Munir Zulu Declared Duly Elected Mp For Lumezi Constituency

12

THE Constitutional Court of Zambia has this morning declared Lumezi Parliamentary Candidate as duly elected Member for Lumezi Constituency.

The Court said Mr Zulu it cannot find any evidence to warrant overturning the election after determining that Ms Chisulo Zelipa who had challenged the election failed to prove that the Lumezi lawmaker has no Grade 12 Certificate and participated in the bribery of voters during the 2021 General elections.

In a sharp turn from its previous ruling in the Malanji case, the Court firmly stated that the burden to prove that a candidate has no Grade 12 squarely lies on the alleger and not the Respondent.

The Court says it was satisfied that, even if the evidential burden was to shift to Mr Zulu, the Lumezi lawmaker clearly proved he had a Grade 12 Certificate which made the Electoral Commission of Zambia accept his nomination.

According to the Court, Munir Zulu had shown that he was born in 1987 and completed his education at LICEF contrary to some purported and unverified evidence obtained by Ms Chisulo from social media that the Grade 12 certificate issued in 1988 belonged to Mr Zulu.

The Court also said there was no merit in the allegations that Mr Zulu participated in malpractices and bribery in Lumezi Constituency by merely promising that he was going to make donations to the people of Lumezi.

The Constitutional Court also said that challenging nomination of candidates must be done within the time provided by the Constitution.

The Court dismissed all the allegations that were levelled against the Lumezi lawmaker as lacking merit and ordered that each party must bear own costs.

Former Kwacha Joe Malanji Petitions Kwacha Seat in High Court

Former Kwacha Member of Parliament has asked the High Court to declare the election for Kwacha Constituency held on 21st October, 2022 as void for non-compliance.

In a petition filed Wednesday, Hon. Joe Malanji also seeks a declaration that Hon Charles Mulenga was not duly elected as Member of Parliament from an election that did not meet the standards required by the Electoral law.

Hon Malanji has also challenged the participation of Lawrence Kasonde who had resigned but was allowed to participate in an election.

The Electoral Commission of Zambia had set election dates and allowed campaigns in Kwacha constituency during time when the High Court had restrained all activities to take place in Kabushi.

During the Constitutional Court hearing in October, 2022, the Electoral Commission of Zambia had told the Court that they could not cancel an election and call for fresh nominations in Kwacha Constituency as the election had been stayed by the Court order, the position which the Constitutional Court endorsed on 17th October, 2022.

ECZ later U-turned and start conducting election activities in defiance of the same court order the Commission and the Court said was valid, an act the Attorney General told News Diggers was cleared by the Constitutional Court.

Meanwhile, Mr Malanji has said that he cannot withdraw what he has done for the community, adding that Kwacha Constituency is his family. Hon Malanji said if he was to collect the things he has donated to the community, “the first place would be the Riverside Police Camp itself.”

“In 2007, the whole police camp had no adequate power. ZESCO only provided cables to do the wiring of the whole police camp. I spent $35,000 to buy three transformers and other accessories to have the police camp connected.”

This follows reports that some sections of society have been going round telling the people of Kwacha that the former Member of Parliament had been getting back what he donated to the community following the outcome of the Kwacha by-elections.

The political heavyweight had been “blocked” from participating in the elections, an act that made well-meaning Zambians to question the independence of the Electoral Commission of Zambia and the Judiciary at large.

Speaking when he addressed the media yesterday, Hon Malanji, who the people of Kwacha refer to as Bonanza due to his generosity said being an MP was not something for him to be opportunistic about.

The former lawmaker whose popularity has over the years grown due to his community services from own money has vowed that he will go back to the Constituency and continue with the works that he has always been doing.

On allegations that he has started grabbing the things he donated, he asked “if I’m to do that how many things will I have to grab?”

And commenting on the elections in Kwacha and Kabushi Constituencies which were characterized with an extreme poor turnout due to the absence of Bonanza and the Bulldozer (Hon Bowman Lusambo) from the ballot, Hon Malamji said what electorates did should not be taken lightly.

