Zambia Police has Introduced the Direct Deposit System at each Police Station

4

Zambia Police Spokesperson Rae Hamoonga says a Direct Deposit System has been introduced with each Police Station having a particular code attached to a specific commercial bank to facilitate for the smooth operations of the fingerprint scanning process for newly recruited teachers.

He said that in trying to run away from the issues of corruption and contain it, the direct deposit was introduced where one doesn’t need to physically take money at a Police Station but rather pays at a commercial bank using a code for a specific police station which later issues a receipt and have the fingerprints lifted.

“What happens is that when you go there and deposit your money at the bank and then the Police station will receipt for that money, so there is no issue of you bringing money to the Police station,” he said

He cited that this directive was given by the Inspector general of Police to have people submit their fingerprints at a particular Police Station because of the numbers as having all the 30,000 plus teachers going to Police Headquarters will overwhelm the officers who won’t be able to process the forms.

Mr Hamoonga explained that the procedure is for people to have their fingerprints lifted at the Police station within their vicinity, leave the forms there, and the Police will carry the forms and take them to Lusaka Police Force Headquarter.

“Yes, they could be cases where Officers are referring people to come to Police Headquarters but we are saying is let them not trouble themselves to come to Police Headquarters to bring the fingerprints which should be left at the police station,” he said

He added that all the officers handling the process of fingerprints are trained and specialized because for somebody to process a fingerprint form and issue a clearance, one must be a trained and all the officers that are doing this job at Police Headquarters were trained abroad.

“We don’t want to have a situation where people who are not supposed to be doing the work of clearing the fingerprints are now involved in receiving fingerprints at the Headquarters,” he said

Mr Hamoonga stated that the Police have upscaled their operations where officers are now working in both day and night shifts to ensure that the fingerprints forms are cleared because one cannot work in government without undergoing this clearance which confirms that a person has no criminal record.

He noted that people need to understand that the process of giving someone a clearance for employment is actually almost a manual thing because with the system being used, the officers need to ensure that they compare whatever they have gotten out there with the central fingerprints bureau.

“We however want total cooperation for us to progress very well, like I said we don’t want all the people coming to Lusaka, already there is COVID-19 so this can endanger the lives of the people that are supposed to be cleared, that’s why we want to ensure that people submit these forms through the various Police stations then file into the central location where we are supposed to clear these forms from,” he said

Mr Hamoonga has also clarified on the issue of express fee stating that there is no express fee attached to this process, when one pays K84 through the bank, all they need to do is to go back to the Police station with their deposit slip where they will be issued with a government receipt for K84 for the procession of the finger print.

“We have heard insinuator that some people are being swindled of their money by making them pay an express fee, so we are saying there is no express facility attached to this process, it’s just a normal process where you pay K84, submit your form and the form will be brought to Police Headquarters, processed then taken back to the Police where you had your fingerprint lifted from,” he explained

He added that the Police have kept on giving guidance, after realizing that there is some sort of panic by some people who have heard that the issuing of letters will start by next week this has made them panic, thus coming to the Headquarters.
Mr Hamoonga highlighted this when he made an appearance on ZNBC TV2 Morning Live Breakfast Show.

Citizen Journalists need s to undergo a training in media ethics

1

The Free Press Initiative (FPI) Founder Joan Chirwa cites the importance of bringing on board Citizen Journalists that are running online media platforms and publish news to undergo a training in media ethics.

Ms Chirwa noted that with the growing presence of digital platforms right now, it is necessary for people who might be interested in carrying out journalistic work but have not undergone formal training to be brought on board and assisted with knowledge that is critical to their operations as they are also in the business of disseminating information to the people.

“Lack of understanding of what guides the practice of journalism may become detrimental because an unethical practice of journalists is so bad such that it can actually cost people’s lives and damage people’s reputation,” she said

She added that educating people on the ethics that guide the practice of journalism will make it much easier to see some level of professionalism that everybody else expects from the media industry.

Ms Chirwa highlighted this in an interview with Lusaka Times during a two days journalism training in Media Ethics organised in collaboration with WAN-IFRA’s Media Freedom Committee held at Taj Pamodzi Hotel.

