‘Sate-Sate’ Kampamba’s Soccer Academy Gets Kit Donation

Kitwe’s Sate Sate Soccer Academy has received a donation of jerseys from Copperbelt business executive Nichodimus Kalobo.

Academy owner Ronald ‘Sate Sate’ Kampamba received the new kit from Kalobo.

Kampamba, the Nkana striker, said the new kit will motivate youngsters at the academy.

‘We are thankful to the Kalobo family for the support. This is not the first donation, they have us given us balls,’ Sate Sate said.

‘The boys are happy and they want to play using the new kit today but we have told them that there is no football because of coronavirus. Playing in a new jersey motivates young players,’ Kampamba said.

Kampamba said managing an academy while actively playing was challenging.

‘It’s not easy; we need a lot of things like water, drinks, balls and training equipment. We are praying that more people come to support the academy,’ he said.

Health Minister Dr. Chitalu Chilufya has said that the role of the Ministry of Health and that of the many health workers at the frontline is to fight Covid 19 on behalf of the Zambian citizens and that they will continue to do this to the best of their abilities, without being swayed by false reports being peddled by some sections of social media.

Reacting to social media allegations of that there is stealing of donated COVID-19 fight resources, the Mr said that from the time they wake up in the morning after very little sleep, all energies are focused solely on how to defeat the invisible enemy which is devastating the lives of many citizens around the globe, Zambia included.

Dr. Chilufya said they would therefore not be drawn into responding to fake news items as doing so would be glorifying false narratives.

“We take note of the negative comments on some social media platforms but do not respond because we won’t glorify such evil with answers,” he said. “For those that think the priority of the Ministry of Health is to steal, we guide that we are at war with Covid 19 and have no time for anything else,”

“We are a transparent government and remind you that our values remain Prudence and Fiduciary Integrity and that we will ensure that all get to the community,” he added.

He stated that various Members of Parliament are already collecting the donated materials for distribution in their constituencies.

He called on members of the public wishing to find out anything about the Covid donations to feel free to contact the Ministry of Health at any time stating that the Ministry has an open-door policy and a fully operational communications department which comes complete with a call center and available 24/7 to respond to queries about anything the general public wishes to know.

He thanked the business community and cooperating partners for their continued support towards the fight against Covid 19 and announced that the audit conducted on donated funds had shown that K1,054, 000 had been deposited into the Ministry of Health Emergency Fund, adding to the already existing 51 million which the Ministry of Finance had released to set up the contingency fund as directed by the President.

The Minister said that the funds are being used to procure PPE test kits and other items needed in the fight of COVID-19 and that the government has put in place internal and external audit systems that are working closely together to ensure that there is no pilferage.

Government to buy 1 million metric tonnes of Maize this year for Strategic Reserves-President Lungu

President Edgar Lungu yesterday inspected the Food Reserve Agency (FRA) storage sheds in Lusaka’s industrial area. During the inspection, the President said Government will buy more than one million metric tonnes of Maize for strategic reserves during this year’s maize marketing season.

According to a statement released to the media by Statehouse, the President said the government wants to take advantage of this year’s bumper harvest to buy more maize as the weather patterns for next year cannot be predicted due to climate change. The President has since asked the Ministry of Finance to fund the FRA on time so that they start purchasing maize. “The Agency will buy maize starting with the areas that will meet the moisture content,” President said.

The President has further instructed the Agency to avail the Minister of Finance with a schedule on procurement of maize to enable the ministry to start processing payments.

And the President says the country is food secure. “Those who want me to declare hunger as a national disaster don’t mean well. Those are the same people who want me to completely lock down the country so that they can, in turn, blame me when the economy collapses. FRA has enough maize to feed the country including the people that have been affected by floods,” the President added.

At the same event, Minister of Finance Bwalya Ngandu assured the President that the Ministry of Finance will make funds available for the procurement of maize. And Minister of Agriculture Michael Katambo urged farmers not to sell all their Maize but conserve some for home consumption.

