Districts urged to think beyond 2021 when inputting for 8NDP

Muchinga Province Assistant Director for Planning, Morris Kamenda has called on district heads of government departments to think beyond 2021 as they submit proposals to the 8th National Development Plan.

Mr.Kamenda said as the Seventh National Development Plan comes to an end, there is need to evaluate the district performance, and lessons learnt during the implementation.

He was speaking in Chinsali yesterday during the special District Development Coordinating Committee (DDCC) consultative meeting held in the district conference room.

He said the 8th National Development Plan calls for reforms from all stakeholders that will contribute to the resuscitation of the economy through various diversification and promotion of locally available materials and value addition.

Mr. Kamenda explained that Government is expecting inputs from all stakeholders that will sum up to the amendment of the policies to suit the recently launched Patriotic Front (PF) manifesto for 2021-2026.

“We are coming to the end of the Seventh National Development Plan and as we formulate the 8th National Development Plan, we need to bring on board all stakeholders so that together we share lessons coming from the 7th National Development Plan and want to need to include in the 8th National Development Plan,” said Mr. Kamenda.

And speaking earlier, Chinsali District Commissioner Mary Chifuna called for unity of purpose and ensure that the submissions work to the benefit of vulnerable people in the district.

She said Chinsali district has the potential to diversify its economy through various sectors and empower the local people with money.

“Chinsali has potential to contribute positively to the economic development of the country and all we need to do is to work hard in various sectors of the economy,” said Ms. Chifuna.

And during presentations under Pillar 4 of Good governance, among the submissions were strengthening market linkages so that farmers have ready and reliable markets with reasonable prices.

They proposal also states the need to have a comprehensive policy of gradually reduce on the importing food such as onion, rice and vegetables from the neighbouring countries in order for the Buy Zambia Campaign to achieve its objectives.

Recently, in his address to parliament on National Values and Principles, President Edgar Lungu emphasised on the need to start promoting and consuming the locally grown food.

This is aimed at promoting value addition to the local food which in turn will contribute to the Growth Domestic Product (GDP).

Nkana Face Big Test at Zesco United

Champions Nkana on Wednesday continue with their battle for survival when they visit FAZ Super Division leaders Zesco United away at Levy Mwanawasa Stadium in Ndola.

Second from the bottom Kalampa’s mini-revival shown in their last two league matches will be tested by Zesco, who have posted ten straight wins.

Zesco have 55 points and Nkana are on 25 points after playing 25 matches each.

Nkana must beat Zesco to keep alive their dwindling survival hopes.

Zesco beat Nkana 2-1 in the first round match played in Wusakile earlier in the season.

In other midweek matches, Power Dynamos starts life minus coach Perry Mutapa with a tricky visit to second placed Zanaco in Lusaka.

Konkola Blades Coach Bwale Recovering

Promotion contenders Konkola Blades say head coach Charles Bwale is recovering almost three months after falling ill during training in Chililabombwe.

Bwale was hospitalised last February after collapsing during training before proceeding on sick leave in Lusaka.

Since then his assistant Lewingtone Mujembe has been drilling the FAZ National Division 1 side.

Club Secretary Mupeta Musonda is hoping Bwale can resume work before the season ends.

“Coach Bwale is still recuperating. At least now he has recovered, you are able to talk to him, he is able to discuss issues,” Musonda said.

“Any time he might join the team. Any time soon, before we close the season,” he said.

Musonda also spoke about Konkola’s aspirations to win promotion back to the FAZ Super Division.

“Our main objective is to ensure that we qualify for the Premier League. The boys are on top of the game,” he said.

Ahead of Wednesday’s delayed fixture against leaders Kansanshi Dynamos, Konkola are second in Division 1 on 50 points, two behind their rivals, after 26 matches played.

Nkana Queen Apologise For Attacking Referees and Ball Boy

Nkana Queens have apologised over the violent conduct of their players during Sunday’s away FAZ National Women’s League match against ZISD in Lusaka.

FAZ have provisionally suspended Nkana Queens from the league after some of their players beat up referees and a ball boy during the match against ZICD.

