UPND President Hakainde Hichilema has told leading international news outlets Al Jazeera TV and Bloomberg that he is seeking public office to restore sanity in management of Zambia’s economy.
In a wide ranging interview that was conducted at his New Kasama residence, Mr Hichilema said the Zambian economy has been mismanaged by the PF administration.
In a brief posting on his Facebook page, Mr Hichilema said Zambia is a rich country with great potential that needs to be fully harnessed.
“We were honoured to host and undertake interviews with international media houses Al Jazeera Television and Bloomberg this morning at our residence. We discussed a wide range of issues from our alternative economic policy proposals to governance issues,” Mr Hichilema said.
He added, “Central to our message was that we are seeking public office in order to restore sanity in the management of the country’s economy. Without preempting our discussion with them that will be televised on the Al Jazeera Television network soon, we stressed that Zambia is a rich country with great potential that needs to be fully harnessed in order to create jobs for our people, especially the youths.”
“We also empathised the need to fully empower our people with business skills and real jobs under our economic diversification programme. On governance issues we addressed the restrictions on the movement of citizens through the application of some pieces of legislation such as the Public Order Act that hinder citizens, especially opposition political players, from freely mingling and mobilising themselves ahead of the upcoming elections.”

ECZ Public Relations Manager Chris Akufuna
The Electoral Commission of Zambia has announced that ballot papers for the August 2016 general elections will be printed in Zambia.
Zambia has over the years procured ballot papers and other election materials from South Africa, UK and as far as Israel.
But ECZ Spokesman Chris Akufuna revealed that the Commission is ready to have the ballot papers printed by a local printing firm.
Mr Akufuna said in an interview that the Commission has since been running a tender for the printing of ballot papers which he said closes on January 22nd 2016.
“We have put out a tender for printing ballot papers for the 2016 elections and this tender is only open for local printing companies both private and the Government Printers and as long as they meet the specifications, they will be awarded the tender,” he said.
Mr Akufuna said the Commission does not have problem with a local printer winning the tender as long as the firm meets the specifications.
WFP Executive Director Ertharin Cousin
United Nations World Food Programme Executive Director Ertharin Cousin will make an official visit to Zambia this week, arriving in the capital, Lusaka, on Thursday and leaving on Sunday 17 January.
Ms. Cousin’s visit comes at a time when drought and the global El Niño weather event are having a severe impact on southern Africa, particularly on smallholder farmers who account for most of the region’s agricultural production. Zambia plays a key role in this regard, being one of the region’s foremost producers and exporters of maize and other crops.
During her stay, Ms. Cousin is set to meet President Edgar Lungu, Vice President Inonge Wina, representatives from key government ministries, and development and business community members.
While in Zambia, Ms. Cousin will discuss a number of new initiatives including WFP support for the national Home Grown School Feeding programme to which the Government is providing increased resources this year.
She will visit two WFP projects in Southern Province, one that provides insurance to help build the resilience of vulnerable smallholders at risk from drought and another involving global partners that promotes smallholder production, procurement and financing.
George Lwnadamina has allayed fears that Zambia maybe be goal-shy at the 2016 CAF African Nations Championship (CHAN).
This is after Zambia were held to a 0-0 draw by South African club Mamelodi Sundowns in a training game in Pretoria on Wednesday as they prepared to fly out of Johannesburg for Kigali at the end of their five-day training camp in South Africa.
The draw came just three days after Zambia rallied to beat Angola 2-1 in Chipolopolo’s first international game of the new year.
“We are creating chances and in the first half alone, we had eight clear chances to score, more than we created in one-half alone in our 2-1 Over Angola,” Lwandamina said.
” Now we have to work at translating those chances into goals. We are solid all round and am sure we will be ready and very competitive.
“The essence of these training games like I’ve consistently said is not so much the score line but looking at how much we have progressed with our preparations.”
Zambia are in Group D at the CHAN that kicks off this weekend on January 16 in Rwanda.
Lwandamina’s team begins its campaign on January 19 when they face Zimbabwe in a Group D opening match.
Zambia will face Uganda and Mali on January 23 and 27 respectively.
Paramount Chief Chitimukulu Henry Kanyanta Sosala and politician Emmanuel Mwamba

Analysis of the cat and mouse relationship between Bemba politicians and Bemba chiefs Part 1
Analysis of the cat and mouse relationship between Bemba politicians and Bemba chiefs Part 2
Examining Events during President Michael Chilufya Sata’s Reign
This was the darkest epoch in Bemba history when Bemba chieftaincy was at the brink of complete and total ruin. This was a time when the Minister of Chiefs and Traditional Affairs publicly defamed, antagonized, humiliated and dishonoured me and Bashilubemba (hereditary councilors) of whom social anthropologist,
Andrew Roberts wrote: ‘’The senior Bakabilo are no mere servants of Chitimukulu, but are themselves the hereditary holders of historic titles, some as old as the Chitimukuluship itself. Since they are essential to the maintenance of chieftainship through their control of chiefly appointments and their responsibility for chiefly rituals, they are in a real sense the source of chiefly legitimacy.’’