The FRA Executive Director Chola Kafwabulula said the Agency has so far given the Disaster Mitigation and Management Unit (DMMU)under the Office of the President 93 metric tonnes of Maize for food relief. He said the Agency has more stocks of Maize for relief food. The FRA Executive Director also asked the President to ensure that money for buying maize is released early.

Allegations that UPND MPs have boycotted COVID-19 fight are myopic-Mwiimbu

The UPND has described as pathetic and myopic allegations by Southern Province Minister Edify Hamukale that its members of Parliament in the Province boycotted the fight against coronavirus.

Leader of the opposition in the National assembly Jack Mwiimbu has challenged Mr Hamukale to produce any evidence that UPND members of parliament were accordingly informed that they were required to collect materials from the ministry of health.

Mr Mwiimbu said Mr Hamukale and his Permanent Secretary are playing cheap dirty politics that are inimical to the fight against corona virus.

He reminded Mr Hamukale that Zambia can only win the fight against COVID-19 if he desist from petty cheap politics.

Mr Mwiimbu reiterated that the UPND, through its President Hakainde Hichilema has made generous and tremendous contributions through the ministries of Health and Home Affairs to fight the corona virus.

He said the UPND Mps and other leaders have been apolitical in this fight against the pandemic.

Mr Mwiimbu said UPND MPs have mobilised resources to purchase various items to fight the pandemic and it must be noted that Zambians have been united to fight pandemic without any political considerations.

He said Mr Hamukale should realise that Zambians are not competitors in a musical concert where they sing the way he wants.

Decision to shut down SAA saddens CTPD

Reports that a decision to shut down troubled South African Airways has been reached has saddened the Centre for Trade Policy and Development.

CTPD Executive Director Isaac Mwaipopo said the development is saddening.

He said shutting down SAA is bad for South African but hoped that Zambia could learn from the experience as it attempts to relaunch Zambia Airways.

“Too bad for South African Airways, hopefully, our government can learn something from this turn of event,” Mr. Mwaipopo said.

He said CTPD has for the past two years been advising the government to reconsider its intentions to relaunch a national airline.

On Wednesday, the National Transport Movement (NTM) said a decision to shut down South African Airways (SAA) and form a new airline has been reached.

The union says the plan was confirmed on Tuesday during a meeting between SAA unions and Public Enterprises Minister, Pravin Gordhan.

In terms of the agreement, the government will source R2.2 billion funding for severance packages.

The decision will result in the termination of all SAA employees’ contracts.

However, current airline staff will be given preference for employment in the new airline.

DRC to shut down Kasumbalesa as Covid-19 hits border town

The Democratic Republic of Congo imposed a 24-hour lockdown on the mining hub of Lubumbashi on Tuesday and was set to shut down Kasumbalesa, a border town on a copper export route, as authorities traced the contacts of a COVID-19 patient.

Jacques Kyabula Katwe, governor of the mineral-rich Haut-Katanga province, announced the area’s first COVID-19 case on Saturday – a 58-year-old Congolese person who had entered through Kasumbalesa.

Kasumbalesa is the main exit point for exports of copper and cobalt from Congo.

Kyabula Katwe told Reuters the successive lockdowns would not impact mineral exports.

“We will keep the export of minerals open in order to avoid problems,” Kyabula Katwe said in a phone interview.

A message from the Katanga head of Congo’s customs authority seen by Reuters said the Kasumbalesa border would remain open and a “minimum service” will be organised on April 28 in Lubumbashi and April 29 in Kasumbalesa.

“The heads of the offices and the heads of the provincial services are invited to ask the executives and agents under their authority to be at their work stations,” Bernard Bosele Pilipili said in the note to customs officials and users.

Logistics company officials fretted that the lockdown would nevertheless cause delays and a backlog of trucks at Kasumbalesa.

“We will only be able to tell tomorrow as one never knows how this will be interpreted on the ground,” said a logistics consultant in South Africa.

Increased checks over COVID-19 last month caused a 35 km (20 mile) long queue of trucks south of the border, and quadrupled the amount of time it took a truck to cross.

