Parents and guardians advised against ‘ locking up’ their differently-abled children

Kasenengwa, June, 01, 2021 ZANIS — Government has advised parents and guardians against hiding differently-abled children in their custody.

Kasenengwa District Commissioner Sara Kalaluka says she is disappointed that some parents and guardians in the district tend to lock children with disabilities in their houses.

“ Children with disabilities are also entitled to enjoy their rights such as the able-bodied hence the need for parents who were in a habit of hiding disabled children to immediately stop, “ she said.

The Commissioner said this when she presented two wheelchairs to the differently-abled children at Nazareth Reformed Church in Zambia (RCZ) last Sunday.

She said parents should not deprive children with disabilities some of their rights such as that of acquiring education as it is not their wish to be disabled.

Mrs Kalaluka said government will continue coming up with various empowerment programs to help the disabled in communities such as the Social Cash Transfer (SCT).

The District Commissioner said people living with disabilities are most of the times less privileged hence the commitment by government to empower them so that they can live a better life.

Convention on the Rights of the Child , Zambia is signatory to, children and young people have the same general human rights as adults and also specific rights that recognize their special needs.

Children are neither the property of their parents nor are they helpless objects of charity. They are human beings and are the subject of their own rights.

The Convention which sets out the rights that must be realized for children to develop to their full potential offers a vision of the child as an individual and as a member of a family and community, with rights and responsibilities appropriate to his or her age and stage of development.

By recognizing children’s rights in this way, the Convention firmly sets the focus on the whole child.

The Convention also recognizes the fundamental human dignity of all children and the urgency of ensuring their well-being and development.

It makes clear the idea that a basic quality of life should be the right of all children, rather than a privilege enjoyed by a few.

Private media urged to support efforts aimed at curbing political violence

Southern Province Permanent Secretary, Joyce Bwacha, has challenged private media houses in the region to support efforts aimed at curbing political violence in the ongoing election campaigns.

The Permanent Secretary, says Radio and television stations remain powerful tools in fostering peace and unity, hence the need to use the influence in filling actions of political violence.

Ms Bwacha said this in a speech read for her, by Provincial Assistant Secretary, Chewele Kondomone in Choma yesterday, at the opening of the Independent Broadcasting Authority (IBA) one day training workshop for journalists drawn from Radio and television stations in the province.

Meanwhile, The Gender Justice, a local organisation advocating for the rights of women and youths to participate in politics in the country, has cautioned Zambians against falling prey to politics of violence and division ahead of the August 12, 2021 general elections.

Speaking to ZANIS in an interview in Gwembe, Gender Justice Executive Director Collins Mumba said electorates have a responsibility to reject all forms of political activity that can breach the country’s peace.

Mr. Mumba said politicians should be counseled against perpetrating violence as they try to persuade voters to elect them in the August 12 polls.

“We must recognize that these politicians should not divide us but tell us real issues affecting the people,” he said.

He has since implored politicians to tame their respective supporters and ensure that they engage in issue based campaigns.

“As campaigns have begun, we expect politicians to tame their respective supporters and cadres but inform the people what they want to do for them,” he said.

He stressed that political campaigns should be used to inform the public of specific development ideas unlike propagating violence.

Meanwhile, Mr. Mumba revealed that his organisation has embarked on a programme to train women and youths that have been adopted by their political parties.

Lottery regulation coming-PS

Government is in the process of establishing one regulator of the gaming and lottery industry in Zambia.

Speaking at the official opening of a public consultative meeting in Solwezi today, North-western Province Permanent Secretary Willies Mangimela expressed concern on the current fragmented legislations.

“As you may be aware the government has noted with concern that the current legislations for gaming and lotteries sector in the country are fragmented resulting in loss of revenue to the government,” Mr. Mangimela said.

He said an inter-ministerial technical committee has been constituted to harmonize the current regulations and establish one regulator.

Mr. Mangimela revealed that the committee has drafted the policy and implementation framework.

“It is my hope that this process will culminate into responsive legislation that will enable the Ministry of Finance harmonize and establish a regulator of gaming and lotteries in Zambia,” he said.

He further stated the law will regulate both physical and online gaming and lotteries in the country once it is established.

And Ministry of Finance Economist, Katota Muchinda said government decided to regulate the fast growing industry, which is however being abused.

