Prophet Bushiri, wife arrested on charges of fraud, money laundering

Self-proclaimed prophet Shepherd Bushiri and his wife were arrested by the Hawks on Friday morning in Rustenburg on charges of fraud and money laundering.

Hawks spokesperson Hangwani Mulaudzi confirmed the arrest and said the case against the couple was linked to alleged offences of fraud and money laundering, as well as the contravention of the Prevention of Organised Crime Act (POCA), which had been committed from 2015.

The contravention of the Act was in relation to Exchange Control Regulations relating to foreign currency of $1 147 200 (around R15m).

Mulaudzi said that the couple, who run several business enterprises in South Africa and abroad, were expected to appear before the Pretoria Commercial Crime Court on Monday.

According to a statement posted on Bushiri’s Facebook page, the arrest took place at 07:00 at the Sparkling Waters Hotel in Rustenburg.

“They took the Prophet and our mother Prophetess Mary Bushiri in handcuffs to Pretoria. They have charged our father with fraud and money laundering,” the statement on his page reads.

Earlier on Friday, the CRL Commission exonerated Bushiri from responsibility for the stampede at his Pretoria church, where three people died, saying the church had fully complied with safety regulations.

In April last year, tabloid publication Sunday World reported that Bushiri was apparently making so much money from his churches in South Africa that he was able to send R15m a month back to his home in Malawi.

Mulaudzi confirmed to the tabloid at the time that the Hawks had been investigating the pastor, but cautioned that the case was in its early stages and that he could not divulge or confirm any details.

The controversial prophet at that time told SABC News that he was not even aware that the police were investigating him and that he had only heard about the investigation through the media.

The “Major 1” as he is affectionately known by his followers, also kept social media abuzz in December 2017 for selling tables for a gala dinner at a cost of between R1 000 and R25 000.

Social media users found these prices ridiculously high and have taken to Facebook and Twitter to share their thoughts.

Bushiri has recently denied that his church demanded congregants to pay in order to have one-on-one sessions with him.

Minister of Transport and Communications Brian Mushimba has attributed his accident last month to fatigue. Posting on his Facebook page yesterday, the Minister said that he had spent the whole day flying back from duty in Brazil, adding on the jet lag of having flown from USA a few days earlier.

Last week Zambia Police said that the the cause of the Minister’s accident was unknown

Guess that’s why it’s called an accident. It just creeps up on you when you least expect it; you can’t anticipate it.

But I know now to listen to my wife more often

She didn’t want me to leave the house that day that late after I had spent the whole day flying back from duty in Brazil, adding on the jet lag of having flown from USA a few days earlier.

But I had to have those two meetings because I was going to the constituency the following morning! (See how we push ourselves even beyond limits!).

It’s already late, had just finished some tasty dinner (specifically prepared since I had been away from home traveling for a month). The meeting was only to last 30mins and I convinced myself I could handle it.

So I went to meet the two colleagues to listen to their predicament and how I could be of help. Then a 30min meeting became 3hrs! My wife calls, worried that I had not rested and the meeting was taking too long. I abruptly excused myself and asked that I now go home and rest.

It’s 11pm and I’m truly feeling tired. I jump in my car and using a road I was not familiar with, found myself in that dark and sharp curve on Thabo Mbeki road.

It came up on me very fast and had limited reaction time. I saw it all happen. Scared, holding on to my rosary I keep on me, I saw the car lose control. I remember saying a short prayer. When it stopped on its side, I climbed out and flagged down a Good Samaritan to rush me to UTH. My right arm had been injured. I also gave the Good Samaritan my wife’s number to call her and advise her of the accident that had just happened. My wife met us at UTH before I went into surgery.

I’m glad my life was spared.

Amos Chanda distances State House from AXXEZ Media

State House Spokesperson Amos Chanda has distanced State House from AXXEZ Media which is purported to be using the institution’s name in getting business.

Mr. Chanda says neither state house nor he has any dealings with the media company which deals in billboards.

He says the two company shareholders have no connection to him or state house but are reported to be bullying CEOs in councils in Kafue, Lusaka, and some councils on the Copperbelt purporting that they are being sent by state house.

