The appetite by UPND for vengeance and retribution will not end any time soon-Lubinda

Opposition Patriotic Front (PF) acting president Given Lubinda has warned that more party senior members will have their homes raided by the security wings.

Hon Lubinda said the said individuals will also be summoned and investigated by the mentioned officials and lamented that the appetite by the ruling UPND for vengeance and retribution will not end any time soon.

The party vice president said this during a briefing at PF secretariat in Lusaka today.

“Many of our members and those associated with the pf have either had their homes raided by investigative wings of government or have been summoned by them to answer to all sorts of accusations,” he said.

“We are certain that the appetite for vengence and retribution shall not end here. As such on a weekly basis we shall keep updating the nation on these raids and arrests.”

Among the notable people from the party who have been subjected to unconstitutional treatment by the security wings since UPND took over power include former first lady Esther Lungu’s foundation where the officers only found wheel chairs for distribution.
The Kabushi Bulldozzer, Hon Bowman Lusambo is also on the list with Bwalya Kalandanya who had his house raided supposedly for sponsoring musicians supporting PF.

Others are Amon Jere, the PF aspiring candidate for Chipata Central, the former press aide for president Edgar Chagwa Lungu Amos chanda, Hon Andrew Lubusha, Hon Ronald Chitotela, Hon Davies Chama, Hon Stephen Kampyongo and Hon Raphael Nakacinda.

Hon Joseph Malanji, Hon Michael Katambo, Hon Davies Mwila, Antonio Mwanza, Hon Mumbi Phiri, MCC Mundia Mundale, MCC Capt. Walusiku Lyambela, Kaumba Manjolo Former DC for Lukulu and Glenn Chingumbe are also victims of the vice.

And Mr. Lubinda has said that Victory for PF is certain in Kabwata, and that is sticking to the same candidate as it is fully convinced that he has already campaigned and reached out to the electorates and explained that their candidate Clement Tembo is now in hiding fearing that he may be attacked.

“We have every confidence in him. Victory for us is certain. No wonder he is now in hiding fearing that he may be attacked,” he said.

Mr. Lubinda wondered why the Electoral Commission of Zambia handled the Kabwata by-election issue with inconsistencies.

He said the long-winded defense from the UPND that they do not have a hand in the ECZ’s decision to cancel the Kabwata by-elections will be seen by how the ruling party handles elections going forward.

Mr. Lubinda said that he is encouraged by the strong resolve by Andrew Tayengwa that he will spill the beans in the event that the UPND replaces him with another candidate.

“While we acknowledge that the ECZ have the right to make decisions of this nature based on their interpretation of the laws governing elections, we are surprised by the inconsistency of the ECZ on the matter. It will be recalled that the spokesperson of the ECZ on Saturday 8th January stated that the elections would proceed notwithstanding the withdrawal of the UPP candidate. On Monday the position suddenly changed,” he said.

“The cancellation of the by-elections comes with very huge costs to the ECZ and to all political parties and should be condemned by all citizens. Whether or not UPND had a hand in it or not shall be seen by how they handle the by-elections going forward. We are encouraged by the strong resolve by Andrew Tayengwa that he will spill the beans in the event that the UPND replace him with another candidate. Soon it shall be clear to who has been a beneficiary of the cancellation.”

Hon Lubinda called on President Hakainde Hichilema to take heed of what his Deputy National Chairman Andrew Banda is telling him and the nation concerning electoral violence being perpetrated and being incited in Kabwata by well-known members of the UPND “whose DNA is packed with intolerance and vindictiveness.” He stressed the need for “peaceful” Kabwata residence to exercise their right to vote for their future MP in a peaceful environment.

Yesterday, the Government described as malicious and unfounded assertions from political stakeholders and other interest Groups that it induced the cancellation of the Kabwata parliamentary by-election.

Chief Government Spokesperson Chushi Kasanda said that the ECZ was clear that the withdrawal of the United Progressive People’s party candidate Francis Libanda invoked the provisions of Article 52 six of the constitution of Zambia, adding that President Hakainde Hichilema has made it clear that he does not support by-elections because they divert national resources from more pertinent issues.

Ms. Kasanda who is also Information and Media Minister said that the government supports public calls to revisit article 52 six of the constitution as it does not in any way add value to the country’s Democratic process and financial prudence.

She has since urged individuals intending to contest for public office to take the responsibility seriously as it is about public service and public resources.

Speaking during a media briefing in Lusaka, Ms. Kasanda said the government sympathizes with political stakeholders in the Kabwata parliamentary by-election following its cancellation.