Meanwhile, stakeholders that include the Zambia Police Service Divisional Legal Officer, Allan Mbahwe and Council of Elders provincial secretary, Kenneth Kapata requested for the content of the current bill in order for them to submit useful content.

Absence of research hindering SMEs growth-LCCI

The Lusaka Chamber of Commerce and Industry (LCCI) has signed a Memorandum of Understanding (MoU) with the Zambia Association of Junior Researchers aimed at refining small scale business through research.

And LCCI President, Alexander Lawrence, has also stressed the need to include academia in the business industry if the sector is to achieve supplementary benefits.

ZANIS reports that Mr Lawrence was speaking at the signing ceremony in Lusaka yesterday, indicating that the government has implemented programmes designed at recovering the economy in the face of COVID-19, hence, it is up to the private sector to support the initiative through research and development.

“The MoU will improve small scale businesses in the country through research for efficiency, profitability and growth into multinational businesses thus improving the country’s economic trajectory,” Mr Lawrence stated.

He noted that many small scale businesses have failed to thrive due to the absence of research and development.

“There is information out there which most people do not know about, we want the ability to take the information and use it to the benefit of everybody. Together, you and I will make this economic recovery programme work,” Mr. Lawrence explained.

Meanwhile, Zambia Association of Junior Researchers Secretary General Jestone Mhango noted that the partnership was timely citing research as the backbone of a nation’s development.

He observed that many youths across Zambia are interested in venturing into business but that they lack proper information.

Mr Mhango disclosed that his organization will provide researched data on products, conducive markets among other prerequisites for businesses under LCCI to understand the industry as they join the sector.

“We are very excited to be signing this collaboration with Lusaka Chamber of Commerce and Industry, because we know that together we are going to make a huge difference in terms of how business should be done,” Mr. Mhango stated.

He added that local businesses should collaborate with international corporations so that they are able to understand the local and international market for them to grow.

A Court Has No Power to Disqualify A Presidential Candidate who has Been Declared by ECZ as Duly Nominated

One of the mind-boggling constitutional question that was raised by some ‘Table 9 scholars’ at some famous waterloo in Kitwe is whether a court has power to disqualify a presidential candidate or vice presidential candidate after having being declared duly nominated by the Returning Officer in accordance with Article 52 of the Constitution of Zambia Amendment 2016.

This question was raised by “Table 9 scholars” consideting that Article 52(6) of the said Constitution Amendment provides as follows:

“Where a candidate dies, resigns or becomes disqualified in accordance with Article 70, 100 or 153 or a court disqualifies a candidate for corruption or malpractice, after the close of nominations and before the election date, the Electoral Commission shall cancel the election and require the filing of fresh nominations by eligible candidates and elections shall be held within thirty days of the filing of the fresh nominations.”

A careful perusal of Article 52(6) above literally shows that after close of nominations, the power of the court to disqualify a candidate is limited to cases of corruption or malpractice by the candidate, and nothing else.

Article 70 applies to Members of Parliament. By virtue of Article 110(2), the implication is that Article 100 applies to both the presidential candidate and vice presidential candidate. Article 153 concerns councillors, mayors and council chair persons.

In view of the foregoing, according to Article 100(2), a person is disqualified from being nominated as a president or vice president if that person:

a) is a public officer
b) has dual citizenship
c) is holding or acting in a Constitutional office or other public office
d) is a judge or judicial officer
e)was removed from public office on grounds of gross misconduct in the immediate preceding five years
f) has a mental or physical disability that would make the person incapable of performing the executive functions
g) is an Undischarged bankrupt
h) has, in the immediate preceding five years served a term of imprisonment of at least three years.

A careful perusal of Articles 100(2)(a)-(h) and 52(6) above clearly shows that the said provisions literally do not grant power to a court to disqualify a presidential or vice presidential candidate who has been declared duly nominated in accordance with Article 52.

Although Article 52(4) provides that a person may challenge a nomination in a court or tribunal, that power granted to the court by the Constitution is only limited to HEARING the petition. Literally speaking, Article 52(4) does not grant power to the court or tribunal to DETERMINE a petition after hearing it, as can be clearly noted from Article 52(4) which provides as follow:

” A person may challenge, before a court or tribunal, as prescribed, the nomination of a candidate within seven days of the close of nomination and the court shall HEAR the case within twenty one days of its lodgment.”

There is no determination that has been provided by the Constitution in the above cited Article. Literally speaking, there is a big difference between hearing a matter, and determining a matter. Just like literally, there is a difference between “twice held office” and “term of office”.

