Musokotwane confident in the new Comprehensive Agriculture Support Programme

10

Minister of Finance and National Planning Situmbeko Musokotwane says the new Comprehensive Agriculture Support Programme goes beyond fertilizer and seed, as it is designed to offer technical assistance to small-scale farmers.

Mr Musokotwane stated that the fertilizer provision alone without other things cannot uplift the small-scale farmers therefore, this Comprehensive Agriculture Support Programme that is there is meant to intensify the help and technical assistance to the farmers from the extension officers.

He added that it is for this reason that more extension officers will be hired, and motorbikes will be bought for them so that they can reach more farmers and be able to advise them that for one hectare of land they can increase the yield out of it.

Mr Musokotwane noted that fertilizers are needed because they are an important ingredient for the farmers but now, it’s not enough just to give fertilizer, but the farmers should also be taught on how to apply the fertilizers correctly, and told on the new farming methods that are available and which seed are suitable for the area they are based in.

“Tell the farmers on the possibility that some of them may buy chemicals for weeding rather than depending on the manual weeding, as they can use chemicals to get rid of weeds,” he said

He mentioned that discussions of going beyond fertilizer have been held and the agriculture experts themselves have been advising the government over the years to not just focus on fertilizer but rather provide a more comprehensive package that will enable the farmers to be more productive.

“So, to this extent that we have chosen to do what the experts have been saying and we have hit the nail on the head by doing what the experts have been telling us,” he stated

“Our focus is on how to make the farmers to be more productive, because once the farmers catch on being more productive, it means that the requirements from the state will begin to be narrow,” he added

Mr Musokotwane said that the change in the programme is that the fertilizer that the government has been running with for several years, has enabled the country to have food and be self-sufficient, hence the farmers should be commended for this as there is a problem of food security in many African countries.

“Those who have to import wheat, maize they are suffering in terms of prices because of the war in Ukraine but for us we have been shielded from this, all thanks to our farmers including the small-scale farmers,” Mr Musokotwane said

He explained that because of the war in Ukraine, food supplies in the world have gone down because Ukraine was exporting a lot of grain, and Ukraine disturbed food supply which has become short in the world but people are also saying that it’s dangerous for most parts of the world to depend on one region of the world to be the source of food, because if there is a problem like the conflict that is there now, then many become vulnerable, so they are looking forward to countries in Africa to be the ones to crack up production and be able to be the global suppliers for food.

“Many countries want food from Africa, so the market is there,” he said

Mr Musokotwane mentioned that however, it is well known that the productivity of the small-scale farmers is low, whereas the commercial side of farms where they can get eight (8) to nine (9) tons of maize per hectare while the small-scale farmers sometimes get 1.5 to two (2) tons, now look at this one farmer gets eight (8) tons and another gets two (2) tons, it can be seen that the one who from the same area gets more tonnage is going to get more money, than the one that is only getting 2 tons from the same hectare will get less money.

“This means that if we help the small-scale farmers to upgrade their productivity so that from the same hectare that they plough, weed, and plant, if we can raise production out of that hectare to five, six or seven tons, it means that this farmer is going to get more money and he will be better off,” Mr Musokotwane said

Mr Musokotwane highlighted this when he made an appearance on ZNBC Sunday Interview Programme.

Public University students advised against riots

6

A Mansa based resident has cautioned students from public Universities to avoid engaging in riots whenever government delays to pay them their meal allowances.

Ms. Gloria Chibwe observes that in the past the issue of meal allowances for students was a major source of problem in public Universities.

She said in an interview on Monday noted notes that students should always know that there are so many pressing issues affecting the country hence the need for them to exercise patience whenever government delays to give them their meal allowance.

“ The public expects University students to be conducting themselves in a responsible manner whenever they want to air their grievances, “ she said.

She noted that resorting to breaking private and public property should be allowed to continue regardless how aggrieved the students may be.

Ms. Chibwe has since thanked the government for considering re-introducing the meal allowance for tertiary students.

She observes that the move will relieve some pressure from parents and guardians who  find it difficult to sponsor their children to universities.

