The Electoral Commission of Zambia has been playing double standards on the cancellation of elections whenever a candidate withdraws from the race. In Monze Central and Mandevu when some candidates resigned from the race, ECZ failed to cancel the parliamentary election and to call for fresh nominations as per Article 52(6). In Lusaka Central and Mpulungu Constituencies, ECZ canceled the election and called for fresh nominations. This was during the 2021 General Election.

The Constitutional Court has not been helpful as well because it has joined the other higher courts in late delivery of judgments. The observations made by Sean Tembo on the performance of the courts are timely and very valid when it comes to delivering judgments. A Lusaka lawyer had sued ECZ over the interpretation of Article 52(6) and the matter was heard around October 2021.

Until now the Court has dragged in delivering judgment, leaving the Commission to be the one deciding what to do when it comes to someone withdrawing from the race.

So the Courts themselves have not helped in the growth of democracy by clarifying the Constitutional provisions in a timely manner. For me, this is why am further opposed to merging the Constitutional Court with the Supreme Court which is already overwhelmed and still hearing appeals of 10 years or more ago. Once you move Constitutional issues to the Supreme Court, it will get more worser than what is happening.

But I also think it is not right leave matters ot Article 52(6) to the compromised Electoral Commission of Zambia. The Commission cannot be the authority in deciding when Article 52(6) would be invoked and when it would not be invoked.

On whether the election would be cancelled in Kabwata, the issue appears to be that the UPND may need to change the candidate.

Tayengwa would certainly not win them back the seat and its slowly becoming clear by the day. Ordinary voters in Kabwata see him as a foriegn national and they are undecided no matter the explanation being given. So the race is now boiling down to Clement Tembo v. Outspoken Chilufya Tayali.

Ministry of Health advises the Nc’wala Ceremony Organizing Committee to consider restricting access to the ceremony

The Ministry of Health has advised the Nc’wala Ceremony Organizing Committee to consider restricting access to the ceremony slated for next month to only those who are vaccinated and will be able to provide proof of vaccination.

The Nc’wala ceremony was last year canceled due to covid-19, but Paramount Chief Mpezeni has announced that the ceremony will go ahead this year and has since invited President Hakainde Hichilema to grace the event which will be held on 26th February, 2022.

But Ministry of Health Permanent Secretary Technical Services Professor Lackson Kasonka is hopeful that the ceremony will be held under strict covid-19 heath guidelines with the most important being the need for the attendees to be vaccinated.

Professor Kasonka tells Q-News that government cannot stop or prevent ceremonies or certain events from taking place because life and functions have to go on, except that those attending covid-19 super spreader events are encouraged to get vaccinated.

And Zambia National Public Health Institute Acting Director General Dr Kunda Musonda says the institute will be liaising with organizing committees of traditional ceremonies scheduled for the coming months to see how best such events can be held minus raising the risk of infection to the public.

Meanwhile N’cwala Traditional Ceremony Secretary General Adamson Sakala has told Q-News that access to the arena will be to those who will produce covid-19 vaccination certificates and those who will agree to get vaccinated at the points of entry.

Mr. Sakala explains that vaccination points will be setup to allow for the unvaccinated to get vaccinated.

Kamanga Urges Clubs to Upgrade Stadiums

FAZ President Andrew Kamanga has urged local clubs to upgrade their stadia in line with international standards.

Kamanga’s appeal comes after last Saturday’s Super Division match between Nkana and Nkwazi saw the entire second half played on a waterlogged pitch at Edwin Imboela Stadium in Lusaka following a heavy downpour.

The pitch at Imboela could not quickly drain rainy water thereby negatively affecting play.

Writing in his weekly column dubbed the Presidents Corner; Kamanga stated that Football House will engage members on the possible ways of ensuring that stadium upgrade takes priority.

