ZNS urged to continue embracing technology

Minister of Defence Ambrose Lufuma has urged the Zambia National Service (ZNS ) to continue embracing modern agricultural methods and technology.

Mr Lufuma said embracing modern agricultural methods will improve productivity and impact positively on the performance of the country’s economy.

He said this when he commissioned the agriculture earth moving equipment , and flagging off the wheat harvesting at the ZNS Airport farm in Chongwe district in Lusaka province.

The Minister said government is happy that ZNS’s purchase of two multi-purpose combine harvesters will help to enhance productivity of the nation through mechanisation of farm operations.

Mr Lufuma also noted that the waging war in Ukraine has awakened the wave among many African countries regarding the need to grow more food.

“So apart from pushing the attainment of food sovereignty, the government is working on incentivizing the farming community to position our country to be a net exporter of various agriculture produce,” Mr Lufuma said.

Mr Lufuma has since appealed to ZNS command to ensure that they speed up the Lusitu irrigation Scheme in Chirundu district and the Luswashi irrigation scheme in Mufulira under production.

He said the earth moving equipment will help ZNS to continue positioning itself to be reliable to the government in the construction of various earth works.

“It is especially heart-warming to realise that the service is adding a more taste brand of heavy-duty pieces of equipment to its aging fleet,” he said.

ZNS Commander Lieutenant General, Maliti Solochi said the modern pieces of agriculture machinery have been bought using internally generated resources at the cost of K6, 800.000.

Lieutenant General Solochi said the equipment will improve efficiency in the harvesting of the crop as there will be better grain yield owing to good agricultural practices.

“Other than harvesting wheat, the combine harvesters will also improve the service’s efficiency in the harvesting of soya beans and maize,” Lieutenant Solochi said.

He pointed out that the service will supplement government efforts to mobilize resources generated through the commercial projects.

The lieutenant General noted that the service will soon begin to reap benefits of the 11,224,000 spent on buying all pieces of equipment.

Government Working Towards Ending Violence Against Girls

Minister of Community Development and Social Services Doreen Mwamba cites the need for concerted efforts to be put in place in order to foster a culture of zero tolerance to violence in all its forms.

Ms Mwamba said that the government is against any acts of violence against women, girls and children, and it therefore needs to come to an end.

Speaking in a speech read on her behalf by the Chief Child Development Officer, Lackson Chipampa, during the commemoration of the International Day of The Girl Child, the Minister further called for interrogation and dismantling of all negative social norms and cultural practices that infringe on the rights of girls.

“Globally,1 in 3 women have experienced some form of violence at least once in their lifetime, the picture in Zambia according to the 2018 health demographic survey, shows that at least 36 percent of women had reported experiencing violence,” she said

The Minister expressed contentment that this year’s commemoration under the theme “Our Time is Now-Our Rights, Our Future” is in line with the government’s aspirations as evidenced by the recent enactment of the Children’s Code Bill, which is significant and a huge milestone in advancing the right of girls and wellbeing of children in the country.

Ms Mwamba disclosed that Ministry of Community Development and Social Services, is currently working with support from partners, particularly UNICEF, to rollout the Children’s Code Bill which provides for roles, responsibilities and duties of most stakeholders such as parents, guardians, local communities, organizations, traditional leaders and the whole Zambian society.

And United Nations Population Fund (UNFPA)Country Representative, Gift Malunga encouraged girls to prioritize education in order for them to have a bright future.

Ms Malunga highlighted the need for reproductive health education in order for girls to understand their responsibilities in the fight against HIV/AIDS.

Meanwhile, Director for Child Development, Bridget Moya, called on girls to be resilient and protect themselves from vices such as early marriages and teenage pregnancies.

Ms Moya stated that girls should ensure they are counted in issues of personal and national development.

Former Defence Minister Chama quizzed over $3 million allegedly paid to PF by Glencore

The Anti-Corruption Commission (ACC) has interrogated Davis Chama, former Minister of Defence, to help with investigations in connection with a matter in which money amounting to 3 million United States dollars was paid to the Patritic Front PF in 2016 by Glencore International AG, the mining company that was operating Mopani Copper Mine.