He explained that the electorates sent a strong message which warns against taking Zambians for granted.

The former lawmaker mocked the UPND for having failed to bring message of hope to the people of Kwacha as they just concentrated on talking about his helicopters.
He stressed that as opposed to being in Parliament for the salary, he was there for service.

“I will go back to them and continue working. The people of Kwacha and Kabushi have sent a strong message. Don’t take Zambians for granted…. they sent Campaigners and the only message they had was Malanji’s helicopters. I have told them to dig deeper,” he said.

“The police are now going in churches to search for what I have donated, where is the morality in this society? They now want to go into the community creating fake stories.

That will never happen. I am telling the people of Kwacha, that is my family. There’s no way I can withdraw what I have done for the community. The same Constituency, tomorrow my son will be there to render services, my nephew will be there…. I’m morally upright, there is no way I can do that.”

Government advised to reconsider its decision of verifying G12 for job applicants

6

A Mwinilunga District based clergyman Evans Mansaka has advised government to reconsider its decision of having applicants for employment in the defence force to have their grade 12 results verified in provincial centres.

Pastor Evans Mansaka says if his suggestion is not reconsidered it will deny an opportunity for youths in rural areas to apply and be considered for the jobs in the defense forces.

Pastor. Mansaka says it is costly for people in rural areas to have their grade 12 certificates verified in provincial centres where there are additional living costs while they await verifications of their papers.

The clergyman said this in a statement in Mwinilunga , on Wednesday.

“Children ( applicants ) will spend a lot of money, on food, lodging and transport just to go and have their results verified, ” he said.

He felt that the provincial Examination Council of Zambia (ECZ) offices may equally be overwhelmed with a huge number of people wanting their papers verified which in turn may lead to lapse of time required for people to apply.

The clergyman said the objective by government to provide jobs to the youth through the defense and security wings is commendable but requirements such as this one may be unfair to those who may have no Money to travel to provincial centres to have their results verified.

“It is good that the government is creating jobs for our youths but some requirements maybe unfair” he said.

Pastor .Mansaka has since appealed to the defense forces to find ways of decentralising the grade 12 results verification to districts so that everyone can be given a chance to apply.

Wide-spread poverty and hunger in Zambia is diminishing the human dignity of citizens-Kitwe Catholic Priest

5

Kitwe Catholic Priest Fr. Patrick Mupula has said wide-spread poverty and hunger in Zambia is diminishing the human dignity of its citizens.

Fr. Mupula of St. Michael and Noah Parish in Chambobli said Zambians should be pragmatic to overcome challenges of poverty and hunger.

He said there is a need to utilise national resources for the benefit of many suffering Zambians.

Preaching when celebrating Mass in St. George Chapel in Kitwe, Fr. Mupula said the 58 years of Zambia’s independence are just on paper.

“Today Jesus is telling us to open our hearts and reflect on our lives. God will judge us based on how we treat the poor in our homes. We will not be judged based on the Church uniform or Church position. In your homes, how do you treat the poor? How do you treat people with nothing? These days it is a big sin to be poor in Zambia. If you are poor even in your family no one will value you. Even in Church, when you are poor no one will value you. Even if you are severely sick the Church will not even announce your sickness. But a rich person will only sneeze and it will be announced that someone is sick. So during judgment God will only assess us based on our hearts. You and I, what are we doing to inherit the kingdom of God,” Fr. Mupula preached.

“People we consider to be sinners will lead us in the kingdom of God. People will least expect to inherit the kingdom of God because we are not utilising our possession for the good of society. In the end it will gnash our teeth. In Zambia, the gnashing of teeth has already started right here on earth. Above, we will only continue the gnashing of teeth we have started on earth. In Zambia wherever you go people are gnashing their teeth. Just travelling on this road from Mufulira to Mokambo you gnash your teeth. When you are sick and go to the hospital here in Kitwe the bad smell in the hospital will kill you before they even start treating you. People in Zambia, especially the poor, are already gnashing their teeth as they live. Travelling on the road from Ndola to Kapiri Mposhi, you drive while gnashing your teeth. These days when you visit the sick in their homes you will see how people are suffering. The high prices of mealie meal are making people gnash their teeth here on earth,” Fr. Mupula said.