Briefing the media in Lusaka today, Mr. Chanda warned that anyone dealing with them should do so in their own accord and not because they are alleged to have state house support.

He also expressed disappointment with the Lusaka City Council Chief Executive Officer for his complicity and acting with the company saying it is linked to him.

Mr. Chanda said this despite him having warned them about a year ago that he has nothing to do with the company.

ECZ should NOT postpone Sesheke By Elections , but disqualify PF and UPND over violence

The People’s Alliance for Change has appealed to the Electoral Commission of Zambia to disqualify the Patriotic Front and the UPND if they continue fighting in Sesheke ahead of the February 12th Parliamentary by election.

PAC President Andyford Banda says calls to cancel the election due to the violence being perpetrated by the two political parties are unfair because his party and the United Prosperous and Peaceful Zambia are campaigning peacefully.

Mr. Banda said PAC and UPPZ cannot suffer because of what he has termed as two indiscipline political parties that do not want to adhere to the electoral Code of Conduct.

“The Electoral Code of Conduct is clear, only political parties that engage in violence should not be allowed to participate in elections, why should we suffer because of two indiscipline political parties”, Mr. Banda added.

He said the violence in Sesheke is affecting their candidate Charity Muhau who is the only female candidate participating in the by election.

But UPND Chairperson for elections Garry Nkombo said the people of Sesheke must be allowed to vote on 12th February to choose their representative without any interference.

Mr. Nkombo who is also Mazabuka Central Member of Parliament has accused the PF of sponsoring violence in the Constituency because they are scared of losing the election.

Mr. Nkombo told a media briefing that the UPND has since recommended to the ECZ for some of their officials who are biased towards the PF to be removed as electoral officers.

Lechewe population in the Kafue Flats have declined by 5000 animals

Preliminary reports of the 2018 Kafue Lechwe population count on the Kafue flats indicate a critical situation for the endemic species which has recorded a decline of approximately 5,000 animals in three years.

According to surveys conducted by the Department of National Parks and Wildlife with the support of World-Wide Fund for Nature in Zambia and International Crane Foundation, the Lechwe population that stood at 28,711 in 2015 now stands at 23,306 animals.

The aim of the survey that was carried out in the second week of November 2018 was meant to determine the population of the status of large herbivores especially the Kafue Lechwe, and also some water bird species particularly the Wattled Cranes in the Lochnivar and Blue Lagoon National Park as well as the Kafue game management area.

The survey carried a total area of 5,615 encompassing the two National Parks.

Meanwhile, the report on the 2018 count of the common Hippo on the Luangwa River reveals a decline of about 800 Hippos from the previous count.

The Opposition Alliance of 13 Political Parties has withdrawn from the Zambia Center for Inter party Dialogue with regard to the On-Going National Dialogue and Reconciliation Process.

The decision to pull out of the ZCID with regards the Dialogue process follows the decision by the PF and its Affiliated Political Parties to walk out from the Pamodzi Hotel Meeting of Tuesday, 29th January 2019.

Alliance Chairperson Media and Finance Committees said the Alliance is disappointed with the Conduct of the PF and its Affiliated Political Parties, together with ZCID, to Walk Out of the Tuesday Meeting which was called to try to resolve the Impasse Regarding the Draft Memorandum of Understanding on the dialogue process.

Mr. Tembo said the Alliance’s desire to see the National Dialogue process succeed is premised on their desire to reduce tension, conflict and chaos before, during and After the 2021 General Elections.

“However, it must be made clear that with or without the National Dialogue and Reconciliation process succeeding, the Opposition Alliance will Win the 2021 General Elections with a landslide”, he said.

Mr. Tembo said the Alliance does not see the possible success of the national dialogue and reconciliation process as a prerequisite to their winning the 2021 general elections, but rather as merely complimentary.

He said a successful national dialogue and reconciliation process would ensure a peaceful transition of power in 2021, whereas a failed national dialogue and reconciliation process will bring about a chaotic transition of power in 2021.

“Whatever the case, we in the opposition alliance are confident beyond any shadows of doubt, that there will be a transition of power in 2021. The only question is what type? Chaotic or peaceful? And that is where the on-going national dialogue and reconciliation process comes in”, he added.

