Immigration apprehend two for suspected human trafficking

The Department of Immigration has apprehended two Zambian government drivers for suspected human smuggling.

The department’s public relations officer Namati said Nshinka said immigration officers intercepted the two divers at Kateshi Toll Gate in Kasama in route to Lusaka, in a maroon Mitsubishi Pajero Government Vehicle carrying nine undocumented Burundians.

Mr Nshinka said the duo were caught in the early hours of Friday, October 7 2022, following a tip-off from members of the public.

He disclosed that the two suspects the Burundians are currently detained at Milima Correctional Facility pending prosecution, while the Vehicle has been impounded and parked at Kasama Regional Immigration Office.

“The Kasama Regional Immigration Office has apprehended two (2) Zambian Government drivers aged 44 and 46 of Lusaka West and Mtendere, respectively, for suspected human smuggling,” he said.

In a press statement issued to ZANIS in Lusaka today, Mr Nshinka also revealed that the Lusaka Regional Immigration Office has detained eight Ethiopians for illegal entry.

“The eight were among the 10 Ethiopians handed over to Immigration by the Police after they were intercepted at the Palabana Police Checkpoint aboard a Lusaka-bound Toyota Runx Registration Number ALV 4756 on October 6, 2022. The two other Ethiopians could not be taken into custody due to ill health. Meanwhile, the Driver of the Runx managed to escape,” he explained.

He urged members of the public to take the arrest of the two government drivers as a timely warning to all drivers who are in the habit of assisting illegal immigrants adding that that no one is above the law and that anyone found wanting will be prosecuted.

He advised motor vehicle owners and those in charge of Government transport in various Government Ministries, Departments, and Agencies to warn drivers to desist from using the vehicles to commit offences.

Similarly, Mr Nshinka stated that the department, apprehended 91 persons for various immigration offences, secured 72 convictions, and refused 16 foreign nationals entry into Zambia for failing to meet various entry requirements between October 3 and 6, 2022

Meanwhile, Mr Nshinka the Department of Immigration in Lusaka, removed 34 Ethiopians from the country on October 7, 2022 following the ongoing exercise aimed at reducing the number of Ethiopians detained at various Correctional Facilities across the country.

“This brings the total number of Ethiopians removed since the start of the removal exercise on September 8, 2022 to 30, he said.

He added that the 34 Ethiopians were removed via Kenneth Kaunda International Airport after being arrested for illegal entry and unlawful stay.

After Two Decades of Economic Sanctions on Zimbabwe, Are they Justifiable?

Zimbabwe is 42 years old and almost half of that has been lived under economic sanctions. It was refreshing, thus, when African leaders used the United Nations General Assembly (UNGA) some few days ago to push for an end to more than 20-year western sanctions on Zimbabwe, arguing that the sanctions are damaging to ordinary people and the region.

Senegalese President Macky Sall, the head of the African Union (AU), called for the “immediate lifting of sanctions to allow Zimbabwe to realize its full potential”. The President of the Democratic Republic of the Congo, Felix Tshisekedi, who’s also the current leader of the Southern African Development Community (SADC), described the sanctions against Zimbabwe as “a crime against an innocent people.’

According to Kenyan President William Ruto, “the one-sided coercive measures such as those imposed on Zimbabwe not only punish the sovereign equality of nations, but also indiscriminately punish the general citizenry and retain their bitterest sting for innocent hustlers and the weak.”

South Africa’s President Cyril Ramaphosa demanded (speaking through Foreign Minister Naledi Pandor) “an end to unilateral coercive measures against Zimbabwe which have exacerbated the problems of the Zimbabwean people”. Ramaphosa would also in a meeting with US President Joe Biden ask for the lifting of sanctions in Zimbabwe.

These African leaders are on terra firma and I elect to stand with them. A father that stops buying food because he has a bone to chew with his wife isn’t punishing the wife, but mainly the children. Besides chewing bones can be dangerous, no matter what size or what type. Like the famous African proverb, “when elephants fight, it’s the grass that suffers”. A miscalculation in the game theory and underplaying the butterfly effect.

Background
After the signing of the Lancaster House Agreement on 21 December 1979, bringing to an end of the Second Chimurenga also called the Zimbabwe War of Independence and to the internationally recognition of Zimbabwe from Rhodesia. This also meant the full resumption of direct British rule and the reversal of the 1965 Unilateral Declaration of Independence (UDI). Independence would be granted on 18 April 1980 with Robert Mugabe becoming the first indigenous Prime Minister.

In the very same 1980, the infamous – or famous depending on which side of the fence you are on – Land Reforms would start with partial funding from the United Kingdom which saw the resettling of around 70,000 black people initially without land on 4,900,000 acres in the new independent Zimbabwe. This was a drop in the proverbial ocean. The US and UK had offered to compensate white citizens for any land sold to aid reconciliation using the “Willing buyer, Willing seller” principle which is a market driven land reform with much support from landowners. However, this failed to right the wrongs made by the historical expropriation and high poverty. In the late 1990s, the then President Robert Mugabe declared the compulsory acquisition of land. Land acquisitions would turn violent in the early 2000s with 7 white farmers being killed and “much larger number of black victims” working on those farmers. This was the watershed moment.