According to ACC Head-Corporate Communications Timothy Moono, the investigations border on the circumstances under which the said funds were paid by the named mining firm to a political party soon after which the firm exited Zambia under unfavourable terms to the Government of the Republic of Zambia.

Mr Moono said investigations into the matter are ongoing.

Ballot papers for By-Kabushi Elections have arrived in Ndola

Ballot Papers for the Kabushi constituency parliamentary by-elections have arrived in Ndola. The truck carrying the ballot Papers arrived at Ndola’s Civic Centre at 19 : 25 hours under tight security.

Stakeholders, among them political party representatives witnessed the arrival of the ballot papers.

Those that witnessed the arrival of the ballot papers include Leadership Movement, represented by Davies Chiwala, ruling United Party for National Development which was represented by Mubita Ikashakala and Rejoice Mazwanga and Winstone Njebe a representative of Richard Kalasa an independent candidate.

The stakeholders have agreed that the ballot papers will be verified tomorrow at 07 hours before they are handed over to the presiding officers.

The stakeholders have also agreed that the truck carrying the ballot papers will be parked at Ndola Central Police station.

Kabushi constituency has 77 polling stations, and Ndola Town Clerk, Sheila Songolo who confirmed receipt of the ballot papers says all is set for the polls.

Ms Songolo said all the poll staff and other officers to handle the Kabushi election have been prepared.

She has thanked stakeholders for the calmness exhibited from the time the Electoral Commission of Zambia opened campaigns in the constituency.

The ECZ has set Friday, October 21,2022 as the poll date for the Kabushi and Kwacha parliamentary by-elections.

Meanwhile, Lawyers for Joseph Malanji and Bowman Lusambo have warned Commissioners of the Electoral Commission of Zambia not to proceed with Kabushi and Kwacha parliamentary by-elections.

The High Court on 13th September 2022 granted the duo an application to halt elections until the matter was resolved.

Makebi Zulu Advocates have warned Commissioners; Mr Ali Simwiinga, Maj. Gen. Vincent Mukanda and Amb. Ndiyoyi M. Mutiti that they stand in contempt if ECZ proceed with the elections.

“As you are aware, there is a matter before Court pertaining to the Elections in Kwacha and Kabushi constituencies. You are also aware that there is a stay/suspension of the election in the said constituencies”. he said

The lawyers noted with concern that despite a court order stopping the elections, ECZ was making frantic efforts to hold the elections, stating that the High Court Order has not been discharged by the court or any other higher court and that the ECZ Commissioners will face contempt of court charges

“We note with concern that you have proceeded to set up for elections in blatant disregard of the Court Order issued on 13th September 2022.

“In view of the above, we write to request you to abide by the Court Order suspending the elections in the said constituencies until the matter is disposed of by the High Court

“If you don’t comply with the order of court within 24hrs of receipt of the letter, we shall commence committal proceedings against the Electoral Commission of Zambia and every Commissioner as contempt is personal in nature, as your actions are clear contempt of court.

WEDNESDAY WRAP: Ailing Zesco Lose To Napsa in Nasty Finish, Chipolopolo Secures Israel Friendly

Zesco United started life without Mumamba Numba with a defeat while Chipolopolo Zambia will face Israel in a friendly.

The nine-time champions were on Wednesday afternoon beaten 2-1 away by promoted Napsa Stars at National Heroes Stadium in Lusaka.

Zesco’s defeat came just three days after Numba was fired following two successive preliminary match continental exits.

Augustine Mulenga scored the opener for Napsa in the 3rd minute to record his first goal since joining the Lusaka club a fortnight ago.

Mulenga’s goal came in his second game for Napsa.

But Zesco equalized in the 19th minute through Vincent Oburu.

Musonda Kapembwa put Napsa back in the lead in the 59th minute to see Zesco without a win in their last five competitive games in which they have collected four draws.

