Chinese investors in Zambia do not allow labour representatives at Construction sites

The Africa Labour Research Network has called on African labour unions to fight for social dialogue between foreign investors and local workers in their respective countries.

Zambia Senior Labour Researcher Grayson Koyi said according to the research done in Zambia most of the foreign companies especially the Chinese social dialogue does not occur.

Mr. Koyi said most of the workers do not know their rights because Chinese investors do not allow labour representatives in their construction companies or sites.

He said workers have no say because their working conditions are poor hence there is need for labour unions to fight for working rights for worker.

Mr. Koyi said this at a press briefing held by the Zambia Congress for Trade Unions (ZCTU) and International Labour Organisation (ILO) yesterday.

Speaking at the same event Zimbabwe Senior Labour Researcher Naome Chakanya said in Zimbabwe in the Chinese construction firms there is no social protection for local workers.

Ms. Chakanya noted that the nature of work is not up to standard, adding that contracts that the Chinese offer the local people are short.

She further added that most local workers in her country are highly abused physically and verbally by Chinese construction employers.

And Rhoda Boateng a researcher from Ghana urged Zambian journalists to help the labour unions to advocate for labour standards in African countries in order for workers to have their voice heard.

Ms. Boateng said a lot of workers in Chinese construction companies are facing similar challenges in African countries.

And Africa Labour Research Network has called on the Zambia Congress of Trade Unions to work with Labour Unions in the country to advocate unity among employers and employees in Zambian companies.

South Africa Senior Researcher Trywell Kalusopa said Africa Labour Research Network is calling for unity among employers and employees in all companies.

In an interview with ZANIS in Lusaka yesterday, Prof. Kalusopa said it is researched that workers are bargained by their employers in different ways.

Prof. Kalusopa said employers and employees are facing a lot of challenges in their companies especially those working with foreigners.

“We want to see closeness between employers and employees and not what is happening in companies today,” he said.

He noted that employers and employees should always associate with each other in all companies.

Prof. Kalusopa noted that as both employers and employees celebrate this year’s international Labour Day, they should be in one accord.

This year’s International Labour Day is running under the theme ‘Uniting Workers for Social and Economic Advancement.’

TPIN numbers will not be used to deduct money from bank account holders-ZRA

Zambia Revenue Authority (ZRA) says the Tax Payers Identification (TPIN) numbers will not be used to deduct money from bank account holders but to identify all tax payers.

ZRA Assistant Client Services Officer Anastasia Chikaka said it is law for all bank account holders in the country to have TPIN numbers and everyone to take keen interest in acquiring a TPIN.

Mrs. Chikaka said members of the community should understand why they are required to have TPINS and pay tax because it is everyone’s responsibility to pay tax.

ZRA conducted a workshop in Senanga district aimed at educating citizens on the functions of ZRA and provide adequate information on taxation in the country and also conducted online TPIN Registration.

Mrs. Chikaka stated that ZRA will continue to conduct workshops in all parts of the country to ensure that people have correct information on Tax laws.

She further stated the withholding tax is paid by tenants on behalf of landlords which is 10% from the rental paid.

And Senanga residents called on the authority to conduct more sensitization on withholding tax that should be paid by landlords.

A Senanga resident, Tobias Chindongo said that most landlords are shunning away from paying tax because they lack proper information on the essence of paying such taxes and the process of payment.

Mr. Chindongo further stated that ZRA should provide stations in most districts for people to easily access information because not everyone has access to internet to get the information on Tax.

Mutati promises to increase Chief Machiya pontoon capacity

Works and Supply Minister Felix Mutati says his Ministry will increase the Machiya pontoon capacity in Mpongwe district so as to ease the the delivery of goods and services in the area.

Speaking when he paid a courtesy call on Chief Machiya during his visit to the area Mutati assured the traditional leader that government is aware about the challenges the people in his Chiefdom are facing and that one of the pressing challenges was that of people crossing the Kafue river to access goods and services.

