Acting Secretary to the Cabinet Patrick K. Kangwa has emphasised that the public service is key to building a healthy and wealthy Zambia.

When launching the commemoration of the 2022 Africa Public Service Day on ZNBC TV, Mr. Kangwa said the public service should play a pivotal role in supporting and facilitating the achievement of national nutritional needs.

This year, the Africa Public Service day will be commemorated on 23rd June under the theme “Enhancing the resilience of the African public administration to support and facilitate the realization of Africa’s nutritional needs during and post covid-19 pandemic”.

Mr. Kangwa said people expect the public service to embrace emerging technologies, inclusivity and diversity in molding a public service that is responsive to the needs of the people.

“The Africa public service day is an entrenched event on the African union calendar. On this day, member states recognise the value and virtue of public service to the community. Since 2008, the government has leveraged the Africa public service day to reflect on the contributions of the public service to national development. This day has also been used to give due recognition to our public service institutions that have made great strides in service delivery. This has motivated public service workers to continue with the good work and to come up with new initiatives and innovations in the discharge of their duties,” Mr. Kangwa said.

“The theme is derived from the declaration of the African union heads of state and government of 2022, as a year of nutrition. The theme is in line with our aspiration, as a country, to build a healthy and wealthy nation. A nation with a human capital that is well nourished and in good health. a nation capable of rising above all its present and future challenges. This is a sure way of achieving our vision of becoming “a prosperous middle income nation by 2030”.”

“The theme calls on the public service to play a pivotal role in supporting and facilitating the achievement of our national nutritional needs during and after the covid-19 pandemic. This is what our people expect from the public service. It entails embracing emerging technologies, inclusivity and diversity in moulding a public service that is responsive to the needs of our people. This also entails having a public procurement system that ensures goods, works and services are procured at the right cost, delivered at the right time and are of the desired quality,” Mr. Kangwa said.

He highlighted some activities lined up to celebrate the Africa public service day.

“The public service has organised a number of activities to celebrate the Africa public service day. There will be exhibitions to showcase various services offered by public service institutions as well as public discussions on topics of public interest. These activities will run from Monday, 20th June, 2022 and will climax on Thursday, 23rd June, 2022, the actual day of the commemoration. The exhibition, at national level, will be held at east park mall in Lusaka,” Mr. Kangwa said.

“I, therefore, urge members of the public to participate in the commemoration of the 2022 Africa public service day. During the commemoration, members of the public will be able to access various government services in one place. These include provision of health services and issuance of title deeds and national registration documents.”

Governing United Party for National Development (UPND) youth leader David Chikwanda has warned that people joining new political parties because of sweet talk will be disappointed soon.

A cluster of politicians have joined the Socialist Party led by Dr. Fred M’membe this month.

Former Deputy Minister of Information in the MMD regime Forrie Tembo, former PF Lusaka Province Chairman Paul Moonga, former PF’s Chingola Mayor McDonald Mulongoti and former PF Lusaka Province Youth Chairman Kelvin Kaunda have all joined the Socialist Party.

But Mr. Chikwanda, the UPND Deputy National Youth Information and Publicity Secretary, said he has seen the excitement of people joining new political parties in the recent period.

“I see the excitement of people joining new political parties and just wish them well. My advice to everyone joining a political party because of sweet talk, it will end in tears,” Mr. Chikwanda said.

Meanwhile, Mr. Chikwanda has said President Hakainde Hichilema is a good leader who will facilitate positive development in the country.

He observed that many people have negative perceptions against President Hichilema.

Mr. Chikwanda said even after becoming President Mr. Hichilema still picks phone calls from his old line and responds to whatsapp messages.

“Just after the PF formed government in 2011 I realised the need to find an alternative political party because the major goal was to remove MMD but deep down I knew Sata was growing old. The desire to look for fresh leadership started just after the inauguration of Sata as President, When everyone was still celebrating I was done with PF.I personally called Hakainde Hichilema just after the inauguration of President Sata. We had a 30 minute phone conversation and his words were “The problem is that most of you young people especially on the Copperbelt, you are believing the lies in the Post Newspaper. I am a Zambian just like you so why can’t we work together,” he asked. I shared my publicity strategies with him and when the line cut he called me back so I could finish my point. By this time HH was only known as a millionaire, I was honoured to be called back by the country’s richest man back then. We had a good discussion but I was afraid to join UPND because I didn’t know what people would think or say about me. I never disclosed to anyone that I spoke to HH as everyone was still excited about donchi Kubeba,” Mr. Chikwanda recalled.

