Kanganja wants PPEs for his Police Officers enforcing COVID-19 Guidelines

Inspector-General of Police Kakoma Kanganja says Police officers require necessary Personal Protective Equipment to avoid exposure to the Coronavirus.

Mr. Kanganja says the Police service is fully involved in the enforcement of the Statutory Instruments number 21 and 22 to ensure that the public complies with the directives aimed at preventing the spread of the virus.

He said in as much as the government is doing everything possible to equip the officers in the advent of the Covid-19, there is still a need for stakeholders to join efforts with the government to curb the spread.

Mr. Kanganja said this at Police Headquarters in Lusaka when he received a donation of hand sanitizers, hygienic liquid soap, and mealie-meal all valued at K17,000 from BIGOCA Bishop Peter Ndhlovu.

The Police Chief thanked the church for the gesture and emphasized the need for collective responsibility in the fight against the disease.

And Bishop Ndhlovu, who spoke through his Church Administrator Bishop Lazarus Shumba, said the church Administration recognized Zambia police service as one of those in the frontline in the fight against the pandemic.

He said the government has shown leadership in the fight against the disease and that all efforts by frontline workers should be complimented by all.

Chief Nkula suspends premature sale of maize because of his subjects selling the commodity cheaply

Senior Chief Nkula of the Bemba people of Chinsali in Muchinga Province, has bemoaned the continued trend of his subjects selling crop fields even before harvest is done.

Speaking during a live programme on Radio Delight Kwitonta FM on COVID -19 sensitization anchored by Harrison Phiri, Senior Chief Nkula said he is disappointed with some of his subjects who have started selling their maize which is still in the field to briefcase buyers.

The traditional leader said so far he has caught two of his subjects who have sold their maize crop which is still in the field at K10, 000 to a foreign national.

Senior chief Nkula said investigations into the third suspect are underway adding that he will deal firmly with anyone who will be found selling maize before harvest starts.

The traditional leader said what is saddening is that people selling their crop fields are beneficiaries of government fertilisers under the Farmer Input Support Programme (FISP).

He warned that premature sale of the farm produce even before government announces the floor maize price for this year’s marketing season is a big threat towards household food security.

Senior chief Nkula added that he has since banned the buying of maize in his chiefdom and further directed all those who have invaded his chiefdom with intent to buy maize fields to immediately stop and leave the area.

“Foreigners have invaded my chiefdom buying maize from my subjects which is still in the field at as little as K10, 000 only,” he said.

And Chinsali District Commissioner Maximo Chitambi, who also spoke during the same Delight Kwitonta FM Radio programme, expressed disappointment at the behaviour of some small scale farmers who are selling their crop which is still in the field.

Mr. Chitambi said premature sale of the produce for the 2019/2020 farming season will greatly affect the household food security in the district.

He said last week, the district received 3,620 bags of relief mealie meal each weighing 12.5 kilogrammes for the residents of Chinsali who have been affected by hunger due to floods being experienced in the area.

Mr. Chitambi added that it is unfortunate that at the time government expects people of Chinsali to have enough food for home consumption, others have already started prematurely selling their crop to briefcase business men who have invaded the district.

Meanwhile, senior chief Nkula has warned that anyone who will be found brewing local beer in his chiefdom will be dealt with accordingly.

The chief said people should adhere to the presidential directive to close down the bars, observe social distancing and maintain high standards of personal hygiene by washing hands with soap and clean water regularly.

The traditional leader also reiterated the need for parents and guardians to take care of their school-going children by ensuring that they are not allowed to roam the streets aimlessly during this period when schools, colleges and universities are closed.

Katambo reiterates need for farmers to supply chain stores

Minister of Agriculture Michael Katambo has joined other stakeholders in welcoming President Edgar Lungu’s directive for farmers to increase their production and supply local chain stores.

Mr. Katambo has, therefore, urged farmers to heed to the Presidential directive and supply the local market in the wake of COVID-19.