FAZ has given Nkana Queens up to May 13 to submit names of all those involved in the violent incident against the match officials and ball boy.

“As Nkana Queens we condemn the hooliganism that was exhibited by our players. We are very sorry. We apologise to FAZ and ZICD,” said club President Beston Chambeshi Jr.

“We have reprimanded some of the players and we are in the process of reshuffling the technical bench in order to have a balanced squad and instill discipline in the team,” Chambeshi said.

The club has since appealed to FAZ to lift suspension in order not to disadvantage players that were not involved in the incident.

“We are very sorry and there is nothing more that we can say. We just ask FAZ to lift the suspension so that the other girls that were not part of the fracas can go back to doing what they love, that is their bread and better. I am sure people learn from those incidences,” Chambeshi said.

Attorney General Supports Changes made by ECZ to the Presidential Candidate/Running Mate affidavit

ATTORNEY General Likando Kalaluka says there is no need for any amendment to the Presidential Candidate/Running Mate affidavit.

According to the petition, the new version of Affidavit for Presidential Candidates/Running Mate has omitted or neglected to include the mandatory requirement of Article 106(3) which compels respondents to swear that ; “I have not twice held office as President”.

The Attorney General said this in his answer to a petition filed by Constitutional lawyer John Sangwa.

Sangwa petitioned the court, seeking an order that the Electoral Commission of Zambia (ECZ) be commanded to amend the Presidential candidate/Running Mate affidavit.

He argued that the affidavit in its current version does not meet the requirement of Article 52 of the Constitution.

Sangwa is challenging Statutory Instrument No 63 of 2016 which was published in the Gazette on August 12, 2016.

But Kalaluka has filed an answer and also raised two preliminary issues.

He stated that Sangwa’s prayer for amendment of the affidavit does not take into account Article 106 (6) of the Constitution and the Constitutional Court’s pronouncements in the case of Dr Dan Pule and Others vs the Attorney General, Davies Mwila (PF Secretary General), the Law Association of Zambia and Stephen Katuka (UPND) and Bampi Kapalasa and Joseph Busenga Vs the Attorney General cases in which President Edgar Lungu was declared eligible to contest the August 12 General Elections.

Kalaluka argued that Sangwa’s petition seeks to grant the court jurisdiction to draft legislation which jurisdiction directly flies in the teeth of Article 62, 128 and 177 of the Constitution.

“Accordingly, this court has no jurisdiction to entertain the petition,” he stated. “It is not a mandatory requirements to include the provisions of Article 106(3) of the Constitution of Zambia in the affidavit for Presidential Candidate/Running Mate Form No, Gen 4 as the said Article 106 (3) relates to the tenure of Office of President which is not provided for under Article 100 of the Constitution.”

And Kalaluka in the alternative, has argued that the part on the affidavit which states that: “I qualify for nomination as a Presidential Candidate and the disqualifications in Article 100 (2) do not apply to me” confirms that all the Constitutional requirements relating to the nomination of a Presidential Candidate have been met.

“In the premises, there is no need for any amendment thereof,” he said.

Meanwhile, Kalaluka argues that there has been an inordinate delay on the part of Sangwa in challenging the constitutionality of Statutory Instrument No 63 of 2016.

The Attorney General therefore, wants the court to determine whether or not the allegation/contention that the affidavit for Presidential Candidate/Running Mate Form No Gen 4 prescribed by the Electoral Process (General) Regulations SI No 63 of 2016 promulgated on August 12, 2016 does not meet the requirements of Article 52, is out of time contrary to section 67 (3) of the Constitution.

Kalaluka also wants the court to determine whether or not Sangwa, by seeking amendment for the affidavit for Presidential Candidate/Running Mate in order that it includes words: “I have not twice held office as president” is inviting the court to exercise the jurisdiction of drafting legislation contrary to Article 62, 128 and 177 of the Constitution.

“That the said challenge can only be entertained by this court if instituted within 14 days of the publication of the Statutory Instrument in the Gazette in accordance with Article 67 (3) of the Constitution.