Ms. Kasanda said the cancellation has inconvenienced all stakeholders.

HH to head to Dubai to grace the Expo 2020 on January 20th

Information and Media Permanent Secretary Kennedy Kalunga has said that President Hakainde Hichilema will grace the Zambian National Day on January 20, 2022, at the ongoing Expo 2020 Dubai.

Mr. Kalunga said this on the sidelines of the national day, the country is scheduled to hold a trade and business Forum under the theme doing business in Zambia whose objective is to showcase trade and investment opportunities.

Mr. Kalunga said that over forty Zambian companies are expected to participate as some are already at the expo in Dubai.

Zambia is among over one hundred and 92 countries that are at the Expo 2020 Dubai which commenced on October 1st, 2020, and is running up to March 31st, 2022.

The Expo is being held under the theme “Is connecting minds, creating the future”, and Zambia is exhibiting under the opportunity sub-theme with a country theme “Come to Zambia a land of peace and opportunities”.

Speaking in his capacity as Chairperson of the publicity sub-committee, Mr. Kalunga told Journalists at a media briefing in Lusaka today that the government has intensified efforts to enhance the country’s visibility and competitiveness at the global stage to attract investment.

He said the Expo aims to provide opportunities to look at how both advanced and emerging economies can work together and build new bridges to foster balanced equitable growth.

Mr. Kalunga said the government is delighted by the enthusiasm shown by Zambian companies to participate at the Expo.

Government encouraging Citizens to prioritize their own developmental needs-Nombo

Local Government and Rural Development Minister Gary Nkombo has said that the New Dawn Government is taking practical measures to encourage Citizens to make independent decisions on national development.

Mr. Nkombo said that encouraging Citizens to prioritize their own developmental needs through the Decentralization policy, will result in more meaningful development to rural parts of the country.

Speaking during the 3rd Africa Rural Development Forum (ARDF) in Kinshasa, Democratic Republic of Congo, Mr. Nkombo urged countries in Africa to Prioritize increased investment to rural areas.

He said this is important if Africa is to achieve more meaningful development by 2063.

Mr. Nkombo said enhancing development projects in rural areas will improve the living standards of the average citizen as this is in line with the Africa Union’s Agenda 2063, ‘The Africa We Want’.

He added that through the Constituency Development Fund (CDF), the new dawn administration has facilitated for a structured way of planning for the improvement of livelihoods and access to services for the rural population.

Mr. Nkombo was accompanied to the DRC by Local Government Permanent Secretary Technical Services, Wisdom Bwalya and Director-housing and Infrastructure Development Nkumbu Siame.

No decision has been made to restructure ZESCO yet, its only the assessment being done

Power utility, ZESCO Limited has dispelled assertions that there is an impending restructuring of the company and has clarified that the Industrial Development Corporation (IDC) is only conducting an assessment or research to understand the current status of ZESCO.

According to Radio Phoenix, ZESCO Limited Senior Corporate Affairs Manager John Kunda said that no decision has been made for restructuring yet and that there are currently no outcomes or results made with only assessments ongoing by both the IDC and internally by ZESCO itself to look at what viable options can be proposed for the future of the power utility.

And Dr. Kunda has disclosed that ZESCO currently has over 66,000 pending connections countrywide for people that have paid and are waiting to be connected to the power grid with some of these dating as far back as 2017 due to financial constraints.

Dr. Kunda explains that ZESCO is in the process of meeting its suppliers of required poles, cables, and meters to make them available while also engaging the energy regulations board to align and clarify sustainable connection fees saying currently if a customer pays K3,000 for a connection, ZESCO still has to borrow K7,000 to top up to facilitate the process.

There have been ongoing discussions about a possible restructuring and unbundling of ZESCO which has reportedly been on a loss making trajectory for years now.

Meanwhile, Energy expert Johnston Chikwanda is calling for enhanced communication on the proposed restructuring of power utility, Zesco to avoid speculation by the general public that the firm is on the verge of privatization under the new dawn government with an imminent International Monetary Fund –IMF- deal.

Mr. Chikwanda says there is a need for government to adequately prepare the general citizenry for major policies and decisions that will be made to facilitate the impending restructuring of Zesco limited.

In an interview, Mr. Chikwanda is also urging government to disclose conditions set within the much sought-after IMF bailout package to clarify whether the proposed restructuring of Zesco by the Industrial Development Corporation-IDC is attached to the agreement.

He adds that the reputation that IMF is perceived to have by Zambians leads to numerous speculations which must be quailed with improved communication and transparency in the manner the decisions are made.