He said he was in the area to familiarise himself with the services of Engineering Services Cooperation in the area which is under his Ministry after being been told about the needs of the people in the area.

He said the pontoon size was a major concern for government as it was hindering economic development to the area as those with heavy farming equipment cannot cross to the other side.

“We also recognise that development is a continuous journey and that there are two outstanding issues that need to be addressed in particular you made reference to the Mpongwe-Machiya road which you have indicated has remained a song for the last 5 years. Your Royal Highness, we take this as a priority from the government perspective.

Even His Excellence has placed a lot of premium on this particular road because of the developmental and economic impact that it will have not only for your Chiefdom but also for Mpongwe in general.

Your royal highness, I will take this matter up within our government system so that we can come to a termination of that song that has been sang for 5 years,” he said.

Mr. Mutati added that “Let’s translate it into productive output. So, through the District Commissioner, we shall be communicating the actions that government is going to take regarding the Mpongwe-Machiya road”.

“The second issue that you referred to is one of the pontoon. As you know under the Ministry of Works and Supply one of the institutions that we have got is called ESCO and we have its Managing Directors here who has been insisting that I visit the pontoon because of your plight, in particular that the pontoon has limited capacity and is unable to support the agricultural produce in the area particularly fertiliser and maize and that it has limitations even to support other forms of agricultural produce in the area.
But equally important he has indicated that the frequency of crossing is also impacting on the school going children to cross the river and as he indicated in some cases we have had our people meeting their fate at the jaws of Crocodiles that are in the river,” Mutati noted

The Minister affirmed that the pontoon issue had already been given attention by ESCO which considered to increase the size of the pontoon and the frequency of crossing the river.

Mutati added that government under the leadership of President Edgar Lungu has embarked on infrastructure development in different parts of the country.

He has since assured Chief Machiya that the hardships of transportation and accessibility faced by residents of Mpongwe, will soon be history.

Earlier Chief Machiya of the Lamba people of Mpongwe made a passionate appeal to the government to help ease problems associated with transportation in the area, by providing the people with a briedge to guarantee.

He complained that the people have found it difficult to undertake their normal daily business activities, as some of them have resorted to the using of boats to conduct their daily activities something he said was a danger to their lives due to the infestation of Crocodiles in the river.

Chabula elated by debut Chipolopolo call-up

Kitwe United striker Emmanuel Chabula is elated after being named in Zambia’s provisional 30-member team for next month’s 2018 COSAFA Cup in South Africa.

Chabula was handed a debut call-up by Chipolopolo coach Wedson Nyirenda on Thursday.

The youngster was instrumental in helping Chingalika bounce back to the Super Division last year after a 10-year hiatus.

“I am very happy for the call-up as you know this is the first time. Every player wants to play for their National Team,” Chabula said.

“I just have to work hard. For me to become a regular Chipolopolo player I have to score goals as a striker,” he said.

Chabula has scored two goals in six league matches for Kitwe this season.

He was voted man of the match twice when Kitwe competed in the 2017 Barclays Cup and reached the quarterfinals where they lost to Zesco United.

Bruised Power Dynamos host struggling Red Arrows

Power Dynamos on Saturday host Red Arrows in Kitwe seeking to bounce back to winning ways after testing their first loss of the 2018 FAZ Super Division campaign last weekend.

Memories of the 2-1 loss at Zesco United in their last match are still fresh as Power tackles Arrows at Arthur Davies Stadium in one of the Week 7 matches.

Third placed Power, who have 13 points from six matches, will return to the top if they beat Arrows.

Leaders Green Buffaloes, who sits on 16 points, will only play their Week 7 match against Lusaka Dynamos on Sunday.

In other games, Nchanga Rangers and Kitwe United renew their old rivalry in the top league when they face off at Nchanga Stadium in Chingola on Saturday.