Meanwhile, Mulenga was substituted in the 88th minute after helping lift Napsa up the log from 11th to 5th on 12 points, five points behind leaders Red Arrows and four points behind second placed Prison Leopards.

Zesco are 13th on 9 points.

However, the spot light was stolen by Zesco midfielder Kelvin Mubanga who was red-card in the 83rd minute together with Napa’s Daniel Adoko after the players came to blows.

CHIPOLOPOLO FACE ISRAEL
The Football Association of Zambia has confirmed Chipolopolo will play Israel next month.

“The Football Association of Zambia wishes to inform its members and stakeholders that the Chipolopolo will play an international friendly match with the Israel National Team during the November FIFA window,” FAZ Spokesperson Sydney Mungala said in a statement.

Zambia will play Israel in a friendly on November 17 at HaMoshava Stadium in Petach Tikva.

It will be Israel and Chipolopolo’s debut meeting.

Stakeholders in Lusaka ready to deal with floods

Stakeholders in Lusaka say they are ready to deal with floods that may affect the city during the 2022/2023 rainy season.

Both Engineering and Public Health departments under the Lusaka City Council indicated their readiness to mitigate any calamities before, during and after the rainy season.

They said this during the District Development Coordinating Committee meeting held today.

Chief Health Inspector in the department of Public Health, Collins Siame said cleaning and waste collection in the city has been intensified ahead of the rains.

Mr Siame also reported that the problem of waste keeps growing in Lusaka especially in the Central Business District but the department will not relent to ensure timely collection of waste is done.

He explained that out breaks of diseases such as Cholera, among other waterborne related diseases, have been a wake-up call to the department to ensure preparedness is highlighted to mitigate the outbreaks.

“The havoc that the Cholera outbreak caused a few years back was a wake-up call and this calls for all stakeholders to be proactive and prepare adequately in addressing calamities,” said Mr Siame.

And Isaac Banda from the Engineering department under the LCC, said cleaning and unblocking of drainages has since started and called on members of the public to desist from throwing waste in drainages.

Mr Banda reported that communities in Lusaka have been divided into zones with each zone having a contractor unblocking and clearing drains before the onset of the rains.

He also disclosed that the department has also increased on man power by deploying more officers to work on the drainages.

“We have increased on man power and we have now deployed more workers to work on the drainages,” said Eng. Banda.

Speaking during the same meeting, the Muslim Social and Welfare Trust Coordinator, Mubasshir Mehta called for the revamping and renovation of borehole not operational in communities in order to improve water supply and sanitation.

He said stakeholders can collaborate and have a deliberate policy to revamp on non-functional water points.

Mr Mehta said some boreholes in communities are not functioning due to minor problems that can easily be worked on with periodic maintenance.

“Periodic maintenance of some boreholes in communities in Lusaka is what is lacking to keep these facilities servicing the people,” he said.

ZDA, Latvia business experts partner to empower young women in Zambia

Ministry of Commerce, Trade and Industry Permanent Secretary, John Mulongoti, has said government will continue to promote trade and investments as well as enterprise development to stimulate economic development in the country.

Mr. Mulongoti says government realises that formal employment alone cannot absorb all the graduates coming from colleges and universities hence the need to promote entrepreneurship.

He said this in a speech read for him by the Director of Industry in the Ministry of Commerce, Trade and Industry, Sunday Chikoti during the She-rebuilds the world meeting organised by the Zambia Development Agency (ZDA) in partnership with Latvia business experts in Lusaka today.

He noted that government would like to see a good number of programmes that support the women folk so that they are not left out in economic activities.

Mr. Mulongoti added that government appreciates initiatives from stakeholders such as Latvia, which are aimed at inculcating the culture of entrepreneurship especially for young women.

He explained that there is a need for a mind-set change among young women to always look at alternatives to formal jobs, adding that government alone cannot employ everyone.

“We are looking forward to seeing experience sharing between the two countries, Zambia and Latvia, in areas such as country branding and diaspora engagements to attract foreign direct investment,” he said.

And ZDA Acting Director General, Albert Halwampa said women empowerment is critical in fostering social economic development in the country.

