WHO has classified Zambia as low risk in regard to the Corona Virus-Health Minister

Health Minister Dr. Chitalu Chilufya has said that the World Health Organization has classified Zambia as low risk in regard to the Corona Virus that has broken out in China’s Wuhan City.

He said his Ministry has been notified about the novel virus whose outbreak has been widely talked about on social media and other media platforms in the last couple of days.

He said though Zambia is not in the high-risk bracket, the Ministry of Health through its disease intelligence wing(ZNPHI) has intensified surveillance at all points of entry, including the use of thermoscanners for temperature monitoring on all arrival passengers.

He said further that all points of entry staff have been oriented on standard case definitions, travel history assessment and symptoms of the illness.

Dr. Chilufya said health security is top on the list of priorities for the Patriotic Front Government, under the impeccable leadership of His Excellency, Dr. Edgar Chagwa Lungu.

He said the novel Corona virus causes a respiratory illness with common signs and symptoms including respiratory distress, fever, cough, shortness of breath and breathing difficulties.

“In severe cases, it causes complications such as Pneumonia and may lead to death particularly in those with compromised immunity or other underlying diseases.

” I wish to assure you that the nation is safe from the Corona virus. No case has been detected in Zambia. We are working collaboratively with our counterparts at China CDC and WHO to keep us updated on the outbreak. We shall keep you informed as the situation evolves, ” he said.

Dr. Chilufya said this at a media briefing at Ndeke House this evening

Lwandamina Demands Honourable Win From Zesco

Zesco United coach George Lwandamina says the onus is on his team get their first Group A win this Saturday when they host Premiero de Agosto of Angola at Levy Mwanawasa Stadium in Ndola in their penultimate game the 2019/2020 CAF Champions League.

Zesco are winless in Group A after four games played with just 2 points heading into the final home game.

They trace their last CAF Champions League victory to September 28 when they beat Young Africans of Tanzania 2-1 at the same venue to advance to the group stage.

Furthermore, Zesco have collected just one point from two Group A matches in their worst league round campaign since their debut qualification in 2009.

“There is integrity to protect and we will go into this match to play to win. We have not been going in games to lose, you can’t go into a match to lose but it has just been very difficult for us,” Lwandamina said.

“The side of the angle that we have been coming from saw us going down but we still have to fight to come out of this cocoon and try to protect the integrity of the club and even of individuals, like players themselves and ourselves as technical staff.

“So, it will be an interesting game and I am sure we will be able to stand up and be counted.”

Zesco and Agosto drew 1-1 in the first leg Group A meeting in Luanda on November 31.

Meanwhile, Zesco will close their campaign away to Group A leaders TP Mazembe on February 1.

140 Chingola Residents rushed health centers after their houses were spread with unknown chemicals

About 140 residents of Chingola were this morning rushed to various health centers across the district after their houses were last night spread with unknown chemicals by unknown people.

According to Radio Phoenix, Chingola Mayor Titus Tembo said reports from various clinics and hospitals in the District indicate that criminals are now spreading the yet to be known chemical for unknown reasons.

Mr. Tembo said health authorities have confirmed receiving and treating victims.

The Chingola Mayor has noted with concern that despite intensified security, criminal activities in Chingola have persisted.

Meanwhile in Kitwe, the current volatile security situation on the Copperbelt has forced trading places such as Chisokone Market to close earlier than usual.

According to Association for Vendors and Marketeers President, Abel Chikwa, the market is now closing by 18:30 hours instead of the usual 20:30 hours.

Mr. Chikwa told Phoenix News that marketeers are losing out on business as they are forced to knock off early for fear of being attacked while clients are also equally shunning the markets beyond 18:00 hours due to suspected ritual murders in Chingola with fears that the situation is spilling into Kitwe.

He says the loss of business cannot be quantified yet but was quick to mention that markets have more business between 17 and 21 hours as this is the time most customers in the formal sector knock off and buy from the traders.

Government urged to unlock the water channels leading to Lunga District.

