Police in Solwezi Summon UPND National Youth Chairman Gilbert Liswaniso over unlawful rallies

United Party for National Development (UPND) National Youth Chairman Gilbert Liswaniso was yesterday summoned by Solwezi police and questioned over the alleged holding of unlawful rallies in the Province.

Responding to the summons a defiant Mr Liswaniso, however, said that there nothing wrong with meeting people and mobilising party structures ahead on the 12 August elections in a democratic dispensation like Zambia.

“We are operating within the confines of the law and we will continue meeting the people on the ground and organise party structures. We are not holding any illegal gatherings but simply reaching out to the suffering Zambians,” he said said.

Mr. Liswaniso reminded Zambians to open their eyes to see the evil, confusion and anarchy the PF has sown in the country.

“They are using the police and the Public Order Act to suppress and disadvantage the opposition, mainly the UPND. They have forgotten that the August election is not between the UPND and the PF but it is a battle between the good and evil, the suffering Zambians and the PF,” he said.

Mr. Liswaniso, however, assured the police that the UPND will always engage them as long as they work in a professional manner.

“It is disheartening to see the PF use youths to orchestrate violence in the country. We as UPND youths are so committed and resolved to stop political violence by encouraging politics of ideas. We have witnessed PF thugs coming to our meetings with intentions to provoke our youths so that they respond, but we have disciplined youths who have said no to violence,” he said.

Fr. Ngandwe is new MISA Zambia Chairperson

Fr. Benedict Ngandwe has been ushered into office to serve as the new MISA Zambia Chairperson following an elective Annual General Meeting (AGM) held on Friday at Golden Peacock Hotel in Lusaka.

Others elected into office include Jean Ndayisenga, Dr. Basil Hamusokwe and Fr. Barnabas Simatende as Committee Members to serve in the National Governing Council (NGC) of MISA Zambia.

Fr. Ngandwe who is also Radio Icengelo Director replaces Hellen Mwale who served in that position as the first female candidate and has contributed to the growth and development of the Zambian chapter of MISA.

Fr. Ngandwe thanked the outgoing Board for their work and called for unity for the development and growth of MISA Zambia.

The MISA Zambia NGC is responsible for providing policy direction to the institution thus rendering it a true democratic membership driven organisation.

The new board will serve for a term of three years.

Meanwhile, -A media trainer, Herbert Macha has urged journalists to acquaint themselves with the Electoral Process Act to avoid false reporting during this year’s general elections.

Mr Macha said Section 84 of the Electoral Act makes it illegal to publish false statements in respect of the candidate.

He said journalists should have vital information on the Act as it is a tool that will guide them on how to provide accurate news on the entire electoral process up to the declaration of results.

“During elections journalists should by all means avoid the use of abusive editorial comments which might insight violence,” he advised.

Mr Macha said this during media training on investigative reporting hosted by Free Press Initiative (FPI).

He stated that interviews should be conducted with fairness, adequate time, and treatment should be given to all the participating candidates in the elections.

Mr Macha further said the importance of knowing the legal requirements, statutes and ethical issues to consider during the process of investigative journalism will help journalists with the dos and don’ts on investigative reporting.

He added that journalists should always get information from credible sources and should by all means avoid attributes on anonymous sources at all times as this does not give credibility to the investigative story.

Chief Shikabeta clears air over villagers’ displacement fears

0

Chief Shikabeta of the Soli people in Rufunsa district has assured traders doing business in the gold area of Kawombo that they will not be displaced despite them paying loyalties to chief Chembe of Luano district.

Speaking during a meeting with the traders yesterday, chief Shikabeta said his chiefdom was a peaceful area hence anyone can settle freely. He urged everyone in the area to embrace the One Zambia, One Nation motto and promote development.

And Rufunsa District Commissioner, Judith Chama and a Shikabeta Royal Establishment Committee member, Philip Mutantika said the boundary wrangles between chiefs Shikabeta and Chembe were resolved by government.

Mrs. Chama urged the traders to freely start putting up structures and trade freely. She said the land dispute was settled at the government level during a meeting held in Lusaka in March this year.