President Hakainde Hichilema in Malawi for SADC meeting

President Hakainde Hichilema is among leaders attending the Extraordinary Summit of SADC Heads of State and Government in Malawi.
The Meeting is looking at among other issues the security problem in the neighbouring Mozambique.

Others attending the meeting are President of Malawi, Lazarus Chakwera, South Africa’s President Cyril Ramaphosa, African Union (AU) Chairperson Felix Tshisekedi and President of Mozambique Filipe Nyunsi .

Speaking during the meeting SADC Chairperson Lazarus Chakwera said the effort to bring peace in Mozambique is paramount as it will promote regional stability.

He said as long as people in Mozambique are fleeing their country in search of peace, no neighbouring country will be at peace.
Dr. Chakwera said this is why the mission in Mozambique were SADC has deployed soldiers must not fail.

He also thanked the soldiers from SADC who have stood side by side with their colleagues in Mozambique to promote humanitarian efforts as well as fight the terrorists.

Dr. Chakwera also called for the observance of the moment of silence for the SADC troops who have been killed in Mozambique while trying to deal with the enemy.

Kundananji Savours Debut Goal in Spain

Shepolopolo top striker Rachael Kundananji is thrilled to score her first goal for Spanish club SD Eibar.

Kundananji scored a last minute goal for SD Eibar in their 1-0 win over Rayo Vallecano in the Primera Division match in Spain on Sunday.

Kundananji said she is expecting to score more goals for Eibar after opening her account on Sunday.

“I am very happy to finally score. Otherwise I was looking forward to scoring. I played many games without scoring and now I scored an important goal,” Kundananji said.

“I am expecting to do the best, like to score more goals and do my best,” she said.

Kundananji joined SD Eibar last September from BIIK-Kazgurt of Kazakhstan.

Setting up of the Economic and Financial Crimes Court will assist in the expeditious recovery of stolen assets

Green Party Leader Peter Sinkamba says the setting up of the Economic and Financial Crimes Court by Chief Justice Mumba Malila will assist in the expeditious recovery of stolen public assets.

Mr. Sinkamba has said that the country’s judiciary is already overburdened with court cases and it could have taken longer than necessary to resolve such matters if the judiciary did not come up with this initiative.

He believes that Zambia’s judiciary has competent Judges capable of handling economic and financial crimes.

Chief Justice Mumba Malila has announced the establishment of the economic and financial crimes court at the level of a Subordinate Court.

Last Week, Chief Justice Mumba Malila announced that the Economic and Financial Crimes Court will soon be operational.

Justice Malila, State Counsel, stated that on Friday, January 7, 2022, he signed a Statutory Instrument (SI) that would establish an Economic and Financial crime division of the High Court with the purpose of handling appeals from its subordinate courts.

He said this during the ceremonial opening of the Lusaka High Court criminal sessions for 2022 with this year’s theme being: When patriotism meets justice.

Dr. Malila said that crimes of economic nurture should be expeditiously disposed of because of their immense effect on the Zambian economy.

He said that those found wanting should be accorded a chance to be answerable.

Anti-Corruption Commission Detain Bowman Lusambo overnight

FORMER MINISTER of Lusaka Province Hon Bowman Lusambo has been detained by the Anti-Corruption Commission (ACC).

Mr. Lusambo’s detention comes after more than seven (7) hours of interrogation where a warn and caution statement was recorded from him by officers from the Commission.

And Mr. Lusambo’s lawyer Makebi Zulu has confirmed his detention in an interview adding that Hon Lusambo is being detained without charge at Ridgeway Police.

Mr. Zulu alleged that Officers from the Commission are working under instruction but declined to give further details on the matter which comes up again today.

“The officers who kept going out and coming back informed us that they have been instructed to detain him even without charge. All the processes were finished today including the warn and caution statement recorded but they told us that the instruction is to detain him,” Mr. Zulu said.

Meanwhile, Hon Lusambo who was in handcuffs when he emerged from the ACC building charged that he will not be intimidated to stop speaking for the Zambian people.

“The IMF is still there and we will continue suffering. All of this that you are seeing is persecution from Hakainde Hichilema’s government but we are not going to stop talking,” Hon Lusambo said whilst being led to a vehicle that drove him to Ridgeway Police.

Earlier on, ACC Spokesperson Queen Chibwe had confirmed in a press briefing that the Kabushi Lawmaker was summoned to appear before the Commission as part of on-going investigations being undertaken bordering on the allegations that Mr Lusambo is in possession of properties reasonably suspected to be precedes of crime.