The Zimbabwean economy would suffer a great hit which people like Craig J. Richardson attributing it to the land reforms. The EU, UK, Canada, Australia, New Zealand and the US would also place sanctions on Zimbabwe because of ‘the land reforms and the human rights abuses.’ Its more than 2 decades now and the leadership in Harare has changed but nothing much has changed on the sanctions despite the standing ovations given to the ousting of Mugabe as president.

Now, dear reader, I’m not Zimbabwean. I have never been to Zimbabwe. I’m not a historian. I’m just a keen student of life and life has many lessons for all of us. I’m just here to critique sanctions as a human rights abuse. I will highlight why I feel that they create the very problem that it envisages to solved. As you read, dear reader, you must also not forget that the objective of the Chimurenga fighters was to reclaim their lands by challenging the IDU and colonialism while also achieving democratic autonomy.

Do Sanctions Work?

States, its agencies and agents including independent great minds have always claimed that the most effective way of bringing a wayward country back into line is by placing economic sanctions on it. The war without guns. Economic sanctions are coordinated restrictions on trade and financial transactions intended to impair economic life within a given territory. Since the end of the cold war, they have been more prevalent.

However, the ethical, political and moral justifications for such measures are seldom interrogated. In Economic Sanctions Reconsidered, Gary Clyde Hufbauer, Jeffrey J. Schott, Kimberly Ann Elliott and Barbara Oegg of Peterson Institute for International Economics (PIIE) studied more than 200 economic sanction cases and concluded that only succeeded in 1/3 of all cases. In 2/3 of application, the sanctions had failed to achieve the intended objective. Below I explain the consequences on sanctions on healthcare, education, human rights, and ethics on the recipient country. What history will be written as an outcome of these sanction?

Sanctions Negatively Affects the Healthcare System

Sanctions may not formally ban the exports of medicines; in practice, however, patients are experiencing great difficulty in securing the treatment. This significantly cripple the public healthcare system. And this negates all the progress that had been made in improving quality, leading to a huge economic and social costs which may include disability and lost productivity, and generally low quality of life in the population. All the progress 1980s was severely disrupted and saw the period from the 2000s resulted in a sharp and prolonged decline in health expenditure and increasing health inequalities. For example, neonatal complications, protein energy malnutrition and lower respiratory infections caused 24.64%, 1.85% and 10.27%, respectively, of under 5 deaths in 1999 before sanctions kicked in. 20 years later in 2019, there was an increase to 36.52%, 6.77% and 19.48% in deaths caused by neonatal complications, protein energy malnutrition and lower respiratory infections respectively. Public healthcare across the country is currently grappling with a growing shortage of nurses driven by the search for private jobs and greener pasture, particularly in the UK.
However, when those in leadership get sick, they are flown out to South Africa, India or China to access proper and quality healthcare since the healthcare system back home is dead. They live and die in opulence. And so, do their children and close relations. A travesty.

Sanctions Negatively Affects Education

Because of the country’s failure to trade and access certain resources, schools would lack facilities like electricity, libraries, computers, textbooks, and a good transport network. This is in addition to lack of resources to recruit more teachers and pay the already recruited ones. Inevitably this result in the collapse of the education system. As in every other sector, teachers are leaving the country in search of better opportunities and this brain drain leaves a huge teacher-student ratio. Monica Zembere claimed that between 2000 and 2010, around 80% of secondary schools in Mbire District in Mashonaland Central were staffed by either untrained teachers or primary trained teachers. Also, many Zimbabweans who emigrate to study do not return to their home country immediately after completing their studies due to better opportunities there. it cannot be overemphasized enough how an educated population is essential to a nation’s prosperity and health democracy.
The elites who are meant to be targeted by the sanctions, however, send their children get an education from abroad.

Sanctions and the Living Standards

It’s a foregone conclusion that sanctions negatively affects the social sector of the recipient country and ultimately the standard of living. sanctions are a tool covertly and overtly targeting the weakest in society for political ends. Import restrictions disrupts the supply chains for basic goods, including healthcare, education, and quality of life. On the other hand, the Universal Declaration of Human Rights declares that everyone has the right to a standard of living adequate for their health and well-being, including food and medical care, housing, and the necessary social services. The lack of investment and support in agriculture for a country that has 60% of its population living off agriculture meant that most of the people got pushed into food insecurity, malnutrition, and poverty. At 23% food inflation in real terms, Zimbabwe has the second worst food price increase. only second to Lebanon. This translates into shortages in domestic food supply and declining agricultural production. This is compounded by a lack of foreign currency to import food.

Sanctions are a Violation of Human Rights

Sanctions violates Universal Declaration of Human Rights inherent the dignity and of the equal and inalienable rights. There is discouraging data about their grim impact on the rights and well-being of ordinary and otherwise innocent citizens. If the goal is to improve the lives of the people of a country, systematically impoverishing them is a strange way to go about it. The Office of the United Nations High Commissioner for Human Rights (OHCHR) called the sanctions ‘brutal and ineffective tool that disproportionately harms the very same people they are enforced to protect’. They went on to say ‘unilateral coercive measures are contrary to the United Nations Charter, International Law, International Humanitarian Law, and the norms and principles governing peaceful relations among States’. Need I say more?