He said this is the only way that local farmers can benefit from the readily available market and better their livelihood.

The Minister said this when BuyZed campaign founder, Evans Ng’oma, paid a courtesy call on him.

Meanwhile, BuyZed founder, Evans Ngoma, revealed that Zambians have in the recent past been able to satisfy the market with potatoes and other fresh farm produce such as maize.

Mr. Ngoma has however called for increased supply of locally produced farm products to chain stores.

He said the economic lockdowns in neighbouring countries has broadened chances of local producers to believe in homegrown solutions.

New Labour law will hit mining sector hard, say experts

The Zambian government should repeal or at least suspend the Employment Code Act, according to a report by one of the country’s leading economists and a human resource expert.

The report further recommends the establishment of a multi-sector Employment and Labour Legislation Taskforce, which should undertake a comprehensive review of the Employment Code Act. This action should be taken immediately, with a reversion back to the previous legislation pending further review.

“It is strongly recommended that the Employment and Labour Legislation Taskforce undertakes extensive consultations with all the relevant stakeholders to ensure that all the submissions are seriously considered bearing, in mind that what may appear to be in the best interest of employees in the short-term could result in serious repercussions in the medium- to long-term in term in forgone opportunity to enable employers to remain viable and profitable, which is essential for securing jobs and employment expansion,” they continued.

The report, Critical Assessment of the Employment Code Act by Professor Oliver Saasa of Premier Consult and Felix Mwenge, a research fellow in the Human Development Unit of the Zambia Institute for Policy Analysis and Research (ZIPAR), says the Employment Code Act (ECA) has introduced significant complications to labour and employment legislation in Zambia, which calls for urgent introspection before it begins to seriously affect growth prospects.

The mining sector has been particularly hard hit by the new legislation because of the large numbers of people it employs, they noted.

The mining industry is a significant employer: 85,111 people were employed in the sector in 2018. In that year, the mining sector accounted for 7 percent of wage employment and 3 percent of total employment in Zambia, according to the report.

The number of women employed in the mining and quarrying sector was 9,713 in 2018, which represents 11 percent of the total employed in the sector.

Multiplier effects in companies directly or indirectly supplying the mines adds to this impact, they continued. However, the researchers note that the ECA will negatively impact on the employment of women.

Jobs in contractors’ firms, for example, are intimately linked to the buoyancy of the mining sector, and any changes to labour and employment laws that result in disruptions in the sector would threaten growth among contractors.

The new legislation did not consider the implications at the micro- and macro-economic levels, and was ill-timed against the backdrop of subdued economic growth in the coun country, said the report.

“Considering the magnitude of discomfort among employers regarding the provisions of the ECA, particularly those in the small-scale category, it is clear that, in its present form, this piece of legislation would be difficult to enforce. Even where willingness on the part of an employer is not an issue, the current economic situation in the country makes it difficult to adhere to many of the ECA’s provisions,” they explained.

“The all-embracing character of ECA has left some employers, particularly those in the small-scale category, perplexed regarding the prospects of its enforcement for the currently financially-stressed small business. To the extent that the ECA covers all categories of employees, this has resulted in significant challenges at the operational level with some categories of employers finding the law difficult to adhere to,” said the experts.

The authors noted with concern liquidity challenges, government crowding out of the private sector, rising debt levels, and policy inconsistency for some sectors had combined to make the investment environment not hospitable and the ease of doing business problematic.

Increasing debt service costs amidst a high fiscal deficit are also among the major macroeconomic challenges facing Zambia presently and have clouded the country’s fiscal outlook.

The external debt stock in February 2020 stood at around US$11.2 billion (inclusive of guarantees). The country’s domestic debt is currently in the region of US$5 billion and the total public debt is now estimated at over 90 percent of GDP,” they continued.

The consultants have further warned that inadequate or inappropriate legislation for labour market protection may hurt optimal allocation and application of labour as a vital resource in production.