Nchanga and Kitwe drew their last Super Division matches against Kabwe Youth and Nkwazi respectively.

Chingalika are seventh on the table with 11 points while 14th placed Nchanga have five points after six matches played.

President Edgar Lungu says government will this year construct the First Level Hospital in Chifubu Constituency in Ndola.

The President said he will soon meet with the Minister of Health Minister Chitalu Chilufya to discuss modalities of constructing the first level hospital in Chifubu Township to meet the increasing population.

ZANIS Ndola reports that President Lungu said this during a public meeting held at Chifubu Market this afternoon.

“As soon as I go back to Lusaka I will sit with Minister of Health to look at how we can build you a hospital, when we were campaigning in 2016, we said we will improve your living standards and giving you a hospital is fulfilling that promise,” he said.

The President said he is in Chifubu to thank the people for overwhelmingly voting for him during the 2016 General Elections.

President Lungu further said government will also consider constructing a modern market in the area that will improve the trading environment for the marketeers.

The President said this in response to an appeal made by Area Member of Parliament Frank Ngambi for a market shelter at the market.

Mr. Ngambi said most of the people in his constituency depend on trading and that the current status of the market is not conducive for business.

Meanwhile, President Lungu has retaliated that he will not be derailed by people that are insulting him as he has been mandated to deliver development to all corners of the country.

The President further advised people to be cautious of unfounded utterances by some politicians he said are reacting out of hatred after being dismissed from government.

And speaking earlier, Copperbelt Minister Japhen Mwakalombe observed that President Lungu is a humble leader who walks the talk.

Mr. Mwakalombe said it is unfortunate that some opposition politicians have resorted to discrediting government whenever they go out of the country, contrary to what is on the ground.

Meanwhile, Ndola Mayor Amon Chisenga appealed to the President to consider reverting the revocation of the Land Agency back to the Ndola City Council.

He explained that the council is failing to deliver its services to the public effectively because 50% of its revenue is raised through collection of land rates.

“Mr President if there is anything we did wrong as a Land Agency please forgive us and give us back that role because 50% of the council’s revenue is from Land rates,” he said.

President Edgar Lungu says his government is determined to continue promoting diversification and value addition of raw materials produced in the country.

President Lungu says value addition to crops such as soya beans, sorghum and millet provides an opportunity for more investment in the agriculture sector.

He said he is confident that industrialization and value addition will provide employment for the Zambians especially women and the youth who are the majority.

President Lungu was speaking today in Ndola when he commissioned the 120 million dollars soya beans crushing plant by Global Industries Limited.

The Head of State said the plant brings to reality his continued call for value addition and diversification, which is within government’s broader mission of accelerated diversification under the 7th National Development Plan (7NDP).

President Lungu reiterated that government will continue to provide a conducive environment for investment in the country.

Speaking earlier, Global Industries Limited Chief Executive Officer, Malolan Sampath, said the 120 million dollars crushing plant is the most sophisticated in the whole of Africa.

Mr. Sampath said the crushing plant has increased production of soya cake from 500 metric tons per day to 1,000 metric tons adding that the company has targeted to produce 315 thousand metric tons per year.

He said the soya cake produced by Global Industries Limited is the best in Southern African Development Community (SADC) and Common Marker for Eastern and Southern Africa (COMESA) regions, with 8,000 metric tons now exported to South Africa alone and 15,000 metric tons exported to the rest of the region every month.

Meanwhile, Agriculture Minister, Michael Katambo said there is need for more companies setting base in the country to embrace backward and forward linkages as a way of creating more jobs.

Mr. Katambo urged Global Industries Limited to also take keen interest in buying soya beans from farmers at bulk centres being established in all parts of country.

And Copperbelt Province Minister, Japhen Mwakalombe, said the region is diversifying from mining to agriculture and is happy that the company is working in line with the 7th National Development Plan, which has value addition and diversification as one of its pillars.