He added:”Suffering has already started on earth; we will just go and continue when we go above. Every day we listen to leaders reading long speeches but nothing is happening on the ground. The other day we were celebrating independence. 58 years of independence is just a name on paper, go to various houses and see how people are suffering. People are gnashing their teeth. There is poverty and hunger in many families. Hunger negatively affects the dignity of a human person. Hunger diminishes the dignity of a human person. Let us ask God in today’s Mass to help us become good people. We pray that God opens our hearts to enable us to use good things he has given us for the benefit of humanity. Not a situation where some are eating and celebrating while others are just watching on television how people in front are enjoying life. We are all suffering and gnashing our teeth when God has given us many good things that should help us in life. What have we done wrong to God such that every day we are gnashing our teeth?”

Meanwhile, UPND Kankoyo Member of Parliament Heartson Mabeta has questioned if fallen freedom fighters would be happy with the current state of Zambia 58 years after independence.

“I am trying hard to celebrate independence but my heart is very weak. My Heart is weak because my mind keeps on thinking about: That Former Mpelembe Drilling Employee who lost their Job on redundancy without getting any benefits despite ZCCM-IH having paid management at Mpelembe Drilling in full.hat teacher who was recruited in 2020 and 2021 but has never received her first salary. The bus driver who still has to go through Kitwe to get to Ndola because the Mufulira Mukambo and Mufulira Ndola Road remains in a poor state despite the government having paid 267 million kwacha to Inyatsi in 2017,” Mr. Mabeta posted on facebook.

“That poor young man who can’t get a job at Mopani despite having concluded their skills training program because the mine has been paralyzed by Glencoe who are still buying all the copper from Mopani at a very low price despite Copper selling at a record high price.58 despite being independent, we are still asking IMF for the second time after our debt being written off in 2005, to convince the people we owe money to cancel some of the money we borrowed from them because we have no capacity to pay back. Is this really the independence our forefathers would be proud to have died for if they were to come back to life just for a minute today?”

Nkombo explains delay to re-open Lusaka City market as K22 million is released for the Project

4

The government says the delayed completion of the Lusaka City Market refurbishment and the construction of Simon Mwewa Lane Market is a matter of concern especially that the rain season is approaching.

Local Government and Rural Development Minister, Gary Nkombo, who conducted a tour of the two trading sites in Lusaka today, disclosed that the delay in completing the projects was partly due to contractual issues.

Nkombo Government has announced that the government has released K22 million for the completion of Simon Mwelwa Lane and City Market. “It has been revealed that the treasury released K22,000,000 (22 million Kwacha) to DMMU for the completion of the two markets,” Mr Nkombo said.

Mr. Nkombo however said the contractual issues have since been resolved and that a new contractor has been contracted to complete the projects.

He added that the bureaucracy and red tape at the Disaster Management and Mitigation Unit (DMMU) contributed to the delay regarding the logistical aspects of the projects.

“In terms of the other works, civil works to operationalise the market, to be fair, it is only fair that although the pressure is on the ministry, the truth of the matter is that the feet were being dragged on the side of the DMMU due to the bureaucracy that is associated with the procurement,” he explained

The minister has however assured that the issues have been resolved and has expressed hope that the project will be completed in a few weeks’ time.

“We are glad that we have straightened out certain issues including the permission that ZNS needed to employ the casual workers who are doing manual work here and to procure all the materials for the two projects so that they can move at a pace that is desirable,” he added.

He has since appealed to all concerned traders to move to the new trading sites once the works are completed, stating that the spaces are sufficient to accommodate many traders.

And Lusaka City Mayor, Chilando Chitangala, has reiterated the need to operationalize the two markets stating that the delay in completing them presents a health risk especially in the rain season.

