Government directs all foreign Contractors to adhere to the 20% sub contracting policy

GOVERNMENT through the Ministry of Housing and Infrastructure Development has directed all foreign Contractors to adhere to the twenty (20) percent sub contraction policy to Zambian contractors across the country.

It is LAW that a minimum of 20 percent of all government funded contracts such as road contracts awarded by the Road Development Agency, Local road authorities and other government institutions be excuted by Zambian owned companies in line with the share holding structure specified in the citizen economic empowerment act no.9 of 2006.

Speaking this morning during the official opening of a Workshop aimed at enhancing local participation in the construction Industry, Acting Housing and Infrastructure Development Minister Hon. Michael Katambo said the 20 percent local contraction policy is law and failure to do so by any company is breaking the law

“The Policy decree on awarding the 20 percent of the works on all road contracts to Zambian Citizens owned companies must be adhered to because failure to do so is tantamount to breaking the law” he said

The Patriotic Front government under the leadership of President Edgar Chagwa Lungu directed that Zambian owned companies be given 20 percent of the contract for them to contribute to the economic and social development by building capacity.

Hon. Katambo said the 20 percent sub-contracting policy is applicable to all civil and road works contracts exceeding 30 million kwacha.

He emphasised that projects that are below 30million should be left for local contractors.

He observed that local contractors are still facing challenges in participating in the road contracts under the 20 percent sub-contacting policy due to number of compounding factors which include among others poor capital and equipment base and failure to secure and engage professionals.

The Minister said this has impacted negatively on project delivery and has inevitably led to poor workmanship.

To address this challenge the Road Development Agency (RDA) in 2015 reviwed the sub contracting act through a consultative process with the objective of addressing the challenges that were not considered in the first set of the guidelines.

Furthermore Mr. Katambo said government through Road Development Agency has created 600 opportunities for local contracting companies in the road construction sector since the introduction of the 20 percent Sub-Contracting policy.

He said they are hopeful that the deliberations of the workshop will be key in re-defining and reaching general consensus on the 20 percent sub-contracting policy by government.

“As government we are elated and hopeful that this workshop will adress and redefine the 20 percent sub-contracting policy” he said.

And speaking at the same event Ministry of Housing and Infrastructure Permanent Secretary Engineer Charles Mushota said the 20 percent sub contraction has not yielded its intended good results because some contractors have failed to comply with this policy.

Eng. Mushota said this is in reaction to President Edgar Lungu’s directive of the implementation of the 20 percent subcontract to Zambians by all contractors in the country.

“The Republican President Directed that 20 percent of subcontract be given to Zambians by all contrators in the country” he said

He said government is very desirous to ensure that the 20 percent sub contraction is implemented fully.

Meanwhile, National Council for Construction (NCC) Executive Director Mr Mathew Ngulube has threatened to blacklist foreign contractors failing to implement the twenty (20) percent sub contraction to local contractors.

Mr. Ngulube expressed disappointment that most of the contractors are not abiding to the 20 percent policy.

He however warned local contractors who are in habit of subcontracting their contacts to stop or they will be blacklisted aswell.

Mr Ngulube also urged the local contractors to take their works seriously once they have been contracted to do so.

Zambia regrets the death of the 7 Congolese refugees

GOVERNMENT through the Ministry of Home Affairs regrets the death of the seven congolese refugees who died on the 18th May, 2018 after the boat they were travelling in capsized on Lake Mweru, Luapula Province.

Speaking this Morning during a Media briefing Home Affairs Minister Hon. Stephen Kampyongo said 22 refugees survived the accident and are in Chienge at the Refugee reception Shelter awaiting relocation to the main Refugee camp in Nchelenge.

“Before they could reach Kasothe the boat capsized leading to the death of seven (7) people children and adolescents, four bodies were recovered on the 19th and 3 were retrieved on the 21st. the 22 surviving refugees are being sheltered in Chienge at the refugee reception awaiting relocation” he said

Police in Chienge recieved a report of drowning from Kasote Village. The boat was carrying suspected congolese refugess who had left Kenani Transit centre in Nchelenge to return to the Democratic Republic of Congo.

