Yesterday, His Excellency, President Edgar Chagwa Lungu directed the Zambia Police Service and Health Authorities to ENFORCE the statutory ban on all public rallies in line with the Covid-19 health guidelines as guided by the Public Health Act Cap 295 of the Laws of Zambia.

It is important to note that restrictions on huge gatherings have been in place since last year when Government signed Statutory Instruments Numbers 21 and 22 to curb the spread of COVID-19 by banning huge gatherings which have scientifically proven to be super-spreader causes of COVID-19.

With the new Covid-19 variant and the third wave, which is deadlier and more contagious, it is only right that the Police and Health Authorities get to the ground and ensure STRICT ADHERENCE to the Covid-19 health guidelines as outlined in the aforementioned SI No. 21 and 22 to curb the spread of the disease and protect the health and lives of our people.

It is highly IRRESPONSIBLE for anyone to endanger the health and lives of the citizens all in the name of politics. Campaigns and elections must be conducted within the health framework that guarantees safety of individuals and the general public.

To claim that the President’s directive is meant to stop the opposition from campaigning is mischievous and gross misinformation as the ban on huge gatherings has been in place since last year and it affects all political parties, PF, included. No one is at an advantage. In fact, the PF has already taken the lead in the fight against the spread of COVID-19 by banning all its public campaign rallies.

There are so many ways in which political parties can effectively engage voters; they can use radio, television, social media, small gatherings and door to door events among many others to campaign. Rallies are not the only mode of campaigns. Moreover, life and public health is more important than public rallies.

We must learn from others, such as EUROPEAN countries who have banned all forms of huge gatherings such as public protests and rallies to stop the spread of COVID-19 and to promote public health and protect their citizens.

We have lost a lot of people to COVID-19 and we have many others who are currently in hospitals, battling for their lives.

We should not take the issue of health and life, lightly. Elections will come and go but a life once lost can not be replaced hence we must all be responsible enough and strictly adhere to the health guidelines as stipulated in our statutes.

Two jailed for stealing church musical equipment

The Kasama Magistrate Court has sentenced two men to three years imprisonment for stealing musical equipment from Ephraim Pentecostal Church valued at about K50, 000.

Facts of the matter are that between 22nd and 23rd March this year, the duo Gift Muma 21 and Leonard Chanda 25 of Chisanga Village in Kasama broke into a church building and committed a felony therein.

In passing the sentence, Magistrate Joe Samboko said he had taken into consideration the mitigation and the fact that the duo were first offenders.

Magistrate Samboko however explained that cases of such nature cannot go unpunished and sentenced them to three years imprisonment each.

He also ordered that the musical instruments which were recovered be returned to the church.

Meanwhile, Police in Kasama have picked up a body of a man believed to be in his twenties who was found lying in a drainage along Lua Luo road in Newtown Township.

Northern Province Police Commissioner, Jestus Nsokolo who confirmed the development to ZANIS in Kasama said police have since launched an investigation into the matter.

Mr. Nsokolo said the deceased was found with multiple cuts and had a fractured lower right arm.

“The unidentified dead body had marks all over it, a fractured lower right arm with multiple cuts and is suspected to have been dumped at the site,” he said.

He said the body has since been deposited in Kasama General Hospital mortuary.

New COVID-19 Cases in Zambia Jump to 320, Public urged not to ignore the guidelines

The number of COVID-19 cases has jumped from 199 to 320 countrywide in the last 24 hours, with Lusaka recording the largest number, 134 new cases, and the countrywide number of cases translating into a 4.6% positivity rate which is more than double what it was last week.

Speaking during the routine COVID-19 update today, Ministry of Health Permanent Secretary Technical Services Dr. Kennedy Malama urged all Zambians not to ignore the role of super spreader events such as weddings, funerals, political rallies, and congregate settings such as places of worship and learning institutions.

“As a multisectoral Response to COVID-19, we are encouraged by the measures announced today by the Secretary to the Cabinet on the introduction of the revised work arrangements in the public service to curb the spread of COVID-19 effective 29th May 2021 for the next 30 days. We urge other institutions and sectors outside the public service to emulate this high Impact intervention,” he said.

“We continue calling upon our community leadership structures and influencers to promote behaviour change. In countries where we see the number of cases kept at a minimal, it has been shown that adherence to the five golden rules has played a key part, with up to 80% of cases averted by adhering to this simple guidance, ” Dr Malama said.