“Fortunately now there is a slowdown in volume so it won’t create the same degree of backlog we saw at the end of March,” said a logistics company official in Zambia.

DRC is the world’s top producer of cobalt and Africa’s biggest producer of copper.

Congo’s mines minister has warned mine closures due to COVID-19 would cause an economic and social crisis.

Meanwhile, a senior First Quantum executive says Zambia is unlikely to impose Covid-19 restrictions on mining.

First Quantum Chief Financial Officer Hannes Meyer says Zambia is highly unlikely to impose restrictions on the mining sector during the Covid-19 pandemic because current practices are working very well.

Mr Meyer said Zambia’s population demographics have also aided the limited spread of the virus in the copper-rich country.

“I don’t think for one minute that we will find ourselves in a situation in Zambia where the government will impose the closure of mining facilities. They have clearly provided support, they are actively encouraging the mines to continue, whilst observing various hygiene and other practices.”

The Civil Society Constitution Agenda is appalled by the tribal remarks uttered by Christopher Yaluma, the Minister of Commerce, Trade and Industry under President Edgar Lungu’s PF regime.

CiSCA Chairperson Bishop John Mambo Minister Yaluma, like other Government and PF Party officials including Nkandu Luo, Chanda Nyela, Bizwell Mutale and Geoffrey Bwalya Mwamba among others, shamelessly propagated tribal hate against some regions of the country as a way of mobilizing political support in Malole, Northern Province of Zambia.

Bishop Mambo said this is unfortunate, regrettable and unacceptable for a country like ours whose peaceful existence depends on embracing unity in diversity.

He said it is regrettable that although the Republican President has repeatedly expressed his administration’s dislike for tribalism, the ugly head of tribalism continues to show up in public discourse from the rank and file of the PF.

“Ironically, all the PF government and party officials who have openly championed tribalism have not been publicly censured by the party or relieved of their duties by the Republican President. To date, Nkandu Luo and Christopher Yaluma continue to serve under President Lungu as full cabinet ministers”, he said.

“if this is not hypocrisy on the party of the President in as far as fighting tribalism is concerned, then what is it? As CiSCA, we hold the view that tribalism is encouraged and promoted as an official policy for political mobilization under this regime. We believe that it is for this reason that we now see even traditional leaders from the same region openly promoting tribalism in the name of speaking to their subjects. This is unacceptable”, Bishop Mambo added.

He said tribalism is not only archaic and uncivilized, it is also unconstitutional and a precursor to civil instability.

Bishop Mambo said tribalism is retrogressive and does not have a place in a democratic dispensation that Zambia is.

He said Tribalism is a form of discrimination and its manifestation as a means for political mobilization contravenes the national value and principle of non-discrimination as provided in Article 8(d) of the Zambian Constitution. Article 43(d) places the responsibility on every citizen to foster national unity and live in harmony with others while Articles 60 (2) (b)(c) requires that political parties have a national character and promote national unity.

Bishop Mambo has since called on all Zambians to see divisive politicians championing tribalism for who they are; a danger to themselves and society as they are desperate and morally bankrupt.

He said as Minister of Commerce, Trade and Industry, Yaluma should have been engaging small enterprises in rural areas, giving them hope and solutions amidst the ravaging effects of Covid 19 on the income security of lower income groups.

Bishop Mambo added that Zambians across the political and ethnic divide must stand up, reject and call out politicians who thrive on tribal propaganda as a means of canvasing votes.

He said Zambians must demand that the Republican President must raise to the occasion and show resolute leadership by reliving any minister who engages in tribal talk.

Bishop Mambo said anything short of this, Zambians must ignore President Lungu’s rhetoric on tribalism and treat is as cheap talk. We can’t have a leader who condemns tribalism in his speeches and fails to take action when it shows its ugly head in public.

Finance Minsister issues SI to actualise Government incentives to Businesses

Finance Minister Dr Bwalya Ng’andu has issued seven Statutory Instruments that actualise the many invectives that Government has provided to Businesses in view of the COVID-19 pandemic.