After an elaborate discussion, Table 9 scholars concluded that if courts or tribunals delegated to hear nomination petitions decide to use literal interpretation of the Constitution, then it will be discovered that those courts or tribunals have no power to disqualify a presidential or vice presidential candidate who has been declared as duly nominated by the Returning Officer, in this case, the Chair Person of ECZ, unless the complaint or petition SPECIFICALLY relates to CORRUPTION or MALPRACTICE by the candidate.

Ntazana Only European Call-up in Micho’s Final 22

Debutant Ntazana Mayembe of Welsh club Cardiff City is the only European-based player the final 22-member Chipolopolo team for the three-match friendly tour of West and East Africa.

Chipolopolo have away dates against Senegal, Benin and Sudan from June 5-11.

The 18-year-old striker is also just one of four foreign-based call-ups out of the initial fourteen that coach Milutin ‘Micho’ Sredojevic had summoned for the tour.

Others are TP Mazembe defender Tandi Mwape including the South African -based duo of goalkeeper Mwenya Chibwe and midfielder Salulani Phiri who both play for Polokwane City.

Furthermore, some players have either been dropped or injured or excused on compassionate grounds as is the case with Tanzanian-based midfielder Clatus Chama of Simba SC following the death of his wife on May 29.

Chama’s club mate Larry Bwalya has not made the cut together with midfielders Emmanuel Banda and Edward Chilufya of Djurgardens in Sweden including Klings Kangwa of Arsenal-Tula in Russia.

But Fashion Sakala, Enock Mwepu and Patson Daka have been excused from the tour to take care of either their confirmed or prospective transfer matters.

Meanwhile, Buildcon striker Brian Mwila who missed March’s 2021 AFCON Group H final two qualifiers against Zimbabwe and Algeria due to injury is set to end his three-year Chipolopolo hiatus this weekend.

Chipolopolo flew out to Dakar on Tuesday afternoon from Lusaka ahead of the June 5 friendly against Senegal in Thies.

Zambia will later fly to Cotonou on June 6 to play Benin on June 8.

The team will conclude the tour against Sudan on June 11 at Omdurman.

Doctors’ go-slow illegal-Ministry of Labour

The government has explained that medical doctors are not supposed to go on strike because they are essential workers.

Ministry of Labour and Social Security Permanent Secretary Chanda Kaziya said thus, the current go-slow by resident doctors is against the law.

According to a statement issued to ZANIS by the Ministry of Labour and Social Security Public Relations Unit, Mr. Kaziya said there is no law that allows essential workers to go on strike.

“There is no provision in the law that grants an essential worker to withhold labour even if they are unhappy with their working conditions,” he said.

He explained that the doctors should have used the court or the Ministry of Labour as a mediator in airing out their grievances instead of risking live of many people seeking medical services.

The Permanent Secretary in the Ministry of Labour quoted the law and said ‘when an essential worker goes on strike or on a go-slow, they shall not be paid their monthly salary.

Mr. Kaziya has meanwhile disclosed that government was already addressing the demands which the members of the Resident Doctors Association of Zambia (RDAZ) were making.

The doctors are asking for accrued benefits and have since decided to down tools.

He said the RDAZ members can only make a decision to go on strike if nothing is being done about their requests.

He clarified that it has already been communicated to the doctors that government, through the Ministry of Finance, is addressing their demands hence the need for them to practice utmost patience.

Mr. Kaziya has since appealed to the doctors to resume their normal duties and engage government through the Ministry of Finance to share a plan of how their demands will be met.

He added that essential workers need to abide with what the law demands them to do.

And Resident Doctors Association of Zambia president, Brian Sampa said requests have been made for some time now.

Dr. Sampa said RDAZ decided to go on strike in order to get a reaction from government.

He said doctors are not motivated because they are not getting what they are working for.

He explained that the association was expecting Ministry of Labour and Social Security to explain how government has fallen short of providing for the doctors.

Dr. Sampa vowed that the go-slow will only end when all the arrears and demands are met and the doctors are satisfied.

“Failure to meet their demands, the doctors are ready to face the consequences of not following the law,” he said.

Zambia is determined to hold a credible election that will be accepted by the people and observers-Wina

Republican Vice President Inonge Mutukwa Wina says the country is determined to hold a credible election that will be accepted by the people and observers.