On Friday 30th September, 2022 the Ministry of Finance Dr. Situmbeko Musukotwane presented the 2023 National budget worth  K167.3 billion where he indicated that the government will reintroduce the meal allowance for students in Public Universities for 2023.

Move On State Owned Enterprises Should Embrace OECD Guidelines To The Hilt

2

Zambia Chambers of Commerce and Industry (ZACCI) has called on local investors, independently or as consortiums, with interest in the infrastructure business space to capitalize on the proposed reforms targeted for the State-Owned Enterprises (SOE) in Zambia.

The likelihood of the State-Owned Enterprises embracing Public Private Partnership models cannot be far-fetched, in his budget speech, the Minister of Finance and National Planning Situmbeko Musokotwane spoke on the introduction of a State-Owned Enterprises Policy that is believed to a greater extent will enhance the governance in these institutions as it is a necessary measure and the government is applauded for this support mechanism to the State-Owned Enterprises.

In a statement issued to Lusaka Times, by the Zambia Chamber of Commerce and Industry President Chabuka Kawesha, stating that, their institution is calling on the Industrial Development Corporation (IDC) as they undertake the State-Owned Enterprises reform processes and policy enhancement to closely embrace the Organization for Economic Co-operation and Development (OECD) Guidelines for multinational enterprises.

Mr Kawesha noted that the Organization for Economic Co-operation and Development Guidelines must be at the core and be followed by Zambia’s State-Owned Enterprises, in principle they are recommendations from governments and in some cases key stakeholders to multinational enterprises on responsible business conduct that in many cases with attract capital, commercial and technical investment, as they can play a major role in job creation threefold through secondary operatives.

He cited that the Organization for Economic Co-operation and Development Guidelines set standards for responsible business conduct across a range of issues such as human rights, labour rights, and the environment.

Mr Kawesha added that the reformed State-Owned Enterprises must build their capacities to undertake Bankable Feasibility Studies and Reports (BFSR) and within agreed timeframes look at expansions, public listings and tangible contributions to Zambia’s enterprise initiatives.

“The State-Owned Enterprises must also attract affordable financing,” Mr Kawesha said

Mr Kawesha mentioned that the Zambia Chamber of Commerce and Industry recognises and will closely follow the efforts the government plans to deploy with regards to Value Added Tax (VAT) concessions and other incentives, notable is the milk sub-sector and the Information Communication and Technology (ICT) sub-sector.

“We call upon private sector players in this marketspace to make their mark by increasing trade volumes as well as network capacities and ancillary services respectively,” Mr Kawesha said

Last week, Minister of Finance and National Planning Situmbeko Musokotwane announced in the National Assembly during the 2023 National Budget address on the State-Owned Enterprise Management.

Mr Musokotwane noted that the government is concerned about the performance of the state-owned enterprises. In this regard, the government is developing a state- owned enterprise policy to strengthen their governance and improve performance.

Mr Musokotwane added that the Policy will also provide a framework for conducting periodic assessment of state-owned enterprises to ensure appropriate interventions.

Mr Musokotwane stated that stronger governance is also required because of some questionable investment decisions that were made by state enterprises. In particular, cash rich state enterprises shall not be allowed to buy businesses that are of no strategic value or being made to buy existing businesses where the vendors believe only a state-owned enterprise can agree to pay an inflated price.

The Unemployed Teachers Association of Zambia welcomes a move by the government to employ 4,500 teachers in 2023

6

The Unemployed Teachers Association of Zambia (UTAZ) has commended the move by the government to employ 4,500 teachers as stated in the 2023 national budget presentation by the Finance and National Planning Minister Situmbeko Musokotwane.

Unemployed Teachers Association of Zambia President Francis Musonda highlighted in a statement issued to Lusaka Times that following the announcement by the Minister of Finance and National Planning Situmbeko Musokotwane on the floor of the house during the 2023 National Budget presentation to recruit 4,500 teachers in 2023, on behalf of the Association and all the 70,000+ Unemployed Teachers, the recruitment of this additional 4,500 teachers next year, not only will it provide employment to the destitute majority unemployed teachers but it will improve their lives and also supplement the positives brought by the historical 30,496 recruitment.