The group travelled without informing the authorities.

He said the 7 deceased were buried yesterday in Chienge District and the burial was witnessed by the 22 survivors.

Hon. Kampyongo further noted with great regret that the refugees at Kenani camp have been deserting the transit centre without following the already established procedures like the one they used when entering.

He said the refugees should seek guidance from the relavant authorities for assisted voluntary repatriation and not filtering into neighbouring villages avoiding relocation to Mantapala settlement camp.

Furthermore, the Minister reitarated governments commitment and dedication to ensuring that the refugees are given proper structures with acceptable humen conditions such as; Schools, Health Facilities, Social and recreation facilities and proper permanent shelters.

In this regard Hon. Kampyongo announced that over 5000 asylum seekers have been relocated to Mantapala settlement camp in Nchelenge, Luapula Province

The Minister said government will ensure Mantapala camp is adquetly equiped with all amanities such as Schools, Health, social and recreation facilities.

And Hon. Kampyongo said to lessen the tension that erupts with the absence of coexistance, the Ministry has taken a intergrated approach to accomodate the refugees with the local people.

“As a government we have taken another approach which is interagrating the refugees with the local people, so that what we are putting as permanent structures is not for refugees only but also the local people can benefit aswell we want Zambians to access these facilities with no conflicts nor difficulties

the intergration approcah is meant to lessen the tension that comes with the absence of coexistance that leads to conflicts emerging” he said.

The Home Affairs Minister has since applauded the local zambian people for accepting the asylum seekers to live amongest them.

Currently Zambia has recorded slightly over 15 000 asylum seekers from the entry points in Luapula Province.

Meanwhile, The Minister appealed to Traditional leaders in the Province to not harbour refugees in the villages without information the relevant authorities mandated by government to look into the situation of refugees in the Country.

He said the Ministry of Home Affairs has intensified sensitizations programs in both camps Kenani and Mantapala for refugees on the process of returning home.

“To avoid similar calamities in the future, My Ministry has intensified its sensitization campaign among the Kenani and Mantapala Camps on the process to be undertaken for safe return if they intend to return home” he said

Hon. Kampyongo has since called on all the refugees who intend to go back home to ensure they follow the laid down procedures.

The Home Affairs Minister however, announced that the influx of asylum seekers has reduced and the set up entry points are recording one or two in day.

This indicates that some calm is returning in Congo

Teaching Council Closing Down 17 Colleges of Education on the Copperbelt

The Teaching Council of Zambia (TCZ) is in the process of closing down thirty-five Colleges of Education that were found to be operating illegally, as they abrogated the Teaching Profession Act (No. 5 of 2013) that requires that all colleges of education must be registered with the Teaching Council of Zambia.

The Council commenced country-wide compliance inspections in March this year (2018), and shall be spread to all the remaining colleges public and private colleges of education in all the ten provinces.

The Compliance Inspections team has so far visited seventeen (17) districts countrywide in five provinces.

The following are the statistics of the illegal colleges of education for each province visited; Copperbelt (17), Southern (7), Central (3), Lusaka (5) and North-Western (3).

The full list of the said illegally operating colleges of education that will be closed down by the Teaching Council of Zambia for non-adherence to the Teaching Profession Act shall soon be published in the daily tabloids.

We also wish to advise Parents, Students and Members of the public that to look out for the full list of accredited colleges of education in the daily tabloids and our official website ( www.tcz.ac.zm ).

Additionally, the Teaching Council of Zambia would love to remind school authorities and Student teachers that it remains a requirement for all enrolled students in any College of Education to be registered with the Council by paying one hundred Kwacha fifty Ngwee (K100.50.)

Therefore, no student is supposed to undertake teaching practice without the authority letter from the Council or the Student Teaching Experience Authority (STEA).

The Teaching Council of Zambia values the support we keep receiving from teachers, student teachers and other stakeholders in an effort to fully operationalize the Council and bring sanity to the Teaching profession.