Zambia will on 12th August, 2021 go to polls and citizens will be exercising their democratic right of choosing leaders of their choice at various levels.

The elections are usually preceded by series of public political activities such as campaigns with a view of according every political party taking part in the election an opportunity to reach out to the electorate.

With the foregoing, our resolve as the Zambia Police Service is to ensure that we provide an environment conducive for all political parties participating in the forthcoming elections to conduct their scheduled activities in a peaceful environment.

However, this cannot be possible if political players do not commit themselves to conducting peaceful political activities. I am, therefore, urging the leadership of all political parties at all levels to take a lead in preaching peace to their supporters.
Political parties are also advised to submit their campaign schedules to respective regulating officers without undue delay so as to allow the police come up with a consolidated plan of all expected political activities.

This is with a view of avoiding clashes between political players as well as complaints on unfair treatment in the application of the Public Order Act.

As political parties commence campaigns in a few days’ time, my advice is for all of them taking part in the elections to observe provisions of the law as well as electoral regulations that guide the conduct of political players some of them being the electoral code of conduct, Electoral Process Act and other relevant legislations.

In previous elections, we had experienced occurrences where some cadres were deliberately provoking members of opposing political parties by straying into their camps or public gatherings which in most instances resulted in public order disturbance.
I am warning those with such tendencies that police shall not hesitate to arrest them if found wanting. It should be understood that section 26 of the Electoral Process Act criminalises such conduct.

Furthermore, pulling down, defacing or destroying other political party’s campaign materials is criminal and shall not be condoned.

Political leaders at various levels should play their role of educating their cadres against engaging themselves in acts that may trigger violence.

All political parties should conduct constructive and issue based campaigns devoid of hate speech, inciting violence or violence.
Political activities should be focused on presenting political parties respective manifestos to the electorate and leave it to the electorate to exercise their constitutional right of choosing their preferred leaders without coercion.

Zambia has been on record to have conducted peaceful elections in the past, a clear indication that, even in the coming elections, we can accomplish a violence free election.

Political players should appreciate the need for co-existence by exercising high levels of tolerance for divergent views and avoid engaging themselves in provocative behaviour.

It should be understood that every citizen of this country has got a responsibility to see to it that peace, law and order prevails during the whole electoral process. Peace cannot be attained through violent means but through peaceful means.
My call is for everyone involved in the elections to exercise maximum restraint and embrace peace before, during and after elections.

The Zambia Police Service, being an institution charged with a constitutional mandate of maintaining law and order, has made adequate preparations for effective policing of the forth coming elections which include training of police officers in policing elections, Investigation of electoral offences, Intelligence gathering as well as Crowd management and control.

We have also trained members of Community Crime Prevention Units with a view of utilising a community policing concept to avert violence before, during and after elections.

My command has adopted an open door policy to enable all stakeholders in the electoral process to seek redress in matters that may affect them during and after the election period.

We are deploying a sufficient number of police officers to police elections and we are assuring all stakeholders in the electoral process of their maximum protection.

Over 200 UPND members defect to PF in Liuwa in Western Province

Over 200 UPND members in Libonda ward of Liuwa constituency in Kalabo district, Western Province have defected to the ruling Patriotic Front ( PF).

This came to light during the continued mobilization tour of the adopted PF Liuwa constituency candidate Mwangala Mwenda in Libonda ward.

Former UPND Libonda ward Chairman Matakala Sitali said the opposition UPND in the area it has not delivered development adding that schools such as Mukola has not received any help from the incumbent lawmaker Situmbeko Musokotwane.

Speaking on behalf of his fellow defectors, Mr Sitali said the adoption of PF Liuwa constituency candidate Mwangala Mwenda has cheered all the electorates of Libonda ward.

He on behalf of the defectors promised to vote for all the aspiring candidates on the PF ticket.

Mr Sitali said that there clinging to the opposition UPND in the constituency has made the area to lag behind in terms of development.

The Former UPND Libonda ward Chairman has urged voters in the entire constituency to come in numbers during the forth-coming general elections and cast their votes on the PF ticket led by President Edgar Lungu.