“Two days later I received a call from a promising politician.”This is Elias Chipimo the President of NAREP” at this point I stopped everything I was doing and quickly reduced the volume on a Pentium 4 computer. Mr Chipimo shared with me his vision and later sent me the Manifesto. It was a mouth watering manifesto. Every person I asked told me “Chipimo is the next big thing” I thought to myself this is where I belong and I joined NAREP after meeting Mr Chipimo in Lusaka. That was the beginning of NAREP on the Copperbelt.Anyway the rest is history, our excitement ended in tears, I left NAREP and later the President also left,” he continued.

“I called HH again in 2013 and asked him if there was room in UPND. He asked me “But why did you go to NAREP in the first place? What was NAREP doing that you didn’t see in UPND? I tried to hesitate but HH said “Take no offense we just want to improve our party; we want to know why people are joining new political parties leaving UPND?” We had an honest discussion and I highlighted everything I thought needed to be addressed. After our discussion the President promised to get back to me about my request to join the Party. I waited for two weeks and I thought HH was just like any other politician but I was wrong. The President of UPND called me back and said “Ba Chikwanda I am leaving the country but I have asked the Vice President to handle your issue so don’t worry” and for sure two days later Dr. Canisius Banda called and an official defection ceremony was arranged and I officially joined UPND.”

He added:”It was not the best decision in the eyes of my friends and some family members. Some people stopped talking to me but the love I received from the UPND family was overwhelming. Samuel Ngwira and Gilbert Liswaniso always encouraged me to be strong and recommended by name as Lusaka district Youth Media Chairperson. Cutting the long story short, UPND is now the ruling party and Hakainde Hichilema is the President of Zambia.”

“Some people have a totally different perception about Hakainde Hichilema but he is truly a down to earth person. President HH still picks phone calls from his old line despite being President and still responds to whatsapp messages. Yes HH is not perfect but I have no doubt he will change this country positively despite the challenges we may face today. Long live President HH,” Mr. Chikwanda concluded.

RUGBY: Champions Arrows take Number 1 Spot

Defending champions Red Arrows have jumped to the top of the National Rugby League table after edging Green Eagles at the weekend.

Arrows beat Eagles 31-3 on Saturday to move to 26 points after playing seven games.

Eagles are fourth on the table with 19 points in seven matches.

KPF are second on 26 points as well following a 17-13 win over Mufulira Leopards.

KPF have a game in hand against Lusaka.

In other games, third placed Diggers thumped Konkola 43-0 to move to 24 points.

Konkola are bottom of the league with one point in seven games.

Ndola Wanderers continued with their poor form when losing 17-10 to Lusaka at home in Ndola.

The Killer Bees are second from the bottom of the table on five points and just one position below Lusaka.

President Hichilema heading to Belgium and Rwanda on Thursday

The Ministry of Foreign Affairs and International Cooperation has announced that President Hakainde Hichilema has accepted what the Ministry described as a rare invitation to address the European Union (EU) Parliament in Brussels, Belgium on Thursday, 23rd June, 2022.

According to the statement released to the media by Hon. Stanley K. Kakubo,the Minister of Foreign Affairs and International Coperation, President Hichilema’s visit to Brussels is at the invitation of Ursula von der Leyen, President of the European Union (EU) Commission and Roberta Metsola, President of the European Parliament.

The President will immediately after his Address, travel to Kigali, Rwanda to participate in the 26th Commonwealth Heads of Government Meeting (CHOGM) scheduled for 23rd to 25th June, 2022.

While in Brussels, the President will also hold bilateral meetings with the EU Parliament President; the European Union Vice President/Commissioner for Trade; the Vice President European Commission Green Deal; the European Union Commissioner for International Partnerships; the Minister of State for Development, Francophone and International Partnerships of France, and the Secretary-General of the Organisation for African, Caribbean and Pacific States (OACPS).

In addition, the President will participate in a Roundtable Discussion on the Relationship between Trade and Food Security.

Through his engagements in Brussels, President Hichilema will consolidate the New Dawn Government’s efforts to unlock the country’s economy through forging meaningful partnerships for collaboration, particularly in trade and investment for the betterment of the people of Zambia. Such collaborations were manifested at the Inaugural EU Zambia Economic Forum that was successfully held in Lusaka, Zambia, May 2022.


At the Commonwealth Heads of Government Meeting, which will be hosted by His Excellency Mr. Paul Kagame, President of the Republic of Rwanda, President Hichilema will be accompanied by the First Lady, Mrs. Mutinta Hichilema. This will be the President’s inaugural Commonwealth Summit and it will be the first time, since 2011, that Zambia has attended the Commonwealth Heads of Government Meeting at the level of Head of State.

On the margins of the Summit, the President is expected to hold bilateral consultations with different leaders of the Member States of the Commonwealth on pertinent issues aimed at exploring areas of economic and social cooperation.