The positions of Senior Chief Mwamba and Senior Chief Nkula are of very strategic importance in deciding who next Chitimukulu should be. And therefore, it was just too much of a coincidence because when the PF came into power in 2011, Senior Chief Nkula Musungu II, who had undergone all the rituals pertaining to the throne of Nkula was demoted to be Chief Chikwanda. And the fake issues of rituals led to my subsequent de-gazetting and these maneuvers came up in 2013 merely two months before the selection of the next Mwinelubemba Chitimukulu!.
In Parliament on 21st June 2013, when in answer to Honourable Dr. Chituwo on the reasons for my de-gazetting, Honourable Luo said:
‘’ I should not create my own way of handling matters. According to the law that I am supposed to follow, the royal establishment chooses a chief who is initiated through customary tradition. In the Bemba tradition, when a person is selected to be a chief, that person has to go through the traditional rituals before he can be called a chief. He is also given what are called the instruments of power, and the instruments of power in the Bemba Chiefdom are called Babenye.’’
On the other hand, President Sata claimed that he had de-gazetted me because I had not undergone initiation. But again and again Bashilubemba had been stating that: ‘’I could not go through the rituals because my superior had only gone through the process almost at the end of his life and after his demise the rituals could only be performed after the burial.’’ And Bashilubemba were adamant that President Sata was merely interfering in traditional affairs with intent to destroy Bemba chieftaincy.
However, President Sata stated:
‘’Professor Luo should have a better understanding of the Bemba succession process since she hails from the royal family.’’ (The Post 9th May 2013).
(She is actually from the Bisa and not the Bemba royal family). In fact, the President was adamant that Professor Luo ‘’ had a better understanding of the Bemba succession process, which had been in existence for over 200 years than Bashilubemba.’’
How true are Dr. Kaunda’s words on abuse of power:
‘’The attraction of power is that it extends the range of a man’s personality and allows him to fulfill himself through the personality of others. Power enables men to multiply the impact of their personalities on the world and other men. Hence it is often the source of pride and arrogance. People in power use the vast power at their disposal to mould the lives of the subjects to the point where they cease to be free persons and become, as it were, limbs and organs of their bodies; there will expressed through theirs and their voices speaking through their mouths. ’’
And what was amazing was that when President Sata entered State House in 2011, Yulaya Mumba, suddenly and automatically became the most senior Bemba royal family expert and champion.
In the Supreme Court Judgement No. 25 of 2008 between Chief Mpepo (Ackson Chilufya Mwamba), appellant and Senior Chief Mwamba (Paison Chilekwa Yambayamba), respondent reads on J18__ 623:
’’In the case of the Bemba customary law of succession, it is generally agreed by the parties that a chief below Chitimukulu, it can be Senior Chief Mwamba, Senior Chief Nkula or indeed any other, is chosen or appointed by the Paramount Chief-in-council. When the choice of a Chitimukulu is an issue, the body mandated to make the appointment is known as Bashilubemba. The composition of the two bodies, including the necessary quorum for transaction of business, was not part of the evidence. Besides, what the evidence failed to establish is the role of Chandamukulu, the Queen Mother (including Mukukamfumu, the Queen for Chinsali side), in the selection process of Chitimukulu and the chiefs below Chitimukulu,’’
Dr. Audrey wrote in Political System of the Bemba Tribe:
‘’Authority, power and prerogatives depend upon descent and kinship and all branches of the royal clan can claim connection with the original family of which a traditional Chitimukulu was head. The Chitimukulu is the oldest name of a royal chief. It is the name carried by the most senior members of the crocodile totem and as such it demands the most respect. The sway of the Chitimukulu is as much moral and spiritual as temporal. His temporal power too is the greatest of the chiefs. He lives in and rules Ulubemba, the stronghold of the tribe and all appointments of chiefs to help him hold the widening sphere of Bemba rule comes from him.’’
On the other hand, the Chiluba regime ignored Chitimukulu-in-council as the only legitimate appointing authority of Bemba chiefs and recognized Mr. Paison Chilekwa Yambayamba as ‘’Senior Chief Mwamba’’ under Statutory Instrument 102 of 2000 dated 3rd October 2000. However, the Supreme Court Judgement No. 25 of 2008 between Chief Mpepo (also known as Ackson Chilufya Mwamba) Appellant And Senior Chief Mwamba (also known as Paison Chilekwa Yambayamba) respondent ruled that ‘’It was wrong for former President Chiluba to recognize the plaintiful as Senior Chief Mwamba because that was against the wishes and decision of the Paramount Chief-in-council and therefore a contravention of Section 3 of the Chiefs’ Act. It was pointed out that there was no dispute at trial that the appointing authority of chiefs subordinate to Chitimukulu was the Paramount Chief-in-council and not the President of Zambia or indeed the High Court of Zambia. In this view, the President should have referred the matter to the Paramount Chief-in-council for review and hence customary law was not followed.’’ (p. J 11- 616).