“The debate about stadia is almost always sparked each time we have heavy rains or storm during matches. We know where we are coming from with the change of calendar that was done to align our season with the FIFA/CAF schedule. Rather, than complain about playing our games in the rainy season we must take up the challenge as an opportunity to work on our infrastructure,” he wrote.

“It is regrettable that our clubs have not been aggressively responsive in ensuring that infrastructure is upgraded to match up the level of exposure they have had playing on the continent. With strict CAF standards for hosting continental matches, it would be good to be forward looking for clubs that have targeted CAF participation to work on the football infrastructure,” Kamanga said.

“Some of the challenges around stadia upgrade do not necessarily require money but only a little effort. The dream of every club would be to host their CAF matches at their home turf which maximizes the proverbial home ground advantage. The easiest way out would be to demand that the nation revert to the old calendar, but it would be setting us several steps backwards. It may be easy to forget that even the old calendar had part of it played in the rainy season,” he said.

Kitwe Catholic Priest Rev. Fr. Collins Chileshe Chansa has been found dead in his room.

Catholic Diocese of Ndola Bishop Benjamin Phiri confirmed that Fr. Chansa was found dead at his priest residence in Riverside, Kitwe on Monday morning.

Fr. Chansa, 61, is said to have died 24 hours prior to being discovered dead.

“It is with deep sorrow that I announce to you that our dear brother and father, the Rev. Fr. Collins Chileshe Chansa, has returned to the house of our Heavenly Father,” Bishop Phiri announced.

“He was found dead in his room on the morning of today Monday, 10th January 2022 at his residence in Riverside, Kitwe,” the Ndola Diocese Bishop said.

At the time of his death Fr. Chansa was preparing to open a Psycho-Social Counseling Centre of the Diocese at Mount Olivet in Mufulira.

Bishop Phiri described Fr. Chansa has a true and committed pastor who served the Diocese diligently.

“He was a true and committed pastor who served the Diocese diligently. We shall greatly miss his invaluable contribution to the evangelizing effort in our Diocese,” Bishop Phiri mourned.

“May the Lord of all Consolation be upon the Catholic Diocese of Ndola, the family of Fr. Collins Chansa and everyone who were touched by his life and ministry,” the Bishop added.

Fr. Chansa last August celebrated his 36th Priesthood Anniversary.

The charismatic Priest was born on 25th April, 1960 in Luanshya.

He served at several Parishes and Diocesan institutions among them Mount Olivet Minor Seminary in Mufulira, St. Joseph – Itawa Parish, St. Francis Parish in Kalulushi, Pamodzi Parish in Ndola, Kwacha- Bulangililo Parish in Kitwe and St. Peter’s Ipusukilo Parish in Kitwe.

Meanwhile, Bishop Phiri has announced that burial for Fr. Chansa has been set for Wednesday, 12th January, 2022 at Francisdale Mission in Ndola.

Bishop Phiri has directed that due to Covid-19 the funeral arrangements and gathering for Fr. Chansa has been restricted to family members and a few Parishioners of Our Lady of Africa Parish in Kitwe where funeral gathering is.

Family members and a few invited people will attend requiem Mass and burial on Wednesday.

All the Parishes of Ndola Diocese have been advised to celebrate memorial Mass in their respective parishes on the day of burial in memory of Fr. Chansa.

Government should issue a clear and official statement regarding speculations to sell Mopani and KCM Mines

ActionAid Zambia has noted the recent and unfortunate speculations of the Zambian Government’s intent to sell mining companies – Mopani and Konkola Copper Mines to foreign investors.

With the recent withdrawal of Glencore, who were the majority shareholder in Mopani Copper Mines, in March 2021, there was an indication that the privatization blunders of the past would finally be corrected, and Zambia would finally reap the benefits of its valuable mineral resources learning from earlier failed privatization processes.

As ActionAid Zambia, we request that the Ministry of Mines and Mineral Resources through the office of the Minister to give a clear and official statement clearing the ongoing speculations of sale towards the mentioned mine companies, as well as an official statement on the legal status of the liquidation process of Konkola Copper Mine.

