Fallen Zambian Peacekeeper honored at ceremony in the Central African Republic

The United Nations Secretary-General’s Special Representative, Parfait Onanga-Anyanga, delivered an emotional speech on Friday, November 16, 2018, at a ceremony honoring Staff Sergeant Derrick Sichilyango of the Zambian contingent, who died as the result of a road accident  that occurred while he was carrying out his official duties.

The ceremony was held  at the Headquarters of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA)in Bangui. The MINUSCA Force Commander, General Balla Keïta, members of the senior leadership of the Mission, as well as other civilian, police and military personnel were in attendance.

The Special Representative expressed the United Nations’ solidarity with the Republic of Zambia and its battalion serving with MINUSCA.   “It’s an immeasurable tragedy that Staff Sergeant Derrick lost his future. I salute and honor him for the work he has done to support this country, to represent Zambia with courage and honor, and to uphold the values and principles of the United Nations, ” he said.

“When we refer to our fallen peacekeepers, we most often think of those who died in the field of battle. But we must also remember that so many others have lost their lives because of the difficult environment in which we serve. They died of illness and accidents, as was the case for our deceased colleague,” recalled Mr. Onanga-Anyanga.

“He died at a time when his services in the contingent and the army of Zambia in general were indispensable. His death deprives the United Nations, the Zambian army, and the entire country of an extremely hard-working officer, “ said the Commander of the Zambian Battalion.,

Staff Sergeant Sichilyango deployed to the Central African Republic in June 2018.  He joined the Zambian Army on March 14, 2005, after basic military training, and then completed courses in auto mechanics at the Military Training Establishment of Zambia (MILTEZ). He was 38 years old, married and had three children.

With 930 peacekeepers, including 59 women, the Zambian battalion has been deployed since 2015 in the Vakaga prefecture, northeast of CAR, to ensure the protection of civilians. Based in Birao, the contingent provides security in the locality and surrounding area by conducting daily patrols. Like other contingents of the Mission, the Zambian Battalion regularly organizes civil-military activities in solidarity with the people in its area of responsibility and with the aim of strengthening social cohesion.

Counseling key to preventing suicide – clergy

Anglican Bishop of Eastern Zambia, William Muchombo says there is need to enhance counseling to help prevent suicide which is on the increase in the region.

Bishop Mchombo says people are stressed in various ways due to economic and social issues which he said are affecting them in different ways.

He said in an interview with ZANIS in Chipata that there is need for psychiatric and trauma counseling which are important aspects that need to be provided to the people.

“If we do not have people who are trained in these areas of counseling it becomes difficult to even notice that people are stressed. So, only training will help curb against suicide which is on the increase in the region,” he said.

He noted that there is need for people who run churches to be well trained in counseling issues because people are bound to go into depression and in some cases may opt to commit suicide if they are not well counseled.

Bishop Mchombo also stressed the need for people to open up and seek services of good counselors from the church, hospital or Ministry of Education where there are counselors.

He said the church is better placed because it has a lot of members with different backgrounds, experiences and situations.

Last week, Eastern Province Police commissioner Luckson Sakala expressed concern with the increased reports of suicide which stood at 40 as at November 14.

Movement for Multi-party Democracy Faction Leader Felix Mutati has urged Africans to stop being captives when negotiating with investors if the continent is to reap benefits of its resources.

Speaking when he addressed the Uganda national ACCA convention where he was guest of honor and gave a key note speech, Mr. Mutati who is also ACCA Global Ambassador and global advocacy award winner for the year 2017/2018 said the continent has continued to lag behind in development because the people negotiating for the continent became captives during negotiations.

He wondered why the conversations about Africa’s resources remain at “there’s potential” adding that governments should address their inadequacies for the continent to start striking better deals.

“If you take for example crude oil, there some African countries that produce a lot more than our colleagues in the middle East and if you take the difference between the two its huge where is the problem is it because we are Africans? You go to Dubai, you go to all these little places you see the difference then you go to another country near us producing more ballerals a day and when you see the development it’s just a rumor and they live in Africa. Are we born with a deficit?”, he questioned.

And on the growing presence of the Chinese Mutati said it is not the Chinese that are to blame, Chinese are useful partners because they represent a win win situation.

“China is a useful partner and don’t get me wrong. China advocates a win win situation and all of us know but the thing that we are failing as Africans is the same issue of shifting the blame. When you are at a table with China its said that it’s a win win situation but sitting on the opposite end of the table you all can’t win, the other must lose because it’s a negotiation isn’t it? So we shouldn’t blame China for our own inadequacies. We are passing our own inadequacies to China that China is wrong, we are at the table negotiating and when they defeat us we say China is to blame.