Mr. Halwampa revealed that ZDA is happy for the partnership with Latvia business experts, who offer business expertise to young women.

He said linking Zambian women with the rest of the world will empower them with entrepreneurial skills.

He further said the ZDA partnership with Latvia will make young women financially viable by coming up with job creation instincts to foster development in the country.

“ZDA believes in the adage which says; ‘empower a woman then you empower the whole world’, speaks volumes for young women that will soon start creating jobs for others for their sustenance.

He said the partnership was the beginning of better things to come in terms of actualising the job creation concept which in turn adds to the gross domestic product (GDP).

Earlier, Latvia Board Member of diaspora organisation, Ieva Jakobsone said her organisation has identified 30 young women in Zambia who will be given entrepreneurial and business skills to transform their economic status.

Ms. Jakobsone said Lativia supports young women with business knowledge for them to succeed in their personal endeavours.

She said the objective of her organisation is to link young women to specialised business training and make them realise their dreams of becoming employers in future.

Latvia, a small country in Europe, supports young women in entrepreneurial skills in selected countries such as Zambia and Namibia to acquire economic skills.

Sylvia Masebo says reports of corruption allegations against her not true

Minister of Health Sylvia Masebo has dismissed allegations of bribe saying that a TFM letter that has made rounds on social media implicating her office in alleged attempted bribery is not true.

Reacting to a question by Diamond Media Ms Masebo who could not comment further said that she will at an appropriate time issue a comprehensive statement on the matter.

On Monday, Social Media was awash with a letter dated May 15, 2022 bearing details of a reply by a South African-based company called TFM alleging the Minister’s representatives approached the firm to facilitate fees and a motor vehicle for her.

It’s alleged the matter is in connection with the Tender for the proposed construction and equipping of seven by 150-bed capacity infectious diseases isolation hospitals in Zambia.

A South African company, TFM Holdings (pty) Ltd revealed that a Cabinet Minister had been soliciting for a bribe before it could get favourable consideration.

TFM Industries (pty) Ltd chairman Mcebisi Nlozi revealed that the named Minister had been soliciting bribes from the company in form of facilitation fees and a luxury motor vehicle after it had been awarded a US$100 million contract to construct pre-fabricated hospitals in Southern, Western and North-Western Provinces.

In a letter to a local business executive dated 15th May 2022, Mr Nlozi claimed his company had been approached by representatives of the said Minister to arrange facilitation fees and a vehicle for the government official.

He had instead requested a local business executive to place the soliciting of the facilitations fees and a motor vehicle for the named Minister on record in Zambia.

“We write to you to place on record that we have been approached by representatives of the Minister of Health to arrange facilitation fees and a vehicle for her. We are, for obvious reasons very uncomfortable with this and wish to ask you to place this on record in Zambia, the letter reads.

Secretaries urged to help govt fight corruption – Mweetwa

Southern Province Minister, Cornelius Mweetwa has implored professional secretaries in Government and other public institutions to help fight corruption by reporting suspicious transactions that pass through their hands to relevant authorities.

Mr Mweetwa observed that secretaries due to the nature of their job come across sensitive information some of which may involve dubious and corrupt activities perpetrated by their supervisors.

He said it is such information that government would want secretaries to take note and report to law enforcement agencies.

The Provincial Minister said once secretaries get involved in the fight against corruption, audit queries in the Auditors report will reduce drastically.

Mr Mweetwa was speaking in Livingston today when he graced a three days Professional Secretaries Association of Zambia annual convention.

And speaking earlier, Association President, Christabel Musefwe thanked Government for supporting the Association’s efforts in enacting a Professional Secretaries Bill.

Mrs Musefwe informed the gathering that the UPND being a listening Government, the bill was tabled before Parliament and has since entered it’s second reading.

The Association President further cautioned secretaries to uphold high levels of transparency and confidentiality in executing their duties.

Nkombo thanks JICA for helping clean Lusaka

Minister of Local Government and Rural Development, Garry Nkombo, has thanked the government of Japan for supporting Zambia in many areas, including the management of solid waste in Lusaka city.