The CHOGM, which is held every two years, presents an opportunity for Commonwealth Member States to review international political and economic developments; examine avenues for Commonwealth cooperation, and explore ways of pooling resources and innovations to help transform common challenges into opportunities.

President Hichilema’s international engagements continue to be underpinned by his Administration’s unwavering commitment to transform the country’s economy and create equitable opportunities for the Zambian people, especially women and the youth. The Government is actively designing and implementing interventions aimed at enhancing productivity in agriculture, mining, energy, financial services, tourism, technology, health, education, as well as supporting the growth of micro, small and medium enterprises.

In view of the foregoing, the President’s high-level engagements of addressing the EU Parliament and participation at the Commonwealth Heads of Government Meeting will provide valuable opportunities for increased cooperation with international partners, which is vital to Zambia’s economic transformation agenda.

The President is expected to return to Zambia on 25th June, 2022.

Amid pomp in Rwanda, where Commonwealth Heads of government meet this week, Africa’s exports to the UK are falling.

Commonwealth Heads of Government, including African members (I have no information about Zambia) meet today on Monday 20th June 2022 in Kigali, Rwanda with the objective of promoting economic development for its members. This objective embrace those of almost all member states, in particular Africans. While the five-day meeting will cover many topics, in this article, let’s have a colloquy on the reality in Africa’s trade partnership with the United Kingdom, also the main protagonist of the Commonwealth.

Without doubt, the meeting is likely to pledge for more trade between the UK and its members in Africa. After its exit from the European Union (EU) the UK has bent its global policy towards African members of the Commonwealth as investment and trading partners. The UK wants to do what it has not done in the last 2-3 decades in Africa. It wants to show the world that it is seriously doing business with Africa.

But one asks, in the last two decades, the UK has not been a formidable trading partner of Africa, so why now? And the quick answer is, among other reasons, China’s rise in its partnership with Africa and the UK’s exit from the EU. For many years, the UK has told Africa that trade is the surest source of finance, poverty alleviation and creation of jobs. On the other hand, African leaders are now asking for free trade and not free handouts. They want developed trading partners like the UK to provide free market access for Africa’s exports. As member of the EU and even now as non-member, the UK always encourages African partners to do more trade than receive aid.

In this article, we show the trends of export flows of each of the twenty African country members of the Commonwealth to the UK. My findings are that while Commonwealth leaders are pledging more trade between the UK and Africa, statistics show that past relationship in trade are not very good at all. I use UNCTADstat database for years 1995 and 2020 and see that ten African members lost their exports as seen by a reduction from 1995 to 2020. Botswana for example had its exports brought down from $ 1.6 billion in 1995 to $4 million in 2020. Mauritius saw its exports to the UK tumble from $527million to $155.

We ask the reader to see for yourselves for the rest of the member states. Rwanda, the host country of the Commonwealth meeting exported only $40 million worth of goods to the UK. Zambia’s exports to the UK have equally slumped from $22 to $15 million and are quite insignificant. In any case, Zambia’s main export markets, namely, China and Switzerland accounting for almost 60% of its world market. Perhaps Zambia is in the Commonwealth for something else, certainly not trade. On the other hand, with its former colonial master, Zambia is certainly divesting its trade partnership.

We also looked at Africa’s aggregate exports of all products to the UK. What we found is that, as Figure 1 below shows, Africa’s exports to the UK have been falling lamentably. You can see a devasting fall from about $$25 billion in 2014 to about $10 billion in 2020. So, one wants to ask, ‘What’s the point of making more pledges to trade more when past and current trade between the two partners is dwindling so miserably?

In concluding, I will only say, ‘Good luck African members of the Commonwealth. But don’t talk about trade with the UK at the meeting because it means nothing for the continent and for individual countries. Ask for foreign direct investment and technology transfer from the UK to Africa. That is what you need more than trade. That is what will contribute to structural change in Africa.

If the UK itself is in pursuit of realigning its development policy with Africa, which so far has been ailing in the last five decades, deliberately increased foreign direct investment, technology transfer and infrastructure building to and for Africa in high proportions would constitute an acceptable development model of the partnership. A common and simple economic foundation must be built first for Africa in order for our continent to build economic resilience and integrate in new and dynamic topics like global value chains and networks, e-commerce, climate change, gender and human rights, often seen as at the heart of developed countries in their pursuit to influence Africa.