“The Zambian economy is currently operating in a very challenging macroeconomic environment, which requires it to make hard policy choices that include the need to implement difficult reforms that may directly impact labour in an adverse way. At the external level, the sluggish growth of the global economy has affected Zambia’s growth prospects, which could result in serious labour shedding by industry,” they added.

The researchers noted that was the responsibility of governments to ensure that workers’ rights and entitlements were not flouted by employers and hence the securing of these rights through legislation is standard practice globally.

However, the most critical consideration that has been expressed by most of the employers and, to some extent, some employees, is that the ECA would cause significant cost escalation for the average company in Zambia.

Kingphar Pharmaceutical files for liquidation

Chinese run Kingphar Pharmaceuticals Limited has been placed under supervisory liquidation.

This follows a Consent Order to place Kingphar Company Zambia Limited under supervision and commencement of business rescue proceedings.

Lewis Mosho of Lewis Nathan Associates as been appointed as provisional liquidator in respect of all assets belonging to the company.

Kingphar Pharmaceutical, located in the Lusaka East MFEZ was only commissioned two years ago and was supposed to be producing injective drugs and oral preparations.

The plant was commissioned by President Edgar Lungu who hailed the investment as the beginning of Zambia’s drug export exploits.

The total investment was about 25 million US dollars.

200 Zambian workers were created.

No PF Minister will be adopted in our government-HH

Opposition leader Hakainde Hichilema says none of the serving PF Ministers will be retained if the UPND forms government next year.

Mr. Hichilema said the UPND in government We will not adopt any Minister from the current PF government to serve in the role of Minister.

“As you can see, the are numerous factors that affect who will serve in our government but in due course, as we move past various milestones, you will be informed. You have my word on this,” Mr. Hichilema said.

He added that the Public Service Management Division, the HR department of the government will conduct an audit to ensure that not only does the UPND government have competent and qualified people, it also erases the corrupt phenomenon of “Ghost Workers.”

He said it is no secret that the civil service is riddled with highly incompetent PF cadres.

“Those are undoubtedly going. It is also not a secret that the civil service is not a reflection of the diversity of our country. It must be balanced by various tribes, youth, gender & other groups. We won’t fire anyone for political reasons but rather, based on merit. Most good civil servants will stay, even though they were engaged through the PF.”

“This may be disconcerting to many but we have to be inclusive and objective. A significant number of Directors and PSs will have to be evaluated based on their competencies, performance, and record. We certainly intend to inject new blood in such roles and candidates are already in the system. Some will, of course, come from outside government. Let us bear in mind that there is a civil service in place.”

He said his party had done an initial assessment of the caliber of those employed in it and many, I must admit are sound. There has been problems with regard to politicization of key roles such as Directors and Permanent Secretaries.

We need career professionals who carry out our outlined objectives.

John Daka sings for Ravens, becomes first Zambian to play in the NFL

Lusaka born John Daka has made history by becoming the first Zambian to play in the National Football League in the USA when he signed with the Baltimore Ravens.

Daka finished fourth all-time at James Maddison University in sacks with 27.5, and also finished with 47.5 tackles for loss and six forced fumbles.

The Upper Marlboro, Maryland, native earned STATS FCS First Team All-American and AP Second Team All-American.

Writing on Twitter, Daka said, “Zambian people are a big family , it’s an honor to represent such great people.”

He also confirmed that he was born in Lusaka before migrating to the USA.

“Yes i was born in Lusaka for everyone asking,” he tweeted.

Daka put together an outstanding season as a senior in 2019.

He racked up 28 tackles for loss and led the FCS with 16.5 sacks.

Daka says he had an idea he would be joining the Ravens before the draft was even over.

“I knew they were very high on me so after like the 6th or 7th round, I had indication that I would rather just go to the Ravens…than go to a team that I am not really a fit for,” said Daka, who’s a native of Upper Marlboro, Maryland.

“So I just feel like I’m a perfect fit for the Ravens. I did have a good amount of calls during and after the draft but I knew I was going to the Ravens probably once round seven started.”