The Civil Society Scaling Up Nutrition Alliance has urged the government to provide financial support to the Lunga District Administration to start unlocking the water channels leading to the district.

The CSO-SUN has also urged other stakeholders to come on board and help the government in sourcing for funds to unblock the water channels.

CSO-SUN Country Coordinator Mathews Mhuru says maize and Cassava fields in Lunga District have started flooding caused by unblocked water channels in the region resulting in crops being submerged.

Mr. Mhuru said his engagement with the Authorities in the District has established that the Lunga District Administration requires K160 000 to run a dredger to clear the channels especially in Chief Kasoma Lunga’s area which is the most affected area.

He has warned that failure to attend to this situation will result in increased levels of hunger in the District and reverse the gains the country has made in fighting malnutrition.

Mr. Mhuru said with the people of Lunga having been among the most affected by hunger last year, he expects them to start asking for relief food as early as March this year as they would have harvested nothing.

“The impact of the floods on agriculture was more felt in Lunga District last year as 38,000 people had houses and crop fields submerged following a continuous downpour. This situation is likely to repeat this year if the water channels are not unblocked”, he said.

And Chief Kasoma Lunga also confirmed that flooding has impacted negatively on the agriculture sector as the crops are usually submerged in stagnant water during the rainy season.

The Traditional Leader said Cassava and maize no longer grow because of the water except for rice which is also failing to grow due to huge water volumes as a result of flooding.

Kamba reacts angrily to media reports questioning his source of funding for his Mansion in New Kasama.

PF Lusaka Province Secretary Kennedy Kamba has reacted angrily to media reports questioning his source of funding for the mansion he has built in New Kasama.

Mr Kamba says he takes great exception to malicious and unfounded allegations meant to tarnish his name, for whatever reason by The Mast Newspaper in their editorial comment of today, headlined; ‘The Time has come for the PF to Leave Government’.

In this Editorial Comment dubbed Our View, The Mast Newspaper has reacted to Mr Kamba’s media statement which he issued a few days ago, where he was expressing his dismay by some doomsayers in the opposition, especially the UPND, who are so much preoccupied with malicious attacks on the PF government and want to sway the minds of the people by claiming that the government has failed and the only way out is the change of government.

Mr Kamba says he has no problems with The mast challenging his point of view or political beliefs, political philosophies or indeed his political association but he has every problem with The Mast getting personal and going to extremes of accusing him of being a scared man who has amassed wealth, that being in power has changed his lifestyle from being a nobody and having nothing to being a rich man, living in a big house with a swimming pool.

He said the Mast has gone further to accuse him of siphoning taxpayers’ money and that he has amassed wealth suddenly now through what they have termed ‘all sorts of supply contracts with government.

“They have further said ‘Without power, Kamba may be prosecuted for corruption and made to account for his wealth. These malicious and unfounded allegations are hurtful, extremely unacceptable and only meant to divert attention from real issues and try to ridicule me in the eyes of the right-thinking Zambians out there”, Mr Kamba lamented.

Mr Kamba says he is not interested in dragging anybody to court and should not be forced to do so if this kind of slander continues but emphasised that everything he owns, all the businesses he has engaged in since 1994 when he left Kitwe Boys Secondary School.

He said he can account for it because it is out of his own sweat and labour.

“I have been involved in politics to serve and not to eat taxpayer’s money. I am not in government myself, and I have never been in government but I have been a businessman who works for himself to fend my family and many other Zambians who look up to be for survival and empowerment”, he added.

“My record in business is traceable. Who doesn’t know that I have been selling assorted liquor with shops dotted around Lusaka before even the PF formed government? People know where to find me even in Kamwala, COMESA, Intercity and all those places. With the help of God, my businesses started booming in the MMD days, way before the PF formed government. On the Copperbelt, my company was doing various maintenance services at Mopani Copper Mines and records are there to show that I was doing all these businesses in the MMD days”, he said.

Mr Kamba said the little that he has in his life is all about hard work adding that his family has seen him through.