President HH needs to press the reset button and intervene immediately

The New Dawn administration -UPND- was ushered into power in August, 2021 by the Youth who voted in unprecedented numbers to get rid of the Patriotic Front (PF), in what was essentially an electoral revolution. The Youth placed their hopes for quick jobs in President HH under the mantra: “Barry will fix it”, but this, has not yet happened, and there are no promising signs. The Opposition and other Critics have accused the government of having no clear roadmap for the creation of jobs for the Youth. They allege that the administration has forgotten about the Youth and put them at the backburner in preference to foreign interests.

To date, there has not been anybody who knew how the Zambian Youth felt about the New Dawn administration’s ten months in power. However, for the first time, there is some independent empirical evidence suggesting that they are on a wrong path to youth job creation. This is a very important feedback that needs to be reacted to by government and taken seriously by the President.
Zambia and African Youth Perception of their Governments

According to the Africa Youth Survey (AYS) 2022, sponsored by Ichikowitz Family Foundation of South Africa, 84% of Zambian Youths are dissatisfied with the government’s job creation efforts. And in a bar chart illustration, 90% think the country is heading in the wrong direction. It is the first time since the election of 12th August, 2021, that the degree of Zambian Youth discontent or dissatisfaction has been scientifically highlighted.
Zambia was among the 15 African countries in the sample surveyed. The scientific data was gathered by the consulting firm Penn Schoen Berland (PSB) Insights of South Africa. In general, the majority of African youth have lost confidence in their own countries and the continent as a whole, to meet their aspirations, and a rising number are considering moving abroad, Kaamil Ahmed reported in the UK Guardian Newspaper.

“According to the survey published on 13 June, 2022, by African Youth Survey, in 15 countries, almost all countries at least two-thirds of young people surveyed believed their nations were going in the wrong direction, apart from Rwanda and Ghana, where 60% and 56% were optimistic about their country’s direction. Only 32% of the 4,500 young people interviewed, aged 18-24, were optimistic about Africa’s prospects. Ivor Ichikowitz, whose South African family foundation commissioned the report, hopes the survey’s data will be used by governments to support the aspirations of their young people,” The Guardian Newspaper reported.

The Lagos-based Pan-African business news provider, Business Insider Africa, whilst commenting on the survey, observed that: “The Africa Youth Survey (AYS), thanks to the depth of these interviews, has become an authoritative source for understanding the opinions of Africa’s rising generation.”

The AYS suggests that Africa’s Youth want to see their governments prioritising job creation and not foreign direct investment, which they put at 6% as a priority, because it does not benefit them sufficiently or the local economy.

“Six in ten believe foreign companies have been allowed to take advantage of their country’s resources without sufficiently benefitting or contributing to the local populations. In order for the African continent to progress and move forward, youth think that the top priority should be creating new, well-paying jobs, followed by reducing government corruption. More than two-thirds (69%) say they are dissatisfied with how their national government is performing on creating new employment opportunities for people like them. Youth in Nigeria (87%), Zambia (84%) and Malawi (82%) are particularly dissatisfied with job creation efforts in their country,” the Survey noted.

Zambia’s Youth unemployment Conundrum

In order to put the Zambian Youth unemployment problem in context, a few numbers can give the reader the magnitude of the problem. According to the United Nations Population Fund, 82% of Zambian population is below the age of 35 years old. In 2018, Zambia’s Youth unemployment rate was last officially put at 41.2% but many analysts believe it could be between 60-70% now given the last two years of the Covid-19 pandemic. It is estimated that between 300,000 and 350,000 youths enter the job market from education institutions yearly. The formally employed are estimated at 1.2million (6.67 % of population),whereas informal employment is about 6.8milllion.The former Commerce Minister, Bob Sichinga claimed that there were about 7.5million Zambian Youths unemployed. The reality is that the number of Youths unemployed are in millions and any solutions ought to be based on these numbers.

President HH is urged to take immediate action. He should personally pursue this youth unemployment issue by intervening with the same vigour as he is doing with trade, investments, debt restructuring and mining incentives. These strategies will take time to produce any results. Youths need immediate results. In any case, the aforementioned strategies will not create the critical mass of jobs required. Strategies for solving Youth unemployment that the Author is privy to, are not mutually exclusive to the pursuit of foreign direct investments and trade promotion. The two strategies could be implemented in parallel. There are latent jobs out there in the economy that just need activation with a bit of common sense and innovative thinking plus looking outside the inner circle for solutions.