Mr. Mwakalombe added that Global Industries Limited is also helping realize government’s vision of providing employment opportunities to the citizenry.

Government extends Social Security to all bus & taxi drivers in Zambia

The Bus and Taxi Drivers Association of Zambia (BTDAZ) has praised government for extending social security to bus and Taxi drivers in the country.

BTDAZ Secretary General Amisi Daudi said the introduction of social security for his members is undebatable and long overdue as it will ensure that bus and taxi drivers are socially protected.

Mr Daudi was speaking at a consultative meeting in Lusaka today that drew participation from National Pension Scheme Authority (NAPSA), RTSA, Zambia Public and Private Drivers Association, BTDAZ and Bus and Taxi operators.

Under the law, bus and taxi drivers along with their employers will be required to contribute to NAPSA to secure the social protection of informal workers in the transport sector.

Mr Duadi who was supported by other stakeholders especially bus and taxi drivers urged government to curb pirating as it affects operations of bus and taxi drivers.

He said with the coming of social security for the informal transport sector, there is need to ensure that pirating is addressed so that BTDAZ can operate at a fair and competitive footing as compared to pirated taxis who have unlimited leeway in their operations.

And Speaking at the same function, Lusaka Mayor Wilson Kalumba commended stakeholders for agreeing with the introduction and implementation of the social security initiative.

In a speech read on his behalf by Councilor for Lusaka Central Business District (CBD) George Daka, Mayor Kalumba pointed out that social security is a human right that is enshrined in the Universal Declaration of Human Rights and urged the parties to support and abide by the initiative.

And President of the Zambia Bus and Taxi Workers Union President James Lyambai said government’s decision to extend social security to the sector will help address the social injustices that are faced.

Meanwhile the Zambia Police Traffic Section Superintendent Yoram Phiri assured the stakeholders that the Police Service is working round the clock to ensure that all misunderstandings between bus and taxi drivers are ironed out.

Mr Phiri said it is imperative that the police, bus and taxi drivers create a sound working relationship to ensure that there is sanity and less congestion on the roads.

NAPSA Regional Manager South Tapeya Phiri said his organization will work flat out to ensure that bus and taxi drivers are provided with social security.

3 Chinese Nationals who made Fake Bottled Water charged for copyright infringement

Zambia Police Service Spokesperson Esther Katongo has revealed that Police in Lusaka have charged three Guo Shun Limited Chinese Directors of Makeni for the offence of copyright infringement.

Ms. Katongo said the three Nationals namely Jiang Chunwa aged 79, Liu Guifen aged 68 and Liu Heling aged 39 infringed on copy right contrary to section 28 (1) of the copy right and performance rights of the Amended Act number 25 of 2010 chapter 406 the laws of Zambia.

The Police Spokesperson explained that facts are that the three Chinese nationals illegally used the industrial design 20 liter water bottles of Fairy Bottling Zambia Limited.

Ms. Katongo said that the accused have been released on police bond awaiting to appear in court.

The Police Spokesperson stated that investigations in the AquaSavana Trademark infringement are ongoing.

This is according to a statement issued to ZANIS in Lusaka today by Zambia Police Service Spokesperson Esther Katongo.

Kanganja urges Political parties to abide by electoral code of conduct

Inspector General of Police Kakoma Kanganja has called on all political parties in the country to abide by the provisions of the Electoral Code of conduct as they prepare for upcoming by-elections.

Mr. Kanganja said that all political players should ensure that they maintain high levels of peace before, during and after the forthcoming elections.

He added that the political players should sell their party manifestos without coercion so that the public can participate freely and in a peaceful environment.

Mr. Kanganja explained that the political players need to demonstrate peace as it is their constitutional right to conduct campaigns without intimidation.

He added that party supporters should also be educated on the need to be peaceful and tolerant during the forthcoming by-elections.