However, deliberately wielding his wild powers over the Bemba traditional system and the Supreme Court ruling, President Michael Sata gazetted Chileshe Yulaya Mumba as Chief Chewe (SI 126 of 2011 of 11th November 2011) and Grimson Mwila as Chimbuka(SI 24 of 2013 of 28th February 2013), without even the slightest courtesy of notifying the Bemba Royal Establishment.
It’s here where one realizes the undeniable reality that the entire nation, including all institutions are held on the presidential hook! For example, the attorney –general, who is supposed to be the government’s legal expert could do not advise the President about this terrible and shameless abuse of office. Why should the government’s legal advisor let the President misuse his Executive powers and sink so low as to interfere with a tribal arrangement that has been in existence for more than 200 years!
What about the lawyers who have grouped themselves into what is supposed to be a very powerful legal body to defend the interests of the marginalized, i.e, the Law Association of Zambia? The answer is simple: they could not put their careers on line since they have families to look after.
J13 __618 of the Supreme Court judgement reads:
‘’Alluding to the case of Ignatius Muhau Vs Attorney General and National Airports Corporation, a case founded on the principle of judicial review and where it stated that the court cannot enquire into the merits or demerits of the decision made by a body with the power to make decision. Professor Mvunga, S,C., submitted that the decision of Bashilubemba would not be attacked on any ground of illegality, impropriety or unreasonableness in the Wednesbury sense……’’
We have already heard from the’’ Bemba cultural expert,’’ Honourable Nkandu Luo declare in Parliament, ‘’ According to the law that I am supposed to follow, the royal establishment chooses a chief who is initiated through customary tradition. In the Bemba tradition, when a person is selected to be a chief, that person has to go through the traditional rituals before he can be called a chief. He is also given what are called the instruments of power, and the instruments of power in the Bemba Chiefdom are called Babenye.’’ On the other hand, President Sata claimed that he had de-gazetted me because I had not undergone initiation.
On the other hand, Andrew Roberts wrote:
‘’The senior Bakabilo are no mere servants of Chitimukulu, but are themselves the hereditary holders of historic titles, some as old as the Chitimukuluship itself. Since they are essential to the maintenance of chieftainship through their control of chiefly appointments and their responsibility for chiefly rituals, they are in a real sense the source of chiefly legitimacy.’’
Indeed, according to President Sata and Honourable Luo I was de-gazetted because I had not been initiated in accordance with Bemba customs. But the question is: Who performed the rituals on PF cadre Chiefs Chewe and Chimbuka to make them qualify to be gazetted as Bemba chiefs? If on the other hand, they had undergone through Bisa rituals, did they qualify to be gazetted as Bemba chiefs?
And consequently it has now clearly come to light that there was a calculated deliberate scheme to ruin the Bemba chieftainship because on 17th June 2015, Senior Chief Nkula, Chief Chikwanda, Chief Mukwikile, Chief Luchembe, Chief Munkonge and myself paid a courtesy call on the Minister of Chiefs and Traditional Affairs, Honourable Katema at his office and the files of the PF cadre chiefs, Chewe and Chimbuka do not have family trees. And therefore these two according to Dr. Audrey ‘’have no connection with the original family of which a traditional Chitimukulu was head,’’ where then do these PF cadre chiefs derive their royal heritage to qualify as Bemba chiefs since they are not members of the Bemba royal family?
The family tree is of crucial importance as far as claims to the royal heritage is concerned. For example, the gospel of Matthew in the Bible begins with the genealogy f our Lord Jesus Christ. And by showing Christ as descended from king David, Matthew wants to explicate that Jesus is the royal heir to the throne.
The answer came from the horse’s mouth. Kingsley Kaswende reported on Yulaya Mumba, the PF-cadre Chief Chewe:
‘’..in making a claim for Chitimukuluship, Chief Chewe, for instance, seems to consider an alternative scenario in his case, ‘In fact we from Ichinga do not consider Chitimukulu from the miti clan as a royal. We can do without your Chitimukulu and the boundary will be east of the Chambeshi river. Nkula-chewe-Kaponge-we-Chinga. Chief Chewe will be the overall Paramount chief of Ichinga country’.’’ (Bulletin magazine Volume IV. Issue 3 April 2014). And furthermore, the government approved their traditional ceremony called, ‘’ukulambalala,’’ as opposed to the Bemba ‘’Ukusefya Pa Ngwena.’’
