UPND suspects Foul play in the fire incident at Kapalala Market

The governing United Party for National Development (UPND) Deputy National Youth Chairman Trevor Mwiinde says his youth wing suspects foul play in the fire incident at Kapalala Market in Ndola.

Over 1000 traders have been affected by the fire which hit the wholesale area for tomatoes, cassava, charcoal and some makeshift restaurants.

Police and Ndola City Council say the cause of the fire at Kapalala Market in Masala Township, Ndola is not yet known.

After visiting Kapalala Market, Mr. Mwiinde said law enforcement agencies should investigate the cause of fire at Kapalala and bring the culprits to book.

Mr. Sialunga said UPND youths are concerned over the fire incident at Kapalala and Kapiri Mposhi Markets this week.

The UPND youth leader has told Radio Icengelo News in Ndola that fire incidents are sending many traders into suffering.

“As UPND youths we are very disturbed by the suffering the people of Kabushi Constituency are going through. We thought Kabushi Constituency was the bedroom for our colleagues PF not too long ago but look at how people are suffering. We are here to look at challenges the people of Kabushi Constituency are going through including the burning of Kapalala Market here in Masala, Ndola. It is sad to see the market burnt. It is sad for our mothers and many youths affected by the fire here at Kapalala Market. I feel the best way as a Zambian who believes in making our country prosper after seeing that they have started burning markets again like they gassed us, I want the government to look into this fire issue here at Kapalala and another fire reported at Kapiri Mposhi Market. They started by burning a market in Kapiri and now they have extended to Kapalala. We are not happy as people who want progress in the lives of people,” Mr. Mwiinde said.

“We don’t like to see people complaining or suffering as a result of this sabotage as the New Dawn government. The New Dawn government has a vision of fostering justice among all people through poverty reduction and education. Our mothers were buying books and pencils for their children through those businesses destroyed by fire at Kapalala Market. We know that many of the retirees are also here at the market selling things like salaula in order to survive. It is very unfortunate that some people have gone back to the old tactics of the PF of burning markets and disturbing the people. We as UPND youths are sworn to make sure that we live among the Zambians and deliver to their expectations,” he said.

“Our campaign message and our leader President Hakainde Hichilema, who is the Republican President, has been very clear that he doesn’t condone barbaric acts. To those involved in the burning of markets this is a shame and disappointing act if at all they are found wanting by law enforcement agencies. I don’t care which political party they are coming from, I won’t feel pity for them. Whatever has come to your mind, how can you burn a market? As UPND youths we are not happy and we will work with the government to put politics aside from markets because trading is a source of living for many people,” Mr. Mwiinde added.

Kapalala Market was again gutted by fire in August, 2017.

Meanwhile, Mr. Mwiinde has saluted a team of ministers that has visited Kapalala Market to console the aggrieved traders.

The team included Justice Minister Mulambo Haimbe, Mines Minister Paul Kabuswe, Green Economy Minister Collins Nzovu, Copperbelt Minister Elisha Matambo, Community Development Minister Dorin Mwamba, Small and Medium enterprises Minister Elias Mubanga and Lusaka Province Minister Shelly Mulyata.

“And we don’t want anyone to politicise this issue. We thank ministers for taking their time to console the traders at Kapalala Market. The ministers did well to check on how the people at Kapalala are suffering after the fire incident. This is very disheartening and counterproductive,” Mr. Mwiinde said.

Police must stop the mischief over the robbery at ECL’s residence

Patriotic Front (PF) Lusaka Provincial Chairman Christopher Shakafuswa notes with concern the statement issued by the Zambia Police claiming that two Party cadres broke into the house of Former President’s Edgar Lungu and stole two Television sets.

Mr Shakafuswe bemoaned that the statement by the Police Inspector General of Police Lemmy Kajoba to be very careless, unsatisfactory and quite unprofessional.

“For the record, we want to categorically state the fact that the purported suspects that the police claim to have arrested are NOT members of the Patriotic Front as we have checked and verified our Party registers and we can confirm that there are no such names in our records,” he noted

He added that it is shocking that the Police could be dragging the name of the Party in the mud when they could have simply reached out to the Party Secretariat to verify whether or not the said suspects are indeed members of the Patriotic Front.

Mr Shakafuswa explained that the Party wants to make it clear that there are no PF cadres who are found at President Lungu’s residence as the former President has retired from active politics and he has nothing to do with party cadres, and members of the Patriotic Front go to the Party Secretariat and not the residence of President Lungu thus, the Police should desist from putting the name of President Lungu into public odium.