Mrs Wina has also expressed confidence in Zambia’s preparedness to hold the August 2021 General Elections in line with the provisions of the constitution and other relevant regional and international instruments on the promotion of democratic values and Principles.

She says Zambia is committed to the principles and tenets of good governance and democracy and has already invited election observers from SADC, AU, EU, common Wealth Secretariat, COMESA and the Great Lakes Region.

‘‘We look forward to an election where everyone should come out and observe the health regulation and an outcome that will be acceptable to all Zambians. As a party in power we are open to an election result which reflects the will of the people,’’ She said.

The Vice President was speaking when Special Representative of the United Nations Secretary General to the African Union and Head of the UN office to the AU Hanna Tetteh paid a courtesy call on her.

Ms Tetteh is in the country to consult with Government and other stakeholders on UN’s continuing assistance in addressing all national priorities and maintaining a peaceful national environment during this period and beyond.

And Mrs Wina said the Covid pandemic pose a challenge to the established electoral practice and social wellbeing of the citizens.
She said Government will continue to urge citizens and all stakeholders observe the set health guidelines to prevent the spread of the pandemic during the campaign and the election period.

Meanwhile, Ms Tetteh said the UN is aware of the challenges posed by the Covid 19 pandemic on elections following the holding of 19 elections on the African continent last year under such conditions.

She said the elections can be the beginning of super spreader events if not well managed.

“The important thing is that whatever measures have been developed by the key stakeholders within the public service with the engagement of other actors is that those principles are applied consistently,’’ She said.

She has also stated that the UN will be open to facilitate dialogue among political players if called upon.

Ms Tetteh is also optimistic that the country will continue to be a good example with regards to leadership and democracy on the African continent.

And in response, the Vice President said continued collaboration with the UN office in Lusaka will go a long way in ensuring that the country comes out with elections that will be acceptable.

‘‘Ensuring that the measures are applied consistently and fairly will minimise any concerns among political players. We will do our best as Government to ensure that the playing field is levelled.

We will try to engage the opposition to adhere to some of these regulation set out by the Electoral Commission of Zambia and other stakeholders with regards to the observance of Covid 19 rules and regulations,” She said.

The Catholic Church has all it takes to involve itself in peace building

Zambia Conference of Catholic Bishops (ZCCB) president Most Rev. Ignatius Chama has observed that all efforts to bring about a peaceful Zambia cannot bear much fruit if people who want to take part in peace building do not have what it takes to be peace builders.

He said people cannot go into peace building without knowing their roles and place they would occupy in the process and the driving rationale.

Archbishop Chama said this when he opened a ZCCB Peacebuilding Webinar which attracted a wide range of participates from across all the Catholic Dioceses in Zambia on Monday 31st May,2021.

Archbishop Chama also said the Catholic Church has all it takes to involve itself in peace building needs and should from time to time to remind itself to brush up and dust up old positions so that its responses to being a peace builder are relevant to the Kairos -which is the right time to do the right thing.

“We are a Church that has all it takes to involve itself in peace building. But we need from time to time to remind ourselves to brush up and dust up our old positions so that our responses to the needs of the Church being peace builder are relevant to the Kairos,” he said.

“I see this workshop as a moment of revisiting and time turning our roles as a Church that is fully involved in peace building as well as brushing up strategies that will equip us in being peacemakers,” Archbishop Chama added.

Archbishop Chama further urged workshop participant to prepare the ‘laborers’ for peacemaking in Zambia, and their efforts be supported by the power of God so that the agents of peace building may become effective drivers and mediators of peace.

The workshop which will close on Thursday, 3rd June,2021 is being held under the theme; Towards Peaceful Zambia-The Role of the Church.

ZCCB held a similar workshop last November and drew participants from various levels of our church which included Bishops, Pastoral Coordinators, Caritas Directors, and Communication Secretaries from Dioceses and Archdioceses.

29 year old woman arrested for alleged rape in Nakonde

Police in Nakonde District of Muchinga Province have arrested a 29-year-old woman for defilement. Muchinga Province Police Commissioner, Lizzie Machina, who confirmed the incident yesterday, said Taona Namwalizi of Katozi village allegedly defiled a 15 year old boy after intoxicating him with liquor.

Ms. Mashina said the occurrence which happened on 30th May, 2021 around 19:00 hours was reported to Nakonde Police Post by the juvenile’s mother, Harriet Nambeya on 31st May, 2021.