Just two years ago, Daka departed Bridgeforth Stadium uncertain whether he would play there again following the final home game of his sophomore season in 2017.

Off-the-field circumstances, the specifics of which Daka declined to disclose other than to say they involved “just stuff I couldn’t really control,” had left him so disillusioned he considered giving up the sport.

“There were times when I didn’t even want to play college football anymore,” the record-setting defensive end said Tuesday in a telephone interview with the Washington Post revealing that he also thought strongly about transferring.

“I lost confidence in myself. I didn’t think I was good enough, so I think that’s the biggest barrier I’ve been through in my life personally. Even my family didn’t really know too much about what was going on because I didn’t want them to have that burden. The only people who on the daily knew what was going on were my teammates. They’re the reason why I’m here right now.”

Thanks in large part to their encouragement, Daka decided to remain with the Dukes.
Two years later, on a team that is two wins from the national championship, the senior defensive end holds JMU’s season record for sacks.

For Daka, that routine began in high school at Wise in Upper Marlboro, Md., where he was a first-team All-Met selection in 2015 after helping the undefeated Pumas win the 4A state championship. He also set the single-season record for sacks at Wise as a senior despite skipping football as a freshman to focus on basketball.

Daka, who is 6-foot-3 and 230 pounds, said he decided to concentrate on football because of his height disadvantage in basketball.

His relatively diminutive stature in part limited the football scholarship offers he received — until, that is, he began accumulating highlight-reel sacks, catching the attention of schools that initially had shown only passing interest.

By then, Daka had committed to James Madison and wasn’t about to spurn the program that had made his recruitment a priority rather than an afterthought.

Zambia to Scale up Testing to Over 2,000 COVID-19 Tests Per Day-Health Minister

The government has scaled up laboratory capacity to enhance the testing for COVID-19 in the country. The improved investment in the laboratory services is expected to carry out over 2,000 tests per day as the government increases its screening and testing for the disease in various communities.

Minister of Health Chitalu Chilufya disclosed that the government, in partnership with other stakeholders such as the Centre for Infectious Disease Control (CDC) and the American government, reconfigured the gene expert machines meant for testing tuberculosis (TB) to be used in diagnosing COVID-19.

Speaking during the COVID-19 update in Lusaka today, Dr. Chilufya explained that the government is building up a strong strategy to support the massive screening and testing.

And Dr. Chilufya has clarified that his ministry has enough testing kits to cater for all the screening being carried out by health personal in communities.

“Let us avoid misinformation especially on social media. I wish to assure the nation that we have adequate capacity to test and have enough testing kits and still have more in the pipeline,” he explained.

Meanwhile, Zambia and China have signed a Memorandum of Understanding (MoU) for the delivery of Personal Protective Equipment’s (PPEs) and other medical supplies to Zambia in the fight against COVID-19.

Chinese Ambassador to Zambia Lie Jie has pledged his country’s continued support to Zambia’s health system in order to combat coronavirus.

Mr. Lie added that the medical supplies will be delivered to Zambia through air cargo.

Meanwhile, various cooperating partners have continued to provide support to the Ministry of Health to fight the COVID-19.

Sanlam insurance has provided foodstuff and material support worth K2.5 million while Amref Africa Health donated 3,000 information, education and communication (IEC) printed materials in Braille costing K50, 000 to carter for the visually impaired persons.

The materials will be distributed to over 70 reading groups for the blind countrywide.

Health Minister thanked Amref for supporting the ‘Health for All, Leaving No One Behind’ in a pursuit of universal health coverage.

And former and some current Rwandan refugees have also donated assorted food items and cleaning materials worth over K53, 000.

Zambia Honours Gabon 1993 Crash Heroes

The 27th anniversary of the Gabon Air crash was marked today at 1993 Heroes Acre in Lusaka with a controlled low key ceremony.