“Let us have our own win win situation. Some times let’s also learn to say no to the loans”, He added.

IDC will hold 60% of the Shares in ZAFFICO-Wina

Vice President Inonge Wina has disclosed that the Industrial Development Corporation will hold the largest share of more that 60 percent once ZAFFICO is listed on the Lusaka stock exchange.

Mrs. Wina told Parliament this morning during the Vice President’s question time that the first priority in shareholding will be the workers followed by the Zambian people.

She said the rest of the shares will be distributed among Zambians and foreign investors who are interested in buying shares in the company.

Mrs. Wina however reiterated that government has no intentions to sale the Zambia Forestry and Forest Industries Corporation Limited because it is a viable company.

She explained that the listing of the company on the stock market is meant to raise more capital because ZAFFICO has moved from planting only timber to planting tea and cashew nuts which requires more capital injection.

Mrs. Wina was responding to Chasefu Member of Parliament Gerald Zimba who wanted to know what government is doing to give a comparative advantage to Zambians for them to acquire the shares in ZAFFICO once the company is listed on the stock market.

UPND Leader Hakainde Hichilema says the meeting he held with President Edgar Lungu was fruitful and will see both parties going into dialogue without any pre-conditions.

Mr. Hichilema said it was agreed in the meeting that all issues hurting the Zambian people will be brought to the table during the dialogue working together with the church and other stakeholders.

Speaking at a media briefing, Mr. Hichilema said among the things discussed that cannot be avoided to bring the country to normalcy include the need to end violence in communities, to restore the rule of law, to give back to the people of Zambia their liberties and freedoms and to allow the media both public and private to operate freely without intimidation.

“We all know that as a country we have challenges with the rule of law, it is important that people move freely without intimidation and dress the way they want, let them wear what they want whether UNIP regalia, MMD regalia, PF regalia, even UPND regalia without fear of being attacked”, Mr. Hichilema emphasised.

He said that the dialogue is one platform that Zambia needed to utilise to address the challenges facing the nation.

President Edgar Lungu and UPND Leader Hakainde Hichilema held a meeting on 12th November 2018 facilitated by the three Church Mother Bodies in their continued effort to build consensus on the dialogue processes and issues that need to be taken into account in the national dialogue and reconciliation process.

According to the Evangelical Fellowship of Zambia, the Council of Churches in Zambia and the Zambia Conference of Catholic Bishops, the two leaders also assured the Church of their availability and commitment to future direct engagements.

The Competition and Consumer Protection Commission has cautioned consumers participating in the Black Friday sales promotion to be alert of false or misleading sales promotions initiated to attract unsuspecting consumers to buying goods or services through an illusion of a special or reduced price.

CCPC Public Relations Officer Namukolo Kasumpa says Consumers should ensure to cross check prices of items on promotions to ensure that they are not being exposed to deceptive and misleading business transactions.

Ms. Kasumpa has further warned traders not to involve themselves in deceptive and misleading sales promotions adding that the Commission will continue to monitor these promotions to check their legitimacy and will not hesitate the name and shame where anomalies are observed.

Black Friday is a recent phenomenon in Zambia whose genesis is from some parts of the world, a celebration after thanks giving.

It is a moment consumers are offered deep discounts ranging from 25 percent to 50 percent and even go to 75 percent.

The Italian government has cautioned Zambia against accruing more debt from the international market to levels where they can struggle to repay it.

Italian Ambassador to Zambia Filippo Scammacca said it is important for Zambia to avoid the over expansion of debt because it can create more problems for the country.

Ambassador Scammaca said told Hot FM News in an interview that Italy is one of the heavily indebted countries in the world and Zambia should not follow suit.

He said Zambia must not borrow too much and follow Italy’s bad experience but strive to keep the debt within manageable levels.

Zambia’s external debt stock currently stands at 9.51 Billion US dollars.

Lusaka City Council declares this Saturday as a No plastic Day

The Lusaka City Council (LCC) says it will this Saturday, November 24, randomly give out awards to households who will be found with clean surroundings.

And the Council has also declared this Saturday as “NO PLASTIC DAY’ in line with President Edgar Lungu’s re-launch of the Keep Zambia Clean, Green and Healthy campaign by on 28th April, 2018.

Council Assistant Public Relations Manager Brenda Katongola says the exercise will be held in collaboration with key stakeholders such as Shoprite, Food lovers and Spur chain stores, among others in an effort to come up with strategies of making the city clean, green and healthy.