Mr Nkombo said JICA has supported the Lusaka clean city project which aims at achieving a sustainable solid waste management system.

He said this at the JICA solid waste management seminar dubbed Lusaka Clean City Project held in Lusaka today.

Mr Nkombo noted that the culture of indiscriminate dumping of waste has resulted in the rapid deterioration of the environment.

He expressed sadness that some manufacturers and consumers are lacking appropriate means of disposing of such plastics.

“As a country aspires to live in a clean and healthy environment through Vision 2030, it is regrettable that the situation of garbage collection and the general cleanliness of premises and community surrounding have remained a source of problems which has resulted in public places becoming dirty and unacceptable to the health and wellbeing of the residents and visitors,” he stated.

The minister added that most local authorities are unable to deliver satisfactory services with limited participation of the private sector.

He said there is a need to pull resources together and ensure that there is clean surroundings in the city of Lusaka and elsewhere.

And Japanese Ambassador to Zambia, Ryta Miuzuuchi, said solid waste is one of the major projects that JICA is implementing in Zambia.

Ambassador Miuzuuchi said the Japanese government is looking forward to seeing Lusaka develop into a clean and green city and becoming a model of all African countries.

And Lusaka City Mayor, Chilando Chitangala, has urged all community-based enterprises (CBEs) contracted to collect solid waste management to up their game in their business.

Ms Chitangala revealed that the population of Lusaka is estimated to be more than three million and the city generates more than 1,500 tonnes of garbage per day.

Government launches 2022-2026 digital health strategy

Minister of Health, Sylvia Masebo, has launched the 2022-2026 digital health strategy with a call to cooperating partners to support the implementation of the strategy.

Ms. Masebo said it will require substantial and sustained investment for the digital health strategy to be achieved.

She said the successful implementation of the digital health strategy will greatly help in improving governance and uplifting the welfare of patients.

The minister stressed that the government will continue to rely fully on the support of cooperating partners in a bid to actualise the ambitious five-year plan.

Ms. Masebo explained that the objective of the strategy is to reform digital health governance and develop digital workforce capabilities.

She said this when she officially opened the Digital Health Conference 2022 in Lusaka today.

And Ms. Masebo has said government is in a hurry to improve lives of people in remote areas.

Ms. Masebo said the desire of the government is to provide quality healthcare services to people in unserved areas.

She reiterated that the government has prioritised the digital transformation agenda in order to enhance healthcare service delivery to all citizens.

Ms. Masebo said Zambia has positioned itself to benefit from the digital revolution.

And speaking earlier, National Coordinator for E-Government Division at Smart Zambia Institute (SZI) Percy Chinyama, disclosed that the goal of SZI is to ensure that all level one hospitals are on a wide area network.

Mr. Chinyama said this will improve and accelerate the delivery of healthcare services using technology.

President Hichilema arrives on the Copperbelt

President Hakainde Hichilema has arrived in Ndola on a two -day- working visit on the Copperbelt province.

While on the Copperbelt, President Hichilema is expected to inspect developmental projects in Ndola and Kitwe.

Among the projects the President is expected to visit is the Chifubi Mini Hospital in Kawama ward.

ZANIS reports that President Hichilema will also tour Ndola and Kitwe Teaching Hospitals and the Copperbelt University to appreciate the prevailing situations at the institutions.

He is also expected to hold a series of meetings with stakeholders in the two districts.

The Presidential jet touched down at Simon Mwansa Kapwepwe International Airport at exactly 15:45 hours.

The Head of State was received by Copperbelt Province Minister, Elisha Matambo, provincial Permanent Secretary, Augustine Kasongo and senior government and party officials.

Meanwhile, Goodwill Ambassador for Persons with Disabilities, Elijah Ngwale, has commended President Hakainde Hichilema for delegating Vice President Mutale Nalumango to grace the National Day of Prayer, Fasting, Repentance and Reconciliation yesterday.