“Allow me to thank and recognize the endless efforts the new dawn government has continued rendering towards the education sector,” Mr Musonda said

“It is undoubted that as a country we still have a long way to go to balance up the pathetic teacher-pupil ratio characterise especially by the introduction of free Education from grade 1 to 12 early this year,” Mr Musonda added

Mr Musonda cited that the country may wish to note that the desired teacher-pupil ratio in public schools is 1:40 for primary and 1:30 for Secondary respectively but the current teacher-pupil ratio is still a huge concern.

“Nonetheless, with these efforts by the government we are hoping that soon this song will be a thing of the past,” he stated

Mr Musonda has acknowledged the government’s effort towards improving the quality of education through the provision of school materials and furniture such as desks and other necessary materials, stating that this move should be a continuous process, especially in rural areas.

Mr Musonda has appealed to the government to see to it that the recruitment is done in the first quarter of 2023 and if possible, all these Teachers be sent to remote areas where the need is so high.

Mr Musonda has since called on his fellow Unemployed Teachers Association of Zambia members, to remain steadfast and encouraged, especially for those that have stayed for a long time after graduation without being employed to consider taking up some voluntary work between now and next year as this will help them refresh their brains and skills so that as they get to be employed next year, they would have been rebooted and be able to deliver up to their expected standards.

Last week, Minister of Finance and National Planning Situmbeko Musokotwane announced in the National Assembly during the 2023 National Budget address that the government will continue to implement measures to improve the quality of education. To this end, an additional 4,500 teachers will be recruited in 2023. Priority for the deployment of these teachers will be given to rural areas which are more deprived.

Further, the government will upgrade teachers who are currently serving in positions that are lower than their qualifications, including those who have been acting in higher positions for a long time without confirmation.

Mr Musokotwane added that while the government has made some headway in teacher availability, challenges remain in the sector. The problem of teachers shunning remote areas and earning salaries designated for remote schools while actually not being there is real.

Finally, many of the schools are not adequately supervised and inspected to ensure adherence to standards. In 2023, the government is providing money specifically for ensuring, without fail, that schools are visited by standards compliance personnel.

And to increase access to education, the government will next year complete the construction of 56 Early Childhood Education Centers, there are many high schools, some going as far back as 2010, which were abandoned midstream in the past twelve years, and the government will embark on completing them in 2023, 115 secondary schools in total. Further, the government will commence the construction of 120 new secondary schools with the support of the World Bank.

Truck drivers protest over continued alleged harassment by Congolese Nationals

15

Truck drivers at the Mukambo border post in Mufurila District have protested over continued alleged harassment by Congolese Nationals. Scores of unhappy drivers alleged that some unscrupulous Congolese have been attacking and killing truck drivers whenever they fail to pay the demanded amount at the checkpoint in the Democratic Republic Of Congo (DRC). One of the victims has told LusakaTime News that for a long time now, attacks have been reported but authorities from that country are unresponsive yet international truck drivers are the cornerstone of its thriving economy.

He adds that the move taken is in response to the latest attacks that have not only infuriated Zambians but other drivers from as far as Zimbabwe, Malawi and Tanzanian among others. According to the drivers, the alleged attacks have been happening for some years now and the situation has become worse leading to drivers being killed nearly every month. As a result truck drivers have decided not to enter into the neighbouring DRC until security measures are put in place to protect them.

Saturday morning social media was flooding with images of truck drivers who were shutting down the Mukambo border post. The drivers are appealing to the UPND Government to intervene in this matter and ensure that the challenges being faced by truck drivers are addressed.

And confirmed reports are coming in that another Zambian truck driver was attacked and killed by unknown people in the neighbouring Democratic Republic Of Congo (DRC). Efforts to get a comment from the SADC Drivers Association proved futile as phone calls went unanswered during broadcast time.