Dr. Malama said in the last 24 hours, 559,688 new cases were reported globally, an increase of over 24,000 compared to the previous day, with over 12,300 deaths recorded among the COVID-19 cases. The majority of the cases (52%) were reported from Asia with India accounting for 73%.

“Similarly, South America, Europe and North America saw an increase in their daily COVID 19 cases. Africa recorded 10,985 new cases, 42% of which were from South Africa. Other countries in Africa reporting high numbers of new cases include Tunisia, Egypt, Kenya, and Ethiopia.” Dr. Malama said.

“As previously stated based on our projections, we are now seeing an increase in the number of new daily COVID-19 cases being reported in our country, particularly from congregate settings including social gatherings, learning institutions, and workplaces.” he added

He further expressed concern with the high risk of COVID-19 transmission associated with Political campaigns and urged all political leaders at all levels to introspect and ensure that the super spreader activities do not further propel transmission of COVID-19, saying the multisectoral response’s engagement with all political parties at various levels would be heightened and urged them to be responsive.

“It is important to state that the reported variants of concern in our country are also going to have an impact on the evolution of the COVID-19 situation and we will continue with our routine genomic sequencing as part of the routine surveillance.” he said.

Meanwhile Dr. Malama stated that the increased number of cases has started putting pressure on the health sector and that it will keep mounting unless the public adheres to guidelines.

“At the peak of the second wave we saw over 500 cases requiring admission a situation which placed a lot of strain on our health care system. With the rise in cases and hospitalisations, we have started seeing the pressure will continue mounting unless we enhance adherence to public health guidelines.” Dr. Malama said.

Malawi commends Zambia’s rural electrification programme

The Malawian government has commended Zambia for its robust rural electrification program through the Rural Electrification Authority (REA).

Director, in the Ministry of Energy, says his government will emulate the strategies that Zambia and REA adopted to connect rural parts of Malawi.

ZANIS reports that Mr. Chiwambo was speaking when a delegation from the Ministry of Energy in Malawi, Energy Regulation Board (ERB) and REA toured Kampekete Solar mini-grid project in Chongwe District of Lusaka province today.

He stated that his team decided to visit Zambia to appreciate the developments being carried out as well as to learn and share ideas and experiences with regards to energy generation.

“Zambia and Malawi have signed various policies and Memorandum of Understanding (MoU). We would like to emulate and copy this successes story to serve the people of Malawi”, he said.

He said his government has resolved to set up a similar organisation to REA, to increase the country’s access rate to electricity to over 40 percent by 2030.

REA Director Engineering, Patrick Mubanga, said his Organisation is committed to ensuring more people especially in the rural areas have access to electricity.

He explained that from the time REA signed an MoU with Zambia Cooperative Federation (ZCF), a total of 1,500 solar milling plants have been erected across the country with over 850 operating well.

Zambia has laid strong foundation for prosperity -Bwalya

Zambia’s High Commissioner to Australia with extra accreditation to New Zealand Frank Bwalya says the Government has laid a strong foundation for Zambia’s prosperity through the massive infrastructure it has built in various sectors of the economy.

Mr Bwalya made the remarks when the Divisional Manager, for Middle East and Africa at New Zealand’s Ministry of Foreign Affairs and Trade Stuart Horne paid a courtesy call on him at the Mission in Canberra.

He said the development of infrastructure by the Government provided a solid Launch pad for economic recovery and its offshoots of job creation, better living standards for all people as well as the lower taxes that a strong economy delivers.

The Zambian Envoy cited the recently commissioned Kazungula Bridge as a major economic infrastructure that will improve transportation within the Southern African Development Community (SADC) and the Common Market for Eastern and Southern Africa (COMESA) regions and accelerate economic growth for Zambia and the region as a whole.

“Zambia had done well in combating the first wave of the pandemic with an impressive recovery rate but that many people died during the second wave adding that Zambia looked to New Zealand for support in acquiring the much needed vaccines,” he said.

And Mr. Horne said Zambia was one of the countries in Africa that New Zealand wanted to continue working with because of its good development record.