He stated that the Police must pursue suspected criminals for their alleged crimes and not for their purported or perceived political affiliation, which is an unprofessional conduct and such utterances that have made the Zambia Police to be ranked among the worst in the World.

“No wonder up to now they have failed to track and bring to book the criminals that abducted the named mobile money operator,” he said

“How could they issue a statement attaching criminal suspects to an organisation they don’t belong to when a simple check with the Party Secretariat could have revealed the truth about the identity of the said suspects?” he stated

Mr Shakafuswa has since challenged the police to be professional and not to be used as political tools for propaganda purposes, as this is the reason why people are losing trust and confidence in the Police because of such unwarranted statements and unethical conduct by some women and women in uniform.

“The other day, the country was treated to an embarrassing circus at Drug Enforcement Commission (DEC) were DEC officers scampered in all directions for their dear lives, when a suspect brandished a gun in their own offices, how can such people who fail to even put a simple metal detector or a simple scanner be trusted with investigative duties of a nation? Shame!” he cited

Mr Shakafuswa alluded that this excuse of a government should instead be exonerating itself and explaining to the Zambians why it is failing to provide security for a Former Head of State.

“We are worried and concerned about the safety and privacy of the Former President and we demand that the Government accord him the kind of security and respect he deserves as a Former Head of State,” Mr Shakafuswa said

Meanwhile, the Inspector General of Police Lemmy Kajoba updated the nation yesterday that on Saturday 13th August, 2022, Police managed to trace one known Patriotic Front (PF) Party Cadre Angel Chipasha of Lusaka’s Chipata Compound who was linked to the theft of two Televisions sets stolen from Former President Edgar Lungu’s resident on 9th August, 2022.

Mr Kajoba noted that the Police raided Angel Chipasha’s home but drew a blank because he had shifted during the day to an unknown location, however, Police managed to trace him in Ten Miles where he had relocated.

He explained that on Sunday 14th August, 2022, Police Officers raided his new place and successfully managed to arrest the suspect and, in the process, recovered one of the stolen Television and upon interrogation, he alleged that a colleague of his Emmanuel Bwalya, commonly known as Emma also a PF Cadre, had the other Television set.

“The two suspects are known to have been frequenting the residence of the Former Head of State, Police is aware that Emmanuel Bwalya is currently on the Copperbelt where he is suspected to have sold the other Television Set,” he said

Mr Kajoba has since appealed to members of the public who could have bought the Television or may have been approached to purchase the stolen Television to report to the nearest Police Station, as failure to do so may lead to the arrest and prosecution of any person who will be found in Possession of the Stolen Television.

He noted that the Police have since launched a manhunt for Emmanuel Bwalya so that he is brought to book and possibly recover the remaining Television Set.

“Investigations are on-going and more details will be availed to members of the public accordingly,” he stated

Five arrested for possession of explosives in Mushindamo

Police in Mushindamo have arrested five people found in possession of three dynamite explosives at Kafwasa area along the Kafue (Lwenge) river.

North-Western Province Deputy Commanding Officer, Robison Moonga confirmed to ZANIS today that the incidence occurred on Tuesday and was reported to police by the village headman around 16:50 hours the same day.

Mr Moonga said out of the five arrested, four were caught by fishermen that rushed to the scene after they discovered three dynamite explosives which were buried in the ground.

He said a group of fishermen head a loud bang as they were fishing which prompted them to go and verify the cause.

“Brief facts are that a group of fishermen were fishing in the said river and whilst fishing they heard a bang sound which made them to be suspicious. They therefore, made efforts to establish what could have caused the bang.

“By moving along the river, they did find four male persons who were seated along the river, upon searching where they were seated 03 explosives were discovered  in a freshly dung hole in the ground,” Mr Moonga said.

He identified the suspects as Alex Mwenya, aged 36, Malone Chiserwa aged 29, Mulenga Kasongo, 30, Mwansa Mumba, 45, Jeremiah Mweemba aged 58 years.

He the dynamites are in police custody as investigations in the matter continue.

What Should Students Learn on University Campuses?