The Statutory Instruments issued with effect from Monday 27th April 2020 include SI Number 36 of 2020 aimed at assisting companies and businesses to manage their cash flows during this period by allowing input VAT claim on spare parts, lubricants and stationery.

Others are SI number 37 of 2020 which extends the list of medical supplies that are not subject to value added tax for an initial period of six months, SI number 38 of 2020 which suspends export duty payable on crocodile skins to free and SI number 39 of 2020 which suspends import duty payable on copper ores and concentrates to free.

According to a statement issued by Secretary to Treasury Fredson Yamba, the Minister also issued SI number 40 of 2020 which suspends export Customs duty payable on specified precious metals to free, SI number 41 of 2020 which will provide for suspension of excise duty on ethanol.

And Mr Yamba said the Minister has also issued SI number 42 of 2020 which suspends customs duty payable on specified medical supplies for an initial period of six months to support the fight against Covid-19.

In his third COVID-19 address to the nation, President Edgar Lungu said government decided to waive tax penalties and interest on outstanding tax liabilities resulting from the impact of Covid-19 to assist companies and businesses manage their cash flows during this period.

The President also said the Government extended the list of medical supplies that are not subject to import duty and value added tax for an initial period of six months to expedite the provision of medical related devices needed to support the fight against Covid-19.

In addition, Finance Dr Bwalya Ng’andu announced that the Government had removed the provisions of SI 90 relating to VAT claims, suspended export duty on crocodile skin, suspended import duties on concentrates in the mining sector, suspended export duty on precious metals and excise duty on ethanol.

COMMENCEMENT OF NEW TAX MEASURES

Wednesday, 29 April 2020 – Following the assurance made by His Excellency the President, Dr Edgar Chagwa Lungu, during his last address to the nation on Friday 24th April 2020, that the Government had:

a) Decided to waive tax penalties and interest on outstanding tax liabilities resulting from the impact of Covid-19 to assist companies and businesses manage their cash flows during this period; and,

b) Extended the list of medical supplies that are not subject to import duty and value added tax for an initial period of six months to expedite the provision of medical related devices needed to support the fight against Covid-19.

The waiver on tax penalties and liabilities aimed at assisting companies and businesses manage their cash flows during this period of Covid-19, is being implemented by the Zambia Revenue Authority in accordance with the guidelines that the tax authority has since released to the public (check www.zra.org.zm).

In addition, following the pronouncements made by the Minister of Finance Dr Bwalya Ng’andu that the Government had decided to provide businesses with the following tax incentives:

a) Removal of the provisions of Statutory Instrument Number 90 relating to VAT claims on spare parts, lubricants and stationery to ease pressure on companies;

b) Suspension of export duty on crocodile skin;

c) Suspension of import duties on concentrates in the mining sector to ease pressure on the sector;

d) Suspension of export duty on precious metals; and,

e) Suspension of excise duty on ethanol for use in alcohol-based sanitisers and other medical related commodities.

Therefore, to facilitate the foregoing, the Minister of Finance Dr Bwalya Ng’andu has with effect from Monday 27th April 2020, issued the following Statutory Instruments:

    1. Statutory Instrument Number 36 of 2020 – The Value Added Tax (General) (Amendment) Regulations, 2020. Statutory Instrument No. 36 0f 2020 shall be read as one with the Value Added Tax Regulations, 2010, the Principal Regulation (in which regulation 9A has been revoked). The Statutory Instrument is aimed at assisting companies and businesses to manage their cash flows during this period by allowing input VAT claim on spare parts, lubricants and stationery.
    2. Statutory Instrument Number 37 of 2020 – The Value Added Tax (Zero Rating) (Amendment) Order, 2020. Statutory Instrument No. 37 0f 2020 shall be read as one with the Value Added (Zero Rating) Order, 2014, the Principal Order. This statutory instrument extends the list of medical supplies that are not subject to value added tax for an initial period of six months to expedite the provision of medical related devices needed to support the fight against Covid-19. Statutory Instrument No. 37 0f 2020 is deemed to have come into operation on 1st April 2020 and shall stand revoked on 30th September 2020.
    3. Statutory Instrument Number 38 of 2020 – The Customs and Excise (raw Hides Skins) (Export Duty) (Suspension) Order, 2020. Statutory Instrument No. 38 0f 2020, which suspends export duty payable on crocodile skins to free, is deemed to have come into operation on 1st April 2020 but shall cease to have effect on 31st December 2020.
    4.  Statutory Instrument Number 39 of 2020 – The Customs and Excise (Copper Ores and Concentrates) (Import Duty) (Suspension) Regulations, 2020. Statutory Instrument No. 39 0f 2020, which suspends import duty payable on copper ores and concentrates to free, is deemed to have come into operation on 1st April 2020 but shall cease to have effect on 31st December 2020.
    5.  Statutory Instrument Number 40 of 2020 – The Customs and Excise (Precious Metals) (Export Duty) (Suspension) Order, 2020. Statutory Instrument No. 40 0f 2020, which suspends export Customs duty payable on specified precious metals (Regulation 2) to free, is deemed to have come into operation on 30th March 2020 but shall cease to have effect on 31st December 2020.
    6. Statutory Instrument Number 41 of 2020 – The Customs and Excise (Ethyl Alcohol {Ethanol}) (Refunds, Rebates and Remissions) Regulations, 2020. In exercise of the powers contained in section 89 of the Customs and Excise Act, the Minister of Finance, via Statutory Instrument Number 41 of 2020, has made regulations which will be deemed to have come into operation on 1st March 2020 and will provide for suspension of excise duty on ethanol if solely used in the production of alcohol-based sanitisers and medical related commodities. For the avoidance of ambiguity, a manufacturer shall not sell or dispose of the goods on which excise duty has been suspended pursuant to these Regulations without the authorisation of the Commissioner General of Zambia Revenue Authority, as long as the authorised user presents supportive information relating to the manufacturing process of the sanitizer. Statutory Instrument Number 41 of 2020 also provides that the Commissioner General of Zambia Revenue Authority may revoke the authority granted to an authorised user if such user ceases to use ethanol in accordance with authorised terms or contravenes or fails to comply with specified regulations of the Customs and Excise Act.
    7. Statutory Instrument Number 42 of 2020 – The Customs and Excise (Customs Duty) (Suspension) (Medical Supplies) Regulations, 2020. Statutory Instrument Number 42 of 2020 suspends customs duty payable on specified medical supplies for an initial period of six months to support the fight against Covid-19. Statutory Instrument No. 42 0f 2020 is deemed to have come into operation on 1st April 2020 and shall stand revoked on 30th September 2020.

CONCLUSION

Yesterday, the Ministry of Finance announced the appointment of a new board for the Zambia Revenue Authority (see Note 2) following the expiry of tenure of service of the previous Board led by Ms. Chileshe Kapwepwe in December 2019. While thanking Ms. Kapwepwe and her Board for the great initiatives made by ZRA during their tenure, the Minister of Finance was emphatic on the need for the new ZRA Board to not only ensure that the provisions of the above listed Statutory Instruments are thoroughly communicated to all stakeholders but also effectively implemented in line with the aspirations of the people of Zambia, through the commitment made by His Excellency The President Dr Edgar Chagwa Lungu, for the Government to cushion the impact of Covid-19 on business and enterprise in Zambia through tax relief and incentives, among other measures.

Police arrest man for impersonating Lusaka Province Minister Bowman Lusambo

Police in Eastern Province have arrested a 39-year-old man for impersonating Lusaka Province Minister Bowman Lusambo and for obtaining money by false pretenses.

Eastern Province Police Commissioner Lackson Sakala said Patrick Banda, who was arrested in Katete district, allegedly swindled five transporters in Chipata district of more than K20, 000 through impersonations of Mr. Lusambo.

Mr. Sakala said Banda, a Petauke resident, is currently in police custody and is scheduled to appear in court soon.

He said before Banda was arrested, a report of his criminal activities was given to police and investigations ensued until he arrested in Katete district.