Ms. Chitangala further said the council has been constantly engaging with the vendors and other stakeholders over the relocation to the new markets.

She revealed that the council will have to conduct a recount of the vendors before relocating them.

“Like we have always reported, it has been very difficult to manage the CBD especially because we don’t have these two markets ready. But we have heard from what ZNS has said and what DMMU has said and we are just hoping that within the next four to five weeks, we can have these two markets ready,” she said.

Meanwhile, Zambia National Service Commander Builders Brigade, Perry Sichombe, said the ZNS is confident that the projects will be completed within four weeks.

Brigadier General Sichombe said this will however depend on whether all necessary logistics will be provided.

The Bemba Royal Establishment refutes claims of protesting against Amos Chanda ‘arrest

14

The Bemba Royal Establishment (BRE) has refuted claims circulating on various media platforms that Bemba Chiefs are protesting the arrest of former State House Press Aid, Amos Chanda.

BRE Spokesperson, James Mulenga said the statement that has been attributed to one of its chiefs in the region is not true.

Mr. Mulenga indicated that only Paramount Chief Chitimukulu and him as spokesperson have the right to speak on behalf of the Bemba Royal Establishment.

He has advised traditional leaders to consult the establishment before issuing any statement to the media on behalf of Bemba chiefs.

Mr. Mulenga has further advised people who are peddling such lies to stop putting the name of the establishment in disrepute.

The BRE spokesperson said this in a walk-in-interview with ZANIS in Kasama.

Mr. Mulenga explained that there are a number of Bembas who have been arrested in the past but the establishment did not issue any statement as any accused person is expected to be tried before the court.

“We have had many people who have been arrested and taken to court in the past but you have never heard us complain because we know they have to be either set free or otherwise by the court,” he said.

Meanwhile, The Anti- Corruption Commission (ACC) has arrested former Workers’ Compensation Fund Control Board Chief Executive Officer, Priscilla Bwembya for corrupt practices.

ACC Head Corporate Communication Timothy Moono says Ms Bwembya aged 47, of Plot No. F/609/E/77/A184/C Foxdale, Chamba Valley in Lusaka has been arrested and charged with wilful failure to comply with Applicable Law, Procedure and Guidelines contrary to Section 34(2) of the Anti- Corruption Act No. 3 of 2012.

Mr. Moono said details are that Ms Bwembya, on dates unknown but between January 1, 2020 and December 31, 2021, in Ndola, Copperbelt Province, jointly and whilst acting together with persons unknown, did wilfully fail to comply with applicable law, procedure and guidelines in the manner that she authorised the release of nine (9) Toyota Hilux motor vehicles, to the Ministry of Labour and Social Security.

This was for a purported Labour Force Survey, when in fact the motor vehicles were released to a named political party for use during the 2021 general elections, a matter concerning Workers Compensation Board a public body.

Mr. Moono said after the elections the nine (9) motor vehicles were abandoned at the Workers Compensation Board premises in Ndola, by the political party, and later seized by the Commission following an investigation into the matter.

He further said Ms Bwembya has been released on bond and is scheduled to appear in court soon.

UPND’s great achievement is directionless leadership

14

By Fred M’membe President of the Socialist Party

This UPND government is too self-satisfied and too little criticised for its own good or for ours. They have tried to silence all the critical voices by appointing critics or potential critics to some boards, commissions and so on and so forth. They are also openly interfering with the work of important institutions such as the Electoral Commission of Zambia (ECZ), the Judiciary and Anti-Corruption Commission (ACC). This is not a recipe for governing well. The wheel of fortune turns and that which once appeared fresh, with the passing of time goes to seed.

We do not underestimate the UPND or the aggressive path to leadership that they have taken, to win at all cost. In the years before the election, they tenaciously laid bare the areas of life and policy where the public felt dissatisfied and angry with the PF and its government. They did not win merely by default, but because they managed to capture the public mood. Today, they have become arrogant and all we hear is FIMBA UPOKE!

