Acting President Inonge Wina has said.

Mrs Wina said it is sad that for a long time the people of North-Western and Western provinces have been cheated by the opposition that there is no development that the Patriotic Front (PF) government can implement in the two provinces.

Mrs Wina said contrary to such claims, the PF government is determined to develop the two provinces.

“For a long time, this province as well as Western Province have been cheated by the opposition that there is no development that PF will bring to your areas. This is a fallacy,” Mrs Wina said when she addressed residents of Kyafukuma in Solwezi on Friday.

She said the infrastructure in the country was terribly run down and Government is working hard to improve it country-wide.

“To repair houses, to repair classrooms, to build new roads, to sink new boreholes will take time. It is not a one-day affair,” Mrs Wina said.

The acting President also called on the people of North-Western Province to maintain peace and unity as the country heads to the polls in August this year to avoid scaring away investors such as the mining companies who are operating in the province because of the peace prevailing in the country.

She also urged traditional leaders to help bring politicians together to avoid political differences and preserve the peace the country is enjoying.

Mrs Wina advised people of Northern, Luapula and Northern-Western provinces to take advantage of the abundant rains by venturing in agriculture to diversify the economy.

Meanwhile, Mrs Wina has called on Kansanshi Mining Company to consider building a modern school in Solwezi.

Speaking during the official opening of a Grade 10 classroom at Kyafukuma Secondary School on Friday, Mrs Wina commended Kansanshi Mining Company for supplementing Government efforts in improving education standards in the district.

She, however, challenged the mining company to build a modern school that people of Solwezi would be proud of.

“We thank our co-operating partners such as Kansanshi Mine but we would like them to partner with Government to build a school that will be a model in this area,” Mrs Wina observed.

Mrs Wina said the opening of the Grade 10 class at Kyafukuma Secondary School will enable children to access the knowledge needed to make them better citizens and contribute positively to the economic development of Zambia.

In what the media described as a shocker, Zambia’s Catherine Phiri, with a professional record of (11-1, 5KO), caused an upset by dethroning WBC Female Bantamweight Champion Yazmin Rivas, who has a record of (34-9, 10KO), via a technical decision after an accidental head butt ended the fight.

According to fightnews.com, Catherine Phiri was quicker and sharper as she stood toe-to-toe with Mexican Yamin “Rusita” Rivas and took a technical decision as well as her WBC Female bantamweight title after six rounds.

Despite being thousands of miles from home, Phiri was fearless as she scored the better and harder punches in exchanges with Rivas.

An accidental head butt near the end of the sixth round opened up a gash over Rivas’ right eyes. Referee Raul Caiz Sr took a point off from Phiri while the fight was waived off by the ringside doctor Ernesto Franco.

The decision went to the scorecards with Carla Caiz seeing it an even 57-57 while her brothers, Sergio and Raul Jr, overruled her with scores of 58-56 and 59-55 respectively.

HUNDREDS of Patriotic Front (PF) members yesterday turned up for a meeting in Matero Constituency in Lusaka to show continued solidarity with the ruling party in the wake of the resignation of their member of Parliament (MP) Miles Sampa.

PF secretary general Davies Chama said the support the party still enjoys in Matero is overwhelming.

Mr Chama also said he has now proved that the people of Matero knew what they were saying when they demanded the resignation of their MP Mr Miles Sampa from the ruling party.

Mr Sampa has resigned from the PF and now heads a hitherto virtually unknown Democratic Front party.

“I didn’t know what Mr Sampa was playing at because he held a press conference where he pledged support for President Lungu and also said only death would separate him from PF. But you people knew what he was doing and that is why you demanded his resignation,” Mr Chama said.

Mr Chama was speaking at a rally in Matero township, where he addressed hundreds of residents.

In attendance was PF deputy secretary general Mumbi Phiri, Kabwata MP Given Lubinda and other senior party officials.

Mr Chama also said since the PF government came into power, it has endeavoured to improve the living standards of people through various empowerment programmes it has instituted.

“In the four years PF has been in power, the country has seen massive infrastructure development. Right here in Matero, there is a dual carriageway, clinics and many other developmental projects,” Mr Chama said as the crowd cheered in agreement.

He said now that Government has built schools and hospitals among others, President Lungu will embark on a rigorous job creation programme which will endeavour to end poverty and improve the living standards of the people.

Mr Chama also said Zambians must vote into office someone they know worships the true God.