Mr. Horne praised Zambia for the strides recorded in various sectors especially agriculture under which New Zealand is supporting the Zambia Dairy Transformation Programme (ZDTP) to help smallholder dairy farmers improve their productivity, milk quality and linkage to urban markets.

“We are willing to continue funding the project because it was vital in improving the livelihood of the Zambian dairy farmers. The five-year project was scheduled to end in 2021 but there is a likelihood of extending,” he stressed.

He said New Zealand would soon start helping some countries with the Covax vaccine to help fight the Covid-19 pandemic.

Mr. Horne further said his country had however, prioritized supporting the Pacific nations which depended on New Zealand for such support.

Use Banks, avoid the habit of moving with huge sums of money-BOZ Chief

Bank of Zambia (BOZ) Governor Christopher Mvunga has implored members of the community to take advantage of the revised daily trade limits in commercial banks and other financial institutions by conducting their transactions with banks unlike moving with huge sums of money.

The central bank recently increased the daily trade limits in commercial banks from $ 5000 to $10 000 and in bureaus from $1000 to $5000 which translates into increased amounts of money a person can withdraw or deposit on a daily basis.

Speaking when he toured Kasumbalesa Border Post in Chililabombwe, Mr Mvunga noted the need for commercial banks to establish bases at the border area which had huge trade volumes to promote formal trade.

Mr Mvunga said Kasumbalesa border has huge trade potential due to the various goods that are exported into the neighboring Democratic Republic of Congo (DRC) hence the need to put up infrastructure in a systematic manner to ensure all exports are accounted for.

He called on small scale traders and those in the informal sector to cultivate a culture of banking their money unlike keeping it at home to help facilitate trade that does not bypass the banking system.

And Copperbelt Permanent Secretary Bright Nundwe said the governor and his entourage were in the province to check on developmental projects among them the Kasumbalesa Border Post, the $ 397million Airport in Ndola and the $ 4.9 million worth Kafulafuta dam.

Mr Nundwe noted that the Copperbelt is a critical province to the nation as it is the largest contributor to the nation’s Gross Domestic Product (GDP) due to the mining activities in various districts as well as the booming agriculture activities in Mpongwe, Masaiti and Lufwanyama.

He said the Kasumbalesa border facility only has one bank and one bureau du change despite the huge trade volumes that characterize the border post, a situation that makes traders to deal with illegal money vendors.

Mambwe residents shun COVID-19 vaccination

Mambwe District Health Office is saddened with a low turnout of people getting the COVID-19 vaccination despite the drug being available.

Mambwe district Health Director George Mshanga expressed disappointment at the reluctance by people to get vaccinated against COVID-19 even after carrying out sensitization messages to the communities on the AstraZeneca vaccine.

Dr. Mshanga said the office had before conducted sensitization campaigns across the district to explain the benefits of being vaccinated as well as some symptoms that may occur in order to rid off myths surrounding the drug.

“As District Health Office, we have really tried our level best to convince people to get vaccinated as it is for their own benefit and it is one way that they would not have severe symptoms seeing as the vaccine has a 63.1 efficacy level. Unfortunately, due to the many myths going round, many people are shunning away. However, I would like to urge all those who got vaccinated to remember to get the second dose so that they can be protected,” Dr Mshanga said.

ZANIS reports that Dr Mshanga said this during the district stakeholder’s community engagement planning meeting held at Mambwe Town council chamber.

Dr Mshanga emphasized on the need to get vaccinated as the country has continued to record COVID-19 admissions.

Talented Napsa Stars teenage striker Jimmy Mukeya is conspicuously missing from the 35-member Chipolopolo team coach Milutin ‘Micho’ Sredojevic has named for the three June friendlies while three high-profile players have been excused from next months assignments.

Chipolopolo has secured away friendly dates against Senegal, Benin and Sudan during the June FIFA international match window that will run from May 31 to June 15.

Mukeya has been in great form for Napsa in both domestic and continental action scoring nine competitive goals despite his clubs’ current woes.

The striker has scored four goals alone in the struggling Napsa’s last four matches as they battle relegation with five matches left.

But Micho has excused striker Patson Daka and midfielder Enock Mwepu who are fresh from retaining the Austrian league crown for a seventh successive time with RB Salzburg.

Couple detained for being in possession of counterfeit notes In Solwezi

Police in Solwezi have detained a couple of Kazomba compound for being in possession of suspected counterfeit notes amounting to K1, 600.