Mr. Lusambo had arrived at the ACC headquarters on a bicycle around 10:30hrs where he was questioned for more than 7 hours.

Zambia Meteorological Department warns of flash floods in some parts of the country

The Zambia Meteorological Department (ZMD) has disclosed that some parts of the country are likely to be hit by flash floods.

According to a brief advisory issued on its official media platform, areas cited for possible flash floods include Kasempa, Kazungula, Katima Mulilo, Mumbwa, and Choma.

Other areas expected to experience flash floods are Livingstone, Shang’ombo, Mulobezi, and Namwala.

The department has since urged members of the public to take precautions.

The weather advisory was issued with the approval of the Ministry of Green Economy and Environment.

MTN Zambia launches 5G cellular network to improve speed

MTN Zambia has launched its pilot 5G cellular network, the first of its kind in Zambia that is expected to improve speed and customer experience.

Speaking at the launch on Tuesday, Technology and Science Minister Felix Mutati said the launch is the most effective new year present for the people of Zambia as it will end frustration amongst customers on speed delays.

And Mr Mutati has directed the Zambia Information and Communications Technology Authority ZICTA Director-General to revise the service provision licensing framework.

Mr Mutati said the New Dawn Government has been clear on its drive towards achieving digital transformation whose key pillar is having adequate digital infrastructure.

Mr Mutati said the launch of the 5G network does not only address connectivity but tremendous speed, achieving both quality of experience and quality of service which minimizes customer frustrations.

Hr said government is on a path to transform the digital space in Zambia and this launch puts the country among the first ten (10) African countries with 5G which means other countries will now come to learn from Zambia.

“We are one of the first ten African countries that have got 5G. We are in the big league as a country. We are among the big boys in Africa. The others will have to come and learn the experience from Zambia. As the New Dawn Government, we are not just talking, we are actually delivering things that we have committed ourselves to” Mr Mutati said.

He said through this pilot launch of 5G cellular network, lessons will be used to deploy connectivity to the rest of the country which will result in affordability to the end user as service will be delivered in the most cost effective way.

Meanwhile, Mr Mutati said there is need for ZICTA to do more work in terms of having a review of the regulatory framework regarding licensing.

Mr Mutati said ZICTA should this week launch its revised licensing framework to make it easy for businesses.

“As we deploy technology, you have got to create the regulatory environment, particularly the licensing environment that captures this opportunity given. We cannot run this sector under the same licensing environment. DG, this week, lets launch the revised licensing framework” he said.

Why CDF Empowerment may fail: Here are ingredients for designing a Successful Youth Job Creation Strategy

It is January, 2022, and the roll out of the much talked about Constituency Development Fund (CDF) is imminent. There has been so much banked on the youth empowerment portion of the CDF; and even being touted as the answer to Zambia’s youth unemployment problem. This optimism is a bit misplaced. And it is important that we have an adult debate as what should be done to avoid past mistakes.

This article is specifically about the creation of jobs through Youth entrepreneurship. And one of the vehicles that the New Dawn administration has deployed to create jobs is the Constituency Development Fund, which now has a component for empowering the Youth and women. The issue of increasing Constituency Development Funds (CDF) from K1.6 billion to K25.6 billion, with K15 million allocated for entrepreneurship programs or projects is a laudable one. However, taking funds to rural areas alone, without accompanying strategies, is not adequate innovation to address the intractable problem of youth unemployment.

If there are no proper entrepreneurship and technical skills as well as capacity building activities that precede disbursements, then it merely means that funds are being moved from Lusaka and being taken to the more “ignorant” rural people, who are even less equipped than those who accessed previous empowerment funds in urban areas. This is unlikely to produce impactful results. This view is based on fact that there are millions of Youth who are currently unemployed in Zambia who need jobs, and loosely designed interventions will not achieve the desired results. For a start, it is important that the magnitude of the youth unemployment in Zambia is presented so that those who are designing programs are able to use it as a basis.

Situation analysis – Current Youth unemployment status

Needless to say that any design for solutions should be based on data available. In order to put Zambia’s Youth unemployment situation in context, a few numbers are useful. In 2018, the Minister of Labour estimated Zambia’s youth unemployment rate to be 41% but critics were of the view this was grossly understated. And academic Dr. Sishuwa Sishuwa put it at 70%. It has also been estimated that between 300,000 and 350,000 youths enter the labour market every year which means that an additional 1.8million jobs will be required in the next 5 years of the UPND administration. This is in addition to the current unemployed who are also in millions. The total stock of unemployed youth in next five years could be in the region of 4-5 Million. In 2016, the Zambia Daily Mail reported that 168,119 applicants applied for the Zambia Army, Zambia Air force and Zambia National Service for an estimated 1,500 positions. It is also estimated that Zambia has 8million actively employed (formal and informal) citizens out of which 85% or about 6,800,000 (6.8 million) are in the informal survivalist employment sector. There is only an estimated 15% or about 1.2million Zambians in formal employment at the moment. And according to United Nations Populations Fund (UNFPA), 82% of Zambian population is below the age of.35 years.