He has appealed to The Mast Newspaper to stop such malicious attacks on him and discuss politics and issues that affect Zambians.

“I believe in the PF and its manifesto And I believe the fact that through unity and hard work, inspired by good and sound economic policies of the government of President Edgar Lungu, Zambia is getting better and Zambians will vote for the PF in 2021 because it is a trusted leadership”, he has said.

Government has released K 4 Million towards the construction of the 113 kilometre Musaila-Lubwe Kasaba road

Government has released K 4 Million towards the construction of the 113 kilometre Musaila-Lubwe Kasaba road in Luapula Province.

Housing and Infrastructure Development Minister Vincent Mwale says the money is part of the K520 Million total cost of upgrading the road.

Mr Mwale has assured the people of Chifunabuli district in Luapula Province that construction works on the road project which stalled because Government owes the contractor, BSBK Limited of India will resume this year after the rainy season.

The Minister was speaking at his office when he met the Ng’umbo Development Coordinating Interim Committee who were led by Chifunabuli Member of Parliament Ponde Mecha.

“We are aware that this road project started a long time ago but it has stalled due to lack of money. Let me assure you that my ministry is committed to complete this project. This week we have paid the contractor K4 Million but because of the rainy season, the contractor has told us that he cannot resume work but instead he will use the money he has received to pay off some of his suppliers”, Mr Mwale has said.

The Minister assured the committee that in four months’ time there will be visible progress in the construction of the road.

And Interim Committee Chairperson Professor Charles Mwape said despite the project being awarded in 2015 the contractor was last seen working on the project in 2018.

Professor Mwape said the stalled works have raised concern among the people of Chifunabuli district and surrounding areas.

Government awarded the contract of upgrading the 113 kilometer Musaila-Lubwe – Kasaba road to BSBK Limited of India in 2015 at a cost of K520 Million.

The works include installation of 77 culverts on the road.

This is according to a statement issued to the Media by Ministry of Housing and Infrastructure Development spokesperson Jeff Banda.

Premiero de Agosto coach Dragan Jovic is wary of Saturday’s 2019/2020 CAF Champions League Group A opponents Zesco United despite the homesides’ recent bad run of results.

Zesco hosts their Angola opponents in a penultimate Group A match at Levy Mwanawasa Stadium in Ndola after a rough start to 2020 that began with four successive losses that ended on January 22 with a 2-1 derby away league win over Buildcon at the same venue.

Agosto and Zesco, who drew 1-1 in the first leg Group A meeting in Luanda on November 31 , are winless in the league round on 2 points each and their quarterfinal interest could end tonight in Egypt should second placed Zamalek, on 7 points, beat leaders TP Mazembe who have 10 points.

“I think that we and Zesco are in the same position because we are now dependent on the result between Zamalek and TP Mazembe,” Jovic said.

“But we have come here to have a good match and we will do everything to win but obviously it will be difficult because Zesco is a good team.

“We already saw that after the draw in the first leg in Luanda but our team is prepared for a very good game.

“Zesco won their last game 2-1 and I think Zesco are at the moment still in good form and it will be difficult for us.”

Food Reserve Agency committed to dismantling the debt that it owes farmers

The Food Reserve Agency has assured farmers that it is committed to dismantling the debt that it owes farmers that supplied the agency with maize during the 2018/2019 farming season.

FRA Public Relations Coordinator John Chipandwe says the Agency is aware that some farmers have not yet been paid and assured them that they will get paid immediately funds are made available by the Ministry of Finance.

Mr Chipandwe has dispelled assertions by some members of the public that the Agency has not paid most of the farmers that supplied maize to the FRA.

He said the FRA has to date paid out K176, 267,909 out of the K190, 322, 220 representing 92.6 percent payment.

Mr Chipandwe said the outstanding balance owed to farmers currently stands at K14, 054,311 wh9ich will be cleared once funds are made available by the Ministry of Finance.