And so, the recent constituted Bisa nationalism had the strategic evil plan of transferring the Bemba paramountcy to Chileshe Yulaya Mumba, a man of common stock and therefore reduce the Bemba tribe to nothingness. And furthermore, Albert Mumbi, who was gazetted as Chief Tungati was transferred to act as Chief Mumpolokoso because the people rose against him was recruited by the Luo-cartel to make another division and another ceremony was approved called ‘’ukusefya Pa Chishamwamba.’’ He was promised to be promoted to a position of Seniorchief inspite of being on the lowest rung according to Bemba hierarchy. His task was to include Bemba chiefdoms of Mumpolokoso, Shibwalya Kapila, Tungati, Chipalo and Senior Chief Shimumbi to break away from the authority of Mwinelubemba Chitimukulu.
Let me give you the clear picture of the strategy: In Muchinga, Yulaya was to be the Paramount chief over Senior Chief Nkula, Chief Chikwanda, chief Mpepo, Chief Luchembe, Chief Mukwikile, Chief Mubanga and Chief Nkweto. ( Mr. Geoffrey Ng’andu the current Chief Mukwikile was to be deployed in the diplomatic service in order to create an opening for Yulaya’s appointee, but he was only to serve for a period of one year and to be recalled and that could have been the end of his story).
And this meant that Mwinelubemba was supposed to remain only with Senior Chief Mwamba, chief Nkolemfumu, Chief Makasa, Chief Chimbola, and Chief Munkonge. And the socaled ‘’Senior Chief Mumpolokoso’’ had one time travelled to appoint Chief Chimbola as Chitimukulu.
An ancient scholar, Eliphaz said,
‘’God upsets the plans of the crafty, so that nothing they try seems to succeed. He traps the wise in their own schemes and what they thought would succeed, doesn’t.’’ (Job 5: 12, 13).
And the great physicist, Albert Einstein once said,
‘’God doesn’t play dice.’’
Examining Events during President Edgar Chagwa Lungu’s Reign
And just two days after President Lungu took office, he gazetted me as Mwinelubemba Chitimukulu Kanyanta-Manga II. And it was indeed a great relief and it brought jubilation among the Bemba people since the tension had finally come to an end. But unfortunately we were not aware that we were just fooling ourselves, because the baton in the relay race of hating the Bemba chiefs had been safely passed on from Honourable Nkandu Luo to Honourable Joseph Katema, the current Minister of Chiefs and Traditional Affairs.
And since a long period had lapsed since as Bemba chiefs we had met, I called Ilamfya Supreme Council on 16th March 2015, the Bemba highest decision making body which was best described in the African Weekly newspaper of 14th December 1955, in an article titled ‘’Motion to Restrict Politicians Opposed’’ reads:
We tabled many issues which included PF cadre chiefs Chewe and Chimbuka, which we all thought were straight forward since there were Supreme Court rulings. And the issue of the so-called ‘’Senior chief Mumpolokoso,’’ who had even refused to attend the Council inspite of my having sent two Bashilubemba to deliver the invitation personally. The Supreme Council instructed me to send the minutes and the resultant resolution to the Ministry.
On the 17th June 2015, Senior Chief Nkula, Chief Chikwanda, Chief Mukwikile, Chief Luchembe, Chief Munkonge and myself paid a courtesy call on Honourable Katema at his office to find out why no action had been taken since about three months had lapsed. The Minister promised to act on our issues, but all of us were surprised when we noted his flippant attitude.
During my installation ceremony, Steven Mvula and Kelvin Kachingwe reported,
Here I suppose Honourable Katema was playing with the words of a Catholic priest, Father Joe Komakoma who described traditional rulers as ‘’Easy-to-fool chiefs.’’ (The Post 8th March 2001).
And in our private meeting, President Lungu told me that he had heard about our concerns, but he was only waiting for the necessary documentation from the Minister, Honourable Katema. And on another occasion at State House the President insisted that he could not act without proper papers and on that occasion, he tried to ring the Minister, but he was out of coverage and instructed Mr. Amos Chanda, who contacted his wife, and was told that the Minister was attending some primitive ceremony in some remote area of Eastern Province.
And as recently as 15th December 2015, when President Lungu came to commission a Zesco project at Kasama, we as Bemba chiefs raised the same issue, but the President retaliated that he had not yet received the papers from the Minister.
UP-AND-COMING singer Shadia Zaher, known for featuring on Petersen’s hit song Oxygen, has signed a record deal with Transblasts Entertainment, a multi-media company located in Lusaka.
Shadia, who had taken a break from music to concentrate on her school, has a new single titled Deadline, that features Mic Burner, which has been getting some airplay on some radio stations.