Millions of students are flocking to colleges and universities now for Fall term amidst tumultuous politics on college campuses and in the United States. What should the students learn on campus that might help the nation resolve this political crisis? This has reignited memories of the tumultuous student days I experienced as an undergraduate at University of Zambia in Southern Africa in 1972. This was fifty years ago. That’s so ancient. We are now in a new millennium with the internet. Most readers probably anticipate my revisiting the over used cliché of an older person recalling to their child; “when I was your age, I walked to school every day for 5 kms barefoot in sizzling October heat.” Most young people today roll their eyes in derision when they hear this cliché. This is not that kind of story.

When I finally arrived at University of Zambia as a wide-eyed freshman, I was primed to learn. I was consumed with curiosity. During my Form V year at Chizongwe Secondary or High School in 1971, the University of Zambia had been closed briefly due to student demonstrations and clashes with the police over the then racist apartheid policy in South Africa. I wanted to know about science, philosophy, politics, and most of all the exciting but mysterious world of ideas. Why was there racism? Why was there European colonialism in Africa? What was the Vietnam War? Why did America dominate the world? Why did men desire sex more than women? What was Marxism? What was capitalism?

Then there were the students and faculty of the University of Zambia. During my freshman orientation, the upperclassman or senior student who was showing us around campus stopped and said: “You are in university ….knowledge and ideas are neutral here. You can challenge existing ideas so long as you can create a convincing argument. Your professor is a mere mediator of this knowledge.” My jaw almost dropped to the ground. You mean “teachers” and let alone Professors or lecturers were not Gods? My lecturers or professors who were from Australia, USA, Britain, France, Nigeria, Kenya, Zambia, India and many countries of the world later reiterated this same significant message during the subsequent freshman lectures. The idea stuck with me throughout my academic career.

The notion that ideas “are neutral and you could think of persuasive well developed research and arguments to express different perspective” flourished on campus and was taken at heart by most students. We may not have known it at the time but those were the academic and social heydays among the University of Zambia students.

This passionate curiosity created an atmosphere in which we students felt empowered as what went on in class reverberated in student life most especially in student newspapers and campus politics as well as student participation in national politics. Before the reader creates the image of student zombies copying ideas from their Sociology, Psychology, Economics, or Political Science 101 essays and passively regurgitating and slapping them on to a student newspaper, I must hasten to add that some of the most creative use of ideas and command of the English language appeared in the student newspapers. Student written plays in the Chikwakwa Student theater society, often incorporated ideas from campus social life and politics. The student newspaper’s English, tone, and news, never read like that of the national mainstream newspapers which we students read every day. Our student newspapers had hard core campus news, editorials and lots of often provocative and also down right humorous frivolity. The student newspapers always sold out within minutes on campus. They were so popular. The mere memory of this gives me goosebumps. What did this all have to do with the serious objective of getting my college degree?

My suspicion is that all of this probably never added an iota to the improvement of student course grades or what income students earned after graduation. When I was a freshman there was only one student paper. When I was a Junior, a group of friends and I decided to start a second student newspaper. There were four student newspapers by the time I graduated; ranging from radical to more moderate. All of this extracurricular activity created excitement, gave students a feeling of empowerment, active involvement, and being part of a unique and special community. I remember and cherish memories from those experiences more than some of the Cs, Bs and the few As I got in my coursework.

CEC raise concern over non payments from KCM and Mopani for Power Supplied

The Copperbelt Energy Corporation (CEC) has bemoaned the prolonged non-settlement of debts by Konkola Copper Mines and Mopani Copper Mines for power supplied to the Mining Companies.

CEC is currently owed a total of US$177.2million as at August 18, 2022and the debt continues accumulating as the power utility continues supplying power to the mining company.

Speaking in an interview with ZANIS in Kitwe yesterday, CEC Chief Projects Officer Vincent Nyirenda said the debt has constrained the working capital of the power utility.

Mr. Nyirenda said the huge accumulated debt means that the company is operating with less working capital.

“The KCM debt has not been recovered and the matter is now before the court, there is an arbitration process that CEC has stated in order to recover the money owed by KCM and that process has not been concluded,” he said.

And on Mopani, another Mine that owes CEC arears for power supplied, Mr. Nyirenda said progress has been made to recover the money through a payment plan that has been agreed.

He noted that the recovery of the debt from the two mining companies will help put the power utility back on a comfortable working capital.

In 2020, when government took over the running of Konkola Copper Mines following the liquidation of the mine, the company begun abrogating the power supply agreement it had with CEC by refusing to pay bills for the power supplied until it escalated to huge sums.