“The matter was reported at Nakonde Police by Harriet Nambeya aged 34 who reported on behalf of her son aged 15 that he had been defiled by Taona Namwalizi,” she said.

She further stated that the victim who is a Grade 5 pupil sustained injuries on his manhood. Ms. Mashina explained that Namwalizi took advantage of the boy after she asked him to escort her for some errands within the village.

“The victim was at home with his grandmother aged 87 years when Namwalizi requested him to escort her to collect some credit around the village, “she said.

To the contrary, the accused however, took the minor to the bar and later to her house where she defiled her victim. Ms. Mashina added that the victim was persuaded to drink beer which supposedly got him drunk and dozed off , leading to Namwalizi sexually assaulting him.

“When he woke up he allegedly found the said suspect mounted on him, carnally knowing him, that’s how he shouted for help and two members of the public got alarmed and rushed to check what was happening,” she said.

She further disclosed that the victim was advised to seek medical examination, while the suspect will appear in court soon.

“Acting on this report, ZP form 32 was issued to the victim for examination and medication. The suspect was apprehended by members of the public and handed over to Nakonde Police Post , ” Ms. Mashina said.

Health Ministry PS dismayed at Assertions of faking COVID numbers to stop Opposition Parties from Campaigning

Ministry of Health Permanent Secretary Technical Services Dr. Kennedy Malama has expressed dismay at some assertions being made by some members of society that the Ministry of Health is falsifying COVID-19 cases to stop opposition political parties from holding rallies during the campaign period.

Speaking at a media briefing Dr. Malama said that in the last 24 hours 558 new cases have been recorded, representing a positivity rate of 6.9 the highest number recorded in over 2 months since the country came out of the second wave.

Dr. Malama said that the information shared by the Ministry is based on evidence and tests conducted, collective information that is gathered and given to the stakeholders who are the Zambian people so that they can take appropriate action.

“When you look at the team here, these are technocrats, we will be failing in our duties and responsibilities if we gave wrong figures, it is as good as resigning from your position,

“Why should I come here and tell the nation that we recorded 558 cases of COVID-19 when actually it’s 2? So what we are informing the Zambian people is that ‘this is the situation in our country,’ informed by the testing we are doing and the results we are getting.” Dr. Malama said.
Dr. Malama warns that from epidemiological reviews it is clear that the COVID-19 situation is worsening daily and the coming few weeks will be critical.

“Our hope lies in the fact that working together as a people we can change the landscape of COVID 19 in our country and avert the much dreaded Health and socio-economic disruptions we saw during the 1st and 2nd waves and even worse.” He said.

He further announced that the Zambia Medicines Regulatory Authority (ZAMRA) has now approved five (5) COVID 19 vaccines for use in Zambia, following stringent review processes undertaken and riding on the World Health Organization Emergency Use listing of the vaccines.
“These ZAMRA approved vaccines are for Zambia are;

Sinopharm (Vero Cells), Jansen (Johnson & Johnson), AstraZeneca Covishield, AZD 1222 5 – Korean AstraZeneca and the Pfizer Biotech.” He said
He added that Government is taking all necessary steps to mobilize vaccines for the Zambian people and we will continue updating the nation.
“As we have stated before the COVID 19 vaccines are able to prevent infection, severe disease and death. Is it possible for someone who was vaccinated to test positive to COVID 19? The answer is Yes its possible but changes of getting severe disease and dying from COVID 19 are far much lower compared to the unvaccinated.” Dr Malama said

The Permanent Secretary has also reiterated the call for Zambians to take all necessary measures to avoid further spread of COVID-19 by adhereing to the stipulated prevention guidelines.

“Let me stress the importance of avoiding super spreader events such as weddings, kitchen parties, chilangamulilos, public political rallies among others. Super spreader events have been documented in our country, the region and globally as fertile grounds for the rapid spread of the covid 19 infection and disease.” He said

50 headmen receive bicycles as Chief Kopa endorses the candidature of President Lungu

Fifty Headmen in Chief Kopa’s Chiefdom have received bicycles from President Edgar Lungu under the Edgar Chagwa Lungu Multipurpose Empowerment Cooperative (ECL – MPEC).

And Chief Kopa of the Bisa speaking people has endorsed the candidature of President Edgar Lungu for the forthcoming 12 August General Elections.

The traditional leader made the endorsement during the handover of bicycles to Fifty (50) headmen in the district.