Suggested Solutions to New Dawn Administration

In order to change the Zambian Youth’s perception as per Africa Youth Survey (AYS), and regain their confidence, the New Dawn government needs to take two major steps immediately to give the Youth hope. First, they need to quickly design a Road Map for Youth Job Creation. It should be credible, comprehensive, coordinated and communicated to Zambians. The President himself should communicate it to the nation for it to be taken seriously. The Comprehensive Road Map should include outlining the seven major causes of Youth unemployment and how the planned interventions will solve them; identify the four main youth demographics and the different solutions applicable to them; provide short-term, medium-term and long-term solutions for solving Youth unemployment. The Roadmap should also be cross-cutting among the four Youth cluster Ministries. The one size fits all approach to resolve Youth unemployment like the Constituency Development Fund (CDF), Youth Development Fund (YDF) etc are unlikely to be successful. Secondly, the New Dawn should quickly implement shovel ready short term initiatives for fast-tracking youth job creation.

While in Opposition, about two years ago, President HH wrote a Youth job creation policy brief on his Facebook page. He mentioned one brilliant and practical idea capable of fast tracking the creation of hundreds of thousands of jobs. The President may have forgotten about the idea due to his busy schedule. My associates bought into the idea and decided to extensively research on it. They found its validation in the African Development Bank documents relating to the Bank’s Jobs for Youth in Africa (JfYA) Strategy (2016-25). Together, we subsequently designed a technology-based, practical entrepreneurship programme for implementing President HH policy idea in practice. It is called the “Digital Entrepreneurship Value Addition (DEVA) programme. The solution is mobile technology-based and is capable of transforming the Youth job market the way mobile money has done to financial inclusion. It is one of the quickest solutions to solve youth unemployment and a possible game-changer. We would recommend it to any African government struggling with Youth unemployment. The proposed initiative could easily create over 100 000 jobs within the next six months by tapping in the blue ocean of latent jobs that only require activation with smart technology and innovative practical ideas.

Conclusion

In the light of the findings in the Africa Youth Survey(AYS), it is advisable for the New Dawn government to press a reset button, and recalibrate its priorities as the Youth have clearly given them unequivocal feedback. They should not make the same mistake that the PF made of ignoring the voices of the youth, as well as some of us, who are passionate advocates for youth employment creation, who offered solutions based on empirical evidence, hands on experience and exposure, as we are doing now.

It would be in the spirit of cooperation between the public and private sector, as per recently set up Public Private Dialogue Forum, that we could easily assist in crafting a Youth Employment Creation Roadmap and implement a fast track youth job creation initiative with our partner, the 3 million member Zambia National Marketeers Cooperative Association (ZANAMACA) in a tripartite Public Private Partnership with government. All the President has to do, is to intervene by giving us the signal and support, because the Civil Service on its own, from our experience, is full of inertia and bureaucracy and nothing urgent like this will ever be done without the Presidential directive.

To conclude, it would be useful to quote the AYS Sponsors comments’ on the Survey results so that our government and other African governments are guided and avoid being complacent about their security of tenure in office given this demographic’s power.

“The 2022 African Youth Survey provides us with an indication of how our next generation of African leaders will respond to new demands. I have no doubt that this can become one of the most critically important development tools for the continent. The youth won’t stand by idly. The era or one man, one vote, once, is long gone on this continent. This has emerged in both surveys – then in full sight in Zambia in 2021.The youth want to preserve the natural resources that are their heritage. They will start their own businesses and they will move to where they believe those greatest opportunities lie.

“African youth remain focused on their personal and entrepreneurial ambitions, they want to be in charge of their own destinies. Three-quarters of youth know what they want to do with their lives, and a similar proportion have plans to start their own business within the next five years despite challenges for both their personal and professional ambitions – lack of access to capital and widespread and affordable internet limit entrepreneurial ambition,” Survey comments Suggest.

Chinese fugitive wanted for racist videos of Malawi children arrested in Zambia

A fugitive Chinese national wanted in Malawi for filming children singing racist chants in Chinese has been arrested in Zambia, an immigration official said Monday.

“He was arrested in Chipata, Zambia after fleeing the country through uncharted routes,” Malawi immigration spokesman Pasqually Zulu said.

Mr Zulu said the two countries were now liaising to have the Chinese national sent to Malawi for the authorities to continue their investigation.

Lu Ke is accused of exploiting children in Malawian villages by filming them making racist remarks about themselves, in Chinese phrases they did not understand.

These videos can be bought for up to $70 (£55) on Chinese social media and internet platforms.
Lu Ke denied making derogatory videos.

“We want him to stand trial in Malawi,” police spokesman Harry Namwaza said, adding that his country would seek Lu’s extradition.

In one video, a young child aged about nine is heard saying: “I am a monster with low IQ.”

In a statement last week, the Chinese Embassy in Malawi condemned the acts of racism by one of its citizens.

“It shall be stressed that the Chinese government has zero tolerance for racism,” it said.

“China has been cracking down on unlawful online acts in the past years and will continue to do so. The embassy will closely work with the Malawi side and see to it that this unfortunate issue be properly addressed.”