Sanctions are borderline Unethical

While in war there is direct and relatively quick killing, economic sanctions are a slow and painful killer. Imagine dying of hunger which can happen over a period of 60 days or 8 to 21 days if one has no access to drinking water. Slow and painful indeed. Sanctions are thus unethical. More so that they effectively pauperize the most vulnerable (women, children, the sick, the aged etc) and leave political elites barely touched. Using poverty as a tool for politics is morally wrong. The collateral damage caused is unjustified not only to Zimbabweans but also to neighboring countries where some Zimbabweans have gone for better opportunities. Others link the rise in xenophobia in South Africa, with foreign nationals like Zimbabweans coming under violent attack, to the effects of sanctions. Butterfly effect?

Conclusion

The question of the effectiveness of economic sanctions has already been addressed by Hufbauer et al. Even when it was never answered, what is the agreed measure of success? Change of regime or changes in the behavior of a regime. Like I have repeatedly explained, economic sanctions do not affect those in power, those who make decisions which attracts external anger. No. Sanctions affect and impoverishes the common man. The very same man these sanctions are meant to protect. What is a more travesty is that sanctions just entrenched the political life of the elites. If there is a lesson from all this is that we cannot be talking about improving human rights by depriving people of basic tools to their “Life, Liberty and the pursuit of Happiness”. Sanctions serve little in effecting their objectives. Thus, they just become symbolic, an academical exercise, meant to show who’s boss in global politics. Or maybe, they are justifiable? Defending FAZ Super League champions Red Arrows are second on the log after a 1-0 home win over Green Buffaloes.

That result in this Lusaka derby at Nkoloma Stadium ended Buffaloes unbeaten start to the season after seven rounds played.

Joseph Banda scored the game’s only goal in the 68th minute.

Arrows win kept them second on 15 points, one behind leaders Prison Leopards who beat Chambishi 3-1 at home in Kabwe.

Buffaloes drop from 5th to 8th on 10 points after their unbeaten run was ended today.

In the lunchtime kickoff at the same venue, Zanaco and Nkwazi finished 0-0 in their Lusaka derby.

The match saw Zanaco technical advisor Emmanuel Amunike get his second draw in as many games since his appointment a week ago.

Meanwhile, things are not well with Nkana who lost 1-0 away at promoted FC MUZA.

Police Warn Anyone Claiming To Have Rescued Abducted Victims

Inspector General of Police Lemmy Kajoba has warned persons or anyone making what he claimed as false claims to have played a role in rescuing the victims and are soliciting for money or favours to stop forthwith as this amounts to an offence that is prosecutable under our laws.

In a statement released to the media, Mr Kajoba further warned that people soliciting for money or favours to stop immediately as this amounted to an offence that is prosecutable under our laws.

Police have also revealed that prior to the rescue of the girls by Robby Chitambo, one of the girls had already escaped and was taken to police Godfrey Miyanda police post by a good Samaritan.

Inspector General of Police Lemmy Kajoba said after four mobile money agents and nine nursing students were abducted, not all cases were brought before the attention of security wings.

“Members of the public may wish to note that not all the cases of abduction were reported to police as parents thought their children were in school , whilist school authorities assumed that the students had gone home,” he said.

He said following reported abduction cases, with the most prominent being that of Pamela Chisumpa investigations intensified.

Mr Kajoba said as investigations intensified, intelligence gathered led to the apprehension of a named taxi driver who on October 2nd around 22:50 hours , who was once used by the abductors to deliver a laptop to one of the victims as collateral for a soft loan.

“The taxi driver was later picked by police and upon being interviewed, he revealed where he had picked the laptop and it turned out to be Chalala Choppies mall area where officers had been conducting surveillance for some time.

This information promoted officers to intensify patrols around Chalala’s Choppies mall and other surrounding areas,” he said.

He said on October 3rd, the social media profile for one of the suspects was identified by a lady who was frequently communicating with one of the suspects who wanted to lure her to visit him.

Mr Kajoba said the lady who was undercover after having reported to police went with her brother to the location that had been sent to her by one suspect and when she reached the vicinity, the suspect noticed that she was not alone and shouted at her.

“Upon realising that his possible victim was accompanied by a male person, he angrily shouted at her asking why she had not followed instructions by going alone. The suspect who was not putting on a shirt then sensed danger, quickly closed the gate, ran back to the house where he picked a short and hurriedly secures the house before jumping the wall fence into the next year and police pursued him,” he said.

He said upon noticing the panic of one of the suspects, one of the victims Dorcas Chungwe ceased the opportunity to break and open the door.

Mr Kajoba said after she opened the door, she met a good Samaritan Ellam Sinkala of Shantumbu who was driving along the road and he took her to the police post and she reported being among one of the girls held hostage.

“By this time, the other team of detectives(Plain clothed officers) who had chased the suspected abductor returned to the house for inquiries and upon reaching the house, officers found three boys with two women who were helping the remaining victims who were unable to walk on their own,” he said.

He said later it was discovered that the man who had runaway was one of the suspects Mathews Sikaonga who was apprehended with his accomplice James Mulenga in Western Province.

Mr Kajoba has since called on members of the public to continue cooperating as their is still a mammoth task to ensure the suspects are taken before the courts of Law.