She told the traders that they can choose either to trade from Shikabeta’s or Chembe’s chiefdoms.

Mrs. Chama said chief Shikabeta has given the traders plots to construct shops and urged them to put up permanent structures that will add beauty to the area.

She has meanwhile advised that no one should levy the traders apart from the council.

And Shikabeta Royal Establishment Committee member, Philip Mutantika said those that got farming land from chief Chembe should continue staying on their plots until village headmen are appointed by chief Shikabeta to formalize everything.

Meanwhile, Infinity Mining Limited General Manager, Zaheer Patel said his company is committed to working with government in creating jobs and enhancing development.

Mr. Patel said the company will employ people not only from Rufunsa but the entire country.

He said the company will contribute to the development of the area by putting up schools, health posts, water and a police post.

Former Community Development Minister, Emerine Kabanshi sent to Jail for Two years

22

Former Community Development Minister, Emerine Kabanshi has been jailed for two years. This is after the former Minister was convicted by the Lusaka magistrate court on charges of willful failure to follow procedure.

In this matter, Ms Kabanshi failed to follow procedure or guidelines, relating to engaging and amending the contract, between the Ministry of Community Development and ZAMPOST, for payments of Social Cash Transfer money.

In passing judgement today, Lusaka Resident Magistrate, Lameck Mwale said the offence, Ms. Kabanshi committed is serious and attracts a custodial sentence of up to 14 years.

He also said the circumstances, under which the offence was committed were aggravating, especially that ZAMPOST failed to pay the poor people, who needed the money.

Magistrate Mwale also stated that it is sad that those, who opposed the then Minister, were retired in the national interest, even if they meant well for the country.

He, therefore, said Ms Kabanshi needed to go to jail for 2 years, simple imprisonment so that others can learn.

Briefcase rice buyers invade Chama district

5

Senior Chief Kambombo of the Senga people in Chama district has commended the government for its commitment to improve the agriculture sector in the area.

The chief said the agriculture sector in Chama has in recent years recorded high yields owing to good agriculture policies coupled with the early distribution of farming inputs.

He was speaking at his palace yesterday when Muchinga Province Permanent Secretary Davison Mulenga paid a courtesy call on him.

Senior chief Kambombo said the Patriotic Front (PF) administration has performed well in various economic sectors, which include agriculture.

He was however worried that some briefcase buyers have invaded the area to buy the farm produce, especially rice from small scale farmers.

The traditional leader said the briefcase buyers, who include foreign nationals, are taking advantage of farmers’ challenges to access markets because of poor feeder roads.

Senior chief Kambombo has since appealed to the government to ensure that small scale farmers have access to markets where they can sell their produce at a competitive price.

“Briefcase buyers have invaded the district buying agriculture produce from the small scale farmers. These briefcase buyers are offering low prices,” he said.

He also appealed to the government to expedite works on the remaining 61 kilometres of the Chama-Matumbo road.

And Muchinga Province Permanent Secretary Davison Mulenga said government considers traditional leaders as partners in development.

“As government leaders, we will continue to consult traditional leaders on various matters affecting traditional leaders and their subjects,” he said.

Captain Mulenga promised to follow up the contractor engaged to work on the Chama-Matumbo road and find out when he is going to re-mobilise.

Meanwhile, Neria’s Investments has started delivering fertilisers to Chama district for the 2021/2022 farming season.

Chama District Commissioner Leonard Ngoma told Capt. Mulenga that authorities in the district have since started identifying transporters to be engaged for the distribution of farming inputs to various places.

Mr. Ngoma said it was the plan of the district administration to ensure that farming inputs are distributed to all the areas in Chama by August this year.

IBA hands Muvi TV final warning

The Independent Broadcasting Authority (IBA) has given Muvi Television a final warning after finding the station guilty of unprofessional conduct.

IBA Board Chairperson, Mabel Mung’omba says the Authority held a sitting on May 24, 2021 and established a clear case against Muvi TV over the manner it handled its Special Assignment programme which featured Economic and Equity Party (EEP) president Chilufya Tayali.