“I took a break from music and went out of the country to study in Malaysia. But I’m back now,” the 20-year-old Shadia, whose name means sings, says. “I don’t want to limit myself to just Zambia alone, I want to go beyond. I don’t want to be comfortable with the local fan base alone. I want to hit the international scene. That is the way to go, even the quality of music should really be good because. “We are working with producers from Atlanta in the United States but my producer here is Magician. There’s no limit. I am Zambian though, was born here and grew-up and developed my love for music here.”
Shadia is also working on a love song tilted ‘Break Away’ which is about a woman who is in a troubled relationship but nonetheless stays in it. (DailyMail)
FILE: Dr. Vernon Mwaanga speaks to diplomatic staff and members of the Zambia South Africa Business Council
Police in Lusaka has summoned veteran Politician Vernon Mwaanga over allegations that he urged opposition parties to be on the lookout for possible rigging of the August 11th general elections.
Dr Mwaanga confirmed in an interview that four police officers visited him at his residence around 18:03 on Wednesday who brought a “call out.”
He revealed that the officers requested that he reports himself to the police on Thursday but that he informed them that he preferred Friday to allow him time to meet his lawyers.
“At 18 03 hrs this evening, 13th January, 2016, i was visited at my house No 6741 Akashambatwa Road, Olympia Extension by 4 police officers in plain clothes from the Zambia Police Service, Lusaka District Criminal Investigation Division, led by Senior Supt Chiwala Choongo, who brought a “call out” for me to report to the District Criminal Investigation Officer, tomorrow at 14 hrs for an “interview”. I told them that tomorrow Thursday was not possible, but that i preferred Friday at 09 hrs, to give me time to find a lawyer or lawyers to escort me. This is now the agreed time and date for the “interview,” Dr Mwaanga said.
Some pro government figures such as Bowman Lusambo and Cosmo Mumba have petitioned the Zambia Police Service demanding that Dr Mwaanga is arrested for allegedly insinuating that the 2016 polls might be rigged.
Zambia’s long held position of ‘No GMOs’ is under threat. The Zambia Alliance for Agroecology and Biodiversity Conservation (ZAABC) is deeply concerned over the statements made by our National Biosafety Authority (NBA) board chairperson, Dr Paul Zambezi, quoted in the Zambia Daily Mail on 7 December 2015. The statements were clearly biased towards the promotion of Genetically Modified Organisms (GMOs) within Zambia.
Zambia’s longstanding ‘No GMO’ position gives the country significant economic advantage. Globally more and more countries are banning genetically engineered (GE) crops and the importation of food products containing GMOs. Zambia is in a unique and strategic position to take advantage of this growing market. Zambia has been applauded for upholding its ‘No GMO’ position, by both the international community and Zambia’s citizens – consumers, farmers, religious and political leadership alike.
According to the above referred media article, “Dr Zambezi said there is a need to amend some of the clauses in the Biosafety Act, which inhibit growing GMO crops, including Bt cotton”. He is further quoted as stating that: “At least non-edible crops can be allowed to be grown under proper regulatory regime”.
Cotton, however, IS a food. Cotton seed oil is used for cooking. Cotton cake is fed to livestock and we drink the milk and eat the meat of this livestock. In this way, Bt would be introduced into our food chain.
The NBA chairperson went on to say: “we need to embark on a nationwide public awareness programme to educate the people about biotechnology and its GMO products. There is a lot of misinformation going on, not only in Zambia, but also in the whole world”. The ZAABC applauds the chairperson’s recognition of the need for accurate awareness creation. However, it is imperative that this information is unbiased and that decisions made by the NBA are in the best interests of Zambia’s citizens, future generations and the environment.
Biotech companies who produce GE seeds are pushing for Zambia to change its biosafety laws so that they can profit from increased sales. GMO seeds are patented and cost far more than conventional seeds. Farmers are required to sign contracts when they purchase GMO seeds stating that they will not save seed for re-growing. Farmers are forced to repurchase seeds every year. Multi-national companies like Monsanto and Syngenta who hold the monopoly over patented seeds have made billions in profit off their sales to struggling farmers.
The Biotech industry claims that GM crops like Bt cotton will give farmers higher yields and require less pesticides use. This is not true. No GM crop is modified to increase yield. No GM crop can resist drought. Yield and drought tolerance are inherent characteristics of seed breeding, not of the GM inserts that make seeds patentable by the biotech industry. In all places where Bt cotton has been grown: India, China, South Africa, South America – after two or three years the dreaded boll worm develops resistance and returns, often together with new pests that were never a problem before. More and more pesticides have to be used every year to control the pests. Farmers all over the world have been left with higher debts due to growing GE crops. The overwhelming debts have been blamed for the high rates of suicide among farmers growing Bt cotton in India.
Monsanto has long claimed that Glyphosate, which is the active ingredient in Round Up and the most commonly used herbicide in GE crops, is safe. This is not true. The World Health Organisation has declared that Glyphosate is probably linked to cancer. There are significant negative effects of Glyphosate to biodiversity and agricultural production, including immune suppression in crops and resistance build up in weeds. The resultant ‘superweeds’ have become a huge agricultural threat and financial challenge in places like the USA and South Africa. Monsanto’s herbicide is already sold widely in Zambia, threatening the environment and the health of farmers and consumers alike.