And Mthoniswa Banda a Media Consultant said that there is media literacy where society is learning how to interpret media sources, products and verify information that is shared in the media and the onus of online media is that if one lies or publishes a bad story citizens, readers, viewers and listeners have multiple sources where they can counter check to see whether the information is correct or not.

“If they find that the information you have been chaining out is not correct, you tend to lose value, clients, listeners and viewers,” he said

Mr Banda added that traditional and online media are the same and the only difference is the platform used to disseminate information, and online media should ensure that they do a good job in their service delivery.

“All the values of journalism still apply to online media, be truthful, factual, ethical and do a good story because failure to do this will make you lose credibility and sources,” he stated

Men’s network challenges parents to value their children

0

The Men’s Network Katete Chapter has challenged parents to cultivate a culture that sees value in their children.

Chapter Chairperson, Rodwell Lungu said the psychological impact of seeing value in their children will trigger the children to develop value at a personal level.

Mr Lungu told ZANIS that children who feel valued by their parents develop enough tenacity and ambition to achieve their set goals.

“Parents need to see value in their children to help them achieve their goals in life. Parents should have a vision and a plan for them, not like a child was born as an accident. A lot of children are not supported by their parents,” he said.

Mr Lungu also emphasised the need for parents to change their mindset and perceptions toward hands-on vocational skills like plumbing.

He said vocational skills offer a wide range of opportunities and if well harnessed, they can create employment for the youth.

He said the skills sector offers lucrative opportunities that can mean economic emancipation for a lot of youths.

“I have seen a lot of children engaging in bad behaviour or vices because they are doing nothing, so parents should not just concentrate on white collar jobs, but take these children for skills training like carpentry, plumbing, and brick laying that will empower them,” he said.

HH warns Heads of Quasi government institutions to avoid extravagance in their expenditures

President Hakainde Hichilema has called on Heads of Quasi government institutions to avoid extravagance in their expenditures and always put the interests of Zambians first as it is for them whom they are employed to serve.

President Hichilema said Quasi government institutions have an obligation to improve the lives of the Zambian people through the services they provide and has tasked the Heads to explore ways in which they can reduce unnecessary expenditure and channel funds to other areas that they could develop.”

He said this in Lusaka yesterday during the Special Meeting for Heads of Quasi Government institutions and Statutory bodies held in Lusaka under the theme: working together towards a common purpose.

“There is too much extravagance in government sectors. please ensure to be cost effective and stop placing value on material things. you can drive that car that you found. you don’t need to buy a new GX, ” he said

Some of the expenses incurred in the institutions could be avoided and funds channeled to other areas of priority such as investment in infrastructure development that could help the country generate extra income.

“When you go back to your stations, go and look at ways in which costs can be saved from expenses and the money channeled to other sectors that will help the country generate revenue instead of investing in consumption. be conscious to ensure that in your interactions you create jobs for the people of Zambia, ” he said.

The Head of State sighted the construction of the Kazungula one stop border post as one of the infrastructural developments that are generating income for the country adding that the infrastructure could be replicated to other boarders, such as the Mpulungu Harbour, which he said is in a bad state.

He further urged the Heads of institutions to ensure that they create an enabling environment for the private sector and job creation so as to contribute to the reduction of poverty in the country.

President Hichilema suggested that rules governing service delivery should be moderated for quicker service delivery in areas like land titling, tender procedures and issuance of operating licenses to help create an enabling environment for the private sector to grow.

“ Tender procedure rules can be amended to make the process faster and more effective. take a look at the tender rules and see how they can be amended to open business to other Zambians, ” he added.

Meanwhile Zambia National Commercial Bank ZANACO Chief Executive Officer Mukwandi Chibesakunda said the meeting is a very welcome idea as it helps to create an environment for ease of doing business, no corruption and valuable service delivery.

Ms. Mukwandi disclosed that ZANACO has identified some solutions that will demonstrate their commitment to improve the lives of Zambians in response to the President’s call, especially in the mortgage space.