“Patrick Banda did actually still K26, 600 from five transporters and impersonated the Lusaka Province Minister Bowman Lusambo. We had been tracking his phone because of the money transactions that had been going on under impersonation of Mr. Lusambo,” he said.

And Mr. Lusambo commended police officers form Eastern Province for arresting Banda.

“On a number of occasions , this individual had been calling my friends, some Cabinet colleagues and some business people with desperate pleas for financial assistance to apparently sort out some pressing financial issue or the other,” Mr. Lusambo wrote on his Facebook page.

He also sternly warned any other criminals that could be involved in the same scam that they will soon meet their fate just like Patrick Banda.

“If any of you receive a phone call purporting to be coming from me and asking for financial assistance, please disregard it and immediately call ZICTA on 7070 to report such scams,” he said.

He added that, “for those contemplating joining such fraud rings, know that the law will soon catch up with you and you shall be prosecuted for the offence of impersonation contrary to section 102(b) of the penal code Chapter 87 of the laws of Zambia and for the office of obtaining money by false presence contrary to section 309 of the penal, code Chapter 87 of the laws of Zambia.”

Ecobank Zambia contributes ZMW500,000 to Ministry of Health to fight COVID-19

Lusaka, Zambia April 29th 2020 -Ecobank Zambia has contributed ZMW500,000 to the Ministry of Health towards the fight against COVID-19. It has also removed fees on transfers to MTN Money and Airtel Money on transfers of up to ZMW200 to encourage its customers to use digital platforms and remit money via contactless transactions. Ecobank Zambia has increased the daily transaction limit to ZMW20,000 on mobile banking.

Ecobank has donated a total of US$3 million to 35 African countries across its footprint to combat COVID-19.

Mr. Gabriel Mwami, Country Risk Manager of Ecobank Zambia said: “COVID-19 is a major threat to everyone around the world and it is essential that we all take the steps necessary to help prevent its spread in Zambia. We hope that the donation of ZMW500,000 to our Ministry of Health will help them acquire the necessary hospital equipment such as testing kits, masks and ventilators to help combat this virus.”

Chingola launches COVID-19 sensitization programme

Chingola District Commissioner Agnes Tonga has today flagged off the COVID-19 sensitization programme aimed at raising awareness on the deadly coronavirus.

Speaking after flagging off the programme at her office, Ms. Tonga has thanked the Zambia Red Cross Society for partnering with the Ministry of Health and the Zambia News and Information Services (ZANIS), to help spread the message.

Ms. Tonga said the sensitization programme has come at the right time when the district is one of the hotspots in the country.

She expressed optimism that after this sensitization programme, more people will start practicing preventive measures against the spread of COVID-19.

She has since urged the sensitisation team to ensure that the message is rightly delivered to the people so that they are well informed.

And Zambia Red Cross Society Chingola branch president, Berrington Musonda said the society has a mandate to save lives and reach out to everyone.

Mr. Musonda assured the DC that COVID-19 messages will be disseminated correctly so that more people are aware of the disease.

He said the collaboration with Ministry of Health and ZANIS will in some way help overcome the spread of the pandemic.

And some Chingola residents have thanked the Zambia Red Cross for partnering with the Ministry of Health and ZANIS to sensitize the public.

Zambia has recorded 2 more COVID-19 cases out of 355 tests conducted in the last 24 hours, Health Minister Dr. Chitalu Chilufya has said.

He said the two cases involve a truck driver who was transiting from Daresalam to the Copperbelt while the second case is from a Lusaka based man of Lusaka West.

Speaking at the latest COVID-19 update, Dr. Chilufya, however, said 12 recoveries have been recorded, 5 among them being health workers.

He said cumulatively cases now stands at 97, 54 recoveries, 3 deaths, and 40 active cases.

And Dr. Chilufya has expressed concern with the continued politicking of the Coronavirus pandemic by some politicians who want to gain political mileage out of the pandemic.

“Together we shall win the war but I should send an alarm that this is not the time to play politics.COVID-19 knows no politics and should therefore not be politicized” he said and called on all opposition political leaders to work together.