“Lusaka City Council starting this Saturday, November on 24th in collaboration with partners give out awards as one way of encouraging residents to keep their surroundings clean,” Ms. Katongola says in a statement, this evening

She discloses that the local authority has been participating in different activities and also creating awareness in motivating the members of the public to own the clean-up campaign.

She however observes that that many people especially at household level do not fully own the keep clean campaign.

“It has been noticed that many people especially at household level have not fully owned the campaign. Our Council has been engaging different stakeholders to ensure that the objective of keeping Zambia Clean, Green and Healthy is achieved,” she said.

On the No plastic campaign, Ms. Katongola says her local authority is working with the supermarkets in the city to help reduce the plastics given to customers when they buy merchandises.

“Reducing the amount of plastics or carrier bags in the environment given to customers if awareness is raised will gradually culminate into no plastic day not only this month but beyond, “ she states in the same statement.

The Council Assistant Public Relations Manager has thanked residents, companies, business houses, government institutions, schools and churches who have been participating in the keep Zambia Clean, Green and Healthy Campaign.

“The Council is encouraging all residents and business entities in the city of Lusaka to continue subscribing to solid waste and avoid illegal dumping of waste,” Ms. Katongola said.

Ms. Katongola urged the people not to relent in their efforts of achieving a clean green and healthy Zambia by working together.

Ugandan Lawmakers arrive in Zambia for a study tour

A delegation of five Members of Parliament (MPs) from the Ugandan National Assembly is in the country on a study tour.

National Assembly Speaker Patrick Matibini disclosed the development and consequently introduced the visiting Ugandan parliamentarians to their Zambian counterparts in parliament, yesterday.

“Honourable MPs, I warmly welcome and receive our distinguished guests from the Ugandan National Assembly in our midst (House),” Dr. Matibini said.

Last month, an eight member of Parliamentarians from the Kenyan National Assembly led by Ezekiel Mombaki similarly visited Zambia on a study tour.

As a reciprocal measure , Mazabuka lawmaker Mr. Garry Nkombo led a delegation of Zambian MPs to Kenya on a study tour in June , 2018.

The visits by the lawmakers are conducted mutually between one countries largely to exchange on governance issues.

Government has called on Teacher unions in the country to opt for empowerment based negotiations instead of salary based negotiations for improved conditions of service for their members.

Labour and Social Security Minister Joyce Nonde Simukoko says this is because salary based negotiations always trigger an increase in prices of essential commodities, thereby disadvantaged the Union members from enjoying their salary increments.

Teacher unions should consider negotiating for mortgages and venture into viable ventures to empower their members so they could retire having acquired houses, farms and other properties that would enable them sustain their families, she said.

“Empowerment should be at the core of your negotiations. I have seen people die shortly after retirement not because they are old but because they are not able to look after themselves, so change your attitudes towards life and work,” said the minister.

Mrs. Simukoko said this in Livingstone on Thursday when she officially opened the Zambia National Teachers Union (ZNUT) 11th Quadrennial Conference at Fairmount Hotel.

The minister further said government took great exception to teachers involved in examination malpractices as the vice was detrimental to the country’s development.

Mrs. Simukoko cautioned teachers against leaking examination papers as the long and short-term effects of such actions had a negative impact on the country’s economy and image.

And the Labour Minister warned teacher union leaders to desist from lamenting about issues affecting them without proposing solutions.

“ I hate lamenters. We have been lamenting since 1964 and little has changed. If you are to complain, then offer possible solutions as well since doing so adds value,” she said.

Earlier, Zambia National Union of Teachers (ZNUT) President Beard Mwanza appealed to government to speedily conclude salary negotiations with the union saying his members were highly indebted due to low incomes.

Mr. Mwanza also called on government to address the numerous challenges teachers faced in accessing housing and rural hardship allowances.

“ Some of our members are living in mud and pole houses while others are in remote areas sharing water sources with wild animals but they are denied their respective allowances. Government should give them what is rightly theirs,” he said.

Meanwhile, Teaching Service Commission Chairman Stanely Mhango said the Commission managed to reactivate 1835 positions which saw teachers being promoted to various administrative positions.

Mr. Mhango said over 13,000 human resource cases had been processed since the Commission became operational over a year ago with 7,000 of those cases having been addressed in 2018.

Zambians urged to open bank accounts in view of removed bank charges

The Central Bank has encouraged citizens willfully open up bank accounts as most of the unwarranted bank charges have been scrapped off.

Bank of Zambia ( BoZ ) Ndola security division officer Shadreck Nkhuwa says time has come for citizens to open bank accounts which will have little or no bank charges unlike in the recent past adding that savings in banks helps protect the kwacha notes from being damaged.