“First of all I would like to congratulate our president for having come up with this idea of meeting various stakeholders. we have been informed that this the 4th session that has been held, which is for the Quasi government institutions and the whole idea is to come together and meet at an intersection to ensure that we deliver a Zambia that has the proper ease of doing business, no corruption and be able to deliver in an agile way” she said.

According to the Republican President on his Twitter , the aim of yesterday’s meeting with heads of department and statutory bodies and parastatals is to remove barriers that hinder business, among others.

“Our goal is to quickly break down barriers that make it difficult for our citizens to do business. For example, it doesn’t make sense to have tender requirements that disadvantage our citizens, who are trying to create jobs, “ says Mr Hichilema on his Twitter.

Ministry of Small and Medium Enterprises urged to be more responsive

3

The Ministry of Small and Medium Enterprises should be more responsive to the needs of the Small and Medium Entrepreneurs throughout the country, a Kitwe business consultant.

Mr Lameck Kashiwa , who is also Alliance for Zambia Informal Economy Association (AZIEA) General Secretary, says there is need for the SME ministry to be more responsive to the needs of the entrepreneurs in the country if it is to serve its purpose.

Mr. Kashiwa in an interview said his association has in the recent past suggested approaches that can help to address the challenges of the SMEs , but the Ministry has paid a deaf ear.

“We are a very committed association in the informal business which would want to help government improve the status of people in informal business, our people are working hard and when we are seeking to get clarification on things that may not be of help to the informal economy, the Ministry is very quiet,” He bemoaned.

He called on the Ministry to develop a directory that will specifically look at the informal economy.

He also called on government to decentralize the Ministry by opening officers in districts so that the Ministry gets closer to its beneficiaries in the peripherals.

And Mr. Kashiwa has stated that following the recent directive by President Hakainde Hichilema to Minister of Local government to address bottle necks to the process , accessing the Constituency Development Funds (CDF) by small scale entrepreneurs has markedly improved.

A good number of his members have so far successfully applied for the constituency Development Funds although they are yet to receive the funds.

He said the applicants are hopeful that there will be transparency in the selection process just as it was under the teacher recruitment process which he said was very transparent and fair.

He has however urged applicants to the CDF to follow the process so that they are not disadvantaged by any technicalities.
He also urged government to continue monitoring the process and make adjustments where appropriate until the objective of increased and decentralized CDF, of taking money to all citizens including those in rural areas is achieved.

DP Interim President Gift Kalumba saddened by hatred at the core of internal wrangles that have engulfed the party

Former Democratic Party (DP) interim President Gift Kalumba has observed that personal interests and hatred has been at the core of internal wrangles that have engulfed the opposition party.

The internal wrangles in DP have forced Harry Kalaba to resign both as party president and party member.

Mr. Kalaba said he decided to leave DP due to the delayed court process over the fight for the party’s Presidency.

The former Foreign Affairs Minister hinted that he will register a new political party with the Registrar of Societies and launch it soon.

Mr. Kalaba has been battling the party presidency with the other DP faction led by deposed Vice President Judith Kabemba.

Commenting on DP wrangles, Mr. Kalumba, who served as interim President in 2018, said he was saddened by the wrangles in the party.

Mr. Kalumba said DP was revived with the aim of ensuring that it contributed positively to the political dispensation of the country.

The former PF Rhokana Ward Councilor in Kitwe said infighting in DP has almost killed a beautiful structure that could have added great value to local politics.

“It is a very sad scenario for me. It is very sad and a defeat of democracy first of all. When we revived this party all those speaking now including the former President Kalaba are part of the recreation of DP. We wanted DP to be a better contributor to the political dispensation of our country but has gone into this personal hatred. It is personal matters being portrayed as national matters which for me is a very backward way of doing politics. They have demolished a very beautiful structure that could have added great value to Zambian politics,” Mr. Kalumba said.

“And I hope the people are able now to see that in politics integrity is very important, in politics trust is very important and unity and to have a cause that you want to stand for, a national cause. What has killed this party is purely personal issues and I wish those that have remained in the party if they can hold themselves together, the party is redeemable. Honourable Kalaba has his own reasons for resigning and I think they are valid because we have heard a lot of insults which I feel even the police must take on. Police should see to it that insults are not part of politics. He has good reasons and I wish him the best in whatever endeavors,” he said.