He has further warned those peddling lies which have the potential to jeopardize the on going investigations to stop and has also further thanked the Zambia Information and Communication Technology Agency and members of the public who played a part in rescuing the victims.

Statement by the Inspector General of Police on events leading to the rescue of the thirteen ladies held hostage in Chalala area

As a follow-up to our earlier statement issued on 3rd October, 2022 concerning the rescue of the thirteen ladies who were held hostage in Chalala area, we now wish to give an account what led to their release.

Preliminary investigations indicate that between 17th March and 18th June, 2022, four female mobile money agents were abducted namely; Faith Muluti aged 28, Pamela Chisupa aged 21, Paxina Chanda aged 22, and Macwani Nalukui aged 21. And between 15th August and 20th September 2022, nine nursing students from a named university in Chilanga district were abducted from their boarding houses.

Members of the public may wish to note that not all these cases were reported to the Police as parents thought their children were in school while the school authorities assumed that the students had gone home.

As all may be aware, this is a matter that we had promised to pursue until the abducted persons were found alive.

As investigations intensified, intelligence gathered led to the apprehension of a named taxi driver on sunday 2nd october, 2022 around 22:50 hours, who was once used by the abductors to deliver a laptop belonging to one of the abducted ladies as collateral for a soft loan from a money lender in Matero’s Shadreck compound.

The taxi driver was later picked by Police at family 24 along Lumumba road to help with investigations. Upon being interviewed, the taxi driver revealed where he had picked the laptop which turned out to be Chalala Choppies mall area where officers had been conducting surveillance for sometime. This information prompted officers to intensify patrols around Chalala’s choppies mall including Greg Lungu and Augustine Lungu roads.

On Monday, 3rd October, 2022, the social media profile for one of the suspect was identified through which a lady who was frequently communicating with the suspect on Facebook was also identified. In their communication, the suspect had tried to lure the lady to visit him and he shared his location using one of the abducted lady’s phone who at the time was not reported to have been abducted.

Armed with this information, officers in the company of the lady and the brother went to the same location. Upon reaching the vicinity, she went to the gate where she met the suspect who was without a shirt and engaged into a conversation whilst Police officers were monitoring from a distance.

Upon realising that she was accompanied by a male person, he angrily shouted at her saying he had instructed her to come alone. He then sensed danger, quickly closed the gate and ran back to the house where he picked a shirt and hurriedly secured the house where the abducted ladies were held before jumping the wall fence into the next yard and Police pursued him.

Upon noticing the panic of the abductor, one of the ladies, Dorcas Chungwe seized the opportunity to break and open the door. When the door was open, Dorcas came out first and jumped the fence and the rest of the ladies came out except the other three who could not manage to walk.

On the roadside, Dorcas met a good samaritan, Mr. Ellam Sinkala of Shantumbu who was driving along given Lubinda road and took her to Godfrey Miyanda Police post where she reported that she was among the ladies that were held, hostage. Police in the company of the victim and Mr, Sinkala drove back to the scene where they found the other ladies and people had gathered.

By this time, the other team of detectives (plain clothed Police officers) who had chased the suspected abductor returned to the house for inquiries. Upon reaching the house, officers found three boys with two women who were helping the remaining victims who were unable to walk on their own. The actions of the helpers came as a result of the commotion and distress calls from the abducted ladies.

Later on, it was discovered that the man who had run away was one of the suspects, Mathews Sikaonga, apprehended in Nkeyema together with his fellow accomplice, James Bwalya Mulenga, in connection with the abduction.

We are appealing to the public to continue cooperating with us as we still have a mammoth task of arraigning these suspects before the courts of law.

We have further noted with concern the continued speculations and falsehoods being peddled on social media which has the potential to jeopardise the on-going investigations. We further wish to warn persons or anyone making false claims to have played a role in rescuing the victims and are soliciting for money or favours to stop forthwith as this amounts to an offence that is prosecutable under our laws.

So far, preliminary investigations indicate that there were no other people who interacted with the ladies whilst in captivity other than the two key suspects, Mathews Sikaonga and James Bwalya Mulenga.

We, the Zambia Police service would like to extend gratitude to Zambia Information and Communication Technology Authority (ZICTA), mobile network operators, members of the general public and indeed all those that cooperated and played a part in saving the lives of the thirteen ladies. We indeed appreciate and commend your efforts.

You may wish to note that this is an ongoing investigation and members of the public will be kept abreast as the need may arise.

Works on Ndola-Lusaka road to start soon

Minister of Transport and Logistics, Frank Tayali says the contractor engaged to work on the Ndola – Lusaka dual carriage way will be moving on site in a few weeks time.

And Mr Tayali has said his ministry is committed to resolving the impediments to cross border border trade to facilitate smooth flow of goods and services and ultimately enhance trade trade with neighbouring countries.

Speaking last night during the Ndola District Chamber of Commerce third Annual Awards Galla in Ndola, Mr Tayali said the Lusaka- Ndola road once worked on will enhance trade and increase revenue generation.

Mr Tayali added that government has also paid premium attention to the Ndola – Mufulira- Mokambo, among other international roads as one of the ways to maximise commerce and possibly end road carnages.

He also reiterated government’s resolve to lowering the cost for money in order to speed up economic activities and increase disposable income at household level.