And Mopani Copper Mine started defaulting on the payment conditions after Glencoe, the immediate past owners of the Mopani left the mine under unfavourable financial conditions.

And Mr. Nyirenda has complained of continued vandalism on its infrastructure.

He said the increased vandalism on its infrastructure is one of the key challenges the company has been grappling with over the past few years.

He however said the company has engaged the police in fighting the scourge which has resulted in apprehension of some culprits.

Vice President dates Copperbelt to meet marketeers at Kapalala market

Vice President, Mutale Nalumango will tomorrow be in Ndola where she is expected to meet marketeers at Kapalala market whose goads and property were gutted in an inferno.

Over 1,200 marketeers have lost their goods and merchandise in the fire that swept through the entire market yesterday.

ZANIS reports that Copperbelt Province Minister, Elisha Matambo told the marketeers today that the Vice President will interact and give guidelines on how government intends to handle their matter.

Mr. Matambo said Mrs. Nalumango will land at Simon Mwansa Kapwepwe International Airport in Ndola at 09 hours, before proceeding to Kapalala market in Masala Township.

Meanwhile, Mr Matambo said government has decided to reallocate the marketeers to the newly constructed Kapalala market on Saturday this week and preparation have since advanced.

He added that government is taking measures aimed at preventing the reoccurrence of the same problem adding that permanent structures will be constructed.

Earlier traders’ representative, Teddy Mulenga said the traders have resolved to remain at Kapalala and have no plans to be moved to the new market.

Mr. Mulenga appealed for improved permanent structures at the gutted market.

Zambezi River source, critical national heritage – Sikumba

Minister of Tourism, Arts and Culture, Rodney Sikumba says the Zambezi source is one of the critical national heritage sites that needs to be protected.

Mr Sikumba says the tourism sector has the potential to create thousands of jobs and change the face of the region by creating employment for the youths.

He said that it is the government’s priority to work on the access road leading to the Zambezi source in Ikelenga as it is one of a critical national heritage site that needs to be accessed and given proper product development for tourism attraction.

“Government is aware of the importance of site and how the river benefits several other countries as it flows downstream to the Indian Ocean and that there is need it developed, guarded and managed in line of plan of national Heritage sites are put in place,” the Minister said.

And North Western Province Minister, Robert Lihefu has called for infrastructure development in the north western region such as roads to enhance development through tourism.

“The region is the source of one of Africa’s longest rivers but is very difficult to access due to poor infrastructure development,” Mr Lihefu said.

The Provincial Minister was speaking when a team of Ministers which included the Minister of Finance, Minister of Tourism and Minister of Water Development among others visited the province to appreciate the tourist destination in the province.

And a rancher from Ikelengi district, Peter Fischer has called for the engagement of young people in the tourism sector and game management to boost their livelihood.

Population and housing census in Lundazi due to start today hits a snag

The actual headcount in the population and housing census, which is due to start today, will not do so in Lundazi District.

This is because the enumerators and supervisors who are supposed to conduct the headcount activities during the exercise have not yet been deployed.

However, Lundazi District Commissioner, Majory Banda has said the delay is just for one day as the Census District Committee is geared up to start the deployment tomorrow and possibly end on Saturday.

And Mrs Banda has also dispelled allegations that the 2022 Census of Housing and Population recruitment of enumerators and supervisors was marred by corruption and that applicants were being made to pay.

Ms Banda said Lundazi, like any other district, was subjected to the selection process that was done in line with the Zambia Statistics Agency (Zamstats) laid down procedure and that the successful applicants were picked on merit.

ZANIS Lundazi reports that the District Commissioner, who is also the District Census Committee Chairperson, said the recruitment exercise was done electrically in order to curb possible corrupt activities no wonder she gets surprised with corruption allegations levelled against her and the committee.

She has since called for calm among those that have been left out of the process because not everyone could have been accommodated as they only needed a limited number.

Speaking to 418 supervisors and enumerators awaiting deployment at Lundazi Boarding Secondary School Hall yesterday, the District Commissioner urged them to use the money they will be paid for the exercise prudently.

Meanwhile Watipaso Chipeta an enumerator has commended the District Census Committee for conducting the recruitment exercise in a transparent and corruption-free manner, as all eligible candidates were allowed to participate in the aptitude test.

Ms Chipeta has assured the committee that the exercise will be carried out effectively.