North-Western Province Commissioner of Police, Joel Njase confirmed the incident to ZANIS in Solwezi and said the duo has been detained to help police with investigations.

Mr Njase said Bridget Mbowazi aged 22 of Kazomba compound was found in possession of 16 x 100 Zambian Kwacha notes with serial numbers FN 188805797, FN 188805753 and FN188805790 which she deposited in her Airtel money account.

“Janet Kasenda aged 23 of Messenger compound in Solwezi reported that whilst working in her booth, she received a client by the name of Bridget Mbowazi aged 22 of Kazomba compound who was found with 16×100 Zambian Kwacha after depositing in her Airtel money account,” he said.

Mr Njase said police managed to apprehend the female suspect who was later taken to police where she revealed that she got the money from her husband’s pocket in their house.

“With the help of other people, the suspect was brought to Kazomba police post. After interviews she revealed that she got the same counterfeit notes in a jacket for the husband in the house. Therefore, investigations were extended to the husband Erick Mwamba who was also interviewed but expressed ignorance”, he said.

Mr Njase said a docket of being in possession of counterfeit notes has been opened while the two suspects have been detained to allow for investigations.

French oil marketing giant buys KenolKobil, enters Zambia market

French oil marketer Rubis Energie has commenced operations in Zambia with an initial plan to invest US$40 million in the economy for the next three to four years.

In Zambia the French oil marketing giant is trading under the RUBiS Energy Zambia brand after acquiring KenolKobil originally from Kenya.
On Tuesday, RUBiS officially launched its rebranded former Kobil service station in Ibex Hill.

Chief Executive Officer (CEO) RUBiS Group, Jean-Christian Bergeron, has told Solwezi Today on the side-lines of the launch that the event signifies the beginning of rebranding and modernization of former Kobil sites as well as acquisition of new ones.

“KenolKobil, a company listed on the Nairobi Stock Exchange (NSE) attracted a public offer sale and we bought it for US$350 million. In Zambia we are investing US$5 million to US$10 million per year, to rebrand, to modernize and also sometimes to acquire new sites. It’s a constant investment for the next three to four years,” Bergeron explains.

In his address at the launch, Bergeron said the Paris Stock Exchange listed firm currently has operations in 40 countries in the world.

He said RUBiS Energy Zambia has been fully committed to Zambia as can be seen from its takeover of the national brand KenolKobil and Sam Fuel, which had a presence on the Copperbelt.

“Zambia is an important market for us as it has huge potential and our vision is to become the official brand of customers on the move. We will provide quality products and services with convenience, efficiency with care for the environment,” Bergeron said.

Speaking at the same event, RUBiS Energy Zambia General Manager Vincent Fleury said his company will establish in every corner of Zambia to provide quality services.

“There was no better time to have this launch than now. Despite the negative impact of COVID-19 pandemic there is hope for the Zambian economy to bounce back stronger. For us, RUBiS Energy is unleashing new frontiers and creating new opportunities for Zambians to succeed,” Fleury said.

Fleury added that in Zambia, RUBiS Energy has so far rolled out 40 service stations across the country.

“This is a brand for Zambians and through them we commit to offering efficiency, excellency and above all consumer confidence to our new and already existing clientele. To further develop our accessibility, it’s our intent to expand our footprint and to invest heavily in the market,” Fleury added.

Government has hailed the RUBiS Energy investment in the country as the gesture will create job opportunities for citizens.

Director of Petroleum in the Ministry of Energy, Mandona Luhila–Muyovwe, commended Competition and Consumer Protection Commission (CCPC) for approving the acquisition of KenolKobil as the gesture recognized that the organization had the interest of Zambians at heart.

To be or not to be vaccinated?That,my friends, is the question

PART I

In the 1700s, it would take months to travel from present-day Kasama to Livingstone, on foot. With the advancement of technology, an airplane can now cover that distance in an hour. For eons, man stared at the skies and wondered at the rock that circulated the globe every 30 days or so, the moon. In 1968, Man went to the moon and collected samples of that rock. Since the dawn of time, Man has died from infections in a horrible manner. Since the advent of antibiotics, deaths from infections are rare. In the 60s, computers were the size of bedrooms. Now they fit in the palm of your hand. In the 40s, a letter to England from Northern Rhodesia would take at least 3 weeks; now an e-letter takes 3 seconds! In the 50s getting a telephone connection to a loved one between Cape Town and London took ages and needed several operators. Now you can pick up your mobile phone and be connected to your loved one anywhere in the world within seconds.