Mr Tayali said the high cost of borrowing has been the cry of the private sector for many years and that is adversely affecting growth of businesses, particularly Small and Medium Enterprises SMEs.

Mr Tayali who is also Ndola Central Member of Parliament assured that government is putting in place several measures that will see interest rates going down and that this will increase access to finances for business and ultimately stimulate economic growth.

“Ndola Chamber of Commerce has categorically and consistently made presentations to government. Among other submissions, is that the cost of borrowing is too high.

The concern was on the past government’s appetite for domestic borrowing a situation that had caused a crowding out effect as banks only preferred to lend to government and consequently starved the private sector,” Mr Tayali said.

And Copperbelt Province Minister, Elisha Matambo said the two government’s of Zambia and DRC are devising tangible ways that will resolve challenges being faced on border areas.

ZANIS reports that Mr Matambo added the two sister countries will also enhance communion where security of the drivers is concerned.

“I want to announce that we agreed with our counterparts on our drivers having what we are calling the green line which our SADC drivers will be using while in Congo.

Our colleagues on the other side have also put in place three vehicles which will be patrolling 24/ 7 to ensure safety of our drivers,” he said.

Meanwhile, Ndola District Chamber of of commerce president, Paul Chisunka said his membership is excited with the news to develop borders in the province.

Mr Chisunka said there is need to accelerate the process of modernising sakania border and the chamber looks forward to harvesting the benefits this will come with.

He said the business community is concerned with the security concerns at Kasumbalesa which he added are a threat to business but it is gratifying government swung into action to resolve the concerns.

Facebook says A million user’s login credentials stolen through downloaded Apps

Facebook has announced that it has notified a million Facebook users that their usernames and passwords might have been stolen after downloading one of over 400 malicious Android and iOS smartphone apps.

The apps were discovered in the Google Play Store and Apple’s App Store over the course of the last year, posing as popular types of software.

According to Facebook, four in 10 of the apps posed as photo editors, while others posed as games, VPNs, health trackers, business applications, flashlight enhancers and other services to trick users into downloading them.

Users who downloaded the malicious apps were asked to log in with their Facebook account before they could use the features they were promised – and if the user entered their username and password, it handed their credentials to the attackers.

Many of the apps were useless and did not provide the functions they advertised – because once the user provided their credentials, the attackers had already got what they wanted.

With stolen login information, attackers can gain access to a person’s account, providing them with the ability to access private information, or send malicious phishing messages to the victim’s contacts. And if the victim also uses their Facebook account to log in to other applications and services, the attackers will also be able to access those – and potentially gain access to additional sensitive data.

As the downloads have been developed outside the Facebook ecosystem, the tech firm can’t be certain how many people have installed the malicious apps – but the company has notified around a million users that they may have been put at risk.

The notifications have two aims – one is to inform people they’ve downloaded a malicious app and tell them what steps they should take to secure their account if they’ve entered their login details. The second is to warn people who’ve potentially downloaded the apps and are yet to enter their account details that they shouldn’t do this.

If the attackers have access to a Facebook account, they also have the freedom to change the password and lock the victim out – and Facebook says that when this has happened, it’s worked to restore access to the user.

“We’re also taking steps in the course of our investigation to remediate accounts where we can that do appear to have been compromised and restore access for users who might have actually lost access to their account,” said Arganovich.

Facebook is also providing advice to users on how to spot a malicious app. The suggested tell-tale signs include apps asking for social media credentials – especially if there’s no need for the app to need this data. Another sign is the developer advertising features that the app doesn’t have. A string of poor reviews with complaints that the app doesn’t work as advertised could be a key sign that something isn’t right.

Government keen on partnering with mines to reduce mining disasters – Pollen

Disaster Management and Mitigation Unit (DMMU) National Coordinator, Gabriel Pollen says government will continue to explore areas of synergies and opportunities with mining companies to ensure onsite disaster management initiatives are integrated into the national agenda of minimizing and avoiding potential disasters that may arise.

Dr Pollen says mining activities underpin the core of Zambia’s economic activities, adding that disaster management features as a fundamental portfolio in mining management.

He says one of the major issues being drowned from the international platform is how to encourage businesses to consider disaster risk as part of their response risk portfolio.

Dr Pollen said this in Solwezi today when he called on the North-western provincial administration alongside his visit to the Kansanshi mine.

He said his visit to the mine is timely to also ensure they raise community awareness on the upcoming day of the disaster risk reduction on 13th October whose theme is focusing on early warning and early action.

“This is an opportunity for us to spread the word around disaster risk reduction as a radical fundamental shift in the way in which disaster risk management is being handled,” he said.

Dr Pollen said disasters cannot be managed if institutions work in isolation.

And Provincial Deputy Permanent Secretary, Naomi Tetamashimba has called for the mines to have a linkage with government and work together in issues of disaster risk management.

Ms Tetamashimba said government has provided an enabling environment for the mines to operate hence the need to coordinate and work together.

“I am also suggesting that if we could have some of the mine management to be part of some of the committees we have as government so that they can come as ex-officials,” she said.

Dr Pollen and his team are in Solwezi district at the invitation of Kansanshi mine to access and explore opportunities that are there between government and the private sector in terms of disaster risk management.