The livelihoods of Zambia’s farmers and the seeds belonging to them, are at dire risk from contamination if Zambia allows GE crop production. GM crops can cross pollinate (particularly maize but also possible in cotton). If this happens and a GMO gene is found in a farmer’s crop, the biotech company can take farmers to court, for so called ‘infringing’ on their patent rights. Few farmers can afford or win a court battle against multibillion dollar companies.
Zambia’s Biosafety Act is founded on the Cartagena Protocol under the Convention of Biological Diversity. Zambia is a signatory of this internationally acclaimed protocol. A clear priority within the Cartagena Protocol refers to the need to ‘protect human health and the environment from the possible adverse effects of the products of modern biotechnology’.
A key element in the Zambia Biosafety Act is the ‘Liability and Redress Clause’. This clause ensures that those who bring GMOs into Zambia will be liable for any resulting health, economic and environmental damage. This is a precautionary action to protect the nation and its people. The Biotech industry is trying to persuade Zambia to change this clause. It is clear that this industry is motivated by profits and not by health and welfare of Zambia as a nation.
Once Zambia lets in one GMO, it will be more difficult to say no to other GMOs. We need to guard our rights and refuse to be seduced by the false claims of the GMO industry and its beneficiaries. The NBA is in place to protect the rights of Zambia’s citizens and uphold their best interests – their seeds, their farms and our health. It is not its place to promote the sales for multibillion dollar biotech companies. Zambia has said, and should continue to say NO to all GMOs.
The ZAABC commends the Government of past presidents Dr Levy Mwanawasa, Mr Michael Sata and the present government of His Excellency President Edgar Lungu for their courageous stand against GMOs and for protecting Zambia’s ‘NO to GMO’ stand. This has been an envy of many nations around the globe.
We urge the NBA to in fact advocate for further strengthening the Zambian Biosafety Act which in its current form stands out as one of the most progressive in the world.

President Lungu greets UPND president Hakainde Hichilema during the memorial service of the Late President Michael Chilufya Sata at St Ignatius Catholic Church in Lusaka
UPND President Hakainde Hichilema has said that President Edgar Lungu and his government should reduce the price of fuel immediately in line with the decline in global crude oil prices.
In a statement released to the media, the UPND leader said that with the oil price declining to its lowest level from US$110 a barrel in 2010 to the current US$30 a barrel, President Lungu has no alternative but to reduce the price of fuel NOW.
Yesterday the oil prices briefly fell below $30 a barrel on international markets for the first time since April 2004, before recovering again.
Brent crude, used as an international benchmark, fell as low as $29.96, but bounced back to trade at $30.22. Oil prices have fallen by 70% in the past 15 months.
Below is HH’s full statement
OFFICIAL STATEMENT
HH Calls for fuel price reduction
President Edgar Lungu and his government should reduce the price of fuel immediately in line with the decline in global crude oil prices.
With the oil price declining to its lowest level from US$110 a barrel in 2010 to the current US$30 a barrel, President Lungu has no alternative but to reduce the price of fuel NOW.
Zambians have suffered enough with high fuel prices leading to rising prices of food, commodities, transport and higher costs of production to mention but a few. It is inconceivable for the PF to justify the current high prices as global.
The fuel price in Zambia increased significantly during the second and third quarter of 2015 and led to higher inflation and anxiety in the country.
The upward adjustments were implemented by the PF Government without due care for the plight of the suffering Zambians. This is definitely not a pro-poor government.
The outlook of the fuel prices as at 11 January 2016 in our neighboring countries and some other African states still indicate that we have the most expensive fuel in the region as can be seen below;

The subsidies that President Edgar Lungu referred to in his media address were removed by the PF Government way before the demise of the late President Michael Sata (MHSRIP). This is just another case of Donchi Kubeba (PF lies).
We therefore demand that the PF government give a full explanation as to why fuel prices have remained high, despite a significant drop in global oil prices.
First Lady Esther Lungu was today among hundreds of mourners who attended the funeral service for Luapula Province Minister Benson Kapaya’s daughter, Mumba who died in the USA.
Speaking during the service, Mrs. Lungu said she was representing the President and that the first family was saddened by the death of General Kapaya’s daughter.
Mrs. Lungu asked the family to put their faith in God.
And Reverend Colonel Henry Matifeyo urged the family to seek comfort in God’s word.

CHIEFTAINESS Mwenda (right) of Chikankanta, Chief Nalubamba of Namwala and Chief Monze among other traditional leaders attending a two-day Safe Motherhood orientation workshop in Choma
Chieftainess Mwenda of the Tonga speaking people of Chikankata district southern province says the current poor rainfall pattern the country is experiencing should serve as a wakeup call to farmers.