Minister of Mines Richard Musukwa says the board of directors for ZCCM-IH has fired the company’s Chief Executive Officer Dr Pius Kasolo.

Mr Musukwa announced the dismissal of Dr. Kasolo during a media briefing at State House this morning.

Mr Musukwa said Dr Kasolo was dismissed for failing to follow presidential instructions over the new mine tax regime.

This week, Dr Kasolo told a news briefing that ZCCM-IH is opposed to the new Mine tax regime as it will cripple the mining industry.

Yesterday, The Economics Association of Zambia Copperbelt Province Chapter has described as unfortunate and ill timed, the sentiments attributed to ZCCM IH Chief Executive Officer Dr. Pius Kasolo regarding the new mining tax regime.

ZCCM-Investment Holdings (ZCCM-IH) Chief Executive Officer Dr. Pius Kasolo reportedly said during a press briefing that the 2019 planned mining taxes would impact negatively on ZCCM-IH which holds shares on behalf of the Government in the mining companies.

But EAZ Copperbelt Chapter Mathews Muyembe said the motivation behind Dr Kasolo’s remarks begs an answer as government was already engaging the respective foreign mines and positive strides were being made to achieve a mutually beneficial consensus.

“While we appreciate that every company’s objective is to increase its top line and maximise the bottom line, the mandate of this holding is to represent and reflect governments will which is to improve the welfare of its people through provision of employment and social services,” Mr Muyembe said.

“In the recent past we have seen the mining sector drop in GDP contribution as well as
tax avoidance schemes through transfer pricing and continuous declaration of losses. Even with the incentives such as electricity subsidies and tax windows the mining industry participation in economic growth has been declining over the years, he said.

“In October last year government did indicate that no mining operations will be affected by the new taxes, and the fear that job losses would be precipitated by the new taxes was later allayed as mines agreed to meet government and amicably resolve any apprehension around the new tax regime.”

Mr Muyembe said ZCCM should know that government desires more return beyond dividends as the trickle down effect and multiplier effect of job losses, social benefits and opportunity costs of forgoing mining returns is huge.

“We would have expected ZCCM IH to advocate for more returns from the mining industry than issuing statements that are not aiding dialogue between government and the mining stakeholders,” he said.

He said the statement by ZCCM-IH is very unfortunate because most mines like Mopani, FQM, KCM and Luanshya mine among others have indicated that they will not retrench or downscale their activities.

“We advise ZCCM-IH to prioritize the resuscitation of Ndola Lime which falls under its portfolio instead of contradicting government’s position.”

He added, “We expect ZCCM-IH to be in the forefront of giving answers to the many questions Zambians have regarding the mines such as the cost of producing a tonne of copper, how much cobalt is being mined?, where is the gold mined going to? among others.

Cabinet Office receives forensic audit on Social Cash Transfer

Government says the forensic and administrative audit into alleged abuse of Social Cash Transfer funds has been finalized and submitted to Cabinet Office.

Deputy Secretary to Cabinet in Charge of Finance and Economic Affairs Christopher Mvunga told journalists at State House today that the forensic audit was submitted to Cabinet Office and Secretary to the Treasury on January 29, 2019.

Mr Mvunga said Cabinet office is now studying the report to understand the implications of the forensic audit on the ministry of Community Development and Zampost.

The Deputy Secretary to Cabinet said government will arrange for a meeting in Mid-February this year and present the forensic report to the cooperating partners who are key stakeholders in the implementation of Zambia’s Social Cash Transfer Scheme.

Mr Mvunga said government will discuss the report with the donors and also engage the cooperating partners to explore ways of continuing financing of the Social Cash Transfer scheme.

He said the general public will be informed of recommendations and actions that will be taken regarding the administrative and forensic audits of the alleged abuse of Social Cash Transfer funds.

Last year President Lungu directed forensic and administrative inquiries when reports surfaced of alleged corruption, abuse and maladministration of social cash transfer funds at the ministry of Community Development and Social Services and the government appointed agent Zampost.

Acting Kitwe Mayor warns bar owners using their premises as brothels

Kitwe District Acting Mayor Everisto Chilufya has warned bar owners who are using their premises as brothels that the local will soon clamp down on them.