Meanwhile, the PF candidate for Liuwa constituency, Mwangala Mwenda has welcomed all the defectors by urging them to bring more members from all the wards into the ruling Patriotic Front.

Mrs Mwenda said it is only under the leadership of President Lungu that Liuwa constituency can receive meaningful development adding that it is high time that people in the area voted for a woman.

Kasenegwa district records over its set target for Cervical Cancer screening

The Ministry of Health in Kasenengwa district has beaten the quarterly target for Cervical Cancer Screening.

District Health Director (DHD) Dingase Mvula said the ministry managed to screen 189 women for cervical cancer against the quarterly target of 188 in the first quarter of the year.

Speaking in an interview with ZANIS yesterday, Dr Mvula said out of the 189 women that were screened, 10 were found positive for cervical cancer.

The 10 positive cases, two were treated within the district while eight cases were referred to Chipata Central Hospital for further medical attention as they were in an advanced stage.

‘’We managed to screen 189 women in the first quarter against our target of 188. Out of the number we screened, 10 were found positive.

“ Two cases were treated within our district with cryotherapy (freezing) while the rest were referred to Chipata Central Hospital for Loop Electrosurgical Excision Procedure (LEEP) due to the size of the lesions’’ she said.

The static screening equipment was installed at Madzimawe Rural Health Centre but that trained health personnel do conduct outreach programs in various health facilities to enable more women access the services at their door steps.

Dr Mvula has since urged women to consider going for cervical cancer screening as it can be treated if found in early stages and stop it from spreading.

Dr Mvula said her ministry will enhance sensitisation especially to the traditional leadership as people have a lot of misconceptions about the procedure.

She said some women think the procedure is very painful and instruments used are big which can damage the intestines hence the need to enhance sensitisation in communities.

Zambia is currently experiencing a high burden of non-communicable diseases (NCDs) with significant consequences on morbidity and mortality. Among the four NCDs, cancer has had significant morbidity and mortality, especially cancers that affect women.

A national strategic framework for the management and control of cervical, breast, and prostate cancers, and retinoblastoma in Zambia has put in place for 2016-2021.

KK supports green environment

First Republican President Kenneth Kaunda has urged youths to take a leading role in the reforestation and landscape restoration programmes.

Dr Kaunda said planting valuable trees such as the mukula was one way of restoring nature and creating wealth for generations to come.

The Former Head of State emphasized that he will remain passionate about tree planting as he did during his time in office.

He made the remarks at his house yesterday through the son Tliyenji Kaunda when an organisation called Mukula Forever donated and planted 100 trees at his residence.

Dr Kaunda, stated that as a Goodwill Ambassador of Zambia plant a million initiative, he remains enthusiastic about the preservation of the ecosystem.

“I know that youths have a lot of energy which needs to be directed in the right cause. After we received the donation of the 100 trees, instead of getting other people to plant, we gave you this portion of land to do the planting yourselves a thing which is commendable and should be carried on,” charged Dr Kaunda.

The First Republican President commended the youth led organisation for having planned to plant 100 Mukula trees at the plots of both the living and departed Presidents.

He pointed out that it was encouraging that an idea of Mukula tree planting has been born domestically at a time when people grabble with indiscriminate cutting of the specie.

And Mukula Forever Organisation Director Mubanga Vwalika explained that the donation of 100 Mukula sub-lings to the First Head of State was part of celebrating his 97th birthday.

The visibly amused Mr Vwalika said his organisation that has the presence in Lusaka, Muchinga and Copperbelt provinces has a target of planting 1 million trees this year.

Mr Vwalika explained that the 150 member environmentally oriented organisation will continue working with key stakeholders in the protection of nature in order to curb the deforestation in the country.

“Our project is not just about planting trees it is also about changing destines. As youths we encourage each other to thrive and be the best that we can be. Through this project we know a lot of youth will go back to school and become great leaders of our country,” he stressed.

He further hailed the office of the first Republican President for having been keen on the planting of trees and restoration of nature in the country.