As ActionAid Zambia, we have recently worked in enhancing transparency and accountability in the extractive sector in ensuring that community voices are heard towards their grievances and implementation of various tax justice campaigns in the extractives.

We have so far with the support of other CSO’s supported the Government’s efforts of domesticating the African Mining Vision 2030 and advocating for the Mineral Revenue Sharing Mechanism to be implemented in the various host mining communities in the country.

Unfortunately, due to the lack of proper implementation of the Mineral Revenue Sharing Mechanism efforts were difficult to implement a mechanism that will benefit mining host communities.

As Zambia’s mining sector has historically been the backbone of the Zambian economy making up 78.9 percent of exports and contributing about 10 percent of GDP (EITI, 2019), it is important to note that once a sale of the mine is considered, the majority of shareholding must remain with a higher percentage being Zambian owned.

Unfortunately, with the controversial saga around the liquidation processes and legal matters arising, selling the mines to potential investors may not acquire an attractive or profitable price benefiting the country.

With the incoming of the New Administration and the New Minister of Mines and Mineral Resources, we call on the New Government to take into consideration a robust consultative engagement with various stakeholders in the mining sector including Civil Society Organizations in order to strengthen government engagement in promoting open and accountable management of its mineral resources.

As ActionAid Zambia, we hope for the proper coordination of the Industrial Development Corporation (IDC) through the ZCCM-IH, in the light that a decision to sell either or both mines is made.

However, our recommendation is that Government explore other models that increase the participation of Zambians in the ownership and running of mines through transparent processes. The Zambian Government must therefore explore avenues to recapitalize these mines while maintaining ownership and control of their operations to ensure that they are not exploited by multinationals in the collections of mining taxes.

Additionally, Government must therefore continue to work to reduce financial malpractices of company tax avoidance, transfer mispricing, and illicit financial flows and ensure revenue collection is maximized while looking at measures to ensure that Corporate Social Responsibility is made mandatory to benefit the most vulnerable in the Zambian mining communities.

NORTEC to train over 1,000 people in Weighbridge operation, certification and accreditation

Ndola’s Northern Technical College (NORTEC) has partnered with Spruceland Technologies Group Limited to train over 1,000 people in Weighbridge operation, certification and accreditation.

This is the first formal training in weighbridge operation, certification and accreditation to be done in Zambia.

Majority of weighbridge operators in Zambia acquired the skill via informal training famously known as job on training.

The Zambia Weights and Measures Agency (ZMA) will be monitoring the Project regarding standards, compliance and accreditation at NORTEC.

ZMA Northern Regional manager Michael Nsefu said that it was gratifying to see creativity happening because NORTEC was a credible institution that had trained and was still training many people.

He promised that ZMA will support the joint venture between NORTEC and Spruceland Technologies Group Limited.

“We see goodwill from this network formed among us as we will see footprints of fruition. We are ready to build the full capacity and as the programme runs, we will ensure to regulate,” he said.

NORTEC, ZMA and Spruceland Technologies Group Limited have since signed a Memorandum of Understanding (MoU) in Ndola.

NORTEC acting Principal Martin Kasonso said during the signing of a Memorandum of Understanding (MoU) by the three parties on Monday that the partnership and training of more than 1000 weighbridge operators would be a start of better skills training.

“We hope as we embark on this massive training programme, we will see more developed and certified operators and technicians operating the weigh bridge as they will not only have skill enhancement, but certification and approval,” he said.

Mr. Kasonso assured that the operators would be trained at full capacity and that the responsibility of the college was to ensure that quality training took place.

He said that trainees were assured of better certification and recognition as they would be given documentation to prove their skills.

“From the training point of view we are very excited as this programme will help show that these people are certified and have approved papers to man the weigh bridges,” he said.

Spruceland Technologies Group Limited chief executive officer and founder Dingiswayo Phiri said that the project was important as it was the firm’s strategic plan.