NCC urged to monitor infrastructure projects

National Council for Construction (NCC) says the good political will demonstrated by government will greatly contribute to restoration of sanity in the construction sector.

Speaking when he paid a courtesy call on Copperbelt Deputy Permanent Secretary Daniel Kamenga, NCC Board Chairperson, Vitalis Mooya said the board is equal to the task to restore sanity in the sector as political will by government has set the foundation.

Mr. Mooya noted that the construction industry is one of the major contributors to the country’s Gross Domestic Product (GDP) with a contribution of about twenty percent.

He explained that NCC is determined to do away with the past ills in the construction industry such as overpricing, corruption and poor workmanship.

“This political will is very encouraging especially when it comes to professionals not only to us even everywhere and you know the three pillars that President Hakainde Hichilema has mentioned is the correct price, timely and quality of projects,” said Mr. Mooya.

Mr. Mooya disclosed that NCC has embarked on a consultative exercise with stakeholders as it comes up with a road map of how to conduct business saying the consultation process is expected to end this month.

He said it is unacceptable that the country depended on foreign contractors with only five percent allocated to the locals after 58 years of independence.

And Copperbelt Deputy Permanent Secretary, Daniel Kamenga said government expects quality infrastructure across the country.

Mr. Kamenga said the increment in the Constituency Development Fund (CDF), should see more inspectors from NCC inspecting infrastructure projects so that quality works are done.

He added that the province would soon embark on massive infrastructure projects which would need the input of the Council to avoid short lifespans.

Three police officers arrested and detained for allegedly assaulting a 24-year-old woman

Three police officers of Kamuchanga Police Station in Mufulira have been arrested and detained for allegedly assaulting a 24-year-old woman of Chibolya Township.

The three police officers and one member of the community crime prevention unit were only apprehended and detained in custody ten days after the incident.

Copperbelt Province Police Commanding Officer Sharon Cheelo Zulu has confirmed that the four suspects were arrested on Thursday over the incident that occured on 26th September 2022 in Chibolya Township.

Ms. Zulu, however, did not identify the four suspects in police custody.

She said the four suspects have been charged for assaulting Alice Kachense and will appear in court next week.

“I wish to state that a report of assault was lodged at Mufulira District Police in which female Alice Kanchense of RC Chibolya reported that she was assaulted by four police officers based at Kamuchanga Police Station.The same incident happened on the 26th September 2022 around 09:30 hours at House Number 649 RC Chibolya,” Ms. Zulu said.

Ms. Zulu warned that the police command will not tolerate bad conduct from officers.

“I further want to assure the members of the community and family member to the complainant that this case is not laying idle as from yesterday, the 6th of October 2022, three officers who that assaulted the same lady were detained in custody and one CCPU (Community Crime Prevention Unit) member and they gave been jointly charged and arrested for assault or ABH (assault occasioning actual bodily harm) and they will appear in court possibly on Monday which is 10th of October 2022. We will not condone officers behaving in such a manner. The truth of the matter is that everyone has the right to be told of the offence they have committed when they are being apprehended. They have that right they need to be told why they are being arrested,” she said.

Last month, a Police officer of Mufulira was sentenced to 17 years imprisonment with hard labour for raping and impregnating a 13-year-old girl who went to seek refuge at a police station.

Maxwell Ludaka of Sikalangwe Police Camp in Mufulira, had sex with the minor, a pupil, in 2020.

The girl, who resides in Chambeshi, had gone to visit her grandmother, who lives in Kamuchanga Township in Mufulira, when the man of the law took advantage of the situation.

She however said because it was late, she went to Mufulira Central Police station to ask for help.

Between October 8 and November 11, 2020 in Mufulira, Maxwell Ludaka 44, of house number MD/3 Sikalangwe police camp in Mufulira had unlawful carnal knowledge of a woman without her consent.

PF have a hidden agenda to discredit and distract President Hichilema and his New Dawn Government

Copperbelt-based UPND member and business executive Mellbin Simangolwa has advised President Hakainde Hichilema not to allow the Patriotic Front (PF) to stand in his vision of making Zambia a more prosperous nation.

Mr. Simangolwa said the PF have a hidden agenda to discredit and distract President Hichilema and his New Dawn Government from it’s vision.

He said President Hichilema must remain focused on national development because the PF is dead regardless of it’s propaganda against the UPND regime.

Mr. Simangolwa said under the leadership of President Hichilema, Zambia has seen positive development such as the appreciation of the kwacha, good leadership and job creation.

“Just like the devil after defeat, PF is moving like roaring lion in it’s deception and propaganda. President Hakainde Hichilema must remain focused on national development because love it or hate PF dead.From the time United Party for National Development (UPND) formed government under the leadership of President Hakainde Hichilema, we have seen positive development in our country. Our currency, the kwacha has become world’s best performing currency and moved from 10th to 4th strongest currency in Africa. This is not magic but evidence of good leadership.After years of financial mismanagement and over borrowing by the previous regime, President Hakainde Hichilema and his team have managed to restructure the debt and this has allowed more money to go towards social spending. As result of this, we have seen the introduction of free education, massive employments, payment of redundant TAZARA and Indeni workers, Payment of retirees, increased beneficiaries of social cash transfer and reintroduction of students meal allowances among many other things,”Mr. Simangolwa said.