Malawi’s foreign affairs ministry said it would engage its Chinese counterparts on the issue.

“We are trying to manage whatever aspect of this that involves us working with the Chinese government. For the rest of the other aspects, those are internal issues that are being handled by internal state organs,” the ministry’s spokesman John Kabaghe said.

Malawi and China have had diplomatic relations since 2008, when Malawi established ties with China over Taiwan.

Since 2000, China has funded 21 development projects, including a US$70 million highway linking Malawi and Zambia.

An US$80 million loan from the Export Import Bank of China paid to construct a new university, a new parliament building, and a national stadium.

Cellulant partners with five water utility companies in Zambia

Cellulant Zambia has announced a digital payment partnership with five Zambian water utility companies; Nkana Water, Kafubu Water, Mulonga Water, Chambeshi Water and Western Water.

This partnership will allow customers in the province to conveniently pay their water bills with their preferred mobile money and selected bank accounts (Standard Chartered Bank, Zambia National Building Society and Natsave).

In remote areas, customers travel long distances to pay for their water bills. With the partnership, customers will be able to pay for their water bills through Tingg.

Since first partnering with Mulonga and Nkana Water 3 years ago, all the water utilities in Northern Zambia have jumped on board and experienced exponential growth in digital payments.

Additionally, Tingg by Cellulant processed over K11 million since going live.

Digitizing the payment collection process unlocks access to efficient and more affordable water services for thousands of Zambians by creating a virtuous cycle of payment and service improvement.

The company has connected the water providers to its payment gateway Tingg to enable service improvements around how customers are able to pay for the water they use.

Currently, customers in remote areas of the country are required to travel long distances in order to pay their water bills; a journey that could soon be made redundant with this integration.

Ultimately, when customers are enabled to pay easily and have a good customer experience, their willingness to pay on time and consistently increases substantially.

Speaking at the partnership launch event in Kitwe, the country manager for Cellulant Zambia, Gilbert Lungu, said: “Through the years, we have built a payments platform that seeks to solve issues faced by businesses and their consumers.”

“Partnerships such as this are critical in ensuring that we deliver the best possible digital payment service in Zambia. The vertical of water utility companies is particularly critical because of the need to improve the collection efficiency for thousands of Zambians.”

He added: “We believe in technology’s power to unlock opportunities, and that is why we are here today to provide collection efficiency for all the water utilities. Honourable Minister, we know that your Government has spoken of the role technology will play in growing the Zambian economy and Cellulant as a technology player in this space. We are ready to drive this growth.”

Speaking at the same event, Water Development and Sanitation Minister Mike Mposha, commended Cellulant for bridging the digital payment gap and was delighted to note that the water utility companies are migrating to technologies that will enhance efficiency and effectiveness in revenue collection.

He said: “I wish to take this opportunity to urge the utility companies to utilise technologies and innovations that will bring about revenue generation efficiency and help improve the financial viability of water utility companies.”

“Revenue collection has been a challenge, particularly during the Covid-19 pandemic; therefore, digital services provide a solution for decongesting payment points for water utility companies whilst arresting the spread of Covid-19.”

He commended water supply companies to putting their customers’ needs first by ensuring they pay conveniently from mobile money.

The partnership will provide seamless digital payment solutions to over 300,000 customers in rural areas.

Huawei launches 7th ICT training program in Zambia

Chinese technological giant Huawei Technologies Zambia has launched 7th Information Communication Technology (ICT) program to train Zambian students.

The 7th Seeds for the Future Student Training Program seeks to support Zambia’s young ICT talents from various learning institutions.

Liu Guoyu, the Economic and Commercial Counselor at the Chinese Embassy in Zambian, commended Huawei and the Zambian government for the program.

He said the program will go a long way in accelerating Zambia’s ICT knowledge sharing which was critical for the country’s development.

He said the program was another milestone in promoting the bilateral cooperation that has existed between the two countries over the years.

The program, he said, has done a lot to cultivate ICT talent all over the world and commended Zambia’s consistent support to the program since 2015.

China, he said, stands ready to continue supporting Zambia in developing its digital economy and hoped that the students will use the knowledge gained to contribute to the country’s economic development.

Douglas Siakalima, the Minister of Education, commended Huawei for the program, saying the Chinese firm was complementing government efforts to promote ICT development in the country.

He said the program will go a long way in accelerating technological innovation by imparting skills to the young people, adding that the skills acquired will help the students in contributing to social-economic development.

According to him, about 75 Zambian students have benefited from the program since 2015 with 50 visiting the Huawei headquarters in China for practical experience.