He also clarified that the Agency has this week released funds to pay farmers in various districts of Northern, Luapula and Muchinga provinces.

Mr Chipandwe has since called for calm as the Agency is making necessary arrangements to dismantle the remaining debt as soon as possible.

Zambia’s Economic prospects for 2020 are positive, President Lungu tells Diplomats

President Edgar Lungu has said that Zambia’s Economic prospects for 2020 are positive.

Addressing the Diplomatic Corps at State House Thursday afternoon, during during the Annual Greetings events, the President said that projections include a real growth rate of 3 percent and inflation to be maintained within the range of 6 to 8 percent.

President Lungu said this during the Annual Greetings of the Diplomatic Corps at State House Thursday afternoon.

“In addition, the fiscal deficit is expected to reduce to 5.5 percent and domestic revenue mobilization is projected to increase to at least 22 percent of Gross Domestic Product (GDP). Fiscal consolidation will continue to be a priority to ensure sustainable and inclusive growth,” he said.

“Furthermore, I wish to announce that this year, the Zambian Government will continue to anchor our efforts on the five development strategic areas of the Seventh National Development Plan. These are economic diversification and job creation; poverty and vulnerability reduction; enhanced human development improvement; development inequalities reduction, and creating a condusive governance environment for a diversified economy. I, therefore, appeal to all of you, for your continued unwavering support.”

On Trade and Investment, President Lungu noted that there is potential for improved partnerships with other governments given Zambia’s focus on economic diversification as well as many investment opportunities Zambia offers.

He emphasized that Zambia continues to offer a favourable business environment based on its strategic location in the region.

“However, like many other countries in the Southern African Region and beyond, the Zambian economy during the rest of 2019 was negatively affected by various issues notably, adverse climate conditions caused by poor rainfall during the 2018/2019 farming season,” said the President.

“This, in turn, negatively affected agricultural production and electricity generation which led to spill-over effects in other sectors. Economic growth was also affected by a decline in copper output, coupled with lower copper prices caused by a reduction in global demand.”

And in giving the votes of thanks, Dean of Diplomatic Corps Jeronimo Chivavi, who is also Mozambique High Commissioner to Zambia, observed the need for greater collaboration in addressing the effects of climate change.

Unionized Kagem Mining Employees to receive a 10% increase in basic salary for 2020

Kagem Mining, which operates the largest emerald mine in the world, in Lufwanyama, has signed a collective agreement with unions under which unionized employees will receive a 10% increase in basic salary for 2020 and a further 10% increase for 2021.

The collective agreement followed successful negotiations between management and representatives of the National Union of Miners and Allied Workers and the Mine Workers Union of Zambia, in which it was also agreed to enhance the company pension contribution from 15% to 20% of basic pay, bringing the effective salary increase to 15% for 2020 and 2021, and the overall increase to 22.5% over the next two years.

The parties further agreed to enhance repatriation allowance by 11% and raise the education allowance by 125% recognising the importance of education of employees’ children. Transport allowance has also been increased.

A new grading structure will be implemented and all conditions of employment have been aligned to the Employment Code Act number 3 of 2019.

Kagem Board Chairman Dr Sixtus Mulenga commended union representatives for the efficient and professional manner in which negotiations were conducted.

He said the salary increment reflects expected cost of living increases, and additional benefit increases are in line with industry expectations, while recognising the need for continued investment in the gemstone sector.

The agreement was also welcomed by Boniface Mutale, Director on the Board of Kagem representing the government, who thanked management for their input in the negotiations.

Mr Mutale said this is a win-win outcome that recognises employee input while also ensuring that Kagem continues to be a flag-bearer for the colored gemstone sector, putting Zambian emeralds on the world map through continued investment in production and marketing.”

The company is owned 75% by London-based Gemfields in partnership with the Industrial Development Corporation, which holds 25% on behalf of the Zambian Government.

Placing Chambeshi Metals on the Copperbelt on care and maintenance is reckless-NDC

The National Democratic Congress says the decision to place Chambeshi Metals on the Copperbelt on care and maintenance is reckless, insensitive and should have been avoided.