He said many Zambians are appreciating the efforts of President Hichilema and his New Dawn government.

“Reintroduction of meal allowances for our students in public institutions mean parents and guardians can now save a lot money and at the same time we are saving our female students from being exploited in exchange for food. This is what a good leader does not buying a private jet when there’s no money for education.These positive achievements are being appreciated by majority of our citizens and the defeated enemy is not happy. These achievements in just year has exposed that the 10years of Patriotic Front (PF) reign was wasted time for the country. Instead of apologizing and appreciating President Hakainde Hichilema and the UPND, the PF has embarked on well calculated propaganda aimed at discrediting the good works of government. A scheme which will end in shame,” he said.

Mr. Simangolwa charged people should not expect anything good to come from the Patriotic Front just like nothing came out of their 10 year rule.

“Shamelessly, PF is spreading a list of people who have been summoned by the Anti-Corruption Commission. This is the same people that arrested Hakainde Hichilema more than 17 times before we can add other people like Obvious Mwaliteta who spent long time in prison not this summoning where people are released on bond before the interrogations even starts. The PF has also failed to mention that as much as many people have been summoned, we have not lost any life like the case of Nsama and Joseph Kaunda.In any case we don’t expect anything good to come from the Patriotic Front just like nothing came out of the their 10 years in power. This is the reason why we are advising our President Hakainde Hichilema to concentrate on delivering development and ignore distractions from a dead snake,” he said.

Mr. Simangolwa stated Zambians should continue supporting President Hichilema saying better days are coming.

“The people of Zambia and the global community is appreciating the good leadership of President Hichilema. The bitterness, Jealous and the pain of losing power is evident even in the forming foundations that they never thought when they had power.Let all we meaning Zambians let us continue supporting President Hakainde Hichilema. We have better days ahead. God bless you all,”Mr. Simangolwa added.

But Leadership Movement(LM) President Richard Silumbe says it is sad that the UPND administration has continued to pursue what he termed as colonial policies.

Dr Silumbe refused to recognise the UPND administration as a capitalist Government because it has continued to follow colonial policies.

“This is why as Leadership Movement, we are saying that the ‘New Dawn’ Administration has continued to pursue policies of colonialism and not policies of capitalism. They call themselves capitalist but we do not believe that they are capitalists. They are colonised…they are behaving like a colonised Government,” he said.

Dr Silumbe said a capitalist Government ensures that it engages in production to raise funds for the people.

” What we are seeing in the ‘New Dawn’ Government, whilst we have all these natural resources, they are going for loans and if you look at their budget, most of it is funded from external resources,” the opposition leader regretted.

He added: “They are getting loans from the International Monetary Fund(IMF) and the World Bank and using semantics to cover up for these loans…soft loans or hard loans but it comes to one thing, they are loans. When that loan is used for consumption purposes as it is in this budget, where will the money come from to settle the debt?”

Dr Silumbe insists that Zambians are not benefiting from the natural resources the country is endowed with.

“Every minute that passes, one track leaves the country loaded with copper yet the money paid for that copper is in externalised accounts. What comes into the country is money only meant to pay workers. We are not getting anything…the idea of continuing to give these foreign investors tax holidays is detrimental to the development of our country and detrimental to the development of the future generation. Remember, this copper is a wasting asset… It continues going out of the country but we are not getting anything in return,” he said.

Media, public urged to safeguard privacy of the 13 rescued girls

Government has called on the media and members of the public to refrain from continuously sharing pictures and personal information of the thirteen girls who were recently rescued from their abductors.

Ministry of Information and Media acting Permanent Secretary, Greatson Chipalo and Gender Division Permanent Secretary, Mainga Kabika said the continued sharing of images of the girls on social media and other platforms has the potential to cause significant distress to the girls and their families.

The Permanent Secretaries urged the public to put the interests of the girls first by avoiding the risk of traumatizing the girls through their posts.

In a joint press statement issued to ZANIS in Lusaka today, the duo urged the media to continue reporting accurately, safely and respectfully over the matter and other critical and sensitive issues.

Yesterday Minister of Home Affairs and Internal Security Jack Mwiimbu  also urged members of the public to desist from making comments pertaining to the acts that were done against the 13 abducted girls as this may increase their trauma.

Mr Mwiimbu noted that members of the public should at least make comments that will help the girls to heal, because if certain comments are continued will lead the girls to leave a life that will not be of interest to everyone.

“All of us, especially members of the press, should stop making comments about what happened to our sisters,” Mr Mwiimbu said

Mr Mwiimbu mentioned that the 13 girls are under the care of the Zambia Police Service at an unnamed health facility where they are receiving medical treatment, and are in a stable condition.

The Minister stated that the Police did a lot in this matter, but some things cannot be disclosed to the public as it might affect the ongoing investigations.

“I will not want to go into the details of how the suspects were apprehended as the Police did their part, as you may be aware that immediately the 13 girls were rescued the Police published the names and identity of the alleged kidnappers to the public and it is out of this that the alleged kidnappers were found and arrested,” he said

The Zambia Revenue Authority (ZRA) owed mine houses a whopping $ 1 billion in Value Added Tax(VAT) arrears, it has paid the mines! ZESCO owed Copperbelt Energy Corporation PLC a reported amount of $200m, it has paid! Similar energy companies owed similar amounts have been paid.