Speaking at a media briefing in Lusaka today, Mrs. Mung’omba said IBA was incensed with the conduct of the moderator who allowed Mr Tayali to make serious allegations without providing evidence and further failing to guide him against making unsubstantiated claims.

The IBA Chairperson has since sounded a warning to Muvi TV, saying the authority will be compelled to take punitive measures as prescribed by the law if the station is found wanting again.

“The Authority hereby gives Muvi TV a final warning failure to which the Authority will not hesitate to invoke Section 29 of the IBA (Amendment) Act Number 26 of 2010 which gives the Board the power to suspend, revoke or cancel any broadcasting license, issued under the Act,” Mrs. Mung’omba said.

Mrs. Mung’omba said IBA gave Muvi TV an opportunity to exculpate themselves as provided for in the IBA Act.

“In arriving at this decision the board is on firm ground because the due process of the law was followed in finding Muvi TV guilty of unprofessional conduct by giving the station an opportunity to be heard on 18th May, 2021,” she stated.

She said Muvi TV has had a poor compliance record in the past.

She recalled how IBA suspended the station’s license in 2016 for unethical conduct, before, during and after the 2016 general elections.

Mrs. Mung’omba also pointed out that the station has been receiving complaints from the general public.

“The station has had a number of complaints raised against it by members of the public including invasion of privacy by filing and conducting interviews at a business premise without obtaining permission and unauthorized use of a signal of another station,” she said.

And the IBA Board chairperson also recollected that on April 30, 2021, the Authority cautioned Muvi TV for failure to exercise good moral and ethical judgment when it featured Poor People’s Party president Alex Muliokela.

“The Authority directed the station to guard against broadcasting material which may cause humiliation, distress and violate human dignity contrary to Section 33 of the IBA Act Number 17 of 2002,” Mrs. Mung’omba said.

Meanwhile, IBA Board Chairperson also warned media houses against being reckless and irresponsible in their reporting in the run-up to the August 12, 2021 general elections.

Use of untrained coaches, referees unsettles NSCZ

The National Sports Council of Zambia (NSCZ), has expressed concern that most of the football teams in North-western province are employing untrained coaches and using unqualified match officials.

NSCZ Sports Development Committee chairperson Musunka Silungwe told ZANIS that the province requires a lot of technical support in terms of training and certification of coaches.

Silungwe said this after his committee visited Chavuma, Zambezi and Solwezi districts on a familiarisation tour of the province.

“We have travelled the great expanse of North-western province all the way to Chavuma and Zambezi…Zambia has a lot to offer in terms of enthusiasm for sport and talent. However, one of the challenges that we have noticed is that a lot of technical support is required in the province,” he said.

He said the other challenge which the committee discovered was transportation as most teams do not own buses to take them around to make fixtures.

Silungwe however said his committee can devise a strategy of acquiring buses for sporting teams which will be exempted from paying duty.

He has therefore requested all the teams wishing to procure sports goods and buses to contact the National Sports Council of Zambia for help.

He added that lack of sports facilities was another challenge, noting that many football teams are using school grounds.

Meanwhile, Silungwe was delighted to learn that Kansanshi mine has introduced a farmers’ league where villages around the mine area have made their own football pitches.

The mine provides villagers with all the equipment that they need for them to play soccer in an organised league.

Silungwe further revealed that the sports development committee is also trying to promote a policy of the inclusion of the girl child in sports.

“One of the policies that we are trying to promote under the sports development committee is the inclusion of the girl child in sport…countries that have performed well in balancing the participation of young girls and balancing gender are those whose sports have generally done much better than those countries which haven’t,” he added.

He has since encouraged the people in North-western province to support local sports by watching the games.

He explained that the financing of sports is from spectators who buy tickets to watch matches.

Silungwe and his team are in Northwestern province for a five day familiarization tour and are expected to complete the visit to the region tomorrow.

Chipolopolo Micho confirms approach for Dutch star

Zambia boss Milutin Sredojevic has confirmed that Chipolopolo have approached Dutch international Guus Til regarding a potential switch of allegiance.