Mr. Ngwale said contrary to people who are criticising President Hichilema on various platforms for assigning the event to the Vice President, the Head of State did a commendable job.

In a statement issued to ZANIS in Lusaka today, Mr. Ngwale, who is also recipient of October 24, 2021 President insignia of honour, encouraged Mr. Hichilema to continue delegating certain events to other leaders to promote a sense of belonging to the country’s leadership.

“The Vice President is the wife to the Bishop and she herself is a Reverend and a Republican Vice President, there was nothing wrong in her gracing the event. For the President to assign her, there was nothing wrong,” he said.

Mr. Ngwale noted that the President cannot be expected to be everywhere as he has other equally important matters to attend to, especially that of growing the country’s economy.

“The President has said it himself, he is the chief marketing officer of the nation, allow him to attend to other matters that are also of national interest. He cannot be everywhere that is why there are other national leaders in place,” Mr. Ngwale stressed.

Cabinet approves policies, recommendations, models and reports for introduction in Parliament

In agreement with the government’s transformation agenda, the Cabinet has reviewed and approved policies, recommendations, models and reports for publication and introduction in Parliament in order to facilitate service delivery to Zambians.

Chief Government Spokesperson Chushi Kasanda stated that Cabinet has approved the Mineral Resources Development Policy and Implementation Plan for 2022 to 2026, Cabinet has observed that the Mineral Resources Development Policy of 2013 is inadequate in dealing with the many new issues taking place both locally and internationally in the mining industry.

Ms Kasanda added that there is need to address these new challenges that have emerged in the industry such as low investment in mineral exploration and mining, low participation of Zambians in the mineral value chain, inadequate growth coupled with the informality of the artisanal and small-scale mining sub sector, and to operationalize the new Government ambitions to ramp up Copper production to three million metric tons per annum by 2031.

Ms Kasanda explained during the 24th Cabinet Meeting held at State House that Cabinet has approved some recommendations from the 2022 findings of the Mining Cadaster Audit Report based on the key findings and recommendations from the Audit of the Mining Cadaster System for Mining and Non-Mining Rights, and the approved recommendations include re-opening the Mining Cadaster Department following the completion of the audit exercise, floating of the bids for the blocked mining rights to companies which are wholly or partly owned by Zambians, restricting the number of mining rights an entity or company or related companies should have to only five, ensuring that foreign entities, wishing to acquire mining rights, partner with Zambians or companies owned by Zambians, and utilization of ICT in the conduct of business to avoid human interaction.

“Cabinet further agreed to address the issues which have compromised the issuance and management of Mining Rights, implement decisive measures to unlock investment in the mining industry, and enhance efficiency, transparency and accountability in the administration of mining rights,” she said

During the same meeting Ms Kasanda said that Cabinet also approved the Integrated Artisanal and Small-Scale Gold Mining and Marketing Development Model, which will be used to develop the Artisanal and Small Scale Gold Mining sub sector, identification or appointment of a Government entity as the Gold Aggregator, establishment and formalisation of the gold marketing centers, establishment of a Gold Refinery and value addition centers through Private Public Partnerships (PPPs), establishment and operationalisation of the Minerals Regulatory Commission, and provision of State Security in all gold mining areas and improve security in trading areas for gold miners and traders.

She noted that Cabinet has recognised that there has been a proliferation of informal artisanal gold mining activities in many parts of the country involving multitudes of youths, therefore, this in itself is testimony that, if well-managed, the sub-sector has the potential to absorb many youths in the much-needed job and wealth generation activities considering that these youths are attached to families.

“Cabinet is convinced that artisanal gold mining is one avenue through which the Government can fight extreme poverty, especially in the rural areas and consequently, lead to development in line with the Eighth National Development Plan,” she noted

Ms Kasanda who is also the Minister of Information and Media cited that Cabinet also approved the Fourth Cycle National Report on the Universal Periodic Review (UPR) so that the Report can be submitted to the Human Rights Council as per the Human Rights Council resolution 16/21 adopted on 25th March, 2011, and decision 17/119 pertaining to the review of the Council, the second and subsequent cycles, which provides that Universal Periodic Review (UPR) should focus on, among other things, the implementation of the accepted recommendations and developments of the human rights situations in the State under review.