Speaking in an interview chieftainess Mwenda says that farmers should now learn to stock enough yields in case of a rainy day to cushion them during seasons like this.
The traditional leader has also observed that Zambians are wasteful by nature and have a tendency of selling farm produce especially the people in her chiefdom.
She also attributed the insufficient rains the country is receiving to deforestation which most people have resorted to for charcoal as an alternative source of energy.
The chieftainess stressed that it is the duty of every to protect the environment and avoid practices that contribute to erratic downpour as the country is experiencing.
She is however hopeful that the prevailing situation is a passing phase which will soon be a thing of the past. Cue in chieftainess Mwenda on rainfall pattern.
”This will be a lesson which will teach us to keep what we have produced within our bags, we need to learn not to sell everything or consume everything. This is a very very big lesson for us in Zambia especially amongst the Tonga people of Mwenda chiefdom, we grow so much but then we waste so much, we can’t blame God nor the ancestors. Maybe one other thing I would want to say is that we cut a lot of trees no wonder the rainfall is now a challenge,” Chieftainess Mwenda said

Republican President Edgar Lungu has apologised to the families of Kitwe’s Mufuchani area whose houses were demolished by the Kitwe City Council on Tuesday.
The President sent his apologizes through Copperbelt Minister Mwenya Musenge who visited the affected families on Wednesday.
Addressing the residents Mr Musenge said the President was asking for their forgiveness as no one was authorized to demolish houses without proper procedure.
“The President is asking for forgiveness on what has happened here, on one is authorized to beat up people. When we have challenges it is important to engage one another, it is good that we seat and talk about our challenges. Even when moving people there are procedures,” Mr Musenge said.
The President has further directed the local authority to accommodate the affected families and give them offer letters to new plots.
“The luck you have it that when we finish talking about what has happened here, we want by tomorrow everyone who is affected should be given offer letters to a new location where you will have your own land and no one will come to harass you,” he said.
Hon. Mles Sampa
PRESSURE has mounted on Patriotic Front (PF) Matero Member of Parliament (MP) Miles Sampa to resign from the ruling party following his purported alliance with people maligning the leadership of President Edgar Lungu.
The ruling party has questioned Mr Sampa’s allegiance to the PF and President Lungu, in particular, in view of his association with the Post, which is giving him a lot of ‘positive’ coverage.
PF media and publicity committee chairperson Frank Bwalya said in an interview yesterday that Mr Sampa, who resigned as Commerce, Trade and Industry deputy minister last year, had cemented his association with people promoting virtues contrary to those of the ruling party.
“We are disappointed that Matero MP Miles Sampa, who resigned as deputy minister last year to mobilise party structures, has now started issuing statements that are not adding value to President Lungu’s efforts of strengthening the PF in readiness for the general elections.
“We all expected Mr Sampa to walk the talk by mobilising party structures, but he is issuing statements contrary to his pledge of working for the party,” he said.
Fr Bwalya said, after openly declaring support for President Lungu at a press conference last year, the party expected Mr Sampa to be on the ground mobilising structures ahead of the polls.
“Unfortunately, Mr Sampa is carrying himself in a manner that is not befitting a helper of President Lungu in preparing the party for the general elections.
“It is irresponsible for anyone in the party to conduct themselves in such a manner and we urge Mr Sampa to come out in the open and state what it is that he really wants,” he said.
However, Mr Sampa refuted all the claims levelled against him, saying that he had no intentions of forming a political party.
According to an item monitored on Hot FM news in Lusaka yesterday, Mr Sampa said the claims by the PF youths were misplaced.
He challenged Lusaka Province PF deputy youth chairperson, Daniel Kalembe and others questioning his loyalty to appear before him in person as opposed to issuing what he termed blanket statements through the media.
Meanwhile, Lusaka Province PF youth chairperson Kennedy Kamba said in a separate interview that the ruling party youths doubted Mr Sampa’s loyalty due to his association with the Post.
Mr Kamba said the private media institution was fond of smearing the Head of State with all sorts of material in order to create a bad image of him and the PF.
He said the party also had information that Mr Sampa had of late been sidelining PF structures in Matero constituency.
“We have noted with concern that Mr Sampa is receiving very positive coverage in the Post newspaper while his Excellency the President, is receiving very negative coverage.
“We are beginning to get concerned about Mr Sampa’s loyalty to PF, particularly that he is also sidelining our party structures in Matero,” Mr Kamba said.
Fr Bwalya and Mr Kamba’s words were echoed by Lusaka District PF chairperson Stafford Kayame, who said Mr Sampa should immediately leave the ruling party.
“As far as the party at district level is concerned, Mr Sampa is not PF and we have challenged him to resign and continue with other political activities that are not associated with PF.