That’s right, technology has been on the march, and the rate of advancement is now exponential. What’s that got to do with vaccinations, the Covid-19 vaccine to be specific? A lot. In the last 100 years, the practice of medicine has advanced beyond recognition.

There are 4 main parts to the management of medical conditions:

  • Health promotion
  • Prevention
  • Cure
  • Rehabilitation.

Let’s stick to prevention. Prevention is in three main parts: avoiding risks, prophylaxis, and immunization.

Prophylaxis involves taking a drug to prevent an infection occurring. This is commonly done to prevent malaria.

Avoiding risk is, for example, reducing the intake of salt and increasing physical activity to prevent diseases such as hypertension, diabetes, and obesity.

Immunization is by far the most effective way of disease prevention and over the decades, billions of lives have been saved from death and illness by vaccinations. Vaccinations were discovered by William Jenner in 1796. Jenner used fluid from a cowpox blister to prevent smallpox in an eight-year-old boy. In the centuries that followed, scientists used a part of the germ or the germ causing an illness for immunization. The practice was to take the germ, kill it or inactivate it, then inject it into the body. The body’s immune response then reacted and was primed. If a live infection was contracted by the person, the body responded furiously and destroyed the invader. This is the principle used for vaccines for polio, smallpox, measles, diphtheria, mumps, meningitis, and others.

Fast forward to 2019. Science had advanced in leaps and bounds. The genetic map of many living things, including humans and a number of germs, was now known. The very building blocks of man (DNA) and the instructions that are given to build man (mRNA) were now well understood. Then Kaboom! The Covid-19 virus hits the globe and many millions are infected and millions die. The scientists move at warp speed and utilize all the accumulated knowledge to unravel the secrets of this new virus. They use the latest techniques to understand what makes the virus tick and what ways can be used to prevent its spread from person to person or to reduce the severity of the infection.

The science is there, and it is used to great effect to come up with a vaccine in record time. In decades gone, it would have taken many years to develop this vaccine. But remember, that was the time it took weeks for a letter to travel from Lusaka to London! That was the time when 1 hour was equal to 60 minutes. Now 1 hour is equal to 60 seconds! Now, scientists know the instructions the virus gives to an infected person for that person’s immune system to be fooled into producing more viruses and then making that person very sick and sometimes very dead.

Remember, the aim of germs is not to kill the host, but to replicate in the host, and to then spread from that host to another host as a survival measure. A germ that kills all its hosts will not propagate and will die off pretty quickly. And so it is with Covid-19 as the majority of infected persons survive and only a minority die.

So, scientists studied the virus and found its weak points. They then worked out how to stop the virus from infecting the human host, and if it infects, to make the host have only a mild disease. Scientists looked at the genetic make-up of the virus and worked out which areas were susceptible to attack leading to its destruction. They then worked out the genetic instructions that are needed to attack the weak points of the virus. These instructions were packaged and given to humans. At the cellular and biochemical level, the vaccines use different mechanism to induce an appropriate response.

Ultimately, the immune system examines these instructions and responds by creating chemicals that will attack and kill or neutralize the Covid-19 virus. The immune system has many types of cells to react to infections. These cells are now primed and if a Covid-19 virus is so silly as to infect a person whose immune system has been prepared for it, then all hell breaks loose and in the majority of cases, the virus is completely destroyed. In cases where the virus manages to get a foothold, it causes only a mild infection. The battle is won for that person, but for the war to be won for the whole society, at least 60 percent of the population has to be vaccinated to defeat the invader in the case of the Covid-19. This is called herd immunity or community immunity.

So, what of the worries that this vaccine has been developed too fast and uses DNA and RNA methods that may have unintended or intended consequences? The question about the speed of the development of the vaccine has been answered above. As for consequences, of course, all drugs and therapeutic interventions by their nature have side effects or adverse effects because they are foreign to your body. Some of the effects of the various Covid-19 vaccines will become clear with time. What is clear is that it is not possible for the vaccines to change a person’s DNA.