“Every United Nations (UN) Member State is required to prepare and submit a Fourth Cycle National Report on the Universal Periodic Review and Zambia, being a UN Member State, is among the group of States to be reviewed by the Universal Periodic Review Working Group during the January-February, 2023 Calendar reviews,” she cited

NAPSA needs new reforms to be put in place-Sean Tembo

Patriots for Economic Progress (PeP) President Sean Tembo says the National Pensions Scheme Authority (NAPSA) needs new reforms to be put in place in order for the institution to operate effectively for it has been operating like a Nigerian Pyramid Scheme for the past 20 years, which is quick to collect contributions but reluctant to pay benefits when due.

Mr Tembo mentioned if the New Dawn Administration is serious about making NAPSA better, there is plenty that needs to be reformed, allowing NAPSA to operate independently from Government interference, including the interference of the President himself and in order to achieve this, the corporate governance principles of NAPSA should be strengthened by ensuring that the majority of the Board Members are representatives of trade unions.

“You must remember that NAPSA manages contributions of workers, therefore anyone who is not representing the interests of workers has no business sitting on the NAPSA Board,” he mentioned

He noted that NAPSA Management should be appointed by the Board and not by the Minister of Labour and Social Security, because by allowing the Government to appoint NAPSA Management, the institution becomes inherently susceptible to manipulation and abuse, remember that the Government is an employer and cannot therefore be trusted with managing the funds of its employees, the best people who can genuinely protect and enhance the funds of the employees are the employees’ representatives who are the trade unions as an independent NAPSA Board will ensure that the Management is held to task for their performance.

Mr Tembo said that NAPSA is too big to be efficiently managed in this regard, the Government should consider splitting NAPSA into three separate pension schemes being for the civil servants, for parastatal bodies and government agencies and for the private sector, that is the best practice when it comes to pension management across the world.

He disclosed that NAPSA should start paying a lumpsum of at least 50 percent upon someone’s retirement, with the balance payable in monthly or quarterly installments. Additionally, NAPSA should establish customer service standards for payment of benefits which should not take more than 5 working days to come out when one retires or dies.

“Any delay in processing of benefits should result in a penalty charged to specific NAPSA employees involved which should be deducted from their salaries, in the same way that employers are charged penalties for late submission of employee contributions, that should be sufficient motivation to make them do their job properly,” he disclosed

Mr Tembo explained that it should be made a criminal offense for NAPSA Management to use workers contributions to fund charity and CSR projects, because it makes no sense for NAPSA to be pumping millions of Kwachas of worker’s money into its football team, when the retired workers are destitute and waiting for years to get their benefits from NAPSA because PeP has always argued that public funds are not for charitable or CSR activities and if the Management and employees of NAPSA want to own a football club, let them make contributions from their payroll to fund such a football club.

“After making the above reforms, NAPSA should be able to operate properly and to the benefit of the workers who make the contributions, the proposal to allow workers to make a partial lumpsum withdrawal of their pension is largely motivated by the frustration by most workers due to the long delay in accessing their NAPSA benefits once they reach retirement age. And also, the failure by NAPSA to make a partial lumpsum payment. Therefore, if these issues are specifically addressed by the proposed wider NAPSA reforms above, the workers should be happy,” he said

Mr Tembo cited that the Government’s proposal to amend the NAPSA Act and allow for an early partial withdrawal of benefits is too narrow in scope and will not address the wider NAPSA problems outlined above. The argument that people need to access their money while they are still young and energetic is too simplistic because to start with, a pension is not an investment annuity and the idea behind a pension is to give you social protection.

“In other words, to prevent you from becoming a destitute when all your brilliant investment plans fail. We all have brilliant ideas of how we want to invest our money and become rich, but more often than not, those plans tend to fail. The idea behind a pension is that if we lose everything we have, we should at least be able to buy food and rent a one-roomed house for ourselves until we die,” Mr Tembo