Today the UPND government may want to appear that they are strong and confident, but problems lie ahead. They don’t seem to know where they are headed, and that is dangerous. UPND’s great achievement is directionless leadership: they appear to be in control, but no one knows where they are leading. Upto today, they have failed to define the purpose of their government. We perceive no ideological roots. We can detect no sense of direction. They are high on boasting, show offs, bragging, rhetoric, posturing and promises. But they will in the end be judged not on what they say but on what they do.

Zesco Utd Player and Coach See Red in MUZA Draw

1

Promoted side FC Muza have held ten-man Zesco United to a 1-1 draw away at Levy Mwanawasa Stadium in a midweek scheduled FAZ Super Division match.

Zesco rallied to get a point from this delayed Week 8 match.

Mandra Muleya handed Muza a 25th minute lead through a penalty after Zesco captain Clement Mwape handled the ball inside the box.

Muleya’s goal was cancelled by Collins Sikombe’s equaliser eight minutes away from half time.

The second half was dramatic as it started with Zesco interim coach Alfred Lupiya seeing a red card from Kamfinsa referee Milton Mweemba for alleged foul language.

Zesco were reduced to ten when keeper Gregory Sanjase was shown a red card by Kamfinsa referee Milton Mweemba for handling the ball outside the box in the 80th minute.

Muza’s Chanda Chileshe hit the post in the 67th minute before Sikombe was denied by the post on 85 minutes.

Meanwhile, Muza have moved three places up the table to number five with 15 points in nine games.

Zesco remained ninth on the table with 13 points as at Week 9.

‘Zambia misses CAADP Malabo Benchmarks’

0

Zambia risks failing to grow its agriculture sector and attain sustained food productivity and fight hunger for its 18+ population because of low budget allocation in recent years, contrasting the African Agriculture Development Programme (CAADP) benchmarks, an independent research has shown.

Under the Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods, Zambia has in recent years budgeted a paltry 4-7%, annually, unlike the 10% barest minimum agreed by African leaders in 2016 for all countries to reserve for assured continent’s food security.

Research findings by the Indaba Agricultural Policy Research Institute (IAPRI), a sector think-tank cites poor performance largely due to low productivity, late onset of rain, drought/flash floods, low adoption rates of Community Shared Agriculture (CSA) and low mechanization.

Auckland Kuteya, notes that although Zambia has prioritise agriculture growth in the 8th National Development Plan-blueprint-for the period 2022-26-with the sector providing livelihood to more than 70% of the country’s population, underfunding to the sector has dwarfed the sector.

In his presentation in Lusaka during a 2022-2023 national budget, Mr. Kuteya notes that between 2011 and 2020, the sector’s growth averaged 0.4% with contribution of 5.8 % to overall Gross Domestic Product (GDP).

Although there have been marginal increases in budgetary allocations to the next year’s budget- rising by 53% to K12.3 billion from last year’s K8 billion, increased budgetary allocation to meet demand in all aspects of the sector-livestock, fisheries, green economy and Forestry needs to be improved to 10% or above.

He notes that while the share of budgetary allocation may have improved to 7.4% in 2023 from 3.7% in 2020, Zambia needs to strive to raise allocation to not less than 10% as espoused under the Malabo CAADP programmmes.

IAPRI, however welcomes the budgetary reviews in livestock and other sub-sectors, a show of commitment to fulfill the 8NDP and the Malabo benchmarks including animal disease control, K53 million for recruitment of at least 500 extension officers, allocation of K789.5 million to procure 1,623 extension kits, 1,000 tablets, 621 motorbikes and rehabilitate over 536 camp houses but more is needed.

The report welcomes the review to Comprehensive Agriculture Support Programme (CASP) from the traditional FISP, describing the review a progressive idea but should be well funded and timely for real returns.

Funding to other sub-sectors-Green Economy, livestock among others remains relatively low with much of the funding creating shortchanged programmes when being undertaken, which if left unchecked, could force the 8NDP veer off course amid the country focusing on being continent’s food basket.