Kanchibiya District Commissioner, Blandina Yombwe and Chief Kopa handed over the bicycles to the headmen.

The traditional leader, who has his hundred percent endorsement for President Lungu said that since Zambia’s independence no Head of State has ever distributed bicycles to the entire country.

“For those of you who were there in 1964, you will agree with me that no President has done what President Lungu has done for the Headmen,” said Chief Kopa.

He has since urged his counterparts in the country to show their appreciation to the President by giving him a vote on August 12.

And Kanchibiya District Commissioner Blandina Yombwe said that the donation were being handed over to the headmen on behalf of the President.

“The President heard your cry and today he has sent this bicycles for you so that you can carry out your duties with easy,” said Ms. Yombwe.

Meanwhile, One of beneficiaries Headman, Emmanuel Chibesa, thanked President Edgar Lungu for the bicycles saying headmen will now be able to carry out their duties with less challenges.

“ In the past they found it difficult to have meetings with the chief on the happening in their villages but now that they have transport it will be easy to travel to the chief’s palace, “Mr. Chibesa said.

He added that President Lungu deserves a vote from the traditional leaders as he has shown that he cares about their plight.

Zambia Police did not arrest and detain a lot of Resident Medical Doctors-Kanganja

Inspector-General of Police Kakoma Kanganja has dispelled reports being circulated in some sections of the media that Zambia Police arrested and detained a lot of Resident Medical Doctors.

In a statement, Mr Kanganja said to the contrary, only one Medical Doctor was called and interviewed by the Police.

He has since expressed displeasure on the conduct of some Resident Medical Doctors who staged an Unlawful Assembly at their Hostels at UTH in Lusaka yesterday.

He said the conduct was uncalled for and shall at no point be condoned by the police.

Mr Kanganja also stated that it has come to the attention of the police that not all those that paraded themselves as protesters yesterday are Medical Doctors, but that among them were importers who joined with the aim of deceiving the public.

He said this was evidenced by normal and smooth operations without any disruption of medical services at the health facility.

Mr Kanganja said it is evident that the action is politically motivated and the police, will follow the matter to the end.

“I am warning the doctors that, if such conduct continues, they risk having their association deregistered with the Registrar of Societies as their activities are in contravention of their Constitution presented to the Registrar of Societies at the time of registration,” he said.

“I, therefore, advise those that would want to continue with their illegal activities as was demonstrated today , to reconsider their position or risk being arrested,”.

CBU Robins have launched the 2021 Copperbelt Basketball Association Famine League season with a bang.

Robins recorded two straight wins in their first two games played at the weekend.

‘The Students’ beat CEC Queens 57-18 at Kalulushi Club on Sunday just a day after recording a 90-7 win over Roan Mystics at Don Bosco in Chingola.

The Hypocrisy of Banning Election Gatherings Knowing that PF is Done

ON 14TH MAY 2021 Chairperson of the Electoral Commission of Zambia Justice, Esau E. Chulu announced commencement of the campaigns for the 2021 tripartite elections, to be held on 12th August 2021. The best description for announcement is: give with one hand and take away with the other. Chulu did not stop at declaring Game On; on the same occasion he announced restrictions to political rallies and other gatherings in the pretext of avoiding turning these activities into sole-called super-spreaders of COVID 19.

Speaking during the launch of the electoral campaigns on Zambia National Broadcasting Corporation (ZNBC) on 14th May, Chulu announced that the campaign period would end on Wednesday 11th August 2021 ahead of the polls the next day. The media reported that Chulu had, however, “advised political parties to desist from holding rallies or gathering crowds” and that “it was important to do away with rallies due to the current threat of the third wave of COVID-19.”

In a normal functioning society, the call for caution and restricted campaign activities due to COVID 19 would be welcomed as a responsible act. Unfortunately, it is not and it should be labelled for what it is: hypocrisy of the worst order. It can also be characterized as an extension of the ruling Patriotic Front (PF) ban on political activities of other political parties and civil society, which has defined the PF reign for the entire five years of the electoral cycle. By the way, the last five years (2016 – 2021) have been the worst and the dark cloud of democracy since the advent of multiparty democracy in 1991.