PF Siavonga district Youth Chairperson murdered

The Patriotic Front (PF) Siavonga district Youth Chairperson has been murdered by unknown people.

PF National Youth Executive Committee member Brave Mweetwa who confirmed the development to ZANIS in Siavonga today, said that Panoti Chisinze 48 was murdered by unknown people around 19 hours yesterday in Matinangala area in Chief Simamba’s chiefdom.

Mr Mweetwa who is also PF former Siavonga District Chairperson said the deceased was stabbed in the stomach as he was coming from the shops in Matinangala area.

He explained that he managed to run away after being stabbed to seek refuge from members of the public who later picked him up and rushed him to Siavonga Hospital.

Mr Mweetwa said the deceased was able to talk but he prayed to God to let his will be done.

Mr Mweetwa and Siavonga District Commissioner (DC) Lovemore Kanyama have called on the Police to investigate the matter and arrest the offenders for the gruesome murder.

The PF National Executive Committee member said Siavonga has never witnessed such a brutal murder as it is a peaceful district.

He said the incident is shocking and all the people are now living in fear.

Mr Mweetwa added that the party has lost a gallant man who will be difficult to replace.

And Siavonga District Commissioner Lovemore Kanyama said he is confident police will arrest all the suspects behind the killing of Mr Chisinze before the burial.

The Late Chisinze was also served as a Councilor for Manchamvwa ward under the Movement for Multi-party Democracy (MMD).

BOZ urges financial providers to go rural

The Bank of Zambia says financial service providers should do more to provide financial services to unbanked and underserved households rural areas of the country.

BOZ Director for Non-Bank Financial Institutions Freda Tamba said financial service providers need to provide state of the art financial services that will bridge the gap of financial exclusion so that more people access financial services.

Ms. Tamba said this in a speech read on her behalf by Assistant Director Joseph Mpande during the official opening of Unity Finance Cairo Road Branch in Lusaka.

Ms. Tamba observed that many districts in the country have remained unbanked despite the immense economic potential of their diverse economic activities.

She commended Unity Finance for contributing to the economic well-being of individuals who are traditionally excluded from conventional banking services.

The Central Bank urged Unity Finance to employ advanced technology to develop innovative and diverse financial services products and provide affordable services to people in rural areas.

Ms. Tamba said the Central Bank will step up monitoring of financial service providers in order to police the market and ensure customer satisfaction and protection.

She said government is committed to developing an inclusive financial sector as outlined in the national financing inclusion strategy of 2017 to 2022 and that opening of more branches by companies like Unity Finance will help the Central Bank attain the objective.

And Unity Finance Operating Officer Lilian Bwalya said her firm is committed to opening up new branches around the country in order to service many households that are not able to benefit from traditional banking services.

Ms. Bwalya said her company’s growth from one branch ten years ago to 18 branches today demonstrates highest conviction and investment to serve unbanked and underserved areas in the country.

Ms. Bwalya assured Zambians that Unity Finance is very competitive and has a wide range of products and services to meet customer needs.

President Edgar Lungu says he is encouraged that the space of disagreement over the national dialogue process is now narrowing.

President Lungu said this follows United Party for National Development (UPND)’s agreement that the process must be locally driven.

Special Assistant to the President for Press and Public Relations Amos Chanda confirmed this to ZANIS in an interview at State House.

Mr. Chanda said President Lungu had noted that UPND which has been against a locally-driven dialogue process is now in agreement that the church must be at the Centre of all efforts in consensus building.

He explained that the new development is uplifting because all along UPND has been opposed to any locally driven process if the Zambia Center for Inter-party dialogue (ZCID) is involved insisting that Commonwealth Secretariat should lead the process.

He added that President Lungu said since the space of dissent on the leadership of the process is narrowing the church will promptly respond to calls made to them to join the dialogue process.