On the basis of the above numbers, it does not take a genius to conclude that these are numbers that should be driving policy and the magnitude of interventions. Also, it is clear from the publicly available information that the current government interventions are totally inadequate to address the numbers of youth jobs required. Zambia needs quick, aggressive interventions and high impact programs to stimulate the economy and create millions of jobs. It is also apparent that the UPND administration, like others before it, is certainly limited by what it knows. There is need for some inspiration, imagination, innovation and thinking outside the box. And of course looking outside the bureaucracy for help would be useful.

Youth Entrepreneurship, the roadmap to Job Creation

President HH has emphasized that fixing the economy is a precursor to job creation. Inasmuch as there is no doubt that economic growth and a stable macroeconomic environment plus the promotion of foreign investment do create some jobs, experience has shown that they are insufficient to tackle youth related unemployment in the magnitude of Zambia’s situation, with millions unemployed. There is, therefore, a need for innovative initiatives that entail aggressive direct and formal interventions. It is internationally agreed that the promotion of Youth entrepreneurship can partly provide a solution to youth unemployment in environments where there is massive unemployment like Zambia. Fortunately, the New Dawn administration does recognize this, but the main question one may ask is: are they going about it the right way? The answer is a definite no. One gets the impression that the New Dawn administration’s initiatives are not well researched as most of them, if not all, appear to follow what the Patriotic Front (PF) and Movement for Multi-Party Democracy (MMD) before them, implemented with a bit of tinkering.

According to the World Bank’s evaluation of Youth employment programs around the World, it concluded that solving youth unemployment is a multi-sectoral issue, but few youth employment projects are implemented in multi-sector manner and with multi-sectoral teams.

“Factors that contribute to success are a comprehensive approach including participation of the private sector, complementary interventions rather than isolated interventions”, noted the World Bank and IFC, Youth Employment programs Evaluation Report, 2012.
The Youth and Women component of CDF has many flaws as a job creation vehicle. The first major concern relates to capacity issues.

Do the envisaged assessors of project proposals have the requisite skills to evaluate the viability of proposals that will be submitted by the youth and women? On the other hand, will the recipients (youths and women) have prior capacity to successfully execute the projects, contribute to growth of economy and create jobs? The second concern relates to the actual design of intervention and programs to execute the intervention. How has the intervention been designed? How will it monitored and evaluated? In the absence of well thought out, formal and properly designed entrepreneurship programs that will be tapping into the CDF, the initiative is destined to fail like its predecessor, the Youth Development Fund (YDF) which was based in Lusaka. The only difference will be that the current initiative is now based in constituencies especially rural areas.

Ingredients for a Successful Youth Job Creation Strategy

The current approach for designing Youth empowerment programs by the UPND Alliance appear to follow a Silo approach to Youth empowerment. There is an over emphasis on the provision of money and asking the youth to form cooperatives and businesses. This kind of approach has been tried in Zambia by previous administrations and by other countries in the World, and it has miserably failed to create sufficient jobs. This conclusion is based on review of the different studies done by Development finance institutions and Agencies such as Organisation of Economic Cooperation and Development (OECD), the International Labour Organisation (ILO), African Development Bank, United Nations Development Program (UNDP), World Bank and others. The New Dawn government, therefore, will need to make some adjustments to take into accounts the necessary ingredients outlined below.

In Zambia, there has been a fallacious and inherent belief by the youth, politicians and bureaucrats that finance is the panacea in empowering the youth to start or grow a business. The other challenges which are supposed to be prioritised, and precede the disbursement of funds, are neglected. Finance should rank second or third in the youth empowerment value chain. There is need for government to recognize that Youth entrepreneurship constraints are broad, and should never be centred around and reduced to the provision of finance alone like the Constituency Development Fund (CDF) appears to be suggest. The correct approach should be to map out a comprehensive strategy based on proper diagnosis of the constraints to youth job creation in the entrepreneurial ecosystem. And on the basis of studies of Youth programs, there a number of essential ingredients that a comprehensive design of a successful youth empowerment program should contain which should be considered in the implementation of the Youth and Women empowerment component of the Constituency Development Fund (CDF) by the HH administration.