Families of the 30 victims, who perished in the air crash in the Atlantic Ocean after taking off from Libreville on the night on April 27, 1993 en route to Dakar, Senegal, were joined by officials at the space-out ceremony adjacent to Independence Stadium in Lusaka on April 28.

Coronavirus social distancing guidelines were observed with laying of wreaths restricted to respective representatives.

The team died on its way for a 1994 USA FIFA World Cup qualifier against Senegal.

FAZ president Andrew Kamanga said the onus was on FAZ to finally honour the team with a debut FIFA World Cup qualification in the 2022 Qatar penultimate round, group stage qualifiers that are scheduled to begin for this October.

“Every journey to this Acre always re-enforces our desire to push our game further. These men paid the ultimate price in pursuit of the nation’s football glory. It is our hope that we will repay their sacrifice by doing our best to improve our game and achieve their ultimate dream of World Cup qualification,” Kamanga said.

And Zambia coach Milutin ‘Micho’ Sredojevic was also in attendance in what was his first official memorial engagement following his appointment in February.

“Every time when we put on a Zambian jersey, we need to know that people have laid down their lives for Zambia; and with such a spirit, we should enter every match knowing who we are, what we want, and what we are capable of doing with such an approach. With the quality of Zambian players we can go very far,” Micho said.

Zambia Records 6 New COVID-19 Cases out of 80 tests in the last 24 hours

Zambia has recorded 6 more COVID-19 cases bringing the cumulative total to 95, Health Minister Dr. Chitalu Chilufya has said. Dr. Chilufya said the 6 new cases are out of 80 tests that were conducted in the last 24 hours and brings the number of active cases to 50, 42 recoveries, and 3 deaths.

Speaking at the latest COVID-19 update, Dr. Chilufya explained that the cases involve three truck drivers who were quarantined at the University of Zambia (UNZA) while the remaining three are from Chipata Compound, Matero and Emmasdale.

“We are actively looking for cases and surveillance coupled with upscaled testing is the strategy so that we find cases, isolate them to avoid further spread. We have since invested in improved laboratory testing” Dr. Chilufya said.

He, therefore, said mass screening will continue in many parts of the country as well as the distribution of masks and called for collective support as the exercises are been conducted. The Minister further said that, so far, 1 300 people were tested in the Makeni area and results are being awaited, with the team conducting mass screening now in Kamwala and Madras areas.

The Minister further said that Zambia will not be forced into adopting medicines or testing processes being done by other African countries, adding that teams are on alert for any evidence for solutions to the pandemic.

The Minister also disclosed that the country has received 50,000 face masks that have been distributed to various communities, among the markets. Dr. Chilufya further said about 20 Members of Parliament have also collected protective personal equipment, hygiene materials that are being distributed to their constituencies

“We have not less than 20 members of parliament including those from the opposition who have joined in the distribution of masks in their respective constituencies. We have quarantined politics because a health issue knows no politics” he said as he called for concerted efforts in the Coronavirus fight.

And Dr Chilufya has disclosed that the Mongu case which was under investigation has been ruled out to be negative.

Meanwhile, Nchanga North General Hospital in Chingola district has put up strict measures at the health facility to help prevent the spread of the COVID-19 pandemic.

Speaking when Chingola Mayor Titus Tembo visited the facility, Nchanga North General Hospital Medical Superintendent Samuel Phiri said the health institution has put up screening facilities to test all persons entering the place.

Dr. Phiri said apart from screening, management at the health facility have also banned members of the public from visiting patients.

He said social distancing posters have also been placed on benches and also on selected areas of the facility.

Dr. Phiri has since called on Chingola residents to comply with hospital management by following the measures that have been put in place.

And Chingola Mayor Titus Tembo, who donated 450 face masks to health workers at the hospital, has lauded all health workers for their tireless efforts to fight the deadly pandemic.

Mr. Tembo noted that the commitment from health workers will further minimize the chances of recording more COVID-19 cases.