The Inspector General of Police has since warned that any political party found abrogating the provisions of the law will face the wrath of the law.

This was according to a statement issued to ZANIS in Lusaka today.

Over 2 million sourced for completion of Kasama Civic Centre

Kasama Municipal Council has sourced about K 2.7 million to go towards the completion of the Civic Center in the district.

Town Clerk Zakeyo Mbao has confirmed the development to ZANIS in Kasama today.

Mr. Mbao said the construction of the Civic Center – which stalled due to lack of funds will soon resume following the release of funds by government through the Ministry of Local Government.

He said the stalled project when completed, will help in securing office accommodation which the local authority has been grappling with for many years.

Mr. Mbao said the Civic Center which almost became a ‘White Elephant’ is a source of concern not only to members of the public but to government as well.

He said the funding for the project has been sourced by government from INDO (Z) Bank Limited.

And speaking during the signing ceremony of various contracts to go towards the completion of the Civic Center today, Mr. Mbao disclosed that five contractors have been awarded contracts to complete different works on the project.

He added that, the remaining works such as metal and electrical fittings will require the involvement of specialized personnel hence, the urgent need to engage various contractors.

Mr. Mbao has since appealed to the contractors to ensure that they work according to schedule adding that, no excuse will be accepted as funds are already available.

The facility whose construction started in 2011 is expected to be completed within 10 weeks.

And one of the contractors Dods General Dealers Limited of Ndola has assured the local authority that works will be completed according to the schedule.

Ministry of Housing and Infrastructure hasn’t taken away the activities of my ministry-Mutati

Minister of Works and Supply Felix Mutati has refuted claims suggesting that the Ministry of Housing and Infrastructure has taken away the activities of his ministry.

Mr. Mutati said this when he appeared on ZNBC’s Thursday Morning Live programme in Kitwe where he shared the views on what his ministry is working on under the Transformation Agenda Policy.

Mr. Mutati explained that the two ministries have been put under one cluster to complement each other in delivering the government’s mandate for the people of Zambia.

Mr. Mutati pointed out that what the Zambian people are looking for is service delivery that meets the required standards and that is first priority for the two ministries.

He added that what is vital is that the two ministries deliver the mandate of government by the end of the day.

This was according to a statement issued to ZANIS by the Ministry of Works and Supply Public Relations Officer Ndubi Mvula.

SADC Troika Heads of State summit to be held on 24 April 2018 in Luanda

The Southern African Development Community (SADC) is scheduled to hold a double Troika Summit of the Heads of State and Government in Luanda, Angola on 24 April 2018.

The Summit will comprise of Heads of States or representatives from South Africa, Namibia, the Kingdom of Eswatini ( previously known as Swaziland), Angola, Zambia and Tanzania, respectively.

South African President Cyril Ramaphosa will also attend as the SADC chairperson as well as Namibia’s President, Hage Geingob who is SADC’ s deputy chairperson.

King Makhosetive Dhlamini ( Mswati III ) of Eswatini is the outgoing chairperson.

A media statement issued by the Ministry of Information and Communication Technology on Thursday in Windhoek indicated that the double Troika Summit will be preceded by the Double Troika Ministerial Meeting on 23 April.

The Troika will receive progress reports on the implementation of the SADC decisions made on the Kingdom of Lesotho, the political and security situation in the Democratic Republic of Congo (DRC), the operationalization of the SADC Liaison Office in the DRC and on the consolidation of democracy in the region.

The Troika is mandated to steer and provide member states with direction regarding matters that threaten peace, security and stability in the region.

South Africa must tame Zambia’s ‘brutal regime’, opposition leader says

JOHANNESBURG (Reuters) – Zambia’s opposition leader Hakainde Hichelema accused President Edgar Lungu’s government on Thursday of political killings, rights abuses and rampant corruption, calling on South Africa to intervene to restore calm.