“This Country has seen remarkable efforts of the church in pushing for consensus and achieving admirable results out of previous processes of political dialogue. Our confidence in the church in this regard is therefore unquestionable. I therefore welcome the UPND’S affirmation that a locally-driven process with the Church at the Centre of it, is the way to go” said Mr. Chanda.

Mr. Chanda said President Lungu further urged ZCID to immediately find necessary space for the church to join the leadership of the national dialogue process.

Meanwhile, United Party for National Development (UPND) President Hakainde Hichilema says his party does not regret boycotting the first stage of the Zambia Center for Interparty Dialogue, (ZCID) led dialogue process that was held at Mulungushi international conference center last week.

And Mr Hichilema has accused the ZCID of withholding a resolution which he says was agreed upon by stakeholders at the summit that the dialogue process be led by the Commonwealth.

Mr. Hichilema claims that he has been reliably informed that during the national democracy stakeholders’ summit, a question was raised on who should lead the dialogue process during which it was resolved that the Commonwealth leads the process

He says the ZCID has failed to disclose this resolution because it was in favour of the Commonwealth and not them to lead the process.

Mr. Hichilema states that he is glad not to have been part of the process which he says was marred with confusion.

Nkana- Zanaco showdown looms in Wusakile

Nkana on Wednesday host Zanaco in a delayed Week 7 match of the FAZ Super Division with the hope of ending a two-match winless run.

Kalampa appear frustrated as they host Zanaco at Nkana Stadium in Wusakile after picking one point from their last two matches.

Coach Beston Chambeshi’s men were last Sunday held to a frustrating 2-2 draw at lowly placed Kabwe Youth Academy – a week after succumbing to a 2-1 home loss to leader Green Buffaloes.

On the other hand, Zanaco are coming from a 1-0 win away at New Monze Swallows.

Nkana and Zanaco are placed 6th and 7th on the table respectively with 20 points apiece but the Kitwe side have a superior goal difference.

Last season, Nkana thumped Zanaco 4-0 in Wusakile before the two teams settled for a goalless draw in the reverse fixture played in Lusaka.

People living with disabilities cautioned

Mansa District Disability Association Chairperson Witness Kombe has cautioned people living with disabilities to be considerate as they benefit from programmes which government is implementing for them.

Mr. Kombe said this in the wake of some people living with disabilities who have continued benefiting from more than one government empowerment program at the expense of others.

He said it is saddening that at the time when some people living with disabilities are desperately looking for empowerment, others are benefiting from more than one empowerment program.

Speaking in an interview with ZANIS in Mansa today, Mr. Kombe called for an end to this behaviour if the lives of the physically challenged is to improve.

He said his organisation is trying its best to correct the situation and has since urged the members to cooperate.

Mr Kombe however lamented that in trying to correct the situation some people have accused the Association of favouring certain people which in actual sense is not true.

He said government is working hard in ensuring that the plight of people with disabilities are improved and that people with disabilities should be honest enough to ensure that the right people benefit.

Mr. Kombe has since appealed to the Ministry of Community Development and Social Welfare to put up mechanisms which will ensure that everyone benefits equally.

National Policy on Honours and Awards launched

Vice President Inonge Wina has launched the National policy on Honours and Awards that will ensure a well administered national honours and awards system in Zambia.

Mrs. Wina said the policy will improve transparency and accountability in the administration of honours and awards and enhance stakeholder participation and involvement.

The Vice President said the national policy will also enhance the coordination of the national awards system in the country.

Mrs. Wina explained that the new document will simplify the nomination procedures and guideline for honours and awards to enable the general public appreciate and participate in the honours and award systems.

She disclosed that a comprehensive legislation to guide the administration of national honours and awards will soon be enacted because the current law only focusses on the prevention of abuse of honours and decoration, leaving out other important issues relating to the administration of such awards.

She hoped that the administration of honours and awards will be more credible, transparent and would promote equity, patriotism and hard work with a culture of excellence once the policy is implemented.

And Minister in the office of the Vice President Silvia Chalikosa said the national honours and awards play an important role in promoting innovativeness and excellence in all sectors of society.