“There are a lot of people with skills that need enhancement and so we see this not only as a gain for us, but also for the people being trained. This is an opportunity for many weighbridge operators to enhance their skills,” he said.

He added that their core mandate was to ensure that many young people were given employment through skill acquisition.

Assertions that Zambia has scrapped mineral royalty tax were not correct-Andrew Chibuye

Economic and financial expert Andrew Chibuye has backed the revision of the Zambian mining tax regime by the New Dawn Government as pronounced in the 2022 National Budget that is currently in motion.

Finance Minister Situmbeko Musokotwane in his 2022 budget speech announced that mining royalties are being deductible from income taxes.

According to the Ministry of Finance, mineral royalty determination has been amended to reflect a measure of both incremental and aggregate norm values.

Featuring on ZNBC’s Sunday Interview, Mr. Chibuye said assertions that the Government has scrapped mineral royalty tax were not correct.

Mr. Chibuye, the PricewaterhouseCoopers’ Zambia office Senior Country Partner, said people should know that mineral royalty is now tax deductible in the country.

“When you are sitting as an investor looking for a location where to take your mining investment. What would make you choose a certain jurisdiction? One of key considerations for example is how competitive the tax regime is? Forget about it being stable so our tax regime so our tax regime was then viewed uncompetitive because there is no tax relief on the expense that is actually incurred and that is where the real issue is. And you have to remember mineral royalty is taxed whether the mine is profit making or loss making as long as they are selling copper they pay 10%. Depending on the price but above $9000 it starts from below $4500 you pay 5.5%, above $9000 you pay 10%. So mineral royalty has not been abolished, it is the tax treatment of mineral royalty that has changed,” he explained.

Mr. Chibuye said the new tax regime is in line with global trends in mining countries.

“And what has happened is that this tax treatment is now consistent with what you see in other major mining jurisdictions in the world. It is also worth mentioning the 10% that we are seeing as mineral royalty tax for when copper prices are at the levels that they are is generally among the highest in the world. So all that is happening here is to bring back a bit more competitive investment to the sector and also at least in my personal view to make it fairer because in every jurisdiction the costs that you have incurred for your business should be deductible for tax purposes. It is a straightforward issue,” he said.

Mr. Chibuye admitted that mining companies will pay less tax after the revision of the mine taxation system.

“So what do we expect as benefits? What is going to happen? So mineral royalty is now tax deductible that means they (mines) pay less tax that goes without saying but justifying so at least in my view intended to attract investment. The law came into effect last week so we will now be able to hear what sort of announcements will be able to come out from the sector in terms of projects that are coming online,” he said.

Mr. Chibuye added:”It will take a bit of time but I think hopefully during the course of the year we should start to see some activities. The Zambian economy hinges on the mining sector; there is the Government and what it does and the rest of manufacturing, agriculture as well. What we then hope to see is for example exploration should start to ramp up then impact the whole value chain around that as projects start to get commissioned for those that can be commissioned in the short to medium term.”

Meanwhile, Mr. Chibuye is a fellow of the Zambia Institute of Chartered Accountants (ZICA) and an Associate of the Association of Chartered Accountants (ACCA).

The firm he works for, PricewaterhouseCoopers, is one of the world’s most prestigious Professional Services firms.

Government releases over K66m for rehabilitation of damaged road infrastructure across Zambia

Road Development Agency(RDA) Acting Director Communications and Corporate Affairs Anthony Mulowa has said that the government has released over K66m for rehabilitation of damaged road infrastructure across the country.

Mr. Mulowa says this is part of the K350m which is required to rehabilitate 368 damaged road infrastructure countrywide.

He says the road structures that need attention include bridges, road sections, and drainages.

Mr. Mulowa disclosed to ZNBC news that out of the 368 roads, 108 are in very critical condition and require K150m to rehabilitate.
He said operations are underway in rehabilitating very critical road infrastructure such as Kafue Hook Bridge, Ndola-Mufulira-Mokambo Road and Kashikishi-Lunchinda Road.