Let’s look briefly at everyday risks that we take to continue living and not merely existing: • People die from aspirin reactions called Stevens-Johnson. Have we stopped using aspirin? Not at all!

• Thousands of people die each year encased in aluminum tubes flying at 600 km/hour that fall out of the sky and into hard ground or the sea. Have we stopped flying in airplanes? Hell no!

• Thousands of people die each year on the roads in motor vehicle accidents. Have we stopped jumping in our cars to go to work or visit relatives in other towns? No ways!

• Thousands of people are knifed each year, sometimes by spouses, and vital parts cut-off! Have we banned knives in all our kitchens? Nix!

So, to be vaccinated or not vaccinated against Covid-19? Choose to be vaccinated! By so doing, you are not only saving yourself from illness and possibly death, but you are also saving society, because unless we can get a critical percentage of the population vaccinated, the disease will not go away. Think about it.

State fails to avail its witnesses before the court in Chief Mukuni’s Wife Case, Trial Commencement Moved to July

The case in which wife of Chief Mukuni of the Toka Leya people of Southern Province and her four co-accused are facing two counts of abduction has again been adjourned to the 27th of July for commencement of trial.

This follows an application by the State to adjourn the matter as it was not able to avail its witnesses before the court.

The five accused, Veronica Mukuni, 46 of Mukuni village in Livingstone, Javen Simoloka, 45, Mayor for Choma, Vincent Lilanda, 49, Mayor for Mazabuka, Ackson Sejani, 63, a peasant farmer and former government minister as well as Fines Malambo, 46, a businessman of Choma are facing two counts of abduction with intent to confine.

Senior State Advocate, Monde Tembo told the court that the State was unable to transport the witnesses due to logistical challenges.

She assured the court that once the application to adjourn the matter was granted, the State Prosecutors would endeavor to present their witnesses before the court.

Earlier, the defense objected to the application, arguing that the five accused have a right to a speedy trial as stated in the law.

They further argued that the matter is of public interest hence should quickly be disposed of to remove public anxieties.

But Principal Resident Magistrate, Idah Mupemo stated in her ruling that she will give the state the benefit of doubt and granted their application for adjournment.

The court has also set 25th of June as date for mention.

Magistrate Mupemo has however excused the five accused from appearing for mention as some of them are candidates in this year’s election.

Meanwhile, on the application made by the defense over heavy Police presence around the court premises during hearing, Magistrate Mupemo has ordered the Police to downsize to acceptable numbers while ensuring they provide security.

The Magistrate however, stated that the application by the defense for the state to give back the cellphones belonging to some of the accused was premature and therefore could not make a ruling.

Earlier, the court heard that the Police had legally obtained the cellphones and were keeping them for further investigations.

Young Women in mining launched

The government has called on women in the country to seize the opportunities by exploring and investing in the extractive industry and the value chain.

Speaking virtually, during the launch of Young Women in Mining (YWM) in Kitwe, Ministry of Mines and Minerals Development Permanent Secretary (PS) Barnaby Mulenga disclosed that the country has embarked on mining gold deposits in North-Western, Eastern and Central Provinces and the venture has created alot of opportunities for Zambians to participate in.

Mr Mulenga said government remains committed to empowering its citizens through access to loans and machineries.

Mr Mulenga has since encouraged women to form cooperatives and take advantage of the incentives being provided by government to enable their businesses thrive in the sector.

“It’s just unfortunate that we have few women participating in the sub sector despite numerous opportunities. The launch of the YWM is timely as it will be a vehicle to peddle the message of opportunities in the subsector and what government is offering,” he said.

Mr Mulenga further stated that the idea of forming cooperatives is to break the gender barriers in the sub sector which is largely dominated by men.

YWM has been launched under the theme “unlocking equal opportunities for women in the mining industries”.

And earlier Ministry of Information and Broadcasting Services Permanent Secretary, Amos Malupenga advised young women in mining to share knowledge and networking to unlock opportunities.

Mr Malupenga said the launch of the initiative is timely and key in creating strategic alliances so that women can be supported in the sector.

Mr Malupenga also appealed to the media to give the initiative much needed coverage to market Zambian products and services.

Meanwhile YWM Representative, Angela Sikaonga has appealed to government to make it mandatory for all mining companies to make provision of the total 5 % to 10% percent of procurement of mining services and suppliers to women.