Ms. Chilikosa noted that a well administered honours and awards system will contribute to economic and social development as it helps define, encourage and reinforce national aspirations, ideals and standards.

Zambia has been administering honours and awards for over 5 decades without a national policy on honours and award which pose a challenge and limit the appreciation of the honours by members of the general public.

The honours and awards are conferred on individuals by the Republican President at the investiture ceremony during the Africa Freedom Day and Independence Day.

A Traditional Leader in North Western Province is worried at the kind of politics which are being advanced by politicians through unnecessary debates of issues such as President Edgar Lungu receiving land from Eswatini.

Chief Mujimanzovu of the Kaonde Speaking people of Mushindamo District in North Western Province said Zambia also gave King Mswati Land in Solwezi as an individual and not the People of Swaziland.

According to the Zambia Daily Mail Newspaper of July 21, 2009, during his state visit under Fourth Republican President Rupiah Banda, Chiefs in North Western Province through Chief Mujimanzovu gave King Mswati land which he promised to develop.

“King Mswati was given land by me with a view of one cementing the relationship which exists between Zambia and Mswati and the mere fact that we gave him land did not mean we will give him resources to develop the land”. Chief Mujimanzovu explained.

The Traditional Leader recalls King Mswati promising to send a delegation from Swaziland to come and see what sort of development can be put up and also look at economic activities the two countries can embark on.

“If he so wishes to develop the land, I think we would have no problems ourselves to it because we offered it and it is up to him on how he develops it”, he said.

The Traditional Leader said the giving of land to an individual is out of interest expressed by that particular person and King Mswati is simply reciprocating the gesture extended to him in 2009.

Chief Mujimanzovu further said King Mswati promised to reciprocating the gesture when President Banda visited that country and this has been done through giving land to President Lungu.

He said Zambia is witnessing politics that will not bring sanity to the country or continue to promote peace and unity from the current crop of politicians and this is a sad situation that must be reversed.
Chief Mujimanzovu becames the third Traditional Leader in the country apart from Chief Chamuka of the Lenje Speaking People of Kabwe in Central Province and Chief Chikanta of the Tonga Speaking people of Kalomo District in Southern Province to give counsel on insuance of land to President Lungu by King Mswati.

Inter-Ministerial Steering Committee visits Congolese refugees in Luapula Province

A high-level delegation comprising cabinet Ministers of the Government of the Republic of Zambia is last week, visited Kenani Transit Centre and Mantapala Refugee Settlement in Luapula’s Nchelenge District.

The Minister of Home Affairs Honorable Mr. Stephen Kampyongo, under the auspices of the Inter-Ministerial Steering Committee (IMSC), led a delegation composed of the Minister in the Office of the Vice President, Minister of Defence and Luapula Province Minister. Others in the delegation were the Permanent Secretaries in the Ministry of Home Affairs, Ministry of Health and Luapula Province. UNHCR was represented by the Senior Protection Officer.

The IMSC was established in February this year by President Edgar Chagwa Lungu and is tasked to coordinate a country-wide emergency response toward the unfolding Congolese refugee inflow in a holistic and integrated manner.

The delegation, which is currently in Luapula, will meet with Congolese refugees and assess their relocation from Kenani Transit Centre to Mantapala Refugee Settlement undertaken by the government, humanitarian partners and NGOs. The field visit is also an opportunity for the delegation to assess the progress towards the provision of social services as well as construction of infrastructure in the refugee settlement. The delegation will finally meet with provincial and district authorities to discuss matters related to Congolese refugees especially the need to create conditions for a peaceful coexistence and social cohesion between refugees and host communities.

The Government of the Republic of Zambia, with support from UNHCR, humanitarian and development partners and the donor community is seeking to ensure that the Congolese emergency response in the country is comprehensibly addressed by a whole of society approach to alleviate the burden of the host country. As such, key line ministries including the Ministry of Defence, Ministry of Health, Ministry of the Office of the Vice-President, Ministry of Community Development and Social Services, Ministry of Local Government and Housing and the Ministry of General Education under the leadership of the Ministry of Home Affairs, have been mandated to coordinate the Congolese emergency response. From the UN side, a “Delivering as One” approach, led by the UN Resident Coordinator is being implemented involving humanitarian and development agencies. Various local and international NGOs are already part of the emergency response, while international financial institutions and private sector partnerships will be further mobilised to contribute to the ongoing efforts.