“ The central bank has received reports of people losing large sums of money in house fires or from attacks by mice. Therefore, storage of cash should be taken very seriously to avoid losing hard earned income and to ensure the bank notes and coins circulate to their full circulation life, “ he said.

He said this during a banking, currency and payment systems sensitization meeting for various heads of parastatal and government departments held in Kabompo yesterday.

The Central bank launched recently enhanced bank notes with new security features to help further protect the Zambian kwacha from any counterfeit.

The Zambian Kwacha is adequately protected from counterfeiting by continually adopting new technology based security features that safeguard the integrity of the currency.

The new notes have a gold Iridescent strip which is a single line of birds flying in opposite directions and the Peak pixel, the fish eagle’s head, printed in raised ink with rough feel when run over with fingers.

The BoZ Ndola security division officer further said only high quality banknotes and coins circulate in order to maintain confidence in the Zambian kwacha as a payment mechanism and a store value.

“ The Central Bank will not withdraw the existing banknotes until the end of their circulation life thus the existing bank notes will co-circulate with the upgraded series and will continue to be honored at full value, “ he said.

He has advised the general public to at least master two security features on the enhanced notes to avoid falling prey to counterfeit notes.

Mr Nkhuwa has further advised the general public to transact using electronic payment methods such as Electronic Funds Transfer (EFT), Point of Sale, Debit and Credit Cards (DDACC), RTGS transfers and or mobile money, to avoid fraudulancies.

The Ministry of Health has waived fees for volunteer medical doctors coming into Zambia

The ministry of health has waived fees that volunteer medical doctors coming into the country pay for them to practice in mission hospitals.

Ministry of Health permanent secretary in charge of administration Kennedy Malama says this is against the background that the volunteer doctors do not get salaries when operating in Zambia.

Dr. Malama however says government will always ensure medical doctors coming into the country are properly certified to practice.

He said this to ZNBC news in Lusaka.

Yesterday, Health Minister Chitalu Chilufya directed the Health Professions Council of Zambia -HPCZ- to stop charging volunteer doctors who come to render their services in mission hospitals.

And HPCZ registrar and Chief executive officer Aaron Mujajati said his Council will heed the minister’s directive.

Constitutional Court to rule today on whether President Lungu was lawfully sworn-in

The Constitutional Court is today expected to deliver judgement on whether President Edgar Lungu and Vice President Inonge Wina were lawfully sworn-in after the August 11, 2016 General elections.

The plaintiffs in the matter are United Party for National Development Leader Hakainde Hichilema and his subordinate Geoffrey Mwamba.

Mr. Hichilema and Mr. Mwamba have sought a determination whether President Lungu and Vice President Wina could be sworn-in without the declaration by the constitutional Court that the August 11, 2016 Presidential Elections were valid.

They have relied on articles 101 and 105 of the constitution.

In the originating summons filed in 2016 Mr. Mwamba sued President Lungu and Vice President Wina as first and second respondents respectively.

They have also sued Chief Justice Ireen Mambilima and Deputy Chief Justice Marvin Mwanamwambwa as third and fourth respondents respectively.

Mr. Mwamba filed the matter after the collapse of the August 11, 2016 Presidential Election Petition where they challenged the election results.

On September 5, 2016 the Constitutional Court dismissed the 2016 Presidential Elections Petition on technicality.

The court in its majority judgement ruled that the 14 days limit within which the petition was supposed to be heard had lapsed.

Desist from sensationalizing and politicizing corruption issues – Inonge Wina

Vice-President Inonge Wina has called on stakeholders in the country to desist from sensationalizing and politicizing corruption issues by giving the perception that government is not committed to curb the vice.

Contributing to the estimates of revenue and expenditure for Anti-Corruption Commission (ACC) in parliament today, the Vice-President to the contrary, government under the leadership of President Edgar Lungu, is on course in the fight against corruption.

Ms. Wina has therefore encouraged the law enforcement wings to heed President Lungu’s directive to be proactive in investigating and prosecuting cases.

She said the Commission is an important institution government was using to fight corruption in the country.

She said corruption undermines the fabric of society and will not be allowed to take root in Zambia.

Vice-President Wina said the government has put stringent measures to fight corruption, among them the establishment of integrity committees in all government institutions.

Mrs Wina however said she cannot deny that there are corrupt elements in both government and the private sector.

Ms. thanked the members of parliament, civil society organization and the cooperating partners that embraced in supporting budgetary allocation to the Commission.