The report encourages the Government to set up trusts to oversee the redevelopment of farming blocks, involve local Government or municipalities in the planning of the farming block development while allowing infrastructure to be set up in liaison with local people.

Other assessments on the future of the sector adduced by small scale farmers and agriculture experts, call for research on what and where to practice different modes of agriculture given various soil texture and patterns to realize food security.

FISP failed to attain its intended objective as it was practiced everywhere including areas which were sandy, or clay in nature-a different texture instead of tree plants or drought resistant seed as the real food security was abrogated.

Enhanced research on what crops and plants should be used or planted in each province based on the soil texture and climate to ensure fertility, among other initiatives to foster food security and buffer to climatic change crisis.

However, agriculture minister Reuben Mtolo admits the shortcomings that need redress in the budget with a pledge for sustained dialogue among players to ensure agriculture development in the country as espoused under the 2014 Malabo declaration on Africa’s food security.

Plans are underway for Zambia to initiate a policy where players in the sector and the Government can co-finance the sector.

Players in the sector will be enticed to contribute part of the returns from yearly yield as part of the sustainability of the sector unlike providing inputs for free, a cost to Government.

The practice, Mr. Mtolo is practiced in most SADC countries as a cost sharing initiative for sustained agriculture development.

Harry Kalaba installed as President of a new political party called Citizens First

13

Former Democratic Party (DP) leader Harry Kalaba has been appointed and installed as President of a new political party called Citizens First (CP).

Mr. Kalaba, the former Foreign Affairs Minister, last July resigned from DP after internal wrangles over the party presidency.

During a briefing at Southern Sun Hotel in Lusaka on Wednesday morning, Mr. Kalaba said he has accepted to lead CP as President after his efforts to register a political party called Liberty was allegedly frustrated by President Hakainde Hichilema.

In his speech, Mr. Kalaba said President Hichilema should focus on addressing the many challenges that the people of Zambia are faced with rather than fighting him.

“You will recall that I applied to the Registrar of Societies for the formation of the Liberty Party. It was brought to my attention that the Republican President had taken keen interest in my application and instructions were given from his office to ensure that all efforts are made to delay the approval of the Liberty Party until at least a few years before elections. It is sad that while the President has gone around the world parading himself as the restorer of peace and democracy in Zambia, the evidence on the ground however is pointing in the opposite direction. Sooner rather than later these lies will be exposed and made bare for all to see someone for who they really are,” Mr. Kalaba said.

“While a few elements within the state machinery were busy trying to frustrate the cause of the Liberty Party, the Citizens First Party was formed and its leadership has appointed me to be its President and torch bearer. I have wholeheartedly accepted this responsibility and trust that we will work together with the leadership of the CFP and other opposition political party leaders to ensure that we address the challenges the country is currently faced with,” he said.

Mr. Kalaba called for unity of purpose among Zambians to fight various challenges affecting the nation.

“It is my prayer that if there is anything this announcement will accomplish; it is to send a message to the Citizens out there that help is on the way. Help is on the Way! That help will not just come from Harry Kalaba alone, but when all these leaders here present put their collective effort and wisdom together we will certainly correct the course of this nation and bring us back to the path of productivity. We will be able to arrest the subjective fight against graft that has characterized the current government while they continue to abuse national resources. We will be able to assure youths that they do not need to change their name or use their middle name to get employed. We will be able to reassure them that it is ok to trust but they need to trust the right people who will not betray them and sell them off along with national assets to the highest foreign bidder. We will be able to assure the mother that their dignity will be restored, all they need to do is wait a little while longer, help is on the way. 2026 may seem far off, but the journey has to start now,” Mr. Kalaba said.

He said it was awkward that after 58 years of independence, the majority of Zambians are still wallowing in abject poverty and can barely afford one meal a day.