The Minister further commended China for its endless support to various sectors of the economy and commended Huawei for its continued support to ICT development in the country.

Hackers claims attack on Shoprite, demands ransom

RansomHouse, a ransomware gang, has claimed responsibility for the cyberattack on Shoprite, Africa’s largest retailer.

The attack, which Shoprite confirmed a week ago, compromised customer data in Eswatini, Namibia and Zambia, the company said.

Shoprite said the data breach “included names and ID numbers, but no financial information or bank account numbers.”

In messages posted on RansomHouse’s Telegram channel, the gang, which is said to be targeting companies with weak security, claimed to have obtained 600 gigabytes of data from Shoprite.

It said to have collected personal data that was “in plain text/raw photos packed in archived files, completely unprotected.”

The group also claimed to have contacted Shoprite’s management for negotiations, and hinted that it will sell the data and make some of it public if the talks failed.

In the statement, Shoprite said investigations were ongoing and that it had notified the information regulator at its headquarters in South Africa (SA).

“An investigation was immediately launched with forensic experts and other data security professionals to establish the origin, nature, and scope of this incident,” said Shoprite.

“Additional security measures to protect against further data loss were implemented by amending authentication processes and fraud prevention and detection strategies to protect customer data. Access to affected areas of the network has also been locked down,” it said.

The group urged affected customers to take precautionary measures while saying that it had not noted any misuse or publication of the data.

“The Group (Shoprite) is not aware of any misuse or publication of customer data that may have been acquired, however, web monitoring relating to the incident continues…. there is a possibility that the impacted customer data may be used by the unauthorized party,” it said.

Shoprite is Africa’s largest chain retailer with 2,933 stores as of February this year.

Nakonde cyclist killed in a hit and run

Police in Nakonde District in Muchinga Province are looking for unknown driver who caused the death of a cyclist in a hit and run.

Muchinga Province Deputy Police Commanding Officer Lucky Munkondya confirmed the fatal road traffic accident involving a cyclist at Wulongo village opposite Power Tools parking yard near the Police check point, 9 km before Nakonde town along the Great North Road, around 07:30 hours.

Ms Mukondya says  unknown motor vehicle driven by an unknown driver of an unknown age ,address and names from North to South and also a cyclist identified as Lameck Sikapizye, 18 , of Mukoma Village in Chief Waitwika Chiefdom in Nakonde Town.

The deceased was cycling a Weldon bicycle  from South to North  laden with a 50kg bag of Charcoal before being knocked down.
The Deputy Commanding officer  said  the accident happened when the driver of an unknown motor vehicle was overtaking thereby hitting into the cyclist who was on the opposite lane.
The cyclist sustained fatal head Injuries and died on the spot while the  unknown driver had unknown injuries as he sped off soon after the accident.
“The Bicycle had its front part damaged while the  unknown motor vehicle had unknown damages,” said Ms. Munkondya.
Investigations have since been instituted to locate the driver who is currently on the run.

The  body of the deceased has been deposited into Nakonde District Hospital Mortuary awaiting postmortem examination.

FAZ Confirms Zambia Has Lost Two CAF Slots

FAZ has finally conceded that Zambia has lost two slots in CAF club competitions.

Zambia will field only one team in the CAF Champions League and one in the Confederation Cup.

In a media statement, FAZ General Secretary Adrian Kashala says the development was sad but also a call for Zambian clubs to step up their performances in CAF competitions

“We wish to inform our football family of the communiqué from CAF that the inter-club competitions representation has been revised after a four-year cycle. Zambia will have two clubs in CAF competitions for the 2023 season,” Kashala said.

“The development is regrettable but also a wake-up call to our clubs to work extra hard to reclaim their respectable status on the continent. We just have to pull our socks up and ensure that our representatives do better when they win the right to fly our national flag on the continent,” he stated.

Libya has taken up Zambia’s former slot.

Since 2017, Zambia has entered two representatives each in the CAF Champions League and CAF Confederation Cup.

This followed a good run by Zesco United between 2010 and 2017 who had made three league round qualifications  while Nkana and Zanaco had one each during that spell.

The last Zambian club to secure group stage qualification was Napsa Stars in the 2019/2020 CAF Confederation Cup.

Ominously, Zesco failed to qualify for continental football that season before making a debut preliminary exit in the 2021/2022 CAF Champions League.

And so the news means Red Arrows will be Zambia’s sole envoys in the 2022/2023CAF Champions League.

Zesco, who finished second last season, will play in the CAF Confederation Cup.

This season’s continental campaign will commence with preliminary round action during the weekend of September 9-11.

Speaker urges MPs to educate communities on disaster management

Speaker of the National Assembly, Nelly Mutti has called on Members of Parliament to guide their constituencies on matters of disaster risk management.