Michael Chilufya Sata clinic commissioned in Kabwata

Member of Parliament for Kabwata constituency , Given Lubinda says government is building clinics within communities because people deserve health facilities closer to their homes.

Mr Lubinda who is also Minister of Justice said government has built a clinic in the area so as to decongest the Chilenge level one hospital.

Mr Lubinda said this in Lusaka today when he commissioned the over K927 thousand Michael Chilufya Sata clinic built in his constituency.

“We built this facility for ourselves, we built this facility because the people in this area deserve a facility close to their home,” Mr Lubinda said.

Mr Lubinda noted that the newly built hospital is meant to decongest the Chilenje level one hospital as the hospital is only supposed to be accessed through referrals from primary health care centers.

“As all of you are aware, Chilenje only has one hospital which is only supposed to be accessed through referrals,” he said.

He also commended the Chilenge ward 8 civic leader, Patrick Mwape and the residents of Rock field for protecting the clinic land from illegal encroachment.

Speaking at the same event, Chilenje ward 8 councilor, Patrick Mwape said the clinic is of great significance to the residents of Chilenje ward 8 as the population of Chalala has increased in the last few years thereby causing congestion at Chilenje level one hospital.

“The clinic will provide primary care services which will make room for the level one hospital to provide secondary health care services which in turn ensure timely response,” the civic leader added.

Meanwhile, Lusaka Province Acting Health Director, Sophia Msiska has urged residents to guard the facility well and refrain from vandalism.

Dr Msiska commended government for remaining committed to achieving their goal to provide universal health coverage to all Zambians without leaving anyone behind by prioritizing and building a health facility.

“I congratulate area member of parliament, the councillor and the city council for prioritizing and building this wonderful health facility,” she said.

And Patriotic front Kabwata constituency Chairperson, Travor Ngandu took the opportunity to thank honorable given Lubinda for his hard work he exhibited as area member of parliament for Kabwata for 20 year.

Mr Ngandu expressed pleasure that Kabwata is one of the well-developed constituencies in the country due to the dedication and hard work of its area member of parliament.

Inspector General of Police Kakoma Kanganja has urged political players participating in the forthcoming August 12, 2021 general elections to conduct their political activities in a peaceful manner.

Inspector Kanganja cited incidents in previous election campaigns that were plagued with violence by cadres in some political parties.

He explained that the country experienced occurrences where some cadres were deliberately provoking members of opposing political parties by straying into their camps which in most instances resulted in public order disturbance.

Contained in a statement issued to ZANIS in Lusaka, Inspector Kanganja urged political party leaders to educate their cadres against engaging themselves in acts that may trigger violence.

The inspector General said it was essential for political players to appreciate the need for co-existence by exercising high levels of tolerance for divergent views and avoid engaging themselves in provocative behaviour.

Woman dies in fatal road accident

A 35 year old woman has died in a road traffic accident in Mansa district after the vehicle she was travelling in overturned.

Confirming the development to ZANIS, Luapula Province Police Commissioner Chilije Nyirenda said Annie Musonda 35 of Chililabombwe District met her demise on the 10th April 2021 around 13:00 hrs at Mulopa Village in Kabunda area of Mansa.

Mr.Nyirenda said the incident occurred when John Lunga 24 also of Chililabombwe lost control of a Toyota Prado registration number ABR 7788 he was driving following a tyre burst which led the vehicle to overturn several times along Kabunda road in Mansa District.

“Ms. Musonda met her fate on her way to Kabunda to escort her daughter who was reporting back to Holy Trinity Girls Boarding School,” stated Mr. Nyirenda

He says the deceased died on the spot as a result of fatal injuries she sustained in the accident.

Mr. Nyirenda also disclosed that the deceased was in the company of her other children Annie Kalunga 16, Trace Kalunga 13 and another person Prince Stumbeko 21 who survived the accident but sustained slight injuries and are in stable condition.

He says the body of the deceased person has been deposited to Mansa General Hospital.

National Land Policy launched

Government is optimistic that the launch of the National Land Policy will help improve land administration and management across the country.

Minister of Lands and Natural Resources Jean Kapata has expressed hope that the land policy will not only address administration and management concerns for the present generation, but also for future generations to come.