Hichilema, who spent four months in jail last year on a treason charge, said regional allies needed to apply pressure on Lungu or risk Zambia descending into the economic disarray seen in neighboring Zimbabwe under former President Robert Mugabe.

Zambia, Africa’s second largest copper producer, has been criticized by rights groups for an increase in political arrests under Lungu and concerns about corruption following reports of billions of dollars in undisclosed borrowing.

Lungu denies there is a government corruption problem or that police are used to stifle dissent.

“I am asking the region to open its eyes to a brutal regime and to do all it can to restore the rule of law, or the world will be looking at the next Zimbabwe,” Hichilema said in an interview in Johannesburg.

“It is in South Africa’s interest as the regional powerhouse to act now or it will suffer from economic collapse of its neighbor and mass migration over its border.”

South Africa is the commercial gateway to the region and has powerful influence over its neighbors.

Pretoria intervened to bring together a unity government in Zimbabwe after scores were killed in post-election violence in 2008 and swiftly brought an end to an attempted coup in Lesotho in 2014.

Zambia is due to hold elections in 2021 but Hichilema said it was impossible to hold a free and fair vote in the current environment because Lungu controlled the electoral commission.

Rights groups and diplomats have not reported a crackdown on dissent on the scale described by Hichilema.

“It is much, much worse than the world thinks,” he said.

Hichilema, an economist and businessman widely known as HH, was arrested in April last year and charged with treason after his convoy failed to make way for Lungu’s motorcade.

He was released in August after state prosecutors dropped the charges.

Former South African President Jacob Zuma did not publicly call for Hichilema’s release, drawing criticism from South African opposition parties who said Zuma was failing to uphold regional democracy.

Hichilema said he had more faith in new South African President Cyril Ramaphosa, a successful businessman who came to power in February after Zuma was forced out by his own party.

“We’ve been greatly encouraged by what we’ve seen in South Africa and we now want it to have a positive impact regionally.”

PRESIDENT Edgar Chagwa Lungu has said that he will not waste time with individuals or organisations that want to shun the dialogue process. President Lungu said he has opened his doors for dialogue and he will not waste time in trying to force people to the table.

He observed that a good leader is one who listens to others noting that no one has monopoly of wisdom.

“If you think you know it all, uli Chiwelwele…,” President Lungu said adding that sometimes, even those who make utter nonsense, he sieves their nonsense to pick out minute possible good contributions.

President Lungu said this when he arrived in Ndola as he proceeded to commission the most sophisticated soya bean crushing plant in Africa with a daily production of 1000 MT.

And President Edgar Lungu has commended the Patriotic Front (PF) on the Copperbelt Province for maintaining peace ahead of the Kansuswa and Kalulushi ward by elections, respectively, emphasizing on the need for PF members to remain calm and level headed no matter the extent of provocation.

President Lungu said Copperbelt Province is and remained the stronghold of the PF. He said he was also happy that the party in the province had strongly embraced the tenancy of democracy as Zambia was a democratic nation.

He added that as party President he would encourage all members to embrace democracy because when his tenure of office ends as the PF leader, he will not endorse anyone but rather let the party choose who to succeed him.

The President who is in the province for a two-day working programme is accompanied by PF Secretary General Davies Mwila.

The President was received at the airport by several ministers among them Labour Minister Joyce Nonde, Presidential Affairs Minister Freedom Sikazwe and their Copperbelt province counterpart Japhen Mwakalombe.

And speaking earlier Mr. Mwakalombe thanked the President for awarding ten percent of the Black mountain to Copperbelt youths popularly known as Jerabos.

The Minister said the gesture was a job creation venture for youths who were unemployed.

And Copperbelt province PF Chairman Steven Kainga informed the president that the party was intact in the province.

He said the strength and popularity of the party would be seen in the fourth coming by election when they manage to scoop all the seats.

Mr. Kainga further added that the party in the province had embraced the announcement of party elections as it was an indication that PF was a democratic party.