According to some studies, the first ingredient for any Youth empowerment program design should be the provision of basic entrepreneurship information and Knowledge to the youth because they lack experience. This should be preferable be digitally distributed using mobile phone technology in order to reach millions of youth by way of fast track E- learning. The mass access to information and knowledge is the key to success of any programme. If any programme is to succeed, it has to ensure that hundreds of thousands and better still, millions of youth have access to such programmes. The net has to be cast wider than before. There is need to have a structure and process that ensures that this is taken care of. How to navigate this conundrum is the New Dawn’s administration’s challenge. However, there is help outside, if they seek it.

The second ingredient is the recognition of heterogeneity of the youth population. There is need to identify the various youth demographics to ascertain their needs. The Youth population is not homogeneous and any interventions that approaches the problem with a one size fits all solution, as was in case in the past, is bound to fail. The one size fits all to program design ought to be discarded. There is a need for a differentiated approach. The type of interventions to be rolled out should depend on the identified youth demographics’ specific needs. For instance, it is not all youth that need money to be empowered. There are some youth demographics that just need market access or linkages in order to grow and create jobs, while others need skills development (entrepreneurship, technical, management) and mentorship. The younger Youth demographics who are in education institutions need mind-set change and innovation enhancement.

The third ingredient that should be incorporated in the design and implementation of Youth empowerment roadmap or programs is the Private sector. Studies both by the World Bank and the African Development Bank (AfDB) recognize this major weakness in most government program designs. It is private sector who know where and how jobs can be created.

“There is often insufficient consultation with and engagement of the private sector. The private sector is an essential stakeholder in addressing youth unemployment, not only as the engine of job creation but also as a potential partner to implement complex interventions alongside governments and civil society actors”, the AfDB noted in its research of why African government Youth interventions have failed.

The fourth major ingredient in design of successful Youth empowerment roadmap is the consideration of the informal sector or street venders as we refer to them in Zambia. The informal Sector has been ignored by governments and yet, it is the lowest hanging fruit for potential formal job creation through the graduation of some of its segments to the formal sector

“Another major gap in past efforts was a lack of focus on the informal sector, where the majority of youth are currently employed. Projects are often designed based on labor market data that more accurately captures formal versus informal workers; interventions mostly focus on reducing overall unemployment and not informal employment as well; and many monitoring and evaluation frameworks do not take into account indicators such as job quality and stability, which are especially challenging for informal workers”, the AfDB wrote in its report.

It is only by taking into account the above well researched factors in the design of the different Youth empowerment programs that hundreds of thousands and even millions of jobs can be created. The current approach entails doing the same thing with little twinkling and expecting a different result. It will not be successful as the numbers required will not be achieved.

Conclusion

The matters discussed in the article entail the involvement of four Youth cluster ministries: Youth, Sport and art, Small and Medium Enterprises (SMEs), Technology and Science and lastly Ministry of Education. These ministries have different roles to play in a well-designed comprehensive Youth job creation roadmap, which should be made up of short term, medium term and long term programs. On the basis of the fact that four different Ministries are involved, and this requires some coordination and direction, it is imperative that the President of Zambia as the Chief Executive of the country, takes a keen interest in the design of the Youth job creation roadmap through Entrepreneurship and its actual launch.

Although the article may appear to be theoretical at face value, I have translated the above principles into practice, to help the New Dawn administration solve the Youth unemployment problem. I have developed and designed two shovel ready, off the shelf, innovative youth entrepreneurial solutions with potential to create millions of formal jobs. The first program entails the creation of formal jobs, by tapping into the blue ocean of some segment of Street Vendors (the informal sector). The second involves the use of cell phone technology as a tool to create jobs through the provision of entrepreneurship information and knowledge to millions of youth. Cell phones are gadgets that youths are addicted to and are the best conduit for job creation in the 21st Century. These solutions can easily be rolled out immediately by the New Dawn administration so that they give hope to the Zambian youth. These proposals will complement the Constituency Development Fund and other available programs by making them effective through reaching the critical mass of youth due to increased access inherent in the programs designed. The two initiatives proposed are transformational in impact due to their mass access and cannot be matched by any other solutions that is currently available.

It is crystal clear that in order for youth entrepreneurship promotion to succeed, Zambia needs to adopt both short term and long term strategies. These should include the provision of information and knowledge to the widest population of young people about entrepreneurship using modern technology so as to unearth potential entrepreneurs, conversion of necessity entrepreneurs in the informal sector to the formal sector, providing business development services for out-of-school youth, supporting access to cheap finance for young entrepreneurs, and introducing entrepreneurship education in schools so as to change the youth mind-set that there are two routes to employment on completion of studies: Self-employment and formal salary employment.