He explained that people and institutions in Chingola have since stepped up precautionary measures following the two COVID-19 cases that have been reported in the district so far.

Declare 28th April, KK Day, Nevers Mumba urges Government

Opposition New Hope President Dr. Nevers Sekwila Mumba has called upon Government to declare the 28th of April as Kennetj Kaunda day.

In a statement circulated to the media this afternoon, Dr. Mumba who is also former Republican Vice President wished Dr. Kaunda a happy birthday.

“On behalf of my wife Florence, the New Hope Movement for Multiparty Democracy and on my own behalf, I would like to wish our Founding President Dr K.D. Kaunda a happy 96th Birthday”, Dr. Mumba

Dr. Mumba then said that Dr. Kenneth Kaunda sacrificed a lot.

“Not only did he spearhead the struggle for independence but also played the leading role in reestablishing the multiparty system of government in 1990. After facilitating constitutional changes by amending article four, he sacrificially cut his term of office by two years and called for early elections which he lost. His greatness was demonstrated in the manner he responsibly handed over power to the Movement for Multiparty Democracy. A rare attribute on the African Continent”, Dr. Mumba said.

Dr. Mumba then said that Zambia has not done much to honor Dr. Kaunda.

“We have an icon and a greater than a celebrity amongst us, but Zambians have not fully given honor to the great asset in our founding President. He belongs to the class of Mahatma Ghandi, Martin Luther King Jnr and Nelson Mandela. ZAMBIA has a reason to celebrate the life and gift of Dr Kenneth Kaunda. He should serve as a rallying point in our efforts to unite our nation”, Dr. Mumba said.

Dr. Mumba then called upon the Government to honor Dr. Kaunda by declaring 28th April, Dr. Kenneth Kaunda day.

“In the USA they have honored Martin Luther King Jnr with a national holiday on his birthday on 18th of January. In South Africa, they created a Nelson Mandela day on 18th of July. In India, 2nd of October is a national holiday in honor of Mahatma Gandhi. It is also his birthday”, Dr. Mumba

“ZAMBIA will do well to emulate the three nations by declaring a Kenneth Kaunda Day on 28th of April. A nation that honors its patriarchs carries a blessing with it. We urge government to consider honoring the only remaining hero and patriarch in the class of the other three who have already been honored by their nations”, Dr. Mumba said.

Fake immigration consultant arrested

The Department of Immigration in Ndola has arrested a 50-year-old Zambian man for practicing immigration consultancy without registration, contrary to the Immigration and Deportation Act number 18 of 2010 of the laws of Zambia

Mr. Mulenga Salimu of Plot No. 3749 New Mushili, who has since appeared in court, was arrested in Ndola on April 22, 2020.

According to press statement issued to ZANIS in Lusaka today by Immigration Public Relations Officer Namati Nshinka, Mr. Salimu was arrested after it was discovered that he had been falsely representing himself as an immigration consultant.

Meanwhile, Mr. Nshinka disclosed that the Department of Immigration in the last 12 days, between 15th and 26th April, 2020 apprehended a total of 70 persons of different nationalities for various immigration offences countrywide.

During this period, the department removed 93 illegal immigrants from the country and refused entry into Zambia to 14 foreign nationals, seven for being non-essential travelers. The department also secured four convictions.

“We would like to warn would be offenders that illegal immigration consultancy is a serious offence, one which has seen many people convicted and imprisoned. We would further wish to remind those who are tempted to think that they can beat the system since we went online, that the system is more secure than ever and it will detect their illegal activities,” he said.

Mr. Nshinka has also announced the extension for the deadline of replacement of the booklet type residence permits with digital card permits to May 31, 2020.

He also clarified that the extension does not refer to the collection of the digital card permits, but rather, refers to the successful submission of applications for the replacement, including payment.

“We therefore advise those who have made applications for replacement of residence permits, including those whose applications have been approved, not to be in a rush to collect the cards, as this will only cause congestion, which is not ideal in our fight against COVID-19,” he added.