Mr. Mulowa further said the RDA is working in collaboration with the Zambia National Service (ZNS) to rehabilitate Monze-Niko Road.

Meanwhile, the National Road Fund Agency (NRFA) has said that it expects quality and timely delivery of road projects amongst its engineers.

NRFA Director for Monitoring and Evaluation Johane Tembo said that it is the duty of road engineers to ensure contractors working under their supervision deliver value and well-timed projects whenever they are engaged to do so.

Dr. Tembo was speaking in Livingstone when he addressed Road Engineers from the Ministry of Local Government drawn from Southern and Western Provinces.

He said NRFA’s quest is to ensure road projects are delivered, paid for on time, and at the right price.

And National Council for Construction (NCC) Executive Director Ernest Nshindano said it is important to continuously build capacity in engineers so that they are kept abreast with new trends in the construction industry.

Ministry of Local Government and Rural Development Technical Advisor Stephen Malubila stressed that the construction of the over 14-thousand Kilometres rural connectivity World Bank-funded projects in selected Districts countrywide depends on inputs of engineers in local authorities.

Government Keen To Boost Trade Between Zambia and Angola-Milupi

The government has reaffirmed its commitment to construct the Kalabo-Sikongo road to boost trade between Zambia and Angola.

Speaking during a stakeholder meeting in Mongu, Infrastructure, Housing and Urban Development Minister Charles Milupi said once the road is done, it will boost the economic and social status of Western Province.

Mr. Milupi lamented that despite Western Province being endowed with abundant natural resources, poverty levels still stands at 82.2 percent.

He said there is need to change the situation through government commitment of formulating policies aimed at reducing poverty among the people of Western Province.

Mr Milupi said while the United Party for National Development (UPND) is working on modalities to address the debt the country accrued in the previous regime, it was imperative for the government to critically analyze the needy areas of development.

Earlier, Western Province Minister Kapelwa Mbangweta challenged the people of Western Province to work with the government for the realization of development in the area.

Mr. Mbangweta said the Provincial Administration is geared to work with everyone including the traditional leadership as they are key in steering development for the country.

We are shocked by the Cancellation of the Kabwata By-Election-Cornelius Mweetwa

The United Party for National Development (UPND) has said that they have received the news of the Kabwata by-election cancellation with shock.

Speaking to ZANIS in Choma, UPND Spokesperson Cornelius Mweetwa said that much as the party respects the constitution, the Electoral Commission of Zambia should have allowed the election to go ahead.

Mr. Mweetwa who was also Kabwata’s by-election campaign manager said that his party is however ready at any time to go back for campaigns.

However, Socialist Secretary-General Dr. Cosmas Musheke Musumali, speaking on Diamond TV, has charged that the constitution and electoral process is being abused and hijacked, adding that the credibility for the reasons for the withdrawal are flimsy and called upon the law enforcement agencies to investigate immediately as some allegations are very severe for the democratic dispersion of Zambia.

In the same vein, Socialist Party Candidate Tripher Ng’andu said that the move is a waste of resources and taxpayers’ money.

Mr. Ng’andu said that the money that has been used for nominations and campaigns would have been channeled to other sectors of society.

He told ZNBC News in a telephone interview that there is a need for reforms that must change the clause in the Constitution.

And the Patriotic Front (PF) Member of the Central Committee in Charge of Information and Publicity Raphael Nakacinda charged that the ECZ has played to the game of UPND who have instigated the resignation of United Progressive Party (UPP) Candidate Francis Libanda from the Kabwata race.

Mr. Nakacinda said inducing Mr Libanda’s resignation was among the ruling party’s tactics because no one was willing to engage with them in their proposed violent campaigns.

Mr. Nakacinda alleged that the UPND have tried to use different tactics in the Kabwata by-election which among them included trying to use law enforcement agencies to try and prevent PF Candidate Clement Tembo from contesting.