Kalaba’s DP confident of successfully fielding a candidate in the rescheduled Kabwata Election

The opposition Democratic Party (DP) is confident of successfully fielding a candidate in the rescheduled Kabwata Constituency Parliamentary by-election after the cancellation of the earlier polls initially set for 20th January 2022.

The Electoral Commission of Zambia (ECZ) on Monday cancelled the Kabwata Parliamentary by-election following United Progressive Party candidate Francis Libanda’s withdrawal from the race.

ECZ chief electoral officer Patrick Nshindano announced during a media briefing in Lusaka that fresh nominations would take place on a date to be announced.

ECZ last month refused to allow the DP candidates for Kabwata, Lingwati, and Sokontwe by-elections from filing in their nominations.

The DP failed to file in their nomination for the Kabwata by-election due to internal wrangles which resulted in the party factions presenting two candidates.

DP Vice President Judith Kabemba, who is battling for the party leadership with President Harry Kalaba, said her group is sure that it will field a candidate when ECZ announces a new date for the nominations in Kabwata Constituency.

Ms. Kabemba said her group has already demonstrated to ECZ that they are the eligible office-bearers by producing documents from the Registrar of Societies.

“We are very confident that we are going to participate because last time the ECZ did not have ample time to understand the situation and what was going on. What we know and what we believe in as DP is that every institution is governed by the constitution of the party as well as documentation that has been submitted to the Registrar of Societies because the Registrar of Societies is the institution that governs how political parties are supposed to operate so the documentation at the Registrar of Societies is clear as to who was supposed to file in the nominations,” she said.

“Obviously ECZ having time now and the engagements that we are doing now we believe that the right thing will be done because like they say numbers don’t lie. I am sure even documentations at the Registrar of Societies will prove the truth,” she said.

Ms Kabemba said her group was not expecting the Kalaba faction to again attempt to field a candidate in Kabwata Constituency.

“There should not be any clashes this time around unless some people want to continue with the habit of lawlessness as they used to be in PF because you know some of these things when they stick in the blood it is difficult to remove them. The papers have proved that our colleagues (Kalaba faction) are not part of our party leadership meaning they do not have the mandate to field a candidate.”

“Even in homes someone cannot come from the streets to dictate that I will be eating chicken thighs that are supposed to be eaten by the father, so even in this case the people who are supposed to field a candidate in Kabwata it is ourselves. It is unfortunate that our brother (Mr. Kalaba) has taken a route which is detrimental and he does not want to adhere to the right thing,” she said.

The by-election in Kabwata Constituency has been necessitated by the death of the United Party for National Development (UPND) Member of Parliament, Mr Levy Mkandawire on Thursday 18th November 2021.

Meanwhile, DP National Executive Committee member Justin Nkonge has declared the party ready for the fresh nominations in Kabwata.

“As DP we stand ready and it might be a blessing in disguise but I want to put it on record that we are not happy by the behaviour of our colleague who withdrew from the elections. We are not jubilating as DP looking at the unfortunate happening from our colleagues. We call that unfortunate because there are a lot of issues involved there; there is a lot of money that was put in to begin with by ECZ, ECZ had gone ahead to print ballot papers including the candidates that field in will be required to raise some more money and start paying the nomination fees,” Mr. Nkonge said

UPND, PF cadres clash in Milenge District

FOUR United Party for National Development (UPND) supporters sustained injuries after allegedly being attacked by some Patriotic Front party (PF) supporters in Milenge District.

The victims are identified as Abron Ng’andwe, Hazwell Katongo, Justine Chileya and Lameck Chabu of Mashika Village in Chief Sokontwe’s Chiefdom.

Luapula Province Police Commanding Officer Sharon Zulu who confirmed the development said the incident happened on January 9, 2022 at 14:00 hours.

Mrs. Zulu disclosed that the victims were conducting their campaigns in Mashika village when the PF supporters attacked them and assaulted them.

She said sticks were used to inflict injuries on the four UPND supporters who have since received medical attention.

“It is alleged that UPND supporters pulled down campaign posters for the PF and the Socialist Party’s candidates. This angered the two parties and led the PF supporters to assault the UPND supporters,” she explained.

“One suspect has been apprehended and is in police custody. We have intensified investigations with a view to bringing all the culprits to book. The victims said they are able to identify the culprits if they see them,” she said.