Mr. Kalumba concluded:”We will also wait for what we continue to unfold. The Registrar of Societies can do us a favour by releasing the actual leadership that is there at the Registrar of Societies. Details of who is the President there, the Secretary General, because the constitution of the same party only gives the President and the Secretary General powers to act or make amends to it. Only these two (President and the Secretary General) have the powers. The others who are speaking are just members of the committee. It will need seven people to make any decision on DP. Seven people minimum out of ten.”

Businesses call for annual payment of licenses

1

The business community in Ndola has advised the Ndola City Council (NCC) to introduce quarterly payment of license fees as opposed to the annual payments which they say quiet costly on the their businesses.

Chief Steak House proprietor Wellington Malindi says there is need for the local authority to consider introducing quarterly statutory payments to reduce on pressure that businesses under go in settling annual payments.

Speaking during a business networking meeting organized by The Chief Steak House in Ndola, Mr Malindi said the local authority should support all businesses in the City by addressing the challenges surrounding payment of fees.

While coming the hospitality industry ‘s resumption after the COVID 19 restrictions, he however explained that the industry would meaningfully contribute to creating the needed revenue if the council came up with quarterly payments of license fees thereby keeping the business running.

“ Paying annual fees is one of the major challenges that come along with running businesses but we have to pay all by the end of the year. This is not good as this is too much,” he said.

Mr. Malindi said for the business men and women to raise enough money to be able to pay for all the licenses, they need consideration from the council such as allowing them to pay in instalments and allow them to generate funds.

He said business networking is meant to help the business community collectively address common challenges and find solutions which complement their businesses to grow.

Currently business entities are expected to pay annual fees such as fire prevention, trading, health permits among others which the business community is proposing that council to considers revising into quarterly payments.

And Ndola Mayor Jones Kalyati has assured the business community that his office will support them adding that the council is working on slashing off some of the arrears owed to the council by the business community in form of rates.

Mr. Kalyati has urged them to engage the council and see how best they could improve trading sector in the district.

He said the council had embarked on a pilot project to establish a one stop shop where licenses will be given at one place unlike the current situation where licenses are being issued in different places.

Under the Trading Licence CAP 393 of the laws of Zambia , the local authorities are by law regulators of all forms of licenses.

Harassment has almost shifted to the former Zambia head of state evoking what can be described as political tension

By Venus N Msyani

Former President Edgar Lungu’s family continues to be investigated. Lungu’s son Daliso was the first family member to be investigated. The matter is in connection with vehicles recovered by Police and believed to belong to the former president. No comment from the father has been heard on the case.

Later on, Lungu’s Daughter Tasila Mwansa was investigated. Her case involves money laundering. No comment has been heard from Lungu on that too.

Currently, the Anti-Corruption Commission (ACC) is investigating former first lady Esther Lungu. She owns 15 houses in one of the middle-class residential areas of Lusaka, which the ACC allege are proceed of crime.

It has evoked a comment from the former president and it seems the majority of people are with him. Is very hard for every normal person to keep quiet when his/her family is being harassed.

The former head of state deserves credit for holding himself until it gets to his wife.

Speaking to Patriotic Front (PF) members of parliament who went to give support to the former first lady, Lungu said he is aware that after they are done with his wife, they will get to him, and said he is ready to give up his immunity.

“We know the sequence, after my wife, they are coming for me but I am ready. Even now, they can lift my immunity and we can go to court and answer their questions,” the former head of state said.

After losing last August election, Lungu decided to retire from active politics and it appears he meant it. He stopped commenting on public issues, took down his official Facebook page, and became almost invisible to the public.

For the past eleven months, the former president has issued only three public comments. Including the above which is about to cost him immunity and benefits.

The new dawn government argues that Lungu has demonstrated to be politically active by commenting on public matters. They demand he should stop receiving benefits in relation to his service.