Ms Kaonga said women run mining suppliers companies, have for a long time faced challenges to compete with menfolk to access value contracts and orders from established mining companies.

She said young women in the sector have since come up with this initiative to encourage women in mining to form cooperatives in order to strengthen their voice.

Ms Kaonga said women in mining have confidence that government under the leadership of President Edgar Lungu will continue running an inclusive government in delivering sustainable development.

Zambia needs more career Diplomats afteer the August Elections

The Continental Leadership Research Institute (CLRI) says the party that forms the next government after the August poll should ensure that those appointed to serve in foreign missions are career Diplomats who ensure that the country benefits from it’s foreign relationship.

In a statement issued today, Institute Executive Director, Paul Mundia Hakoola, observes that few Career Diplomats are serving in missions hence the country missing out on potential economic benefits from the foreign relations.

“There is need to have career Diplomats to ensure that the country yields tangible results from having different missions and embassies across the world. The current state of affairs were there very few career diplomats and a lot of cadres in foreign service is causing stress on national treasury and the country has not yielded the intend results of the essence of having foreign missions. Some of these cardres that been deployed in these missions have taken a national holiday and there is no professional and economic benefit to the Zambian tax payer,” he said.

Mr. Hakoola has called for an audit on all Zambian missions across the world and assess their contribution towards the country if they are yielding mission goals, the ability to bring Foreign Direct Investment (FDIs) and meet different benchmarks of state importance.

He said the country should put more emphases on economic diplomacy, something he notes is a trend globally.

CLRI also urges citizens to seriously evaluate strategies those wishing to form government will put in place in regards to international relations.

“For instance, Zambia is part of the Southern African Development Community
(SADC) and Common Market for East and Southern African (COMESA) and is currently hosting the secretariat for COMESA, but despite this, the country has not been able to fully utilise the membership with SADC and COMESA. In fact the FDIs from the two bodies have been minimal on the national economy despite paying high annual subscription fees,” he notes.

“In view of the above, the institute calls on all those wishing to form government to have clear policies. The institute recommends that an Act of Parliament is enacted to allow career diplomats to be the ones to save in Zambians missions aboard,” he concludes

Umwine Wacisushi – Kambwili Puts PF and Judicial System in Spotlight

ON SATURDAY 1st May 2021 opposition leader Chishimba Kambwili did what to many observers say was the inevitable – return to the Patriotic Front Party, ostensibly to go and ‘eat together’, as put by PF party secretary general Davies Mwila (quoted in the News Diggers on 3rd May 2021).

Kambwili’s return to the PF party and its leadership that he despised and insulted not many moons ago has generated a lot of speculation and debate about the primary motive behind and the value he takes back to ‘his vomit’, as some have put it. Whatever the motive, Kambwili now faces two courts: the courts of law and the court of public opinion.
Regarding the value he takes back, one school of thought posits that he is a spent force, coward, hypocrite (you name it) whom few voters will never take serious again. How can the person who once said umwine wacisushi tafwisa mate (Lusaka Times, 27th July 2019) be taken seriously again after ‘eating his vomit’ or returning to the same cisushi he despised? A lot of his previous admirers and voters will be excused for seeing in the ‘new’ Kambwili a hypocrite not to be listened to, let alone taken serious again.

A Lusaka Times blogger, Mzambia wa Zamani, for instance, wrote on May 1, 2021, “Unprincipled leader, prevaricator, equivocator, opportunist, harlatan, phony, a big fraud, pretender …never ever trust Chishimba Kambwili again if you value trustworthiness, truth and walking the narrow path.” In statement published in this paper on 5th May 2021, Bishop Simon Chihana asked, “How shall the people of Zambia take him from now on?”

After all, they argue, his own party, the National Democratic Congress (NDC) never made any inroads in the political landscape other than for high pitched vulgarities. For the entire four years+ of its existence the NDC never won a single seat in councils and the win in the Road constituency by-election is highly credited to the work of the alliance with the UPND, and particularly of the UPND strongman and chair for the Copperbelt Elisha Matambo. When NDC was formed five years ago it was assumed that Kambwili’s perceived influence would lead to wins for the party in Bembaland, especially the Copperbelt. It never happened. Wherever NDC competed against the UPND and the other alliance partners, it lost. This includes in perceived strongholds such as in Kitwe (Lubwa ward in July 2019) and Luapula, when NDC came third to the Greens and Reds respectively. In one ward it was even beaten by Andford Banda’s PAC. In short, other than adding to a voice to political advocacy and rhetoric, Kambwili and his NDC never made any impact in changing the political landscape, notwithstanding the in-fighting that consumed part of its formative stages.