“It is embarrassing that after 58 years of independence, the majority of our people are still wallowing in abject poverty and can barely afford one meal a day. The price of essential commodities continues to rise at an alarming rate and are beyond the reach of most Zambians and yet those in leadership seem to be preoccupied with the quest of driving a tribal or regional wedge in order to further divide the nation while creating opportunities for foreign interest at the expense of the majority Zambians. Never before has Zambia been this polarized,” he noted.

“Finally, I want to call upon well-meaning Zambians to join our movement as we seek to work together with all political players, civic leaders, the church, the madrasa’s, the civil servants, the youths who were fed a lie during the 2021 elections, the farmers who were promised timely delivery of inputs, the retired officers who were used and abandoned and all men and women of goodwill to join us so that we can sing an anthem of unity together as one as we set ourselves on that path to restore and live the One Zambia One Nation Moto. I thank you and God Bless You and God Bless the Republic of Zambia,” Mr. Kalaba said.

Opposition political party leaders that attended the briefing included Wynter Kabimba of Economic Front, New Heritage Party’s Chishala Kateka, Sean Tembo of PeP and Chilufya Tayali of Economic and Equity Party.

Meanwhile, Mr. Kalaba predicted that 2023 shall bring with it serious hardship through price hikes following the removal of subsidies on fuel at the end of the year.

“As I take up the mantle of leadership of the CFP, I would like to remind the Republican President and P.S Matembo to focus on addressing the many challenges that the people of Zambia are faced with rather than fighting Harry Kalaba. The challenge this country is faced with is greater than Harry Kalaba. As you can see by the people present today, we in the opposition have come to realize that there is more that unites us than that which divides us. We are therefore seeking to have a common ground through which we shall address all manners of political vices and challenges with civility and unity of purpose. I accept the honor bestowed upon me as President of the Citizens First Party and I want to call upon the people of Zambia to seek hope in the face of despair. I also want us to remind ourselves that we need to brace ourselves as we get into 2023 which shall bring with it serious hardship through price hikes following the removal of subsidies on fuel at the end of the year, but do not despair, let’s be more united than ever before and through unity of purpose we shall overcome all the challenges,” Mr. Kalaba said.

FAZ Punishes Chambishi FC For Hooliganism

1

The Football Association of Zambia (FAZ) has heavily punished Chambishi Football Club over crowd trouble that caused the abandonment of their Super Division match against Red Arrows.

FAZ spokesperson Sydney Mungala said Chambishi have been fined K50, 000 for failure to control their supporters who caused the match to be abandoned, and in breach of Article 67 of the FAZ Disciplinary Code.

The FAZ Disciplinary Committee has also slapped a five-match ban of spectators at Chambishi stadium for the next five Super League home matches for the club.

In the third sanction, the score of 4-3 is annulled due to the abandonment of the game and Red Arrows wins the match by a 3-0 score line.

“We have noted the apology by Chambishi FC over the conduct of their supporters. We also note the fact that the misconduct was directed to the home team’s own technical bench and no one was harmed. We commend Chambishi FC for committing to educate its fans on the need for discipline when attending football matches,” reads part of the verdict.

“The above notwithstanding, this committee has a duty to protect the integrity of the game by being consistent with sanctions. A precedent has been set this season on sanctions meted out to offenders to do with crowd trouble, violence and general misconduct such as throwing of missiles.”

The Joseph Jalasi chaired FAZ Disciplinary Committee added that the sanctions were meant to restore order in the game and guarantee all stakeholders of game safety during matches. Chambishi have, in accordance with Articles 119, 120 and 121 of the Disciplinary Code, the right to appeal the decision of the committee within 72 hours of notification of the decision.

FAZ General Secretary Adrian Kashala says it is his hope that clubs will take a leaf from the punishments being meted out to erring members.

“We cannot overemphasize the need to sanitize our game from some ugly scenes that are slowly finding space in our otherwise well run League. We will not slow down meting out punishment on erring clubs and hope that our game will be ridded of hooliganism,” says Kashala.