Meanwhile in the Ndola district truck drivers at Sakanya Border Post on the Copperbelt Province have bemoaned insecurities in the Decorticate Republic of Congo (DRC) where cross-border trade has become a deadly cat and mouse game. The drivers revered to Lusaka Times News that even in some cases police officers of that country are allegedly involved in the extortion of armed drivers who are brutalities if they don’t comply with bribes. The groups that dispersed traders during the protest have vowed to have their concerns heard because they feel the issues have been prolonged and are being ignored by leaders in the SADC Region. A clearing agent Joshua Moyo complains that the continued harassment once inside the DRC is affecting businesses such as his because not many are keen to cross the other side of the border. Mr Moyo says the Zambian government must urgently engage its neighbour to end the unprovoked attracts that are disrupting regional trade.

Justin Shonga Fires Brace to Hand Nkwazi First Win of The Season

2

Chipolopolo Zambia striker Justin Shonga stole the show with a brace in Sunday’s doubleheader at Levy Mwanwanasa Stadium in Ndola where Nkwazi beat Buildcon 4-0.

Shonga’s brace inspired Nkwazi to their first league win of the 2022/2023 season to eclipse the big Copperbelt derby that followed his teams game.

In addition, Shonga stole the thunder from the much-hyped showdown between Zesco United and Power Dynamos that was the big draw of the day.

Shonga put Nkwazi ahead in the 5th minute when he converted a penalty after Kenneth Kasanga was brought down by Buildcon defender Boleke Weta.

He completed his brace in the 29th minute with a trademark Shonga curling shot from the edge of the box.

The brace was Shonga’s first goals for Nkwazi in his second game since rejoining Nkwazi after five years abroad that had taken him to South Africa and Egypt.

Shonga left the field in the 73rd minute but Nkwazi was not done when Elisa Kazangarare added the third goal in the 87th minute and Christopher Zulu completed the rout in stoppage time.

And Nkwazi’s had before four goals in the Buildcon game scored just one in their opening four games of the season.

Nkwazi moves to 16th from 17th on 5 points while Buildcon is now the only team without a league victory this season with just 1 point from 5 games and a match in hand.

Meanwhile, Zesco and Power played out to a tightly contested 0-0 draw in the big Copperbelt derby in the second kickoff at Levy.

Zesco striker Alfred Leku was wasteful especially in the first half while Kennedy Musonda for Power was denied by Ian Otieno.

Power rise from 4th to second on 11 points after failing to oust Prison Leopards who lead on 12 points.

Zesco is 6th on 9 points as they now head to South Africa this weekend to face Royal AM in Durban for the start of their 2022/2023 CAF Confederation Cup campaign in a second round, first leg match at Moses Mabhida Stadium on Sunday.

Lufwanyama teachers uses school trees to burn charcoal

7

Government has unearthed a scam where some named senior members of staff have been illegally cutting down School trees for their private charcoal business at Bulaya primary school in Lufwanyama district in the Copperbelt province.

A team of district government officials led by Lufwanyama District Commissioner, Justin Mwalikwa, visited the school after a tip off from concerned community members.

Mr. Mwalikwa said he was shocked to discover that many trees, which were acting as a wind breaker for the school infrastructure, have been indiscriminately cut for illegal charcoal business.

He further expressed disappointment that a teacher, who is expected to teach learners on the importance of protecting the trees, is the one doing the opposite.

Mr. Mwalikwa has since instructed relevant authorities to bring the culprit to book.

Meanwhile, Lufwanyama District Forestry Officer, Darius Angolwishe, who accompanied the DC, explained that over one and a half hectares of land has been destroyed so far for charcoal activities at the school.

Mr. Angolwishe said a kiln of about 24 cubic meters has also been found at the scene containing the first and second generation of trees.

However, the school Parents Teachers Association (PTA) has distanced itself from the act.

Bulaya is one of the government schools which recently had its roofs blown off by strong winds, leaving some pupils injured.

Hichilema reiterates determination to work with traditional leaders

3

President Hakainde Hichilema says he is determined to work with traditional leaders in transforming the economy of Zambia.