Meanwhile, Dr. Chilufya has disclosed that a total amount of 1,054,000 Kwacha has so far been raised from monetary donations as of this week apart from other donations that are non-monetary.

He said it is unfortunate that some people are peddling falsehoods on the utilization of donated funds and assured that every penny has been accounted for and will be used accordingly and will trickle down to the community.

He explained that all donated items whether monetary or in-kind are well accounted for and deposited in the ministry’s account which already had 51 million contingency funds as decreed by President Edgar Lungu.

He said the ministry remains transparent and will not drain out energies to engage in negative talk but will focus on addressing the issue at hand.

“Our records are up to date and every penny has been accounted for as we work together to make sure there is no room for any pilferage” he assured.

On the mass screening, Dr. Chilufya said Madras, as well as Kamwala, will continue to be screened before the exercise extends to other places and announced that the government has dispatched a technical team to Nakonde to enhance surveillance and cross border control.

“We will soon reach the plateau and start going down and let’s remain hopeful as we adhere to all the measures put in place,” he said.

Meanwhile, Vision Ambassadors have donated 10,000 worth of face mask towards the fight and joined several other well-wishers including the Anglican church which donated various items such as hand washing buckets, sanitizers, and face masks amounting to 260,000 kwacha.

Let’s unite to fight challenges in Zambia-Yaluma

Malole Member of Parliament, Christopher Yaluma, has called for unity of purpose when addressing challenges such as the coronavirus (COVID-19) pandemic and floods in Northern province.

Mr. Yaluma, who is also Minister of Commerce, Trade and Industry, said Zambians need to embrace love and unity in overcoming the challenges which the country is facing currently.

He said this when he held a sensitisation meeting on the coronavirus, also known as Covid-19 pandemic, in Mabula ward of Mungwi district.

And Mr. Yaluma has urged people in his constituency to seriously follow the Covid-19 preventive measures which Ministry of Health has put in place.

The lawmaker also donated some hygiene items to help prevent the spread of coronavirus.

He said people should continue protecting themselves by observing the preventive measures such as avoiding none-essential travels, public gatherings and handshakes.

And speaking when he received the donation on behalf of the people of Mabula ward, village headman Mwila Mabula thanked the Member of Parliament for the help.

Headman Mabula has however appealed to Mr. Yaluma to extend the assistance to people in remote areas where access to radio and television is a challenge.

He noted that people in remote areas have little or no information on the Covid-19 pandemic.

The coronavirus pandemic, which first broke out in China, has spread throughout the world killing over 200,000 people and infecting nearly three million others.

The respiratory disease has also affected Zambia with Lusaka being the epicentre and Kafue and Chingola districts as other hotspots. So far, three lives have been lost to the disease.

Northern Province has not been affected by the virus since the first case was recorded in Zambia on March 18, 2020.

However, the province, including parts of Mungwi district, have been affected by floods resulting from excessive torrential rains which have washed away homes and crops, leaving people in destitution.

Suspend PAYE for all Healthcare first responders for at least 3 months

The United Party for National Development (UPND) continues to sympathize with ordinary people whose lives have been disrupted, and in many cases destroyed, due to the non consultative response approach adopted by the Patriotic Front (PF) regime to COVID19.

Let it be known, that the UPND has always advocated for smart incentives targeted at not only supporting the mainstream economy by delivering targeted incentives aimed at helping the wider business environment ride the COVID19 storm, the UPND is also on the record for having called for the suspension of VAT, PAYE for businesses and individuals, as well as suspending some taxes on the pump price of fuel for a period of at least Three (3) months in order to shore up economic activity.

This is intended to work side by side with a robust public debt renegotiation strategy to suspend debt repayments for a determined duration, with the principal aim of freeing up resources into the mainstream economy.

We are particularly concerned, that our healthcare workers – the doctors, nurses, clinical and laboratory technicians, including cleaners and many other first responders; have continued to diligently serve our country on the frontline of the fight against COVID19 with zero incentives.