The demand has evoked what can be described as political tension. Anxiety is growing among the opposition about the future of Edgar Lungu as the push to have his immunity lifted has also intensified.

If his wife continues to be summoned by the ACC, Lungu may not be able to keep quiet and the implication is that direct harassment will shift to him.

Most people, including myself, are happy Lungu lost the presidency, but not happy to see him being harassed. The former head of state has the right to continue enjoying his full rights. Including the right to defend his family.

President Hakainde Hichilema says Government will only borrow with the approval of Parliament this year, onwards.

President Hichilema says this decision will henceforth be backed by the law when a bill is passed in parliament.

Speaking during a plenary session during the Special Meeting for Heads of Quasi Government institutions in Lusaka last evening, Mr Hichilema said borrowing will only be done by his government for investment and not consumption.

“We will have to put a law, it’s not yet law, the loans contraction bill. We will not borrow without Parliamentary oversight going forward,” he said.

He has thus directed heads of Quasi Government institutions to comply with Government’s desire to stop being extravagant.

Stressing that life of extravagance is among reasons why Zambia is indebted, President Hichilema called for prudence in the way statutory bodies manage resources.

Mr Hichilema asked them ( Heads of Quasi government institutions ) to always remember that their institutions run with public resources.

The President also directed that the contracts made during procurement processes need to be re-designed to ensure that they work closely with the private sector.

Stating that the Public Private Dialogue Forum ( established recently ) is a vehicle they should use to attain the partnership, Mr Hichilema said his administration is on the verge of success, however to attain this, input from all stakeholders is required.

He said citizens are eager to see the much needed results hence the need for hard work.

Meanwhile, Quasi Government heads have been asked to submit to the President reports of recommendations from the respective institutions in ten days’ time.

The reports will submitted to the Acting Secretary to the Cabinet’s office.

Land, succession disputes in chiefdoms worry govt.

1

Local Government and Rural Development Permanent Secretary in charge of Technical Services, Nicholas Phiri has expressed concern at the surge of conflicts in chiefdoms.

Mr. Phiri wondered how development can take place in the country with increased cases of land and succession disputes within chiefdoms.

He implored traditional leaders to amicably resolve land wrangles and succession disputes so as to foster unity and peace in the country.

Mr Phiri said  when he officiated at the opening of the third term diploma programme for traditional leadership and governance at Chalimbana University.

He said meaningful development can only take place once succession disputes and chiefdom boundary wrangles are addressed.

Mr Phiri stressed that government is worried with the increased incidents of succession disputes which has led to conflicts.

He reiterated that government will not interfere in succession disputes but support any efforts aimed at resolving those issues.

Mr Phiri also assured traditional leaders that government is in the process of making the 1958 chiefdom boundary maps available in an effort to address boundary conflicts.

“Your royal highnesses, it goes without saying that it is not possible to foster development where there is no unity and peace. We need to curb the surge in conflicts within the chiefdoms, after all, we are Zambians at the end of the day,” he said.

He urged traditional leaders to use the knowledge they have acquired during the training to resolving land wrangles and succession disputes.

Mr Phiri appealed to the traditional leaders to encourage their subjects to take advantage of the free education policy by enrolling in school.

“Your royal highnesses, government wishes to express its profound gratitude for supporting this initiative at such a time as this when we have seen a surge in incidences of succession disputes, chiefdom boundary wrangles, unsustainable natural resource exploitation leading to increased conflict and deprivation among the subjects,” he said.

And speaking at the same event, House of Chiefs Deputy Chairperson, Chieftainess Msoro said the knowledge acquired during the training will contribute in building strong leadership skills among the chiefs.

Chieftainess Msoro expressed optimism that land disputes and chiefdom wrangles will reduce with the skills chiefs have acquired in conflict resolution.

She also appealed to other traditional leaders to consider enrolling for the course at Chalimbana University.

Meanwhile, Chalimbana University School of Leadership and Business Management Dean, Dewin Sikalumbi said the courses being offered under the traditional leadership and governance are tailored to meet the needs of chiefs as they preside on the affairs of chiefdoms.