However, Local Contractors and suppliers are owed billions. The government has instead subjected the outstanding arrears to audits, audits and ridicule. The suppliers and contractors have suffered humiliation as they have been accused of supplying “air” and are accused of belonging or affiliated to the former ruling party, the Patriotic Front.
To this effect, the Ministry of Finance and National Planning hired Grant Thornton, Ernest &Young Advisory Services, PwC, Client Focus Solutions Chartered Accountants, CYMA Chartered Public Accountants and Management Consultants, and Mark Daniels Chartered Accountants, to audit this debt.

The Minister said the firms were hired to ascertain the process related to the accumulation and audit of the public domestic arrears that its various institutions owe suppliers of goods and services.

The debt owed by ZRA or ZESCO was never subjected to similar scrutiny! Companies like Savenda Group of companies, Charisma Hotels and others have been subjected to oppressive criminal investigations that don’t separate Directors from their companies.

Suppliers and contractors have been forced into financial difficulties and others into outright bankruptcy. Companies have life and are separate legal personalities, independent from their owners!

While we pay certain foreign firms for money owed and neglect and starve our people of their money, my advice is to recall the great Taoist philosophy classic by Lao Tzu;

When the Palace is magnificent,

And the granaries are empty.
Some have lavish garments,
Carry sharp swords,
And feast on food and drink.
They possess more than they can spend.
This is called the vanity of robbers.
It is certainly not the Way.
The sage puts himself last and becomes the first,

Support governments planned interventions, says Business Development Services Providers Association of Zambia

Business Development Services Providers Association of Zambia (BDSPAZ) has called on various stakeholders to support governments planned interventions through the recently unveiled 2023 national budget for economic transformation.

BDSPAZ president Obed Mbuzi explained that the government has a mandate to set the agenda, thus the responsibility remains on cooperating partners to complement the efforts.

Speaking in an interview with ZANIS, Mr Mbuzi said the business sector being the largest employer and player in economic activities, the association is happy with the pronouncements in the budget.

He cited the Zambia Development Agency Bill and the Investment, Trade and Business Development Bill as very cardinal because they align the activities to the growth of businesses.

He observed that the Micro, Small and Medium Enterprises (MSME’s) lack business development services, so the Bills empowers an association such as BDSPAZ to help the development of M-SME’s to thrive to sustainable levels.

Meanwhile, Mr Mbuzi urged business players to take advantage of the various opportunities by approaching the relevant government agencies such as Zambia Development Agency, line ministries and also the BDSPAZ to access information.

He observed lack of information among business enterprises in terms of business and enterprise development, access to finance, services and markets.

Mr Mbuzi explained that the agencies are there to give information so that the enterprises are able to have full knowledge for the business management, planning, growth and access to market linkages.

He noted the budget was focused on three priorities which include productivity, creation of jobs and business growth, which resonates very well with what the government is doing to increase investment in various sectors.

Mr Mbuzi added that the increased investment will result in increased earnings meaning that for those doing business, it will increase their purchasing power.

“With this budget we can see that the government has increased the investment which now will trickle down to SMEs in terms of them having access to finance, and access to the market when they do their production of goods and services,” Mr Mbuzi stated.

The budget is there to improve the business environment and we are very happy that the results will trickle down to benefit the M-SME’s.

Zambia on course to attaining financial inclusion

Minister of Technology and Science, Felix Mutati says Zambia is on the right track with attaining financial inclusion. Mr Mutati has since called upon businesses to take advantage of fully digitizing payment processes to take part in the shift to cashless transactions.

He says digital payments can deliver significant uplift to business profitability and growth.

Mr Mutati was speaking in a speech read for him by Ministry of Technology and Science, Acting Permanent Secretary, Chikatizyo Musonda at the signing of a Memorandum of Understanding between Cellulant and the Lusaka Chamber of Commerce to offer digital payment services to member businesses using the Tingg platform.

The Minister acknowledged that businesses are increasingly recognizing that the importance of adopting digital technologies to reduce the administrative burden on their business.

“Businesses have recognized that paper-based payments and manual processes increase their administrative costs, cause inconvenience to their customers and suppliers, and they risk losing essential records. By contrast, digital payments can deliver a significant uplift to businesses profitability and growth,” Mr Mutati said.

And Lusaka Chamber of Commerce and Industry, President Alexander Lawrence said the collaboration will contribute towards the institution’s goal of making Lusaka a regional trade and investment hub.

Mr Lawrence said to be a hub, the digital infrastructure has to be in place. He said the partnership will be of great mutual benefit to both parties.

“These partnerships can expand your customer base, brand awareness, overall reach and service functionality. These are mutually beneficial partnerships that can help both startups and established businesses,” Mr Lawrence said.

And Cellulant Zambia, Country Manager Gilbert Lungu said the firm made the most of an opportunity to partner with the Chamber which has 3, 000 members in various sectors.

Mr Lungu emphasized the business benefits that come with digital methods of transacting.

“This is the new age of doing things. Harnessing the power of digital ties will only make doing business simple because the hassle of payments is removed,” Mr Lungu said.