Meanwhile, Enumerators and Supervisors engaged by the government to conduct the census exercise in Zimba district have not yet been dispatched.

This is because they are not yet paid their training and field allowance.

The Census team were scheduled to leave today to their respective places but logistics are seemingly not available and ready to pay them.

A snap check conducted by a ZANIS Crew news at Zimba Secondary School found the Enumerators and Supervisors just languishing.

Some Enumerators talked too by ZANIS who spoke on condition of anonymity complained of being stranded and lack of food and money.

“We’re hungry and starving. We don’t have money to buy food and other social amenities,” they said.

Some Supervisor complained they were not told exactly as to when they would receive their monies.

“Our authorities are not telling us the truth. They’re just cheating us which is not good,” they added.

But Zimba District Commissioner (DC) Rabison Mulamfu in a separate interview assured that government is doing everything to pay the Enumerators and Supervisors.

“They will get their money soon. We’re working tirelessly to sort them out,” the DC said.

Zimba district has 211 Enumerators and 37 Supervisors bringing the total number of Census ‘foot soldiers’ to 248.

The census exercise is slated to commence today; August 18 and end on September 14, this year.

CCZ commends New Dawn Government over the Teachers Recruitment

The Council of Churches in Zambia (CCZ) has commended the New Dawn Government for the landmark achievements it has scored in the education sector in just one year of being in office.

CCZ President Sauros Phaika cited the free education policy as one of the milestones that the New Dawn has scored.

Reverend Phaika said this policy has enabled the poorest of Zambians in a remote rural area to attend school, a situation that will see Zambia have an educated population.

“The free policy in terms of education, allowing even those who cannot afford to go to school is something that we should take note of and recommend,” he said.

He noted that free education is the first step of other things that Government will put in place to deliver sustainable development in the country.

“They cannot do a 100 per cent but what they have done is the first step in the vision that they have for this nation and they can do much more, but we want them to know that we as a church also appreciate,” he said.

Rev Phaika also cited the recruitment of health workers and teachers as something unprecedented and commendable.

And, the Reformed Church in Zambia (RCZ) Synod Moderator Ackson Banda reiterated the church’s commitment to supplementing the Government’s efforts in bettering the lives of communities where they operate in.

“Our operations and working with the Government are interlocked, we cannot work separately,” he said.

Rev Banda seeks to work with the government of the day in a bid to offer a well-rounded holistic approach toward bettering the lives of the people.

The two clergymen said this during the 32nd RCZ Synod Conference held under the Theme, ‘striving for wholeness.

The conference attracted participants from Zambia, Zimbabwe, Malawi and South Africa.

Meanwhile, A governance expert, Wesley Miyanda, has commended the United Party for National Development (UPND) led government for fulfilling most of the campaign promises.

Mr. Miyanda says by fulfilling most of its campaign promises the new dawn government has managed to rewrite the economic history of the country.

He observed that within a space of one year in power, the government has recruited more than 40, 000 civil servants through open and competitive processes in the education and health sectors.

The expert said the government also increased the Constituency Development Fund (CDF) from K1.6-Million to K25.7-Million.

“We can’t leave out the increment of the constituency Development Fund (CDF) that has been increased from K1.6-Million to K25.7-Million which effectively actualized the decentralization,” Mr. Miyanda said.

Mr. Miyanda cited the free education from primary to secondary school, youth and women empowerment at all levels of society and concerted efforts in the fight against corruption among the fulfilled promises of the New Dawn Administration.

He noted that the presidential interactions with other international communities both within and outside the African continent are good and have helped to attract foreign investment for the country.

The activist added that in the long run these will translate into job creation and business opportunities for the people that are key ingredients for any growing economy.

He also commended the new dawn government for its commitment to dismantle unpaid benefits to retirees inherited from the previous regime.

“It should be noted here that the issue of retirees is quite critical because there are some who were retrenched in 1991. Particularly those that worked for state owned organizations such as Zambia State Insurance Corporation (ZIS) and Zambia Railways Limited (ZRL) that were overlooked by all these previous administrations. Unfortunately, a good number of these people have since died. So the UPND government has a very huge task to make sure all these retirees are paid their money without any further delay,” he said.

Mr. Miyanda, however, said while the UPND government has scored tremendous achievements in the few months of being in office, there was still need for the new dawn administration to quickly work on securing more drugs in health facilities and also to employ enough health personnel to attend to patients.