President Hichilema says the unique cultural heritage of various traditional ceremonies are a valuable product for attracting both domestic and foreign tourists.

President Hichilema said this through Muchinga Province Permanent Secretary, Henry Mukungule, during this year’s Chinamanongo traditional ceremony of the Bisa people in Kanchibiya district.

The President said the Kopa chiefdom has a lot of potential tourism attraction sites such as the recently identified Mumbotuta water falls.

He said the waterfall can contribute significantly to the development of the tourism sector in Zambia if it is well developed and marked.

President Hichilema added that there is also great need to appreciate the Bisa culture which is being exhibited through the Chinamanongo traditional ceremony.

The ceremony helps the Bisa people to appreciate their culture and heritage.

He said as Muchinga province holds its expo and investment forum next year, government expects that such tourism attractions will be well marketed so as to attract tourists and investors to the district and the province at large.

He said government, through the Ministry of Tourism, has been implementing the Zambia Tourism Master Plan (ZTMP 2018-2038), which is a road map to realigning the sector’s vision and strategies to the national vision of the tourism assets.

“The Zambia tourism master plan identifies a number of interventions that could be implemented to enhance the sector’s contribution to the country’s long-term objectives as outlined in the vision 2030,” President Hichilema said.

He has since called on residents of Kanchibiya district to preserve and celebrate their cultural heritage, saying a nation without culture is like a tree without roots.

President Hichilema added that government will remain committed to uplifting the living standards of the people, including those of Kopa chiefdom through fulfilling its campaign promises.

He explained that the free education policy, increase in the Constituency Development Fund (CDF), the employing of over 40,000 teachers and health workers are some of the benefits Kanchibiya residents have received so far.

And speaking earlier, Chinamanongo traditional ceremony organising committee chairperson, George Katongo, appeal to government to consider working on Mpika-Kopa road and other roads in the district.

Mr. Katongo said it is difficult for people in the area to access the palace due to the road that is in a dilapidated state.

He added that the government should also consider constructing more health posts as the population in the district is growing.

“The clinics and mini-hospital we have here can not cater for the increasing number of Kanchibiya residents hence the need for more health posts,” he said.

And Mr. Katongo said there is need for a boarding school in Kanchibiya in order to guarantee the safety of pupils, especially girls.

He has since thanked the government for fulfilling some of its campaign promises to the people of Kanchibiya district saying the district is slowly taking shape.

And speaking on behalf of the sponsors, Chance Kabaghe, SEEDCO Board Chairman, assured the government and the traditional leadership that more companies will come on board to sponsor the Chinamanongo traditional ceremony in future.

Mr. Kabaghe said traditional ceremonies are important in promoting national development.

He said the business community should work together with the traditional leadership and government.

“I therefore call upon other business communities in the district and outside to come on board so that next year’s Chinamanongo will be a success again,” he said.

Among those who attended this year’s Chinamanongo traditional ceremony are chiefs from various chiefdoms in the province, Kanchibiya Member of Parliament, government heads of departments at both provincial and district level.

General public urged to market local tourism

4

The government says it is the responsibility of every individual to ensure that local tourism is promoted in the province.

Muchinga Province Permanent Secretary (PS) Henry Mukungule says the promotion of tourism by the locals is vital to economic development of Muchinga Province.

ZANIS reports that the Permanent Secretary said this during a phone in radio program at Radio Delight Kwitonta anchored by Cecilia Kayaya , on Friday.

This was part of the activities to commemorate tourism week in the province.

“ Economic development through tourism can only be attained if everyone involves themselves in the tourism sector locally by visiting tourist sites dotted around the province .

” Let us not leave touring of these tourism sites to foreigners only as these sites are ours and we should own them by visiting them regularly,” He said.

He said the government in promoting tourism in the country has reduced viewing fee for the local people than that of foreigners in a bid to encourage them to be visiting these tourism sites adding that the people of Zambia should take advantage of the gesture.