ZANIS reports that the Minister was speaking in Lusaka today, when she officially launched the National Lands Policy, which she did virtually.

Ms Kapata notes that the policy is aimed at addressing most of the issues that have been a challenge in land administration, and could not be comprehensively addressed by the other existing land policies, with the principle being the Lands Act of 1985.

“The lack of a comprehensive policy framework in the sector has been a major obstacle to addressing many land related challenges in the sector” she said.

She mentioned that some of the challenges that the policy targets to address include land encroachment, land displacements, land disputes and inadequate availability of serviced land, which is in view of the growing population.

The Minister of Lands and Natural Resources further highlighted that some of the key changes in the policy include electronic processing and issuance of land title, allocation of land to women, youths and persons with disabilities, among other changes.

The Minister also commended President Edgar Lungu, the House of Chiefs and other stakeholders who were directly involved in ensuring that the document is delivered successfully.

John Laing mini hospital coming

Minister of Health Jonas Chanda has launched the programme to construct John Laing mini hospital aimed at taking health services closer to the people of Kanyama area.

Dr. Chanda noted that the construction of John Laing mini hospital is one of government’s promises and commitments to achieving universal health coverage through equity of access to cost effective and quality health care services.

He said John Laing mini hospital is among the 108 mini hospitals that the government has planned to construct across the country.

Dr. Chanda further said once completed, John Laing mini hospital will decongest Kanyama level one hospital.

He disclosed that the mini hospital will have the state of the art medical equipment, water reticulation system, an incinerator, and four staff houses.

“John Laing mini hospital once completed will provide not only outpatient, in patient and maternal and child health services, but will also enhance the health of the catchment community at large as it will be a hub for primary health care services providing both health promotion, disease prevention, and curative health services,” he said.

And Dr. Chanda has disclosed that Lusaka province has so far benefited seven mini hospitals which are complete and fully operational.

He meanwhile thanked the British government for the financial support rendered for the construction of the mini hospital.

“I want to take this opportunity to thank the British government for this sustainable and high impact investment which is in line with the government’s resolve to enhance bi-lateral cooperation for the mutual benefits and strengthened friendship for our two countries,” he said.

And Kanyama Member of Parliament Elizabeth Phiri said the mini hospital in John Laing will reduce the challenges of accessing health services in the area.

Ms. Phiri, who is also the Minister of Gender, commended the government for its continued support towards bettering the lives of the people of Kanyama constituency.

She said the people of Kanyama constituency were grateful to government for the mini hospital which is going to be the first of its kind.

“It is high time that the people of the Kanyama constituency benefit from the national cake because of the hard working President that the country has,” she said.

Meanwhile, a Kanyama resident Alfred Sichimba has appealed to other residents in Kanyama constituency to guard the mini hospital when it is complete and protect it from vandalism.

Media reminded of task ahead of polls

The Human Rights Commission (HRC) has reminded the Zambian media of the mammoth task it has to perform ahead of the forthcoming general elections this year.

HRC Chief Investigations and Legal Services Officer Kims Banda said part of the task is ensuring that the free will of the people prevails in the 2021 elections.

Mr. Banda said this when he welcomed participants to a review and validation media workshop organized by the Human Rights Commission.

The workshop also looked at the election monitoring tool on the administration of the Public Order Act (POA) in Kabwe today.

He said the media must report fairly, accurately and provide credible information to guarantee the free will of the people in an election.

“We feel the media has a critical role not only to monitor the free will of the people but to also report fairly and accurately of credible information,” he said.

Mr. Banda said it was the commission’s wish that the government provides security to those that genuinely seek the freedom of assembly.

He added that the HRC is also concerned that the media personnel have been victims of violence during election campaigns.

Mr. Banda has meanwhile reiterated that an election is a human rights issue which is enshrined in international and regional statutes.

He stated that Article 21 of the constitution stipulates that, “the free will of the people is the basis for the authority of any government.

“Those who preside over the affairs of the country only do so on the free will of the people. This entails people voting freely and in lateral sense,” he stated.