ZANIS reports that Mr, Chilifya has warned that hid council will soon move in an carryout inspections on all bars in the City and consequently shut down all those operating as brothel which he said where on the increase .

He explained that the local authority has recorded complaints from residents in parts of old Ndeke and Chamboli townships that some Bars are illegally being used as brothels.

The Acting Mayor has since ordered erring bar owners to stop forthwith, failure of which they will face the law adding that those who defied the directive to shut risked losing their trading licenses.

He has since appealed to residents to cooperate with the local authority in identifying the properties being used as brothels when it the embarks on the exercise.

Kapita angered over abandoned construction of Admin block

Western Province Minister Richard Kapita has expressed disappointed with the contractor engaged to construct the administration block in Sikongo district, who has reportedly abandoned the works after being paid by government.

Mr Kapita said it was saddening that the local contractor Muco Trading Limited, was not on site to complete the works despite being paid to complete the works.

ZANIS reports that Mr Kapita made the remarks after inspecting the project in Sikongo yesterday.

And the Minister has promised to engage his counterpart in the Ministry of Housing and Infrastructure Development, to ensure that that contractor moves on site and completes the project.

The Minister who also met departmental heads, reiterated government’s commitment towards the completion of all stalled projects in the district.

Earlier, Sikongo District Commissioner Blight Tombi appealed to government to consider giving projects to constructors who have the vision of the country and not only their own individual interest, as this derails developmental progress.

Mr Tombi said most local contractors have a tendency of abandoning the projects even after being paid, as can be witnessed in Sikongo.

The Provincial Minister visited was in the district to check on development projects in the area.

Minister of National Development Planning Alexander Chiteme has asked the Climate Investment Funds (CIFs) to assist Zambia expand investment in renewable energy.

Mr. Chiteme was speaking when he held a meeting with the Head of CIFs Mafalda Duarte on the sidelines of the CIF 10th Anniversary meeting taking place at the Moroccan Agency for Sustainable Energy (MASEN)’s Noor Complex Solar Power Plant – the world’s largest concentrated solar power plant– in Ouarzazate, Morocco.

Noor generates about 580 megawatts of power that is fed into the national grid and supplies to at least 2 million people.

Mr. Chiteme says renewable energy is very important to Zambia’s development and stated that CIFs’ outstanding works in promotion of initiatives are aimed at combating climate change and expansion of renewable energy.

Through the Forest Investment Programme (FIP), Zambia has developed an investment plan to reduce deforestation and forest degradation.

“However, we still need more financial support towards actualizing the Investment Plan,” said Mr. Chiteme.

He said this is important for Zambia to actualize the objectives of the Seventh National Development Plan and the Vision 2030 to ensure access to clean and reliable energy for all.

The Minister added that through the support of CIF, the PPCR had utilized the resources to strengthen the operations in key Government institutions such as the Disaster Management and Mitigation Unit, which is responsible for national climate Information and risk reduction management.

The PPCR had also launched the nationwide awareness campaign dubbed #Think2044 and established a Toll-Free Call Centre to empower people with information about climate change.

Mr. Chiteme said Zambia had developed mainstreaming guidelines that laid the foundation of climate change mainstreaming in Development Plans.

He said the government will revise the current design standards and codes for infrastructure to ensure that climate smart infrastructure was developed in line with attaining the objectives of a resilient development path way for Zambia.

“We reiterate the need for continuity if the gains, lessons, systems created by the CIFs are to provide a platform or foundation for future climate finance. The time is now to put up a collective position on the future role of the CIF in the climate finance architecture,” said Mr. Chiteme.

On her part, Ms. Duarte assured Mr. Chiteme that CIFs will continue to support Zambia’s development agenda, especially addressing the impact of climate change.

CIFs, a multi-donor propelled initiative, is supporting the Pilot Programme for Climate Resilience (PPCR) in Zambia, under the Ministry of National Development Planning, which has community projects including women-led organisations that empower the vulnerable people and households in Western, Central, Lusaka and Southern provinces.

Mines Union concerned by KCM’s move to retire all workers aged 55 years and above

MINE Workers Union of Zambia (MUZ) says it is making consultations on how to handle the manoeuvres being made by Konkola Copper Mine (KCM) to retire all workers that have reached the age of 55.