Mr Mukungule adds that Government will soon improve on road networks and signage of local tourism sites in Muchinga for tourists to have easy access to the areas.

And speaking during the same program, Provincial Culture Affairs Officer for Muchinga province Euden Sikaubwe says local tourism helps to promote oneness and unity.

Mr Sikaubwe said local tourism adds value in promoting tourism sites and the area.

Periodical visits to various tourism sites also help to reduce stress which is why the sector has a segment of medical tourism among other tourism segments.

” It is very important to visit tourism sites near us even those in other areas from time to time for the sector to manage tourism well which in turn will bring about economic and infrastructure development,” He said.

The purpose of observing the tourism day and week is to increase awareness about tourism to locals and foreigners as well as increase it internationally.

The 2022 World Tourism Day which falls on September 27 annually is being held under a theme: Rethinking tourism.”

Government’s move to maintaining policy and tax consistency will improve production – Chamber of Mines

17

The Zambia Chamber of Mines ( ZCM ) has welcomed the government’s pronouncements in the mining sector which were unveiled by Minister of Finance and National Planning, Situmbeko Musokotwane when he presented the 2023 National Budget to Parliament.

Zambia Chamber of Mines President, Godwin Beene says Dr. Musokotwane’s sentiments on how the neighbouring Democratic Republic of Congo has overtaken Zambia in the area of production over the last decade is a sign that improving production to new heights is top of the agenda.

During his Budget presentation on Friday, the Finance Minister also expressed worry that Zambia’s production has stagnated at around 800 thousand metric tonnes of which Democratic Republic of Congo has surpassed Zambia.

The Chamber of Mines president added that Government showing determination to maintaining policy and tax consistency will improve production.

“We believe this is a budget for growth. The Minister himself has been pushing for 3 million tonnes for Zambia. He has attended to artisanal and small scale miners needs in Zambia.

“ He has attended to the need for the mining industry to produce. There is a lot to do but we believe we are on the right track,” Dr Beene said.

And Minister of Mines and Minerals Development, Paul Kabuswe says formalization of artisanal and small scale mining is in line with the Mining Policy which will be launched soon.

Mr Kabuswe disclosed that the policy is complete awaiting cabinet approval stressing that small scale and artisanal mining is a critical component of the ministry.

“You heard that resources have been allocated to make sure that Zambian who have access to licenses can be given equipment Resources have been allocated to the procurement of equipment that should support the artisanals and small scale miners.

“ For me this a very exciting budget because it has gone ahead even before we introducer the mining policy which will also trigger us to look at the Mines and Mineral Act to amend certain clauses,” Mr Kabuswe said.

During the presentation of K 167.3 billion worth National Budget, Dr Musokotwane made various pronouncements which include restructuring the mineral royalty regime with respect to copper.

The tax will now apply on the incremental value in each adjusted price band as opposed to the aggregate value when the price crosses the respective price threshold.

The Minister also announced formalization of small scale and artisanal mining.

The Finance Minister pledged that to ensure competitiveness with neighbouring D.R Congo in copper production government will restore mineral production by maintaining policy and tax consistency among other measures.

Chilufya Tayali charged and arrested for assaulting a Police Officer

Economic and Equity Party (EEP) leader Chilufya Tayali has been charged and arrested for hitting a female police officer who was on duty on the face with a kettle at Chilenje police station while in custody.

Zambia Police Spokesperson Rae Hamoonga said the incident happened today in the hours of 08:00hours in the morning.

“Brief facts of the matter are that the wife to the suspect brought food and she was requested by the female police officer on duty to taste it as a procedure when someone brings food for suspects in custody. Then the Suspect got annoyed and said you think my wife can poison me? From there he got the food and threw it on the floor and later on got a kettle and hit the female officer on the face. She sustained a swollen and painful face,” he said.

Mr Hamoonga has warned the general public that an assault on an individual police officer on duty is an assault on the entire Police Service.

“Such unlawful acts against any Police officer on duty shall not be tolerated as persons committing such unlawful acts shall be made to face the full wrath of the law as by law established,” he said.