The Commanding Officer added that Zambia Police has since beefed up security in Sokontwe Ward ahead of the January 20, 2022 Ward by-election.

“Milenge District only has a Police Post hence we have sent more police officers to Sokontwe Ward. We want to intensify patrols to ensure there is peace and order in the area,” she said.

Mrs. Zulu has urged political players to desist from engaging in violence acts as they conduct their campaigns adding that those who will be found wanting will face the law.

HH meets RB as he prepares for trip to Malawi for Summit for SADC Heads of States

President Hakainde Hichilema has held a private meeting with Zambia’s Fourth Republican President Rupiah Bwezani Banda at his residence in Lusaka.

President Hichilema’s entourage arrived at Mr. Banda’s home around 15:00 hours on Tuesday afternoon.

Mr. Banda welcomed President Hichilema and the two statesmen posed for pictures before going into a private meeting.

Prior to the private meeting, Mr. Banda and President Hichilema had exchanged festival greetings as the cluster of Government officials and journalists watched.

By news time the issues the two discussed had not been shared publicly.

Meanwhile, President Hichilema is on Wednesday scheduled to travel to Malawi for the Extraordinary Summit for SADC Heads of States.

“Tomorrow we will be heading to Malawi for the Extraordinary Summit for SADC Heads of States to discuss among other things, the urgent security concerns in Mozambique’s Cabo Delgado region,” he wrote on his official facebook page.

“It’s only through achieving regional security that we can bring about economic growth for our people and enhance trade within the SADC region. God bless Zambia and the SADC region.”

Anti-Corruption Commission arrest and charge IDC CEO Mateyo Kaluba

The Anti-Corruption Commission has arrested Industrial Development Corporation Chief Executive Officer for abuse of authority of office. Mr Mateyo Kaluba aged 46, of plot number 41830/M in Lilayi off Shantumbu Rd in Lusaka has been arrested and charged with abuse of authority of office contrary to section 21(1)of the Anti-Corruption Act No. 3 of 2012 of the Laws of Zambia.

Particulars of the offence are that on dates unknown but between 1st March 2020 and 31st March 2021, Mateyo Kaluba, jointly and whilst acting together with persons unknown did abuse the authority of his office by arbitrarily directing Zambia Forestry and Forest Industries Corporation (ZAFFICO) PLC to enter into the contract of sale, dated 16th June 2021, between ZAFFICO and Dungguan Baichan Trading Company Ltd., in relation to Mukula tree logs without following procurement procedures.

The Commission in the same matter, has arrested Ackson Tembo, a Lusaka businessman for corrupt practices involving the export of Mukula logs without following laid down procedure. Ackson Tembo aged 39, and proprietor of ACK General Dealers, of plot number 7059 off Mumbwa road in Lusaka has been charged with two counts of Conveyancing of Forestry Produce without a License and one count of Unlawful Export of Mukula timber contrary to the Laws of Zambia.

This is in connection to the matter in which the Commission in October last year, seized trucks hired by ACK General Dealers loaded with Mukula logs enroute to Namibia and Zimbabwe, with unknown final destinations.

In the first count, Tembo has been charged with Conveyancing of a Forestry Produce without a Licence contrary to Section 89 as read with Section 99 of the Forestry Act number 4 of 2015. Details are that Tembo whilst acting together with persons unknown on dates unknown but between 1st July 2021 and 31st September 2021 in Chirundu District did unlawfully convey twenty- three (23) steel containers laden with pterocarpus chrysothrix also known as Mukula contrary to Section 99 of the Forestry Act number 4 of 2015.

In the second count, Tembo has been charged with unlawful export of Mukula timber contrary to Section 91 as read with Regulation number 15 of 2015 of the statutory instrument number 94 of 2015 of the Forest Act number 4 of 2015. Details are that Tembo
whilst acting together with persons unknown on dates unknown but between 1st July 2021 and 12th August, 2021 in Chirundu district did attempt to unlawfully export 23 containers laden with Mukula logs through Chirundu border without necessary permits and licences.

In the third count, Tembo has been charged with Conveyancing of a Forestry Produce without a Licence contrary to Section 89 as read with Section 99 of the Forestry Act number 4 of 2015. Details are that Tembo, whilst acting together with persons unknown on dates unknown but between 1st June 2021 and 31st September, 2021 at Katima Mulilo border in Western Province did unlawfully convey 16 steel containers laden with Mukula logs on various motor vehicles and trailers.

Mr Kaluba and Mr Tembo have since been released on bond and will appear in court soon. More arrests in relation to this case are expected to be conducted soon.