Til, 23, was born in Samfya, Zambia, but moved to the Netherlands at the age of three and has represented the European country on the international stage, going so far as to make his senior debut for the country under Ronald Koeman in 2018.

However, the Spartak Moscow star could be set to switch allegiances to his country of birth after national team coach Sredojevic confirmed that the Football Association had approached him about representing Zambia.

“We have approached him,” the former Orlando Pirates boss shared on Twitter. “Respectfully, we shall see what the future holds ahead as we have some of his young age mates that would be an absolute football delight to watch.

“It is mind-blowing for Zambia football lovers to play together Guus Till [sic.], Patson Daka, Enock Mwepu, Fashion Sakala…”

Til started his career in the Dutch Eredivisie where he quickly established himself as a star player at AZ Alkmaar, scoring 28 goals in 96 appearances for the club from midfield to earn his first call-up to the Netherlands squad.

He then joined Russian giants Spartak Moscow in 2019 before spending the recently-concluded season on loan in the Bundesliga with SC Freiburg, although he is likely to be on the move again next season.

According to German publication kicker, Til has returned to his parent club despite Freiburg holding an option to buy him, and it is anticipated that he will return to Holland to spend the 2020/21 season on loan with Feyenoord.

Two-week vacation for inmates: Nothing signed so far-Dr Chileshe

28

The Head of the Zambia Corrections Service has clarified that the controversial proposal to start allowing inmates serving life sentences a two-week vacation to visit their families is yet to be signed into law.

Dr Chisela Chileshe told Journalists in Kabwe on Thursday that the proposal is contained in the Zambia Correctional Services Bill 2021 which is yet to be signed into law.

News that inmates serving life sentences will be granted two week vacations on good behavior has been met by uproar with many stakeholders saying the move will pose security risks to society.

But Dr Chileshe clarified that he did not state that President Edgar Lungu had signed into law the piece of legislation that will operationalize the provision that allows inmates to take vacations.

He said what is true however is that there are provisions in the Bill which are looking at improving in mate welfare and vacations are also provided for in the proposed law.

Dr Chileshe admitted that even the soon to be repealed Zambia Prisons Act has some progressive provisions which were over looked.

“Even in the old at Act, provisions are there to administer the welfare of inmates. We have been revising these laws and our Bill went into Parliament and went through all the stages but it is not yet to be signed into an Act,” Dr Chileshe said.

He added, “in the new way of doing things, we are talking about good governance and good practices in the general administration of inmate’s welfare. There are Articles that offer provisions for licenses to be released on condition that the inmates fulfill the conditions.”

“If they commit an offence, then their license is revoked. The Commissioner General has the right to give an inmate time to go and attend to personal, family matters and this time is determined and granted by the Office of the Commissioner General depending on circumstances. This is not strange, it’s enshrined in the Bill and the Act to be. This is good governance and its about managing inmate’s welfare. This has nothing to do with elections, these are the enshrined in our laws.

Dr Chileshe said the soon to be Corrections Act will improve the way to administer the inmates.

“We have put in place what we refer to as the Mandela rules. We won’t be stopped by circumstances. I didn’t say President Lungu has invoked provision to send inmates leave to go and enjoy themselves but I was merely stating the positive provisions contained in the Bill.”

Zambia’s annual inflation jumps to 18-year high

17

Zambia’s annual rate of inflation rose by 0.5 percentage points in May compared to April, the country’s statistics agency said on Thursday.

The annual inflation rate, as measured by the Consumer Price Index, rose to 23.2 percent in May from 22.7 percent in April, the highest in 18 years.

This was mainly attributed to increases in prices of food items such as fish, oils and fats, among others.

In a release, the statistics agency said food inflation increased to 28.5 percent during April from 27.2 percent the previous month while non-food inflation decreased to 17.1 percent from 17.5 percent.

Meanwhile, the country’s monthly inflation decreased to 2.0 percent in May from 2.1 percent in April.

This was mainly due to general price movements of selected non-food items.