On the flip side, the PF (at least top brass) and possibly a number of voters and ardent admirers, believe Kambwili will add some value to the PF’s campaign for the August 2021 elections. In any case he is credited for traversing the Copperbelt with then PF candidate Edgar Lungu during the 2016 elections.

How the PF and its supporters feel about Kambwili’s value to the party is up to them and not my business in this article. Perhaps it will be for another day. What is of focus is the potential conundrum that the judicial system (courts and prosecuting authorities) and the PF face following Kambwili’s return to the PF. This is in the light of the public perception about Kambwili;s motive or reason for going back to the PF, and not any other party on the market.

The current Minister of the Ministry of Information and Broadcasting Services (MIBS) –Dora Siliya – as an opposition MMD MP then, while debating in Parliament around 2012, once recited the famous quote, “Perception is reality.” This means that, “If you are perceived to be something, you might as well be it because that’s the truth in people’s minds” (quote from the Internet). I will add Ivanka Trump’s quote, “Perception is more important than reality. If someone perceives something to be true, it is more important than if it is in fact true.” Wise words indeed!

So, using the above wonderful analogies, let us dwell on the perceptions under the present circumstance, assuming that indeed “perception is reality”. Reading from the plethora of media comments, Kambwili went back to the PF willingly or forcefully to save himself from going to jail and from additional sentences for the other cases he is facing. On 14th October 2020 Kambwili was convicted and handed a one-year jail term for forgery disseminating false documents. His appeal against this sentence is still pending. Two weeks ago, Kambwili was found with a case to answer in a matter in which he was charged with 39 counts of forgery and being in possession of property reasonably suspected to be proceeds of crime amounting to over K5 million. At the time of re-joining the PF he faced another case of defaming the President. He was recently acquitted of this case.

Adding to the narrative that Kambwili’s return to PF is in search of relief, in an article titled “Kambwili’s decision to rejoin the PF is out of duress, it does not represent his true political feelings” published on Lusaka Times on 3rd May 2021, the Patriots for Economic Progress (PeP) party, a former opposition alliance partner of NDC summed it up, “His decision to rejoin the ruling PF party is not something that he did out of his own volition but was compelled to do so using varying amounts of duress and blackmail by the PF and its Government. On one hand, Honourable Kambwili was inundated with countless and often baseless criminal charges, and on the other hand, his business enterprises were curtailed so that he remained with a very limited source of livelihood.”

A Lusaka Times blogger calling him/herself MM , for instance, wrote on 1st May 2021, “PF is a safe haven for him. His court cases are getting too hot for him. The return to PF has nothing to do with principles. He thinks PF will protect him from jail time. Who knows, it may happen!” When receiving Kambwili on 1st May Mwila said the party would use him because, in his words, nobody hires a top striker like Ronaldo and leave him on the bench. Question: in exchange for what?

Kambwili’s own lamentations fuels the ‘surrender’ and relief narrative. Upon his release from prison Kambwili is quoted in News Diggers of 26th April 2021 saying, “I have got a bill with the lawyers, a huge bill. If I am arrested again, what happens to the paying of the huge legal fees? If I am arrested again, I will need a lawyer. Already, I have got cases pending, six cases and I am still paying lawyers. I don’t want to commit another trumped-up charge because all the charges I have been given are trumped up! But even in war, my sister, there is a plan and then you kind of retreat, then you attack, it’s a strategy, just wait and see. Wait and see what is going to obtain, but this thing of saying, ‘I am joining PF’ is neither here nor there.”

Going by these public perceptions, the PF and judicial system, will be spotlight as to how the Kambwili cases proceed from now on. Already the ‘soft’ resolution of defamation case against LUSAKA businessman Valden Findlay maybe perceived as step 1 of things to come. In the bigger scheme of things, independence of our judicial system is what is in the court of public opinion.

This author agrees with Bishop Chihana that it “would have been better for him (Kambwili) to resign from politics for now until his life was sorted out.”