Zambia Battle Sierra Leone in 2022 U23 AFCON Qualifiers

Zambia will face Sierra Leone in the Morocco 2023 U23 AFCON qualifiers.

Young Chipolopolo date Sierra Leone in the second round in October after enjoying on bye from September’s first round qualifiers.

Zambia will be away in Freetown to play the first leg during the weekend of October 21-23 while the final leg will be played on October 29 in Lusaka.

Winner will advance to the final round that will be played during the week of March 20-28, 2023.

The winner will face Egypt, Eswatini or Botswana for a place at next June’s U23 AFCON in Morocco.

But Egypt, like Zambia, are on a bye from September’s first round and awaits the outcome of next month’s meeting between Eswatini and Botswana.

The eight-team U23 AFCON is the Africa zone qualifier for the Olympics where the continental enjoys three qualification spots for the Paris 2024 Olympics will be decided.

The fourth place finisher in Morocco will face an Asian side in a playoff for the other slot.

Zambia, which is seeking a third successive U23 AFCON appearance, has not been to the Olympics since Seoul 1988.

Government to do more for girl child – Vice President

Vice President, Mutale Nalumango has conceded that Government needs to do more to improve on its responsiveness on matters pertaining to the girl child.

The Africa Report on Child Wellbeing 2020 ranks Zambia 37 out 52 on the continent and 14 out of 16 SADC member states relating to how friendly countries are towards girls rights. Ms Nalumango says Zambia needs to step up interventions in order to improve on its standing.

Speaking at the National Summit on Girls, The Vice President said the occasion provided an opportunity for the country to reflect on the development of wellbeing of girl children.

Mrs Nalumango said besides having good policies on the livelihood of girl children, implementation needs to take centre stage. She said as a signatory to various instruments on children, Zambia is working tirelessly to meet the commitments.

The Vice President said Government is working on improving the access to quality health care to girls especially in the rural areas. She said it is unacceptable for girls to die from preventable causes adding that it is cardinal to invest in protection of the girl child.

“If we do not invest in the children, we have no future. All of us must be sensitive to the needs and protection of all children,” she said.

Speaking at the same event Acting Minister of Community Development and Social Services, Collins Nzovu said the recent enactment of the Child Code Bill demonstrates Government’s commitment towards the livelihood of children. Mr Nzovu said Government is putting in place policies that are more children friendly.

He said despite girl children being vulnerable to vices such as child marriage, Government are taking close accountability as it addresses the numerous challenges.

Mr Nzovu added that Government also wants to create opportunities where children will participate in matters that directly involve them.

He said his ministry will not relent in its efforts to improve the welfare of the girl child.

“My Ministry will continue to work tirelessly to improve children’s welfare in general and that of girls in particular. The social cash transfer is one of the vital policy instruments that the New Dawn Administration has scaled up as part of its effort to benefit vulnerable groups,” he said.

And Africa Child Policy Forum, Executive Director, Joan Nyanyuki commended Government for efforts made in adopting legislation supporting girls rights.

“The Government of Zambia has made progress in adopting legislative and policy measures that are sensitive to advancing the rights of girls, within the broader child rights space,” Dr Nyanyuki said.

And representing the girl child, Beenzu Muzyamba said Government should contribute towards end teenage pregnancies by raising awareness of sexual reproductive health among girls.

Monetary Policy Rate giving good effects

A Social Economist Kelvin Chisanga says the 9.0% Monetary Policy Rate is still giving out good effects as the Bank of Zambia has maintained it for the third time.

Mr Chisanga stated that the 9.0% Monetary Policy Rate is strongly impinging on the inflation patterns which is strongly accompanied by current economic happenings.

He has however noted that, the Monetary Policy Committee (MPC) of the Bank of Zambia (BOZ), has based their assessment mainly on the prevailing macroeconomic conditions and outlook which are currently taking shape, and has to this end, decided to maintain status quo with regard to the policy rate sitting at 9.0% for the third consecutive time with typical considerations weighing on the current economic dimensions from many angles.

Mr Chisanga said that the policy rate has however been made unchanged at 9.0%, it is strongly generating from the bearing effect being witnessed and obtained from the November Monetary Policy Rate, as it remains such an important aspect to maintaining accommodative model of credit flows to business and investment as they are now picking up with some economic activities.