Party Chairperson Labour Joseph Chishala has condemned both Government and Unions in the extractive sector for not taking proactive measures in insuring that the firm was is closed.

Mr Chishala believes that Chambeshi Metals in its current form and state is still viable being one for major Cobalt producers in the country.

He said the Unions in the mining sector know the problems at Chambeshi Metals and should have taken remedial measures by engaging management at the troubled firm to explore new business linkages and survival methods that should have saved the company from total collapse.

“As a party we sympathize with the plight of 229 families of employees who have lost their jobs at Chambeshi Metals”, he said.

Mr Chishala who is Roan Member of Parliament has promised to table the matter before the minister of mines in Parliament.

He said it is sad that Zambia is experiencing job redundancies under a Government that was voted into office under the platform of creating more jobs and giving people more money.

Mr Chishala has added that there is need for Government to identify another equity partner to take over the operations of Chambeshi Metals.

Why did PF Cancel the MMD’s Kafue Lower Hydro Power Project in 2011?

The investment vehicle for the construction of the 600MW – 750MW Kafue Lower Hydro Power Project was secured by the MMD government, with the project originally to have been concluded in 2015. The agreement was inked in 2010 by the then Minister of Finance Situmbeko Musokotwane, with construction commencement having been planned for April 2011.

The project was to be funded through an investment vehicle between Zambia, together with China Africa Development Fund and Sino-hydro; for $1.5bn.

The first thing the Patriotic Front (PF) did on assuming public office in 2011 was to irregularly disrupt the project for no credible reasons. The project lay dormant for almost another 5 years, only to emerge as a $2bn project – the same project but costing another $500m

Had the PF not fiddled with this project back in 2011, the Zambian economy would have been registering consistent GDP growth averaging anything between 4% – 5% between 2015 to date. But because of the electricity crisis, we had in 2015 – 2016, and now 2019 – 2020, thanks to the partisan economic sabotage perpetrated by the PF regime.

The PF owe Zambians a couple of answers: Why was the Kafue Lower Hydro project canceled in 2011? Also, why was there a $500m spike in the cost of the same project under the PF as opposed to the initial $1.5bn under the MMD?

And Zambians must remember, that if we do not conclude this project by the summer of 2020, we will be trouble again.

Now we know, that because of the excessive public debt which is bearing heavily on the government’s ability to service debt as it falls due, the Chinese are no longer prepared to write blank cheques for the PF to abuse. The Chinese now know that it is no longer in their national interest to maintain a toxic relationship with the PF administration firmly anchored on corruption. It means the Chinese government will never be able to recover their money.

China has also realized that it has been a friend of the Zambian people for over 50 years, and China will not destroy Zambia for the sake of the PF. It is in the best interest of China and the Chinese people, as much as it is beneficial to Zambia and her citizens, for the Chinese government to whip the PF back in line.

FAZ Reports Sports Minister, Emmanuel Mulenga, to FIFA

FAZ has reported Sports Minister, Emmanuel Mulenga, to FIFA, for alleged interference in the running of football in the country.

The Sports Minister has confirmed this in Lusaka, saying FAZ has accused him of trying to change the association’s Constitution, ahead of its elective AGM this March.

Mulenga has told a media briefing in Lusaka that the Ministry of Sports, through the National Sports Council, will write to FIFA to clarify on the allegations made by FAZ.

He has added that he has NOT interfered with the running of football in any way, as his ministry simply wrote to FAZ, indicating that the forthcoming FAZ elections in March should be free and fair.

Meanwhile, Mulenga says FAZ has NOT officially notified the Ministry on who they have selected for the vacant national football team coach.

Mulenga has refuted claims by Football House that it has submitted the name of the Coach that has been settled for to the Ministry for approval.

He says as it stands his Ministry cannot act on media reports as there has been no official communication from FAZ.