The National Restoration Party – NAREP Secretary General Ezra Ngulube has written to the Speaker of the National Assembly Nelly Mutti expressing concern over the poor quality of debates and conduct by some Members of Parliament in the House.

In the letter written to the Speaker of the National Assembly Nelly Mutti, NAREP SG Ezra Ngulube stated that some MPs have continuously displayed poor parliamentary decorum and etiquette during parliamentary proceedings which has brought the House in disrepute and public questioning.

“Our party is not satisfied with the debates in the house that do not add value to the development of the nation but only put the honorable house of laws into public disrepute and doubt,” Mr Ngulube added

Mr Ngulube claimed that some MPs come to Parliament intoxicated and he has since advised Ms Mutti to close down any bar at the Parliament building, in the interest of quality and beneficial debates that will benefit the people of Zambia that voted for the MPs in their various constituencies.

“In the letter Mr Ngulube stated as follows; Dear Madam, with reference to the above subject, the National Restoration Party (NAREP) wishes to write to your honorable good office that we are concerned and alarmed with the poor quality of debates and conduct by some Members of Parliament who have continuously displayed poor parliamentary decorum and etiquette during parliamentary proceedings which has brought the house in disrepute and public questioning. As NAREP we are of the view that some members of parliament come to this honorable house intoxicated.”

“We would like to recommend to your honorable office to consider buying breathalyzers that analyze a person’s breath to determine their blood alcohol concentration. These devices can be useful to measure intoxication levels as honorable members of parliament enter the honorable house and its chambers,” Mr Ngulube further stated

Mr Ngulube has since appealed to the Speaker to encourage Members of Parliament to carefully read and understand the National Assembly of Zambia’s 2021 Standing Orders in order to maintain essential standards of behaviour that a Member of Parliament must exhibit in the House in order to maintain its dignity and decency.

President Hakainde Hichilema is the most fake president that Zambia has ever had-Sean Tembo

Patriots for Economic Progress – PeP President Sean Tembo says President Hakainde Hichilema is the most fake president that Zambia has ever had, as he always tries to project a false image that his government is performing well, and yet it is a total disaster.

Mr Tembo explained that the recent revelation that about half of the newly recruited teachers have not been paid their salaries for three (3) months now, adds to the long list of people who have provided goods or services to Hakainde’s Government and have not been paid.

He added that the farmers who sold their maize to the Government through the Food Reserve Agency – FRA have not been paid.

“This includes his praise singers who are always in our inbox with messages of “tikambilenkoni”,” Mr Tembo said

Mr Tembo mentioned that the youths who were employed as Enumerators by the Government through Zambia Statistics Agency – Zamstats during the just ended census exercise have still not been paid.

“It’s been two (2) months now but the Government keeps on changing its statement on this matter, monga nimukazi wamene bagwila uhule,” he stated

He noted that the athletes who represented the country during the commonwealth games a few months ago were never paid their allowances, instead, the Ministry of Youth and Sport Permanent Secretary, Kangwa Chileshe decided to insult them by telling them that they can be replaced anytime.

“The DSA allowances we are talking about was just about $300 per night, the entire UPND Government has the foul language of a Kachasu Brewer. competing namanyozo with us in the opposition,” Mr Tembo noted

Mr Tembo disclosed that all suppliers who were owed by the Government when UPND took over, have not been paid a single Ngwee, under the pretext that they are still being audited and Hakainde does not understand that there has to be continuity of Government despite changes in administrations, and the business community needs to have confidence that the Government of the Republic of Zambia will honor its financial obligations regardless of who the President is.

He further disclosed that as the biggest player in any economy, the business practices of a Government has a direct impact on the economy, here in Zambia, everyone now know that Hakainde’s Government doesn’t like to pay nkongole (credit), even to small creditors like peasant farmers, youths who conducted the census, athletes who represented the country at commonwealth games etcetera.

“Indeed, Hakainde Hichilema is the equivalent of a father who is always smartly dressed to the public and smelling of expensive perfume but ninshi kunyuma akangiwa kugula unga mambala,” Mr Tembo said