This is contrary to government’s three tire retirement requirements at 55, 60 and 65 years, respectively.

ZANIS reports that MUZ President Joseph Chewe says the union was aware of KCM’s plans and would issue a comprehensive statement after making consultations with lawyers and other relevant stakeholders.

“We have travelled to Lusaka pursuing the issue and very soon a decision will be made on the matter,’’ Mr. Chewe said.

He urged the workers to remain calm as the union pursues the matter.

Yesterday Nchanga Member of Parliament Chilombo Chali issued a statement where he said that Console Copper Mine had found another way of getting rid of workers by retiring those that are 55 years and above after u-turning on its earlier plan to retrench workers due to the new tax regime.

Fear has of late gripped hundreds of workers at the embattled mining giant’s offices in Chingola, Kitwe, Chililabombwe and Nampundwe following the circulation of information that all workers above the age of 55 would be retired.

And when contacted for a comment, KCM Corporate Affairs Manager Eugene Chungu was not available as his phone went unanswered.

Four Senior Citizens have accused mining firms of extorting the country’s mineral wealth in preference of enriching their respective countries .

They said during a courtesy call on President Edgar Lungu yesterday at State House in Lusaka where they discussed a number of key socio-economic issues in the country.

Veteran politician and freedom fighter Sikota Wina, former ZCCM Chairman Francis Kaunda, former Minister in the MMD regime Peter Machungwa and Mr Yotam Kacham jointly charged that mine companies were under declaring production and not paying the requisite and appropriate corporate tax.

Spokesperson for the quartet, Mr Kaunda charged that mining firms were secretly and illegally mining gold, cobalt, platinum and other precious minerals which they are selling on the international market for their own benefit.

“ Government ( should therefore ) to engage Zambian experts and undertake a mineral audit in the country to determine how much the country is losing out from its mineral wealth and verify claims by mines that they are not making profits, “ he said.

The former ZCCM chairman said it is not right for mining firms to be rejecting feasible mine tax regimes from government adding that it should thoroughly ensure that ordinary Zambians benefit from the country’s mineral wealth.

And Dr Machungwa on his part urged government to find better ways of financing the education of underprivileged people in the country.

“ The rising number of private universities entails that there is an increasing number of deserving vulnerable pupils and students who are not accessing bursaries and scholarships, “ he said.

Mr Yotam Chikamba paid glowing tribute to President Lungu for ensuring that peace and unity is maintained in the country and that national dialogue is upheld.

He said there is need for all stakeholders to cherish and work for the peace the country continues to enjoy 55 years after independence.

Meanwhile, Mr Sikota Wina said senior citizens in the country are happy with the leadership and governance track record of President Lungu and urged him to continue embracing Zambians.

And President Lungu assured the senior citizens that government will take into account their concerns over alleged malpractices by mining firms in the country.

The Head of State said Education for all Zambians is among the top items on his development agenda saying education is cardinal in providing a cadre of qualified and professional workforce to run the various key sectors of the economy.

He said competing needs have always derailed government’s intention of rolling out education for all.

President Lungu also disclosed that he has instructed the Secretary to Cabinet to review the way freedom fighters in the country are being looked after.

The President said he wants the welfare of Zambia’s freedom fighters improved due to the immense efforts they made in attaining freedom for the country.

He said Cabinet Office will have to identify genuine freedom fighters around the country so that government can look after them with the respect they deserve.

The senior citizens afterwards presented a bible to President Lungu to guide him in governing the country.

Ndola City Council to embark on pothole patch-up after the rains

Ndola City Council (NCC) says it will embark on pothole patching in the district after the rainy season.

Ndola City Council (NCC) Public Relations Manager Tilyenji Mwanza says her council has already procured materials to patch the potholes throughout the commercial city in readiness for the exercise after the rains.

She disclosed that the council is mobilising resources in order to reconstruct roads such as kabelenga and kwacha.

Meanwhile Ms Mwanza has appealed to Ndola residents living in high density areas to stop dumping waste in drainages.

She advised residents to help the local authority by always disposing off garbage in designated places, where the local authority picks it up for disposal.

Ms Mwanza said careless dumping of garbage results in blocked drainage system which often leads to floods when it rains.