Mulenga says he has noreason to be a stumbling block in the process of engaging the Chipolopolo Coach, adding that FAZ should just follow the normal channel of communication.

But FAZ General Secretary Adrian Kashala, earlier told ZNBC sports in a telephone interview that FAZ submitted all the necessary documentation to Sports Permanent Secretary, Joe Kapembwa.

New Chipolopolo Coach Hunt Nose-Dives

The prospects of the permanent Chipolopolo coach being named this week are dashed after Sports Minister Emmanuel Mulenga said he is not aware the recruitment process has been completed.

FAZ has since September undertaken a grueling recruitment process that started with 60 candidates before settling on a three-man shortlist following a botched attempt to sign ex-Botswana and Bloemfontein Celtic coach Veselin Jelusic last August.

The FAZ executive committee reportedly settled on ex-Orlando Pirates and Zamalek coach Milutin Sredojevic and at the start of this week submitted their report to the Ministry of Sport who are the stakeholders in furnishing the salary of the new Chipolopolo coach.

Mulenga said the only correspondence that has reached him from FAZ dates back to October 1, 2019.

“It has been reported in almost all the print media that FAZ has recruited a coach and they have actually reported to the Ministry so that the Ministry can actually consent on the coach,” Mulenga said.

“Our position as Ministry of Sport and my office is that we have not received any correspondence from FAZ indicating to us that they have finished the process and that they have settled on a coach.

“You need to be aware that as a professional body, or as a Ministry, we have professional ethics which regulates our decisions as well as our conduct. We can only respond when we get correspondence from FAZ.”

Bishop Joshua Banda partners with Rwanda to promote unity in Zambia

Global Frontiers International Trust Limited (GFI), a Zambian faith-based organisation has expressed commitment to replicate Rwanda’s unity and reconciliation model to Zambia and other African countries.

The commitment was made on Tuesday during the signing of a Memorandum of Understanding (MoU) between the organisation’s founder Dr Joshua Banda and Rwanda National Unity and Reconciliation Commission (NURC).

The agreement aims at building collaboration in respect to the Commission’s mandate towards preserving peace, unity and reconciliation ideals thereby contributing to the global cause of achieving social cohesion, socio-economic development, good governance, conflict prevention and resolution.

Prior to the agreement, the organisation conducted study tours to different parts of Rwanda for two years to learn more about Rwanda’s unity and reconciliation model in communities so as to replicate it in Zambia and other countries.

Bishop Banda said the agreement will enable his organization to contribute to the greater pan-African goals of both the African Union as well as many other institutions that act at the pan-African level to be able to bring African people together.

“Rwanda has achieved a lot in unity and reconciliation among its citizens and, as a result of that, there was a desire to see how we can collaborate and maybe extend some experience and mutual efforts towards building greater cohesion not just in Rwanda but in many parts of our continent,” Bishop Banda said after signing the MoU.

“There are still conflicts and tensions across the continent and there is need to be able to grow some levels of cohesion and more peaceful coexistence of our great people of Africa,” he added.

The collaboration envisaged under the memorandum will involve the Commission using the services of GFI in conflict resolution, peacebuilding and reconciliation.

Bishop John Rucyahana, the president of Unity and Reconciliation Commission, thanked GIF for their commitment to extend the model towards building a United Africa.

“This is a call of deeper challenge not only to sign but to also ensure what we sign is put into action to create awareness among Africans of what Africa is and the purpose for which Africa exists,” Rucyahana said.

He, however, insisted that the agreement was not meant to bring Rwandans living in Zambia and other countries back to Rwanda but a campaign through which the world will know the truth about the Genocide against the Tutsi and share the Rwanda’s journey to build unity and reconciliation among their citizens.

“We want our people to be healthy, productive, honorable and exemplary wherever they are and have a clean and clear conscience. If the campaign becomes successful, then the world will hopefully know the truth about Rwanda’s past and become open to extraditing Genocide fugitives hiding out there because they will have no more excuses anymore,” he said.

There are an estimated 4,000 Rwandans living in Zambia.