Since August 2017, Zambia has been receiving refugees fleeing the ongoing conflict in the Democratic Republic of Congo (DRC). Most of them are arriving through informal and formal border points in Luapula and Northern Province. If the refugees continue arriving, also through the North-Western and Copperbelt provinces bordering the DRC, it is anticipated that by the end of 2018, Zambia may host up to76, 000 refugees from the DRC including an existing caseload.

In view of the current emergency response in Luapula province, and anticipating a possible larger influx of refugees through the North-Western and Copperbelt provinces if the political instability worsens in the DRC, the Government of Zambia, with support from UNHCR, other UN agencies and partners, needs to ensure that appropriate reception measures and conditions are put in place in those locations. This includes providing access to territory, adequate reception centres and registration facilities, access to clean water and sanitation, provision of core relief items, access to food, and health services, among others.

The high-level Ministerial visit is an opportunity for the Government of Republic of Zambia to identify the good achievements and to also assess various operational challenges and gaps in the ongoing delivery of protection, assistance and services to Congolese refugees, using the Comprehensive Refugee Response Framework (CRRF) as a platform that calls for a “whole of society” approach.

  • If you have not watched the first DeadPool movie you may not fully understand some of the humor and interactions between the characters.

The anti-hero DeadPool is back in the sequel to the 2016 smash hit. With 2018 starting off with heavy weight superhero movies; (Black Panther , Avengers: Infinity War) DeadPool brings something different to the genre, in that it isn’t an over-the-top action extravaganza. It has a simple, yet interesting and hilarious storyline. The one-liners are as sharp as Deadpool’s swords, including gags about various popular movies. There are almost too many in-jokes about superhero movies to keep track of, at the expense of Marvel and DC alike. Unlike its predecessor, Deadpool 2 is more than just high octane action and wisecracks, it also has some emotional touching scenes.

WEEKEND SCORECARD: Unbeaten Burundi to test U20 AFCON holders Zambia

Zambia will battle Burundi for a place in next year’s 2019 U20 AFCON finals in Niger.

Burundi ,who have one tournament appearance in 1995, booked their date against the defending U20 AFCON champions following a shock 2-0 away victory over Sudan in Omdurman on Sunday night.

Two late goals from Shaka Bienvenue and substitute Titi Mavugo in the 82nd and 87th minutes respectively handed Burundi its passage to the last qualifying round.

Burundi advanced to July’s final qualifying stage 3-1 on aggregate following a 1-1 home draw on May 12 in Bujumbura.

Zambia will host Burundi in the first leg on July 14 and travel to Bujumbura for the decider on July 20.

Burundi heads into July’s date against Zambia unbeaten from their last four games.

They kicked off the qualifiers in April in the preliminary round with a 2-0 away win over Ethiopia and 1-0 victory at home to book their date against Sudan who enjoyed a first round bye .

UPND says it is yet to adopt anybody to run for mayor as the City is still mourning

The opposition UPND says it has not yet adopted anybody to stand on the party ticket for the position of Lusaka Mayor.

Deputy Press Secretary to UPND President Hakainde Hichilema Briam Mwiinga said the UPND has not adopted anyone for the position of Lusaka Mayor as the city is still in a mourning environment.

Mr. Mwiinga said the party is also awaiting the Electoral Commission of Zambia to set the date for the by-election.

“The party President, Mr. Hakainde Hichilema is however aware of how much Zambians have bestowed trust and confidence in him on delivering development in the country when in State House. And when in government, he will endeavor to do that, just like he is doing now as a private citizen by creating jobs through business opportunities for the unemployed youth,” Mr. Mwiinga said.