“Going by the statements he is issuing, Mr Sampa is de-campaigning the PF, so he is free to leave the party and even if he goes, PF will still retain the Matero seat in the elections,” Mr Kayame said.
Electoral Commission of Zambia (ECZ) public relations manager, Cris Akufuna
THE Electoral Commission of Zambia (ECZ) has dispelled fears of vote rigging in the August general elections, and pledged to uphold high levels of transparency as has been the case in past elections.
ECZ public relations manager Cris Akufuna said the Commission had demonstrated its commitment to transparency and accountability in the election process through consultative processes with all stakeholders.
Mr Akufuna said in an interview yesterday that the ECZ had the mandate of presenting to the people of Zambia, credible elections.
He assured the public not to worry or panic about the elections being rigged, adding that the electoral regulator had demonstrated what it was capable of doing in times of elections.
“The same way we have committed ourselves in the past is the same way we are committed now as we go forward.
“We will be with stakeholders in various stages of the electoral process and if along the way stakeholders or members of the public come across efforts or conspiracies to manipulate or doctor results, they have the right to blow the whistle,” he said.
He urged people talking about election rigging to present facts and background information on where and when such took place.
Mr Akufuna said the commission had so far not been mentioned in the recent accusations in the media.
“People that give these comments need background of what they are talking about. If people say there was rigging, they will need to point at examples and who was doing it, who was involved, when and where,” he said.
Mr Akufuna said the ECZ had made tremendous improvement in the electoral process since 2006, and that the commitments it made in terms of consultations with stakeholders placed it above all the allegations.
“Elections are a process and ECZ is a mere facilitator. There are a lot of players in the electoral process and if there are malpractices taking place outside the commissions compass in the field, that is a matter that the stakeholders themselves or those that have the evidence have the right to bring to the attention of the public,” he said.
He said the Commission has started the process of preparing for the general elections and would soon be meeting with stakeholders to discuss plans and the programme.
Meanwhile, the ECZ has instituted investigations into individuals reported to be in possession of two voter registration cards.
This followed allegations by members of the public that some people were obtaining more than one voter registration card.
Mr Akufuna said those who would be found wanting would be prosecuted as the act was against the laws of Zambia.
Ruling Patriotic Front Secretary General Davies Chama has unreservedly apologized to the Zambian people whom the PF may have offended during the course of running the affairs of the state.
In an interview with Pan African Radio news reporter Hermit Hachilonde, Mr Chama asked the aggrieved parties to find it within their hearts to forgive the ruling party for any aggravation caused in their lives.
He explained that to err is human and to forgive is divine saying the ruling party is composed of human beings who are bound to make mistakes.
The PF SG noted that his party may have made mistakes not out of their own volition but did so unknowingly.
He has further asked Zambians to give the PF the benefit of the doubt by giving them another chance to more time to fulfill their 2011 campaign promises.
Mr Chama pointed out that it is not realistic for any party in Government to deliver on all its promises within one constitutional five year term.
SG Chama has however assured Zambians that his party will realize all development projects that it is undertaking across the country before the August 2016 general elections.
And Mr. Chama has pledged that in the spirit of enhancing democracy and upholding the country’s constitution, the PF led Government will be committed to promoting and respecting free speech as one of its resolutions for this year.
He said the ruling party will ensure that the democratic space for citizens to express their views on issues of national importance is guaranteed regardless of their political persuasions.
“If we work together, as a united people and we come together, we put our heads together, let’s respect the views of other people, they maybe in minority, we maybe in ruling party, our resolution this year is to respect the views of the Zambian people, and to make sure that we work even harder as a party in Government that this remaining one we are remained with before we finish our five year mandate, we complete the projects that we embarked on from what we promised the Zambian people from the manifesto that we launched in 2011. I know we may have made mistakes in the past, on behalf of the party, we tender our apology and please understand that it is not an easy journey, and we are appealing to the Zambian people please continue supporting the PF, PF is here to work for you, to transform and to develop our country,” Mr Chama said
Meanwhile Mr. Chama has observed that Zambia is still underdeveloped because of few greedy individuals who have amassed wealth for themselves.
Mr Chama said that given a chance to preside over the affairs of the nation they will loot more resources than ever before.
The outspoken PF SG further observes that some people that have being elected are not worth the salt due to their insatiable appetite for power and propensity to divide the country thru their alienating utterances.
Mr Chama reiterates his earlier position that it is incumbent on every Zambian citizen to promote peace and unity across partisan interests if Zambia is to be a better place for all.
“Political environment, sometimes it has been quiet saddening, especially when I look at some leaders who have been in leadership before, some have been ministers before, but when you hear their language and their tone of speech, it is very saddening, very divisive, it is very insulting and I have been looking back that these are the kind of leaders that we have elected and no wonder we have not developed, because I think we are not electing leaders, ” Chama said.