Mr. Nakacinda said that cancellation was the UPND’s plan to give themselves a window to find a formula to manipulate the process with the hope of finding someone to send to Parliament, noting that what is more surprising is that the candidate for United Progressive Party resigned twice.

“How can someone resign twice except the fact that it is premeditatedly meant to give the UPND a window to find a formula to manipulate the process with the hope that they would find someone to send to Parliament.

“Here is a person who could not be accessed by his party leadership, but could be accessed by the UPND. He sent a letter which could not invoke fresh nominations. He was instructed to write a fresh letter by the UPND which has invoked article 52 and necessitated the cancellation of the election,” he said.

And, People’s Alliance for Change Candidate Sydney Zyambo said the cancellation is regrettable and called for new reforms in the Constitution, so that even if one person resigns, by elections are allowed to go ahead.

Meanwhile, Economic Equity Party candidate Chilufya Tayali he is disappointed because he has spent money on campaign materials and that it is expensive to start all over again for fresh nominations.

He told ZNBC NEWS that the move is also expensive on the part of the Electoral Commission

ECZ Cancels the Kabwata By-Elections after the UPP candidate Invokes different grounds for withdrawal in Second Letter

The Electoral Commission of Zambia (ECZ) has decided to cancel the Kabwata By-Elections after the United Progressive Party (UPP) Kabwata Parliamentary by-election candidate, Mr. Libanda Francis sent in a second letter today invoking the provisions of different Article 52(6) of the Constitution of Zambia, which among other things includes resigning from the sponsoring party.

In a press briefing this afternoon, ECZ Chief Electoral Officer Patrick Nshindano said that the commission had rejected the withdrawal from the election by the UPP candidate dated 7th January 2022, and allowed the by-election to proceed as planned as provided for by the Electoral Process Act No. 35 of 2016, Section 31 (2) which empowers the Commission to reject a withdrawal and proceed with the election, emphasizing that a “withdrawal” is clearly only permitted before the closing of nominations as provided under Section 31(2) of the Electoral Process Act.

Mr. Nshindano, however, said that with the second letter received today from Mr. Libanda dated 10th January 2022, the second letter the candidate sent to the commission today clarifying his decision whilst invoking the provision of Article 52 of the Republican Constitution The Electoral Process Act under Section 31(2), the law requires the cancellation of elections and this calls for fresh nominations for eligible candidates.

Mr. Nshindano said that in this case, Mr. Libanda, in his letter dated 10th January 2022 has invoked the provisions of Article 52(6) of the Constitution of Zambia, and given that this is a Constitutional provision, the Commission is bound to comply without any discretion to do otherwise.

“In this regard, the Commission hereby cancels the election for Kabwata Parliamentary by-election pursuant to the said Article 52(6) of the Republican Constitution and will be conducting fresh nominations for Kabwata Constituency on dates to be advised once a Statutory Instrument has been finalised.

“This, therefore, means that all campaign-related activities for Kabwata Constituency have been cancelled and will only commence on the date of fresh nominations, ” he said

Mr Nshindano said that as the law requires fresh nominations, it entails that all aspiring candidates in the Kabwata Parliamentary by-election including those that had originally filed in nominations will be required to pay the prescribed nomination fee, adding that the Commission also recognizes that this process may inconvenience stakeholders, especially political parties that had successfully fielded candidates as they will be required to file fresh nominations.

Mr Nshindano further said that that ballot papers for the elections are were scheduled to arrive tomorrow Tuesday 11th 2022 via Kenneth Kaunda International Airport from Dubai and that the resignation of Mr Libanda comes with unwarranted costs as the already printed ballot papers are a cost that needs to be paid for in addition to other electoral activity costs.

Mr Nshindano called upon Political parties to thoroughly scrutinise candidates they intend to field in any election to avoid a waste of resources and other inconveniences caused to the Commission, Political Parties and other stakeholders.