“It quite significant to see that this is coming out so strongly as a necessary tool to be used in reviving the speed observed in the domestic economy,” he said

He added that the Monetary Policy Rate stance is seen to have done a bit of heavy lifting in a way, as it has sustained some spots of steady growth patterns on a durable basis within the short-term, and continues to help in mitigating the impacts of various risks as well, especially those poised on both local and global economies, while also it is ensuring that inflation remains anchored within the target boundaries moving forward.

He cited that the underlying rationale for maintaining the status quo on the policy rate is to support the recovery process in the building up of aggregate demand, which is now hinging on the gradual pick up with the private investment, though the overall economy is still covering up slowly.

Mr Chisanga alluded that it is well cognizant to state that the Bank of Zambia Monetary Policy Committee has regarded the prominence of headwinds emanating from global developments, as the main precursor to risk affecting on the domestic outlook as done by stakeholders such as International Monetary Fund (IMF) and the World Bank.

“This also is now somewhat clouded by both upside and downside risks of Russian-Ukraine effects as well as with some lingering conditionalities emanating from the COVID-19 impacts among many other things such as oil pricing dynamics etc.” he said

“As a matter of peculiar interest, many may ask about the policy rate, and I will try to labour in a few sentences by stating that the policy rate is a benchmark in which most financial or non-financial institutions use to peg their pricing structures,” he noted

Mr Chisanga cited that the policy rate has a strong effect in strengthening businesses and wider investment, as it has a strong transmission to credit lines, and it supports strongly on the businesses as well as on broader productive investments.

“I would simply say that, all our loans with various financial companies or firms filter through this particular policy rate as a basis of pricing model,” he noted

Operations at Kapiri Mposhi Town Council paralysed as Court bailiffs pounce

Court bailiffs have pounced on Kapiri Mposhi Town Council seizing a motor vehicle, office furniture and computers, among others.

ZANIS reports that the bailiffs swung into action at the Civic Center around 09:00 hours , thereby grabbed a motor vehicle, Foton Light Truck registration number, BBA 3006.

Other items seized include nine computers from various offices , tables and chairs from the Council Secretary’s Office.

The bailiffs seized the property in execution of a High Court Writ of Fieri Facias ordering the local authority to pay over K 200,000 to a Naomi Nkhoma and Mercy Mwiya of Ndola as compensation for damage and injury caused involving a Council vehicle in 2017.

On 9th October 2020 the Ndola High Court ordered Kapiri Mposhi Town Council to pay the duo K 200,766 plus other costs but the local authority has to date delayed to heed to the court’s judgement.

And council workers had a tough time to conceal other council valuables from being seized.

Meanwhile, the seizure of computers has partially paralysed operations at the institution.

According to reliable sources at the Council some computers have vital information which is needed for daily operations of the local authority.

ZANIS’ efforts to get a comment from both Council Chairperson, Brilliant Munyeke and Council Secretary, Yobwe Chisamu, failed by broadcast time as they were reportedly out of town.

President Hakainde Hichilema pays tribute to the late veteran journalist and media consultant Edem Djokotoe.

President Hakainde Hichilema has led tributes to the late veteran journalist and media consultant Edem Djokotoe.

The local media fraternity is mourning Mr. Djokotoe, who died late on Wednesday night at Fairview Hospital in Lusaka.

The Ghanaian born media guru had been battling colorectal cancer.

Mr. Djokotoe aged 62 was a renowned writer, educator and poet.

In his facebook post, President Hichilema praised the former journalism lecturer as a scribe who sought the truth.

“We are deeply saddened to learn of the untimely death of veteran journalist Edem KG Djokotoe, who passed away in Lusaka yesterday. Edem was not only a man of nobility and learning in his field, but was also an unrepentant advocate of social justice, and a defender of human rights who abhorred injustices against the people. He belonged to a generation of scribes who sought for the truth on both sides of the story and wrote the truth on both sides of the coin. There’s a lot to learn from the integrity of Edem Djokotoe. Our prayers and thoughts are with his family. May His Soul Rest in Peace,” President Hichilema wrote.

MISA Zambia Chairperson Fr. Barnabas Simatende, OMI has expressed grief over the demise of the veteran journalist and media trainer.

Fr. Simatende said MISA will remember Mr. Djokotoe for his profound contribution to MISA Zambia and the development of the media industry at large.