Our healthcare workers across the board are having to do an incredibly difficult job of being first responders at a great personal risk to their own health, as well as that of their loved ones; with inadequate protective wear and support equipment, and without any added incentives to motivate their exceptional efforts.

And while we continue to call on the PF regime to deliver robust economywide incentives to help individuals, households and SMEs ride the COVID19, the UPND is particularly calling on the PF government to immediately suspend Pay – As – You – Earn (PAYE) for ALL our doctors, nurses, clinical and laboratory technicians, cleaners; and all identifiable first responders in the fight against COVID19.

This is to say thank you for their effort, dedication and professionalism in our time of this unprecedented public health crisis.

This is not the time for the government to renew its appetite to attack the household economy with persistent taxation. This is a time for the government to loosen its grip on taxation, particularly for our healthcare responders and allow them the lattitude of a liberated conscience as these frontliners lead the fight against COVID19.

No buses into, out of Nakonde until further notice-Minister

Muchinga Province Minister Malozo Sichone has directed that no passenger buses coming from Lusaka and Copperbelt provinces will be allowed to enter Nakonde district.

The temporal ban, which will last for 14 days, is with effect from tomorrow Thursday, April 30, 2020. Mr. Sichone said the directive to halt the movement of all buses from the Copperbelt and Lusaka provinces is aimed at prevent the spread of COVID-19 in the province and allow massive screening for the virus in the border town.He added that banning buses from entering and leaving Nakonde district will protect the province from recording any case of coronavirus as health workers get on the ground to conduct massive screening.

The Minister said allowing public buses to get into and out of the province poses great risk not only to the people of Muchinga but the entire nation.Mr. Sichone said this when he received donations of hygiene materials and food items from China Railway Seventh Group and Tanzania Zambia Mafuta ( TAZAMA) pipeline limited in Chinsali.The donation will go towards the fight against COVID-19 pandemic and flood victims in the province.He said the fight against COVID-19 requires concerted efforts from all well-wishers as government alone cannot manage to stop the spread of the deadly disease.

On Monday this week, Minister of Health Chitalu Chilufya announced that a team of health workers has been dispatched to Nakonde district in Muchinga Province to carry out massive screening for COVID-19. The planned massive screening in the border town of Nakonde follows reports that a Chingola couple that travelled from Dar-es-salaam in Tanzania through Nakonde, tested positive to COVID -19. A total of 22 people, among them bankers, who came into contact with the Chingola couple and workers at a named lodge where the two stayed for about four days, have since been put under quarantine for 14 days.The quarantine has been extended to a total of 107 families coming from the initial 22 people who came into contact with the Chingola couple while in Nakonde.

Meanwhile, China Railway Seventh Group Site Manager Tang Haisheng said the firm stands with the Zambian people in fighting the COVID -19 pandemic.Mr. Tang said this is because the universal virus knows no race or national borders hence the need to work together to fight it.He said the donation reflects the corporate social responsibility of his company and further demonstrates the cooperation between China and Zambia in fighting the pandemic.

Mr. Tang added that the donation also shows that the firm does not only build good roads and create jobs through various projects but it is also committed to fighting the negative impact on human beings in Zambia.

The road contractor donated 500 pieces of face masks, 100 germ guards, 22 sprayers, 1,000 tablets of hand washing soap, 200 bags of mealie meal weighing 25 kilogrammes each, 100 containers of five litres cooking oil and 100 packets of one kg brown sugar.

Meanwhile, Tanzania Zambia Mafuta (TAZAMA) pipeline has also donated assorted items towards the fight of COVID-19 worth over K 40,000 to Chinsali health office.TAZAMA pipeline Senior Public Relations Officer Kenneth Kalunga made the K1 million worth donation on behalf of the company.

Mr. Kalunga said TAZAMA has donated infrared thermometers, face masks, hand washing buckets among others to selected districts along the pipeline between Ndola in the Copperbelt province and Dar-es-salaam in Tanzania. He said the pipeline, working in collaboration with the Ministry of Health in Muchinga province, has also set up one inland screening point as a measure of protecting the region against COVID-19 pandemic.