Ms Mutti says the parliamentarians should also help government by coming up with innovative ways of financing disaster risk management.

She said this today in a speech read on her behalf by the First Deputy Speaker, Malungo Chisangano during the orientation workshop on the operations of the Disaster Management and Mitigation Unit.

She said the introduction of the five percent in the Constituency Development Fund (CDF) for disaster risk management is a testimony of the importance that government attaches to addressing loss and damages that may arise from disaster and climate risks.

Ms Mutti said this is in line with the global paradigm shift of focusing on reducing existing risks and avoiding creating new ones as opposed to being reactive by providing more resources to disaster response.

She said evidence shows that the country has over the past years experienced a number of climate related hazards such as droughts, floods and extreme temperatures which are projected to increase due to the impact of climate change.

And Disaster Management and Mitigation Unit (DMMU) Coordinator, Gabriel Pollen said MPs are key stakeholders in disaster risk management in the country hence the workshop will enhance their knowledge

Dr. Pollen noted that communities have continued to suffer irreversible damage due to inadequate preparedness to deal with disasters.

He said the workshop will position lawmakers as advocates for better policies on disaster risk reduction as well as enhance adaptive capacities and strengthen resilience in their respective constituencies.

Govt grateful to UNHCR’s continued support

The government says it appreciates United Nations High Commissioner for Refugees (UNHCR) for the support it has continued to render to refugees based in the country.

North-western province Permanent Secretary, Grandson Katambi says the UNHCR has supplemented government efforts over the years and as such government is grateful.

Col. Katambi was speaking this morning during a briefing at Meheba Refugee settlement UNHCR office in readiness to grace the commemoration of the World Refugee Day to be held under the theme: Right to seek asylum for protection and safety.

“All we can say is thank you to UNHCR…by your efforts and good will we have continued to manage to host refugees in this country. Some of them have even been integrated into the Zambian society,” he added.

And UNHCR Head of Field-Solwezi, Pablo Vizaino said UNHCR will continue to render its support in every way possible.

Mr Vizaino also appreciated government for providing a peaceful environment for people of concern.

Politics must never be a business of cheating the people-Rev. Derrick Kalanga

Ndola-based United Church of Zambia (UCZ) clergy Rev. Derrick Kalanga has warned politicians that politics must never be a business of cheating the people.

UCZ St. Paul’s – Chipulukusu Congregation Minister in Charge Rev. Kalanga said political leadership must be anchored on serving the people diligently.

He said the people of Zambia want politicians who speak with actions.

Rev. Kalanga branded political leaders who make promises without fulfilling them as being rhetoric.

He was speaking when immediate past Ndola Central Member of Parliament Emmanuel Mulenga handed over the ablution block he has built at UCZ Chipulukusu Congregation in Ndola on Sunday.

Rev. Kalanga saluted Mr. Mulenga, the former Minister of Youth and Sports, for the gesture.

“We really thank you for identifying us and to be part of this Church family. Now you have done this (building ablution) generously. You have given the ablution as a gift to the Church and this project will stand the test of time. Whoever is going to pass through this congregation will know that there was a special member by the name of Emmanuel Mulenga because I believe you being a public figure. Yes you may be affiliated to one denomination but by the end of the day we are one in Christ,” he said.

“So you have given us and we thank you so much. This is what we want; we want politicians who speak with actions. Politicians should not just brag about theories of democracy. We need people who can be active, we need actions and of course identifying yourself with the poor of Chipulukusu Compound. We are so thankful because sometimes people look at the poor as beggars but we just come to say OK I can help here we really appreciate and we just pray for God’s favour and blessings upon your life. And I want to say to all the politicians regardless of political parties, be it in UPND, PF or MMD I want to say that we need people to take actions. We need to work together; we need to uphold our country Zambia. Our one Zambia one nation and we need to work for the people,” Rev. Kalanga.

He said political leadership should be about uplifting the living standards of the people.

“And I want to say that politics must never be a business of cheating but a business of uplifting the living standards of the people. We may differ in ideologies but we need to come together for the development of our country. Therefore if you want to be prudent as a politician then your actions will speak for you and not your words. Somebody said that if you tell people that I did this, I did that then you are a liar. Let what you have done speak for you. What are you doing? When you talk about politics, no one can do this for you, I can do this for you and then you are there for many years and years or maybe for time we don’t see anything then you are just a rhetoric. You are just speaking something that we can sing. We need people like abaume pa baume aba bomba. So Mulenga you have been different, we thank you for that and you have been different mwatulanga ati mulabomba. Not with words but with actions. Efyo tufwaya,” Rev. Kalanga.