“With the foregoing, stakeholders may note that there is an urgent need to review the electoral laws to enhance the integrity of the electoral process and safeguard scarce public resources that could have otherwise been used for other developmental programmes,” Mr Nshindano said, adding that the Commission, working with other stakeholders, will soon embark on a thorough review of the electoral laws in order to enhance the electoral process.

Red Arrows Determined To Stay At FAZ Super League Summit

Red Arrows coach Chisi Mbewe is plotting the Airmen’s stay at the top of the FAZ Super Division table.

Arrows shot to the top of the table after Saturday’s 1-0 win over champions Zesco United in Lusaka to dislodge Green Buffaloes.

Arrows have 33 points, two ahead of second placed Buffaloes, after eighteen matches played.

“This is a positive start for us. And again our goal this season is to win the league, we want to finish among the top four,” Mbewe told journalists in Lusaka.

“The most important thing, like I have said, is that we are on top. The important thing is how we are going to sustain our position on top so that we attain our goal.”

Mbewe acknowledged that there is stiff competition in the league.

“The competition is tough this season. If you see the difference in points among teams, the only important thing is that we maximize on points so that each team we face we need to collect the three points then it will help us to attain our goal,” he said.

Arrows have posted five wins and one draw in their last six matches.

DIV 1 WRAP: Covid-hit Kitwe United Fail to Travel For Game

Kitwe United says they failed to travel to Kafue to face Young Green Eagles in a National Division 1 match last Saturday because six of their players tested positive for Covid-19 last week.

Club President Emmanuel Numwa said the Covid-19 situation disrupted team training prior to the Week 18 fixture against Young Eagles.

Numwa admitted that Kitwe did not get official clearance from FAZ when deciding against traveling to Kafue.

“We communicated but FAZ didn’t give us a response but you know with Covid-19 you don’t need to take chances. You may put the other team at risk so even before receiving the go ahead we tried to restrain ourselves,” he said.

“For health reasons, you are better off forfeiting the points than putting others at risk. This is a very physical game we are in and you don’t need to take chances. You know we could have hidden that fact but we would have ended up having the whole team affected,” Numwa said.

“It would have been a dice situation. Besides being a local authority, we are part of the Covid-19 mitigation unit,” he said.

Numwa announced that the club is meeting on Monday to assess the Covid-19 situation and decide the way forward.

“On Monday we are having our first meeting. We have to isolate those affected then look at those who are well. If we have enough numbers then we will go ahead and start training,” he said.

Meanwhile, Napsa Stars have returned to the top of the National Division 1 table after beating City of Lusaka 1-0 at home.

Napsa are leading the table via goal difference as they are on 35 points together with Lumwana Radiants.

Lumwana surrendered the sole leadership in Division 1 after a 2-2 draw with Young Green Buffaloes at home in the North Western Province.

Zambia Stops Mass COVID-19 Testing due to Shortage of Test Kits

Health minister Sylvia Masebo has announced that the Ministry of Health has stopped mass covid-19 testing due to a shortage of test kits and only persons with severe symptoms will be tested.

Ms. Masebo said that Zambia cannot cope with mass test screening as has been the case since Covid broke out in Zambia.

Speaking at a media briefing for the COVID-19 situation in Zambia, Ms. Masebo explained that due to the escalating community inspections and rising positivity rate, testing everyone will become unsustainable and therefore, only persons with Covid symptoms will be prioritized.

Ms. Masebo reported that Zambia in the past week recorded a slight reduction in the overall number of new Covid-19 cases detected from 26,557 in the previous week to 23,227 cases.

Ms. Masebo however said the week witnessed more deaths from 41 the previous week to 69 cases in the past week.

Ms. Masebo further revealed that in the last 24hrs, the country has recorded 1,485 new covid-19 cases out of the total 5,389 tests conducted countywide.

Ms. Masebo said that in the last 24hrs, 5 deaths were recorded with 2 classified as Covid deaths while 3 have been classified as Covid associated deaths.