“We will remember him for his passion for quality journalism and leaving a footprint in the profession that is unmatched spanning from his flagship column, ‘Mind Over Matter’ and ‘Soul to Soul’ in The Post Newspaper and authoring various media literature including a handbook titled ‘An issue-based journalism’. As a Journalist, Mr. Djokotoe worked as Information Officer at the UN Information Centre, correspondent at Gemini News Service and as a newspaper and magazine feature writer. He was also the founder member of the Southern African Media Trainers Network and undertook in-service media training in the SADC region for the Nordic-SADC Journalism Trust,” Fr. Simatende stated.

Experienced journalist Henry Ngilazi said it is hard to believe that the media titan is no more.

“Edem K G Djokotoe waking up to the sad news that you have passed on. Words fail me, my lecturer, mentor and friend. It is hard to believe that the media titan is no more. I vividly remember how you vehemently refused to appear on ZNBC television for any interview back then until I had to involve your dear wife. We went on to dissect the newspapers on the Good Morning Zambia the front pages programme. You spoke your mind about pertinent national issues on this platform. Passionate as you were about the media profession, you chided journalists for focusing too much on covering politics at the expense of real social issues affecting the people. This stance made the politicians, then, uncomfortable and regrettably, our 10-minute television programme was cancelled. For years, you referred to this television segment with nostalgia and how it was pulled down by the powers that be,” Fast forward to your time as trainer in Malawi at The Nation newspaper. Hosting you in Lilongwe during your stay there and the stories we shared will forever remain etched in my memory,” Mr. Ngilazi mourned.

“Just last year ahead of the country’s General Elections, we were billed to work together on a journalism training programme under the auspices of the BBC Media Action but the project did not take off. The history of journalism in Zambia will never be told without a mention of your name. Your contribution to this sector is immeasurable. While on this earth, you blazed the trail. You trained, mentored and inspired many. For that, l salutes you. Go well Edem. Go well Mr. Djokotoe.”

Journalist Kennedy Gondwe recalled the time he spent with Djokotoe.

“Words are not enough to describe how I feel to lose a brother, a friend. I was privileged and blessed to share my life with one of the most astute journalism minds that has graced this country. The funeral is at House No. 121 Foxdale Residential Estate, Zambezi Road, in Roma, Lusaka. Burial arrangements will be advised in due course,”Mr. Gondwe said.

Kitwe’s Radio Icengelo Chief Executive Officer Fr. Lewis Mutachila hailed Djokotoe as a media guru, great trainer and educator.

“On behalf of Radio Icengelo, and indeed on my own behalf, we would like to express our heartfelt condolences to family, friends and Media fraternity for the loss of Mr. Edem Djokotoe. We are saddened that we have lost a guru, great trainer, educator, a person of immerse experience and astute person in journalism,” Fr. Mutachila said.

Minister justifies the distribution of Social Cash Transfer In Kabushi Constituency

Minister of Community Development and Social Services Doreen Mwamba says the social cash transfer programme should not be politicized.

Ms Mwamba said this in response to the accusation made by the Patriotic Front Former Kabushi Member of Parliament Bowman Lusambo, who threatened to report her to the Anti-Corruption Commission (ACC) if she goes ahead to distribute social cash transfers to thousands of poor people in Kabushi.

Mr Lusambo also cited that the move by Ms Mwamba as being aimed at influencing the outcome of the upcoming September 15th, 2022 By-Election as he insisted that taking advantage of the by-election to distribute cash payments is an act of electoral corruption.

But Ms Mwamba emphasized that her visit to the Copperbelt is not a campaign trail, but simply fulfilling her mandate of ensuring that social protection programmes are equitably distributed across the country, whether there is an election or not.

She added that the wheels of government should keep running with or without elections, as health services or schools are all running in Kabushi and social cash transfers are part of regular government services which should run as scheduled.

Ms Mwamba has however reminded those accusing her of campaigning, that parliament being on a recess gives her an opportunity to monitor social protection programmes across the country as the Minister of Community Development and Social Services.

“Social cash transfer is paid every second week of the second month. (Bi-monthly), this is a routine payment schedule and Social Cash transfer by definition, should be timely and regular, therefore, it should be paid as scheduled without fail or any delay as doing so would make beneficiaries backslide into poverty,” Ms Mwamba explained

Ms Mwamba has since clarified that her job is to simply witness the systematic disbursements of scheduled payments by technocrats and not personally conduct the payments.

The Minister has however expressed disappointment in the manner some selfish individuals want to disadvantage by wanting to delay those that are supposed to get the funds all in the name of politics.