By the way, we Zambians who are not party to it should accept blame for allowing a regime to take away our civil liberties and rights while we watch. A very dangerous precedent of ‘state capture’ of rights and liberties has been set and we will leave to regret it. I will leave the discussion on this subject for another day.
In terms of the subject of the day, the ban on rallies and meetings, I proffer two reasons for my claim of hypocrisy. 1. The country underwent numerous by-elections since COVID 19 first broke out in Zambia on 18th March 2021 and yet neither the Electoral Commission of Zambia (ECZ) nor the PF government ever made such a ban; 2. the PF party, at all levels, has been holding public rallies and all manner of (‘mask less’) meetings even during the worst moments of the pandemic. To the contrary, the opposition parties have only the three months which they granted by law to do campaign using whatever means they perceive as effective.

The question is, why the ban now? The COVID 19 cases are at lower and manageable proportions, with zero-digit mortalities on many days, compared to the days when PF members were traversing the country with impunity. The vaccine is now here and some essential workers, albeit appallingly too few, have been immunized. Most of the world is now opening up, and the most draconian restrictions being lifted.

The answer to the question ‘why now? Is simple: it is because the PF knows that they have done most of the campaigns. That was the plan. Footage of various PF gatherings abounds. The same ZNBC that they have been abusing as they have been traversing the republic campaigning is the evidence. We are all witnesses.

Speaking when he featured on ZNBC’s National Watch program Patriotic Front Media Director Antonio Mwanza says the party will follow the law and adhere to the set health guidelines to the later during the campaign period.

On 24th May 2021, a Lusaka Times reader blogging as FuManchu reacted to this pronouncement with the following:
Hope the opposition parties had a hunch of this being in the pipeline of strategies by PF of how to keep them off the campaign trail! PF cannot own the Covid 19 pandemic and be advocates of MoH guidelines! PF knows that the set health guidelines work for them if only they can have them enforced by the police, then the opposition will be restricted to their coops (or enclosures) with sound proofing!

In another show of hypocrisy, PF Member of the Central Committee Given Lubinda is reported to have “bemoaned the lack of adherence to health guidelines by the Opposition UPND that ferried their supporters to Lusaka when their leader was filling in nominations.” Lubinda further said the opposition UPND did not follow Covid 19 guidelines thereby putting their supporters in danger of contracting and spreading the virus. “What is more frustrating is that people had no masks, but he had double masks and gloves. If you are a leader, you are supposed to be the first one to suffer,” he said. How many times have we seen PF gatherings with mask(less) crowds? Too numerous to single out.
I take the words of Democratic Governance and Human Rights Advocates (DEGHA) Executive Director Gerald Mutelo as mine when he says that “the ruling PF has been the number one breaker of the COVID-19 guideline evidenced by the huge crowds during its meetings with members.”
In august 2020 I published an article titled “Covid 19: Our leaders Should Stop Sending Mixed Messages”. Following are excerpts of the article, which resonate with my subject of today.
“The ruling Patriotic Front and its government, through the Ministry of Health, are the carriers of the anti-Covid 19 messages and the President, as first citizen, is Campaigner-in-chief. Images of brazen breaking of the health guidelines at events organised by or featuring senior PF and government officials sends signals of disrespect for the country’s BCC campaign strategy and sheer hypocrisy. For instance, images have been circulating online of ecstatic crowds that went to witness the President’s official launch of the Makeni flyover bridge on Monday 3rd August; majority of the people in the crowd were mask-less and not socially distanced. This applies to the people that went to offer solidarity to Health Minister Chitalu Chilufya during his court appearing on 9th July. Likewise, on 27th July Lusambo said this to the media, “I’m worried about crowds that followed me in Kitwe.” He is also on record as the most ruthless government official towards individuals who abrogated the anti-Covid 19 health guidelines in Lusaka, especially during the early days of the ‘lockdown’. His catching the virus has been described as equally hypocritical and a semblance of “do what I say not what I do”.

“These hypocritical acts and bad examples from the leadership could be said to be responsible for the country-wide non-adherence to the health guidelines. There is overwhelming research data which confirms that followers believe in and by-and-large emulate the conduct of their leaders or ‘role models’. The generally negative attitudes towards wearing face masks among Donald Trump’s supporters lends fresh evidence to this body of knowledge.”

The ECZ/PF ‘ban’ on public gatherings should be ignored by the political parties. Let them use their wisdom, consciouses and standard COVID 19 guidelines to as they fully utilize the ONLY tool that they are legally entitled to, to sell themselves. Who knows, Zambians might in fact give them a sympathy vote. Voters are not stupid.