“There is a King in the Bible that chose to build a temple for the Lord and President Lungu has done the same by commissioning the construction of the Tabernacle of Prayer. Mr Lungu led the nation in prayer for recovery of the economy and rains, and as it is, the rains are here,” Mr Chama said.

Ms Phiri said she is humbled to see the leadership of the party in Matero still intact because it had been suggested that they had all left with Mr Sampa.

She appealed to the party to remain united and urged those vying for leadership to wait for God’s time.

As You Wait

God has put dreams and desires in every person’s heart. But most of the time, there’s a season of waiting involved. Maybe you’re waiting for a relationship to improve; waiting to get married; waiting for a promotion, or waiting to overcome an illness. Much of life is spent waiting. But there’s a right way to wait and a wrong way to wait. Too often, when things don’t happen on our timetable, we get down and discouraged or anxious and fretful. That’s because we’re not waiting the right way.

Notice that today’s verse doesn’t say if you wait, it says as you wait. The fact is that we’re all going to wait. It goes on to say that we should consider how the farmer waits—patiently and eagerly. We’re not supposed to sit around discouraged; we’re supposed to be hopeful, positive and full of expectancy!

No matter what you are believing for, expect things to change in your favor. Today could be the day that God turns it all around. As you wait with patience and expectancy, you’ll open the door for God to move. He’ll fight your battles, and you’ll see that abundant harvest He’s promised in every area of your life!

Opposition Parties Sign Communiqué to end violence, hate speech and tribal campaigns

Opposition political parties have pledged not to engage in violent, hate speech and tribal campaigns ahead of the August 11 general elections.

Speaking on behalf of the parties that agreed and signed a communiqué, Rainball Party leader, Wynter Kabimba says the parties will prioritise messages of peace, love and unity.

Mr. Kabimba disclosed that the parties have also resolved to push for the repeal of the public order act and the review of the electoral Act.

He says they also want government to enact the Access to information law.

Mr. Kabimba however clarified that the Consultative meeting is not meant to provide for the formation of a political alliance.

Meanwhile the convener of the Consultative meeting for political parties, Vernon Mwaanga said there is need for dialogue among political parties including the ruling party.

Dr. Mwaanga encouraged the ruling PF to be the one to initiate dialogue with the opposition because it is good for the country.

Political party leaders from the UPND, MMD, Rainball party, Green party attended the media briefing and signed the communiqué.

But Chief Government Spokesperson Chishimba Kambwili says Government will only make a comprehensive statement after studying the statement made by the opposition.

Mr. Kambwili says he has directed the Director of Media and Press in his Ministry to immediately email him the statement issued by the opposition parties.

And PF Secretary General Davies Chama says the opposition Political Parties are desperate and are seeking comfort from each other.

Mr. Chama says some opposition leaders failed to give the people of Zambia a constitution when they had the opportunity to do so.

He told a media briefing that it is surprising that some leaders are calling on people to reject the constitution after being in the forefront advocating for a people driven constitution.

Meanwhile Mr. Chama stated that the ruling Party is headed for a victory this August because of the many development programmes that President Edgar Lungu is spearheading.

Zambia has failed to enter the international meat market because there are no measures to control livestock diseases, a University of Zambia (UNZA) School of Agriculture and Sciences lecturer, Pharaoh Sianangoma, has charged.

He said this when he made submissions to the committee on the Auditor General’s report on management and control of livestock diseases as of June 2015.

Dr Sianangoma said animal diseases had posed a challenge to Zambia in her attempt to enter the international beef market.

“With a yawning market, both local and international, and diseases being one major hindrance to the entrance of Zambia into the market, the implementation of an appropriate and adequate disease control and management programme is necessary. If the livestock sector is to contribute at its full genetic potential, disease control measures must be implemented,” he said.

Dr Sianangoma said the Auditor General’s report fell short on scope because it was a single survey and hence could not capture the ramifications of actions that led to what was found prevailing on the ground.

He said while observations contained in the report were correct, it may not represent the true picture because data collected was subjective.

“It is therefore proposed that means be developed for continuous monitoring and evaluation that will not just rely on interviews but also verifications on the ground. In order for this to be successfully undertaken, it is further proposed that the Auditor General’s office be adequately funded,’’ he said.

Dr Sianangoma observed that other stakeholders in the management of livestock diseases whose impact was considerable were not included in the report.

“These include the trade sector which serves as a vehicle of disease transmission. Some traders deliberately elude control checkpoints while trading in livestock and livestock products,’’ he said.

Dr Sianangoma however said the fact that the report noted the lack of a Government policy on livestock development was a serious anomaly that begged for immediate remedy.
